SO, JUST GONNA GIVE YOU A LITTLE UPDATE ON THE HOUSTON AIRPORT SYSTEM AND SOME OF THE THINGS THAT WE'VE ACCOMPLISHED AND ARE ABOUT TO ACCOMPLISH.
SO, AGAIN, A LITTLE BIT OF, UH, SOME OF THE STUFF WE'VE GOT FROM AN AIRPORT EXPERIENCE GOING ON.
UH, AN UPDATE ON THE SPACE PORT AND WHAT WE'RE DOING DOWN AT THE SPACE PORT, AND THEN ALSO SOME OF OUR SUSTAINABILITY ACHIEVEMENTS THAT WE'VE HAD LATELY.
UM, SO AGAIN, JUST A REMINDER, WE'RE IN THE PROCESS RIGHT NOW OF FISHING, FINISHING UP I TRIPP.
WHAT I TRIPP IS, IS THE REDEVELOPMENT, ESSENTIALLY, OF THE INTERNATIONAL TERMINAL.
SO IT'S SIX NEW INTERNATIONAL WIDEBODY CAPABLE GATES.
IT'S THE REF REFRESH OF THE EXISTING TERMINAL D GATES.
AND THEN IT'S THE NEW TERMINAL THAT'S IN THE CENTER OF THE I CCP, UH, UH, WE CALL IT ICP.
IT'S AN INTERNATIONAL CENTRAL PROCESSOR.
AND ASSOCIATED, UM, PROJECTS, YOU KNOW, WE'D HAVE SOME WATER WORK AND SOME BUILDINGS THAT WE BUILT ON THAT.
UM, SO THE GREAT NEWS IS, IS THAT, UH, WE ARE ABOUT TO CELEBRATE A SIGNIFICANT, UH, OPENING, UH, WHICH IS OCTOBER 22ND.
WE ARE GONNA OPEN THE NEW D WEST PIER.
SO THAT PIER CONTAINS THE SIX WIDE BODY GATES, UH, THAT CAN BE CONVERTED INTO 10 NARROW BODY GATES.
UM, AND THEN WE WILL BE OPENING THAT.
UM, IT'S A REALLY FANTASTIC FACILITY.
I GO THROUGH IT ON A REGULAR BASIS JUST TO KEEP TABS ON IT.
UH, IT'S GONNA BE A WORLD CLASS FACILITY THAT WHEN YOU GET, WHEN YOU COME TO HOUSTON, IT'S GONNA BE NOTICEABLE ABOUT, UH, UH, HOW WORLD CLASS THIS REALLY IS.
UM, THE PICTURES ON THE SLIDES THERE AGAIN, WE'VE GOT, UH, UH, THE, THE ROOF FEATURE UP THERE IS BASICALLY ALLOWS THE NATURAL LIGHT TO COME IN THROUGH THE FACILITY.

SO THE NORTH TERMINAL ROAD, WE, UH, IT'S NORMALLY FOUR LANES.
SO WE'VE GOT A LANE DROP THAT HAPPENS THERE, RIGHT AT THE, THE AIRPORT, UH, MOUTH THAT, THAT CAUSES A LOT OF CONGESTION.
UM, WE'RE, WE'RE, WE HAVE A DEFICIENCY IN, IN, UM, CURBS, SO WE DON'T HAVE ENOUGH PICKUP AND DROP OFF CURBS OVER HERE.
SO ON THE TOP, THAT KIND OF SHOWS YOU THE CONSTRUCTION THAT WE'VE GOT.
AND ON THE BOTTOM WE DO TRAFFIC MODELING.
SO WE HAVE COMPUTER MODELS THAT BASICALLY DRIVE AND, AND TELL US WHAT, YOU KNOW, WHAT CHANGES WE DO TO THE TRAFFIC AND WHAT THAT DOES.
AND SO RIGHT NOW FOR OUR CDE LOOP, WHICH IS THE, YOU KNOW, THE UNITED SIDE OF THE HOUSE AND THE INTERNATIONAL SIDE OF THE HOUSE, IT TAKES YOU ROUGHLY 14 MINUTES TO GET AROUND THAT, THAT TRAFFIC CIRCUIT.
SO FOR THANKSGIVING, I'M SORRY, THIS IS JUST TO DEAL WITH IT.
SO HOW DO WE DEAL WITH THAT TRAFFIC? SO IF WE'VE GOT THIS ONE CIRCUIT THAT WE'RE DEALING WITH RIGHT IN HERE, WE'VE ALSO GOT KIND OF SUB CIRCUITS AND WE TAKE A LOT OF, UM, RESOURCES TO MANAGE THE TRAFFIC THAT WE'VE GOT HERE.

