AND THIS IS THE FIRST OPPORTUNITY THAT I GET BECAUSE I WAS JUST CONFIRMED ABOUT A FEW HOURS AGO.

I HOPE TO BE ABLE TO UPDATE YOU ON NEXT SLIDE, PLEASE.
SO, IN MY FIRST 90 DAYS, UM, WE LOOKED AT OVERALL ON HOW WE CAN IMPROVE PRODUCTIVITY AND EFFICIENCY.
UM, UM, THE FIRST THING I WANTED TO DO WAS COME IN AND GET A GAUGE ON OUR EMPLOYEES, THE MORALE, HOW WE WERE PERFORMING, WHAT WE CAN DO TO IMPROVE, AND WHAT WE CAN DO TO DELIVER QUALITY SERVICE TO THE, THE CITY, UH, THE CITIZENS OF HOUSTON.
UH, JUST TO GIVE YOU A LITTLE BIT OF BREAKDOWN ABOUT OUR DEPARTMENT, UH, WE HAVE ROUGHLY, UH, 389 EMPLOYEES WITH OVER 400,000 HOMES THAT WE SERVICE.
AND WE HAVE A ANNUAL OPERATING BUDGET OF $101 MILLION ANNUALLY.
SO THIS IS ONE OF THE, UM, AN UPDATE ON WHERE WE ARE WITH OUR CURRENT SERVICE.
SO EVERYBODY WILL UNDERSTAND GARBAGE IS ALWAYS GONNA BE OUR MAIN PRIORITY, UH, BECAUSE OF FEDERAL MANDATES AND THINGS LIKE THAT.
SO WE'RE GONNA EXHAUST EVERY AVENUE THAT WE HAVE, UH, TO MAKE SURE THAT THE GARBAGE IS UP.
UH, CURRENTLY THE GARBAGE COLLECTION IS ON SCHEDULE.
RECYCLING IS APPROXIMATELY, UH, TWO TO THREE, MAYBE FOUR DAYS BEHIND.
RIGHT NOW, HEAVY TRASH IS TWO WEEKS BEHIND, AND OUR YARD WASTES ARE DELAYED, BUT IT'S BEING COLLECTED WITH OUR HEAVY TRASH.
AND I WILL TALK ABOUT THAT WITH OUR FUTURE PLANS WITH THAT, UH, LATER ON IN THE PRESENTATION.

ADMINISTRATION IMPROVEMENTS, UM, AND REFORM.UH, WHEN I CAME IN, WE HAD TO TAKE AN OVERALL LOOK AT EVERYTHING WITHIN OUR DEPARTMENT.
UH, ONE OF THE THINGS THAT WE WERE LACKING ON WAS, UM, THE ADMINISTRATION SUPPORT IN WHICH WE CAN BE TRANSPARENT WITH OUR CONSTITUENTS.
AND, UM, IT REALLY, REALLY DOES, YOU KNOW, PLACE A BAD TASTE IN MY MOUTH.
AND WE JUST CAN'T GIVE THE PUBLIC WHAT A GENERAL ANSWER.
WHETHER IT'S LIKE WE ARE BEHIND A DAY, WHETHER WE'RE BEHIND TWO DAYS, WHETHER WE'RE BEHIND THREE DAYS.
IT'S, IT'S NOT NO ONE'S FAULT INDIVIDUALLY, BUT AS A TEAM, COLLECTIVELY, WE GOTTA HOLD OURSELVES ACCOUNTABLE.
SO ONE THING THAT I WANTED TO DO, THE FIRST THINGS I WANTED TO DO WAS IMPLEMENT, UM, ADMINISTRATION TEAM THAT IS SPEARHEADED AND HAS THE MAIN FOCUS OF CUSTOMER SERVICE FOCUS.
AND THAT'S GETTING INFORMATION OUT.
UM, CURRENTLY WE DON'T HAVE A WORK ORDER SYSTEM.
AND BEING IN PUBLIC WORKS FOR THE LAST 12 YEARS, THAT WAS VERY DIFFERENT FOR ME TO COME INTO.
AND, UH, A DEPARTMENT THAT DOES NOT HAVE OUR OWN INTERNAL WORK ORDER SYSTEM.
