THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS COUNCIL'S APPROVAL OF AN ORDINANCE APPROVING A NINTH AMENDMENT, EXTENDING THE CONTRACT BETWEEN THE CITY OF HOUSTON AND THE TEXAS, TEXAS GENERAL LAND OFFICE THROUGH SEPTEMBER 30TH, 2024.

THIS AMENDMENT WILL ALLOW FOR THE COMPLETION AND CLOSEOUT OF THE ST.

ELIZABETH PLACE REHABILITATION PROJECT, WHICH IS AN 85 UNIT MULTI-FAMILY RENTAL HOUSING COMPLEX IN THE LYONS AVENUE CORRIDOR IN HOUSTON FIFTH WARD.

THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT IS RECOMMENDING CITY COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZED IN A FORGIVABLE LOAN AGREEMENT, WHICH IS EQUIVALENT TO A GRANT WITH CONDITIONS BETWEEN THE CITY OF HOUSTON AND HOUSTON BUSINESS DEVELOPMENT, INC.

HBDI.

THIS AGREEMENT WILL ALLOW FOR PHASE TWO CONTINUED RENOVATION IMPROVEMENTS AT 2,500 VICTORY DRIVE TO RENOVATE THREE BUILDINGS TO THE BETHUNE EMPOWERMENT CENTER.

THE ECONOMIC DEVELOPMENT INITIATIVE COMMUNITY PROJECT FUNDS E-D-I-C-P-F ARE CONGRESSIONALLY EARMARKED FOR THE COMMUNITY REDEVELOPMENT FISCAL YEAR 22 GRANT ACAP APPLICATION THAT WAS APPROVED FOR THE BETHUNE EMPOWERMENT CENTER, IMPROVEMENTS IN THE AMOUNT OF 1.78 MILLION.

NEXT SLIDE.

YOU WILL SEE ULTIMATELY THE FACILITY RENOVATIONS WILL PROVIDE WORKFORCE DEVELOPMENT, JOB TRAINING, EDUCATION, AND A CHILDCARE LEARNING CENTER.

RENOVATIONS AT THE SITE WILL INCLUDE NEW ROOF WORK, ROOF ABATEMENT, AND NEW INFORMATION TECHNOLOGY, AUDIO VISUAL AND SECURITY SYSTEMS. INTERIOR RENOVATIONS INCLUDE INSTALLATION OF NEW PLUMBING SYSTEM AND SPRAY INSTALLATION IN THE CLASSROOM CEILINGS.

EXTERIOR RENOVATIONS INCLUDE EXTERIOR HOLLOW DOORS, FRAMES, HARDWARE, AND WINDOW INSTALLATIONS IN THE CLASSROOM AREA.

FUNDING WILL BE COLLECTIVELY UTILIZED FOR RENOVATIONS TO FOUR OF THOSE BUILDINGS ON THE SITE.

UPON PROJECT COMPLETION, HBDI WILL ASSUME ALL OF THE OBLIGATIONS UNDER THE AGREEMENT AS THE MANAGER AND OPERATOR OF THE PROGRAM SERVICES OF BETHUNE EMPOWERMENT CENTER THAT WILL PROVIDE ECONOMIC OPPORTUNITIES FOR THE ACRES HOME COMPLETE COMMUNITIES.

SOME OF THE PROGRAMMING THAT WILL GO ON AT THE SITE WILL INCLUDE NOT ONLY, UH, DAYCARE CENTER, BUT ALSO BE TECHNOLOGY DRIVEN.

THERE'S GONNA BE A ROBOTICS LAB THERE.

THERE'S GOING TO BE LONE STAR COLLEGE IS ONE OF OUR FIRST TENANTS, AND THEY, ALTHOUGH THEY HAVE A LOCATION THERE IN THE COMMUNITY, THEY WILL NOW HAVE A EV CHARGING STATION TRAINING FOR TECHNOLOGICAL ADVANCEMENT.

UM, IN THAT SPACE.

THEY'LL ALSO BE, UH, FOR THE COMMUNITY, THERE'LL BE A EVENT CENTER THERE.

UH, IN, IN THAT WE ARE CONVERTING WHAT USED TO BE THE CATOR INTO THAT EVENT SPACE.

THERE'LL ALSO BE OFFICES.

