UM, WE'VE JUST GOTTEN A PROGRAM PUT THROUGH AND WE'RE NOT QUITE FINISHED WITH IT YET TO WHERE WE'RE GONNA BE ABLE TO DO PURCHASE ORDERS FOR ADDITIONAL MOWING IN THE NEIGHBORHOODS. UH, I JUST WANT TO KIND OF TALK A LITTLE BIT REAL QUICK ABOUT WHAT WE MIGHT BE LOOKING AT NEXT SESSION AS WE GO FORWARD AND, AND WHERE WE'RE GONNA BE WORKING ON AND THINGS THAT WE'LL BE INTERESTED, UH, TO Y'ALL HERE. UM, THE FIRST THING IS GONNA BE CONTINUING TO WORK A LOT ON OUR INFRASTRUCTURE WORK THAT, THAT WE HAVE BEEN DOING AND THAT THAT OFFICE HAS BEEN LEADING ON. YOU KNOW, WE CREATED THE GULF COAST PROTECTION DISTRICT TO, UH, CREATE, START WORKING TO CREATE THE COASTAL BARRIER SYSTEM THAT WE ALL REALLY WANT TO GET TO PROTECT ALL OF GALVESTON BAY FROM THE STORM SURGE. IF THE STORM COMES IN AT THE RIGHT POINT, THE RIGHT SIZE STORM, THERE'LL BE THREE FOOT OF GALVESTON BAY RIGHT HERE WHERE WE'RE STANDING. BUT WITH THIS BARRIER SYSTEM IN PLACE, NONE OF THAT WILL BE ABLE TO HAPPEN. IT'LL BE ABLE TO PROTECT ALL OF GALVESTON BAY. UH, CURRENTLY RIGHT NOW, THE GULF COAST PROTECTION DISTRICT, WE'RE BUILDING THREE BARRIER WALLS THAT WERE FUNDED BY THE US CONGRESS, UH, THROUGH WORK WITH JOHN CORN AND TED CRUZ TO GET THAT MONEY IN TO BUILD THOSE PROJECTS. THE STATE OF TEXAS, THROUGH OUR LEADERSHIP, HAS BEEN ABLE TO GET WHERE WE PUT IN OVER A BILLION DOLLARS INTO THESE PROJECTS CURRENTLY UNDER CONSTRUCTION. WE ALSO FINALLY GOT SOME MONEY FROM THE FEDERAL GOVERNMENT TO START BUILDING THE ACTUAL COASTAL BARRIER PART WITHIN GALVESTON BAY. SO CONGRESS HAS FUNDED PART OF THAT THAT ALSO ALLOWED 'EM TO BUILD, TO ACCESS THE $50 MILLION THAT WE WERE ABLE TO STICK INTO THE FUND LAST SESSION SO THAT THEY CAN REALLY START PROCEEDING WITH ENGINEERING AND ANALYSIS AND GETTING ALL THAT DONE. SO WE'RE REALLY STARTING TO MAKE FOOT ON IT. UH, WE'LL CONTINUE TO WORK ON THAT NEXT SESSION AS WELL AS WORKING WITH CONGRESS TO MAKE SURE WE GET THOSE FUNDS IN SO THAT WE CAN GET THAT PROJECT DONE. IT'LL BE THE LARGEST ENGINEERING PROJECT IN THE HISTORY OF THE UNITED STATES, AND WE'RE REALLY LOOKING FORWARD TO GETTING IT DONE. IT'S GOT PROJECTS ALL UP AND DOWN THE ENTIRE TEXAS COAST IF THEY FUND THE WHOLE PROJECT THAT YOU'RE WORKING ON. THE OTHER THING THAT WE DID A LOT OF WORK ON WAS ABLE TO GET FUNDING FOR FLOODING. UH, WE WERE ABLE TO GET A LOT OF FEDERAL FUNDING. AND ALSO LAST SESSION THROUGH OUR EFFORTS, WE WERE ABLE TO GET A $2 BILLION PUT INTO WATER, UH, THE WATER DEVELOPMENT BOARD TO ACTUALLY ADDRESS FLOODING PROJECTS SO THAT PEOPLE THAT CAN COME IN, THEY NEED PROJECTS DONE TO IDENTIFY THE FLOODING PROJECT. THE STATE NOW CAN ACTUALLY WORK WITH GRANTS TO GET THOSE THINGS DONE. WE'VE ALSO BEEN PARTNERING WITH GROUPS LIKE THE HARRIS COUNTY FLOOD CONTROL AND WORKING ON CLEAR CREEK, CLEAR CREEK. THEY AUTHORIZED FUNDING FOR THAT PROJECT FOR THE CORPS IN 1968. I WAS ONE OF THE FEW THAT WERE HERE AT THAT TIME. UM, AND THEY STILL HADN'T FUNDED IT. THEY FINALLY FUNDED THAT AGAIN THROUGH WORKING SENATOR CORN AND THE SENATOR CRUZ ABOUT TWO YEARS AGO. BUT THE PROJECT'S BEEN SITTING AROUND, NOT FROM 68, BUT EVEN FROM THE NINETIES AND S WHERE THEY'VE DONE ENGINEERING, THEY HAD TO GO BACK AND REDO ALL THAT IN ENGINEERING ANALYSIS. UH, THAT'S GONNA BE A LEAD PROJECT WITH HARRIS COUNTY FLOOD CONTROL. AND THAT'S ABOUT DONE WITH ALL THAT STUFF. SO THEY ACTUALLY WE'RE GONNA START WORKING ON FLOODING, UH, TO MAKE SURE AND PROTECT PEOPLE LIKE FRIENDSWOOD WEBSTER, UH, SAGEMONT GONNA BE ABLE TO START HAVING REAL BENEFIT FROM THAT FLOODING WORK, UH, GOING ON. WE ALSO STRENGTHENED THE BUILDING CODE SO THAT WE COULD, AS THE WINDS COME IN, THEY CAN MAKE SURE THAT WE WANT TO HAVE DAMAGE FOR NEW STRUCTURES GOING FORWARD. WE ALSO WANNA WORK NEXT SESSION ON POWER AND TRYING TO MAKE SURE WE HAVE STABILIZED THE GRID. WE WANNA WORK ON WHAT CAN WE DO AFTER STORMS. WE'RE GONNA BE REALLY ANALYZING WHAT HAPPENED AFTER BARREL AND WHAT CAN WE DO TO MAKE SURE THAT, UH, THE UTILITY COMPANIES KEEP UP WITH THEIR WORK SO THAT WE CAN STOP HAVING PROBLEMS, YOU KNOW, HOPEFULLY A FORCE ONE HURRICANE WE CAN GO THROUGH AND STILL BE ABLE TO HAVE THAT TAKEN CARE OF. AND, UM, ALSO INSURANCE. WE'RE GONNA BE LOOKING AT INSURANCE. UH, LAST SESSION, UH, SENATOR MIDDLETON, I PASSED SOME LEGISLATION TO REALLY HELP TRY TO HELP ASSOCIATIONS THAT WERE HAVING TROUBLE GETTING INSURANCE. UH, WE HAD ONE THAT WAS SAYING IF YOUR INSURANCE WENT UP MORE THAN 10 OR 15% IN A YEAR, THAT YOU COULD ACCESS THE FAIR PLAN THAT ULTIMATELY DIDN'T GET THROUGH THE GOVERNOR'S OFFICE. BUT WE'RE GONNA KEEP WORKING ON THAT. HOPEFULLY WE THINK WE GOT THOSE THINGS WORKED OUT AND WE'LL GET IT DONE. OH, GOING BACK TO THE COASTAL BARRIER, WE ALSO HAD A GULF COAST TRUST FUND THAT WE SET UP WHERE WE COULD TRY TO FRONT LOAD THAT, BUT THERE WAS SOME TECHNICAL ISSUE THAT THE GOVERNMENT DIDN'T LIKE. SO WE, WE GOTTA GO BACK AND REDO THAT. SO WE'RE, THE IDEA WAS THAT, HEY, WE COULD TAKE 5 BILLION OUTTA THE SURPLUS. WE STICK IT IN. NOW BY THE TIME THAT THE CONSTRUCTION HAPPENS AND GOES OVER THE NEXT 20 YEARS OF CONSTRUCTION TO WORK, THAT 5 BILLION WOULD'VE COVERED THE $8 BILLION COST THAT THE STATE OF TEXAS WOULD NEED TO HELP OUT AND BUILD [00:10:01] OUR LOCAL SHARE AND OUR LOCAL MATCH FOR THAT. SO REALLY GREAT STUFF THAT WE'RE WORKING ON THAT, UM, THE DEAL, GOING BACK TO THE, THE INSURANCE, WE'RE GONNA CONTINUE TO WORK ON THOSE, UH, ISSUES. YOU KNOW, THE PROBLEMS THAT WE'RE HAVING WITH THIS INSURANCE AND THESE MASS RATES IS, IS MASSIVE INFLATION THAT'S BEEN GOING ON. THAT'S