UH, KIMBERLY BOWIE, RAMON, JAIME LEON, UH, ROVAN LUM WILSON CULVERT, AND ALSO ASSISTANT DIRECTOR HECTOR RODRIGUEZ, WHO I'VE BEEN ABLE TO WORK WITH FOR THE LAST FEW YEARS AND HAS BEEN A TREMENDOUS SUPPORT WITH OFFICE FOR PEOPLE WITH DISABILITIES.

THESE INDIVIDUALS ENSURE THAT ACCESSIBILITY FOR PEOPLE WITH DISABILITIES IS CONSIDERED AND PRIORITIZED WHENEVER THEY ARE REVIEWING AND APPROVING PLANS.

THIS GREAT TEAM IS ALSO A PART OF THE SIDEWALK AND PEDESTRIAN REALM COMMITTEE, ALONGSIDE WITH THE MAYOR'S OFFICE, THE OFFICE FOR PEOPLE WITH DISABILITIES AND THE HOUSTON PUBLIC WORKS DEPARTMENT.

LET ME JUST SAY THAT THESE INDIVIDUALS ARE NOT JUST HELPFUL AND COLLABORATIVE.

THEY ARE RESPONSIVE AND THAT SHOWS THAT THEY HAVE A PASSION FOR WHAT THEY DO EVERY SINGLE DAY.

THEY ARE ALWAYS AVAILABLE TO GO OVER PROJECTS AND PROVIDE VALUABLE AND MEANINGFUL RECOMMENDATIONS.

THERE'S A COMMON PHRASE OUT THERE WITHIN THE DISABILITY COMMUNITY THAT SAYS NOTHING ABOUT US WITHOUT US, AND THIS DIVISION DOES JUST THAT.

BECAUSE OF THIS, PEOPLE WITH AND WITHOUT DISABILITIES IN THE CITY OF HOUSTON HAVE THE ABILITY TO TRAVEL, WORK, SHOP, AND SOCIALIZE INDEPENDENTLY AND WITH DIGNITY.

ALSO, PEOPLE WITH DISABILITIES ARE ABLE TO ACCESS ESSENTIAL SERVICES SUCH AS HEALTHCARE, FACILITIES, EDUCATION, PUBLIC TRANSPORTATION, EMPLOYMENT, AND GOVERNMENT OFFICES.

THAT'S WHY I'M HERE TO VOICE MY STRONG CONCERNS REGARDING THE PROPOSED PUBLIC VARIANCE AND NEW WAREHOUSE AND DISTRIBUTION CENTER DEVELOPMENT PLAN BORDERED TO MY PROPERTY.

THE LAST TIME I ATTENDED A VARIANCE MEETING, I WAS INFORMED, UH, IN 22 BY THE ENGINEERS OF WORKERS UNDER COMMISSIONER JACK CAGLE THAT THE PROJECT WAS BEING DELAYED ONLY FOR CLARIFICATION.

WHAT FOLLOWED WAS A TOLLWAY FROM 29 20 TO KIRKDALE, WHICH HAS NOW TURNED MY QUIET STREET INTO A BUSY CUT THROUGH ROUTE FOR DRIVERS AVOIDING TOLLS.

THE INCREASE IN NOISE, DANGER AND CONSTANT TRAFFIC HAS CHANGED OUR QUALITY OF LIFE DRAMATICALLY.

NOW THE PROPOSED DEVELOPMENT THREATENS TO MAKE THINGS EVEN WORSE.

THE PROJECT SITE WHICH WAS SOLD FOR BETWEEN FIVE AND 10 MILLION SITS IN THE MIDDLE OF NEW RESIDENTIAL AREAS.

IT'S DEEPLY CONCERNING THAT SUCH A LARGE SCALE INDUSTRIAL DEVELOPMENT WOULD BE PLACED WITHOUT CARE FOR CONSIDERATION FOR THE REMAINING HOMEOWNERS AND THE ESTABLISHED COMMUNITY.

