UH, THIS MEETING WILL FOLLOW THE NORMAL RULES OF THE PLANNING COMMISSION WITH ONE EXCEPTION.

SO TODAY'S MEETING IS PART OF THE 2024 MAJOR THOROUGHFARE AND FREEWAY AID AMENDMENT REQUEST PROCESS.
THE MTFP IS THE CITY'S ANNUAL PROCESS TO

REVIEW OUR LONG RANGE PLAN AS IT PROVIDES A SYSTEM OF THOROUGHFARES AND COLLECTORS TO SUPPORT OUR OVERALL MOBILITY.THIS YEAR WE HAVE SEVEN PROPOSED AMENDMENTS OF THE SEVEN, SIX ARE IN THE ETJ, ONE IN THE CITY OF HOUSTON.
OF THE SIX THAT ARE IN THE ETJ, ONE IS IN TWO COUNTIES, UH, HARRIS AND MONTGOMERY THREE ARE IN HARRIS COUNTY, ONE IN MONTGOMERY COUNTY, AND ONE IN FORT BEND.
NEXT SLIDE BEFORE YOU IS OUR AGENDA.
SO WE'LL BRIEFLY GO OVER THIS YEAR'S TIMELINE, THEN THE APPLICANTS WILL PRESENT THEIR AMENDMENTS, AND THEN WE'LL TALK ABOUT, WE'LL HAVE PUBLIC COMMENT AND THEN WE'LL TALK ABOUT SOME NEXT STEPS.

ON FRIDAY, MARCH 1ST AT 5:00 PM WAS THE APPLICATION SUBMITTAL DEADLINE.
THE PLANNING COMMISSION WORKSHOP, WHICH IS WHY WE ARE HERE TODAY, IS HELD THURSDAY, MAY 16TH.
THE PUBLIC OPEN HOUSE WILL BE HELD ON THE EVENING OF WEDNESDAY, JUNE 12TH BETWEEN SIX AND 7:00 PM THIS IS A VIRTUAL MEETING.
ONLY THE PUBLIC HEARING WILL BE HELD RIGHT HERE IN THESE CHAMBERS ON JULY 25TH, UM, AT 1:00 PM THIS MEETING WILL BE HELD IN PERSON ONLY ON AUGUST 22ND.
DURING THE APPLICATION UPDATE MEETING, WE WILL PRESENT APPLICATION UPDATES FOR THE PROPOSED AMENDMENTS THAT MAY NEED SOME TWEAKING OR ALTERNATIVE REQUESTS TO THEIR AMENDMENTS.
THE FINAL MEETING IS THE MTFP RECOMMENDATION SLASH ACTION MEETING.
LIKE THE PUBLIC HEARING, THE RECOMMENDATION ACTION MEETING WILL BE HELD IN PERSON ONLY FROM 1:00 PM TO TWO 30.
THE RECOMMENDATION ACTION MEETING WILL BE HELD ON THURSDAY, SEPTEMBER 19TH.
AFTER THE RECOMMENDATION MEETING, THE PLAINTIFF COMMISSION MUST FORWARD THEIR RECOMMENDATIONS TO CITY COUNCIL TO REQUEST COUNCIL ACTION BY SEPTEMBER 30TH.