WE, AS YOU MAY KNOW AS HOUSTON BUSINESS DEVELOPMENT, WE'RE A-C-D-F-I, WHICH IS A COMMUNITY DEVELOPMENT FINANCE INSTITUTION.

AND WE WILL BE PROVIDING LOANS, SMALL BUSINESS LOANS TO THE COMMUNITY THERE.

WE'LL BE HOUSED THERE.

WE CURRENTLY ARE HOUSED ON THE 20 ACRE SITE, WHICH IS AT PALM CENTER, WHICH IS AT THE INTERSECTION OF MARTIN LUTHER KING AND GRIGGS ROAD.

AND SO WE'RE, WE'RE SIMPLY REPLICATING THE SUCCESS WE'VE HAD IN SOUTHEAST HOUSTON AND NORTH HOUSTON.

AND SO WE HAVE BEEN THERE FOR 30 YEARS.

AND FOR THE BODY, THIS BODY TO KNOW, WE WERE BORN OUT OF THE COMMUNITY DEVELOPMENT DEPARTMENT.

OUR DIRECTOR, MARLON MITCHELL WAS A STAFF MEMBER HERE AND WAS, UH, ASKED TO GO OUT AND LEAD THE ECONOMIC DEVELOPMENT, UH, UH, PHASE, UH, IN THE PALM CENTER AT THAT LOCATION.

SO JUST TO GIVE EVERYBODY A LITTLE BACKGROUND, WE WERE THE ECONOMIC DEVELOPMENT ARM OF THE CITY OF HOUSTON WHEN WE WERE PUT OUT AT PALM CENTER.

WE'VE SINCE BEEN DIVESTED OF THAT AND ARE NOW LOOKING TO EXPAND WHAT WE DO.

SO WHAT'S, WHAT'S THE TIMELINE FOR THE COMPLETION OF THE BUILD OUT? SO THE BUILD OUT THAT YOU'RE TALKING TO NOW IS PHASE TWO.

THAT SHOULD BE, UH, DONE IN THE NEXT 90 DAYS.

UM, WE'VE ALREADY BEEN WORKING ON IT SINCE JUNE OF LAST YEAR, OR OF THIS YEAR RATHER.

SO IT'S A, IT'S A YEAR LONG, UH, DEVELOPMENT PROCESS.

PHASE ONE IS COMPLETED.

WE HAD THE RIBBON CUTTING, AND NOW WE'RE ON THE PHASE TWO.

AND THEN WHAT'S THE TOTAL TIMELINE FOR COMPLETION OF THE ENTIRE PROJECT? SO THE ENTIRE PROJECT WILL BE DONE, UH, AT THE END OF THIS NEXT, UH, 90 DAYS.

WE'RE ALREADY IN, AS I JUST MENTIONED, WE ARE SIX MONTHS INTO IT.

SO THESE FUNDS THAT WE'RE BEING ALLOCATED NOW, UH, WE'RE ALREADY PRESUMED TO BE COMING OUR WAY.

SO WE'VE BEEN WORKING IN, OUT OF OUR OWN POCKET WITH OUR OWN RESOURCES.

SO THIS WILL BE ON A REIMBURSEMENT BASIS AND WE SHOULD BE DONE WITHIN THE NEXT 90 DAYS.

AND I'M ASKING THAT BECAUSE WHEN WE DID THE LEGACY TOUR THIS WEEKEND, WE RODE BY THE BETHUNE EMPOWERMENT CENTER, AND I DIDN'T KNOW IF THE PART WHERE THE LONE STAR COLLEGE IS CURRENTLY, IS THAT GOING TO GO INTO A RENOVATION? ARE THEY GONNA RENOVATE THAT? AND THEN WILL THAT BE USED AS RENTAL SPACE? HOW, HOW WILL THE GOOD QUESTION, EMPOWERMENT CENTER GENERATE INCOME FOR OPERATIONS? SURE.

SO YES, JUST AS WE'VE DONE AT THE PALM CENTER, IT WAS THE DILAPIDATED BUILDING THAT WAS IN DISREPAIR.

WE'RE DOING THE SAME THING THERE.

WE ARE SEEKING TENANTS.

LONE STAR COLLEGE IS, IS OUR SECOND TENANT ACTUALLY.

AND THEY ARE BEING AND RENT, THEY'RE, YOU KNOW, RENT PAYING TENANT.

