SO THE MISSION OF THE BAC IS TO ADVISE AND MAKE RECOMMENDATIONS TO THE COMMISSION AND THE DIRECTOR ON ISSUES RELATED TO BICYCLING IN THE CITY, INCLUDING BUT NOT LIMITED TO AMENDMENTS, TO THE BIKE PLAN, BICYCLE SAFETY AND EDUCATION IMPLEMENTATION OF THE BIKE PLAN, DEVELOPMENT OF STRATEGIES FOR FUNDING PROJECTS RELATED TO BICYCLING AND PROMOTING PUBLIC PARTICIPATION IN BICYCLING WITH THE VISION THAT BY 2027, THE CITY OF HOUSTON WILL BE A SAFER, MORE ACCESSIBLE, GOLD LEVEL, BIKE FRIENDLY CITY.

UM, TO REMIND THE BAC, UH, THAT ABOUT A YEAR AND A HALF AGO AT THIS POINT, YOU ALL APPROVED THE STRATEGIC BIKEWAYS INVESTMENT PROGRAM.
UH, THIS CAME UP BECAUSE WHILE WE WERE VERY FOCUSED ON LARGER SCALE PROJECTS, THERE WERE A LOT OF SMALLER, UH, SAFETY ISSUES OR GAP ISSUES THAT WE WANTED TO BE ABLE TO, UH, IDENTIFY FUNDING FOR.
SO WE WORKED, UH, WITH YOU ALL TO DEVELOP A PROGRAM.
IT HAS VERY SPECIFIC CRITERIA THAT YOU ALL APPROVED AT THAT MEETING.
THEY'RE ON THE SCREEN VERY QUICKLY THOUGH.
THOSE FUNDS SHOULD BE USED FOR SPOT SAFETY IMPROVEMENTS FOR LOW COST IMPROVEMENTS THAT WOULD BRING A FACILITY ON THE BIKE PLAN FROM LOW COMFORT TO HIGH COMFORT.
UM, IT DOES NOT NECESSARILY HAVE TO BE THE HIGHEST PRIORITY, PRIORITY FROM THE PRIORITIZATION EXERCISE.
UM, BUT THESE FUNDS SHOULD BE USED AS A MATCH FOR OTHER CONTRIBUTIONS NOT TO FUND THE MAJORITY OF THE PROJECT.
THAT WAS VERY KEY IN THE DISCUSSION.
UM, WHAT WAS IDENTIFIED WAS 10% OF THE ANNUAL, UH, BIKEWAYS CAPITAL BUDGET WOULD BE ALLOCATED TOWARDS THIS PROGRAM.
TRADI, HISTORICALLY, UH, THE BIKEWAY BUDGET HAS BEEN $1.1 MILLION, SO IT'D BE $110,000 IF THOSE FUNDS ARE NOT USED, WHETHER THIS PROGRAM OR THE OVERALL, THEY, WE HAVE, UH, BEEN ABLE TO WORK AT THE ROLLOVER AS LONG AS THEY'RE PROGRAMMED INTO PROJECTS SO THAT WE'VE NOT LOST ANY MONEY BECAUSE OF IT.
UM, AND SO I HAVE SOME UPDATES ON THE TWO IDENTIFIED PROJECTS THAT I'LL GO THROUGH IN A SECOND.
BUT I WANT TO ASK THE BAC TO BEGIN TO THINK ABOUT ADDITIONAL PROJECTS THAT WOULD MEET THOSE CRITERIA THAT YOU WOULD LIKE STAFF TO EVALUATE TO SEE IF THEY MEET THESE CRITERIA.
UM, THESE DON'T NEED TO BE A FORMAL MEMO TO STAFF.

UH, WE WANTED TO ADD BOLLARDS AS WELL AS RETRIP THE CROSSWALK TO GIVE A SAFE MEDIAN PROTECTED SPACE.
UM, WE HAVE FINISHED DESIGN, SO A HUNDRED PERCENT DESIGN IS COMPLETE.

UM, THAT IS A IDENTIFIED ON THE BIKE PLAN AS A, UH, SHARED, UH, SPACE.
BECAUSE HONESTLY, IF YOU'RE BIKING THERE OR IF YOU'RE DRIVING THERE, NOBODY CAN PASS YOU IT'S ONE VEHICLE LANE.
UM, SO THE PROPOSAL WAS TO ADD SHARED LANE MARKINGS AND SIGNAGE.
WE, UH, WE'VE BEEN WORKING WITH, UH, TEI AND THEIR SUB CONSULTANTS.
THEY DID HAVE SOME RECOMMENDATIONS FOR SOME ISSUES ABOUT CROSS STREETS AS WELL AS A PROPOSAL TO EXTEND UP TO LAMAR TO CONNECT TO THE LAMAR STREET BIKEWAY, WHICH DOES NOT HAVE A VEHICLE LANE IN THAT LAST BLOCK.
SO WE ARE FIGURING OUT WHAT THAT DESIGN FOR THAT LAST BLOCK WOULD LOOK LIKE.
THERE WOULD ACTUALLY BE A SHARED PET BIKE SPACE, NOT A SHARED, UH, BIKE VEHICLE SPACE.
THAT'S TAKEN US A LITTLE LONGER.
WE'RE WAITING FOR 90% DESIGN, BUT WE THINK WE CAN STILL GET IT IN THE PACKAGE FOR SPRING 2024.
WE'RE ALSO WORKING WITH, UH, DOWNTOWN MANAGEMENT DISTRICT ON THAT.
DAVID, WE, WE TALKED A LITTLE BIT BEFORE THE MEETING AND YOU MENTIONED ONE OF THE CRITERIA IS THAT IT'S A MATCH FOR OTHER FUNDS FOR LARGER PROJECTS.
