THE CITY OF HOUSTON REQUIRES SIDEWALKS TO ENHANCE THE WALKABILITY OF OUR CITY AND IMPROVE SAFETY AND ACCESSIBILITY FOR OUR HOUSTONIANS. NEXT SLIDE. UH, BRIEF HISTORY. IN THE EARLY 1990S, PUBLIC WORKS BEGAN ENFORCING SIDEWALK REQUIREMENTS. IN 2020, THE PLANET DEPARTMENT BEGAN REVIEWING SIDEWALKS WIDTH, THE WIDTH OF THE SIDEWALK, AND ESTABLISHED A COMMITTEE TO REVIEW SIDEWALK MODIFICATION APPLICATIONS. IN 2023, THE PLANET DEPARTMENT AMENDED THE ORDINANCE TO INCORPORATE A FEE IN LIEU OF A SIDEWALK CONSTRUCTION. NOW PLANNING IS UPDATING THE SIDEWALK ORDINANCE. NEXT SLIDE. THE OVERARCHING GOAL OF THE REDRAFT IS TO SIMPLIFY THE ORDINANCE TO ELIMINATE CONFUSION AND REDUNDANCY, STREAMLINE THE APPLICATION PROCESS FOR APPLICATION FOR APPLICANTS AND STAFF, EXPAND THE SIDEWALK CONSTRUCTION EXEMPTION CRITERIA FOR SINGLE FAMILY RESIDENTIAL CONSTRUCTION, AND TO, AND TO ADDRESS ITEMS SUCH AS UNCONNECTED SIDEWALK SEGMENTS AND NEIGHBORHOODS. UH, AND I MENTIONED THIS BEFORE, UH, LOTS ONE ACRE OR LARGER WITH NO SIDEWALKS. UH, NO SIDEWALKS ON THE BLOCK PHASE AND ACROSS THE STREET EXCEPT NEAR SCHOOLS, LIBRARIES, AND COMMUNITY CENTERS. AND LASTLY, OPEN DITCHES WERE SIDEWALK IS INFEASIBLE. NEXT SLIDE. UH, THESE EXCEPTIONS ARE FOR ALL PROJECTS, RESIDENTIAL AND COMMERCIAL. AND, UM, I, SO ONE OF MY QUESTIONS IS WHETHER THAT MONEY CAN BE ALLOCATED TOWARDS THAT PROGRAM TO HELP PEOPLE WITH DISABILITIES HAVE ACCESSIBLE SIDEWALKS, UM, THAT WAY WE CAN POSSIBLY INCREASE OR EXPAND THAT PRO PROGRAM A LITTLE BIT BECAUSE HOUSTON'S JUST ARE, SIDEWALKS ARE, ARE PRETTY TERRIBLE FOR WHEELCHAIR USERS AND PEOPLE WITH DISABILITIES AND PEOPLE PUSHING STROLLERS AND, YOU KNOW, THAT KIND OF THING. UM, AND SO I GUESS THAT'S MY OTHER QUESTION. IS THERE GONNA BE AN ADDITIONAL LEVEL OF REVIEW OF MAKING SURE IF THERE'S, IF ONE OF THE REASONS FOR AN EXEMPTING A SIDEWALK IS THAT THERE'S ANOTHER ACCESSIBLE ROUTE, IS THAT ROUTE TRULY ACCESSIBLE FOR A PERSON WITH A DISABILITY? IS THERE KIND OF ANY ADDITIONAL EYE TOWARDS ACCESSIBILITY IN THAT VEIN? ALL SIDEWALKS HAVE TO HAVE AT THE INTERSECTIONS, HAVE TO HAVE ACCESSIBILITY. UH, WHEN WE MEET WITH THE, UH, THE COMMITTEE, UH, THE TRAFFIC DEPARTMENT IS THERE AND PEOPLE WITH MAYOR'S, UH, DISABILITIES ALSO ARE THERE REPRESENTING THE, THE COMMITTEE. AND THEY USUALLY TELL US THE REQUIREMENTS AND TRAFFIC DEPARTMENT TELLS US THE REQUIREMENTS ARE ACCESSIBLE. YEAH. AND JUST TO CLARIFY, UM, THERE ARE CURRENTLY, I DON'T EVEN KNOW WHAT THE PERCENTAGE IS, BUT A LOT OF THESE NEIGHBORHOODS, SIDEWALKS DO NOT HAVE RAMPS AT THE END, SO THEY'RE NOT ACCESSIBLE.
