WE'RE HERE TODAY TO TALK ABOUT THE, UH, RECOMMENDATIONS THAT WILL SOON BE COMING FORWARD TO CITY COUNCIL.

I'M FORECASTING IT TO BE EARLY NOVEMBER FOR THE WIRELESS TELECOMMUNICATIONS DEVICES AND SERVICES CONTRACTS.

AND SO OMAR IS, UM, AS YOU MENTIONED, THE ASSISTANT DIRECTOR IN OUR INFRASTRUCTURE DIVISION.

HE IS ACCOUNTABLE FOR DATA NETWORK AND TELECOMMUNICATIONS.

AND SO HE'S HERE WITH ME TODAY IF YOU HAVE TECHNICAL QUESTIONS OR THINGS ABOUT THE EVALUATION.

WE ALSO HAVE, UM, THE DEPUTY DIRECTOR FOR OUR BUSINESS PRIVACY DATA AND, UH, DATA PRIVACY AND BUSINESS OPERATIONS MANAGEMENT.

THAT'S DR.

JANE WU, AS WELL AS BURT CRAWFORD, WHO IS THE DEPUTY CIO OVER INFRASTRUCTURE.

UM, SPD HAS ALSO JOINED US, IF THERE ARE ANY QUESTIONS ABOUT THE PROCUREMENT FOR THIS AGREEMENT, SO WE CAN GO TO THE NEXT SLIDE.

SO BOTTOM LINE, THE REASON WHY WE'RE HERE IS TO TELL YOU ABOUT THE RFP AND THE RECOMMENDATIONS THAT WILL BE COMING FORWARD TO YOU.

THIS TIME WE WILL BE ASKING CITY COUNCIL TO AUTHORIZE A MULTI-VENDOR AWARD.

UM, SO TWO AGREEMENTS FOR WIRELESS TELECOMMUNICATION DEVICES AND SERVICES.

UM, I DO WANNA POINT OUT THAT THE PRESENTATION THAT YOU HAVE BEFORE YOU HAS BEEN WRITTEN GENERICALLY, BUT I AM GOING TO REVEAL IN THIS MEETING NOW THAT SBD HAS BEEN ABLE TO NOTIFY ALL PROPOSERS.

SO FOR THE PURPOSES OF THIS PRESENTATION, VENDOR ONE IS VERIZON WIRELESS, VENDOR TWO IS AT AND T FOR FIRSTNET SERVICES.

AND SO THE PURPOSE OF THESE CONTRACTS, UH, WHAT IS THE REASON WHY THE CITY HAS WIRELESS CONTRACTS AND WHAT WILL THEY BE USED FOR? THE CITY LEVERAGES WIRELESS COMMUNICATIONS DEVICES TO ENABLE OUR PEOPLE AND OUR DEVICES OR MACHINES TO COMMUNICATE AND SHARE INFORMATION.

AND SO, AS YOU WELL KNOW, ANY MODERN CITY, CERTAINLY THE NATION'S FOURTH LARGEST NEEDS TO HAVE THE ABILITY FOR MOBILE WORKERS AND FOR DEVICES THAT ARE POSITIONED OUT IN THE COMMUNITY TO COMMUNICATE DATA BACK TO CITY SYSTEMS. AND SO THAT ENABLES THE CITY TO ACCOMMODATE MOBILE WORKERS SUCH AS POLICE OFFICERS, FIREFIGHTERS, INSPECTORS, PUBLIC OFFICIALS LIKE YOURSELVES, ANYONE WHO NEEDS TO OPERATE AND DO BUSINESS OUT IN THE CITY.

IT ALSO IS ABOUT MAKING DIVI DEVICES ABLE TO COMMUNICATE.

SO THAT COULD BE ANYTHING FROM CAMERAS AND SENSORS, UM, AND OTHER SORTS OF DEVICES IN VEHICLES.

AND THEN FINALLY, FOR DISASTER RECOVERY PURPOSES, THESE WIRELESS DEVICES ENABLE US TO NOT ONLY SUSTAIN EXISTING SERVICES, PARTICULARLY IF DURING A NATURAL DISASTER, THE WIRED SOLUTIONS HAVE GONE DOWN.

UM, BUT IT ALSO ENABLES US TO STAND UP TEMPORARY SERVICES, UM, AS WE HAVE DONE IN MULTIPLE FACILITIES DURING DISASTER RECOVERY.

