UM, WE DISCUSSED THIS PROJECT BECAUSE WE WANTED TO INCREASE COMMUNITY INVOLVEMENT WITH THE DATA AND, UM, IMPROVE OUR MISSION TO BECOME TRANSPARENT AND ACCOUNTABLE WHEN IT COMES TO POLICE DATA.
UM, SO TODAY WE'RE JUST GONNA BUILD ON THAT INFORMATION.
UM, WE OFFICIALLY LAUNCHED THE PATH.
UM, WHAT IS PATH, PATH STANDS FOR, POLICING, ANALYTICS AND TRANSPARENCY HUB.
AND SO WE'RE GONNA TALK TODAY A LITTLE BIT ABOUT WHAT YOU SEE WHEN YOU GO TO THE LINK, HOW THAT DATA IS BEING SHOWN, AND THE DIFFERENCE BETWEEN HOW IT WAS SHOWN IN THE HUB AND HOW IT IS, UM, DISPLAYED NOW.
SO, PATH NOW IS A PLACE WHERE USERS CAN EXPLORE DIFFERENT TRANSPARENCY DATA SETS TOGETHER IN ONE CONNECTED INTERACTIVE SYSTEM.
IT LETS PEOPLE SEE THE BIGGER PICTURE, NOT JUST ISOLATED NUMBERS.
WHY WAS THE PATH DEVELOPED? THIS TRANSITION MODERNIZES THE SYSTEM BY MOVING FROM BASIC STATIC REPORTING TO INTERACTIVE DATA-DRIVEN ANALYSIS.
IT IMPROVES STAKEHOLDER ACCESS TO DATA, CREATE, CREATES A UNIFIED REPORTING FRAMEWORK AND EXPANDS ANALYTICAL FUNCTIONING TO SUPPORT TREND IDENTIFICATION AND PERFORMANCE EVALUATION.
AND THIS FURTHER SUPPORTS OUR MISSION, WHICH IS TO BOTH STRENGTHEN EXTERNAL TRANSPARENCY AND INTERNAL ACCOUNTABILITY MECHANISMS. AND TINA'S GONNA DISCUSS HOW, UH, THE HUB, UH, THE CHANGES TO THE HUB, UH, THAT HAVE LED TO THIS NEW PATH DASHBOARD.
SO THE ORIGINAL POLICE TRANSPARENCY HUB WAS BUILT ON THE RJS PLATFORM.
IT SERVED AS THE CITY'S FIRST MAJOR TRANSPARENCY INITIATIVE.
SO THE, IT PROVIDED MULTIPLE SEPARATE DASHBOARD PAGES, INCLUDING SITE AND RELEASE, UH, TRAFFIC STOPS USE OF FORCE AND WORKFORCE DATA.
HOWEVER, EACH DASHBOARD FUNCTION LARGELY IN ISOLATION.
THE SYSTEM RELIED ON STATIC OR SEMIS STATIC VISUALIZATIONS.
SO CROSS DASHBOARD INTERACTION WAS LIMITED, MEANING USERS COULD NOT EASILY ANALYZE RELATIONSHIPS BETWEEN DATA SETS.
SO THE STRUCTURE WAS HEAVILY MAP CENTERED, WHICH WAS VISUALLY HELPFUL, BUT LIMITED DEEPER ANALYTICAL CAPABILITY.
SO THIS DOES NOT MEAN THE RGIS CANNOT, UH, PERFORM ANALYTICS, BUT ITS CORE STRENGTH IS, UH, SPATIAL VISUALIZATION AND GEOSPATIAL ANALYSIS, BUT NOT UNIFIED ENTERPRISE, UH, ANA ANALYTIC ABILITY.
SO THE LEGACY HUB PROVIDES PUBLIC VISIBILITY, UH, BUT LIMITED INTEGRATED ANALYSIS.

WE PRESENTED AT THE PUBLIC SAFETY COMMITTEE MEETING ON NOVEMBER 3RD.
