UH, WE WILL HEAR FROM PLANNING AND GRANTS MANAGEMENT, UH, AN APPROVED ORDINANCE APPROVAL AUTHORIZING THE SUBMISSION OF THE 2024 ANNUAL ACTION PLAN, WHERE WE'LL GO INTO GREAT DETAIL ABOUT THAT ITEM.
WE'LL ALSO HEAR A SERIES OF ORDINANCE RELATED TO HOPWA FUNDS AND ADDITION OF SOME TURS REINVESTMENT ZONES.

UH, AS, UH, DEPUTY DIRECTOR SELLERS INDICATED I AM PRESENTING ITEM TWO SUBMISSION OF THE 2024 ANNUAL ACTION PLAN.
HCD WILL BE SEEKING AN ORDINANCE AUTHORIZING SUBMISSION OF THE 2024 ACTION PLAN TO HUD FOR AN ESTIMATED $53 MILLION IN ENTITLEMENT GRANT FUNDING.
THIS, UH, FUNDING WILL, UH, PERIOD WILL BE FROM JULY 1ST THROUGH JUNE 30TH, 2025, AND IT WILL ALLOW EXECUTION AS WELL OF THE ASSOCIATED GRANT AGREEMENT AND OTHER REQUIRED DOCUMENTS.
UM, OUR ENTITLEMENT GRANTS ARE INCLUDED IN THE ANNUAL ACTION PLAN, WHICH SERVES AS A MECHANISM TO APPLY FOR THIS FUNDING, THE COMMUNITY DEVELOPMENT BLOCK GRANT, OR CDBG, WHICH FUNDS HOME REPAIR, HOME OWNERSHIP, PUBLIC SERVICES AND PUBLIC FACILITIES PROJECTS, THE HOME INVESTMENT PARTNERSHIPS GRANT OR HOME, WHICH FUNDS AFFORDABLE HOUSING FOR RENTERS AND HOMEOWNERS HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS OR HOPWA, WHICH FUNDS HOUSING AND SOCIAL SERVICES FOR PEOPLE WITH HIV AIDS AND THEIR FAMILIES.
AND THE EMERGENCY SOLUTIONS GRANTS, ESG, WHICH FUNDS SHELTER IN SUPPORTIVE SERVICES FOR PEOPLE EXPERIENCING HOMELESSNESS OR ARE OR, OR WHO ARE AT RISK OF HOMELESSNESS.
AND THE FOLLOWING SLIDES, WE WILL PRESENT THE ESTIMATED BUDGETS FOR EACH OF THESE GRANTS FOR THE UPCOMING PROGRAM.
YEAR IN TOTAL, WE HAVE, UH, LITTLE OVER, WE HAVE ESTIMATED A LITTLE OVER $53 MILLION.
THAT INCLUDES, UH, JUST OVER A MILLION DOLLARS IN PROGRAM INCOME.
SO OUR TOTAL AMOUNT FOR CDBG WILL BE 25.7 MILLION, HOME, 11.9 MILLION HOPWA, 13.2 MILLION,

AND ESG 2.1 MILLION.IT SHOULD BE NOTED THAT HUD HAS YET TO POST THE 2024, UH, GRANT ALLOCATION AMOUNTS.
WE HAVE ESTIMATED THE AMOUNTS HERE, UH, AND ON THE FORTHCOMING SLIDES BASED ON THE PROGRAM YEAR 2023 AWARD AMOUNTS.
ONCE HUD ANNOUNCES THE GRANT AWARD AMOUNTS, WE WILL UPDATE THE BUDGETS AND THE FOLLOWING SLIDES ACCORDING TO THE PERCENTAGES SHOWN FOR EACH BUDGET LINE ITEM.
SO FOR CDBG, WE HAVE APPROXIMATELY 25.7 MILLION.
