I WANNA OFFICIALLY CALL THIS MEETING TO ORDER.

TODAY IS TUESDAY, FEBRUARY 4TH, 2025.

UM, I CALL THE HOUSING AND AFFORDABILITY SPECIAL CALL HOUSE HOUSING TAX CREDIT MEETING TO ORDER.

UH, I LIKE TO WELCOME ALL OF THE COUNCIL MEMBERS AND STAFF IN ATTENDANCE AS WE DISCUSS OUR MULTI-FAMILY TAX CREDIT HOUSING RECOMMENDATIONS.

UH, IN CHAMBER WE HAVE COUNCIL MEMBER ALCORN, VICE MAYOR, PRO TEM PECK MAYOR PRO TEM CASTEX TATUM, COUNCIL MEMBER RAMIREZ AND STAFF FROM COUNCIL MEMBER DAVIS'S OFFICE, COUNCIL MEMBER CAYMAN, STAFF FROM COUNCIL MEMBER JACKSON, AND STAFF FROM COUNCIL MEMBER CARTER'S OFFICE.

AND I'LL ACKNOWLEDGE STAFF AND COUNCIL MEMBERS AS THEY ENTER THE CHAMBER.

UH, AS JUST A REMINDER FOR GROUND RULES FOR THE COMMITTEE.

QUESTIONS WILL BE RECEIVED AFTER EACH PRESENTATION, UH, THROUGHOUT THE MEETING.

UM, SO PLEASE ALLOW US TO DO THAT, ESPECIALLY WITH TAX CREDITS.

AS THIS IS A, UH, EXPEDITED TIMELINE TODAY, WE'LL HEAR FROM THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT.

WE'LL HAVE A PRESENTATION OF THE OVERVIEW OF MULTIFAMILY TAX CREDITS, THE RECOMMENDATIONS, UM, ALSO RECOMMENDATIONS FROM THE ETJ RECOMMENDATIONS FOR THE TWO MILE SAME YEAR WAIVER RECOMMENDATION FROM THE ONE MILE THREE YEAR WAIVER, AND A RECOMMENDATION FOR RESOLUTION FOR POVERTY RATE ABOVE 40% FOR INDIVIDUALS.

UM, WE HAVE ONE PERSON SIGNED UP FOR PUBLIC SPEAKING AT THIS TIME, AND, UM, IF YOU ARE IN THE CHAMBERS AFTER THE PRESENTATIONS, YOU ARE, UM, ABLE TO SIGN UP AND SPEAK, UH, AFTER OUR SIGNED UP SPEAKER.

UM, AT THIS TIME, I'D LIKE TO WELCOME OUR DIRECTOR, UM, MIKE NICHOLS, UH, TO OPEN US UP.

UH, WE HAD A GOOD MEETING EARLIER IN THE WEEK WHERE WE HEARD THE, UH, FOLKS FROM THE T-D-H-C-A DISCUSS TAX CREDITS.

I THOUGHT THAT WAS A GOOD PRIMER FOR ALL OF US.

I WANT TO THANK YOU FOR HAVING THE LONG VIEW.

UH, TODAY IS REALLY ABOUT THE LONG VIEW OF AFFORDABLE HOUSING.

UH, THE APPROVALS TODAY ON TAX CREDITS ARE THE FIRST STEP THAT WE WILL, THAT WE'VE MOVED THROUGH TO GET, UH, HOUSING, PARTICULARLY HOUSING THAT IS FOR THE, UM, UH, HIGH NEED, UM, UNDER 50% GROUP OF INDIVIDUALS WHO LIVE IN HOUSTON.

WE KNOW THE NEED IS THERE, THE KINDER INSTITUTE SPOKE OF IT.

BUT AGAIN, AS WE LISTEN TO THIS, THIS IS THE LONG VIEW.

THIS IS THE FIRST STEP.

UH, WHEN I SEE THE COUNCIL MEMBERS HERE, I KNOW HOW INTERESTED YOU ARE IN SOLVING THE AFFORDABLE HOUSING PROBLEM IN HOUSTON.

AND THESE DECISIONS ARE BIG.