SO NOW WE'RE USING THE HELP OF, UH, 3 1 1, AND NOW WE JUST HAVE A NEWLY CREATED ADMINISTRATION TEAM, UH, THAT CONSISTS OF, UH, THREE INDIVIDUALS THAT NOW ARE STARTING.
THEY, UH, JUST STARTED LAST MONDAY, UH, TO START BASICALLY POLICING THE SERVICE REQUESTS, UH, LOOKING AT 'EM, CLOSING THEM OUT, AND GETTING CUSTOMERS INFORMED ON WHAT, WHAT THE LATEST UPDATES IS ON THE SERVICE REQUEST.
NOW, THE ALARMING NUMBER THAT WHEN WE GOT IN IT WAS OVER 2000 IN THE BACKLOG AND OVER 8,000 IN THE ENTIRE QUEUE.
SO WE ARE WORKING WITH THREE PEOPLE NOW TO GO THROUGH AND POLICE EACH ONE OF THOSE WORK ORDERS.
MOST OF 'EM CAN BE CLOSED BECAUSE IT WAS LIKE MIS COLLECTION, AND IT HAPPENED, UH, BACK IN 2023.
SO WE FOUND SRS THAT WERE IN THE SYSTEM SINCE 2023.
SO WE HAVE, WE ACTUALLY, UH, WE, WE TOOK A CHANCE IN CLOSING THOSE OUT WAS LIKE, I, HOPEFULLY NO ONE'S CALLED SINCE 2023.
SO WE'RE, UH, DOING OUR BEST TO WORK OUR WAY UP.
ANOTHER THING IS REBALANCING THE ROUTES TO REDUCE OVERBURDENED AREAS.
UM, LATER ON IN THE PRESENTATION, I CAN GIVE YOU AN EXAMPLE OF HOW THE ROUTES HAVE NOT BEEN UPDATED IN 10 YEARS.
THEY DID START, UM, TRYING TO COMP, COMPILE THE ROUTES, BUT WHEN WE FIND OUT NEW NEIGHBORHOODS THAT COME INTO PLAY, THEY'RE, THEY WERE JUST ADDED, AND THE ROUTES WEREN'T BALANCED ENOUGH FOR OUR CREWS TO BE ABLE TO GO OUT AND EFFICIENTLY PICK UP THE CANS.
UM, MOVING FORWARD, WE, WE CONSOLIDATED QUADRANTS FROM FOUR TO TWO.
WHEN I FIRST CAME IN, OF COURSE, WE WERE HEARD, I HEARD ABOUT THE, UH, RETIREMENT INCENTIVE WITH THE MEN AND WOMEN THAT WAS WELL DESERVED.
UH, BUT WITH THE DEPARTURE OF THAT MANY EMPLOYEES THAT ALMOST CRIPPLED ONE QUADRANT IN THE AREA.
SO I RECOGNIZED THE, DEPLOYED THE MAXIMUM AMOUNT OF TRUCKS TO BE EFFICIENT.
I CONSOLIDATED FOUR QUADRANTS TO TWO INSTEAD OF THE, UH, NORTHEAST, NORTHWEST, SOUTHEAST AND SOUTHWEST.
UM, WE REMOVED OUTDATED PRACTICES AND STREAMLINED OVER TIME.
WE'RE TRYING TO BE COST EFFICIENT AND ON, ON, ON OUR OPERATIONS.
WE HAD A LOT OF EMPLOYEES THAT WERE WORKING A NUMBER OF, NUMBER OF HOURS OVER TIME.
AND, UH, LIKE I STATED IN MY EARLIER PRESENTATION, UM, SOLID WASTE.
MEN AND WOMEN ARE SOME OF THE MOST DEVOTED PROFESSIONALS THAT YOU CAN EVER BE AROUND.
THEY TRULY CARE ABOUT THE SERVICES THAT, THAT THEY DELIVER.
UM, BUT THEY HAD BEEN WORKING 12 TO 14 HOURS A DAY FOR SIX AND SEVEN DAYS A WEEK.
UH, AS A MEMBER OF THE PUBLIC WORK STAFF THAT WAS UNDER MAYOR TURNER'S ADMINISTRATION, I WAS THE ORCHESTRATOR OF THE ONE DAY POTHOLE INITIATIVE THAT MAYOR TURNER KICKED OFF, WHICH REQUIRED MYSELF AND MY STAFF TO WORK COUNTLESS HOURS, SIX DAYS A WEEK.
