TALK ABOUT WHAT WE'RE ABOUT TO BRING TO CITY COUNCIL AND HAVE THAT DISCUSSION WITH YOU, BUT ALSO TO HIGHLIGHT SOME OF THE THINGS WE CURRENTLY HAVE GOING ON.

UH, FOR OUR FIRST AGENDA ITEM RELATED TO PUBLIC FACILITIES, I HAVE DEPUTY ASSISTANT DIRECTOR RYAN BIBBS, THAT WILL DO THE PRESENTATION ON THIS ITEM.

GOOD MORNING CO-CHAIR COUNCIL MEMBERS AND, UH, STAFF MEMBERS.

THIS ITEM IS AUTHORIZING AN AMENDMENT TO THE LEASE AGREEMENT BETWEEN THE CITY OF HOUSTON AND THE COALITION FOR THE HOMELESS.

WE'LL BE MODIFYING THE AGREEMENT TO ALLOW THE COALITION TO CONTINUE OPERATIONS AT THE NAVIGATION CENTER LOCATED AT 29 0 3 JENSEN, AND ACCORDING TO THE, THEIR SCOPE OF SERVICES.

AND, UH, JANUARY, 2022.

THE CITY APPROVED THE LEASE AGREEMENT WITH THE COALITION TO LEASE THE CITY OWNED PROPERTY FACILITY.

THIS CURRENT LEASE, THAT LEASE EXPIRED IN DEC, EXPIRES IN DECEMBER, 2024.

NEXT SLIDE.

THE TERMS OF THE LEASE WILL BE EXTENDED FOR THREE YEARS TO DECEMBER, 2027.

AFTER THE EXTENSION, WE WILL MODIFY THE TERMS OF THE LEASE TO CONFORM.

WHAT WE WANT TO REQUEST IS TO MODIFY THE LEASE TO CONFORM TO THE REQUIREMENTS STATED IN THE LEASE AND REQUIREMENTS OF THE CURRENT STREAM OF OPERATIONAL FUNDING PROVIDED TO THE NAVIGATION CENTER BY THE CITY VIA SEPARATE AGREEMENT.

THE COALITION FOR THE HOMELESS SERVES AS THE LEAD ADMINISTRATIVE PLANNING AND COORDINATION AGENCY OF THE WAY HOME ON THE REGIONAL HOMELESS RESPONSE SYSTEM.

THIS SLIDE IS JUST THE, JUST TO DISPLAY THE INVESTMENT FROM THE CITY, WHICH INCLUDES FUNDING FOR REHABILITATION AND RECONSTRUCTION OF THE NAVIGATION CENTER.

AND WHILE YOU'RE JUST REVIEWING THOSE, UH, THOSE NUMBERS THERE, THAT, THAT THE CITY HAS INVESTED, I JUST WANTED TO ALSO MENTION THAT THIS PROPERTY HAS A HUNDRED BEDS.

UM, AND THIS PROPERTY HAS BEEN A KEY COMPONENT FOR, UM, UH, LAW ENFORCEMENT DROP OFFS AND ENCAMPMENT DECOMMISSIONING.

I'M PRESENTING ITEMS THREE A THROUGH THREE C ON BEHALF OF THE HOUSING COMMUNITY DEVELOPMENT DEPARTMENT.

ITEM A-H-C-D-D RECOMMENDS COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZING A SECOND AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR THE CHOTO SINGLE FAMILY DEVELOPMENT PROGRAM BETWEEN THE CITY OF HOUSTON, A CARING SAFE PLACE, UH, THIS IS IN DISTRICT B.

THIS AMENDMENT WILL REDUCE THE CONTRACT AMOUNT TO $3.1 MILLION AND AMEND THE COST PROJECTIONS ON THE AGREEMENT.

IT WILL REDUCE THE NUMBER OF HOMES FROM 13 TO 11 AFTER GUIDANCE FROM HUD AND COST PROHIBITIVE REQUIREMENTS FOR THE TWO ADDITIONAL UNITS.

THIS AMENDMENT WILL ALSO PROVIDE AN UPDATE TO THE PROVISIONS FOR THE TIME OF PERFORMANCE GRANTED BY THE DIRECTOR.

THE DEFINITIONS, CHOTO PROCEEDS, RECAPTURE REQUIREMENTS, AFFORDABILITY PERIODS, SALES CONTRACTS, AND IT WILL ALSO REPLACE AND UPDATE THE HOME BUYER STATEMENT.

HOME BUYER.

NOTE, THE HOME BUYER DEED OF TRUST, AND THAT WOULD BE NO ADDITIONAL FUNDS ADDED TO THIS ITEM.

ITEM B-H-C-D-D RECOMMENDS COUNCIL APPROVE OF AN ORDINANCE AUTHORIZING A FIRST AMENDMENT TO THE DEVELOPER AGREEMENT FOR THE CHOTO SINGLE FAMILY DEVELOPMENT PROGRAM BETWEEN THE CITY OF HOUSTON, ART OF HOUSTON, UH, COMMUNITY DEVELOPMENT CORPORATION.

THIS IS IN DISTRICT D.