SO WE'LL BE DOING THAT THROUGHOUT THE WHOLE CENTER.

WE HAVE OVER 22,000 SQUARE FEET OF SPACE THAT WE'LL BE LEASING OUT FOR, FOR LEASE.

IT WON'T BE FREE.

AND SO THAT WE CAN BE SELF-SUSTAINING.

SO, AND THE EVENT CENTER WILL BE, UH, ON A, A LEASE THAT PEOPLE CAN LEASE THAT EVENT SPACE FOR GEN GENERATING INCOME FOR THE CENTER? ABSOLUTELY.

THE, THE COMMUNITY WILL HAVE A PLACE TO CALL HOME.

WE WANNA MAKE CERTAIN THAT IF THEY WANT TO HAVE EVENTS THERE, THEY'RE FEELING COMFORTABLE THAT THEY CAN COME.

THIS PROGRAM WILL PROVIDE SERVICES TO A MINIMUM OF 800 UNDUPLICATED INDIVIDUALS PER YEAR.

THESE SERVICES WILL INCLUDE FINANCIAL COUNSELING, COACHING, LIKE CASE MANAGEMENT AND FINANCIAL LITERACY EDUCATION.

THE HMIS SYSTEM ENABLES THE COMMUNITY TO TRACK HOUSEHOLDS RECEIVING ASSISTANCE THROUGH VARY THROUGH, THROUGH A VARIETY OF FUNDING STREAMS. THE SOFTWARE DESIGN ENABLES THE HOMELESS SYSTEM TO RECORD AND STORE INDIVIDUAL CLIENT DATA, TYPES OF SERVICES, UTILIZED OUTCOMES, REDUCED DUPLICATION AND PRODUCE REPORTS UTILIZED BY THE HOMELESS SYSTEM, AS WELL AS THE HOPPER PROGRAM AND OTHER FEDERAL PROGRAMMING.

THIS AGREEMENT WILL PROVIDE FUNDING THROUGH APRIL 30TH, 2024.

THE COALITION BEGAN RECEIVING FUNDING FOR HMIS OPERATIONS THROUGH THE CITY IN 2012.

AND AS OF OCTOBER OF 2023, THE COALITION HAS OPERATED AND MAINTAINED HMIS, UM, AND THE LOCAL CONTINUUM OF CARE, UTILIZING 100% OF FUNDING ALLOCATED FOR WITH THEIR INITIAL CONTRACT AND AMENDMENTS.

ANNUAL COMPLIANCE AND MONITORING REPORT.

ITEM FOUR D THE DEPARTMENT IS PRESENTING A NEW CONTRACT, UH, FOR SERVICES WITH THE COALITION FOR THE HOMELESS TO PROVIDE UP TO $130,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, CDBG FOR STRATEGIC HOMELESS PLANNING ACTIVITIES.

THE CONTRACT PROVIDES FUNDING TO FINANCE THE ADMINISTRATION AND OPERATION OF THE COALITION FOR THE HOMELESS AS THE LEAD AGENCY FOR THE WAY HOME HOUSTON SYSTEM.

THE COALITION IS THE SOLE SOURCE PROVIDER FOR DATA AND ANALYSIS ON HOMELESS RESPONSE SYSTEM TREND THAT GUIDES A DEVELOPMENT, ADVOCACY AND COORDINATION OF COMMUNITY STRATEGIES TO PREVENT AND EFFECTIVELY END HOMELESSNESS.

THE COALITION WILL ADDRESS ISSUES OF HOMELESSNESS AND ASSIST IN PROVIDING SYSTEMATIC SOLUTIONS THROUGHOUT THE LAND THROUGH LANDLORD ENGAGEMENT, STAKEHOLDER RECRUITMENT, DATA ANALYSIS, DATA REPORTING, GAP ANALYSIS, AND A LIKE SUCH ACTIVITIES MUST BE PERFORMED TO LEVERAGE AND RECEIVE APPROXIMATELY $42 MILLION OF FEDERAL COC FUNDS TO COMBAT HOMELESSNESS.

AND IF YOU TAKE A LOOK AT THE 1, 2, 3 FOURTH COLUMN, YOU CAN SEE, UM, THE ACTUAL DOLLAR AMOUNT BY WHICH EACH PROGRAM AREA HAS EXCEEDED THEIR BENCHMARK.