I LOVED, I LOVED THE CHAIR WOMAN'S CALL TODAY THAT THIS IS THE SUPER BOWL OF TAX CREDITS, WHERE IT'S REALLY THE SUPER BOWL OF AFFORDABLE HOUSING.

SO THANK YOU FOR YOUR TIME AND INTEREST.

I'M GONNA TURN THIS OVER TO DEREK SELLERS AND RYAN VIVS.

UH, BETWEEN THEM, I THINK THEY HAVE ALMOST FOUR DECADES OF EXPERIENCE IN HOUSING.

AND I WILL SAY FROM MY VANTAGE POINT, IT IS NOTHING LIKE THIS EXPERIENCE THAT WE'RE VERY LUCKY TO HAVE IN THE CITY OF HOUSTON.

SO WE'RE GONNA GET STARTED WITH OUR PRESENTATION TODAY.

UM, AS MIKE MENTIONED, UH, WE'RE HERE TO TALK ABOUT THE 9% TAX CREDIT PROCESS AND SPECIFICALLY THE ROLE THE CITY PLAYS IN THAT PROCESS.

UH, JUST SOME CLARITY ALONG THE WAY.

AND YOU HEARD SOME OF THIS COMING FROM CODY CAMPBELL FROM T-D-H-C-A DURING OUR SPECIAL CALLED HOUSING COMMITTEE MEETING, UH, OR OUR DELAYED HOUSING COMMITTEE MEETING LAST WEEK.

FIRST UP, UH, THESE ARE NOT FUNDED BY THE CITY.

WE ARE JUST A PLAYER IN THE PROCESS.

UH, THE INTENT IS TO BUILD MORE AFFORDABLE HOUSING.

UM, IT, IT PROVIDES PRIVATE EQUITY FOR THE CONSTRUCTION OF THAT HOUSING.

AND SPECIFICALLY, A LOT OF WHAT WE'RE GONNA COVER TODAY IS THE 9% TAX CREDIT PROCESS, UH, ACKNOWLEDGING THERE'S A 4% TAX CREDIT PROCESS AS WELL.

BUT WE'LL TALK ABOUT THE NINE PERCENTS TODAY.

SO, UH, IF YOU THINK IT'S COMPLICATED, IT IS A LITTLE BIT COMPLICATED.

THIS IS A SLIDE THAT KIND OF SHOWS THE FLOW OF FUNDS.

THE TREASURY IS THE ONE THAT ALLOCATES THE AMOUNT OF TAX CREDITS TO THE STATE T-D-H-C-A, UH, ACTS AS THE HOUSING FINANCE AGENCY HERE IN THE STATE OF TEXAS THAT ALLOCATES THOSE, UH, TAX CREDITS TO DIFFERENT PROJECTS.

AND THEY DO SO THROUGH A QUALIFIED ALLOCATION PLAN OR A QAP AND OUTLINES THE ELEMENTS OF WHAT IS REQUIRED TO BE CONSIDERED.

IT IS A HIGHLY COMPETITIVE PROCESS, AND SO EVERY POINT MATTERS IN THAT.

AND, UH, TODAY WE'RE GONNA TALK ABOUT THE, WHERE THOSE POINTS COME FROM AS FAR AS WE'RE CONCERNED.

UM, SO THE POINTS RECEIVED TODAY FOR OUR RESOLUTIONS OF SUPPORT CAN BE 17 POINTS.

UM, AND, UH, IF THEY'RE IN THE ETJ, SO WE HAVE TO CONSIDER THAT AS WELL.

HALF OF THOSE POINTS COME FROM THE CITY, HALF COME FROM THE COUNTY, AND THEY NEED TO GET RESOLUTIONS FROM BOTH ENTITIES IN ORDER TO BE CONSIDERED.

SO, AS RYAN TAKES US THROUGH, UH, WHO WE'RE AWARDING TODAY FOR RESOLUTIONS, YOU WILL SEE SOME IN THE ETJ.

UM, BUT THAT'S BECAUSE THEY'RE REQUIRED TO DO SO UNDER THE QAP.

UM, AS I SAID, THERE IS A 9% TAX CREDITS.

THERE'S 4% TAX CREDITS.