ESTIMATED THAT INCLUDES 6.2 MILLION IN HOME REPAIR, 5.1 MILLION IN ADMINISTRATION, 5 MILLION IN PUBLIC FACILITIES AND IMPROVEMENTS, 4.3 MILLION IN PUBLIC SERVICES, 2.7 MILLION IN CODE ENFORCEMENT, 2.1 MILLION IN HOME OWNERSHIP ASSISTANCE, AND 218,000 IN LEAD BASED PAINT REMEDIATION ACTIVITIES.
WE HAVE BUDGETED APPROXIMATELY 11.9 MILLION.
THAT INCLUDES MULTI-FAMILY HOME REHABILITATION AND DEVELOPMENT AT 6.6 MILLION.
SINGLE FAMILY HOUSING DEVELOPMENT AT 4.1 MILLION, AND ADMINISTRATION AT 1.4, 1.1 MILLION.
FOR HOPWA, WE'VE BUDGETED AN ESTIMATED 13.2 MILLION.
THIS INCLUDES PROJECT OR TENANT-BASED RENTAL ASSISTANCE AT 4.5 MILLION.
SHORT-TERM RENTAL MORTGAGE AND UTILITY SUBSIDIES AT 2.8 MILLION.
SUPPORTIVE SERVICES AT 2.8 MILLION.
OPERATING COSTS AT JUST OVER 2 MILLION SPONSOR ADMIN AT JUST OVER FIVE MIL, 500,000 GRANTEE ADMINISTRATION AT JUST UNDER 400,000 AND RESOURCE IDENTIFICATION AT 66,000.
FOR ESG, WE'VE BUDGETED 2.1 MILLION.
THIS INCLUDES EMERGENCY SHELTER AT JUST OVER A MILLION DOLLARS, A LITTLE OVER 500,000 FOR RAPID REHOUSING, A LITTLE OVER 350,000 FOR HOMELESS PREVENTION AND ADMINISTRATION AT JUST UNDER 160,000.
AND OF COURSE, ANOTHER 85,000 FOR THE HOMELESS MANAGEMENT INFORMATION SYSTEM.
WE'LL LET YOU KNOW THAT WE HAD, UH, OUR PUBLIC HEARINGS AND, UH, COMMUNITY MEETINGS.
WE HAD OVER 244 PEOPLE ATTEND THOSE EVENTS.
UM, WE DISCUSSED THE ACTION PLAN GOALS AND STRATEGIES FOR THE $53 MILLION HERE THAT WE'RE DISCUSSING ON MARCH 28TH.
IT WAS AN IN-PERSON MEETING AT THE MAGNOLIA MULTI-SERVICE CENTER, AND PARTICIPANTS WERE ABLE TO ENGAGE WITH A VARIETY OF HCD STAFF TO LEARN MORE ABOUT OUR PROGRAMS. AND ON APRIL 3RD, WE ALSO HOSTED A VIRTUAL MEETING THROUGH MICROSOFT TEAMS. AND DURING EACH OF THESE MEETINGS, PARTICIPANTS HAD THE OPPORTUNITY TO JOIN IN GROUP DISCUSSIONS REGARDING PRIORITIES AND GOALS.
AND WE HAD SPANISH INTERPRETERS AVAILABLE AND CART SERVICES WERE ALSO PRESENT.
AND THE PUBLIC COMMENT PERIOD FOR THE 2024 ANNUAL ACTION PLAN WAS FROM MARCH 12TH THROUGH APRIL 11TH.
AND THE COMMENTS RECEIVED WILL BE SUMMARIZED AND INCORPORATED INTO THE FINAL ACTION PLAN THAT IS SUBMITTED TO HUD.

SO, ONE, UM, WITH THE CDBG FUNDS, UM, WE'RE CELEBRATING 50 YEARS OF THAT THIS YEAR.
AND SO, UM, THERE WAS A PRESENTATION WITH THE GIS MAP.
I DO THINK IT MAY BE ADVANTAGEOUS TO SHARE THAT WITH COUNCIL OFFICES.
AGAIN, WE DID A PRESENTATION FOUR MONTHS OR SO WHERE YOU CAN LITERALLY LOOK AT A DASHBOARD AND SEE WHERE THOSE DOLLARS ARE BY DISTRICT, UM, BY PROJECT.
