THOSE INCLUDE MULTIFAMILY, AFFORDABLE HOUSING DEVELOPMENTS, INFRASTRUCTURE, INVESTMENT, AND HOME OWNERSHIP THROUGH MORTGAGE PROGRAMS. VOLUME CAP IS ALLOCATED TO EACH STATE BASED ON POPULATION. LAST YEAR, TEXAS RECEIVED JUST OVER $4 BILLION IN VOLUME CAP. TEXAS THEN ALLOCATES, UH, TO A FORMULA, UH, ALLOCATES THAT VOLUME CAP ACROSS FIVE DIFFERENT PROJECT TYPES OR SUB CEILINGS TO ENSURE FAIR AND EQUITABLE UTILIZATION OF THAT VOLUME CAP IN A WAY THAT ADDRESSES THE SPECIFIC NEEDS AND DEMANDS OF THE STATE. HOUSTON, HSC RECEIVES AN ANNUAL ALLOCATION FROM SUBSE FOUR, WHICH IS MULTIFAMILY, UH, VOLUME CAP, UM, AND ALSO FROM SUBSE ONE, WHICH IS, UH, SINGLE FAMILY MORTGAGE REVENUE BOND VOLUME CAP. AND I'LL BE USING THOSE WORDS, SINGLE FAMILY VOLUME CAP AND MORTGAGE REVENUE BOND VOLUME CAP, OR MRB VOLUME CAP KIND OF, UH, UH, SYNONYMOUSLY. UM, THE ASSIGNMENT WE'RE DISCUSSING TODAY IS ONLY FOR THAT SUBSE ONE. IT'S THE SINGLE FAMILY MORTGAGE REVENUE BOND VOLUME CAP. A SIGNIFICANT PART OF THE WORK, UH, THAT, UM, MY TEAM AT TDHC DOES INVOLVES ISSUING TAX EXEMPT MORTGAGE REVENUE BONDS, WHICH REQUIRES THE VOLUME CAP AND USE. WE USE THOSE BOND PROCEEDS TO ORIGINATE BELOW MARKET MORTGAGE LOANS FOR QUALIFIED LOW TO MODERATE INCOME, FIRST TIME TEXAS HOME BUYERS AND VETERANS T-D-H-C-A ISSUES AROUND $1 BILLION A YEAR IN MORTGAGE REVENUE BONDS AND MORTGAGE CREDIT CERTIFICATES ANNUALLY. OUR, UH, OUR 2025 M RV VOLUME CAP, UH, ALLOCATION FROM THE, UH, STATE LAST YEAR WAS 437 MILLION. SO YOU CAN KIND OF SEE THAT THE MATH IS A LITTLE BIT TRICKY, RIGHT? WE WE'RE ISSUING A BILLION DOLLARS THAT WE NEED VOLUME CAP FOR. WE GET 437 MILLION FROM THE STATE. FORTUNATELY, UH, TEXAS GOVERNMENT CODE CHAPTER 1372 SPOT 0 4 4 ALLOWS LOCAL HFCS TO RESERVE THEIR PORTION OF THE STATE CEILING AND ASSIGN THAT RESERVATION TO T-D-H-C-A TO ISSUE MORTGAGE REVENUE BONDS ON THEIR BEHALF. SINCE 20 20 16, LOCAL HFCS ACROSS THE STATE HAVE PARTNERED WITH US ASSIGNING OVER $1 BILLION OF THEIR SINGLE FAMILY VOLUME CAP TO T-D-H-C-A. THIS PROGRAM HAS TRULY BECOME THE LIFEBLOOD OF WHAT WE DO AND THE LIFEBLOOD FOR SINGLE FAMILY HOME OWNERSHIP FOR LOW AND MODERATE INCOME TEXANS. SO WHY DO LOCAL HFCS ASSIGN THAT VOLUME CAP TO T-D-H-C-A? MOST LOCAL LOCAL HFCS FOCUS THEIR TIME AND EFFORTS ON MULTIFAMILY AFFORDABLE HOUSING DEVELOPMENT. MOST DO NOT WISH TO ADMINISTER A SINGLE FAMILY MORTGAGE REVENUE BOND PROGRAM AND MORTGAGE LENDING PROGRAMS DUE TO THE TIME, THE EXPENSE, THE INVESTMENT, AND THE RISK INVOLVED IN DOING THAT ACTIVITY. UH, IN TURN, UM, I'M SORRY. AND AS SUCH, THEY ASSIGN THAT VOLUME CAP TO T-D-H-C-A. AND T-D-H-C-A ESSENTIALLY RUNS A MORTGAGE, UH, BOND LENDING PROGRAM ON THEIR BEHALF. THIS DOES SEVERAL THINGS. IT LEVERAGES TDHCA A'S ECONOMIES OF SCALE, OUR RESOURCES, OUR HIGH CREDIT RATINGS, OUR EXTENSIVE RELATIONSHIPS TO ACCESS CAPITAL MORE EFFICIENTLY AND AT BETTER RATES. IT EARMARK, UH, T-D-H-C-A EARMARKS THE VOLUME CAP ASSIGNMENT FROM EACH HFC AND TRACKS THE LENDING ACTIVITIES TO ENSURE THAT THE VOLUME CAP ASSIGNED BY THAT HFC IS USED IN