I WANT TO APPRISE THE, THE COMMITTEE, UH, THAT THIS AREA IN NORTH OF, UH, SIX 10 AND EAST OF 59 IS SUSCEPTIBLE TO FLOODING.
EVERY TIME WE GET A RAIN, EVEN YESTERDAY, WE ARE WONDERING IF WE ARE NOT HOME OR WE'RE GONNA BE ABLE TO GET BACK INTO OUR COMMUNITIES.
BUT LET ME GET TO THE POINT THAT I LIKE TO GET TO HERE.
I HAVE NOT LOOKED AT THE HYDRO HYDROLOGY STUDY THAT WAS DONE, BUT I AM TELLING YOU THAT THERE ARE SOME PERSONS IN MY COMMITTEE, IN MY COMMUNITY WHO ARE COMPLAINING THAT AS A RESULT OF THE CONSTRUCTION, THAT IT IS IMPACTING THEM FLOODING WISE.
UM, I AM CONCERNED THAT WE, UH, ARE NOT FAMILIAR WITH THE MITIGATION THAT THIS, UH, UH, DEVELOPER HAS IMPLEMENTED TO MITIGATE ANY FLOODING THAT MAY OCCUR.
WE ARE CONCERNED WHEN WE WOULD LIKE TO KNOW ABOUT THAT.
I'M CONCERNED THAT, UH, WHAT PLANS THAT HE HAVE, HE MAY HAVE THE CORRECTIVE PROBLEMS AND WHAT KIND OF, WHAT KIND OF BUILDUP THAT HE DO PRIOR TO, UM, UH, IMPLEMENTING HIS PLANNING OF THESE HOMES THAT WOULD HELP TO ALLEVIATE THE FLOODING IN THIS PARTICULAR AREA.

NORTHWOOD MANOR IS A DEED RESTRICTED COMMUNITY COMPRISED OF NEARLY 2000 SINGLE FAMILY LOTS.
THE DEED RESTRICTIONS FOR SECTION TWO CLEARLY STATE THIS PROVISION SHALL NOT PERMIT THE SUBDIVISION OF ANY LOT SO AS TO HAVE MORE THAN ONE RESIDENCE ON A SINGLE LOT.
THEY ALSO STATE THAT ANY SUBDIVIDED LOT HAVE A WIDTH OF NOT LESS THAN 60 FEET AND NOT LESS THAN 6,600 SQUARE FEET AREA.
ALLOWING THIS VARIANCE WOULD VIOLATE BOTH DEED RESTRICTIONS.
ADDITIONALLY, PER UNI, PER MUNICIPAL CODE SECTION 42 DASH 83, EACH NEIGHBORHOOD ASSOCIATION WITHIN THE DEFINED BOUNDARIES IN WHOSE AREA THE SUBDIVISION PLAT IS LOCATED SHOULD HAVE RECEIVED NOTIFICATION.
THIS PLAT IS WELL WITHIN NORTHWOOD MANOR CIVIC CLUB'S BOUNDARIES, AND WE RECEIVE NO SUCH NOTIFICATION BY MAILED LETTER OR AN ELECTRONIC FORMAT.

HOWEVER, ALLOWING THIS VARIANCE WOULD CAUSE IRREPARABLE HARM TO PUBLIC HEALTH, SAFETY AND WELFARE BY INCREASING THE RISK OF FLOODING DUE TO ALREADY ANTIQUATED DRAINAGE SYSTEMS AND AN ADDED WATER RUNOFF AND OR ACCUMULATION CAUSED BY REMOVING PERMEABLE SURFACES.
NORTHWOOD MANOR HAS A LONG HISTORY OF FLOODING WITH EVEN THE SLIGHTEST RAIN.
WE HAVE PROJECTS CURRENTLY UNDERSTUDY WITH HOUSTON PUBLIC WORKS AND HARRIS COUNTY FLOOD CONTROL DISTRICT TO ADDRESS THESE ONGOING PERVASIVE DRAINAGE ISSUES.
FOR THESE REASONS, I REQUEST YOU VOTE TO DENY, VOTE TO DENY THE VARIANCE AND KEEP OUR NEIGHBORHOOD CONSISTENT PER THE DEED RESTRICTIONS.

THE ORIGINAL APPLICATION AREA WAS FOR 500 TO 600 BLOCKS OF RIDGE AND T SHORING STREETS, NORTH AND SOUTH SIDES BETWEEN REAGAN, NORTH SABINE AND HELEN STREETS.
THE ORIGINAL APPLICATION AREA CONSISTED OF 58 LOTS WITH 51 SINGLE FAMILY RESIDENTIAL PROPERTIES REPRESENTING 88%.
A MINIMUM LOSS SIZE OF 5,293 SQUARE FEET EXIST ON 39 OF THE 58 LOTS.