UM, SO YOU CAN GET, UM, A VISUAL, UH, INVESTMENT OF WHAT'S HAPPENING OVER PROBABLY THE LAST 10 YEARS OR SO.
UM, AS IT RELATES TO CODE ENFORCEMENT, I ALSO THINK IT MAY BE HELPFUL BECAUSE WE ALWAYS GET INTO CONVERSATIONS AROUND CODE ENFORCEMENT.
WE DID CHANGE SOME OF THOSE NEIGHBORHOODS, UM, A COUPLE OF MONTHS AGO WHEN WE WERE SUBMITTING THE APPLICATION TO KEEP THOSE ZIP CODES IN FRONT OF THE DISTRICT MEMBERS, UH, WHERE THEY'RE RELATED TO SO THEY CAN UNDERSTAND THE DIFFERENCE BETWEEN DEPARTMENT OF NEIGHBORHOODS AND THEN THIS ALLOCATION, AND THEN HOW THEY'RE RESTRICTED TO, TO THOSE INCOME

LET'S SEE ALL THESE NEW FACES ALL, SO I WILL BE PRESENTING THE PUBLIC SERVICE ITEMS, AND I WOULD LIKE TO START WITH ITEM THREE A AND I WOULD LIKE IT TO BE NOTED, I'M NOT SURE IF IT'S ON THE AGENDA, 'CAUSE I DID TAKE FROM THE AGENDA THERE IS A, UM, A DIFFERENCE IN, OH, NO, THEY FIXED IT.
SO ITEM THREE A, THE DEPARTMENT IS PRESENTING AN ORDINANCE AUTHORIZE A FIRST AMENDMENT TO SUB-RECIPIENT AGREEMENT WITH BREAD OF LIFE TO PROVIDE UP TO $2,060,000 IN HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS OR COMMONLY REFERRED TO AS HOPWA FUNDING.
THIS PROGRAM WILL SERVE A MINIMUM OF 147 LOW INCOME HOUSEHOLDS LIVING WITH OR AFFECTED BY HIV OR AIDS.
THIS FUNDING WILL PROVIDE 112 FAMILIES WITH TENANT BASED RENTAL ASSISTANCE, 20 FAMILIES WITH SHORT TERM RENT, MORTGAGE UTILITY ASSISTANCE, 15 FAMILIES WITH PERMANENT HOUSING PLACEMENT SERVICES, WHICH TYPICALLY CONSIST OF DEPOSITS AND FIRST MONTH'S RENT AND SUPPORTIVE SERVICES TO ALL 147 HOUSEHOLDS.
THE SUPPORT SERVICES INCLUDED, UM, RANGE AND VARIETY FROM HOUSING CASE MANAGEMENT, BEHAVIORAL HEALTH, HEALTHCARE SERVICES AND SERVICES THAT PROMOTE HOUSING STABILITY AND IMPROVE ACCESS TO CARE.
THE TERM OF THIS AGREEMENT WILL RUN FROM JUNE 1ST, 2023 THROUGH MAY 31ST, 2025.
THERE WERE NO FINDINGS REPORTED BY COMPLIANCE AND MONITORING DURING THE 2023 MONITORING PERIOD.
BRETA LIFE HAS RECEIVED VARIOUS FUNDING FROM THE CITY OF HOUSTON SINCE 1999.
TODAY WE HAVE YVONNE BENMAR, THE PROGRAM ASSISTANT DIRECTOR, AND DR.
MONIQUE WILLIAMS, THE CHIEF ADVANCEMENT OFFICER HERE IN THE AUDIENCE.
THE DEPARTMENT IS PRESENTING A NEW SUB-RECIPIENT AGREEMENT WITH A COALITION FOR THE HOMELESS OF HOUSTON HARRIS COUNTY TO PROVIDE FUNDING UP TO $151,318.
