FINALLY, MY REPORT HAS BEEN QUITE BORING SO FAR.

THE FIRST EXCITING ANNOUNCEMENT IS THAT THE PLANNING DEPARTMENT IS WORKING ON AMENDMENTS TO CHAPTER 40.

ARTICLE 22, SIDEWALKS OF THE CODE OF ORDINANCES.

CHAIR CLARK HAS APPOINTED COMMISSIONER HINES AND COMMISSIONER JONES TO ASSIST US IN THIS EFFORT.

THESE AMENDMENTS SEEK TO ONE, CREATE EFFICIENCIES BY STREAMLINING THE PROCESS FOR THE APPLICANTS AS WELL AS STAFF BY A EXPANDING THE SIDEWALK EXEMPTION CRITERIA TO, UH, B, ELIMINATING THE REQUIREMENT TO FILE A SIDEWALK PLAN FOR EXEMPT PROJECTS.

C ELIMINATING UNNECESSARY REVIEWS IDENTIFIED BY OTHER DEPARTMENTS.

THE SECOND THING WE SEEK TO DO IS TO SIMPLIFY THE ORDINANCE TO ELIMINATE CONFUSION AND REDUNDANCY.

FINALLY, WE ARE LOOKING TO ALLOW THE PLANNING OFFICIAL TO DETERMINE WHICH PROJECTS NEED TO REVIEW BY THE SIDEWALK COMMITTEE.

THESE AMENDMENTS REQUIRE SUBSTANTIAL REWRITE OF THE ORDINANCE.

THE PROCESS WILL INCLUDE GATHERING INPUT FROM STAKEHOLDERS AND ROBUST PUBLIC COMMENTS.

OPPORTUNITIES IN THE PLANNING COMMISSION MEETINGS.

WE ARE SHOOTING TO HAVE THIS DONE BEFORE THE END OF THE YEAR.

MY SECOND EXCITING ANNOUNCEMENT IS THAT THE PLANNING DEPARTMENT IS PARTNERING UP WITH THE PROFESSIONAL SURVEYORS EDUCATIONAL FOUNDATION, THE P-S-E-F-I, TO HOLD AN ANNUAL PLANNING WORKSHOP AND TRAINING.

IT IS SCHEDULED FOR WEDNESDAY, OCTOBER 9TH, 2024 AT THE UNITED WAY PROCEEDS FROM THIS EVENT BENEFIT EDUCATIONAL PROGRAMS AT THE UNIVERSITY OF HOUSTON.

YOU KNOW, YOU HAVE A GROUP OF PEOPLE THAT ARE THERE CONSISTENTLY AND THEN IF SOMEBODY DOES SHOW UP, WE'VE SEEN THAT A CONTRARIAN VIEW SOMETIMES IS NOT RECEIVED OPEN.

AND SO PEOPLE WOULD RATHER STAY HOME THAN GO.

AND SO WHAT WE LIKE TO DO ON OUR PROJECTS IS PUT IN THE GROUNDWORK AND GO DOOR TO DOOR, MEET THE NEIGHBORS, ANSWER AS MANY QUESTIONS AS THEY HAVE AND MAKE SURE THEY GET ENOUGH TIME AND THEY CAN DO IT ON THEIR FRONT PORCH OR WHATEVER.

AND WE'RE MIMICKING THAT ON THIS OTHER SIDE OF THE STREET TO MAKE SURE IT ALL BECOMES A SAFE PEDESTRIAN EXPERIENCE.

UM, WITH REGARD TO HOW BIG THE PROJECT IS, MARQUETTE IS THE ONES THERE, THEY DEVELOPED THE RESIDENTIAL MID-RISE AS WELL AS THE CURRENT PROJECT WE'RE DISCUSSING.

AND SO THE DATA INPUTS WERE INCORRECT AT THAT POINT.

THE PROJECT WAS SMALLER.

UM, IT DOESN'T REFLECT THIS NEW PROJECT AT HAND, WHICH IS THE RETAIL, AND IT WAS DONE ON SEPTEMBER 1ST, 2020.