SO IN TERMS OF PROCUREMENT, HOW WAS THE SELECTION MADE? WE DID ISSUE AN RFP, UH, THAT WAS, UM, ATTENDED BY AN EVALUATION COMMITTEE WITH MEMBERS FROM NOT ONLY THE HITS DEPARTMENT, BUT ALSO HOUSTON PUBLIC WORKS AND HOUSTON POLICE DEPARTMENT.

WE ALSO HAD A NON-VOTING MEMBER, ADVISORY MEMBER FROM THE HOUSTON AIRPORT SYSTEM.

UM, WE DID RECEIVE PROPOSALS FROM ALL THREE OF THE MAJOR TELECOMMUNICATIONS WIRELESS VENDORS THAT'S AT AND T T-MOBILE AND VERIZON WIRELESS.

ALL THREE PROPOSERS MET THE TECHNICAL COMPETENCE REQUIREMENTS.

THEY WERE ALL SELECTED FOR ORAL PRESENTATIONS, AND THEY ALL SUBMITTED BEST AND FINAL OFFERS.

THE ANALYSIS OF THE BO PRICING AND THE SCORING MATRIX RESULTED IN A RECOMMENDATION TO TRANSITION TO A MULTI-VENDOR AWARD FOR THE TOP TWO SCORING VENDORS WITH BEST OVERALL VALUE.

YOU CAN SEE FROM THE NEXT BLOCK BELOW THAT THE NEW CONTRACT AMOUNTS THAT WE WILL BRING FORWARD TO PROPOSE $55.7 MILLION IS INTENDED TO AWARD A CONTRACT TO VERIZON WIRELESS.

UM, VENDOR TWO, WHICH IS A SIX POINT, ROUGHLY $6.2 MILLION, WOULD BE FOR AT AND T INTENDED FOR FIRSTNET SERVICES.

TOTAL COMBINED SPENDING AUTHORITY THAT WE ARE SEEKING FOR THOSE TWO AGREEMENTS IS JUST UNDER $62 MILLION.

THAT FUNDING SPENDING AUTHORITY IS INTENDED TO BE FOR THE FIVE YEAR DURATION.

THAT'S A THREE YEAR BASED CONTRACT PLUS TWO OPTION YEARS.

AND WE DID DO A CONTRACT SPECIFIC GOAL AS PART OF THAT RFP, AND IT IS 18%.

NEXT SLIDE.

SO THIS IS JUST A SNAPSHOT OF THE EVALUATION CRITERIA DIRECTLY FROM THE RFP.

IT GIVES YOU A FEEL FOR HOW THE RFP UM, PROPOSALS WERE EVALUATED.

THOSE FIRST FOUR CATEGORIES WERE SIMPLY PASS FAIL.

YOU WILL SEE THAT THE BULK OF THE POINTS, 75 OUT OF 100 POINTS WAS FOR THE TECHNICAL COMPETENCE REQUIREMENTS.

AND THEN 25 POINTS WAS FOR THE PRICING PROPOSAL, WHICH NOT ONLY INCLUDES THE PRICE FOR DEVICES AND THE ASSOCIATED PLAN PRICING, BUT ALSO FOR THE REBATES.

NEXT SLIDE.

SO THIS SLIDE HAS A WHOLE LOT GOING ON, BUT THERE'S A FEW THINGS THAT WE WANT TO DRAW TO YOUR ATTENTION THAT WE'RE TRYING TO COMMUNICATE.

FIRST, WHO ARE THE BIGGEST CONSUMERS WITHIN THE CITY OF HOUSTON OF WIRELESS DEVICES AND SERVICES, AND WHAT KINDS OF THINGS ARE THOSE WIRELESS SERVICES FOR? WHEN YOU LOOK AT THIS CHART, WE'VE ORGANIZED IT VISUALLY TO CONVEY BOTH CATEGORY AND SCALE, MEANING QUANTITY OF DEVICES.

THAT LEFT HAND RED BLOCK IS COMPRISED OF H-P-D-H-F-D, MUNICIPAL COURTS DEPARTMENT, AND THE HOUSTON EMERGENCY CENTER.

THOSE ARE ALL IN A PUBLIC SAFETY CATEGORY.

AND THAT COMPRISES 50% OF THE CURRENT CONTRACT DEVICES MOVING TO THE RIGHT.

WHEN YOU LOOK IN THE BLUE, THOSE ARE THE TWO ENTERPRISE DEPARTMENTS.