THIS AMOUNT IS COMPRISED OF TWO FUNDING STREAMS. THE FIRST AMOUNT IS $85,313, AN EMERGENCY SOLUTIONS GRANT OR ESG FUNDS.
AND THE SECOND IS IN THE AMOUNT OF $66,005.
AND THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS HOPWA FUNDS FOR THE OPERATION AND MAINTENANCE OF THE HOMELESS MANAGEMENT INFORMATION SYSTEM, OR HMIS.
WE LOVE OUR ACRONYMS. THE HMIS SYSTEM ENABLES THE COMMUNITY TO TRACK HOUSEHOLDS RECEIVING ASSISTANCE THROUGH A VARIETY OF FUNDING STREAMS. THE SOFTWARE DESIGN ENABLES THE HOMELESS SYSTEM TO RECORD AND STORE INDIVIDUAL CLIENT DATA, TYPES OF SERVICES UTILIZED OUTCOMES, REDUCE DUPLICATION AND PRODUCE REPORTS UTILIZED BY THE HOMELESS SYSTEM, AS WELL AS THE HOPPO PROGRAM AND OTHER FEDERAL PROGRAMS. THE COALITION HAS RECEIVED FUNDING SINCE 2012.
THIS AGREEMENT WILL PROVIDE FUNDING BEGINNING JUNE 1ST, 2024, AND GO THROUGH MAY 31ST, 2025.
THERE ARE NO FINDINGS ON THE MOST RECENT ANNUAL COMPLIANCE AND MONITORING REPORT, AND TODAY WE HAVE KELLY YOUNG, THE CHIEF EXECUTIVE OFFICER HERE IN ATTENDANCE.
THE DEPARTMENT IS PRESENTING A NEW SUB-RECIPIENT AGREEMENT WITH THE HARRIS CENTER FOR MENTAL HEALTH AND IDD OR JUST THE HARRIS CENTER, PROVIDING UP TO $750,000.
THIS AMOUNT IS COMPRISED OF TWO FUNDING STREAMS, THE FIRST IN THE AMOUNT OF $250,000 IN TAX INCREMENT REINVESTMENT ZONE FUNDS.
AND THE SECOND IS IN THE AMOUNT OF $500,000 IN THE AMERICAN RESCUE PLAN ACT FUNDS FOR THE ADMINISTRATION OPERATION

OF A HOMELESS HOUSING PROGRAM.THIS FINANCING WILL SERVE A MINIMUM OF 120 INDIVIDUALS CURRENTLY RECEIVING SERVICES AND RESIDENTIAL HOUSING AT THE RE PROPERTIES ON MAIN STREET AND ALABAMA.
THE SERVICES ARE TARGETED TO INDIVIDUALS THAT ARE RECOVERING FROM SUBSTANCE ABUSE AND WHO ARE HOMELESS OR AT RISK OF HOMELESSNESS.
THIS AGREEMENT WILL BEGIN UPON COUNSEL APPROVAL, WHICH WILL BE PRESENTED ON APRIL 24TH, 2024 THROUGH OCTOBER 31ST, 2024.
THE HARRIS CENTER WAS SELECTED AS A SUB-RECIPIENT THROUGH AN EMERGENCY GRANT FUNDING PROCESS DUE TO THE URGENCY OF NEED.
THE HARRIS CENTER'S ORGANIZATIONAL CAPACITY AND EXPERIENCE WITH THE POPULATION CURRENTLY BEING SERVED AND HOUSED BY RECENT, THE HARRIS CENTER HAS RECEIVED FUNDING FOR VARIOUS PROJECTS FROM THE CITY OF HOUSTON SINCE 2008, AND THERE WERE NO FINDINGS IN THE LAST COMPLIANCE MONITORING REVIEW WE DID FOR THEM.
TODAY WE HAVE EVELYN LOCKLIN, THE DIRECTOR OF EMERGENCY SERVICES AND RESIDENTIAL PROGRAMS HERE WITH US IN THE AUDIENCE.

OUR NEXT PROGRAM IS ECONOMIC DEVELOPMENT.