OVER THE LAST FOUR YEARS IS WHAT'S REALLY CAUSED THE NUMBER ONE PROBLEM. UH, AUTO INSURANCE GONE UP DRAMATICALLY, HAS CARS GONE UP, PARTS HAVE GONE UP, UH, HOME'S GONE UP. THE OTHER THING IS OUR MASSIVE GROWTH WITH MILLIONS OF PEOPLE THAT ARE COMING HERE WITH THIS TEXAS MIRACLE, WHERE YET A LEGISLATURE BODY LIKE OURS HAS DONE SO MUCH TO HELP GROW OUR ECONOMY. MILLIONS OF PEOPLE ARE STILL COMING. THERE'S STILL 10,000 PEOPLE A DAY COMING INTO TEXAS, AND THAT GROWTH IS, IS ADDED EVEN SINCE HURRICANE I HIT OH EIGHT, THERE'S PROBABLY A MILLION MORE PEOPLE HERE IN OUR REGION THAN BEFORE. SO THOSE COSTS GOING UP. THE FACT THAT TEXAS HAS GOT MORE HURRICANES, MORE HAILSTORMS, MORE WINDSTORMS THAN ANY OTHER STATE IS ALL ADDING IN, UH, TO THOSE COSTS. UH, THE COST OF REINSURANCE WENT UP. UH, STATES LIKE CALIFORNIA WENT OUT AND THEY TRIED TO HAVE THE GOVERNMENT SET THE PRICE OF INSURANCE AND IT TOTALLY DESTROYED THEIR INSURANCE MARKET. SO WHEN GOVERNMENT INTERFERES WITH IT, IT WAS KILLING IT. AND SO THEY DESTROYED THAT MARKET. AND PEOPLE CAN'T GET INSURANCE. INSURANCE COMPANIES ARE LOSING MONEY. THEY FLED THE STATE. WE'RE TRYING TO COVER SOME OF THOSE COSTS. UH, FLORIDA HAS ALSO HAD LAWSUIT ABUSE SIMILAR TO WHAT WE HAD IN THE PREVIOUS TIMES. SO THEY HAVE NOW PASSED SIMILAR LEGISLATION, LIKE TEXAS HAS TO START THOSE ABUSES FROM STOPPING. SO THOSE ARE SOME OF THE MAIN THINGS THAT WE'RE SEEING GOING ON WITH INSURANCE. AND SO WE'RE GONNA CONTINUE TO, TO WORK ON THOSE. SO SOME OF THE STUFF THAT I THINK WE'RE GONNA BE SEEING, ALSO, WATER AGAIN, IS GONNA BE A BIG THING NEXT YEAR ABOUT HOW WE'RE GONNA MAKE SURE AND PROVIDE MORE AND MORE WATER FOR THIS TREMENDOUS GROWTH. SO GROWTH AND, UH, TRANSPORTATION. WE PUT BILLIONS IN MONEY FOR WATER THAT WE PUT IN WATER, UH, MONEY FOR, UM, FLOODING THAT WE PUT IN. SO THIS BARRIER THAT, YOU KNOW, THE FEDERAL GOVERNMENT IS WILLING TO FUND, YOU KNOW, YEAH, IT'S NICE THAT THEY'RE HELPING US OUT, BUT THEY'RE OBVIOUSLY TAKING CARE OF THEMSELVES AS WELL. 'CAUSE IF WE WERE TO HAVE A SIGNIFICANT HURRICANE COME STRAIGHT INTO THE BAY, IT WOULD BE JUST AN INCREDIBLE PROBLEM FOR THE ENTIRE COUNTRY. SO HOPEFULLY WE CAN GET SOMETHING WITH DONE. I KNOW BAY HA HAS BEEN A BIG SUPPORTER OF THAT, ALONG WITH A BUNCH OF OTHERS. SO HOPEFULLY WE CAN GET SOMETHING DONE WITH THAT. UH, NEXT WE'RE GONNA HAVE COUNCILWOMAN SALLY ALCORN. UH, REPRESENTATIVE PAUL, THANK YOU VERY MUCH FOR THE MONEY THAT YOU JUST ALLOCATED. THE STATE ALLOCATED $50 MILLION TO HELP, UH, SOME OF THAT WILL COME TO THE CITY TO HELP WITH OUR DISASTER COSTS. THAT WAS A BIG WORRY. WE WILL HAVE HOUSTON ESTIMATES ABOUT $211 MILLION WORTH OF DAMAGE, UH, TO OUR, TO OUR CITY BECAUSE OF THE DERECHO AND BARREL. AND WE HAVE TO COVER A QUARTER OF THAT. FEMA WILL REPRESENT, WILL REIMBURSE US FOR 75%, BUT WE HAVE TO COVER A QUARTER. SO VERY GRATEFUL FOR THE STATE STEPPING IN. THEY HAVE A SURPLUS, AS YOU KNOW, AND THE CITY IS LOOKING AT A $230 MILLION DEFICIT. SO WE ARE, ARE IN, IN THE OPPOSITE POSITION. UH, PLUS WE NEED 600 MORE FIREFIGHTERS. WE NEED, UH, 1500 TO 2000 MORE POLICE OFFICERS. WE HAVE A LOT OF NEEDS. UH, MAYOR WHITMEYER IS RIGHT NOW HAS ERNST AND YOUNG, UH, SCOURING EVERY DEPARTMENT LOOKING FOR EFFICIENCIES AND DUPLICATIONS, OVERLAPPING SERVICES. WE'RE BASICALLY LOOKING UNDER EVERY ROCK TO MAKE SURE WE, WE ARE RUNNING AS [00:15:01] EFFICIENTLY AS POSSIBLE. HE'S LOOKING AT THE TAX INCREMENT ZONES TO SEE IF THERE'S, UH, SOMETHING TO BE CHANGED THERE THAT WOULD BRING IN MORE MONEY. HE'S CERTAINLY GOING TO THE COUNTY, TO THE STATE, TO THE FEDERAL GOVERNMENT FOR HELP. WE'RE WE'RE DOING ALL OF THAT, BUT WE DO HAVE A LOT OF IMPORTANT NEEDS. IMPORTANT NEEDS THAT I, UH, TO THE CLEARLIGHT COMMUNITY AND THE REST OF THE CITY. NOW OBVIOUSLY, TAXES ARE A FUNCTION OF YOUR APPRAISALS AND THE RATES, UH, BELIEVE IT OR NOT, FOR PROPERTIES THAT EXISTED A YEAR AGO AND PROPERTIES THAT EXIST TODAY IN AGGREGATE, IT WAS A TAX CUT. VERY SMALL ONE, BUT IT WAS A TAX CUT. NOW, IF YOU LOOK AT YOUR HOME AND THE TAXES YOU'RE PAYING ON YOUR HOME, UH, YOU PROBABLY DIDN'T SEE THAT. 'CAUSE THE VAST MAJORITY OF THAT DECREASE CAME WITH, UH, COMMERCIAL PROPERTIES, ESPECIALLY OFFICE PROPERTIES. UM, COVID AND THE WORK FROM HOME, UH, PHENOMENON HAS DECREASED THE AMOUNT OF NEED FOR COMMERCIAL OFFICE SPACE BECAUSE THE DEMAND IS DECREASED, THE PRICE IS DECREASED, AND COMMERCIAL SPACE IS VALUED AT THE REVENUE IT'S ABLE TO GENERATE. BECAUSE THAT'S GONE DOWN. THEY TOOK A REAL HIT. BUT LIKE I SAID, THE AGGREGATE PROPERTY TAXES ACTUALLY WENT DOWN IN THE CITY OF HOUSTON. AND I THINK THAT'S A LOT OF THE REASON THE MAYOR WAS ABLE TO GET THAT MONEY FROM THE STATE IS THE STATE SAW THAT THE MAYOR WAS DOING EVERYTHING HE COULD TO KEEP THE TAXES DOWN. AND, AND THEY HELPED US OUT WITH IT. AND IT'S, IT'S, IT'S A PRETTY BIG DEAL AND I THINK, UH, A FAR CRY FROM WHERE IT WAS A COUPLE YEARS AGO. UH, AND I THINK YOU'RE GONNA SEE A LOT MORE OF THAT WITH THE MAYOR AND WITH THE STATE THAT THEY'RE GONNA BE ABLE TO WORK TOGETHER RATHER THAN WORKING AGAINST EACH OTHER ALL THE TIME. I'M THE VICE PRESIDENT OF REGULATORY POLICY. UH, WAS FORMERLY THE VICE PRESIDENT OF OUR DISTRIBUTION OPERATIONS. SO VERY FAMILIAR WITH OUR RESTORATION EFFORTS. BEEN WITH CENTERPOINT FOR JUST OVER 26 YEARS. SO ONE OF THE THINGS THAT I WANNA MAKE SURE THAT WE GET THE MESSAGE OUT IS THAT AFTER THE LESSONS AND LEARNINGS AND THE THINGS WE OBSERVE FROM HURRICANE BARRELL, WE ARE COMMITTED, UH, TO BUILD THE MOST RESILIENT COASTAL GRID IN THE COUNTRY. AND