LASTLY, PUBLIC SERVICES.

AS OF TODAY, WE HAVE TWO PUBLIC SPEAKERS SIGNED UP AND WE WILL HEAR FROM THEM AFTER THE PRESENTATIONS.

I THINK WE'RE GONNA HIT ON JUST ABOUT EVERY SINGLE SECTION OF OUR DEPARTMENT.

FIRST UP, WE'RE GONNA HAVE OUR UHHON LIDDELL, DIVISION MANAGER OF REPUBLIC FACILITIES COME UP AND, UH, TALK TO US ABOUT RECENTER.

GOOD MORNING.

UM, HOW'S THE DEPARTMENT WILL RECOMMEND COUNCIL APPROVING OF ASSIGNMENT BY THE MID CENTER KNOWN AS THE RE CENTER, TO AN ASSUMPTION BY THE HARRIS CENTER FOR MENTAL HEALTH AND INTELLECTUAL AND DEVELOPMENT DISABILITY.

HARRIS CENTER WILL ASSUME ALL OF RE CENTER'S RIGHTS AND OBLIGATIONS UNDER THE CURRENT EXISTING LOAN WITH THE CITY OF HOUSTON.

THIS ACTION WILL NOT REQUIRE ANY ADDITIONAL CITY FUNDING.

PREVIOUSLY LOANS AGREEMENTS HAVE BEEN APPROVED BY COUNCIL FOR TWO, UM, DIVISIONS WITHIN PUBLIC FACILITIES AND MULTIFAMILY.

THE PUBLIC FACILITIES PROJECT WAS A 62 UNIT SUPPORTIVE HOUSING FACILITY LOCATED AT 38 0 9 MAIN STREET, WHERE COUNCIL APPROVED 4 MILLION TOTAL TURS AFFORDABILITY AND HOUSING FUND FUNDS FOR THIS PROJECT, THE LOAN REQUIRES CERTAIN RESTRICTIONS TO BE PLACED ON THE PROPERTY REGARDING USES AS AFFORDABLE HOUSING FOR A PERIOD OF 10 YEARS.

THE SECOND PROPERTY IS THE MULTIFAMILY PROPERTY WHERE COUNCIL APPROVED HOME FUNDS IN THE AMOUNT OF 3 MILLION THAT WERE PAID FOR CONSTRUCTION COSTS ASSOCIATED WITH THE PROPERTY AT 1104 ALABAMA STREET.

THE LOAN REQUIRES CERTAIN RESTRICTIONS ON THIS PROPERTY FOR AN AFFORDABILITY HOUSING PERIOD OF 20 YEARS.

THE RE CENTER HAS CURRENTLY AGREED FOR A MANAGEMENT AGREEMENT WHEREIN HARRIS CENTER AGREED TO TAKE OVER THE OPERATIONS OF THE HOMELESS OF THE LESSNESS PROGRAM SERVICES AT BOTH PROPERTIES FULL OF FACILITIES AND MULTIFAMILY.

IN ADDITION TO THE CURRENT AGREEMENT BETWEEN RECENT CENTER AND HARRIS CENTER COUNCIL APPROVED A FUNDING AGREEMENT BETWEEN THE CITY AND HARRIS CENTER IN THE AMOUNT OF $750,000 TO PROVIDE ADDITIONAL FUNDING TO HELP HARRIS CENTER CARRY OUT THE OPERATIONS AT THESE FACILITIES.

ADDITIONALLY, THE RECENT CENTER HAS NOW AGREED TO SELL THE PROPERTY TO HARRIS CENTER.

WITH THIS AGREEMENT, HARRIS CENTER WILL ASSUME RECENT'S OBLIGATIONS TO THIS, TO THE CITY PURSUANT TO BOTH LOANS, AND REQUESTED THAT THE CITY CONSENT TO CERTAIN MODIFICATIONS OF THE LOAN THAT ARE IMPOSED ON THE PROPERTY AFTER CLOSING OF THE LOAN.

WITHIN THE PUBLIC FACILITIES UNITS, THE NUMBER OF THE RESTRICTED UNITS WILL BE 13 UNITS OF WHICH 10 UNITS WILL NOT EXCEED 60% OF THE AREA.