UM, AND YOU CAN SEE ECONOMIC DEVELOPMENT PROGRAM WAS INTENDED TO SUPPORT SMALL BUSINESSES ON IN OUR COMMUNITY THROUGH THE USE OF SMALL BUSINESS GRANTS.
THIS PROGRAM IS CURRENTLY IN THE CLOSEOUT PHASE, AND YOU CAN SEE HERE JUST SOME METRICS.
UM, SO THIS PROGRAM HAS SERVICED 172 SMALL BUSINESSES, CREATED 184 JOBS, AND WE HAVE UTILIZED JUST ABOUT ALL OF THE FUNDING, WHICH IS ABOUT 19.4 MILLION OF FUNDING DESIGNATED JUST FOR ECONOMIC DEVELOPMENT.
UM, I THINK IT MAY BE HELPFUL BE, SINCE THIS PROGRAM IS WRAPPING UP, IF YOU CAN PULL THE BACK UP WHEN WE FIRST ISSUED THIS ITEM, 'CAUSE I BELIEVE WE DEFINED IT AS MICRO BUSINESSES WHERE THERE WERE THREE TO FOUR EMPLOYEES.
SO VERY, VERY SMALL MICRO MOM AND POP THAT WOULD NOT QUALIFY FOR, YOU KNOW, LARGE SCALE UP, UM, UH, UH, GRANTS.
AND I WANNA SAY THAT WE MIRRORED OUR COVID RESPONSE IN TERMS OF SMALL BUSINESS BASED ON, UH, WHEN WE DID THE $15 MILLION, UM, UH, GRANTS.
UM, SO I THINK IF YOU CAN PULL THAT INFORMATION, THE GUIDELINES FOR THIS PROGRAM.

WE WORKED WITH PUBLIC WORKS, UH, FOR STORM WATER STUDIES FOR FIVE DIFFERENT AREAS.
WE'VE WORKED WITH PERMITTING AS SHOWN HERE ON BUILDING AND DEVELOPMENT CODES, THE RESILIENCY OFFICE ON THEIR LILY PADS INITIATIVE, AND THE OFFICE OF EMERGENCY MANAGEMENT ON THE CITY'S HAZARD HAZARD MITIGATION PLAN.
SO WE MAXIMIZED AS MUCH AS POSSIBLE THIS FUNDING TO ASSIST OTHER AREAS OF THE CITY, UM, WITH WHAT WE NEED, UH, MOVING FORWARD.
OUR NEXT PROGRAM THAT WE WANNA HIGHLIGHT IS OUR SINGLE FAMILY DEVELOPMENT PROGRAM.

EVERYONE KNOWS THAT AS DOWN PAYMENT ASSISTANCE, UH, AND WE WERE ABLE TO MAKE CONSIDERABLE PROGRESS ON THIS PROGRAM VERY EARLY ON.
AND THEN INTEREST RATES STARTED CREEPING UP AND THE MARKET STARTED CHANGING, MAKING IT VERY DIFFICULT FOR US TO FIND ELIGIBLE HOME BUYERS TO BE ABLE TO PROVIDE THIS ASSISTANCE TO.
BUT YOU CAN SEE HERE WE'VE ASSISTED JUST UNDER 500 HOME BUYERS, AND YOU CAN SEE THE SPLIT BETWEEN THOSE THAT ARE AT OR BELOW 80% OF A MI AND THEN THOSE UP TO A HUNDRED AND UP TO 120% OF A MI JUST OVER 200.
THIS ISN'T THE PROGRAM WHERE WE INCREASED TO 50, THAT'S THE TERMS, CORRECT.
THAT'S TERMS, SO OUR CURRENT CDBG FUNDED DOWN PAYMENT ASSISTANCE PROGRAM IS AT 50,000.
UM, BUT EVEN AT THAT NUMBER IN TODAY'S MARKET, WE ARE TALKING INTERNALLY ABOUT INCREASING THAT NUMBER, UH, JUST SO THAT WE CAN ASSIST 80% A MI HOME BUYERS THAT ARE ABSOLUTELY PRICED OUT OF THIS MARKET.