AND THE AMOUNT OF TIME THAT I SPENT AWAY FROM MY WIFE AND KIDS, UM, IT TOOK A TOLL ON ME NOT BEING, UH, AROUND MY FAMILY.
THAT IS THE SAME THAT GOES ALONG WITH THE MEN AND WOMEN OF SOLID WASTE WHO'VE BEEN WORKING SEVEN DAYS AROUND THE CLOCK.
SO ONE OF THE THINGS I WANTED TO DO WHEN I FIRST CAME INTO THIS NEW ROLE WAS TO FIND A WORK LIFE BALANCE FOR ALL OF OUR EMPLOYEES, TO GIVE THEM OPPORTUNITY TO COME DO THEIR JOB, BUT ALSO HAVE TIME TO BE AT HOME WITH THEIR FAMILIES, BECAUSE THEY WERE WORKING SEVEN DAYS WHEN I GOT HERE.
SO WE LOOKED AT OPPORTUNITIES TO BUILD, STREAMLINE, UM, OUR PRACTICES, AND TO SEE HOW WE CAN INCREASE PRODUCTIVITY.

UPDATE, UM, THE REBALANCING OF, OF THE ROUTES AND, AND STANDARD PRACTICES.YOU WILL WANT EACH ROCK TO HAVE APPROXIMATELY 900, 950 HOMES, UM, ON EACH ROUTE.
MOST OF OUR ROUTES CONSISTED OF OVER 1300 HOMES.
LOGISTICALLY, THERE'S NO WAY ONE OPERATOR CAN BE ABLE TO DO 13, 1400 HOMES IN A EIGHT HOUR DAY OR EVEN A 10 HOUR DAY BASED ON THE TYPE OF EQUIPMENT THAT WE'RE USING.
UM, SO A LOT OF THE TIMES UNDER THE, UM, PREVIOUS SYSTEM THAT THEY WERE ON, IT WOULD JUST DROP, SOME AREAS WOULD DROP IN THE CRACKS.
JUST SAY, IF A, IF A ROUTE BROKE DOWN, I'M GONNA GIVE YOU AN EXAMPLE.
IF A TRUCK WAS ON A ROUTE AT 1300 HOMES, THEY COMPLETED 800 OF THE HOMES, FIVE, 500 WERE LEFT.
IT WASN'T A CLEAR COMMUNICATION ON WHERE THE LEFT OFF POINT WAS.
SO A LOT OF TIMES WHEN THEY CAME BACK THE NEXT DAY, IT COULD BE DUE TO SEVERAL DIFFERENT FACTORS.
IT'S NOT BLAMING ANYONE, BUT IT, I COULD SEE HOW IT COULD BE EASILY, UH, DROPPED IN A, UH, AND, AND, AND, AND, AND NOT PICKED UP THE NEXT DAY.
IT COULD BE DUE TO SUPERVISOR HAVING TO LEAVE JUST A COMMUNICATION PIECE.
AND THAT WAS THE REASON WHY A LOT OF POCKETS, WHICH WE JUST RECENTLY FOUND OUT TO WHERE IT'S LIKE, YOU KNOW, WE MIGHT GET A CALL AND IT'S LIKE, OH, MY, MY RECYCLING WASN'T PICKED UP IN, IN EIGHT WEEKS.
AND IT WAS LIKE EVERY HOUSE AROUND HAD BEEN, BUT MAYBE ONE OR TWO STREETS HAD NOT BEEN SERVICED, AND IT COULD BE JUST, JUST FROM A COMMUNICATION PIECE.
SO WE WERE LOOKING, UH, TO SEE HOW WE COULD GET MORE EFFICIENT WITH THAT.
UM, WE CREATED A DEDICATED TEAM FOR DAILY, UH, FLEET COORDINATION.
UM, BELIEVE IT OR NOT, I'VE ONLY, SINCE I'VE BEEN HERE, I'VE ONLY BEEN ABLE TO USE APPROXIMATELY THE HIGHEST NUMBER, I THINK WAS LIKE 71% OF MY ENTIRE FLEET.