WITH THAT, THERE WAS THREE PHASES OF THINGS THAT WE ARE DOING. THE FIRST PHASE WAS IMMEDIATE ACTION. WHEN WE RECOGNIZED THAT THE PEAK HURRICANE SEASON IS AUGUST AND SEPTEMBER, AND WE JUST GOT HIT IN JULY, THERE WAS A LOT OF CONCERNS FROM OUR CUSTOMERS. THERE WAS A LOT OF LACK OF CONFIDENCE IN OUR RESTORATION ON THE THINGS THAT WE NEED TO DO TO BE ABLE TO, TO BE ABLE TO RESPOND IF WE WERE GONNA HAVE ANOTHER STORM. AND SO, AFTER DISCUSSIONS WITH THE GOVERNOR, AND I CAN GO INTO A LITTLE BIT MORE ONTO THE PHASE ONE PROCESS, WE COMMITTED TO A LOT OF THINGS THAT WE'RE GONNA MAKE SURE THAT WE COULD HAVE UP AND READY BY THE END OF AUGUST TO HELP ADDRESS THE IMMEDIATE CONCERNS FOR HURRICANE SEASON. AFTER THAT WAS OUR PHASE TWO INITIATIVE, WHICH WE ARE IN NOW. AND THEN STARTING JUNE ONE WHEN HURRICANE SEASON BEGINS, WILL BE THE BEGINNING OF PHASE THREE. AND WHAT'S IMPORTANT, I THINK, TO TAKE AWAY IS THE FACT THAT WHEN WE WERE HIT WITH A STORM AND WE'RE MAKING EFFORTS TO HELP RE-EARN THE TRUST OF OUR CUSTOMERS, IT WASN'T JUST A ONE DONE THING. IT WASN'T SOMETHING THAT WE WERE JUST THROWING OUT THERE TO SAY, HERE'S WHAT WE'RE DOING TO TRY TO APPEASE EVERYBODY. THIS IS ACTUALLY A LONG AND DRAWN OUT PROCESS. AND SOME OF THESE PROGRAMS THAT WE'RE GONNA HAVE ON OUR PHASE THREE ARE GONNA BE, UH, OVER YEARS. UH, BUT WE'RE LOOKING AT OVER, UM, UH, YOU KNOW, A RESILIENCY FILING THAT WILL COME IN TO HELP MAKE OUR SYSTEM MORE RESILIENT, MORE ROBUST, ABOUT A $5 BILLION INVESTMENT OVER THE, UH, THE NEXT THREE YEARS. SO THE FIRST PHASE TO HELP GET EVERYBODY AT EASE, AT LEAST SOME OF THE THINGS THAT WE COULD DO FOR THE FIRST PHASE OF THE HURRICANE SEASON, KNOWING THAT WE'D ALREADY JUST WENT THROUGH BARREL. WE HAVEN'T REACHED OUR TYPICAL PEAK HURRICANE SEASON YET. WE COMMITTED TO DO A COUPLE THINGS ON TOP OF ALL THE RESTORATION [00:20:01] EFFORTS ONCE THEY WERE ALREADY COMPLETED. WE WANTED TO DO, UH, AN ADDITIONAL 2000 MILES OF VEGETATION MANAGEMENT. VEGETATION MANAGEMENT IS CRITICAL FOR THE RECOVERY OF OUR SYSTEM. AND I SHARE WITH EVERYBODY THAT, UH, WHEN WE HAD HURRICANE BARREL, IT WAS A CATEGORY TREE HURRICANE. UM, THAT'S 'CAUSE WE WERE ADDRESSING TREES. AND FROM OUR PERSPECTIVE, AND I CAN TELL YOU BECAUSE I'VE WORKED, UH, WITH CENTERPOINT AND UH, I WORKED RESTORATION EFFORTS ALL ACROSS THE COAST, UH, LOUISIANA, SOUTHEAST TEXAS, MISSISSIPPI, AS WELL AS HERE IN HOUSTON, IKE, RITA, UM, OTHER MUTUAL ASSISTANCE TRIPS. EVERY STORM IS DIFFERENT. WHAT I CAN TELL YOU THAT WAS UNIQUE WITH BARRELL, UH, THIS BEING A CATEGORY ONE STORM AFFECTED US DIFFERENTLY. WE JUST WENT THROUGH A CATEGORY ONE HURRICANE A FEW YEARS AGO WITH HURRICANE NICHOLAS. FIVE DAYS RESTORATION EFFORT WASN'T THE SAME KIND OF STORM. THIS ONE WAS DIFFERENT IN THE FACT OF THE DIRECTION THAT IT CAME AND HIT WHEN THEY TALKED ABOUT EVEN THE ISSUES WITH THE, WITH THE DIKES AND THE BARRIERS THAT WE NEED. THE FACT THAT IT BUILD UP MOMENTUM AS IT CAME AND HIT US. AND MOST IMPORTANTLY, A LOT OF THINGS WENT INTO THIS PRIOR TO WHEN THE STORM CAME. AND THAT WAS PROB PRODUCTS OF CLIMATE CHANGE. SO PART OF OUR OBSERVATION ALSO IS THAT A LOT OF THE COLD WINTERS THAT WE HAD AFFECTED THE HEALTH OF THE TREES. AND THEN WE HAD DROUGHTS WITH SUMMER BEFORE. AND THEN WHEN WE GET INTO THIS SUMMER WHEN WE HAD THE DERECHO AND ALL THE OTHER STORMS, THAT GROUND WAS COMPLETELY SATURATED. SO WHEN I'M TALKING ABOUT THE TREES, IT DIDN'T MATTER HOW MUCH VEGETATION MANAGEMENT WE HAD, THESE TREES THAT WERE OUTSIDE OF OUR EASEMENTS WERE FALLING DOWN COMPLETELY UPROOTING. AND YOU COULD SEE JUST THE ROOT BALLS. YOU COULD SEE HOW THEY'RE BLOCKING THE SIDE OF THE ROADS. AND THOSE ARE THE THINGS THAT WE SAW. SO WE ARE STILL ADDRESSING THE 2000 MILES OF, UH, UH, OR WE ADDRESSED OUR VEGETATION, UH, MANAGEMENT WITH AN ADDITIONAL 2000 MILES. UM, THE OTHER THING THAT WE WANTED TO HIGHLIGHT WAS, UH, TYPICALLY IN THE ENERGY INDUSTRY ON THE DISTRIBUTION SIDE, THERE ARE THINGS WHERE YOU DON'T HAVE TO DESIGN TO, UH, HIGH WIND. WE CHANGED BACK IN 2021, WE SAID THAT WE'RE NO LONGER GONNA DO THAT. WE STARTED IMPLEMENTING MANUFACTURED POLES. WE STARTED DESIGNING TO A HIGHER WIND STANDARD FOR ALL OF OUR SYSTEMS ACROSS THE WHOLE REGION, NOT JUST SPECIFICALLY ON THE COAST, SO WE COULD HAVE IT TO BE MORE RESILIENT. AND SO BY THE END OF AUGUST, WE WANTED TO HAVE AN ADDITIONAL 1000 FIBERGLASS POLES INSTALLED BECAUSE THEY'RE STRONGER, THEY'RE MORE RIGID, THEY HAVE FLEXIBILITY, THEY CAN BEND WITH THE WIND, KIND OF LIKE A FISHING POLE, AND STILL BE ABLE TO SURVIVE THOSE HIGH IMPACT WINDS. THE OTHER THING WE WANTED TO IMPLEMENT ARE AUTOMATED DEVICES. SO WHEN WE GO AND WE DO OUR RESTORATION EFFORT, WHAT IS HELPFUL IS TO HELP HAVE AUTOMATED DEVICES TO REENERGIZE THOSE LINES. IT IS VERY SPECIFIC ON HOW WE DO THE RESTORATION PROCESS. AND I, I'VE HEARD A LOT OF CONCERNS ABOUT MY NEIGHBORHOOD IS THE LAST ONE TO GET TO MY NEIGHBORS ACROSS THE STREET. THEY'RE OF POWER. WE'RE, WE'RE WITHOUT POWER. THAT IT'S VERY SPECIFIC ON HOW WE DO THE RESTORATION EFFORT. WE HAVE CIRCUITS THAT WE HAVE FROM SUBSTATIONS THAT FAN OUT LIKE A SPIDER WEB THROUGHOUT THE NEIGHBORHOODS. IT, WE ACTUALLY ADDRESS THOSE CIRCUITS FIRST. AND FOR US, IT'S NOT A NEIGHBORHOOD, IT'S NOT A CITY, IT'S NOT A SPECIFIC AREA. IT'S EXACTLY WHAT COMES FROM THAT SUBSTATION, BECAUSE THESE CIRCUITS, THEY GO FOR MILES AND ON THESE CIRCUITS ARE THOUSANDS OF CUSTOMERS, AND THEY'RE KIND OF LIKE THE HIGHWAYS OF OUR, OF OUR SYSTEM. WE HAVE TO RESTORE THOSE. I THINK ABOUT IT FROM WHEN YOU PLUG INTO YOUR, YOUR