UPTOWN TURS IS RESPONSIBLE FOR SERVICING THE DEBT.
SO WHAT HAPPENS ANNUALLY, INSTEAD OF UPTOWN TURS GIVING THEIR ENTIRE TURS ALLOCATION TO THE CITY, THEY SUBTRACT THE AMOUNT THAT'S NEEDED TO SERVICE THE A HUNDRED MILLION DOLLAR BOND DEBT AND THEN THEY GIVE US THE REMAINDER.

IT'S, YOU KNOW, APPEALING TO THEM.
BUT I, YOU KNOW, JUST WANTED TO SEE WHAT THE, UH, THE TEMPERATURE WAS WITH THE DEPARTMENT.
WHAT I'VE LEARNED IN SIX WEEKS IS THAT IF THERE'S A SINGLE FAMILY HOME THAT WE'VE BUILT THAT'S HAS PROBLEMS, IT'S OUR PROBLEM.
SO IT'S, WE HAVE TO BE, WE DO HAVE TO MAKE SURE THAT THESE HOMES ARE WELL BUILT AND WELL AND MAINTAINABLE.
UH, NEXT UP SOUTHERN PALMS. THIS IS UNDER THE A HDP PROGRAM.
SO WE WERE TALKING A LITTLE BIT ABOUT THAT TURS 24 30 EARLIER IN, UH, TJ WAS TALKING ABOUT IT.
IT SHOWS YOU SOME OF THE HOMES IN THAT COMMUNITY.
AND THEN WE HAVE SOME HOMES THAT ARE BEING BUILT IN THE CITY GAS NEIGHBORHOOD.

THAT ALSO IS UNDER OUR A HDP PROGRAM AND THE WORK WE'VE BEEN DOING THERE.

AND WE'VE KNOWN FOR A LONG TIME WHAT GREAT EMPLOYEES WE HAVE BECAUSE WE'VE INTERACTED WITH THEM, UM, IF NOT ON A DAILY BASIS, YOU KNOW, FREQUENTLY ENOUGH TO KNOW THAT THEY ARE DEFINITELY DOING A GREAT JOB.
SO IT IS REASSURING TO HEAR YOU SIT THERE IN THE SIX WEEKS THAT YOU'VE BEEN HERE, THAT YOU HAVE ALREADY, UM, PEEPED OUT THE CALIBER OF THE EMPLOYEES IN THE DEPARTMENT.
AND THEN ALSO WANT TO THANK YOU FOR YOUR EFFORTS THUS FAR WITH THE STELLA LINK LARGE TRACK, UM, AND HOW WE WILL PROGRESS WITH THOSE ATTAINABLE HOUSES FOR HOUSTONIANS.
I DID HAVE AN OPPORTUNITY TO, UM, TALK TO THE LARGE TRACK TO THE RIGHT OF THAT PROPERTY.
AND THEY ARE BUILDING LUXURY SINGLE FAMILY HOMES FOR STARTING AT $450,000.
SO WHEN YOU LOOK AT THE MARKET RATE AT $450,000 IN THE OPPORTUNITY THAT WE ARE PRESENTING FOR HOUSTONIANS TO LIVE ON THAT SAME BLOCK IN SOMETHING LESS THAN THAT, UM, WE ARE DOING A GREAT WORK FOR, UM, MAKING SURE WE HAVE ATTAINABLE INVENTORY IN OUR CITY.
AND THEN THE OTHER COMMENT I WANT TO MAKE IS, WHEN I LOOK AT THESE MULTIFAMILY PROPERTIES, AND YOU CAN DRIVE DOWN THE STREET AND SEE THE MARKET RATE MULTIFAMILY, AND YOU SEE THE AFFORDABLE MULTIFAMILY AND, UH, SOME OF THESE AFFORDABLE MULTIFAMILY PROPERTIES LOOK BETTER YEP.