UM, THIS GIVES YOU A LITTLE BIT OF D DIFFERENCE BETWEEN THE TWO WITH A 9% PROVIDING, UH, POTENTIAL SOURCE OF EQUITY BEING HIGHER.

UM, IT'S VERY COMPETITIVE WHERE THE FOUR PERCENTS AREN'T COMPETITIVE, BUT THERE'S A BOND COMPONENT THAT'S REQUIRED IN ORDER TO BE CONSIDERED.

SO, WE OFTEN GET ASKED ABOUT THIS POINT SYSTEM AND HOW MUCH THIS MATTERS.

UH, SO WE GAVE YOU A COUPLE OF THE OTHER SCORING ITEMS THAT'S PART OF THE QAP.

SO YOU CAN SEE HOW IMPORTANT THESE 17 POINTS FOR OUR SUPPORT IS.

UM, THE READINESS TO PROCEED IS ONE POINT.

COMMUNITY PARTICIPATIONS FOUR STATE REPRESENTATIVES ARE EIGHT.

INPUT FROM COMMUNITY ORGANIZATIONS ARE FOUR, AND THAT REVITALIZATION PLAN IS SEVEN WHILE WE'RE SITTING THERE AT 17.

SO OUR POINTS ARE VERY IMPORTANT.

IT LITERALLY MEANS WHETHER A DEAL COULD BE FUNDED OR NOT.

UM, BUT WE ALSO KNOW, WE GET OFTEN GET QUESTIONS AROUND COMMUNITY PARTICIPATION AND OUTREACH TO OTHER ENTITIES IN THESE NEIGHBORHOODS.

AND THOSE THINGS ARE SCORED AS WELL BY T-D-H-C-A.

WE ASKED FOR SOME OF THAT INFORMATION AS PART OF OUR APPLICATION PROCESS, BUT T-D-H-C-A ALSO ASKED FOR THAT INFORMATION AND THEY SCORE THAT SEPARATELY OUTSIDE OF US.

UM, NEXT SLIDE.

UM, AND WE SHARED WITH YOU WHEN WE CAME TO HOUSING COMMITTEE WITH HOW WE WERE GONNA DO OUR APPLICATION PROCESS, OUR TIMELINE, AND IT'S AGGRESSIVE, AND IT'S BECAUSE T-D-H-C-A HAS SET THEIR OWN TIMELINE AND WE HAVE TO WORK WITHIN IT.

SO PRE-APP APPLICATIONS WERE DUE TO T-D-H-C-A ON JANUARY 9TH.

THIS IS THE FIRST TIME THEY, THE DEVELOPERS SUBMIT INFORMATION ABOUT THEIR DEALS AND START SEEING HOW THE SCORING LOOKS.

IT'S ALSO THE FIRST TIME THEY'RE STARTING TO GET A LOOK AT THE OTHER, UH, PROJECTS THEY MAY BE COMPETING AGAINST.

UM, THAT THE VERY NEXT DAY, OUR APPLICATIONS FOR THIS RESOLUTION PROCESS WERE DUE HERE.

UH, WE'RE SITTING HERE ON FEBRUARY 4TH TO DISCUSS, UH, WHAT WE'VE, UH, WHAT WE INTEND TO DO, WHICH IS, AND WE'LL PROVIDE TO GO TO CITY COUNCIL NEXT WEEK ON THE 12TH.

SO IT'S A QUICK TURNAROUND.

IT'S VERY DYNAMIC.

UH, WE'VE ALREADY HAD SOME DEALS PULL OUT OR CHANGE THEIR MIND EVEN IN THIS, UH, LAST THREE TO FOUR WEEKS WE'VE BEEN LOOKING AT THIS.

UM, BUT WHEN IT'S ALL SAID AND DONE, WE HAVE TO, UH, HAVE THIS VOTED ON AND APPROVED SO THAT THEY CAN TURN THIS IN BY FEBRUARY THE 28TH TO T-D-H-C-A AND THEN THE AWARDS FOR WHO'S GOING TO GET FUNDED OR ANNOUNCED BY T-D-H-C-A THAT LAST WEEK OF, UM, JULY.