BOTH ARE LOCATED IN THE PRAIRIELAND VILLAGE AREA OF THE BRIDGELAND DEVELOPMENT.
UM, AND THEY'RE BOTH VERY CLOSE TO EACH OTHER.
AS YOU CAN SEE, UM, THE BRIDGELAND DEVELOPMENT IS LOCATED IN HARRIS COUNTY, HOUSTON, ETJ.
AND THIS PORTION OF THE PROJECT IS LOCATED RIGHT OUTSIDE THE GRAND PARKWAY AND BORDERS, UM, KATY HAWKLEY ROAD TO THE WEST, UH, WEST ROAD TO THE SOUTH, AND, UH, BRIDGELAND CREEK PARKWAY TO THE NORTH.
UM, OKAY, SO THE TWO REQUESTS THAT, UM, WE ARE BRINGING FORWARD TODAY ARE THE REALIGNMENT OF TUCKERTON ROAD AND THE REMOVAL OF UNNAMED COLLECTOR ROAD.
SO AS YOU CAN SEE ON THE SLIDE, THE REALIGNMENT OF TUCKERTON ROAD ISN'T ALL THAT SIGNIFICANT.
UM, THE ACTUALLY WAS SHIFTED TO ITS CURRENT LOCATION IN 2016, UM, AND WE ARE NOW REQUESTING THAT IT IS SHIFTED FURTHER TO THE SOUTH.
IF THE ALIGNMENT WAS TO STAY, AS IT IS CURRENTLY SHOWN ON THE MAJOR THOROUGHFARE AND FREEWAY PLAN, IT LIKELY WOULDN'T BE ABLE TO CONNECT TO KATY HAWKLEY ROAD DUE TO, UM, EXISTING SUBDIVIDED LAND WITH STRUCTURES LOCATED THERE.
AND THAT LAND IS NOT OWNED BY, UM, HOWARD HUGHES.
SO WE ARE REQUESTING THAT IT MOVES DIRECTLY SOUTH.
UM, SO THAT WE CAN TIE INTO KATIE HAWKLEY ROAD WHERE THE BRIDGELAND DEVELOPMENT ACTUALLY TOUCHES KATIE HAWKLEY ROAD.
UM, AND THEN REQUEST OH, AND THEN, AND THEN REALIGNING DIRECTLY OUTSIDE OF THE PROPERTY SO THAT WE CAN COME BACK UP AND MEET THE ALIGNMENT AS IT'S CURRENTLY SHOWN ON THE MAJOR FER AND FREEWAY

PLAN AS FAST AS POSSIBLE WHILE MEETING RADIUS AND TANGENT REQUIREMENTS AND ALL THAT FUN STUFF.UM, SO THE REQUEST IS PURELY JUST SHIFTING IT TO THE SOUTH REALIGNMENT, UM, NOT CHANGING ANY OF THE SPECIFICS REGARDING RIGHT OF WAY OR ANY OF THAT.
THE NEXT REQUEST IS, UM, FOR AN UNNAMED MINOR COLLECTOR ROAD THAT'S LOCATED, UH, DIRECTLY SOUTH OF TUCKERTON ROAD IN THE SAME AREA OF THE DEVELOPMENT.
UM, AS YOU CAN SEE, IT'S THE BLUE CIRCLES ON THE EXHIBIT AND IT TIES INTO TUCKERTON ROAD AND KATY HOCKLEY ROAD.
UM, THIS UNNAMED COLLECTOR WAS ACTUALLY ADDED IN 2016 THROUGH THE AMENDMENT PROCESS BECAUSE AT THE TIME THIS AREA WAS SLATED TO BE RESIDENTIAL DEVELOPMENT AND THE DEVELOPER FELT THAT ADDING A COLLECTOR ROAD THROUGH THIS AREA WAS A NEEDED, UM, ADD TO THE MAJOR SURFER AND FREEWAY PLAN AND WOULD PROVIDE ADEQUATE, UM, CONNECTIVITY FOR THE AREA.
THAT BEING SAID, THAT WAS IN 2016.
A LOT OF THINGS HAVE HAPPENED SINCE THEN.
HURRICANE HARVEY BEING ONE OF THEM, AND DRAINAGE CRITERIA AND DETENTION REQUIREMENTS HAVE DRASTICALLY CHANGED SINCE THEN.
THIS AREA IS NOW BEING SLATED TO BE, UM, PURELY DETENTION AND SPECIFICALLY FOR THE CYPRESS CREEK OVERFLOW AREA.
SO NO RESIDENTIAL DEVELOPMENT WILL BE OCCURRING.
UM, AND THERE ARE CURRENTLY ONE DRAINAGE PLAN THAT'S BEEN, UM, CONTIN, UH, IT'S BEEN APPROVED ON THE CONTINGENT THAT ANOTHER DRAINAGE PLAN THAT'S CURRENTLY UNDER REVIEW IS APPROVED, I BELIEVE IT IS CALLED THE LATHAM.
UM, LANHAM DRAINAGE PLAN IS CURRENTLY UNDER REVIEW BY HARRIS COUNTY, AND IT'S ANTICIPATED THAT THAT WILL BE APPROVED IN THE NEXT FEW WEEKS.
UM, THAT SHOWS THIS WHOLE AREA AS DRAINAGE AND AN OVERFLOW AREA FOR CYPRESS CREEK.
AND, UM, SO THE NEED FOR A COLLECTOR IS NO LONGER IN THIS AREA, SO WE ARE REQUESTING THE REMOVAL OF IT SO THAT WE CAN ADEQUATELY DETAIN AND PREVENT FLOODING IN THE AREA.
SO THIS REQUEST IS TO FULLY REMOVE THE UNN COLLECTOR FROM TUCKERTON TO WHERE IT TIES INTO, UM, KATY HAWKLEY ROAD, THAT IT DOESN'T EXTEND NORTH OR IT ANY FARTHER WEST.
UM, SO WE ARE ASKING TO REMOVE THAT FROM THE MAJOR THOROUGH AIR AND FREEWAY PLAN.
I THINK THAT'S IT ON MINE, YES.

