IT'S, IT'S A PLEASURE TO BE ABLE TO SPEAK WITH YOU A LITTLE BIT ABOUT A VERY HOT ITEM ACROSS OUR CITY, ONE THAT'S BEEN HOT FOR QUITE SOME TIME. MY NAME'S RANDY MACKEY. UH, I KNOW THAT THE INFORMATION THAT I'LL SHARE WITH YOU IS INFORMATION THAT HAS PREVIOUSLY BEEN SHARED BY THE ADMINISTRATION INFORMATION THAT I'VE SHARED ALSO AT COUNCIL, BUT I'M HAPPY TO COME TO THIS FORUM AND ALSO TO REITERATE THOSE ITEMS, PROVIDE YOU A LITTLE BIT OF AN UPDATE ON WHERE WE STAND, AND THEN OPEN IT UP FOR QUESTIONS THAT THE BODY MAY HAVE AT THAT TIME. NEXT SLIDE, PLEASE. SO ONE OF THE THINGS THAT'S IMPORTANT TO CONSIDER IS THAT TO GET TO WHERE WE'VE GOTTEN TODAY AND HAVING A WATER BILL IMPROVEMENT PLAN, THIS WAS ONE OF THE TOP ITEMS ON MAYOR WHIT MEYER'S AGENDA. UPON TAKING OFFICE, WE SPENT WITH HIS STAFF AND WITH HIM MORE THAN 90 DAYS, HIS FIRST 90 DAYS, IN FACT, TAKING A COMPREHENSIVE LOOK AT EVERYTHING THAT WAS GOING GOING ON WITHIN OUR BILLING SYSTEM, UH, WE LOOKED AT THE ISSUES THROUGH INTERNAL REVIEWS. WE TOOK A LOOK AT IT FROM A DATA PERSPECTIVE. WE BROUGHT IN THIRD PARTY DATA ANALYSIS ORGANIZATIONS TO HELP US REALLY UNDERSTAND THE INFORMATION THAT WE HAD AVAILABLE. WE TOOK IT, THE COMPLAINTS THAT WERE COMING IN. WE TOOK A LOOK AT ORDINANCES, AND THE OBJECTIVE OF ALL OF THIS WAS TO MAKE SURE THAT WE WOULD ADDRESS A COMPREHENSIVE PLAN THAT WAS ABLE TO PRIORITIZE CORRECT BILLS, MAKING SURE THAT THE BILLS ACTUALLY GOING OUT THE DOOR WERE CORRECT ON THE FRONT SIDE, RATHER THAN REACTING TO AN INCORRECT ONE LATER ON TO IMPLEMENT SOME SIGNIFICANT INFRASTRUCTURE AND TECHNOLOGY UPGRADES ACROSS THE CITY AND TO IMPROVE OUR CUSTOMER SERVICE EXPERIENCE. NEXT SLIDE, PLEASE. SO ONE OF THE THINGS THAT'S REALLY IMPORTANT TO BE MINDFUL OF IS HOW WE GOT HERE. THE ROOT PROBLEM THAT WE'VE EXPERIENCED WITH INCORRECT BILLING REALLY IS AN INFRASTRUCTURE ONE, IT'S A TECHNOLOGY ONE. ONE OF THE THINGS THAT WE'VE SEEN THROUGHOUT THE NARRATIVE OVER THE LAST COUPLE OF YEARS IS THERE'S BEEN A COMMON COMPLAINT ABOUT WATER METERS, BUT AS WE'VE LOOKED AT THE ISSUES THAT WE'RE CONFRONTED WITH, IT'S ACTUALLY NOT AN ISSUE WITH THE WATER METER ITSELF. IT'S AN ISSUE WITH THE TRANSMITTER THAT SITS ON TOP OF THE WATER METER THAT PROVIDES THE COUNT OF THE WATER USAGE BACKED CUSTOMER ACCOUNT SERVICES. WE CALL THIS A