AND I ALSO WANT TO THANK BRANDON WILLIAMS. BRANDON IS, UM, THE CHIEF TECHNOLOGY OFFICER, UH, AND EXECUTIVE LIAISON FOR ALL PUBLIC SAFETY DEPARTMENTS.
THAT'S ONE OF THE CHANGES THAT WE MADE IN FAIRLY RECENT HISTORY.
UM, SO THAT WE HAVE HIM AS AN ASSET AND A RESOURCE THAT WILL BE COMING TO SPEAK WITH YOU IN THE FUTURE.
SO TODAY WE ARE HERE TO ANSWER A COUPLE OF MAIN QUESTIONS THAT MANY COUNCIL MEMBERS, ESPECIALLY YOU COUNCIL MEMBER PECK, WHO'VE BEEN INTERESTED IN BOTH THE SCHEDULE FOR THE RECORDS MANAGEMENT SYSTEM PROJECT AS WELL AS EXPENDITURES.
SO WE'LL GO TO THE NEXT SLIDE.
UM, IT'S JUST, WE CAN DO THE NEXT ONE AGAIN.
THIS IS THE TIMELINE, UM, THAT IS VIRTUALLY IDENTICAL TO WHAT WE SHOWED YOU IN NOVEMBER.
THE FIRST THING I WANNA DRAW YOUR ATTENTION TO IS THAT THAT ESTIMATED GO LIVE DATE HAS NOT MOVED, UM, SINCE WE SPOKE TO YOU A FEW MONTHS AGO.
IT IS STILL ANTICIPATED TO BE OCTOBER OF 2026.
BUT WHAT WE ARE FORECASTING HERE AND WE WANNA DRAW COUNCIL'S ATTENTION TO ARE THE UPCOMING COUNCIL ACTIONS THAT YOU'LL BE HEARING FROM US CONTINUALLY ABOUT THIS PROJECT.
SO STARTING WITH IN THE MARCH TO APRIL TIMEFRAME, WE WILL BE COMING BACK TO CITY COUNCIL WITH AN AMENDMENT TO THE VERS, A TERM RMS AGREEMENT.
REMEMBER VERS A TERM IS THE INCOMING VENDOR, UM, THAT WILL BE A $0 AMENDMENT.
WE WILL USE THE EXISTING SPENDING AUTHORITY THAT CITY COUNCIL HAS ALREADY APPROVED FOR THAT AGREEMENT.
BUT WE ARE ADDRESSING SOME ADDITIONAL SCOPE REQUIREMENTS FOR INCORPORATING THE HOUSTON ARSON BUREAU PART OF HFD WHO WILL BE LEVERAGING THE NEW RMS SYSTEM AS WELL AS ENABLING THE COMMUNITY REPORTS FUNCTIONALITY.
NOW WITH THAT SAID, WE'VE ALREADY TALKED ABOUT THAT THE GO LIVE DATE IS STILL FORECASTED TO BE OCTOBER OF 26.
AND THEN LET'S TALK A LITTLE BIT ABOUT SOME OF THE FINANCIAL CHANGES

THAT, UH, FIRST OF ALL, WE WANNA THANK YOU COUNCIL RECENTLY APPROVED AN AMENDMENT TO THE CENTRAL SQUARE CONTRACT, WHICH IS FOR THE, UH, INCUMBENT PRODUCT TIBERON, WHICH IS THE CURRENT RMS SYSTEM.SO THE BULLET POINTS BELOW JUST GIVE YOU A LITTLE BIT MORE GRANULARITY ON WHEN WE CAME BACK TO COUNCIL AND FOR WHAT AMENDMENTS.
YOU MAY RECALL, UH, THAT ON APRIL 30TH WE REQUESTED EXTENSIONS IN TWO DIFFERENT BLOCKS OF TIME.
THE FIRST WAS A SIX MONTH EXTENSION, WHICH GOT US FROM MAY OF 25 TO NOVEMBER OF 25.