THAT'S POTENTIALLY, UH, IT COULD BE CONNECTED AS, SO WHAT WE ARE PROPOSING IS IF WE GO UP FROM THE NORTH MILLS ROAD AND CONNECT THE SMITH ROAD, WHY, UH, WITH A CURVE, UH, SO THAT ONE WOULD, UH, REDUCE THE AMOUNT OF LAND ACQUISITION TO BE DONE BY THE CITY, UH, OR THE COUNTY.
AND, UH, IT'LL ALSO MAKE IT MORE EFFICIENT, COST EFFECTIVE.
AND, UH, SINCE THERE IS ALREADY EXISTING INFRASTRUCTURE OF, UH, RED BLUFF AND SMITH ROAD AND MILL ROAD, UH, IT'LL BE A MUCH EASIER PROCESS TO ACQUIRE THAT LAND AND, UH, CONNECT IT TO THAT FOUR-WAY INTERSECTION.
AND, UH, THE, THE PARCEL, UH, UH, THE POTENTIAL ISSUE THAT THE CURRENT ALIGNMENT IS, UH, IS SHOWING US THAT IT CANNOT CONNECT BECAUSE OF THE COMMERCIAL DEVELOPMENT AT THAT INTERSECTION OF, UH, FM 1340 AND SODAS ROAD.
SO, UH, WITH THIS, UH, SOLUTION, WE CAN, UH, DO, DO ALL OF IT TOGETHER, MINIMAL LAND ACQUISITION, UH, CONNECT CONNECTION TO THE FOUR-WAY INTERSECTION, AND JUST THE, UH, LAND ACQUISITION THAT WOULD, WOULD NEED TO BE DONE WOULD BE ON THREE LANDS.

WHATEVER THE RIGHT OF WAY, UH, WIDENING THAT NEEDS TO BE DONE.AND OF COURSE, THE OTHER PART OF THE DESIGN CAN BE COORDINATED WITH THE TRAFFIC DEPARTMENT TO, UH, MEET ALL THIS REQUIRED STANDARDS.