MEDIUM INCOME AND THREE UNITS WILL NOT EXCEED 50% OF A MI THE MULTI-FAMILY PROPERTY.

THE NUMBER OF RESTRICTED UNITS WILL BE REDUCED FROM 31 TO 24, PROVIDED THAT ALL 64 UNITS WILL BE RESTRICTED TO PERSONS EARNING 60% OF THE AREA MEDIUM INCOME OR LESS.

IN ADDITION TO THE CURRENT SERVICES THAT RECENT CENTER PROVIDE, HARRIS CENTER WILL PROVIDE ADDITIONAL UNITS MAY BE USED FOR INDIVIDUALS AND FAMILIES SUFFERING FROM BOTH HOMELESSNESS AND BEHAVIOR HEALTH ISSUES.

AT BOTH PROPERTIES TODAY, WE HAVE KIM MEYER, WHO'S HERE REPRESENTING FOR THE HARRIS CENTER.

THESE TWO ITEMS ARE BEING PRESENTED AT HOUSING COMMITTEE.

THEY WILL GO TO COUNCIL SEPARATELY AS TWO INDIVIDUAL ITEMS BECAUSE THERE ARE TWO DIFFERENT PROPERTIES.

STARTING WITH THE FIRST ITEM, WHICH IS A FIRST AMENDMENT TO THE FISCAL YEAR 2022 COMMUNITY PROJECT FUNDING GRANT AGREEMENT FOR BISSONET THE BINET SOCIAL SERVICES HUB.

WE WILL BE SEEKING COUNSEL APPROVAL OF AN ORDINANCE SUBMITTING THIS FIRST AMENDMENT TO THE GRANT AGREEMENT.

UM, WE RECEIVED THIS, UH, AWARD TO THE CITY FOR THIS PROJECT AS A RESULT OF THE CONSOLIDATED APPROPRIATIONS ACT IN 2022.

UM, IN ACCORDANCE WITH THE REQUIREMENTS FROM HUD, WE MUST SUBMIT AN AMENDMENT WHEN THE SCOPE OR BUDGET OF A PROJECT CHANGES.

AND SO THE ORIGINAL SCOPE OF WORK FOR THIS PROJECT INTENDED TO PURCHASE AND REHABILITATE A BUILDING IN THE AILEY WESTWOOD AREA NEAR THE BINET STREET CORRIDOR FOR THE DELIVERY OF SERVICES TO MITIGATE AND REDUCE

HUMAN AND SEXUAL TRAFFICKING.

AND UNFORTUNATELY, THE CITY WAS UNABLE TO FILL THE FUNDING GAP TO FULLY COMPLETE THE PROJECT.

SO TO ENSURE THAT WE CAN, UH, YOU KNOW, THE RESIDENTS CAN BENEFIT FROM THIS FUNDING, WE WILL BE USING THE GRANT FOR SERVICES, UM, TARGETED IN THAT AREA.

AND SO WE HAVE CHANGED THE SCOPE OF WORK FROM ACQUISITION AND SITE PREPARATION, PRE AND PRE-DEVELOPMENT TO PROGRAMMING AND SERVICES.

AND THESE, UH, FUNDS ARE REQUIRED TO BE OBLIGATED BY SEPTEMBER 30TH, 2025, WHICH, YOU KNOW, NECESSITATES WHY WE NEED TO MAKE A DECISION AND MOVE THIS FORWARD AT THIS TIME.

AND ONCE WE, UM, HAVE, UH, WE WILL BE TAKING THIS TO, UH, COUNSEL TO GET THIS APPROVED.

AND THEN FURTHER WHEN THESE AGREEMENTS COME OUT WITH THE PROVIDERS OF SERVICES, THOSE WILL ALSO COME BACK TO COUNSEL.

'CAUSE I KNOW WE HAVE A SERIES OF, UM, UH, ADDITIONAL, UH, CPF UH, PROJECTS THAT YOU NEED TO HAVE SOME DETAILS ON.

UH, YOU'RE RIGHT, WE WERE INITIALLY LOOKING AT A BRICK AND MORTAR TO HAVE SOME TYPE OF FRONT FACING SPACE.