AND THAT WAS FOR JUST OVER A MILLION DOLLARS.
AND THAT SAME REQUEST ALSO INCLUDED TWO OPTION EXTENSIONS FOR THREE MONTHS EACH.
UH, FOR A COMBINED TOTAL OF THAT 1 MILLION PLUS THE 628,000 WAS TO GET AN ADDITIONAL 12 MONTHS.
THOSE WERE THINGS WHERE QUITE FRANKLY WE WERE PROJECTING TO CITY COUNCIL WHAT WE THOUGHT WE MIGHT NEED, BUT WE DIDN'T KNOW AND WE WERE WORKING DILIGENTLY TO GET THE RECORDS MANAGEMENT PROJECT INTO A POSITION WHERE WE KNEW THAT WE COULD BE SUCCESSFUL, UM, WITH A, A PRODUCTIVE GO LIVE.
SUBSEQUENT TO THAT, UH, YOU MOST RECENTLY APPROVED ON FEBRUARY 18TH THE EXTENSION COST FOR $832,000, WHICH WAS THE EXTENSION FROM MAY OF 26 TO NOVEMBER OF 26.
AND THAT WAS TO CARRY US THROUGH TO WHAT OUR PROJECTED GO LIVE PERIOD IS IN OCTOBER PLUS ONE MORE MONTH.
NOW WE DID AT THAT TIME ALSO ASK FOR SPENDING AUTHORITY, WHICH QUITE FRANKLY IS REALLY JUST INSURANCE.
IT'S ASKING YOUR SPENDING AUTHORITY, UH, IN CASE WE DETERMINE AS WE GET THROUGH THE GO LIVE PERIOD THAT THERE ARE ADDITIONAL REASONS WHY WE MIGHT NEED TO CONTINUE ACCESSING THE LEGACY SYSTEM.
AND AGAIN, THOSE ARE IN TWO SEPARATE OPTIONAL EXTENSIONS OF THREE MONTHS EACH, BOTH OF THESE SITUATIONS, UM, BOTH THE FIRST ONE, WHICH WAS ON APRIL 30TH INCLUDED SOME SPENDING AUTHORITY FOR ADDITIONAL THIRD PARTY APPLICATIONS WHICH INTEGRATE IN WITH THE RMS FUNCTIONALITY.
AND IF WE ARE ABLE TO FINISH THE PROJECT AND NOT EXECUTE THOSE TWO ADDITIONAL SIX MONTH OPTIONS, WHICH IS WHAT WE ARE FORECASTING AT THIS POINT, WE WILL NOT HAVE TO RENEW THOSE THIRD PARTY APPLICATIONS.
BUT WE DO HAVE THAT CAPACITY INCLUDED IN THE SPENDING AUTHORITY THAT YOU AUTHORIZED ON FEBRUARY 18TH.
SO THE NEXT SLIDE WE'LL SHOW YOU JUST A DIFFERENT WAY OF LOOKING AT THE FINANCIALS THAT WE JUST TALKED ABOUT.
UH, ONE OF THE QUESTIONS WAS HOW MUCH HAVE WE SPENT KEEPING THE EXISTING UH, TRON RMS SYSTEM, UH, IN PLAY? AND SO YOU CAN SEE THAT GOING BACK TO FY 2223 IN THE DARK NAVY BLUE, THOSE ARE PART OF THE ORIGINAL CONTRACT WITH CENTRAL SQUARE.
THE LIGHTER BLUE REPRESENT THOSE EXTENSIONS THAT WE'VE BEEN TALKING ABOUT.
AND THEN YOU'LL NOTICE IN THE FY 27 COLUMN WHERE WE BLOCKED OFF, UM, JUST UNDER 900,000 IN WHITE, THOSE ARE THOSE TWO THREE MONTH EXTENSIONS THAT AT THIS POINT WE DO NOT ANTICIPATE HAVING TO EXECUTE, BUT YOU HAVE AUTHORIZED.