SO THE AREA YOU'RE SEEING HERE, UM, IF YOU LOOK AT THE GREATER REGION, BINET STREET IS AN EAST WEST STREET.
UM, IT'S CURRENTLY DESIGNATED AS A THOROUGHFARE.
THERE'S AN EXISTING CENTER POINT DISTRIBUTION FACILITY ON THE WEST SIDE OF HARLEM ROAD.
SO THE MAP ALREADY SHOWS THIS ROAD AS DEAD ENDING AT HARLEM ROAD.
WHAT WE'RE ASKING TO DO IS DOWNGRADE THE LAST MILE AND A HALF-ISH OF BISSONNET FROM A MAJOR THOROUGHFARE TO A MAJOR COLLECTOR BECAUSE OF THE DEAD END.
THIS IS THE END OF REGIONAL CONNECTIVITY.
THAT'S AN APPROPRIATE PLACE TO DO THAT DOWNGRADE.
SO, UM, THE, THE REQUESTED SEGMENT OF BISSONNET THAT WE'RE TALKING ABOUT IS BETWEEN MAJOR THOROUGHFARE, HARLEM ROAD ON THE LEFT, AND THEN 1464 ON THE RIGHT.
A PORTION OF THAT PAVING ALREADY EXISTS.
THE REQUEST DOES ENCOMPASS THE PORTION OF THE EXISTING PAVING.
WE'RE NOT PROPOSING TO CHANGE THE EXISTING PAVING, BUT BECAUSE IT'S GOOD PRACTICE FOR A THOROUGHFARE SEGMENT TO GO FROM THOROUGHFARE TO THOROUGHFARE, AND YOU DON'T WANNA DEAD END TO THOROUGHFARE MID-BLOCK, THE REQUEST GOES ALL THE WAY TO 1464.
SO THE ROAD IN NAME WOULD BE DOWNGRADED, BUT THE EXISTING PAVING WOULD REMAIN.
AND THEN CONTINUING FROM 1464 ON THE EAST THROUGH THE EXISTING, I'M SORRY, THROUGH THE EXISTING PAVING INTO, UM, THE DRAWING YOU'RE SEEING HERE IS THE TRILLIUM MASTER PLAN COMMUNITY IN FORT BEND COUNTY.
SO THERE'S A COUPLE DIFFERENT THINGS HAPPENING ON THE SITE THAT ALSO, UM, ARE THE DRIVER FOR THIS REQUEST.
ONE OF THEM BEING, THERE'S AN EXISTING OVERHEAD POWER CORRIDOR, HLMP, CENTERPOINT EASEMENTS THAT'S SEVERAL HUNDRED FEET WIDE THAT WE HAVE TO WEAVE BISSONNET IN AND OUT OF.
AND THERE'S EXISTING TOWERS AND IT'S VERY RESTRICTIVE ON HOW THE ROAD CAN BE DEVELOPED.
AND THE CURVATURE IS VERY COMPLICATED.
AND SO WORKING WITH CENTERPOINT, ONE OF THE THINGS THEY HAD REQUESTED WAS, YOU KNOW, A DOWNGRADED WIDTH OF THE CROSSING SHARPER CURVES, THINGS THAT A MAJOR THOROUGHFARE DOESN'T ALLOW US TO EASILY DO.
THE OTHER THING THAT HAS COME UP IS TALKING WITH FORT BEND COUNTY ABOUT, YOU KNOW, THIS BEING KIND OF THE END OF THE LINE FOR THIS THOROUGHFARE.
THE COUNTY HAS BEEN ASKING US TO EXPLORE SOME ALTERNATIVE PAVING STANDARDS AND DIFFERENT CROSS SECTIONS FOR THAT ROAD TO DO A BETTER PEDESTRIAN SAFETY, TO SLOW DOWN TRAFFIC, TO DO SOME THINGS THAT WE CAN'T NORMALLY DO ON A THOROUGHFARE, AND IT WOULD BE APPROPRIATE FOR WHAT THEY WANNA DO TO DOWNGRADE THIS.
TO DOWNGRADE THIS TO A MAJOR COLLECTOR.
UM, FORT BEND COUNTY ACTUALLY DID ADOPT THE DOWNGRADE THEMSELVES THROUGH COMMISSIONER'S COURT IN APRIL.
SO THIS, THEY HAVE ALREADY FULLY BOUGHT INTO THIS.
THIS IS PARTIALLY DRIVEN BY THEIR REQUEST AS WELL.
SO WE'RE ASKING FOR Y'ALL TO ADOPT THE SAME CHANGE ON THE HOUSTON MAP TO MATCH WHAT FOR BEND COUNTY HAS ALREADY ADOPTED.
SO IN THE AREA, SOME OF THE EXISTING PAVING OVER ON THE EAST, AND YOU CAN SEE THE BEGINNING OF THE TRILLION DEVELOPMENT HAPPENING KIND OF SOUTHEAST OF HERE.
WE'RE KIND OF SLOWLY MOVING TOWARDS BISSETTE RIGHT NOW.
SO CURRENTLY BISSETTE IS A T FOUR 100 MAJOR THOROUGHFARE.