REMOTE READ DEVICE. AND OVER THE LAST FEW YEARS, THE NUMBER OF FAILED REMOTE READING DEVICES HAS FAR OUTPACED THE DEPARTMENT'S ABILITY TO OBTAIN A MANUAL READ OF A CUSTOMER'S WATER USAGE. IN FACT, IT WAS IMMEDIATELY PRIOR TO COVID THAT THE DEPARTMENT HAD UNDERTAKEN AN INITIATIVE TO REPLACE ALL OF THE REMOTE READ DEVICES THROUGHOUT THE CITY. AND FORTUNATELY, AS CO CAME IN, WE FOUND OUT FROM THE MANUFACTURERS OF THESE REMOTE READ DEVICES THAT THE SAME, UH, SEMICONDUCTORS THAT CREATE THE MICROCHIPS THAT PROCESS THEM ARE THE SAME EXACT ONES THAT YOU FIND IN AUTOMOBILES AND ALL SORTS OF OTHER THINGS LIKE CELL PHONES, FOR WHICH WE HAD A SIGNIFICANT SUPPLY CHAIN SHORTAGE FOR MANY YEARS. AND SO PUBLIC WORKS INITIAL PLAN, WHICH WAS LONG BEFORE MY TENURE HERE WITH THE CITY, WAS PUT ON HIATUS, SO TO SAY, BECAUSE WE SIMPLY COULD NOT OBTAIN ENOUGH OF THE REMOTE READ DEVICES TO MAKE THE INSTALLATIONS NECESSARY. [00:05:02] AT ONE POINT, WE HAD AN EQUILIBRIUM WHERE WE HAD ENOUGH PEOPLE THAT COULD GO AND OBTAIN A MANUAL READ OF A CUSTOMER'S WATER METER TO MAKE SURE THAT WE WOULD BE ABLE TO PUT OUT AN ACCURATE BILL, BUT AT A CERTAIN POINT, AS THE FAILURES OF REMOTE READ DEVICES CASCADED, WE SIMPLY DIDN'T HAVE THAT. AND WE REACHED A POINT WHERE AT THE BEGINNING OF THIS YEAR, AS WE WERE LOOKING AT THIS, WE RECOGNIZED WE HAD MORE THAN 125,000 FAILED DEVICES ACROSS THE CITY. UH, AT BEST, ON OUR ABSOLUTE BEST DAYS, WE'RE ABLE TO READ 40,000 METERS PER MONTH. SO YOU CAN UNDERSTAND AT THAT POINT, WE'RE NOT GOING TO HAVE GREAT DATA GOING OUT, AND IT RESULTED IN A SIGNIFICANT NUMBER OF ESTIMATED BILLS GOING OUT THE DOOR. NEXT SLIDE, PLEASE. SO THIS GRAPHIC HERE GIVES YOU A LITTLE BIT OF AN ILLUSTRATION TO HELP YOU UNDERSTAND WHAT I KIND OF LAID AS THE GROUNDWORK HERE. HERE YOU'LL SEE A DIAGRAM THAT SHOWS THE WATER METER. AND THE ITEM THAT WE'RE REALLY TALKING ABOUT IS NUMBER ONE, RIGHT AT THE VERY TOP OF IT, LITERALLY SITS ON TOP OF THE METER ITSELF. IT'S CONNECTED TO THE REGISTER. AND AS WATER FLOWS TO THE METER, THE METER BEING A MECHANICAL DEVICE, IT SPINS THE REGISTER JUST LIKE YOUR CAR'S ODOMETER WOULD. AND THEN THE WAY WE COLLECT THAT INFORMATION IS THIS REMOTE READ DEVICE THEN TRANSMITS IT IN A VARIETY OF WAYS THROUGHOUT THE CITY, DEPENDING ON THE BROADER INFRASTRUCTURE THERE, BACK TO