UM, THIS, THIS IS WHAT, THIS IS HOW WE GET TO EQUALITY.
THIS IS HOW WE REALLY TRANSFORM THE QUALITY OF LIFE FOR PEOPLE THAT LIVE IN OUR CITY.
UM, AND THEN I ALSO HOPE THAT WE ARE CYCLICALLY LOOKING AT, AS WE BUILD MORE REALLY NICE APARTMENT COMPLEXES AND PEOPLE HAVE AN OPPORTUNITY TO MOVE FROM THE OLD AFFORDABLE APARTMENT COMPLEXES BECAUSE EVERYONE WANTS A NICE SHINY NEW PLACE TO LIVE WITH A STAINLESS STEEL REFRIGERATOR AND GREAT APPLIANCES, UM, THAT WE CAN REALLY FOCUS ON SOME REHABS.
UM, I KNOW IN, IN MY DISTRICT, I HAVE BEEN, YOU KNOW, TALKING ABOUT THE, THE NEED FOR REHABBING SOME OF THESE VERY OLD APARTMENT COMPLEXES.
AND I THINK AS WE SEE MORE NEW, UM, AFFORDABLE COMPLEXES COME ONLINE AND WE'VE GOT A GREAT INVENTORY ON THE GROUND IN THE CITY OF HOUSTON, THAT WE REALLY SHOULD ALSO FOCUS ON GETTING SOME REHABS IN PLAY SO THAT PEOPLE WILL KNOW THAT THAT'S ALSO A VIABLE OPTION.
UM, SO THAT OUR, OUR NEW, THE LAND THAT WE HAVE THAT'S AVAILABLE, WE CAN PUT SOME SINGLE FAMILY HOMES ON IT AND WE CAN KEEP TURNING THE DIRT AND MAKING, UM, NEW GREAT PROPERTIES FOR PEOPLE TO LIVE IN.

AND THAT MEANS, UH, GETTING THE PERMITTING AND THE, AND THE REGULATIONS IN A WAY THAT DOES IT, THAT ALLOWS US TO HAVE MORE HOUSING AND MORE AFFORDABLE HOUSING.
AND ALSO, UH, WHEN YOU'RE WORKING ON THE PLAN, WOULD YOU BE WILLING TO, TO BRING IN SOME STAKEHOLDERS TO MEET WITH YOUR STAFF? UH, ABS ABSOLUTELY.
UM, AND THAT'S ALREADY BEGINNING.
ONE OF THE THINGS THAT I WOULD LIKE TO ASK THE CHAIRWOMAN ABOUT IS THAT IN FUTURE MEETINGS, MAYBE WE'LL TALK UP, TALK THROUGH THE COLLABORATION OF OTHER ENTITIES.
I DON'T KNOW EXACTLY HOW TO DO THIS, BUT AT SOME POINT, UM, I THINK YOU NEED TO KNOW WHAT'S HAPPENING IN THE, UH, HOUSTON HOUSING AUTHORITY AND WHAT THEY'RE BUILDING AND WHAT THEIR PLAN IS AND WHAT THEIR, WHAT'S GOING ON WITH THE MANY, MANY PROJECTS THAT THEY HAVE.
UH, SIMILARLY, WE, UM, WE HAVE GREAT COMMUNICATIONS WITH CSD AT HARRIS COUNTY, AND I'M SURE YOU WILL BE INTERESTED IN WHAT THEY'RE DOING.
SO THAT'S ONE OF THE THINGS WE'D LIKE TO DO IN THE FUTURE.
SO, UM, THAT'S ALREADY A PART OF OUR PROGRAMMING WITH THE COMMITTEE.
UH, DEPENDING ON AGENDAS WE HAVE, UM, OVER THE LAST FOUR YEARS, BROUGHT IN THOSE PARTNERS SUCH AS THE APARTMENT ASSOCIATION, GREATER HOUSTON BUILDERS, UM, THE HOUSING AUTHORITY, THE FIRST TIME THAT THEY CAME BEFORE THE COMMITTEE WAS IN 2020, I BELIEVE, MARCH, 2020 VIRTUALLY.