THIS AMENDMENT WILL PROVIDE UPDATE UPDATED PROVISIONS TO THE TIME OF PERFORMANCE GRANTED BY THE DIRECTOR TO DEFINITIONS, CHOTO PROCEEDS, RECAPTURE REQUIREMENTS, AFFORDABILITY PERIODS, AND THE SALES CONTRACTS.

IT WILL ALSO UPDATE AND REPLACE THE HOME BUYER STATEMENTS, THE HOME BUYER NOTE, THE HOME BUYER DEED OF TRUST, AND THERE IS NO ADDITIONAL FUNDS FOR THIS ITEM.

ITEM C-H-C-D-D RECOMMENDS COUNCIL APPROVAL OF AN ORDINANCE OF AN AGREEMENT BETWEEN THE CITY OF HOUSTON AND THE TEXAS GENERAL LAND OFFICE USING UPTOWN TUR SERIES 21 AFFORDABLE HOME FUNDS TO REIMBURSE THE GLO FOR THE PURCHASE OF 12.22 ACRES OF LAND KNOWN AS STELLAR LINK IN THE AMOUNT OF $13,970,000, 500, $540 AND 11 CENTS.

THIS IS IN DISTRICT K.

JUST TO GIVE YOU A LITTLE BACKGROUND, UH, FOR THIS ITEM, THIS AMENDMENT IS TWOFOLD.

THE REIMBURSEMENT TO THE GLO WILL ALLOW THE TIME OF PERFORMANCE AND REMOVE THE DR 17 RESTRICTIONS FOR THIS PROPERTY.

IT WILL CREATE A BETTER TIMELINE FOR DEVELOPMENT AND, AND NOT ALLOW FOR THIS PROJECT TO BE RUSHED.

IT WILL ALSO ALLOW FOR UP TO 120% A MI BUYERS TO BE, UH, IN THIS DEVELOPMENT.

SECONDLY, THE REIMBURSEMENT TO THE GLO WILL ALLOW FOR THE CREATION OF A HOME BUYER DOWN PAYMENT ASSISTANCE PROGRAM, WHICH WILL BE KNOWN AS HA 2.0 TO ASSIST HOME BUYERS IN THE CITY OF HOUSTON WITH THE CURRENT HIGH INTEREST RATES THAT ARE IN THE MARKET, ALONG WITH THE INCREASED COST OF THE HOUSING STOCK.

THIS ACTION WILL AID IN THE CLOSEOUT OF THE HARVEY SINGLE FAMILY DEVELOPMENT PROGRAM.

THIS CONCLUDES MY PRESENTATION .

BECAUSE THIS PROJECT IS EXTREMELY IMPORTANT, UM, NOT ONLY TO DISTRICT A, BUT TO THE CITY.

UM, WHAT WE ARE DOING WILL ALLOW US TO MOVE FORWARD WITH BUILDING SOME SINGLE FAMILY HOMES IN AN AREA THAT IS PRIME FOR PEOPLE TO LIVE IN THE CITY OF HOUSTON.

ABSOLUTELY.

THE LOCATION IS INCREDIBLE.

YES.

RIGHT.

UM, CLOSE TO THE MEDICAL CENTER.

SO PEOPLE THAT, UM, WORK IN THE MEDICAL CENTER OR WORK DOWNTOWN OR

WORK AND MAY NEED TO RIDE THE BUS OR HAVE EASY ACCESS TO OUR FREEWAYS, UM, TO A REALLY GOOD QUALITY OF LIFE, UM, WITH EASE OF TRANSPORTATION, WILL BE ABLE TO LIVE IN A PLACE, UH, THAT THEY CAN ACTUALLY AFFORD TO PAY FOR.

UM, THERE IS A PORTION OF LAND RIGHT NEXT TO THIS WHERE THEY ARE BUILDING, UM, TOWN HOMES, UM, STARTING AT $400,000.

YES.

AND FOR MOST HOUSTONIANS, UM, THAT PRICE RANGE IS NOT AFFORDABLE.

UM, SO THANK YOU FOR, UM, HEARING, UH, THE CRIES OF HOUSTONIANS WHO WANT TO LIVE IN THE CITY, AND YES, MAAM, WORK IN THE CITY.

UM, THAT IS WHAT WE SHOULD BE DOING AS A CITY, AS THE HOUSING DEPARTMENT, UM, AS ELECTED LEADERS, IS MAKING SURE OUR VALUE PROPOSITION FOR CITIES IS THAT PEOPLE CAN LIVE, WORK, AND ENJOY A GOOD QUALITY OF LIFE IN, IN OUR CITY.

AND I THINK THIS GETS US ON THE RIGHT PATH, UM, AND REALLY LOOKING FORWARD TO, UM, SEEING THIS PROJECT MOVE FORWARD.

SO A FEW QUESTIONS REGARDING, UM, A CARING SAFE PLACE.

I NOTICE, AND THIS WOULD BE SLIDE 10, REDUCING THE, UH, MAXIMUM BY MORE THAN $500,000.

UH, WHAT WOULD BE THE REASON FOR THAT? SO THERE ARE TWO HOMES.