CUSTOMER ACCOUNT SERVICES. AND UPON RECEIVING THAT INFORMATION, CUSTOMER ACCOUNT SERVICES EACH MONTH IS ABLE TO GENERATE A BILL. WHAT WE FOUND IS THAT WE REACHED A POINT WHERE ALMOST 30% OF ALL OF THE DEVICES ACROSS THE CITY HAD NOW FAILED. NEXT SLIDE PLEASE. SO THE PLAN, WE KNEW WE NEEDED TO MAKE A COURSE CORRECTION. IT'S REALLY DIFFICULT TO, UH, REPAIR YOUR CAR WHILE YOU'RE DRIVING 150 MILES AN HOUR DOWN THE FREEWAY. AND LITERALLY, I THINK MOST PEOPLE ACROSS HOUSTON WOULD UNDERSTAND THAT TO BE A PRETTY ACCURATE ANALOGY TO WHAT WE'VE BEEN EXPERIENCING FOR SO LONG. WE'VE MADE MANY INCREMENTAL CHANGES ALONG THE WAY TO PERHAPS ADDRESS THINGS RETRO, UH, ON THE BACKSIDE OF AN INCORRECT BILL. BUT WE NEEDED TO MAKE SURE THAT WE HAD AN OPPORTUNITY TO RESET THE ENTIRE EQUATION SO THAT WE COULD MAKE THE CHANGES ON THE FRONT SIDE AS WELL. SO THE PLAN REALLY CONSISTS OF THREE PHASE OR THREE STEPS OR PHASES. THE FIRST WAS THAT WE WOULD APPLY A SET USAGE, WHICH IS DETERMINED BASED ON CUSTOMER'S HISTORICAL VALID DATA ON THEIR USAGE. FOR A PERIOD OF TIME, THIS WOULD APPLY TO ALL SINGLE FAMILY RESIDENTIAL CUSTOMERS ACROSS THE CITY. WE WOULD THEN ACCELERATE THE UPGRADING OF THE REMOTE READING DEVICES ACROSS THE BOARD WITH THE GOAL OF REPLACING ALL 125,000 FAILED DEVICES BY THE END OF THIS CALENDAR YEAR. AND TO DO THAT, WE NEEDED TO PARTNER WITH THE MANUFACTURERS TO ENSURE THAT WE ACTUALLY HAD A FIRM COMMITMENT TO RECEIVE THE AMOUNT OF DEVICES POSSIBLE NOW THAT THE SUPPLY CHAIN HAS STARTED TO NORMALIZE. AND FINALLY, WE ALSO RECOGNIZED THAT THERE NEEDED TO BE SIGNIFICANT ENHANCEMENTS TO OUR CUSTOMER SERVICE PROCESSES. NEXT SLIDE. SO THE WATER BILL IMPROVEMENT ROADMAP, WHICH, UH, WE'VE PUBLISHED ON, UH, IMPROVE WATER BILLS.ORG. I'LL TALK ABOUT THAT A LITTLE BIT LATER ON, BUT CAN ALSO BE SEEN IN VARIOUS CITY LITERATURE, KIND OF CONSISTS OF THESE FIVE STEPS, UH, SIX STEPS ALONG THE WAY, CUSTOMERS WOULD RECEIVE A NOTIFICATION OF THEIR SET USAGE. SO A CALCULATION WAS DONE, AS YOU RECALL, I MENTIONED WE BROUGHT IN DATA SCIENTISTS TO HELP US PARSE ALL OF THE DATA TO ENSURE THAT WE HAD GOOD, VALID INFORMATION. AND THEN WE WOULD BE ABLE TO TAKE A CUSTOMER'S AVERAGE OVER A PERIOD OF TIME, EXCLUDING EXTREME EVENTS LIKE DROUGHT, LIKE FREEZE, AND MAKE SURE THAT WE WOULD PROVIDE A FAIRLY ACCURATE