UM, POSITION NUMBER TWO IS A OFFICER THAT'S DEDICATED TO MAKING SURE THAT THE TRAFFIC THAT IS PICKING UP FROM UNITED AT SEA IS ALSO HAS THE ABILITY TO FLOW THE TRAFFIC THAT IS EXITING THE GARAGE AND EXITING THE TNC LOT.
UH, POSITION NUMBER THREE IS POLICE OFFICERS THAT ARE WORKING SPECIFICALLY THE UNITED DROP OFF CURB, UH, TO MAKE SURE THAT YOU CAN DROP OFF AT TERMINAL C THERE.
UH, POSITION NUMBER FOUR, THOSE ARE AGAIN, OUR CONTRACT LEOS OVER THERE.
UM, YOU KNOW, GENERALLY SHERIFFS AND CONSTABLES, AND THEY JUST MAKE SURE THAT THE TRAFFIC FOR PEOPLE WHO ARE DROPPING OFF AT TERMINAL D UH, CONTINUES TO FLOW, UH, TERMINAL FIVE OR POSITION FIVE.
UM, THAT'S WHERE OUR POLICE OFFICERS, OUR CONTRACT WHEELS WORK, THE INTERNATIONAL ARRIVAL CURB.
AND SO THAT INTERNATIONAL ARRIVAL CURB, REMEMBER THAT'S THAT SINGLE CURB THERE, WE'VE GOT POLICE OFFICERS THAT ARE WORKING THE TRAFFIC, AND THEN WE HAVE OUR HOUSTON AIRPORT PEOPLE THAT ARE WORKING THE CURB TO MAKE SURE THAT WE CAN, WE CAN GET THE, THE, THE PASSENGERS TO SPREAD OUT ON THAT THE BEST THAT WE CAN.
UM, SIX IS A POSITION WHERE BASICALLY PEOPLE WHO ARE COMING DOWN AFTER THEY DROP OFF

UNITED PASSENGERS HAVE TO GET BACK INTO THE TRAFFIC THERE TO BE ABLE TO EXIT THE AIRPORT.AND SO THAT POSITION IS FUNCTIONING AS LIKE A TRAFFIC LIGHT THERE TO MAKE SURE THAT WE CAN KEEP, UM, THE, THE INDIVIDUAL SEGMENT SUB-SEGMENTS OF THE ROAD FLOWING.
UH, SEVEN AND EIGHT ARE, AGAIN, POLICE OFFICERS ARE IN THE ROAD DIRECTING TRAFFIC SO THAT WE CAN, AGAIN, GET THE GARAGE TO BE ABLE TO EXIT.
AND THEN THE TNC, THE UBER LOT, UH, UBER, UH, UBER, LYFT PICKUP LOT, UH, TO BE ABLE TO, TO DIRECT THE TRAFFIC THERE.
SO IT'S A REALLY COMPLEX, UM, SCENARIO THAT WE DEAL WITH ON A REGULAR BASIS TRYING TO MAKE SURE THAT WE CAN KEEP THE TRAFFIC FLOWING, UH, THE BEST THAT'S POSSIBLE THERE.
UM, SO THE GREAT THING IS WE'RE ACTUALLY ABOUT TO IMPROVE BY DELIVERING THE NECESSARY INFRASTRUCTURE.
SO PR PRIOR TO THANKSGIVING, WE'LL BE OPENING THE LANES ENTERING THE AIRPORT.
SO RIGHT NOW IT'S THE THREE LANES, UH, THAT ARE THERE.
YOU GOT THAT LANE DROP TO BUILD THE ONE BUILDING, UH, THAT WAS ORIGINALLY FOUR, WE'RE GONNA ACTUALLY OPEN THAT LANE UP.
SO FOR THANKSGIVING, UM, WE'RE GONNA BE THERE WHERE WE'D HAVE THAT LANE OPEN TO THE AIRPORT.
SO IF YOU REMEMBER WHEN I PREVIOUSLY SAID IT TOOK ABOUT 14 MINUTES ACCORDING TO THE TRAFFIC COMPUTER TO DO THAT LANE, UM, ONCE WE GET THIS NEW LANE OPEN, THAT, THAT 14 MINUTES DROPS TO 8.5 MINUTES.
UM, SO YOU CAN SEE THAT HAS A PRETTY SIGNIFICANT IMPACT ON THE TRAFFIC THAT COMES IN THERE.