I LIKE THAT WE HAVE, UH, LIMITED THE NUMBER OF APPLICATIONS IN CERTAIN DISTRICTS BECAUSE THERE WERE A LARGE NUMBER OF TAX CREDIT APARTMENTS IN CERTAIN DISTRICTS, AND WE WANT TO MOVE AWAY FROM CREATING THESE, UM, CONCENTRATIONS YEP.

CONCENTRATIONS OF POVERTY.

UM, HOWEVER, I NOTICED THAT, UH, THERE WERE ZERO APPLICATIONS IN C THERE WERE ZERO APPLICATIONS IN E THERE WERE ZERO APPLICATIONS IN G, THERE WAS ZERO IN HI KNOW H GOT A LOT OF THEM LAST YEAR.

UM, DO WE NEED TO LOOK AT SOME DIFFERENT KIND OF METRICS TO INCENTIVIZE BUILDING IN AREAS THAT WE TYPICALLY DON'T HAVE, UH, TAX CREDIT APPLICATIONS? AND WHAT WOULD IT TAKE SO THAT IF I WORKED AT

NASA THAT I CAN FIND SOMEWHERE AFFORDABLE TO LIVE, THAT I DON'T HAVE TO DRIVE ALL THE WAY BACK TO DISTRICT A OR DISTRICT B OR DISTRICT D IN ORDER TO HAVE THAT QUALITY JOB.

UM, AND FOR MY QUALITY OF LIFE.

UM, HOW ARE WE LOOKING TO EQUALIZE ACCESSIBILITY OF AFFORDABILITY ACROSS THE ENTIRE CITY? YEAH, I MEAN, IT TAKES TO PUT ONE OF THESE DEALS TOGETHER, IT TAKES A LOT.

AND A LOT OF IT'S DRIVEN BY THE STATE'S PROCESS AND WHAT PEOPLE ARE DEVELOPERS THINK ARE GOING TO SCORE THE BEST TO GIVE THEM AN OPPORTUNITY.

AND OFTEN IT MEANS THEY'RE CHASING EVEN THE SAME DIRT OR CLOSE TO ONE ANOTHER.

I THINK WE NEED TO BETTER UNDERSTAND FROM THE DEPARTMENTAL STANDPOINT, WHAT ARE THOSE BARRIERS TO SOME OF THESE DISTRICTS.

'CAUSE WE ARE SEEING THAT YEAR AFTER YEAR, AND THAT'S WHY THEY CONTINUE TO STAY THERE WITH THE OPPORTUNITY FOR THREE.

BUT WE'RE NOT EVEN GETTING ONE TO BE CONSIDERED.

SO I THINK AS WE MOVE FORWARD, THAT'S SOMETHING WE CAN LEAN IN ON, IS WHAT ARE THOSE, WHAT, WHAT IS PREVENTING THIS FROM HAPPENING? AND IS THERE SOMETHING THAT WE CAN EITHER DO IN OUR PROCESS HERE TO ASSIST IN THAT, OR IS THERE SOMETHING THAT WE NEED TO BE ADVOCATING FOR WITH T-D-H-C-A THAT THEY MAKE A CHANGE THAT WOULD ALLOW FOR SOME OF THOSE DEALS TO BE DONE IN THOSE AREAS.

WE DON'T GET MANY REHABS, BUT THIS IS SOMETHING THAT WE'RE GONNA TRY TO PUT OUT A NOFA SOMETIME THIS SUMMER TO SEE IF WE CAN GET SOME INTEREST IN THAT.

THIS PROJECT WILL NOT ONLY BE BENEFICIAL TO THE CURRENT RESIDENTS OF THIRD WARD, BUT POTENTIAL RESIDENTS OF THIRD WARD.

AND MORE IMPORTANTLY, AT THIS PARTICULAR TIME, IT IS POTENTIALLY DISPLACEMENT HOUSING FOR THOSE IN THE CUNY HOME COMMUNITY.

THIS PROJECT HAS BEEN SUPPORTED BY EVERY ENTITY, MAJOR ORGANIZATION, COMMUNITY ORGANIZATION IN THE THIRD WARD SINCE INCEPTION, BUT MORE IMPORTANTLY BY THE PEOPLE OF THIRD WARD BASED UPON SURVEYS AND SO FORTH.