REPRESENTATION OF WHAT THEIR, THEIR TRADITIONAL WATER USAGE WOULD BE IN A GIVEN MONTH. AND THEN WE NOTIFIED THEM OF WHAT THAT USAGE WOULD BE SO THAT THEY COULD UNDERSTAND MOVING FORWARD DURING THIS PHASE, THIS IS THE EXPECTATION OF WHAT YOUR WATER BILL IS. THAT SET USAGE BEGAN ON APRIL 1ST, AND NOTIFICATIONS STARTED GOING OUT TO CUSTOMERS SO THAT BY THE TIME THEY RECEIVED THEIR MAY BILL, WHICH WOULD REFLECT APRIL USAGE, IT WOULD BE ON THAT SET USAGE TIME PERIOD. ALL DURING THIS TIME, WE'RE ALSO ALREADY INSTALLING THE REMOTE READ DEVICES ACROSS THE CITY. REMEMBER, WE HAD MORE THAN 125,000 TO REPLACE. I'M HAPPY TO SAY THAT. NOW HERE WE ARE FROM APRIL 1ST TO MAY 13TH. WE'VE ALREADY REPLACED 19,700 OF THEM. SO WE'RE PACING FAR AHEAD OF WHAT WE HAD SET OUT ON OUR SCHEDULE, BUT DIRECTLY IN LINE WITH OUR EXPECTATIONS TO MAKE SURE THAT WE COULD DO THIS BY THE END OF THE YEAR. A BIG IMPORTANT THING TO NOTE IS THAT IT'S IMPORTANT THAT WE PACE AHEAD OF SCHEDULE BECAUSE WE KNOW THAT EVENTS LIKE THE RAIN TODAY, LIKE POTENTIAL [00:10:01] BAD WEATHER THAT'S GOING TO COME OVER THE SUMMER, WE EXPECT IT TO BE A VERY WET SUMMER, COULD SLOW DOWN SOME OF THAT PROCESS. AND SO AS LONG AS WE CAN STAY AHEAD WHERE WE CAN STAY AHEAD, IT ALSO ALLOWS US TO MAKE SURE THAT WE CAN CATCH UP WHEN WE'LL NEED TO CATCH UP. BUT WE'RE VERY CONFIDENT AT THIS POINT BASED ON WHAT WE'VE BEEN ABLE TO DO SO FAR, AND BASED ON OUR MANUFACTURER'S PARTNERSHIP IN GETTING US THE DEVICES THEMSELVES, THAT WE WILL BE ABLE TO COMPLETE LIST THAT BY THE END OF THE YEAR. SO CUSTOMERS RECEIVE A SET USAGE NOTIFICATION, WE'RE INSTALLING REMOTE READ DEVICES, AND AT THE POINT WHERE A DEVICE IS INSTALLED, OR AT THE POINT WHERE A CUSTOMER ALREADY HAS A FUNCTIONING REMOTE READ DEVICE, WE GO INTO WHAT WE CALL AS A DATA VALIDATION PERIOD WHERE WE MAKE SURE WE'RE RECEIVING A GOOD READ FROM THE CUSTOMER. AND ONCE WE VALID, UH, VALIDATE THAT THE READ IS GOOD, WE THEN GIVE CUSTOMERS A 60 DAY NOTICE THAT THIS IS WHAT WE SEE. FOR SOME CUSTOMERS, IT MAY ACTUALLY DIFFER FROM THE SET USAGE WHICH THEY HAD EXPERIENCED, WHICH IS WHY IT'S IMPORTANT THAT WE GIVE THEM THAT LEAD TIME 60 DAYS LEADING UP TO IT. SO THEY CAN UNDERSTAND, UH, ONCE THEY UNDERSTAND, THEY MAY RECOGNIZE PERHAPS THEY WANNA MAKE SOME ADJUSTMENTS IN WHAT THEY, WHAT THEIR LIFESTYLE