THE BOTTOM PICTURE KIND OF SHOWS YOU WHERE IT'S LIKE A HEAT MAP OF WHERE, UH, CONGESTION WILL, YOU KNOW, HAPPENS.
AND SO IF WE NOTICED IN THE PREVIOUS, UH, GRAPHIC, IT KIND OF EXTENDED OUTSIDE OF THE CORE AND SO WILL THIS NOW ACTUALLY WILL BRING THAT INTO THE CORE.
SO, SO THE LONG TAILS OF OF WAITING TO GET IN THE AIRPORT KIND OF GETS REDUCED WITH THIS IMPROVEMENT.
AND THEN A CHRISTMAS PRESENT FOR THE CITIZENS OF HOUSTON IS OUR PARTIAL OPENING OF THE AIRPORT.
UM, THE INTERNATIONAL RIVALS CURB.
SO IF WE THINK ABOUT THE INTERNATIONAL RIVALS CURB RIGHT NOW, THAT IS A SINGLE LANE.
UM, IT IS NOT A VERY GOOD CUSTOMER EXPERIENCE WHEN YOU'RE TRYING TO PICK UP THERE.
UH, AND WE HAVE THOUSANDS OF PEOPLE THAT GET PICKED UP ON THAT CURB.
UM, THAT SINGLE CURB NOW WILL BE BE MOVED TO THEIR FUTURE HOME, WHICH IS AN EIGHT LANE CURB IN THE FUTURE, BUT WE'RE GONNA BE ABLE TO OPEN SIX OF IT, UM, RIGHT NOW 'CAUSE WE'VE STILL GOT A LITTLE BIT MORE CONSTRUCTION, BUT WE'RE GONNA GO FROM ONE TO, TO, UM, TO SIX LANES.
AND SO WITH THAT SIX LANE, UM, IMPROVEMENT, NOW AGAIN, WE WENT FROM THAT, UH, AGAIN, 14 MINUTES ORIGINALLY.
NOW WE'RE, AGAIN, BACK TO THAT EIGHT MINUTE, UH, YOU KNOW, UH, TRAVEL TIME AROUND THAT CIRCUIT.
AND AGAIN, REALLY TREMENDOUS CUSTOMER EXPERIENCE IMPROVEMENT.
'CAUSE THAT IS A, THAT CURB IS EXTREMELY CONGESTED.
UM, NOT A VERY GOOD PICKUP SPOT.
AND THAT'S ALSO THE BANE OF OUR EXISTENCE, UH, FROM A TRAFFIC PERSPECTIVE.
'CAUSE IT CHOKES OFF THE EXIT TO THE AIRPORT, UH, WITH ALL THE TRAFFIC THAT IS EXITING, UM, ON THE SOUTH TERMINAL ROAD.
SO IF I CAN GO TO THE NEXT SLIDE, AND THEN WE GET TO JANUARY WHERE WE GET ANOTHER REAL BIG IMPROVEMENT TO CUSTOMER EXPERIENCE AT THE AIRPORT.
SO THIS IS WHERE WE WILL ACTUALLY OPEN THE FIRST HALF OF THE INTERNATIONAL CENTRAL PROCESSOR.
SO THE BIG TERMINAL PART OF IT.
UM, AND THAT FIRST OPENING IS FOR UNITED AIRLINES TO MOVE IN THERE.
SO UNITED AIRLINES WILL MOVE IN THERE IN JANUARY.
AND WHAT'S GONNA HAPPEN IS, IS THAT RIGHT NOW, UH, TERMINAL C IF ANYBODY'S IN TERMINAL C, IT'S PRETTY CONGESTED IN TERMINAL C RIGHT NOW, AND THAT'S BECAUSE WE HAVE TWO TERMINALS THAT ARE IN ONE.
AND SO ONCE WE OPEN THIS UP, NOW, THE PEOPLE THAT ARE USING TERMINAL E FLIGHTS CAN GO TO THE NEW CENTRAL PROCESSOR HERE.
NEW CENTRAL PROCESSOR COMES WITH, UH, AGAIN, ONCE IT'S, AS WE OPEN AT THAT POINT, WE'RE NOW CHANGING WHERE WE HAVE NOW 11 LANES ON THE UPSTAIRS AND EIGHT LANES ON THE DOWNSTAIRS.
SO SIGNIFICANT INCREASE IN THE AMOUNT OF CURB SPACE THAT YOU'VE GOT THERE, THEY'RE GONNA COME INTO THE NEW FACILITY AND PROCESS THERE.
UH, AND THEN THEY'RE ALSO GONNA BE WALKING INTO THE FACILITY THAT COMES ALONG WITH A NEW 17 LANE TSA CHECKPOINT.