UM, SO AFTER WE GOT GUIDANCE FROM HOOD, UM, TO AMEND THIS AGREEMENT, UM, ITEMS, WELL, HOME NUMBER 12 AND 13 WOULD REQUIRE DAVID BACON AS WELL AS INCREASED COST.

UM, WITH THESE HOMES BEING BUILT FOR ABOUT $277,000 CURRENTLY, UM, THIS WILL ALSO REQUIRE US TO EXTEND THE CONTRACT TO MEET THE OBLIGATIONS OF THOSE REQUIREMENTS.

SO THAT'S WHY WE ARE REDUCING, UH, TO GET THIS CONTRACT COMPLETED.

OKAY.

SO HUD WOULD NOT APPROVE IT AT THE, UH, AMOUNT THAT WAS, UH, SET.

SO WE WOULD HAVE, YES, WE WOULD HAVE TO ADD ADDITIONAL FUNDS TO THIS AGREEMENT IN ORDER TO MEET THOSE REQUIREMENTS FOR DAVID BACON.

AND AT THIS TIME WE WERE LOOKING AT TO CLOSE OUT THIS CONTRACT AND IF THERE ARE ADDITIONAL HOMES THAT COME THROUGH, UM, WOULD BE UNDER ANOTHER, UH, CONTRACT FOR THIS DEVELOPER.

LET ME ASK YOU ABOUT HEART OF HOUSTON.

YES.

AND AGAIN, WE'RE EXTENDING THE AMOUNT OF TIME ON THIS ONE.

CAN YOU, UH, TELL US WHY? SO IT IS ALLOWING FOR THE DIRECTOR TO, UM, EXTEND THIS AGREEMENT.

WE ARE LOOKING AT, UH, THIS AGREEMENT TO EXPIRE IN DECEMBER.

SO THIS WILL ALLOW FOR THE COMPLETION OF THE 11 HOMES TO BE BUILT UNDER THIS, UH, AGREEMENT.

AND ALSO WITH REGARD TO HEART OF HOUSTON, THERE ARE CHANGES TO THE RECAPTURE REQUIREMENTS AND AFFORDABILITY PERIOD.

CORRECT.

CAN YOU, CAN YOU EXPLAIN THAT? SO WE ARE ALIGNING IT WHERE ALL OF THE CHODOS HAVE THE SAME REQUIREMENTS ACROSS THE BOARD.

SO THERE'S A 15 YEAR AFFORDABILITY PERIOD FOR ANYTHING OVER $40,000 FOR THESE PROJECTS, WHICH IN THIS CURRENT MARKET, UH, THAT'S THE, UH, THE, THE COMPLIANCE PERIOD THAT WE ARE PUTTING ON ALL OF, UM, THE BUYERS ACROSS THE BOARD.

THE MAJOR THING IN THIS AGREEMENT IS THAT WE'RE CHANGING THE NOTE TO BE ABLE TO CAPTURE ALL OF THE FUNDS THAT ARE PUT INTO THE PROJECT FOR THE HOME BUYER.

WHAT, WHAT DID THE AGREEMENT SAY PRIOR TO THIS CHANGE THAT THAT IS NOT CONSISTENT WITH, UH, THE OTHER CHODO? WELL, SO THE ORIGINAL AGREEMENT WITH A CARING SAFE PLACE REQUIRED A 20 YEAR AFFORDABILITY PERIOD.

AND THEN ALL OF THOSE WERE AMENDED TO FOLLOW THE HOOD REQUIREMENTS, WHICH IS THE 5, 10, 15 YEAR REQUIREMENTS FOR AFFORDABILITY PERIODS UNDER HOME.

ALRIGHT.

AND, AND WHY DO WE WANT IT TO BE A, A, A LESS AMOUNT OF AFFORDABILITY TIME? SO THE 15 YEAR AFFORDABILITY PERIOD, THERE ARE COSTS THAT ARE ASSOCIATED WITH MONITORING THOSE PROJECTS FOR THE ENTIRE TIME.

THE ADDITIONAL FIVE YEARS WILL HAVE TO BE PICKED UP, UM, FROM THE DEPARTMENT OR FROM THE CITY TO MONITOR FOR THE ADDITIONAL FIVE YEARS.

AND WITH REGARD TO STELLA LINK, UH, OUR UNDERSTANDING IS THIS MONEY'S COMING OUT OF, UH, FROM THE UPTOWN TOURS.

UM, WE'LL START THE PROCESS.

BUT DO WE HAVE ANY ESTIMATED TIMELINE FOR, UH, MOVING FORWARD WITH THIS? SO IT'LL BE VERY SIMILAR TO WHAT WE HAD ORIGINALLY, UH, DONE, UM, ON THE PREVIOUS NOFA THAT WE ONLY HAD TWO PROPOSALS COME IN ON.

UM, IT WILL BE SIMILAR TO THAT, UM, BUT IT WILL ALLOW, YOU KNOW, 30 TO 60 DAYS OF GETTING, UH, PROPOSALS IN FOR, UM, THAT PROPERTY BE, UH, TO BE DEVELOPED.