UM, JUST TAKING A LOOK AT SOME OF THE LARGER ONES AT THE MULTIFAMILY AREA EXCEEDED ITS BENCHMARK BY $20 MILLION.

WE'VE COMPLETED, UH, 72 MULTIFAMILY PROJECTS, WHICH CREATED 13,776 UNITS.

AND WE HAVE 27 PROJECTS THAT ARE SOME IN SOME FORM OF, UH, CONSTRUCTION.

AND THEY WILL DEVELOP, UH, 5,988 UNITS WHEN ALL SAID AND DONE, 99 PROJECTS WILL, UH, RESULT IN 19,764 UNITS SINCE 2016.

SO WE ARE VERY EXCITED AND VERY PROUD OF THAT, UH, THAT ACCOMPLISHMENT.

UM, AND THEY ARE PROVIDING ECONOMIC DEVELOPMENT AND, UM, UM, SHARED OWNERSHIP OF FARM LAND FOR FARMERS IN ALBANY, GEORGIA.

AGAIN, THE COMMUNITY LAND TRUST IS NOT NEW.

UM, THERE ARE OVER 300 ACROSS THE COUNTRY.

AND WE ARE FOCUSED ON 80% AND BELOW.

SO, UM, THEY HAVE MADE IT POSSIBLE FOR US TO REACH AS LOW AS 40%, UM, A MI FOR SOME OF OUR HOMEOWNERS UP TO THAT 80% THRESHOLD.

THE SECOND PROGRAM WAS THE HOME BUYER CHOICE PROGRAM.

AND WE HAVE SUCCESSFULLY DONE, WE HAD FIVE CLOSINGS, WHAT FOUR CLOSINGS THIS WEEK, ONE LAST WEEK.

THAT WAS THE LAST ONE.

THE MONEY'S SPENT, THE PIPELINE IS CLEAR.

SO WE ARE, UM, HAPPY TO SAY THAT WE HAD OUR LAST CLOSING YESTERDAY AT LIKE 4:00 PM UM, TO CLOSE OUT THAT LAST ONE FOR THE HOME BUYER CHOICE PROGRAM.

AND SO, UM, NEXT SLIDE.

SO BEFORE I GET TO THE SUCCESSES, I WILL GO AND TALK ABOUT SOME OF THE CHALLENGES THAT WE HAVE THAT I THINK WE'VE WORKED TOGETHER TO TRY TO SOLVE A LOT OF THEM.

UM, AND I DEFINITELY SEE A DIFFERENCE IN LIKE NEW HOME DEVELOPMENT.

OUR FIRST CHALLENGE WAS THE PRODUCTION COULDN'T KEEP UP WITH THE PIPELINE.

SO ONCE WE STARTED GETTING OUT THERE, HITTING THE GROUND AND DOING OUR COMMUNITY ENGAGEMENT, OUR PIPELINE WAS REALLY LARGE AND THE PRODUCTION COULD NOT KEEP UP.

UM, THE HOMES AND WERE INITIALLY BUILT IN ONE NEIGHBORHOOD, WHICH WAS ACRES HOMES, AND WE LOVE ACRES HOMES.

IT HAS BEEN JUST A GREAT COMMUNITY FOR, UM, THE CLT BECAUSE I MEAN, WE HAVE HOMEOWNERS THERE THAT ARE REALLY LIKE SHOWING NEIGHBORLY LOVE AND LOOKING OUT FOR ONE ANOTHER.

UM, BUT PEOPLE NEED TO LIVE WHERE IT'S CONVENIENT FOR THEM.

AND WHEN WE WERE ONLY BUILDING IN ONE AREA, THAT WAS A CHALLENGE.

UM, THE BUILDERS THAT WERE INITIALLY CHOSEN WERE NOT THE MOST RELIABLE AND DID NOT PROVIDE THE BEST QUALITY PRODUCT.

THE, UM, NEW HOME DEVELOPMENT HOMES NOW, DEFINITELY MUCH BETTER BUILDERS.

WE'RE REALLY EXCITED ABOUT THAT BECAUSE WE ACTUALLY HAVE SOLD A HOME THROUGH HOME BY CHOICE.

UM, AND IT WAS A NEW HOME DEVELOPMENT BILL.