UM, SO AGAIN, MUCH, UH, BETTER EXPERIENCE AT THE AIRPORT NOW BECAUSE OF THE FACT THAT WE'RE BRINGING ON THE CAPACITY NECESSARY TO BE ABLE TO HAVE THE CURBS, UH, AND THE, AND THE ROADWAY SEGMENTS THAT WE NEED.

SO IF WE LOOK AT, YOU KNOW, WHAT WE'RE PLANNING TO DO AT THE AIRPORT, HOW DOES THAT IN IMPACT THE JUNCTION OF 59 AND WILL CLAYTON AND SOME OF THE CHANGES THAT ARE OVER THERE.
'CAUSE YOU'VE GOT SOME TRAFFIC LEVEL SERVICE THAT IS, YOU KNOW, YOU'RE WAITING MULTIPLE LIGHTS TO GET THROUGH INTERSECTIONS OVER THERE.
SO THEN WE WOULD BE ABLE TO COORDINATE REGIONALLY WITH TDOT AND HUMBLE AND THE CITY TO BE ABLE TO MAKE IMPROVEMENTS TO THAT ENTIRE SECTION.

EACH STATE BIENNIUM AND UNUSED NOMINATIONS ARE FORFEITED BY THE END OF, UM, THE STATE BIENNIUM, WHICH IN OUR CASE WILL END AUGUST 31ST, 2025.
UM, WE'VE NOMINATED THREE PROJECTS SO FAR, SO WE HAVE SIX REMAINING NOMINATIONS AND WE'RE PROPOSING TO USE ONE NOMINATION, UH, THIS TIME AROUND.
THERE'S NO FUNDING REQUIREMENT FROM THE MUNICIPALITY.
AND IN CASES WHERE A COUNTY WANTS TO NOMINATE, UH, WE NEED TO ENTER INTO A LOCAL INTERLOCAL AGREEMENT WITH THE COUNTY IN ORDER FOR THE COUNTY TO NOMINATE.
SO HERE'S A BREAKDOWN OF, UM, HOW THE STATE CATEGORIZES THE DIFFERENT ENTERPRISE ZONE NOMINATIONS.
AND SO EACH PROJECT IS, UM, CATEGORIZED BASED ON ITS INVESTMENT AMOUNT AND THE NUMBER OF JOBS EITHER CREATED OR RETAINED, UH, WITH THE PROJECT.
SO HERE, UH, OUR OFFICE, UH, THE MAYOR'S OFFICE OF ECONOMIC DEVELOPMENT PROPOSES, UM, A NOMINATION FOR INTEGRA MISSION CRITICAL LLC THAT'S LOCATED AT 15,550 MILNER ROAD, HOUSTON, UH, 7 7 3 7 7 0 3 2.
UM, WE'LL GO INTO THAT PROJECT HERE ON THE NEXT SLIDE.
SO THE LOCATION IS JUST SOUTH OF BUSH, UM, INTERCONTINENTAL IN DISTRICT B.
UM, YOU CAN SEE ON THE MAP HERE, THERE'S SEVERAL ENTERPRISE ZONES AROUND IT, WHICH IS BASED ON, UH, CENSUS BLOCK GROUPS THAT HAVE 20% OR GREATER POVERTY, UH, BASED ON CENSUS DATA.
UM, SO THIS PROJECT IS A BIT UNIQUE.
SO IF, UM, YOU RECOGNIZE THE NAME, UH, THEY ARE WORKING WITH US ON A POTENTIAL TAX ABATEMENT APPLICATION.
SO THEY'RE ALSO LEVERAGING ANOTHER ECONOMIC DEVELOPMENT, UM, INCENTIVE FOR THE PROJECT.
UM, SO THE PROJECT AS A WHOLE IS GENERATING, UH, 291 JOBS.
HOWEVER, FOR THE TEXAS ENTERPRISE ZONE APPLICATION, THEY'RE ONLY COUNTING 72 OF THESE JOBS IN THEIR APPLICATION.
SO THE AVERAGE SALARY OF THOSE 72 JOBS IS $102,850.
UM, THE REASON THAT THAT'S A HIGH SALARY IS BECAUSE IT, THE WAY THE TEXAS ENTERPRISE ZONE PROGRAM WORKS, ONE OF THE REQUIREMENTS IS THAT NEW AND RETAINED JOBS ACROSS THE ENTIRE PROJECT HAVE TO MEET OR EXCEED THE COUNTY'S AVERAGE WEEKLY WAGE.
