AS A METRO BOARD MEMBER AND AS A PASTOR AND A NATIVE HOUSTONIAN, I'VE WITNESSED THE MOBILITY CHANGES AND CHALLENGES THAT WE HAVE HAD AS WE TRY TO NAVIGATE THROUGH OUR REGION FROM TRAFFIC HEADACHES TO THOSE WHO DEPEND ON OUR SYSTEM TO GET FROM POINT A TO POINT B.
THAT'S WHY THIS INITIATIVE MATTERS SO MUCH TO ME AND TO THE ENTIRE DEDICATED AND CAPABLE GROUP OF METRO BOARD MEMBERS.
THIS INITIATIVE IS OUR ROADMAP TO TRANSFORMING HOW WE MOVE THROUGH OUR REGION AND HOW WE GET YOU FROM POINT A TO POINT B.
OUR JOB IS ABOUT BUSES AND TRAINS, BUT IT'S ALSO ABOUT PROVIDING A SERVICE THAT MANY SO DEEPLY NEED.
WE WANT TO ENSURE THAT EVERYONE WHO CHOOSES TO RIDE METRO IS MET WITH A SAFE, CLEAN, RELIABLE, AND ACCESSIBLE SYSTEM.
AND I'M PERSONALLY NO STRANGER TO THE PUBLIC TRANSPORTATION BECAUSE WHEN I JOINED THE BOARD, I SPENT TIME RIDING ON METRO TALKING WITH PASSENGERS TO GET A FULL UNDERSTANDING OF THEIR CONCERNS AND HOW OUR BOARD CAN BETTER SERVE THEM.
OVER THE PAST YEAR, WE HAVE SLOWLY IMPLEMENTED, IMPLEMENTED PARTS OF THE METRO NOW PLAN.
IN MY ROLE AS PASTOR AND AS I INTERACT WITH OTHERS, I HAVE SEEN THE POSITIVE IMPACTS FIRSTHAND IN MY COMMUNITY.
THE COMMUNITY CONNECTOR SERVICE IS ALREADY A VITAL LIFELINE FOR THOSE WHO NEED QUICK AND EFFICIENT TRANSPORTATION TO ESSENTIAL DESTINATIONS, OR JUST TO SIMPLY CONNECT TO METRO'S BROADER NETWORK.
SERVING ON THE BOARD IS A PROFOUND RESPONSIBILITY THAT I PERSONALLY DO NOT TAKE LIGHTLY.
MUCH LIKE A CONGREGATION, OUR BOARD THRIVES ON UNITY AND SHARED PURPOSE.
TOGETHER WE ARE WORKING TO OVERCOME THE POST PANDEMIC CHALLENGES TO CRAFT A SYSTEM THAT TRULY REFLECTS OUR COMMUNITY NEEDS.

I'M NOT SURE IF YOU KNEW THIS, BUT IN 1979, METRO WAS ESTABLISHED BECAUSE HURAN, WHICH WAS RUN BY THE CITY, DID NOT KEEP UP WITH THE REGION'S TRANSPORTATION NEEDS.
WE FIND OURSELVES IN A SIMILAR SITUATION TODAY BECAUSE OF OUR GROWING POPULATION AND INCREASED NEED FOR MOBILITY.
THUS, WE HAVE ADOPTED THE MINDSET THAT