IS. THEY MAY BE USING MORE WATER THAN THEY THOUGHT, UM, AND IN SOME INSTANCES THEY MAY BE USING LESS WATER THAN WHAT WE HAD SET. AND I'LL TALK ABOUT THAT IN A MOMENT AS WELL. BUT FOLLOWING THAT 60 DAY NOTICE PERIOD, THEY'LL THEN RETURN TO BILLING BASED ON THEIR ACTUAL USAGE. SO ALL IN ALL, WHAT WE'VE WANTED TO DO IS WE'VE WANTED TO MAKE SURE WE SET UP A PLAN WHERE WE COULD OVER COMMUNICATE TO CUSTOMERS TO HELP THEM MANAGE EXPECTATIONS MOVING FORWARD, AND ALSO GIVE US THE NECESSARY RUNWAY TO MAKE CORRECTIONS IF THERE IS A PROBLEM IN THAT PROCESS. WE HAVE ALMOST 500,000 CUSTOMERS ACROSS THE CITY OF HOUSTON. SO IT'S INEVITABLE THAT THERE WILL BE SOME MISTAKE MADE AT SOME POINT. THE POINT THAT WE ARE TRYING TO ACCOMPLISH THOUGH, IS TO MINIMIZE THAT TO THE SMALLEST DEGREE POSSIBLE. IT WOULD BE MY HOPE THAT WE HAVE NO MORE THAN ONE MISTAKE, FOR INSTANCE, A MONTH. AND THEN THAT MISTAKE WAS SOMETHING THAT WASN'T MADE BY A HUMAN, BUT SOMETHING THAT COULD BE EASILY, UH, CORRECTED. REGARDLESS OF ALL OF THAT, WE'RE TRYING TO MAKE SURE THAT WE OVER COMMUNICATE SO THAT WE CAN SET THOSE EXPECTATIONS FOR PEOPLE. NEXT SLIDE, PLEASE. AND SO, AS I MENTIONED, THIS IS HOW IT KIND OF WORKS. ACCOUNTS THAT WERE OLDER THAN ONE YEAR, THEIR SET USAGE IS CALCULATED BASED ON THEIR AVERAGE USAGE. NOW, THE QUESTION SOMETIMES COMES UP WITH, YOU DIDN'T HAVE A LONG ENOUGH PERIOD OF TIME TO DETERMINE AN AVERAGE USAGE. WE TYPICALLY LOOKED AT THOSE AS ACCOUNTS THAT WERE LESS THAN A YEAR OLD. WE ASSIGNED THEM AUTOMATICALLY AN AVERAGE OF 3000 GALLONS PER MONTH. THAT'S ACTUALLY LOWER THAN THE NATIONAL AVERAGE, BUT WE THINK IS IN LINE WITH HOUSTON'S TYPICAL AVERAGE. REGARDLESS OF THAT, IF A CUSTOMER AT ANY POINT FELT LIKE THAT WAS INACCURATE, WE HAVE INVITED THEM AND WE'VE DONE THIS BY THE MAILINGS THAT HAVE ALREADY GONE OUT TO CONTACT US, AND WE WOULD MAKE THAT ADJUSTMENT WITHOUT ANY QUESTIONS ASKED TO THE PROCESS. THE IMPORTANT ASPECT OF ALL OF THIS FOR US IS TO PROVIDE EXCEPTIONAL CUSTOMER SERVICE AND TO GIVE PEOPLE PEACE OF MIND MOVING FORWARD THAT THE BILL THEY RECEIVE REFLECTS THE USAGE THAT THEY HAVE AND THAT THEY'RE BILL BEING BILLED FAIRLY, THAT THEY'RE BEING HEARD BY OUR REPRESENTATIVES AND THAT THEIR ISSUES ARE RESOLVED. NEXT SLIDE, PLEASE. THAT TRANSITION WILL GO ON, AS I MENTIONED, OVER A 