HPW REPRESENTS THE SECOND LARGEST CONSUMER OF WIRELESS DEVICES AND SERVICES.

UM, BUT YOU ALSO HAVE HAS AS PART OF HOUSTON EMERGENCY, SORRY, HOUSTON AIRPORT SYSTEM AS PART OF THOSE ENTERPRISE DEPARTMENTS.

AND THEN IN GREEN, YOU HAVE EVERYBODY ELSE.

UM, YOU'LL NOTE, UH, HOUSTON HEALTH DEPARTMENT IS THERE THE FOURTH LARGEST CONSUMER OF WIRELESS DEVICES.

AND THEN HITS COMES IN AT NUMBER SIX WITH, UM, A COMBINATION OF DEVICES FOR DISASTER RECOVERY AND PEOPLE.

SO IN ESSENCE, 50% OF THE CONTRACT DEVICES ARE PUBLIC SAFETY.

32% ARE ENTERPRISE DEPARTMENTS.

THAT MAKES A TOTAL OF 82% OF THE ENTIRE CONTRACT, UM, DEVICES.

AND THEN THE REMAINING 28% IS EVERYBODY ELSE.

THAT'S EITHER GENERAL FUND OR REVOLVING FUND.

BLUE REPRESENTS PEOPLE.

THOSE ARE ACTUAL CELL PHONES ASSIGNED TO AN INDIVIDUAL PERSON FOR VOICE COMMUNICATIONS.

SO WHEN YOU LOOK NOT ONLY VISUALLY AT THE SCALE OF THE NUMBER OF DEVICES, YOU CAN ALSO SEE THE BREAKDOWN OF QUANTITY IN THE CHART BELOW THE BAR.

SO FOR EXAMPLE, HOUSTON PUBLIC WORKS, WHICH HAPPENS TO BE THE SECOND LARGEST CONSUMER, HAS 4,801 MACHINES OR THINGS THAT HAVE WIRELESS SERVICES IN 2,317.

PEOPLE WITH CELL PHONES.

THAT CONTINUES ACROSS THAT CHART.

UH, WITH HAS BEING THE FIFTH LARGEST CONSUMER, HPD, THE FIRST BIGGEST CONSUMER, HFD BEING THIRD.

AND THEN IF YOU JUMP OVER PAST THAT SECOND LINE, HHD IS THE FOURTH AND HITS IS THE SIXTH.

SO AGAIN, DATA DEVICES, IF YOU PICTURE BACK ON THE PAGE BEFORE, IT'S THINGS LIKE TABLETS, UM, THAT WORKERS USE OUT IN THE FIELD TO ACCESS SYSTEMS AND DATA WHILE THEY'RE DOING WORK.

IT'S MOBILE DATA TERMINALS OR MOBILE DATA COMPUTERS THAT YOU WOULD SEE IN POLICE CARS AND FIRE TRUCKS.

IT'S AIR CARDS FOR THINGS LIKE RADIOS WHERE WE ARE LEVERAGING THE CELLULAR, UM, WIRELESS SERVICES AS BACKUP TO THE CITY'S RADIO SYSTEM.

IT'S ALSO THOSE SAME AIR CARD WIRELESS DEVICES THAT ARE BACKUP FOR NETWORK SWITCHES, WHICH WE DEPLOY FOR DISASTER RECOVERY PURPOSES.

IT DEFINITELY WAS LESS THAN THIS AGREEMENT.

WE CAN EVEN LOOK IT UP FOR YOU WHILE WE'RE HERE.

'CAUSE I WANT TO JUST KIND OF HAVE SOMETHING TO COMPARE TO FROM THE LAST FIVE YEARS TO NOW.

I WILL SAY THAT ABSOLUTELY THERE HAVE BEEN PURCHASE ORDERS THAT WERE ISSUED FOR FIRSTNET SERVICES TO FUNCTION AS BACKUP SERVICES.

THAT'S, THAT'S ABSOLUTELY BEEN THE CASE.

IT WAS NOT CONSOLIDATED INTO CONTRACTS.

SO DO, DO WE FIND THAT DOING IT THIS WAY HAS HELPED US FINANCIALLY AS OPPOSED TO THE INDIVIDUAL CONTRACTS FOR FIRSTNET? I BELIEVE THAT TO BE THE CASE, BUT WE COULD VERIFY THE COST COMPARISON THAT GENERALLY BY PUSHING IT THROUGH COMPETITION THROUGH AN RFP PROCESS, WE'LL NET BETTER PRICING.