SO WE'RE GONNA AIM FOR THE END OF JANUARY TO TRY TO GET THAT NEXT NOFA OUT ON THIS PROPERTY THAT WILL BE ADJUSTED TO FIT THE NEW FUNDING SOURCE, WHICH IS GONNA GIVE US MORE FLEXIBILITY.

SO, I, I MISSED THAT LAST PART YOU SAID.

SO THE NEW FUNDING SOURCE BEING TURS BOND IS GONNA GIVE US ADDITIONAL FLEXIBILITY BEYOND WHAT THE FEDERAL FUNDS GAVE US.

UH, SO WE'LL MAKE SOME ADJUSTMENTS TO THE NOFA THAT WE RELEASED LA UH, EARLIER THIS YEAR IN MAY.

SO WE CAN MAKE THOSE ADJUSTMENTS, BUT WE'LL TRY TO GET IT OUT BY THE END OF JANUARY.

UM, AND THEN FROM THERE IT'S ABOUT A 90 DAY TO 120 DAY TO SELECTION.

UM, THAT WOULD INCLUDE THE POSTING TIME, THE REVIEW OF THE PROPOSALS, AND THEN MOVING TOWARDS HOPEFULLY A RECOMMENDATION TO MOVE FORWARD.

AND WHEN WILL THIS ITEM COME TO OUR COUNCIL AGENDA? WE'RE SHOOTING FOR THE 11TH TO HAVE THE PAYBACK ON THE STELLA LINK, THIS ITEM THAT WE'RE DISCUSSING TODAY TO TRY TO HELP ON THE AGENDA FOR THE 11TH.

SO THERE ARE REQUIREMENTS IN HOME BASED ON THE AMOUNT OF SUBSIDY THAT'S PROVIDED TO THE HOME BUYER THAT IT BREAKS DOWN.

THIS ITEM WILL HAVE A 12 MONTH TERM WITH A ONE YEAR RENEWAL OPTION.

ITEM FOUR, THE DEPARTMENT IS PRESENTING AN ORDINANCE WITH CATHOLIC CHARITIES OF THE ARCHDIOCESE OF GALVESTON HOUSTON, PROVIDING UP TO $100,000 IN CDBG FUNDS FOR THE ADMINISTRATION AND OPERATION OF AN OUT-OF-SCHOOL TIME PROGRAM SERVING LOW TO MODERATE INCOME FAMILIES.

THIS PROGRAM WILL SERVE 30 UNIQUE HOUSEHOLDS WITH SCHOOL-AGED CHILDREN UP TO 18 YEARS OF AGE AND LIVING IN THE ALE INDEPENDENT SCHOOL DISTRICT.

THIS PROGRAM WILL OPERATE TWO DAYS A WEEK FOR TWO HOURS EACH DAY AFTER SCHOOL, DURING THE SCHOOL YEAR, DURING THE SUMMER MONTHS.

THIS PROGRAM OPERATES A THREE WEEK FULL DAY PROGRAM.

THE AFTERSCHOOL PROGRAM WILL INCORPORATE HOMEWORK ASSISTANCE, CULTURAL LESSONS, AND SOCIAL EMOTIONAL LEARNING ACTIVITIES.

THE THREE WEEK SUMMER PROGRAM FOCUSES ON LANGUAGE ALONG WITH SOCIAL, EMOTIONAL, AND CULTURAL SUPPORT.

THIS PROGRAM WILL ALSO CREATE POSITIVE PARTNERSHIPS WITH PARENTS AND INTEGRATE THEM INTO THEIR CHILDREN'S SCHOOL AND COMMUNITIES THROUGH FACILITATING A PARENT ORIENTATIONS AND COORDINATING PARENT TEACHER CONFERENCES.

THE TERM OF THIS AGREEMENT BEGINS JANUARY 1ST, 2025, AND IT RUNS THROUGH DECEMBER 31ST, 2025.

CATHOLIC CHARITIES HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2003 ON VARIOUS AGREEMENTS AND HAS NO FINDINGS TODAY.

THEY'RE NOT BEING PUSHED OUT INTO GREATER HARRIS COUNTY OR EVEN THE SUBURBS.

UM, SO WE, WE ARE SEEING ALSO THAT THE DEVELOPMENTS ARE BEING FOUND THROUGHOUT THE CITY.

WE DO THE REVIEW ON THESE COUNCIL DISTRICTS EVERY YEAR, UM, AS PART OF DEVELOPMENT OF THIS POLICY TO ENSURE WE HAVE THE RIGHT DISTRICTS IN THERE.

AND WE SAW SOME FLUCTUATION THIS YEAR IN THOSE COUNCIL DISTRICTS THAT WOULD RECEIVE TWO VERSUS THREE.

UM, THE DEPARTMENT IS WANTING TO PRESENT AN ORDINANCE AUTHORIZING A FIRST AMENDMENT TO THE SUBRECIPIENT AGREEMENT WITH WESLEY COMMUNITY CENTER, PROVIDING UP TO AN ADDITIONAL $250,000 IN CDBG FUNDS FOR THE OPERATION AND ADMINISTRATION OF AN EMPLOYMENT SERVICES PROGRAM, ASSISTING AN ADDITIONAL 225 LOW TO MODERATE INCOME INDIVIDUALS IN THE HOUSTON AREA.