SO WE DEFINITELY SEE THE IMPROVEMENT IN THE QUALITY OF THE PRODUCT AND THE BUILDERS THAT ARE LOCAL WHO CARE ABOUT COMMUNITY AND WHO ARE WORKING TO ACTUALLY BUILD A QUALITY PRODUCT EVEN THOUGH IT IS TECHNICALLY AN AFFORDABLE PRODUCT.

UM, THE REPAIRING OF THE HOMES WAS A CHALLENGE FOR US BECAUSE ULTIMATELY WE HAD TO MAKE SURE OUR HOMEOWNERS WERE NOT PUT INTO A POSITION.

SO CLT DID COVER SOME OF THE COSTS AND THEN, UM, HCDD WAS, UM, GRACIOUS ENOUGH TO COVER SOME OF THAT REIMBURSEMENT THAT WE HAD TO PUT OUT TO, UM, REPAIR SOME OF THOSE HOMES.

SO THOSE WERE THE CHALLENGES WITH NEW HOME DEVELOPMENT, WITH HOME BUYER CHOICE.

UM, SO WITH HOME BUYER CHOICE, WE HAD, UM, THE WAIT WAITING PERIOD.

SO WE WERE SHARING THE TASK OF DOING ELIGIBILITY.

WE WOULD DO THE ELIGIBILITY FIRST, SEND IT OVER TO THE CITY.

THAT DELAYED OUR PIPELINE SIGNIFICANTLY.

UM, AND THEN THAT, THAT SLOWED, UM, SLOW DOWN THE PRODUCTIVITY THEN CAUSED OUR FUNDING TO BE REDUCED BECAUSE WE COULD NOT SPEND THE MONEY FAST ENOUGH.

AFTER THE MONEY WAS TAKEN, WE MADE SOME CHANGES AND THEN THE CITY ALLOWED US TO DO OUR OWN ELIGIBILITY, WHICH HELPED TO REDUCE THE, UM, THE PIPELINE TIME FROM ABOUT NINE MONTHS TO ABOUT 90 DAYS.

UM, SO THAT WAS REALLY, THAT'S FROM APPLICATION TO CLOSING.

SO ONCE WE WERE ABLE TO GET MOVING, WE WERE ABLE TO GET MOVING.

UM, AND THEN WE ENTERED INTO A PARTNERSHIP WITH AN ORGANIZATION.

THE LAST LITTLE BIT OF MONEY THAT WE HAD, WE RESERVED THOSE FOR, WE RESERVE THOSE FUNDS FOR AN ORGANIZATION THAT WAS PARTNERING WITH, UM, WITH THE CITY AND WITH US.

AND UNFORTUNATELY THEY DID NOT HAVE THE PIPELINE OF PEOPLE, NOR DID THEY HAVE THE PIPELINE OF HOMES TO ACCOMMODATE THAT.

SO WE WERE ON PAUSE FOR A FEW MONTHS, UM, AND THEN WE DECIDED TO JUST OPEN UP OUR APPLICATION AGAIN.

UM, 'CAUSE WE HAD CLOSED IT DOWN BECAUSE ALL OF OUR MONEY HAD BASICALLY BEEN ACCOUNTED FOR.

UM, SO WE ENDED UP HAVING TO OPEN THE APPLICATION BACK UP.

BUT OF COURSE WE ALREADY HAD A PIPELINE AVAILABLE SO IT WAS NOT THAT HARD TO FIND MORE PEOPLE TO GO IN.

SO THAT DID KIND OF PAUSE US A LITTLE BIT ON HOME BUYER CHOICE PROGRAM.

AND OF COURSE JUST WITH THE CHANGING, UM, LEADERSHIP AND CHANGING POLICIES.

AND I KNOW THAT THE CITY WAS REALLY MAKING AN EFFORT TO, UM, ALIGN ALL OF THEIR PROCESSES FOR EVERY PROGRAM.

AND SO WE HAD TO KIND OF MAKE ADJUSTMENTS ON OUR END SEVERAL TIMES TO MAKE SURE THAT WE ALIGNED WITH THE CITY AND WHAT THEY NEEDED TO GET THE JOB DONE.

BUT I THINK WE WERE ABLE TO DO IT BECAUSE AGAIN, THE PIPELINE IS CLEAR AND UM, THOSE WERE THE CHALLENGES.

BUT LET'S TALK ABOUT THE SUCCESSES 'CAUSE WE HAVE QUITE A FEW.