UM, AND WE'VE CONVENED A LOT OF COMMUNITY GROUPS, UH, THAT WANT TO HELP ERADICATE THIS.

HERE'S MY QUESTION THOUGH.

ONCE THE FEDERAL EARMARK IS OVER, THEN WHAT IS OUR PLAN? 'CAUSE WE WOULD'VE ESTABLISHED, NOW THOSE FUNDS WILL BE A PART OF SOME, AN AGENCY'S BUDGET.

THE SERVICES WOULD'VE BEEN PROVIDED.

AND THEN ARE WE GOING TO HAVE TO GO BACK TO CONGRESSMAN AL GREEN, WHICH I'M SURE WE CAN DO THAT BECAUSE I BELIEVE THIS IS HIS, THIS IS HIS EARMARK.

YEAH.

TO CON CONTINUATION WOULD, WOULD REQUIRE THAT AT THIS POINT.

SURE.

I THINK THE HOPE HAD BEEN THAT, AS YOU SAID, THIS BRICK AND MORTAR LOCATION COULD HAVE BEEN IDENTIFIED.

AND THEN WE'RE TALKING ABOUT FIGURING OUT HOW TO FUND SERVICES WITHIN SURE.

FOR THE CITY TO RECEIVE TWO, UM, CHOICE HUD GRANT PLANNING GRANTS, UM, IS IS SOMETHING TO BE NOTED, UH, AND THEN HOPEFULLY MOVING FORWARD, AND I BELIEVE LISC IS A PART OF THIS PROJECT AS WELL.

UM, SO AGAIN, WE'RE, WE'RE SEEKING EXECUTION OF THE GRANT AGREEMENT AND WE ARE GONNA BE MOVING THIS FORWARD.

THIS PLAN WILL BE FOR THE NEAR NORTH SIDE IRVINGTON VILLAGE CHOICE NEIGHBORHOOD AREA.

WE WILL BE WORKING COLLABORATIVE COLLABORATIVELY WITH HHA AND OTHER PARTNERS, UH, LOOKING AT DATA, GETTING COMMUNITY INPUT, AND REALLY COMING UP WITH A, A VIABLE PLAN FOR THAT AREA.

UM, WE ALSO WILL HAVE SOME OVERSIGHT OF THE PROCESS AS THE CO-APPLICANT.

AND THIS, UH, AS A REMINDER, UM, IS A REIMBURSEMENT GRANT AND THE FUNDING WILL BE MANAGED BY THE LEAD APPLICANT, THE HOUSTON HOUSING AUTHORITY.

THERE WILL BE NO DIRECT FUNDING AVAILABLE FOR THE CITY OF HOUSTON.

AND THIS IS THROUGH THE ECONOMIC DEVELOPMENT INITIATIVE UNDER HUD.

THE FIRST AWARD IS FOR $1 MILLION FOR THE RENOVATION OF THE CITY OF HOUSTON METROPOLITAN MULTI-SERVICE CENTER FOR PEOPLE WITH DISABILITIES.

THIS PROJECT WILL RENOVATE THE MULTI-SERVICE CENTER TO INCLUDE, UM, UH, TO, TO INCLUDE THE AGING RESTROOM, SHOWER AND LOCKER ROOM AREA, AND THE, TO IMPROVE FUNCTIONALITY, ADDRESS PLUMBING ISSUES, UPGRADE FIXTURES AND FINISHES, AND TO UPDATE ACCESSIBILITY STANDARDS CRITICAL TO SERVING THAT CUSTOMER BASE.

SO WE HAVE 850,000 THAT WE'LL BE GOING INTO TO, UH, CONSTRUCTION, RENOVATION AND REHAB ACTIVITIES AND 150,000 IN ADMINISTRATION.

ITEM SIX D UH, THE DEPARTMENT IS PRESENTING AN ORDINANCE WITH CHINESE COMMUNITY CENTER INCORPORATED, PROVIDING UP TO $140,000 IN CDBG FUNDS FOR THE ADMINISTRATION AND OPERATION OF AN EARLY CHILDHOOD DEVELOPMENT AND OUT-OF-SCHOOL TIME YOUTH ENRICHMENT PROGRAM FOR LOW TO MODERATE INCOME FAMILIES.