IT ALSO IMPROVES THE VISIBILITY.

IT'S MUCH EASIER TO SEE THE CONTRACT SPEND THAN IT IS WHEN IT'S IN MULTIPLE SEPARATE PURCHASE ORDERS.

SO WE ARE HERE SEEKING TO, UM, PROVIDE YOU INFORMATION IN PLENTY OF TIME.

THAT IS THE REASON WHY I WOULD LIKE TO COME FORWARD TO CITY COUNCIL FOR THE NEW AGREEMENTS IN NOVEMBER.

AND THE SPENDING AUTHORITY ENDS IN DECEMBER.

THE SPENDING AUTHORITY ENDS IN WITH THE CONTRACT IN FEBRUARY.

IN FEBRUARY, BUT THERE WON'T BE ANY MORE.

THE SPENDING AUTHORITY THAT WE HAD SOUGHT FROM COUNSEL WILL BE EXHAUSTED IN DECEMBER.

SO IT'S VERY MUCH FOCUSED ON WHAT WE HAVE IN FRONT OF US AND FINDING THE BEST VALUE FOR THE CITY WITH THE PROPOSALS THAT WE HAVE VERSUS BRINGING IN SOME OF THAT, UH, ADDITIONAL INFORMATION.

SO WE, WE DO WATCH THAT VERY, VERY CLOSELY.

AND, AND THE SELECTION KIT COMMITTEE IS MADE UP FROM PEOPLE FROM VARIOUS DEPARTMENTS? CORRECT.

UM, SO THIS INCLUDES THEIR ASSESSMENT OF WHAT THEY BELIEVE THAT THEY'RE GOING TO NEED.

UM, AND HPD IS ONE THAT YOU SAW OVER THE LIFE OF THIS CONTRACT? A DRAMATIC INCREASE.

BUT THAT'S BECAUSE THEY HAVE BEEN CONSCIOUSLY MAKING THE DECISION TO EQUIP OFFICERS, BOTH PEOPLE AND THINGS IN CARS, UM, WITH THE ABILITY TO DO MORE WITH TECHNOLOGY AND TO HAVE MORE SITUATIONAL AWARENESS AS THEY GO ABOUT DOING THEIR JOBS.

SO, UM, IS THERE ANYTHING THAT YOU CAN ADD TO THAT, OMAR, IN TERMS OF THE FORECASTING? RIGHT.

SO ON THE FORECASTING BEFORE WE, UM, GATHERED THIS INFORMATION, THEY WERE ASKED TO PROVIDE THEIR BREAKDOWN AND WHAT THEY WOULD ANTICIPATE FOR THE NEXT FIVE YEARS, WHAT THEY WOULD USE.

AND, AND WE WORKED ON THE SCENARIO FOR THE 90 10 AND THAT'S WHAT IT CAME OUT TO.

IT LITERALLY MATCHED UP INDEPENDENT, UH, EVALUATION, MY EVALUATION WITH THE USER'S INPUT AND THAT'S WHAT WE CAME UP TO.

HOW OFTEN IS THERE SORT OF AN AUDIT OR REVIEW DONE IF THERE'S DUPLICATION IN OR OR SOMEONE JUST IS HOLDING ONTO A DEVICE THAT THEY'RE LIKE, OH, THIS IS MY DEVICE, BUT MAY NOT ACTUALLY NEED IT ANYMORE.

I DON'T KNOW IF HOTSPOTS ARE STILL A THING, BUT LIKE JUST HOW OFTEN IS THAT DONE? BECAUSE SOME OF THESE NUMBERS ARE SIGNIFICANT AND I IMAGINE THAT THERE COULD BE A COST SAVINGS IF WE LOOKED AT, AT REDUCING WHAT ISN'T NECESSARILY NEEDED.

THAT IS ALSO A RECOMMENDATION THAT IS, UM, I HAVE HAD CONVERSATIONS WITH THE ADMINISTRATION ABOUT THAT.

UM, HITS IS IN A POSITION WHERE WE PROVIDE THE DEVICES BASED ON WHAT THE DEPARTMENT SAYS THAT THEY NEED TO DO THEIR JOB.

I DO THINK THAT YOU'LL SEE, UH, COMING DOWN FROM THE ADMINISTRATION FURTHER RIGOR IN EVALUATING THE NEED FOR SAID DEVICES.