AND WHILE THE TRAFFIC ENGINEERS TRIED TO ANTICIPATE WHAT, WHAT COVID DID TO THEIR NUMBERS, WHEN THE COUNT IS ZERO, WHEN YOU ADD 15% OR 30% TO THE ACTUAL NUMBERS, IT'S STILL ZERO.

UM, SO WE WOULD DEFINITELY LIKE TO SEE ANOTHER, ANOTHER TRAFFIC STUDY DONE.

AND YET THEY IDENTIFIED SOME ISSUES WITHIN THAT REPORT THAT SHOULD REMAIN A CONCERN.

AND IF ANYTHING, BE MORE OF AN ISSUE, AND IT HAS TO DO WITH THIS INTERSECTION SUPPORTING THE LIGHT RAIL.

THERE'S A QUEUE SPACE FOR TRAFFIC THAT IS EXITING NORTH MAIN AND WORKING ITS WAY TO BOUNDARY THAT, UM, CAN STACK UP, UH, IN, IN A SIGNIFICANT WAY TO DECREASE THE SAFETY FOR NEIGHBORS AND, AND PEOPLE THAT USE THAT INTERSECTION ALL THE TIME.

AND I DO WANNA POINT OUT THAT TRAFFIC IS A PRIMARY CONCERN FOR US AS WELL.

IF OUR RESIDENTS CAN'T GET INTO THE BUILDING OR CAN'T GET OUT OF THE BUILDING, THEY'RE GONNA LEASE ONCE AND THEY'RE GONNA LEAVE US.

SO THEY LITERALLY COULD HAVE PROBABLY BROUGHT THE DRIVEWAY STRAIGHT OUT, WHICH THEN I WOULD AGREE WOULD BE CLOSE TO BEING ON TOP OF THAT, UM, CROSSING.

BUT HERE THEY'VE PUSHED THE DRIVEWAY AWAY FROM THE INTERSECTION AND DO A CURVE TO GET UP INTO THE PROPERTY.

SO IT'S BRINGING THE DRIVEWAY FURTHER FROM THE INTERSECTION.

SO THAT, AND GONE OUT TO THE SITE A COUPLE OF TIMES.

ONE OF THE THINGS IS WHEN THEY'RE BACKING OUT, THEY'RE MOST LIKELY GOING TO BE BACKING OUT AND SENDING THE VEHICLE AWAY FROM GREENBRIAR SO THAT THEY CAN THEN DRIVE UP TO GREENBRIAR, WHICH WOULD THEN NOT BACKING INTO THAT CROSSWALK AREA OR, YOU KNOW, CONCERNS WITH THAT AS MUCH.

THE OTHER THING IS I THINK THAT THERE IS A HAWK SIGNAL FOR THE SCHOOL, UH, ONE OF THOSE FLASHING BEACONS AND IT'S NOT RIGHT AT THIS INTERSECTION.

IT'S AWAY FROM THE INTERSECTION SO THAT TRAFFIC CAN STOP.

UM, I DON'T KNOW THAT WE'RE GONNA SEE AS MUCH, UH, PEDESTRIANS CROSSING ON ADDISON AS YOU WOULD SEE THAN, YOU KNOW, CROSSING GREENBRIAR.

BUT WE WERE MORE, TRAFFIC WAS MORE SUPPORTIVE OF THIS IN THAT THE VOLUME OF TRAFFIC ON GREENBRIAR WOULD MAKE IT DIFFICULT.

PLUS IF YOU DO HAVE PEOPLE WALKING ON GREENBRIAR, THERE'S ALMOST NO, IT'S A VERY DIFFICULT IF YOU WERE BACKING OUT TO GREENBRIAR FOR SITE VISIBILITY FOR BOTH PEDESTRIANS AND VEHICLES.

SO I WOULD SUPPORT THIS IN TERMS OF THE FACT THAT IT'S GOING ONTO THE LOCAL ROAD.

THEY HAVE DONE WHAT THEY CAN TO MOVE THAT DRIVEWAY FURTHER FROM THE INTERSECTION AND THE CROSSINGS.

SO I THINK THEY'VE TRIED TO TAKE A LOT OF THOSE SAFETY ASPECTS INTO CONSIDERATION WHEN DOING THIS.
