THE CITY OF HOUSTON'S HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS COUNCIL'S APPROVAL OF AN ORDINANCE AUTHORIZING AN EIGHTH AMENDMENT TO OUR COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY, 2016 FLOODS GRANT AWARD THAT WE HAVE WITH THE TEXAS GENERAL LAND OFFICE. THE CHANGES TO THIS AGREEMENT WILL DO THREE THINGS. FIRST, IT WILL EXTEND THE TERM OF OUR SUB-RECIPIENT AGREEMENT FROM DECEMBER 31ST, 2025 TO APRIL 30TH, 2026. IN ADDITION, IT WILL ALLOW LANGUAGE WITH THE HARVEY, UM, BUYOUT PROGRAM CLOSEOUT, AND IT WILL ALLOW TIME FOR COMPLETION OF FINAL SALARY DRAWS. CAN I, CAN I, I'M SORRY. THE CITY'S REQUIREMENTS OF THE APPLICA APPLICANT ARE ENROLLMENT IN THE STATE OR FEDERAL CLEANUP PROGRAM. A THOROUGH INVESTIGATION CONFIRMING THAT THE GROUNDWATER PLUME CONTAMINATION IS STABLE OR DECREASING AND FULLY DELINEATED, WHICH MEANS THE EXACT POSITION OF THE CONTAMINATION HAS BEEN IDENTIFIED, SOURCE OF CONTAMINATION HAS BEEN REMOVED, OR THE SOURCE OF THE CONTAMINANT CONTAMINATION HAS BEEN REMOVED. A THIRD PARTY ENGINEER, PROFESSIONAL ENGINEER, OR GEOLOGIST PROFESSIONAL GEOLOGIST MUST CERTIFY THE APPLICATION AND ALL THE DOCUMENTATION OF THE DEED RECORDATION OF THAT SITE HAS A SEAL OF THE GEOLOGIST OR THE PROFESSIONAL ENGINEER. NEXT SLIDE. THE STEPS OF THE PROCESS FOR MSDS ARE THE PRE-APPLICATION MEETING. THE APPLICANT SUBMITS THE APPLICATION TO THE CITY IF IT'S DETERMINED, ELIGIBLE TO APPLY. THE CITY REVIEWS THE APPLICATION. WE HOLD THE PUBLIC MEETING, WHICH WAS HELD, UM, LAST MONTH. WE HOLD THE PUBLIC HEARING AND THAT'S WHAT WE ARE HAVING RIGHT NOW. AND THEY'RE BOTH OPEN TO COMMENTS. BOTH THE PUBLIC HEARING AND THE PUBLIC MEETING ARE OPEN TO PUBLIC COMMENTS. UH, THEN THE NEXT STEP IS THE CITY COUNCIL EITHER APPROVES OR DENIES, THEN THE APPLICANT SUBMITS THEIR APPLICATION TO THE TCEQ AND THEN THEY'RE OPEN FOR MORE COMMENTS. TCEQ APPROVES OR DENIES THE APPLICATION AND IF IT IS APPROVED, MSD ORDINANCE IS FILED WITH THE COUNTY DEED RECORDS. NEXT SLIDE. YOU SHOULD SUPPORT AN MSD BECAUSE THEY PROTECT THE PUBLIC FROM CONSUMPTION OF CONTAMINATED GROUNDWATER. THEY ENCOURAGE CLEANUP OF CONTAMINATED SITES AND THEY PROMOTE THE REDEVELOPMENT OF UNDERUTILIZED PROPERTIES. NEXT SLIDE.