THE GOAL OF THE PROGRAM IS TO HELP PARTICIPANTS INCREASE THEIR STABILITY AND OBTAIN RESOURCES THEY NEED TO SUCCESSFULLY GAIN AND MAINTAIN EMPLOYMENT.

THE EMPLOYMENT SERVICES INCLUDE, UH, EMPLOYABILITY AND SELF AND SOFT SKILL CLASSES, SUCH AS RESUME WRITING, INTERVIEWING PROFESSIONAL, UM, CONDUCT, AS WELL AS FINANCIAL EDUCATION, WHICH INCLUDES BASIC BUDGETING, SAVINGS, AND CREDIT BUILDING, AND AS WELL AS ASSISTANCE ENROLLING IN HEALTHCARE FOCUS VOCATIONAL TRAINING COURSES SUCH AS, UH, CNA, CERTIFIED NURSE ASSISTANT PATIENT CARE TECHNICIAN, MEDICAL BILLING, AND A LIKE THIS AGREEMENT STARTED NOVEMBER 1ST, 2023.

AND WITH THIS AMENDMENT, WE WILL END NOVEMBER 30TH, 2025.

AS OF OCTOBER 31ST, 2024, WESLEY HAS SURPASSED ITS ANNUAL CLIENT GOALS, SERVING 259 UNIQUE INDIVIDUALS AND EXPENDING NEARLY ALL OF THEIR CURRENT FUNDING.

LET ME BEGIN MY COMMENTS BY FIRST OF ALL SAYING TO YOU, COUNCIL MEMBER, THANK YOU SO VERY MUCH FOR COMING OUT ON THE, I THINK IT WAS THURSDAY, 11 THURSDAY, NOVEMBER THE 11TH.

MM-HMM .

UH, ALONG WITH A DELEGATION FROM THE MAYOR'S OFFICE.

WE ARE MOST APPRECIATIVE ABOUT YOUR, UH, HASTY RESPONSE TO THE EVENTS THAT HAD BEEN REPORTED TO YOU HERE ON, UH, I THINK IT WAS 11TH, UM MM-HMM .

NOVEMBER THE, THE SEVENTH OR EIGHTH I THINK IT WAS.

LET ME BEGIN.

FIRST OF ALL, IF YOU WILL ALLOW ME BY TALKING ABOUT WHERE THIS PROPERTY HAS BEEN SINCE.

UM, I THINK IT WAS 19.

I MEAN, UH, 2019.

ON 2019, UH, PLEASANT HILL RECEIVED A $3 MILLION GRANT FROM THE CITY OF HOUSTON, UH, TO DO IMPROVEMENTS TO THAT 165 UNITS OF HOUSING.

THAT GRANT OF $3 MILLION WAS UNDERSTOOD BY THE ADMINISTRATION THAT IT WAS NOT ENOUGH TO DO ALL OF THE RENOVATIONS THAT WAS NEEDED TO HAVE BEEN DONE AT THE TIME.

IT WAS ONLY TO DEAL WITH LIFE SAFETY ISSUES.

UH, AND AS IF YOU WILL A BANDAID UNTIL ADDITIONAL FUNDING WOULD TAKE PLACE, THAT $3 MILLION IF YOU DIVIDED OVER 165 UNITS REPRESENT LESS THAN $20,000 A DOOR ON A PROPERTY THAT WAS 25 YEARS OLD, WHICH COULD HAVE EASILY HAVE HAD $60,000 A DOOR OF RENOVATIONS.

SO THE IDEA WAS TO TAKE THIS $3 MILLION AND DEAL WITH THOSE IMMEDIATE ISSUES AND CONCERNS.

WHAT DID WE DO WITH THE $3 MILLION? WE DID SOME GENERAL REPAIRS SITE WORK, INCLUDING LANDSCAPING AND IRRIGATION, CARPENTRY WORK ON THE STUCCO AND PAINTING OF THE EXTERIOR, A NEW ROOF IN OVER THE ENTIRE BUILDING, PLUMBING AND MECHANICAL REPLACEMENT OF THE COOLING TOWER ACCESS CONTROLS.

SO THAT WE HAD ACCESS PANELS IN BECAUSE WE WERE GETTING A LOT OF PEOPLE WALKING IN OFF OF THE STREET THAT WAS CAUSING SOME, UH, SAFETY CONCERNS.

AND, AND THE BACK BALCONY, UH, REPAIR OF THE REPORT OF ALL OF WHAT WE DID WAS $3.2 MILLION.

UM, BUT THE CITY ONLY GAVE US THREE.

WE STILL HAVE A BILL FOR $200,000 LEFT ON, ON THAT REPAIR SINCE 20.

THAT WORK WAS DONE AND COMPLETED IN 2020.

OUR COMMITMENT WAS, IS THAT WE WOULD GO AND TRY TO FIND ADDITIONAL FUNDING TO COME BACK AND DO THE NECESSARY REPAIRS THAT THE 3 MILLION WOULD NOT COVER.

SINCE 2020 TO DATE, WE HAVE WENT OUT AND GOTTEN 300, I MEAN $3.7 MILLION WORTH OF FUNDING FROM A PRIVATE SOURCE.