WALL, THE OUTLET IS A SUBSTATION. THE CORD THAT YOU HAVE IS OUR CIRCUIT LINE, AND WE MIGHT HAVE SOME BRANCHES. WHEN YOU HAVE LIKE THESE MULTI PLUGS THAT YOU PLUG INTO, IF WE DO ALL THE REPAIRS ON THAT MULTIPL DEVICE, IT'S NOT GONNA HELP BECAUSE YOU STILL HAVE THIS MAIN CORD THAT'S CONNECTED TO THE WALL THAT NEEDS TO BE REPAIRED. THAT'S WHERE WE'RE FOCUSING ON. AND SO WE DON'T SEE A SYSTEM ON NEIGHBORHOODS. WE SEE CIRCUITS, WE WORK ON THE CIRCUITS. WE GET A THOUSAND OF THOSE BACK ON AS QUICKLY AS WE CAN. THESE AUTOMATED TRIP SAVER DEVICES ARE HELPFUL BECAUSE WHILE WE'RE GETTING THESE CIRCUITS BACK ON, OUR SECOND PRIORITY ON THE RESTORATION EFFORT IS TO GET WHAT WE CALL OUR FEEDER LATERALS. AND THOSE ARE BASICALLY THE STREETS THAT COME OFF OF THE HIGHWAYS. THAT'S OUR SECOND PHASE OF OUR RESTORATION EFFORT. AND THAT TAKES A LITTLE BIT LONGER TO RE TO RESTORE BECAUSE WE SPENT ALL THAT INITIAL TIME WORKING ON THE CIRCUITS. WELL, THESE DEVICES, ONCE THE CIRCUITS ARE BACK ON, GIVE US AN OPPORTUNITY TO AUTOMATICALLY ENERGIZE THOSE TO HELP WITH THE ENER WITH THE, UH, RESTORATION [00:25:01] EFFORT. SO PART OF THE THINGS THAT WE WANTED TO DO TO ADDRESS HURRICANE BARREL, AND WE RECOGNIZED HOW MUCH THAT WE LEFT OR LOST, UH, THE CONFIDENCE OF OUR CUSTOMERS, UH, A LOT OF THE COMMUNICATIONS, THE THINGS THAT WE COULD HAVE DONE BETTER, WE WANTED TO GO OUT AND ACTUALLY, UH, PARTICIPATE IN TOWN HALL EVENTS SUCH AS THIS. WE HAD OVER 19 OF 'EM, 600, UH, PARTICIPANTS, UM, WERE INVOLVED IN THAT AND PROVIDING US FEEDBACK FOR THINGS SUCH AS OUR VEG MANAGEMENT APPROVED RELIABILITY, AND THE OTHER ITEMS THAT YOU'VE SEEN HERE. IN ADDITION TO THAT, WE HAD COMMITTED TO THE GOVERNOR 42 THINGS THAT WE WERE GONNA DO TO HELP MAKE OUR SYSTEM MORE RESILIENT BY THE END OF AUGUST. YOU CAN BREAK THOSE DOWN INTO THESE THREE CATEGORIES HERE REGARDING STRENGTHENING RESILIENCY AND PROVEN COMMUNICATIONS AND PARTNERSHIPS. AND AS OF TODAY, WE'VE COMMITTED ALL 40 OF THE 42 EVENTS. AND I'LL SHARE YOU THE TWO THAT WE HAVE NOT COMPLETED. ONE OF THEM WAS AUTOMATING OUR ENTIRE GRIDS. WE, WE SAID THAT WE WANTED TO HAVE 350 GRIDS WITH SMART, INTELLIGENT GRID TECHNOLOGY, BUT BECAUSE THE INTENSITY OF THE WORK THAT NEEDS TO BE DONE, THAT WILL NOT BE ABLE TO BE COMPLETED UNTIL DECEMBER 31ST. SO WE HAVE, YOU KNOW, THAT WASN'T THE SAME DEADLINE. THE OTHER THING IS WE WANTED TO GO AHEAD AND BRING IN, UH, OUTSIDE PERSON WHO'S HAD EXPERIENCE WITH EMERGENCY MANAGEMENT TO HELP WORK WITH US AND REEVALUATE OUR PLANS. AND WE'RE IN THE PROCESS OF STILL HIRING THAT PERSON. BUT OTHERWISE, A LOT OF THE OTHER THINGS THAT I TALKED ABOUT HAVE ALL BEEN COMPLETED. ONE OF THOSE, AND, AND WE HIGHLIGHTED ON THE STRENGTHENING THE RESILIENCY, UH, PIECE OF IT. THAT WAS ALL COMPLETED. THE OTHER PART IS IMPROVING COMMUNICATIONS. I THINK THAT WAS ONE OF THE MAJOR THINGS THAT REALLY WAS THE HARDSHIP ON OUR CUSTOMERS BECAUSE WE FAILED TO COMMUN COMMUNICATE EXACTLY WHAT THE EXPECTATIONS ARE. WE FAILED TO PROVIDE YOU THE OPPORTUNITY TO PLAN ON HOW TO DO YOUR, UH, PERSONAL, UH, SITUATION REGARDING HOW LONG IT'S GONNA TAKE TO GET, UH, UH, THE POWER BACK ON. AND WE KNOW THAT YOU'RE RELYING ON YOUR ELECTRICITY FOR YOUR MEDICINES, FOR YOUR DEVICES, EVEN PEOPLE THAT ARE HAVING ELECTRIC CARS. WE HEAR MORE AND MORE AND MORE HOW MUCH WE HAVE A RE A RELIANCE ON ELECTRICITY AND HOW MUCH MORE IMPORTANT IT IS EVEN TODAY THAN IT WAS A LONG TIME BEFORE. AND SO WE'VE TAKEN ALL OF THOSE MESSAGES. WE'VE ALSO LEARNED AND RECOGNIZED HOW, HOW DEPENDENT WE WERE ON OUR OUTAGE TRACKER. THAT OUTAGE TRACKER SYSTEM HAD FAILED DURING THE DERECHO. WE TRIED TO REPAIR IT. WE HAD SEVERAL TRIAGE ATTEMPTS TO TRY TO GET IT BACK UP AND RUNNING. WE WEREN'T ABLE TO DO IT. SO WE WENT OUT TO FIND A THIRD PARTY TO CREATE A NEW ONE. AND OUR GOAL WAS TO HAVE THAT UP BY AUGUST 1ST, HOPING THAT IT WOULD BE READY, UH, RIGHT IN THE MIDDLE OF PEAK HURRICANE SEASON. IT'S UNFORTUNATE THAT WE ACTUALLY, UH, UNCHARACTERISTICALLY GOT A, A HURRICANE IN JULY. THE THIRD PART IS STRENGTHENING THE PARTNERSHIPS. AND THESE ARE THE THINGS LIKE WE'RE DOING TODAY. SO NOW AFTER WE'VE PASSED AUGUST 20, UH, 2024, WE ARE INTO THE PHASE TWO OF OUR RESILIENCY, UH, INITIATIVE. AND WHAT THAT CONSISTS OF IS STILL THE SAME THINGS THAT WE HAD BEFORE, BUT TO A MORE DEFINITIVE AND ROBUST LEVEL. SO, UM, VERY MANY, UH, QUITE A FEW THINGS HIGHLIGHTED IN OUR RESILIENCY I'LL GO THROUGH IN DETAIL. UH, IMPROVING COMMUNICATIONS. WE STILL, EVEN, FOR EXAMPLE, WE ROLLED THE OUTAGE TRACKER OUT, WE HAVE A PLATFORM THAT'S BEEN ABLE TO WORK SUCCESSFULLY. WE'VE HAD A LOT OF GOOD POSITIVE FEEDBACK, BUT WE THINK WE CAN ACTUALLY IMPROVE IT. AND FOR AN EXAMPLE, UM, AN A, A SPANISH SPEAKING ADAPTATION TO IT. SO ALLOW THE SPANISH USERS TO BE ABLE TO USE IT AND NOT HAVE TO TRY TO TRANSLATE IT. SECONDLY, WE CAN IMPROVE THE FUNCTIONS ON THE MOBILE DEVICES SO THAT WHEN YOU ACCESS IT FROM YOUR PHONE, YOU CAN GET BETTER INFORMATION THAN [00:30:01] THE WONKINESS THAT IT MAY HAVE WHEN YOU'RE TRYING TO DO IT, UH, FROM YOUR PHONE AS COMPARED TO ON A COMPUTER. AND THE THIRD PART IS THE THINGS THAT I HAD MENTIONED REGARDING THE STRENGTHENING OUR PARTNERSHIPS WITH, UH, PREPARATION EXERCISES, IMPLEMENTING OUR STORE MANAGEMENT TOOLS TO HELP WITH OUR MUTUAL ASSISTANCE AND PLANNING. AND THEN THE THIRD THING IS WE RECOGNIZE THAT AT LEAST WHEN WE WENT OUT AND VISITED WITH THESE COMMUNITY LEADERS, UH, I PERSONALLY PARTICIPATED IN A LOT OF THOSE FEEDBACK SESSIONS. AND ONE OF THE THINGS THAT I TOOK BACK IS HOW MUCH OUR COMMUNITY LEADERS