WHEN HIGHWAY 99 WAS BUILT, OUR STREET FLOODED ON BOTH ENDS, TRAPPING RESIDENTS FOR DAYS.

ALTHOUGH OUR PROPERTIES NEVER FLOODED, BECAUSE WE ARE NOT IN THE FLOOD PLAIN, THIS WAS ONLY DUE TO NATURAL DRAINAGE.

THESE TREES PROVIDE OXYGEN, SHADE, WILDLIFE HABITAT, NOISE REDUCTION FROM HIGHWAY 99.

THEIR LOSS WILL DEGRADE BOTH THE ENVIRONMENT AND LIVABILITY OF OUR NEIGHBORHOOD.

A 24 HOUR WAREHOUSE OPERATION WILL BRING CONSTANT LIGHT POLLUTION, SEMI-TRUCK TRAFFIC, AND ROUND THE CLOCK NOISE ONTO AN ALREADY CONGESTED TWO-LANE ROAD.

WE ARE ALREADY SEEING DAILY TRAFFIC INCIDENTS DUE TO CUT THROUGH DRIVERS AND THE PROJECT WOULD ONLY INCREASE THE DANGER.

THE APPLICANT PROPOSES ONE COMMERCIAL RESERVE AND IS REQUESTING A VARIANCE TO EXCEED INTERSECTION SPACING BY NOT PROVIDING A NORTH SOUTH STREET THROUGH THE TRACT.

STAFF IS IN SUPPORT OF THIS REQUEST.

THE SITE IS A FIVE ACRE TRACT INTENDED FOR A COMMERCIAL S STORAGE DEVELOPMENT.

THE SITE HAS FRONTAGE ALONG NEVILLE ROAD AND THE ADJACENT PROPERTIES ARE LARGE MULTI ACRE TRACKS EITHER UNDEVELOPED OR HAVE A LOW DENSITY USE.

THIS PLANET COMMISSION GRANTED A SIMILAR VARIANCE IN 2020 FOR A PROPERTY JUST EAST OF THIS SITE TO EXCEED NORTH SOUTH INTERSECTION SPACING.

JUSTIFICATION FOR SUPPORTING THAT VARIANCE WAS THE LOW DENSITY USES IN THE AREA AND SUFFICIENT ACCESS TO THE STREET STREET NETWORK.

ALSO, ADDITIONAL RECORDED PLATS NEARBY FURTHER LIMITS THE PROXIMITY OF THE STREET TO FM 360 2.

THERE'S AN EXISTING PIPELINE THAT BISECTS THE PROPERTY.

EXCUSE ME, THERE'S AN EXISTING PIPELINE THAT BISECTS THE BLOCK AND ANY NORTH SOUTH STREET CONNECTION FROM NEWVILLE ROAD WILL BE, WILL NOT BE REQUIRED BY ORDINANCE TO CROSS THIS PIPELINE.

KNOWING THIS INFORMATION OR NORTH SOUTH STREET THROUGH THE PROPOSED PLAT WILL NOT GREATLY IMPROVE TRAFFIC CIRCULATION.

IN ADDITION, THE OAKWOOD SUBDIVISION TO THE EAST WAS RECENTLY APPROVED AND HAS SUFFICIENT CONNECTIVITY WITHIN ITS OWN STREET GRID.

HARRIS COUNTY HAS VOICED NO OBJECTION TO THIS REQUEST AND STAFF RECOMMENDS GRANTING THE REQUESTED VARIANCE IN APPROVING THE PLAT SUBJECT TO THE CPC 1 0 1 FORM CONDITIONS.

THE SITE IS AN EXISTING OPERATION USED TO STORE HEAVY INDUSTRIAL EQUIPMENT.

THE APPLICANT IS SUBMITTING THIS PLAT IN ORDER TO RECEIVE A PERMIT TO REGRADE THE PROPERTY AND IMPROVE THE DRAINAGE.