UH, THAT 3.7 MILLION, ACTUALLY IT'S $3.8 MILLION FROM A PRIVATE SOURCE.

THAT THREE, WE TOOK 3 MILLION OF THAT AND DID A RESTRUCTURING, A DEBT PAID OFF THE MORTGAGE ON IT SO THAT WE COULD GET A LOWER INTEREST RATE TO HELP US TO BEST BETTER SERVE, UM, THE DEBT AND TO MAINTAIN THE PROPERTY.

YES, GO AHEAD.

SURE.

UH, OF THE THREE POINT OF THE 3.8 MILLION, THREE, UH, 3 MILLION OF IT WAS TO PAY OFF AM AMATEUR BANK AND TO PAY TO, TO REFINANCE IT SO THAT WE WOULD'VE A LOWER INTEREST RATE.

WE MADE A CASH INFUSION TO THE PROPERTY TO THE TUNE OF $231,000.

IN OTHER WORDS, WE PUT $231,000 INTO THE PROPERTY TO MAKE SURE THAT, UM, BACK DEBT WAS COVERED TO TAKE CARE OF GENERAL OPERATIONS OF THE PROPERTY BECAUSE THE PROPERTY WAS NOT AND IS NOT CASH FLOWING.

IN ADDITION TO THE $231,000 OF CASH THAT WE PUT INTO THE PROPERTY, IS THAT WE SPEND OVER $480,000 ON, ON TRANSACTIONAL FEES.

IN OTHER WORDS, TRANSACTIONAL FEES TO DO A 4% BOND DEAL.

WE APPLIED FOR, UM, UM, 4% BOND DEAL.

WE'VE GOT BOND RESERVATION, UH, AND WE HAVE LOW NUMBERS IN THE, UM, BOND

RESERVATION.

WE THINK THAT WE WILL BE REACHED BY JANUARY, OR AT LEAST THE FIRST QUARTER OF 2025.

SO IN OTHER WORDS, WHAT I'M TRYING TO SAY IS BETWEEN THE TIME THAT WE GOT THE $3 MILLION FROM THE CITY MM-HMM .

AND THE, AND TO DATE IS THAT WE'VE PUT OVER $3.8 MILLION IN ADDITION TO, UH, MONEY THAT THE CITY, THAT WAS NOT PUBLIC MONEY, THAT'S PRIVATE MONEY FROM A PRIVATE SOURCE.

ON NOVEMBER THE SEVENTH AT APPROXIMATELY 8:12 PM OUR HOUSEKEEPING PERSONNEL AT THE PROPERTY NOTIFIED THE MANAGEMENT COMPANY, UM, MAN, A MANAGER THAT THERE WAS A WATER LEAK, UH, IN THE HALLWAYS.

SHE DIDN'T KNOW WHAT THE SOURCE WAS.

ALL SHE KNEW IS THAT WHEN SHE WAS COMING IN TO DO HOUSEKEEPING, THERE WAS A LEAK ON THE FLOOR.

SHE CONTACTED MA, THE MANAGER.

THE MANAGER THEN MADE SEVERAL CALLS TO PLUMBING SERVICES, UH, TO TRY TO GET THEM TO COME OUT.

WE FIRST CALLED THE PUMP.

THE PLUMBERS THAT ARE PART OF OUR TEAM, UM, THAT REGULAR, REGULAR PLUMBING FOR US, THEY WERE NOT AVAILABLE.

SO WE END UP CALLING ROTOR ROOTER.

ROTOR ROOTER CAME OUT AT APPROXIMATELY 9:20 PM AND UPON THEIR ARRIVAL, THEY BEGAN TO LOOK FOR THE SOURCE OF THE WATER.

AS IT TURNED OUT, IT WAS A SEWER BACK UP IN ONE OF THE, UH, MAINTENANCE ROOMS. UPON FINDING IT, THEY BEGAN IMMEDIATELY TO START TRYING TO DO, UM, TO CLEAR OUT THE PLUMBING LINE, BUT THEY STOPPED.

AND THE REASON WHY THEY STOPPED IS THEY STOPPED BECAUSE THEY SAID, WE WILL NOT DO THE REMEDIATION IF WE ARE NOT GOING TO GET WATER REMOVAL, IF WE'RE NOT GONNA GET THE FULL CONTRACT TO COME BACK AND DO THE FULL REMEDIATION.

THEY LEFT AND APPROXIMATELY NINE 50, THEY DIDN'T LEAVE IMMEDIATELY.

APPROXIMATELY NINE 50, OUR MANAGER PROPERTY MANAGER ARRIVED ON THE SCENE.

WHEN SHE ARRIVED ON THE SCENE, SHE TALKED TO THE PEOPLE AT, UH, TO THE PEOPLE AT ROTTER ROOTER.

THEY BEGAN TO, TO DO AS I JUST INDICATED, AND THEN APPROXIMATELY 12:30 AM AS THE WATER WAS BEGINNING TO BUILD, WE REALIZED THAT SOME OF THE WATER WAS MOVING OUT OF THE HALLWAYS AND BEGINNING TO MOVE FURTHER, FURTHER DOWN.