PLAY A ROLE IN THAT RESTORATION EFFORT. AND THEY WOULD SAY, BRAD, IF I JUST HAD BETTER INFORMATION, IF YOU GUYS HAD COMMUNICATED BETTER, I COULD HAVE SHARED SOME OF THE THINGS THAT HELPED. AND THEY WERE STRUGGLING TO NOT ONLY GET THE INFORMATION IN, BUT WHEN THEY WERE TRYING TO HELP OUT AREAS IN THE COMMUNITY, THESE MULTI-SERVICE CENTERS THAT PEOPLE RELY ON, MANY OF WHICH DIDN'T, EITHER DIDN'T HAVE BACKUP GENERATION OR HAD FAILED OR WASN'T WORKING PROPERLY. SO WE'VE REACHED OUT TO OUR OFFICES OF EMERGENCY MANAGEMENT AND WE DONATED, UH, OR IN THE PROCESS OF DONATING 21 GENERATORS THROUGHOUT OUR GREATER HOUSTON, UH, UH, AREA. IT'S A 5,000 MILE SQUARE FOOTPRINT TO HELP WITH THESE MULTI-SERVICE CENTERS BECAUSE AGAIN, THAT'S ANOTHER WAY THAT WE COULD HELP PARTNER WITH THE COMMUNITIES ON THE RESTORATION EFFORT. SO ON THE RESILIENCY PIECE, WHAT WE'RE LOOKING AT, UH, BETWEEN NOW AND JUNE 1ST, WHICH IS GONNA BE THE BEGINNING OF HURRICANE SEASON, WE'VE COMMITTED TO INSTALLING ANOTHER 25,000 RESILIENT POLES. UH, WE HAVE OVER A MILLION POLES IN OUR SYSTEM, SO RECOGNIZE THAT'S STILL JUST A SMALL PORTION OF 'EM, BUT WE HIGHLIGHT THE ONES THAT WE THINK ARE CRITICAL. UM, WE'RE TALKING ABOUT THOSE DEVICES THAT I MENTIONED EARLIER, THE, UH, TRIP SAVERS TO HELP WITH THE RESTORATION EFFORT. 350 INTELLIGENT GRID DEVICES. AND SO THAT HELPS WHAT WE REFER TO AS OUR SMART GRID. SO WHEN WE HAVE A CERTAIN SECTION OF THOSE CIRCUITS THAT ARE DOWN, WE HAVE DOWN LINES. AND I'M TALKING ABOUT AGAIN WITH THAT THING THAT THAT CORD THAT'S PLUGGED INTO THE WALL, THESE SWITCHING DEVICES WILL RECOGNIZE IF WE HAVE MULTIPLE CORDS PLUGGED INTO THE WALL, HOW CAN WE REROUTE THAT ELECTRICITY IN A WAY INSTANTANEOUSLY TO TRY TO GET AS MOST CUSTOMERS ON AS POSSIBLE. WHILE WE'RE MAKING THE RESTORATION EFFORT TO REPAIR THOSE DOWN POWER LINES, WE'RE GONNA DO AN ADDITIONAL 4,000 MILES OF VEGETATION MANAGEMENT. AND SO THAT IS IN ADDITION TO THE ANNUAL 300 OR 3,500 TYPICAL MILES THAT WE DO A YEAR. EVEN THOUGH LAST YEAR WE WENT ABOVE AND BEYOND AND DID ABOUT 4,000 MILES, WE DID, UM, WE DO OUR ANNUAL REGULAR TREE TRIMMING THAT WE HAVE PLANNED TO, TO, TO DO THIS THIS YEAR. IN ADDITION, WE HAD THE 2000 THAT WE DID FROM PHASE ONE. AND THEN BY THE TIME WE GET TO JUNE 1ST, WE'RE ADDING ANOTHER 4,000 OF VEGETATION MANAGEMENT OF, YOU KNOW, ALL THE TREE TRIMMING THAT WE FEEL IS NECESSARY TO HELP MAKE OUR SYSTEM MORE RESILIENT. 400 UNDERGROUND POWER LINE MILES THAT WE RECOGNIZED. THAT'S A LOT OF DISCUSSION ABOUT WHEN AND WHERE AND WHY CAN WE DO AND, AND THINGS THAT WE COULD DO BETTER TO MAKE OUR SYSTEM MORE RESILIENT. UNDERGROUND IS A HUGE TOPIC. I WILL SHARE THAT 60% OF OUR SYSTEM IS UNDERGROUND. WE'VE ACTUALLY HAVE A DESIGN STANDARD, UH, THAT WE'VE HAD SINCE THE EIGHTIES. EVERYTHING THAT'S BEEN NEW HAS BEEN UNDERGROUND, ALL THAT NEW CONSTRUCTION SINCE THE EIGHTIES. THE CHALLENGE IS WE'VE BEEN SERVING THE GREATER HOUSTON COMMUNITY AREA FOR OVER 150 YEARS. SO WE HAVE THESE BACK EASEMENTS THAT ARE NOT THE SAME SIZE. WE GOT YARDS THAT ARE FULLY LANDSCAPED THAT HAVE EVOLVED OVER TIME THAT DOESN'T NECESSARILY HAVE THE, THE RIGHT OF WAY AND THE EASEMENTS TO ALLOW US TO GO BACK AND DO THAT. BUT THERE ARE AREAS OF THE CIRCUITS THAT WE FEEL THAT, UM, STRATEGICALLY DO MAKE A LOT OF SENSE FOR US TO EVALUATE AND PUT UNDERGROUND. AND WE GOT ABOUT 400 MILES OF THAT, THAT'LL HELP. BUT I ALSO SHARE THAT [00:35:01] JUST BECAUSE IT'S UNDERGROUND, IT'S NOT A SILVER BULLET, IT DOESN'T ANSWER ALL THE, THE, THE, THE CONCERNS WHEN IT COMES TO THE RESTORATION EFFORT BECAUSE WHEN THOSE LINES ARE DAMAGED, THEY TAKE MUCH LONGER TO REPAIR 'CAUSE WE GOTTA DIG 'EM UP. AND SECONDLY, I SHARE WITH BARRELS SOME OF THE AREAS THAT WERE UNDERGROUND WERE SOME OF THE LAST ONES TO GET THE POWERS RESTORED. THERE'S A LOT OF FLOODING ISSUES THAT WE HAVE HERE IN HOUSTON THAT MAKES IT HARD FOR US TO NOT ONLY GET ACCESS, BUT WE HAVE TO WAIT FOR THAT FLOODING TO RECEDE BEFORE WE CAN START WORKING ON THOSE LINES. SO WE ALSO HAVE TO THINK ABOUT THE LONG RUN. WHAT'S THE BEST STRATEGY WHEN IT COMES TO UNDERGROUNDING. THE OTHER THING THAT WE'RE ADDING IS A HUNDRED, UH, WEATHER STATIONS TO OUR FACILITIES. AND SO WITH THE ADVANCEMENT OF ARTIFICIAL INTELLIGENCE, ONE OF THE THINGS THAT WE WANT TO BE ABLE TO DO IS PROVIDE BETTER COMMUNICATIONS AND EXPECTATIONS OF WHAT WE HAVE FOR FUTURE STORMS. RIGHT NOW IT'S, IT'S VERY PRIMITIVE AND I DON'T THINK VERY HELPFUL. WE WERE LICENSED FOR COMMERCIAL HORIZONTAL LAUNCH, WHICH MEANS WE'RE NOT LAUNCHING ROCKETS LIKE YOU WOULD NORMALLY THINK OF SPACE LAUNCH AT THE HOUSTON SPACE BOARDER AT ELLINGTON. UH, WE HAVE, YOU GOTTA THINK OF IT MORE AS LIKE A SPACE PLANE. IF YOU'RE FAMILIAR WITH THE VIRGIN GALACTIC MODEL OF SPACE LAUNCH, IT'S, THAT'S HOW IT LAUNCHES UNDER NORMAL AIRPLANE POWER. AND THEN THE PAYLOAD ACTUALLY GETS AIR LAUNCHED OUT OVER THE GULF OF MEXICO. UM, THAT TECHNOLOGY IS STILL BEING DEVELOPED. IT'S NOT QUITE AT MATURITY YET. WE REALIZED THAT WE WANTED TO, UH, PARTNER WITH, UH, EDUCATION BECAUSE WE NEEDED, WE WANTED TO CREATE THESE JOBS. WE NEEDED AN INSTITUTION THAT'D BE ABLE TO TRAIN THESE NEW WORKERS IN ADVANCED, UH, MANUFACTURING 3D PRINTING, UH, CNC MACHINING, UH, COMPOSITE, UH, MATERIALS FABRICATION. AND SO WE PARTNERED WITH SAN COLLEGE, UM, WHO MANY OF YOU KNOW, IS A GREAT INSTITUTION, HAPPENS TO BE IN OUR ROCK YARD AND JUST HAPPENS TO BE ONE OF THE TOP FIVE, UH, COMMUNITY CON, UH, COLLEGES IN THE COUNTRY. UM, THEY ARE WORKING ON LIFE SUPPORT SYSTEMS, UH, SPACE HARDWARE. UM, AND