OVER THE LAST TWO WEEKS, I'VE HAD AT LEAST 49% OF THE FLEET DOWN.
UH, WE FOUND OUT THE LAST WEEK THAT OUR DEPARTMENT DIDN'T ORDER ANY NEW TRUCKS FOR THE, FOR TWO YEARS.
AND US OPERATION IS SUCH AS SOLID WASTE THAT IS CRITICAL TO NOT TO GET NEW PIECES OF EQUIPMENT IN FOR TWO YEARS, WHICH 32% OF OUR FLEET IS OVER SEVEN YEARS OLD AND HAVE OVER 150,000 MILES ON THE TRUCK.
SO WE SEEING BREAKDOWNS ON A DAILY BASIS.
THIS IS, UH, AN EXAMPLE OF OF HOW WE, UH, UH, MORE EFFECTIVELY, UH, MANAGING THE, THE ROUTE PROCESS.
UH, ONE THINGS WE WE WANT TO DO FROM THE RECYCLING STANDPOINT, I WANT EVERYONE TO UNDERSTAND THAT THE SAME TRASH ROUTES ARE THE SAME RECYCLING ROUTES, RIGHT? UM, I THINK IN THE BEGINNING, THIS JUST MY, MY, MY TAKE AS A A PERSON FROM THE EYE OUTSIDE COMING IN IS THAT WE DIDN'T TAKE A DEEP, DEEP DIVE INTO LOOKING AT HOW THE ROUTES WERE MANAGED, UM, WITH THAT MANY HOMES THAT ARE OUT THERE.
AND WE HAVE A SITUATION WHERE IF A, A, A CAN WAS DAMAGED OR REPLACED, IT WASN'T A SYSTEM IN PLACE THAT ACTUALLY MANAGED THE CANS THAT ARE OUT IN THE PUBLIC.
UM, SO WE, WE, WE, WE CAME TO, UH, SEVERAL HOMES WHERE RESIDENTS HAVE, YOU KNOW, THREE AND FOUR CANS, AND THAT THEY WERE ONLY SUPPOSED TO HAVE ONE.
SO IT'S APPROXIMATELY BETWEEN EIGHT TO 12,000 EXTRA CANS THAT WE'RE SERVICING THAT WE NEVER WENT BACK AND INSPECTED TO SEE IF THOSE HOMES, TO SEE HOW MANY CANS THAT THEY WERE ACTUALLY PAYING FOR.
WITH THAT MANY CANS OUT, THAT INCREASES THE AMOUNT OF CANS THAT WE HAVE TO SERVICE, WHICH FOR THE ONES THAT ARE HAVING THEIR SET UP CORRECTLY, IT PUTS THEM AT A DELAY WHEN WE'RE PICKING UP TWO EXTRA CANS EVERY OTHER HOUSE, THAT IS AN ADDITIONAL, UH, A HUGE AMOUNT THAT'S ON OUR DRIVERS TO DO, WHICH IS SLOWING DOWN PRODUCTIVITY.
UH, THIS IS AGAIN, A, UH, UM, OPERATION ROUTE BALANCE AND IMPROVEMENTS.
UM, WE HAVE BEEN WORKING HAND IN HAND WITH OUR RECYCLING, UH, VENDOR.
IT IS, IT IS, IT IS BEEN VERY COMPLICATED THAT WE HAVE ONE PLACE TO TAKE RECYCLING, UH, IN A CITY THIS SIZE.
SO A LOT OF THE, UM, DELAYS COME FROM IF WE'RE ON ONE SIDE OF THE CITY, UH, ONCE WE GET FULLY LOADED AND GET TO THE OTHER SIDE OF THE CITY, BY THE TIME IT'S TIME FOR US TO DUMP, AND IT'S A LINE.
MOST OF OUR TRUCKS ARE AVERAGING

ABOUT 35 TO 40 MINUTE WAIT TIMES AT THE, AT THE SITE.WE, WE HAVE A GREAT RELATIONSHIP.
WE GOT SOME GREAT NEWS TO SHARE THAT THEY'RE MORE THAN OPENING, UM, TO ASSIST US WITH ADDING ANOTHER, UH, SITE FOR US TO, TO DROP RECYCLING OFF.