5:00 AM OUR, OUR MAINTENANCE.

OUR MAN, OUR PLUMBER CAME UP, PLUMBER THAT WE HAVE ON CONTRACT.

WHEN THEY CAME IN, THEY, UH, BEGAN REMOVING THE WATER.

THEY UNSTOP THE PLUMBING LINE AND THAT'S THE UNSTOP, THE PLUMBING LINE, AND BEGAN TO REMOVE THE WATER.

AND THEY ARE HAVE BEEN THERE EVER SINCE, UH, MAINTAINING, UH, AND DURING THE REMEDIATION, OKAY.

AS I MENTIONED EARLIER, THERE WERE FOUR UNITS THAT WERE AFFECTED WHERE PEOPLE WERE LIVING IN FOUR UNITS.

WE IMMEDIATELY STARTED THE PROTOCOL FOR RELOCATION OF THOSE FOUR UNITS AS WE BEGIN, AND THOSE UNITS WAS 1 11, 1 17, 1 13, AND ONE 20.

AS WE BEGIN THE REMEDIATION AND REMOVAL OF THE WATER FOR THOSE UNITS AND BEGIN THE PROTOCOL, WE COULD NOT RELOCATE THOSE INDIVIDUALS UNTIL WE CALLED THE HOUSING AUTHORITY BECAUSE THEY WERE RECEIVING HOUSING SUBSID SUB UH, SUBSIDY.

OKAY.

IN ORDER TO LET, YEAH, LET ME, LET ME PAUSE RIGHT HERE.

UH, PASTOR, LET ME, UH, IDENTIFY THOSE THAT IN THE QUEUE.

SO SOME OF THE THINGS THAT YOU'VE COVERED MAY BE, UH, THERE ARE CONCERN I RECOGNIZE COUNCIL MEMBER FLICKINGER.

YEAH.

YOU SAID YOU'VE GOT ANOTHER $3.8 MILLION THAT YOU USED TO REFINANCE.

WE, WHEN WE FINISHED WITH, WE, WHEN WE GOT $3 MILLION

IT WAS NOT INTENDED TO BE, AS I SAID, IT WAS LESS THAN $20,000 A DOOR.

ALL WE KNEW IS OVER THE LAST THREE YEARS IS THAT WHENEVER THERE WAS A A, A LOT OF RAIN, RAIN FOR TWO OR THREE, FOUR DAYS IS, IS THAT SOMEHOW WE WOULD END UP WITH A SEWER BACKUP.

THAT SEWER BACKUP, WHICH WAS TAKING PLACE ON THE FIRST FLOOR, BUT NOT THE WHOLE FIRST FLOOR, IT WAS TAKING PLACE ON THE FIRST FLOOR AROUND UNITS 1 1 17 OR 1 0 5 TO 1 1 17 SOMEWHERE.

LOOK, UNITS THAT WAS FLOODED FROM ONE WHERE 1 0 5, 1 0 5 TO ONE 17, BECAUSE THOSE UNITS WERE REOCCURRING, YOU KNOW, EVERY EIGHT MONTHS OR SO, WE WOULD REPAIR THOSE UNITS, MAKE 'EM READY, AND WE WOULD LEASE UP AND THEN WE WOULD HAVE A SEWER BACKUP UP AGAIN.

WE FINALLY DECIDED TAKE THOSE UNITS COMPLETELY OFFLINE.

WE TOOK ALL OF THOSE UNITS OFFLINE IN THE AREAS THAT WERE, THAT IN THE INDUSTRY THAT WOULD BE KNOWN AS DOWN UNITS.

THOSE UNITS WERE DOWN, WHICH MEANT THAT WE WERE NOT GONNA, WE ARE NOT GONNA LEASE THOSE UNITS ANYMORE UNTIL WE CAN GET THE SUMP, THE, THE SEWER PROBLEM FIXED.

WE KNEW THAT WE WERE APPLYING FOR 4% TAX CREDIT, A BOND DEAL, AND WE KNEW THAT WE WERE GONNA BE RENOVATING THE ENTIRE PROPERTY IN THE MATTER OF MONTHS.

SO LET'S TAKE THESE UNITS DOWN AND LEAVE THEM DOWN ON THE PICTURES THAT YOU ARE REFERRING TO, MR. COUNCIL MEMBER IS THAT YOU MIGHT NOTICE THAT ALL OF THOSE UNITS WERE VACANT.

IT SHOWED SOME MOLD IN THOSE UNITS, BUT THOSE WERE VACANT UNITS.

THE REASON WHY THEY WERE VACANT IS BECAUSE WE HAD TAKEN THEM OFFLINE.

SO TWO EVENTS.

ONE WAS AN EVENT WHERE YOU SAW MOLD.

ANOTHER ONE WAS AN EVENT WHERE WE WERE DOING, WE HAD A SEWER LEAK AND WE WERE DOING WHAT WE NEEDED TO DO TO DEAL WITH THAT SEWER LEAK AT THE MOMENT.