BELIEVE IT OR NOT, THE UH, TOILET ABOVE THE, UH, INTERNATIONAL SPACE STATION IS ACTUALLY MADE RIGHT HERE AT THE HOUSTON SPACEPORT RIGHT NOW. SURPRISED HOW CRITICAL THAT IS. SPACE HARDWARE. UM, WE'VE WORKED WITH AXIOM SPACE, UH, WHICH YOU MAY HAVE HEARD OF BEFORE. AXIOM SPACE IS IN THE PROCESS OF BUILDING THE FIRST COMMERCIAL SPACE STATION. UM, THEIR, UH, ASSEMBLY INTEGRATION AND TESTING FACILITY IS BUILT OUT AT THE SPACE PORTS, 106,000 SQUARE FOOT FACILITY, HUGE 70 FOOT CRANE HEIGHT, UH, MANUFACTURING SPACE. UM, RECENTLY AXIOM WAS IN THE NEWS BECAUSE THEY JUST RELEASED THEIR DESIGN OF THEIR LUNAR SPACE SUIT, UH, THAT THEY WORKED WITH IN, UH, COOPERATION WITH PRADA OF ALL PEOPLE. UH, SO IT'S A BEAUTIFUL LOOKING SPACE SUIT. IT'S VERY SLIMMING FROM WHAT I UNDERSTAND. UH, LIVE FOR IT IN THE RUNWAYS SOON. THIS BACK SEASON, , OF COURSE, IT GOES, UM, INTUITIVE MACHINES [01:10:01] IS A COMPANY THAT WE'RE VERY PROUD OF. IT WAS A VERY PROUD MOMENT, I THINK FOR, UH, THE FOLKS AT THE SPACEPORT, THE FOLKS THAT I AM, AND REALLY FOR ALL HOUSTONIANS, UH, TO KIND OF REESTABLISH OUR PRESENCE THERE. UM, AS THE FIRST PIECE OF AMERICAN HARDWARE, UH, SINCE THE APOLLO ERA, UM, THEY HAVE BEEN GROWING AND GROWING, DIVERSIFYING THEIR BUSINESS. AND JUST RECENTLY IT'S BEEN ANNOUNCED THAT, UH, THEY WANT A CONTRACT FROM NASA TO DEVELOP A NEAR SPACE COMMUNICATIONS NETWORK. THAT CONTRACT IS VALUED AT $4.4 BILLION. UM, SO WE'RE ANXIOUS TO SEE HOW MUCH MORE WORK, UH, THEY'RE GONNA BE DOING. AND HOPEFULLY SOON WE'LL BE ANNOUNCING PLANS FOR THEIR EXPANSION BECAUSE THEY NEED ONE. UH, THIS IS WHAT I TEASED A LITTLE BIT EARLIER. UH, THIS COMPANY CALLED VENUS AEROSPACE MOVED FROM CALIFORNIA IN THE MIDST OF THE PANDEMIC IN 2020, THE END OF 2020, UM, LOCATED HERE IN HOUSTON. IT'LL BE AN INNOVATION CENTER THAT'LL ALLOW, UM, SMALL COMPANIES TO COME IN AND CONNECT WITH SOME OF THE LARGER, WELL MORE ESTABLISHED COMPANIES AND HELP GROW THEM RIGHT HERE IN HOUSTON WITHOUT THEM HAVING TO MOVE ALL AROUND THE COUNTRY OR DIFFERENT PARTS OF THE WORLD, UM, IN ORDER TO GROW AND, AND MATURE THEIR BUSINESS. SO WE'RE EXCITED TO HAVE THEM. UM, AND THAT'S STARTING TO PAY OFF, UM, RECENTLY DISTILL, UH, WELL SELLER ACCESS, THE, THE COMPANY THAT I JUST MENTIONED IN THE INNOVATION SPACE, UM, SIGNED AN AGREEMENT THROUGH RICE AND, UH, TO BRINGING OVER SOME OF THE FRENCH STARTUP COMPANIES AND HELP GET THEM STARTED ALONG THEIR WAY TO GROW THEIR BUSINESS HERE IN HOUSTON AND PARTICIPATE IN OUR SPACE ECONOMY. SO THEN IN 2022, AN ORDINANCE WAS PASSED TO BECOME, UM, FOR PART OF THE PART TO BECOME A NATURE PRESERVE. SO AT THIS TIME, I WAS GONNA ASK KELLY TO COME UP HERE AND GIVE YOU A LITTLE BIT MORE INFORMATION ON, UH, THE PRESERVE AND WHAT SHE HAS BEEN DOING OUT THERE, AND THEN WE'LL MOVE INTO GIVING AN UPDATE ON THE COMMUNITY CENTER. UM, AND SO THAT JUST RESTRICTS DEVELOPMENT IN THESE REALLY GOOD NATURAL HABITAT AREAS ACROSS THE CITY. UM, SO JUST A LITTLE BIT ABOUT THE PROJECT [01:20:01] SINCE THE MASTER PLAN. UM, THIS IS THE HISTORIC 1944 AERIAL IMAGE OF SYLVAN RODRIGUEZ PARK. AND YOU DON'T SEE MUCH, YOU JUST SEE GRAY AREA, BUT THAT SHOWS THAT IT WAS COASTAL PRAIRIE HABITAT, AND SOME OF THOSE DARKER AREAS WERE SOME OF THE HISTORIC PRAIRIE POTHOLES THAT EXISTED AT THIS LOCATION. AND THEN IN 2017, THIS IS THE IMAGE. SO WITHOUT NATURAL MANAGEMENT PROCESSES, TREES TAKE OVER PRAIRIES. AND, AND THAT'S WHAT HAPPENED TO THE PARK. AND IN THIS SPECIFIC LOCATION, IT WAS ABOUT 90% CHINESE TALLOW TREES, AND THAT'S A REALLY BAD INVASIVE, I'M SURE THAT YOU ALL HAVE SEEN THAT, UM, PLACES AROUND THE CITY. AND SO THAT TAKE TOOK OVER THE PRAIRIE. AND, UM, THEN AFTER THE MASTER PLAN, WE RECEIVED FUNDING AND WE PHASED THIS PARK. SO THE PINKISH AREA AROUND THE EDGES, UM, IS STILL FORESTED, UH, HABITAT. AND SOME OF THAT IS PART OF THE RIPARIAN AREA, WHICH IS THE HABITAT ALONG BAYOU. AND WE ACTUALLY HAVE A LARGER INITIATIVE ON THE CITY OF HOUSTON TO RESTORE ALL PARKS THAT ARE ADJACENT TO WATERWAYS. AND THIS IS ONE OF THOSE THAT WAS ACTUALLY INCLUDED IN THE TEXAS GENERAL LAND OFFICE, UM, TEXAS COASTAL RESILIENCY MASTER PLAN, UM, AS ONE OF THEIR TIER ONE PRIORITY PROJECTS FOR THE CITY TO, TO IMPLEMENT THAT PROJECT. AND THEN THE MIDDLE AREAS ARE THE PRAIRIE HABITAT PROJECTS, AND WE, SO THIS IS THE PHASE ONE. THIS WAS THE FIRST PHASE WE DID STARTING IN 2018. AND, UM, YOU CAN SEE THE CHINESE TELE FOREST BEFORE, AND THEN THAT RESTORED PRAIRIE AFTER. AND WE HAVE HAD A LOT OF VOLUNTEERS OUT HERE, AND THEY ARE FROM THE CLEAR LAKE AREA. SO WE MEET OUT THERE ONCE A MONTH, AND COMMUNITY MEMBERS HAVE PLANTED THIS PRAIRIE. AND THAT'S ONE OF THE REASONS IT'S BEEN SO SUCCESSFUL, UM, THAT THERE'S JUST SUCH COMMUNITY ENGAGEMENT IN THIS PARK. UM, SO WE REMOVE THE TREES AND, UM, THIS WAS WHAT WAS LEFT. WE HAVE A HYDROX THAT COMES OUT AND, UM, LEAVES MULCH ON THE GROUND AFTERWARDS. AND THEN, UH, THIS IS A REALLY WET PRAIRIE, WHICH IS, IS ONE OF THE EXCITING THINGS ABOUT IT. UM, YOU KNOW, WE'RE IN THE COASTAL ZONE AND, UM, AND REALLY GOOD FOR FLOOD MITIGATION AS WELL. UM, THIS, I I WILL SAY I MAN, I'M THE NATURAL RESOURCES MANAGER WITH THE HOUSTON PARKS AND RECREATION DEPARTMENT. I MANAGE 18,000 ACRES OF NATURAL HABITAT. THIS IS THE BEST PRAIRIE IN THE CITY OF HOUSTON AT SYLVAN RODRIGUEZ PARK. UM, SO IT STARTED WITH 75 SPECIES IN OUR VEGETATION PLOTS. WHEN WE STARTED MONITORING IN JUST A FEW YEARS, WE WERE UP TO 130 SPECIES IN OUR PLOTS. AND, UM, IT KEEPS INCREASING. WE HAD 97 SPECIES THAT WE DID NOT SEED OR PLANT. SO THERE WAS A REMNANT