SECOND, WE CAREFULLY EVALUATED THE FINANCIAL FEASIBILITY OF CURRENT PROJECTS AND REPURPOSE THOSE FUNDS TO USEFUL INITIATIVES.
WE FOCUSED ON THREE CRITICAL AREAS, ONE, ACKNOWLEDGING THAT WE HAVE A PROBLEM AND DEVELOPING PRACTICAL SOLUTIONS FOR THOSE PROBLEMS. FOR EXAMPLE, WE UNDERSTAND WHEN YOU DO NOT FEEL SAFE, YOU WILL NOT RIDE METRO.
SO WE APPOINTED A NEW POLICE CHIEF, CHIEF TAN.
WE TO DEVELOP A WORKFORCE DEPLOYMENT STRATEGY AND TO ENSURE THAT WE ADDRESS OUR OFFICER SHORTAGE.
THIS MEANS THAT WE WILL HAVE A POLICE PRESENCE ON OUR BUSES AND TRAINS.
AND CHIEF 10 WILL MAKE SURE THAT THIS WORK GETS DONE.
IN COLLABORATION WITH HPD, THE SHERIFF'S DEPARTMENT, CONSTABLES, AND OTHER LAW ENFORCEMENT AGENCIES.
WE ALSO WILL TAKE BACK OUR BUSES AND OUR SHELTERS AND OUR TRANSIT SYSTEM FROM THE HOMELESS AND GET BACK TO OUR INTENDED MISSION.
WE WILL DEDICATE $10 MILLION TO THE MAYOR'S HOMELESS INITIATIVE.
AND TO COMPLIMENT THIS EFFORT, WE ARE PURCHASING SWEET STREET SWEEPERS AND VACUUM TRUCKS TO CLEAN OVERFLOWING TRASH CANS AND FILTHY BUS SHELTERS.
WE WILL RIGHT SIZE OUR BUSES, AND WHAT I MEAN BY THAT IS WE'RE TAKING LARGE EMPTY ACCORDION BUSES AND REPURPOSING THEM TO WHERE THEY HAD NEEDED MOST.
FOR EXAMPLE, THE BUSES THAT YOU SAW AT THE GALLERIA, WE HAD TO TAKE A DEEP LOOK INTO OUR FINANCIAL HEALTH AND RESPONSIBILITY.
WE HAD TO TAKE TOUGH CHOICES IN ORDER TO OPTIMIZE TAXPAYER DOLLARS AND LIMITED RESOURCES.
AND I REMIND YOU THAT WHEN I SAY TAXPAYER DOLLARS, I MEAN YOUR DOLLARS, NOT THE CITY OF HOUSTON'S DOLLARS, NOT METRO DOLLARS, TAXPAYER DOLLARS.
WE ARE OPTIMIZING THOSE FUNDS.
WE WILL BEGIN BY REPAIRING DANGEROUS AND UNSIGHTLY SIDEWALKS, BUS SHELTERS AND STREETS THAT WE DAMAGE THROUGH NORMAL WEAR AND TEAR.
WE'RE WORKING IN COLLABORATION WITH THE CITY, COUNTY AND TDOT TO WORK.
WE WILL WORK TO MAKE SURE THE MAJOR THOROUGH AFFAIRS ARE SAFE, SMOOTH, AND CLEAN.
WE WILL INVEST A HUNDRED MILLION DOLLARS INTO THESE HEAVILY TRAVELED ROUTES AND WORKING WITH COUNTY COMMISSIONERS LIKE TOM RAMSEY.
WE ARE ALSO COORDINATING WITH TXDOT AND THE CITY OF HOUSTON ON A $200 MILLION TRAFFIC RELIEF PLAN FOR ENTER KATY FREEWAY.

AND SO I AM PROUD TO SAY WE ARE PARTNERING WITH COMMISSIONER ADRIAN GARCIA AND CITY OFFICIALS TO INVEST A HUNDRED MILLION DOLLARS INTO MY MOBILITY BYPASS SOLUTIONS.
WE ARE ALSO EXCITED TO OPEN NEW FACILITIES LIKE THE MISSOURI CITY PARK AND RIDE CONNECTING MORE RIDERS TO THE TEXAS MEDICAL CENTER.
AND FINALLY, WE ARE MAKING METRO EASIER TO USE BECAUSE REMEMBER, WE NEED TO ENHANCE RELIABILITY AND ON TIME PERFORMANCE BECAUSE WHEN PEOPLE CAN'T GET TO WORK ON TIME, THEY RISK LOSING THEIR JOBS AND WE'RE AWARE OF THAT.
SO WE'RE REPLACING 350 BUSES IN OUR FLEET, A HUNDRED METRO LIFT VEHICLES AND RIGHT SIZING OUR ROUTES AND SERVICES.
AND MOST EXCITING OF ALL, WE ARE LAUNCHING MICRO TRANSIT OPTIONS.
ALLOW ME TO OPERATE, ALLOW ME TO ELABORATE ON OUR NEW PARTNERSHIP WITH THE CITY OF HOUSTON TO BRING ON DEMAND SERVICES.
AS YOU CAN SEE, OUR VEHICLE HERE ON DISPLAY, OUR MICRO TRANSIT VEHICLE IS A COMMUNITY CONNECTOR DESIGNED TO SOLVE FOR THE FIRST AND LAST MILE CHALLENGE.