WITHIN THE JURISDICTION OF THAT HFC. UH, T-D-H-C-A [00:10:01] TAKES ON ALL FINANCIAL RISK AND COMPLIANCE RISK ASSOCIATED WITH THE BOND ISSUANCE. UH, T-D-H-C-A MANAGES THE MORTGAGE LENDING PROGRAMS AND THE LENDER RELATIONSHIPS. UM, T-D-H-C-A FUNDS DOWN PAYMENT ASSISTANCE, UM, AND THEN T-D-H-C-A WILL PROVIDE ONGOING MARKETING OF THE PROGRAM TO REALTORS AND LENDERS, UM, IN THE AREA. UM, IN RETURN, THE HFCS RECEIVE A QUARTERLY REPORT ON LENDING ACTIVITIES THAT ALLOWS THEM TO DO, UH, TRACKING IN TERMS OF WHAT THE, WHAT THE HOUSING ACTIVITY IS IN THEIR AREA. AND FINALLY, UH, THE HFCS RECEIVE 4.75 BASIS POINT FEE ON ALL FUNDS, UH, UTILIZED FROM THAT VOLUME CAP. SO, UM, EVERY TIME I PRESENT THIS PROGRAM, I'M ASKED WHAT'S THE CATCH? UM, WHAT'S THE DOWNSIDE? UM, HONESTLY, UNLESS A LOCAL HFC WISHES TO RUN THEIR OWN, UH, MOR SINGLE FAMILY MORTGAGE, UH, BOND PROGRAM, THERE REALLY IS NO VOLUME, NO, NO DOWNSIDE. UM, IT'S, UH, IT IS REALLY ABOUT, UM, MAKING SURE THAT THE VOLUME CAP THAT'S THAT'S ASSIGNED BY THE STATE TO A LOCAL COMMUNITY ACTUALLY GETS UTILIZED IN THAT LOCAL COMMUNITY AND NOT ELSEWHERE. BECAUSE IF YOU DON'T UTILIZE THAT VOLUME CAP AND ASSIGN THAT VOLUME CAP, IT GOES INTO THE COLLAPSE, IT GOES INTO A BROADER POOL, AND IT CAN END UP IN A LOT OF DIFFERENT PLACES. SO IT REALLY IS DESIGNED, ASSIGNED. IT'S A WAY FOR US TO KEEP OUR PROGRAMS GOING, AND IT'S A WAY FOR US TO MAKE SURE THAT IF HOUSTON HAS ASSIGNED US VOLUME CAP, WE'RE MAKING THOSE LOANS IN HOUSTON. UM, WE'RE GONNA BE MAKING LOANS IN HOUSTON ANYWAY, OBVIOUSLY. UM, OVER THE LAST YEAR, ALMOST TWO YEARS, WE'LL CALL IT. UM, T-V-H-C-C-A HAS MADE $92 MILLION IN, UH, SINGLE FAMILY MORTGAGE LOANS TO QUALIFIED, UM, UM, FIRST TIME HOME BUYERS AND VETERANS IN, IN HOUSTON, UH, CITY PROPER 374 LOANS. WE'VE ALSO DONE, UH, 39 LOANS THAT, UH, PROVIDE MCC, WHICH IS MOR MORTGAGE CREDIT CERTIFICATE, WHICH GIVES YOU A DOLLAR FOR DOLLAR TAX EXEMPTION ON THE, ON YOUR INTEREST, UM, UP TO A, UP TO A LIMIT. AND THEN WE ALSO HAVE A-A-T-B-A PROGRAM WHERE WE FUND THE DPA. IT'S A MARKET BASED PROGRAM WHERE WE'VE MADE A 161, UH, LOANS IN HOUSTON TOTALLING JUST UNDER 40 MILLION. UM, TOTAL DPA THAT WE'VE FUNDED IN HOUSTON OVER THE LAST TWO YEARS IS 3.7 MILLION. UM, AND THE AVERAGE DPA AMOUNT FOR, FOR, UH, THOSE BORROWERS IS, UH, $7,900. UM, KIND OF GOING ONTO THE NEXT, NEXT PAGE, UM, UH, THIS GIVES A LITTLE BIT MORE STATISTICS, BUT YOU KNOW, THIS, THIS IS THE KIND OF REPORTING THAT WE'LL PROVIDE ON A REGULAR BASIS, AND WE CAN ALSO TAKE IT AND GET IN A LOT MORE, UH, A LOT MORE GRANULAR, UH, IF IT'S BENEFICIAL. UM, AND THAT IS, UH, KIND OF IT IN TERMS OF THE STATISTICS, BUT THE OTHER BENEFIT THAT WE DO, WE'VE, WE'VE, UM, WE SET ASIDE PART OF EACH BOND DEAL TO, FOR MARKETING, AND WE HAVE, UM, BROUGHT IN A THIRD PARTY FIRM. UM, I THINK THAT THE REASON THAT THE HOUSTON NUMBERS AREN'T AS HIGH AS THEY ARE IS BECAUSE WE HAVEN'T. IT'S JUST THE GENERALLY WHAT'S AVAILABLE THROUGH OUR LENDER NETWORK. THIS WOULD ADD A MARKETING, UH, PRESENCE IN HOUSTON FOR THE PROGRAM.