PRAIRIE HERE, STILL UNDER THE CHINESE TALLOW TREES. REALLY EXCITING. UM, THERE'S THIS PRAIRIE'S FAMOUS, WE'VE DONE A MILLION TOURS OUT THERE. UM, THERE'S, I PRESENTED ON IT EARLIER TODAY, ACTUALLY, AT A COASTAL PRAIRIE CONFERENCE. AND THEN, I DON'T KNOW IF THE ASSISTANT, YES, THE ASSISTANT FIRE CHIEF IS STILL HERE. SO ONE OF OUR BEST PARTNERS IS THE HOUSTON FIRE DEPARTMENT, AND I JUST WANNA GIVE A SHOUT OUT TO THE WILDLAND GROUP WITHIN THE HOUSTON FIRE DEPARTMENT. SUCH A GREAT GROUP. UM, WE DO PRESCRIBE FIRE IN OUR PRAIRIE, SO THIS IS ONE OF THE BEST MANAGEMENT TOOLS THAT WE HAVE, UH, AND WE COULDN'T DO WITHOUT THE FIRE DEPARTMENT. AND SO, UM, YEAH, WE, WE'VE BURNED S RODRIGUEZ A COUPLE OF TIMES, AND REALLY THAT WAS PART OF THE INCREASE IN THE SPECIES DIVERSITY. THERE WAS THAT FIRE. UM, AND THEY ALSO HELP US WITH WILDFIRES. SO WE'VE, WE DO HAVE WILDFIRES IN SOME OF OUR NATURAL AREAS, AND, UH, THEY RESPOND TO THOSE. AND WE WORK TOGETHER TO TRY TO IMPLEMENT THINGS THAT MITIGATE WILDFIRE AND PRESCRIBED BURNS ARE ONE OF THOSE. AND THEN WE'VE DONE OTHER PARK IMPROVEMENTS. SO WE HAVE SIX OF THESE INTERPRETIVE SIGNS ON VARIOUS TOPICS. UH, WE'VE DONE A SPLIT RAIL FENCE TO KIND OF OUTLINE THE NATURAL HABITAT AND NATURE PRESERVE. AND THEN WE INSTALLED A BOARDWALK. AND THAT WAS ONE OF THE ASK BECAUSE IT IS SUCH A WET LOCATION. THE COMMUNITY FEEDBACK WAS, WE CAN'T WALK OUT INTO THE NATURAL AREA. SO WE DID INSTALL A BOARDWALK. AND THEN AGAIN, OUR, OUR VOLUNTEERS HAVE BEEN SO FANTASTIC, UM, AND WE ARE GONNA CONTINUE TO WORK OUT THERE WITH THEM. GREAT GROUP IN, IN CLEAR LAKE. THANK IT. SO FROM THAT POINT, NOW WE WANNA FOCUS ON THE COMMUNITY CENTER, AND WE ARE IN THE PROCESS OF, UM, GETTING AN ARCHITECTURAL FIRM HIRED, UH, IN THAT PROCESS, WE WILL HAVE COMMUNITY MEETINGS, UH, TO TALK ABOUT THE BUILDING. WE THINK THIS BUILDING'S GONNA BE MORE OF A NATURE CENTER SLASH COMMUNITY CENTER, SINCE IT IS LOCATED IN SYLVAN RODRIGUEZ PARK. UH, AND IT ALSO IS PART OF THE COMMUNITY CENTER PROJECT THAT WILL BE A CIVIC ART COMPONENT. SO THERE'S A LOT OF, UH, COMMUNITY FEEDBACK NEEDED FOR THAT AS WELL. UM, TYPICALLY THOSE PROJECTS TAKE ABOUT A YEAR FOR DESIGN AND PERMITTING AND THEN BREAK GROUND AND, AND MOVE FORWARD. BUT HOPEFULLY WE'LL WORK WITH, UH, THE COUNCIL MEMBER AND WORK WITH YOU ON THIS. I WANTED TO TALK A LITTLE BIT ABOUT TODAY, UH, ABOUT OUR CAPITAL PROJECTS UPDATES AND SOME OF THE THINGS THAT ARE GOING ON, AND A LITTLE BIT ABOUT THE WATER AUTHORITY AS WELL. UM, ONE OF THE THINGS THAT I FIND INTERESTING ABOUT THE WATER AUTHORITY, IT'S A VERY LARGE WATER AUTHORITY. IT PROVIDES, UH, THE, THE POTABLE WATER AND TREATS THE, UH, SOLID WASTE OF THE COMMUNITY IN CLEAR LAKE AND OVER INTO TAYLOR LAKE VILLAGE AND SEVERAL OF THE OTHER COMMUNITIES AROUND US. AND, UH, BECAUSE WE'RE SO LARGE, WE HAVE OVER A BILLION DOLLARS OF ASSETS UNDER MANAGEMENT. AND MANY OF THOSE ASSETS YOU DON'T SEE BECAUSE THEY'RE THE UNDERGROUND PIPES AND THE, UH, THE METERS AT YOUR HOUSE THAT MEASURE THE AMOUNT OF WATER THAT YOU USE AND THE, THE TIME WHEN YOU SEE OUR CLEAR LAKE CITY, UH, VEHICLES OR IF THERE'S A BROKEN PIPE, UH, AND WE HAVE TO COME OUT AND, UH, HELP GET IT FIXED. AND I WANNA LET YOU KNOW, I REALLY WANNA THANK EVERYBODY IN THE CLEAR LAKE AREA THAT SUPPORTS OUR WATER AUTHORITY. WE, WE FEEL THE SUPPORT FROM THE COMMUNITY. AND BECAUSE OF YOU WE'RE ABLE TO DO THE THINGS THAT WE DO. UH, A LOT OF PEOPLE, ONE OF THE PRIMARY FOCUSES THAT WE HAVE IS WE TRY TO DO PREVENTATIVE MAINTENANCE ON ALL OF OUR SYSTEMS. IN FACT, THE VAST MAJORITY, UH, OF THE MONEY THAT WE SPEND IS ON PREVENTATIVE MAINTENANCE. SO EVERY MONTH WE'RE REVIEWING PREVENTATIVE MAINTENANCE PLANS FOR, UH, SUCH THINGS AS, AND I FIND THIS FUNNY, SUCH THINGS AS A MANHOLE RE REFURBISHMENT. NOW, YOU WOULD THINK, DO YOU NEED TO BUY A NEW MANHOLE COVER TO REFURBISH THE MANHOLE? AND, UH, NO, IT'S ACTUALLY A LOT MORE THAN THAT. AND WHAT WE TRY TO MAKE SURE OF IS THAT ALL THE BRICK THAT HOLDS THE MANHOLE UP AND ALLOWS YOUR WATER TO, TO DRAIN OUT OF THE CITY OR OUT OUT OF THE COMMUNITY, UH, DOESN'T COLLAPSE. BECAUSE THAT'S WHAT WE'RE DOING WHEN WE'RE, WHEN WE'RE DOING THOSE MANHOLE IMPROVEMENTS. AND, UH, THOSE ARE THE, A LOT OF THE THINGS YOU DON'T SEE, BUT SOME OF THE THINGS YOU DO SEE. AND ONE OF THE THINGS THAT WE ARE VERY PROUD OF, AND WHEN I SAY WE, I MEAN THIS WHOLE COMMUNITY IS THE EXPLORATION GREEN, UH, FACILITY. UH, IF YOU HAVEN'T, IF YOU'RE NOT FAMILIAR WITH EXPLORATION GREEN, IT IS A DETENTION FACILITY THAT WAS BUILT, UH, ON WHAT USED TO BE THE CLEAR LAKE CITY GOLF COURSE. AND THAT DETENTION FACILITY WAS PUT THERE BECAUSE THE WATER AUTHORITY HAD RECOGNIZED THAT WE HAD MORE AND MORE FLOODING HERE, AND WE HAD TO FIND A WAY TO ALLOW THE COMMUNITY TO DEAL WITH THE BIGGER AND BIGGER FLOODS THAT WE'VE HAD. AND SO THE WATER AUTHORITY TOOK ACTION TO MOVE TOWARD BUILDING THIS FACILITY, BUT IT'S THE PEOPLE IN THIS COMMUNITY THAT MADE IT TRULY POSSIBLE, I DON'T KNOW HOW MANY MILLIONS OF DOLLARS YOU SAVED THE TAXPAYERS THROUGH YOUR VOLUNTEER HOURS OF HELPING PLANT TREES AND HELPING DO ALL THE OTHER THINGS THAT HAVE OCCURRED OVER THE MANY YEARS IN THE, IN THE CREATION OF THE EXPIRATION GREEN FACILITY. AND NOW WHAT WE HAVE IS A BEAUTIFUL FACILITY THAT YOU CAN GO AND [01:30:01] WALK AROUND. UH, AND I TELL PEOPLE ALL THE TIME, IT'S ONE OF THE BEST PLACES I KNOW IN THE CITY TO WALK AROUND BECAUSE THE WAY THAT THE FACILITY WAS DESIGNED WITH THE SUPPORT OF ALL OF THE EXPERTS IN HOW YOU WANT TO DO SOMETHING LIKE THIS, THAT THE MOSQUITOES