SO THAT'S A PART OF THE PRACTICE.
SO WE, UH, CAN SHOW ALIGNMENT, UM, SO WE CAN SEE WHAT'S HAPPENING WITH THEIR MULTIFAMILY STOCK, WHAT'S HAPPENING WITH OUR MULTIFAMILY STOCK SO WE CAN HAVE A BETTER STORY AROUND INVESTMENT.
UM, UH, THE HOUSTON, UH, UH, REALTORS ASSOCIATION, HAR, THEY'VE COME BEFORE THE COMMITTEE.
SO, UM, BASED ON HOW THE AGENDA IS DESIGNED AND WHAT'S KIND OF THE TEMPERATURE AT THE MOMENT, THEY ARE OFTEN CALLED BEFORE.
UH, WE ARE IN CONVERSATION WITH THE HOUSING AUTHORITY AND DO ANTICIPATE THEM COMING BEFORE COMMITTEE FAIRLY SOON.

UH, MY CONSTITUENT SERVICE GUYS AND MYSELF, WE ATTENDED THE COMMUNITY MEETING AS YOU KNOW, IT WAS THERE AND THE BREAKOUTS WERE F JUST FANTASTIC BECAUSE IT WAS A LOT OF INFORMATION THAT WAS COMING FROM THE PUBLIC ITSELF.
AND THAT'S, SO, THAT'S SO IMPORTANT BECAUSE OFTENTIMES THE, THE, THE GENERAL PUBLIC DON'T GET A CHANCE TO EXPRESS LIKE WHAT THEY WANT AND HOW THEY WANT IT TO LOOK AND THOSE TYPE OF THINGS.
AND PRIMARILY, UH, FOR A LONG TIME AS A PERSON WHO HAVE LIVED AND LED IN THIS CITY, UH, WITH MANY, MANY SIDES OF THIS COMMUNITY FOR OVER ALMOST 40 YEARS, AND ONE OF MY BIG PUSH WAS ALWAYS HOUSTON HAD THE REPUTATION OF HAVING LOW NUMBERS OF AFFORDABLE HOUSING FOR YEARS.
AND I'M GLAD THAT WE ARE CORRECTING THAT PROBLEM BECAUSE IN ALL OF OUR COMMUNITIES, PARTICULARLY IN THE LOW INCOME COMMUNITIES CONCERNED IS ALWAYS THE COST RENT.
EVERYBODY WANTS TO HAVE AFFORDABLE HOUSING THAT IS AFFORDABLE.
AND SO I'M JUST GLAD THAT YOUR TEAM AND YOU AND YOUR STAFF IS JUST PHENOMENAL.
AND I THINK THAT IT'S GOING TO REALLY CORRECT THE MANY PROBLEMS THAT WE'VE BEEN HAVING IN HOUSTON FOR MANY YEARS TO COME.
THE, THERE WAS A KINDER ARTICLE THAT TALKED ABOUT THE LACK OF AFFORDABLE HOUSING IN HOUSTON.
WHEN I DUG DEEPER INTO THAT ARTICLE, THE DISCUSSION WAS ABOUT HOUSING AFFORDABLE FOR THOSE PEOPLE WHO WERE 30% OR BELOW A MI.
AND MY EXPERIENCE IS THAT TO HAVE HOUSING FOR THAT GROUP REQUIRES A GREAT DEAL OF SUBSIDY, GOVERNMENT SUBSIDY.
AND REASON WE COME OUT SO LOW IS BECAUSE TEXAS IN GENERAL, UM, HAS THE LEAST AMOUNT OF SUBSIDY AS COMPARED TO OTHER STATES.
SO SOMETHING WE JUST NEED TO CONTINUE TO WORK.
UM, IT'S ALMOST 1130, WHICH MEANS I'M GETTING NERVOUS, SO WE'RE GONNA
UM, WE TYPICALLY TRY TO RUN, UH, A, A TIGHT SHIP.