60 DAY PERIOD. AND THEN THEY'LL RECEIVE ULTIMATELY THEIR, UM, ACTUAL USAGE. AND DURING THIS TIME, WHILE THEY'RE RECEIVING THE FIXED USAGE ON THIS PLAN, THEY'LL ACTUALLY RECEIVE, IT MIGHT SEEM VERY SMALL AND TRIVIAL TO SOME, BUT THEY'LL RECEIVE THEIR BILL. AS IT STANDS TODAY, WE ARE ALMOST 2000 DEVICES AHEAD OF SCHEDULE, AND THAT TAKES INTO ACCOUNT THE INCLEMENT WEATHER THAT WE'VE HAD OVER THE LAST WEEK. SO THAT'S ENTIRELY BY DESIGN. IT'S HELPED US TO MAKE SURE THAT WE COULD STAY AHEAD AND IT GIVES US A LOT OF CONFIDENCE THAT WE'LL BE ABLE TO MEET THE DEMAND MOVING FORWARD. AND BY THIS SCHEDULE, WE ACTUALLY NOT ONLY COMPLETED THE END OF THE YEAR, WE'LL COMPLETE IT WELL IN ADVANCE AT THE END OF THE YEAR. WE'RE HOPING TO DO THAT AROUND THANKSGIVING. NEXT SLIDE. THIS DASHBOARD IS AN INTERACTIVE ONE. IT'S ABLE TO BE, UM, FILTERED BY COUNCIL DISTRICTS. IT'S ABLE TO, UH, ALLOW PEOPLE TO SEE THE PROGRESS OF WHAT WE HAVE LEFT TO GO. UM, THIS [00:15:01] SLIDE, IN FACT ACTUALLY IS PRETTY ACCURATE AS TO TODAY WE'RE DOWN TO 88,000 OR SO SINGLE FAMILY RESIDENTIAL REMOTE READ DEVICES LEFT TO INSTALL. SO TREMENDOUS PROGRESS TO BE MADE. ALSO ON IMPROVED WATER BILLS.ORG. AS PART OF THIS DASHBOARD, A CUSTOMER HAS THE ABILITY TO PUT IN THEIR ADDRESS AND FIND OUT WHAT THEIR INDIVIDUAL STATUS IS OF THEIR REMOTE READ DEVICE, WHILE 125,000 OF THEM ACROSS THE CITY HAD FAILED. THAT ALSO MEANS THAT WE HAD A, A LARGE NUMBER OF THEM THAT WERE WORKING. THE REALITY IS WE EXPECT OUR CUSTOMER SERVICE AGENTS TO BE ABLE TO FOLLOW THE ESTABLISHED PROCESSES NECESSARY TO FOLLOW ORDINANCE IN THE WAY THAT WE CAN. AND THE CITY IS GOING TO PROVIDE TO US AS THE ALLIANCE, THE LIST OF SUPER NEIGHBORHOOD COUNCILS THAT HAVE MET THOSE GUIDELINES AND CERTIFY THAT LIST TO US. SO IT IS NOT THE ALLIANCE DECIDING WHETHER THE SUPER NEIGHBORHOOD COUNCIL IS ACTIVE OR NOT. IT IS THE CITY TELLING US THAT THESE ARE THE LIST OF ACTIVE SUPER NEIGHBORHOODS. AND SO FOR THESE TIME SENSITIVE MATTERS, WE'VE ADDED THIS LANGUAGE THAT'S ALREADY, UM, PART OF THE ARTICLE FIVE RELATED TO POL PUBLIC POLICY STANCES THAT IN A TIME SENSITIVE MATTER, UM, THE MAJORITY OF THE OFFICERS COULD MAKE A DECISION ABOUT THE ALLIANCE'S POSITION AND THEN THE CHAIR WOULD NOTIFY THE ALLIANCE MEMBERS OF THAT OFFICIAL POSITION TAKEN BEFORE THE NEXT MEETING.