AREN'T THERE, IT'S THE ONE PLACE I CAN GO AND WALK AND NOT BE HIT BITTEN BY MOSQUITOES. FOR ME, I THINK THAT'S WONDERFUL. SO I ENCOURAGE YOU TO GO OVER AND SEE THE EXPIRATION GREEN FACILITY. IT'S NOW COMPLETED, UH, DURING A STORM EVENT. IT CAN HOLD UP TO 500 MILLION GALLONS OF WATER AND DETAIN IT ACTUALLY TO KEEP IT FROM GOING INTO THE BAYOU SO THAT THE BAYOU HAVE A BETTER CHANCE OF MOVING THE WATER ALONG WITHOUT FLOODING OUR COMMUNITY. AND AS MANY OF YOU KNOW, WE'VE HAD A COUPLE OF CHALLENGING STORMS SINCE THE BUILDING OF THE FACILITY. AND A LOT OF PEOPLE WHO USED TO SEE WATER IN THEIR HOMES AREN'T SEEING IT IN THEIR HOMES ANYMORE. AND IT'S BECAUSE OF THE PEOPLE OF THIS COMMUNITY AND YOUR SUPPORT FOR THIS WATER AUTHORITY AND FOR WHAT WE'RE DOING, THAT THAT WAS ALL POSSIBLE. UH, BUT IF YOU DIDN'T KNOW, OUR WATER COMES FROM THE TRINITY RIVER, AND THEN IT GOES TO THE SOUTHEAST WATER PURIFICATION PLANT, AND THEN THROUGH PIPELINES, IT COMES OVER TO THE CLEAR LAKE AREA, AND IT GOES DOWN THROUGH WEBSTER AND LAKE CITY AND OVER TO FRIENDSWOOD AND ALL THE WAY DOWN TO GALVESTON. WELL, THAT PIPELINE IS A VERY OLD PIPELINE. IT HAS TO BE REPLACED. SO WHAT THAT MEANS IS, IN A FEW YEARS ALONG HIGHWAY THREE, THERE IS GOING TO BE CONSTRUCTION ON THE RAILROAD SIDE OF HIGHWAY THREE, WHERE THEY'RE GONNA BE PUTTING IN A BRAND NEW, UH, WATER LINE TO REPLACE THE OLD LINE, TO GIVE HIGHER CAPACITY TO THE SOUTH, AND ALSO TO MAKE SURE THAT THAT LINE CONTINUES TO WORK SO THAT IT DOESN'T COLLAPSE, AND WE DON'T ALL LOSE WATER. UM, AND, AND THAT'S THE, THE WHOLE IDEA IS STAY IN FRONT OF PROBLEMS BEFORE THEY GET THERE. YOU'LL START SEEING THAT IN THE NEXT COUPLE YEARS. UM, CURTIS, IS IT TWO YEARS OR TWO OR THREE? WHEN SOMEONE DOES A NEW DEVELOPMENT IN THE AREA, THEY PAY IMPACT FEES BECAUSE THERE'S AN IMPACT TO THAT. UH, FACILITY WHERE WE HAVE JUST STARTED, ACTUALLY JUST A COUPLE DAYS AGO, WE HAD OUR FIRST MEETING ON THE EX THE, UH, IMPROVEMENT AND EXPANSION ACTIVITIES THAT ARE GOING THERE. AND WHAT THAT WILL MEAN IS THAT AS WE MOVE FORWARD AND AS MORE AS THE COMMUNITY GROWS, THERE WILL BE SUFFICIENT CAPACITY THERE TO CONTINUE TO PROVIDE YOU THE SERVICE THAT YOU'VE BECOME USED TO. SO THOSE ARE A COUPLE OF BIG PROJECTS THAT ARE GOING ON, AND THERE ARE MANY LITTLE PROJECTS THAT HAPPEN ALL THE TIME, AND IT'S, IT'S A LOT OF PREVENTATIVE, UH, MAINTENANCE AND REPAIR. AND ALSO, OF COURSE, DURING THE DRY SEASON, WE END UP WITH A LOT OF BROKEN PIPES AND WE COME OUT AND TAKE CARE OF THOSE, UH, FOR YOU. UM, IT INVOLVES ALL OF THE WONDERFUL DEVELOPMENT AT THE SPACE COURT AND WE'RE VERY PROUD OF THAT. MOST PEOPLE THAT LIVE IN CLEAR LAKE ARE VERY SUPPORTIVE OF NASA AND, UM, YOU KNOW, WE HAVE FRIENDS OR FAMILY THAT WORK THERE, AND SO VERY SUPPORTIVE OF THAT. HOWEVER, UH, THE DEVELOPMENT THAT IS GOING FORWARD IS, IS ACTUALLY GOING TO HAVE SOME NEGATIVE EFFECTS ON OUR COMMUNITY IF WE DON'T HAVE TRANSPARENCY. WE'VE ALREADY HEARD FROM SEVERAL PEOPLE TONIGHT ECHOING THE FACT THAT THEY WERE NOT TRANSPARENT ON THE, UH, WIDENING OF EL DORADO BOULEVARD. UH, RESIDENTS WERE TOLD ONE THING AND WHAT WE LEFT, WERE LEFT WITH WAS A VERY INFERIOR PRODUCT. THE ROADS AREN'T EVEN LEVEL. WE WERE TOLD THAT THE CONSTRUCTION, UH, WAS IN LITIGATION BECAUSE OF THE DEVELOPER THAT THEY PICKED TO TAKE FORWARD WITH THAT CONSTRUCTION. UM, WE HAVE DONE A LOT OF QUESTIONINGS AS A COMMUNITY AND FOUND OUT THAT THE CITY OF HOUSTON, YOUR PREDECESSOR HAD DONE A TRAFFIC STUDY AND IT WAS, UM, THE CITY OF HOUSTON TRAFFIC DEPARTMENT THAT SAID THAT THE TRAFFIC ON EL DORADO WAS NOT NECESSARY TO WIDEN THE ROAD. AND THERE WAS AN ENGINEERING REPORT THAT SAID THAT FRIENDS WITH DEVELOPMENT, WHEN THEY DEVELOPED CLEAR LAKE HAD ALREADY TAKEN INTO CONSIDERATION THAT THE ROAD WOULD GO FROM A TWO LANE TO A FOUR LANE AND HAD ALREADY BUILT THE INFRASTRUCTURE. AND AS YOU AND I HAVE MET BEFORE AND TALKED ABOUT, THIS WAS AN ILL CONCEIVED PLAN WHERE, UH, 180 MATURE TREES ON, UH, EL EL DORADO WERE SACRIFICED IN THIS PROJECT. THEY TOOK OUT THE EXISTING DRAINAGE THAT WAS DESIGNED BY THE FRIENDSWOOD ENGINEERS AND REPLACED IT. THEY TOOK OUT OUR SIDEWALKS THAT WERE BEAUTIFUL, THAT FRIENDS WITH DEVELOPMENT, THE BEAUTIFUL CURVED SIDEWALKS, AND THEY PUT IN THIS UGLY BIKE PATH. THE TREES HAVE BEEN SACRIFICED, ARE HEAVY DUTY, UH, ELECTRIC POSE, WHICH WE'VE BEEN TALKING ALL NIGHT LONG ABOUT RESILIENCY IN HURRICANES. THEY PUT IN INFERIOR POLES. THEY WENT FROM A TWO LANE TO A FOUR LANE. AND WE HAVE INADEQUATE STREET LIGHTING. IT LOOKS LIKE AN INDUSTRIAL DISTRICT, AND IT DOES NOT MATCH ANYTHING ABOUT THE WAY THAT FRIENDSWOOD DEVELOPMENT DEVELOPED CLEAR LAKE CITY. THE OTHER THING THAT WE'RE SACRIFICING, AS I'VE HEARD TALK ABOUT ALL OF THIS PLANS GOING ON AT THE SPACEPORT, I HAVE NOT HEARD ANYTHING ABOUT INCREASE IN STORM DETENTION. EVEN IF IT'S JUST DETENTION BASINS. THERE IS AN EXACT FORMULA THAT MR. MORROW HAS TO MEET THE REQUIREMENTS FOR CLEAR LAKE CITY WATER AUTHORITY AND TO AVOID ANY MISCONCEPTIONS GOING FORWARD WITH THE COMMUNITY. I BELIEVE THAT WE NEED TO HAVE SPECIFIC INFORMATION BECAUSE ALL I'VE HEARD TONIGHT IS WE'RE GONNA BUILD THIS, WE'RE GONNA BUILD THIS, WE'RE GONNA ADD THIS, WE'RE GONNA BUILD THIS BUILDING, WE'RE GONNA DO A NEW COMMUNITY CENTER, WE'RE GONNA EVEN BUILD A NEW ROAD. BY GETTING THROUGH MY PUBLIC INFORMATION ACT REQUEST, WE FOUND OUT THAT EVERYTHING THAT THE COMMUNITY WAS BEING TOLD WAS COMPLETELY ARRA INACCURATE. IT WAS GOING TO FURTHER DEFOREST ALL, EVERY TREE ALONG HORSE PIN BAYOU. AND THAT WAS JUST PHASE ONE.