THIS PROGRAM WILL BE OPERATING OUT OF THE CHINESE COMMUNITY CENTER LOCATED IN HOUSTON'S WEST END.

THIS PROGRAM WILL SERVE A MINIMUM OF 250 UNDUPLICATED CHILDREN WITH 30 BEING SERVICED THROUGH THE EARLY CHILDHOOD DEVELOPMENT PROGRAM FOR CHILDREN 18 MONTHS TO FIVE YEARS OF AGE WITH EVIDENCE-BASED CURRICULUM, PROVIDING EARLY CHILDHOOD EDUCATION AND SOCIAL EMOTIONAL ENRICHMENT OPPORTUNITIES THAT PROVIDE DEVELOPMENTAL EDUCATION.

220 CHILDREN, AGED SCHOOL AGED CHILDREN FROM KINDERGARTEN THROUGH 12TH GRADE WILL BE PROVIDED SERVICES THROUGH THE OUT OF SCHOOL TIME PROGRAM.

THIS PROGRAM OPERATES AFTER SCHOOL DURING THE FALL AND SPRING SEMESTERS AND ALL DAY DURING THE SUMMER, PROVIDING A DAY CAMP.

THE PROGRAM PROVIDES A VARIETY OF OPTIONS.

SOME INCLUDE TARGETED TUTORING, ENGLISH LITERACY, STEM ACTIVITIES, INCLUDING FIELD TRIPS, COLLEGE AND CAREER PLANNING OPPORTUNITIES, ASSISTING STUDENTS THAT HAVE DROPPED OUT OF SCHOOL TO RETURN, UH, HOMEWORK ASSISTANCE, UH, TRANSPORTATIONS, AND OTHER SIMILAR SERVICES.

IT SHOULD BE NOTED THAT THIS PROGRAM WILL BE PROVIDING OVER $1 MILLION IN LEVERAGING CHINESE COMMUNITY CENTER, HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2003 AND HAS NO FINDINGS.

AND TODAY WE HAVE LISA, TWO YOUTH PROGRAM MANAGER AND JOHN STEWART, SENIOR GRANT MANAGER IN THE AUDIENCE WITH US.

2021 FUNDS FOR THE INSTALLATION OF GENERATORS AND RENEWABLE ENERGY SYSTEMS AT THREE MULTI-SERVICE CENTERS.

UM, THE GOAL IS TO ENSURE CONTINUOUS OPERATIONS OF THE FACILITIES IN THE EVENT OF SEVERE WEATHER, UH, EMERGENCIES OR POWER OUTAGES.

UM, SO THAT THEY CAN BE USED AS SHELTERS OR DISTRIBUTION POINTS FOR THE COMMUNITIES THAT THEY'RE LOCATED IN.

UM, TO ASSIST, UH, THE SCOPE OF WORK WILL INCLUDE NATIONAL, UH, NATURAL GAS GENERATORS, BATTERY BACKUP SYSTEMS, AND AUTOMATIC TRANSFER SWITCHES.

UM, GSD WILL BE DOING THE WORK INVOLVED WITH DETERMINING THE BEST MEANS OR METHODS FOR THESE THREE LOCATIONS.

UM, WE WOULD LIKE TO FIGURE OUT HOW IN FACT WE COULD PARTICIPATE IN THIS PROJECT AS THE THIRD WARD.

MULTIPURPOSE CENTER IS A SIGNIFICANT LOCATION FOR THAT COMMUNITY, ESPECIALLY FOR OUR SENIOR COMMUNITY.

I THINK WHERE THE OPPORTUNITY MAY COME IS THAT, UM, AS GSD MOVES THROUGH THIS PROCESS OF OFFICIALLY COSTING OUT WHAT THIS INSTALLATION IS GOING TO LOOK LIKE, IF THERE'S ADDITIONAL FUNDING LEFT OVER, WE ABSOLUTELY WILL BE MOVING ALONG TO SELECT ANOTHER LOCATION.

WE HAVE TO UTILIZE THIS MONEY FOR MITIGATION PURPOSES AND WE MUST MEET HUD'S CAP ON THAT, UH, MINIMUM THRESHOLD ON THAT.