WHERE IF YOU TAKE HARRIS COUNTY'S AVERAGE WEEKLY WAGE, CREATE THAT INTO AN

ANNUAL SALARY, WE'RE LOOKING BETWEEN, UH, 85 TO 87, UH, THOUSAND DOLLARS.SO IT'S, IT'S PRETTY HIGH FOR A LOT OF THESE MANUFACTURING TYPE PROJECTS.
SO THEY TOOK THEIR, THEIR HIGHER END SALARIES AND JOBS, UH, FOR THIS APPLICATION.
UM, THE INVESTMENT AMOUNT IS STILL THE SAME, SO $10 MILLION.
UM, THAT'S INCLUDING TENANT IMPROVEMENTS AS WELL AS INSTALLING THEIR MANUFACTURING EQUIPMENT, UM, AND THOSE SORT OF THINGS FOR, FOR THEIR MANUFACTURING.
UM, THEY ARE A MANUFACTURER, DESIGNER, ENGINEER OF MODULAR INFRASTRUCTURE FOR DATA CENTERS.
SO THE COOLING EQUIPMENT OR UM, UH, POWER GENERATION EQUIPMENT THAT, UM, SUPPORTS, UH, UH, DANA'S DATA CENTER BUILD OUT.
SO THE, UH, PROPOSED TIMELINE, UH, SO YOU ALL ARE AWARE WHEN IT'S COMING TO THE AGENDA, WE'RE AIMING FOR OCTOBER 30TH FOR THE NOMINATION RESOLUTION.
AND THEN AT THAT POINT, UM, IF IT'S APPROVED BY YOU ALL, UM, THEY WILL RECEIVE A CERTIFIED COPY OF THE RESOLUTION FROM THE CITY SECRETARY'S OFFICE.
SO THEN THEY CAN PUT THAT INTO THEIR APPLICATION AND SUBMIT THAT TO THE GOVERNOR'S OFFICE, UH, BY DECEMBER 2ND.
UM, SO I'M HAPPY TO TAKE ANY QUESTIONS AT THIS TIME IF THERE ARE ANY.
I DON'T SEE ANYONE IN THE QUEUE, BUT I ALWAYS LIKE TO REITERATE THAT, UM, YOU KNOW, I KNOW THAT THE REPORTING GOES TO THE STATE.
UM, BUT ONCE THAT CYCLE HAPPENS, WE DO WANNA MAKE SURE THAT WE GET THE REPORTING TO MAKE SURE THAT THE JOBS THAT WE SAID WERE GOING TO BE CREATED, WERE ACTUALLY CREATED, THAT THE SALARIES ARE WHAT WE SAID THE SALARIES WERE GOING TO BE, AND ALSO THAT WE ARE ACTUALLY, UM, MAKING SURE THAT PEOPLE IN THE AREA, UM, HAVE OPPORTUNITIES FOR THESE TYPES OF, UM, JOBS.
SO, UM, SINCE THIS IS A STATE PROGRAM, THE REPORTING REQUIREMENTS GO DIRECTLY TO THE STATE.
SO OUR OFFICE ENTERS INTO MOUS WITH THE COMPANY.
SO THEY REPORT WHAT THEY'RE REPORTING TO THE STATE ALSO TO US.
AND SO THAT INCLUDES, UM, THE, UM, LIKE ZIP CODE OF WHERE THEY'RE HIRING TO ENSURE THAT, UM, THESE NEW JOBS ARE WITHIN THE ENTERPRISE ZONES BASED ON THE REQUIREMENTS, UM, SALARIES.
UM, WE WORK WITH THEM TO, UH, IF THEY HAVE ANY JOB OPENINGS OR A A JOB BOARD, UM, THEY SEND IT TO OUR OFFICE AND WE CAN FILTER IT OUT TO YOU OR THEY CAN WORK WITH THE COUNCIL MEMBERS DIRECTLY.
COUNCIL MEMBER FLICKINGER, IF THEY'RE SUCCESSFUL IN GETTING THE, THE AWARD MM-HMM
DOES IT COST THE CITY ANYTHING? DO WE LOSE ANY TAX REVENUE FROM A TAX BASE? NOPE.
IT'S ONLY THE STATE SALES AND USE TAXES.
SO OUR, OUR TAXES ARE UNAFFECTED.
SO WOULD WE STILL GET OUR PORTION OF THE SALES TAX? THAT'S CORRECT.
DO THEY HAVE ANY COMPETITORS THAT ARE ALREADY IN THE MARKETPLACE IN HOUSTON? I DON'T THINK SO.