SO WE, UH, WE, WE HAVE A, WE HAD A PROBLEM, BUT I THINK WE HAVE A SOLUTION TO IT.
THIS IS A, UH, EXAMPLE OF, UH, OF A RECYCLING ROUTE.
SO, ONE THING WE DID, WE, WE DID DISCOVER, UH, WE HAVE A SOFTWARE THAT WHEN WE CAME IN, WE IMMEDIATELY, BECAUSE WE'RE BIG ON TECHNOLOGY AND IMPROVING EFFICIENCIES EVERY WHICH WAY POSSIBLE, WE WERE BIG.
WE WERE SO EXCITED WHEN WE FOUND OUT THAT WE HAD A SOFTWARE THAT COULD ROUTE EVERYBODY, UH, APPROPRIATELY.
UH, WE RECENTLY FOUND OUT THAT IT DOESN'T WORK EVERY SINGLE DAY BECAUSE THE DES DESIGN OF THE SOFTWARE, AS IF THOUGH IT WOULD, IT WOULD NOT ACCURATELY PRODUCE THE ROUTES DAILY IF YOU'RE BEHIND AT ALL.
SO IF WE DIDN'T COMPLETE EACH ROUTE EVERY SINGLE DAY, IT HAS TROUBLE REACHING BACK FROM THE DAY BEFORE TO UPLOAD THE ROUTES.
UH, THE SECOND PART OF IS, UM, A NORTHEAST ROUTE REALLY ISN'T A NORTHEAST ROUTE.
'CAUSE THE NORTHEAST ROUTE KIND OF RUNS INTO THE SOUTHWEST.
IT, IT WAS NEVER BALANCED PROPERLY.
SO WE HAVE ROUTES THAT WERE OVERLAPPING AND WE HAVE, UH, BEEN WORKING DILIGENTLY TO, TO BALANCE THIS OUT.
SO THIS SLIDE WAS JUST A, A PICTURE OF WHAT A NORTHEAST ROUTE LOOKS LIKE.
AND IF YOU COULD TELL THIS, IT, IT RUNS INTO SOME OF THE SOUTHEAST AND AND NORTHWEST AS WELL.
UH, THIS IS WHAT OUR PROPOSED ROUTE BALANCE LOOKS LIKE.
WE HAVE A COLOR COORDINATED, COLOR COORDINATED, SO SHOW THAT IT'S A, UH, THE YELLOW IS IN THE TRUTH NORTHEAST AND THE ORANGES NORTHWEST, AND SO ON AND SO FORTH.
SO WE DID ACTUALLY HAVE COME UP WITH A PLAN TO ACTUALLY BALANCE OUT THE, THE ROUTES TO KEEP OUR TEAM IN THEIR, IN THEIR AREA.
SO WE CAN DO A, A LOT BETTER JOB, UH, TO BE ABLE TO COLLECT THE HOMES.
ALSO, UM, WE, WE, WE WORKED IT DOWN TO BALANCE TO THE 1100 HOMES PER ROUTE.
WE KNOW THAT WE CAN GET NINE 50 WITH A, WITH NO PROBLEM IN EIGHT HOURS.
AND THE 1100, THE REMAINING WE HAVE, UH, HELPER ROUTES THAT WE CAN HAVE OTHER TRUCKS THAT CAN GO AND PICK UP WHERE WE LEFT OFF AT.
UH, ACTION ITEMS THAT I MENTIONED BEFORE, UM, WE IMP IMPROVED OUR CUSTOMER SERVICE TEAM.
UH, ANOTHER, UM, IMPROVEMENT THAT WE MADE THAT I'M, I'M, I'M VERY PROUD OF IS THE CONTAINER TEAM.
UH, THE CONTAINERS WHEN I GOT HERE, UH, DIDN'T KNOW A LOT ABOUT HOW MANY CANS THAT WE HAD.

AND SO I THINK THAT THAT'S SOMETHING THAT COMMUNITY IS NOT IN THE KNOW THAT YOUR RECYCLABLE IS LESS THAN 5% IF THAT, UM, IS ACTUALLY BEING RECYCLED AND WHAT THAT REALLY LOOKS LIKE FOR US AND WHAT'S ATTAINABLE AND WHAT'S NOT.