THE SUBJECT SIDE IS LOCATED NORTHWEST OF DOWNTOWN HOUSTON, JUST ALONG THE GRAND PARKWAY AND WITHIN HOUSTON'S ETJ.
THE SEGMENT IN QUESTION IS 1.5 MILES IN LENGTH BETWEEN MAJOR RAFA MICKI ROAD ON THE EAST AND THE GRAND PARKWAY ON THE WEST.
THE REQUESTED REALIGNMENT WILL PROVIDE THE SAME CONNECTIVITY THROUGH THE TRACK AS PROPOSED BY THE CURRENT MTFP.
HOWEVER, THIS SLIGHT REALIGNMENT SHIFTS THE ROAD SLIGHTLY TO THE SOUTH, BRINGING IN WITHIN THE PREEXISTING UNDERPASS OF THE GRAND PARKWAY.
REALIGNMENT WILL FOLLOW THE ADJACENT PROPERTY LINE UNTIL IT CURVES TO MAKE THE CONNECTION.
NOW LOOKING AT THE SLIDE UP CLOSE, THE TRUE CHALLENGE IS READILY APPARENT THE PROPOSED JERGEN ROAD DEAD ENDS AT THE GRAND PARKWAY INSTEAD OF UTILIZING THE PREEXISTING UNDERPASS.
IN SUMMARY, WE ARE ASKING TO REALIGN JERGEN ROAD TO BETTER ALLOW CONNECTION TO THE PREEXISTING UNDERPASS AND BETTER UTILIZATION OF PROPERTY IN THE SURROUNDING TRACK.
LIKE PREVIOUSLY MENTIONED, THIS IS OUR REQUEST.

UM, FOR EASE OF USE, WE CALL THEM MEYER, BUT IT'S ACTUALLY ONE SEGMENT OF A NORTH SOUTH COLLECTOR, WHICH IS MEYER ROAD, AND THEN AN EAST WEST COLLECTOR STREET, WHICH IS UNNAMED ON THE THOROUGHFARE PLAN.
BUT IT'S AN EXTENSION OR CONNECTION OF A LOCAL STREET THAT EXISTS TO THE EAST.
AND THAT STREET IS CALLED MALLARD CROSSING DRIVE.
SO I'LL BE REFERRING TO THE EAST, WEST STREET AS MALLARD CROSSING DRIVE.
SO, UM, AND THERE'S, BECAUSE THERE'S TWO SEGMENTS, WE'LL TALK ABOUT THEM IN IN TWO PARTS, BUT THEY ARE INTERRELATED.
THIS IS ONE REQUEST THAT AFFECTS TWO STREETS.

AND ESSENTIALLY WHAT WE'RE ASKING TODAY IS FOR THE MAP TO REFLECT WHAT IS BEING BUILT IN THE COMMUNITY TODAY.
SO WE HAVE TWO REALIGNMENT REQUESTS FOR YOU.
SO THE FIRST ONE, MEYER ROAD FROM BATHY OR BATHY ON THE NORTH TO MOUND ROAD ON THE SOUTH IS ABOUT ONE MILE LONG.
IT'S CURRENTLY AN MJ TWO 100 MAJOR COLLECTOR.
IT'S GONNA STAY IN MJ TWO 100 COLLECTOR.
WE'RE JUST ASKING TO REALIGN IT.
AND THEN THE EAST WEST COLLECTOR IS IN EAST, WEST STREET THAT GOES FROM MAJOR THOROUGHFARE.

UM, THIS CAR CAME AROUND THE CURB SO FAST, IT COMPLETELY DAMAGED THIS HOUSE, UM, AND HAD $200,000 WORTH OF DAM 200, YES, $200,000 WORTH OF DAMAGE AND TOOK A YEAR TO FIX.
THAT'S HOW FAST THIS CAR WAS GOING AROUND THIS CORNER.
UM, ONE OF THE OTHER CRASHES, THIS IS ACTUALLY ON THE OTHER SIDE OF MY HOUSE AT 24 0 6 AND 24 0 8, UM, AGAIN, TOOK OUT AN ENTIRE TREE, TOTALED A CAR, ACTUALLY TOTALED TWO CARS, TOOK OUT TWO FENCES.