AND AT THE TIME, THE LADY IN 1 1 20, AS I SAID, WE STARTED THE, UM, RE RELOCATION PROTOCOL, WHICH MEANT THAT WE CONTACTED ALL OF THE UNITS THAT WAS BEGINNING TO HAVE WATER SEEP INTO

THE LADY IN ONE 20 CAME TO GET HER MOTHER, AND WHEN SHE CAME TO GET HER MOTHER, SHE SAW THE WATER IN THE HALLWAYS AND SHE ALSO SAW THAT THE UNIT DOORS WERE OPEN.

AND THE REASON WHY THE UNIT DOORS, ALL THOSE UNIT DOORS WERE OPEN IS BECAUSE THEY WERE DOING COMPLETE REMEDIATION IN, IN EVERY UNIT, WHETHER IT WAS AFFECTED OR WHETHER IT WAS OCCUPIED OR NOT.

SHE WAS ABLE TO SEE IT.

IT SOLELY BECOMES THE DEVELOPER OR THE NONPROFIT DEVELOPER TO TRY TO PUT CASH IN IT AND TO MAKE SURE THAT THEY OPERATE IT.

OPERATING THESE PROPERTIES RENTS A CAP, WHICH MEAN YOU CAN'T CHARGE ANY OTHER RENT OTHER THAN WHAT IS ALLOWED THE INSURANCE.

AS A CONCERNED NEIGHBOR AND COMMUNITY ACTIVIST, I'M COMPELLED TO ADDRESS SEVERAL, UH, CRITICAL ISSUES FACING OUR COMMUNITY, PARTICULARLY CONCERNING AFFORDABLE HOUSING AND THE TREATMENT OF OUR MOST VULNERABLE RESIDENTS.

HARVEY CLEMENTS, CHAIRMAN AND DIRECTOR OF HABITAT OF HUMANITY ENDOWMENT IS ALSO THE OWNER AND FOUNDER OF BRITAIN'S PLACE AND PLEASANT HILL, UM, PROPERTIES THAT HE PERSONALLY DEVELOPED.

IN ADDITION, HE SERVES AS THE PASTOR FOR MAJORITY OF THE RESIDENTS LIVING THERE.

UNFORTUNATELY, MANY OF THESE RESIDENTS HAVE SHARED DISTURBING REPORTS, INCLUDING PHOTOS OF MOLD AND ROACH INFESTATION RAISES SERIOUS CONCERNS ABOUT THE LIVING CONDITIONS THEY ENDURE.

THE RECENT BANDAID FUNDING ALLOCATED TO THE ADDRESS TO ADDRESS THE ISSUES APPEARS TO HAVE BEEN INSUFFICIENT AND MISMANAGED GIVEN THE ONGOING PROBLEMS WITH THE QUALITY OF HOUSING.

IT IS AN OBVIOUS AND TROUBLING OBSERVATION THAT THE RESOURCES INTENDED TO SUPPORT THE RESIDENTS HAVE NOT BEEN EFFECTIVELY PUT TO USE, LEAVING MANY IN UNSAFE AND UNHEALTHY CONDITIONS.

MEANWHILE, WHILE WE ARE HERE, WHILE MEANWHILE, WHILE WE HEAR A GREAT DEAL ABOUT GRANT NUMBERS AND FUNDING ALLOCATIONS, WHO IS ACTUALLY LISTENING TO THE RESIDENTS, THE VOICES OF THE PEOPLE WHO LIVE IN THE PROPERTIES ARE CRUCIAL.

YET COMPLAINTS SEEM TO GO UNHEARD.

THE NUMBER OF COMPLAINTS AND CONCERNS FROM RESIDENTS IS JUST AS IMPORTANT AS FINANCIAL FIGURES, UM, BEING DISCUSSED.

WE NEED TO ENSURE THE NEEDS OF THE COMMUNITY ARE GENUINELY ADDRESSED AND THAT THE VOICES OF THE MOST AFFECTED BY THE VOICES OF THOSE MOST AFFECTED BY THESE DECISIONS ARE GIVEN THE ATTENTION AND ACTION THAT THEY DESERVE.

I'M SIMPLY CALLING FOR ACCOUNTABILITY AND TRANSPARENCY IN HOW RESOURCES ARE ALLOCATED AND FOR MORE INCLUSIVE APPROACH TO, UH, DECISION MAKING.

IT'S VITAL THAT WE MOVE BEYOND NUMBERS AND TRULY PRIORITIZE THE WELLBEING AND THE DIGNITY OF OUR COMMUNITY, OF OUR RESIDENTS.

SO WHEN I'M HERE, I'M NOT HERE SPEAKING AS I'M HERE SAYING THAT I'VE BEEN LIVING ON THE SAME STREET SINCE BIRTH.

BUT IN THE FUTURE, CAN THAT BE STARTED EARLIER OR IS THAT PRESCRIBED ALSO BY THE WHOLE PROCESS? BECAUSE FOR EXAMPLE, DISTRICT A, DISTRICT F UH, IS ALLOWED FIVE PROJECT OR THREE PROJECTS I SHOULD SAY.

AND IT'S A BIG JOB, UH, IF PEOPLE COME TO US TO EVALUATE THOSE PROJECTS.