SO WE HAVE 197 HOMEOWNERS BETWEEN BOTH PROGRAMS. UM, NEW HOME DEVELOPMENT AND UM, HOME BUYER CHOICE, THAT'S 197 PERMANENTLY AFFORDABLE HOMES THROUGHOUT THE CITY OF HOUSTON THAT PEOPLE WILL BE ABLE TO BENEFIT FROM FOR GENERATIONS.

THE FIRST HOME WAS SOLD IN JUNE OF 2019 THROUGH NEW HOME DEVELOPMENT, AGAIN, 30 AND NEW HOME DEVELOPMENT.

UM, AND THEN 167

UM, FOR HOME BUYER CHOICE PROGRAM, THE AVERAGE A MI THAT WE SERVE IS 61%.

UM, THE AVERAGE HOME HOUSING PAYMENT FOR NEW HOME DEVELOPMENT, INCLUDING, UM, PROPERTY TAXES, INSURANCE AND THEIR COT FEE WAS $649.

THE AVERAGE PURCHASE PRICE WAS $75,134 COMPARED TO THE $180,000 MARKET RATE.

THE AVERAGE PRICE FOR A C, THE AVERAGE COT PURCHASE PRICE FOR HOME BUYER CHOICE PROGRAM IS $105,363 WITH A MONTHLY ALL IN PAYMENT OF $1,029.

AND THEN THE AVERAGE MARKET RATE HOME IN COMPARISON FOR HOME, UH, BY OUR CHOICE PROGRAM IS $245,174.

SO AS YOU CAN SEE, WE ARE TALKING ABOUT REAL AFFORDABLE PAYMENTS HERE.

AND JUST REALLY QUICKLY SO YOU CAN KIND OF SEE THE DIFFERENCE BETWEEN, UM, NEXT SLIDE PLEASE.

THE, UM, THE DIFFERENCE BETWEEN WHAT IT WOULD TAKE FOR SOMEBODY TO PURCHASE A $230,000 HOME VERSUS A CLT HOME AND WHAT IT REALLY MEANS TO BE AFFORDABLE.

VERSUS WITH THE CLT, WE'RE TALKING ABOUT A THOUSAND DOLLARS PAYMENT, WHICH IS RIGHT AROUND WHERE WE ARE RIGHT NOW WITH 1,029.

UM, AND THEN JUST VERY QUICKLY, WHAT DOES IT LOOK LIKE FOR THE ACTUAL MEDIAN HOME PRICE? LUCKILY IT USED TO BE WE WERE UP OVER SEVEN FOR A MINUTE, THEN LOOK AT WHAT IT ACTUALLY COST TO OWN A MEDIAN HOME HERE IN HOUSTON.

SO JUST UNDERSTANDING KIND OF WHEN WE'RE TALKING ABOUT AFFORDABILITY, WE'RE TALKING ABOUT ON OUR END 80% AND BELOW AND PEOPLE, AND AGAIN, OUR AVERAGE IS ABOUT 61%.

SO VERY QUICKLY WE'LL JUST SHOW YOU A FEW OF THE HOMES THAT ARE, UM, THAT OUR CLT HOMEOWNERS HAVE PURCHASED AND THE PRICES.

UNFORTUNATELY, YOU CAN'T BUILD YOUR WAY TO AFFORDABILITY BECAUSE WHAT THE WAY THINGS ARE NOW, YOU HAVE TO THINK ABOUT INNOVATIVE WAYS.

AND SO OUR HOME BUYER CHOICE PROGRAM IS ONE THAT ALL OF THESE CITIES ARE TRYING TO, UM, EMULATE.

SO WE'RE WORKING WITH FIFTH WARD, CRC TO REALLY THINK ABOUT HOW WE CAN SUPPORT PARTICULARLY SENIORS THAT, UM, NEED HOME REPAIR, BUT THEY WANT TO LOCK IN THEIR CURRENT, UM, PROPERTY TAXES AND BE ABLE TO PRESERVE THE AFFORDABILITY OF THEIR HOME.

AGAIN, THE SMALL FOOTPRINT, SMALL PARCEL ACTIVATION BUILDING DESIGNS THAT WILL FIT INTO SMALLER PARCELS THAT AREN'T THE STANDARD LOT AFFORDABLE RENTALS AND CO-OPS IN A MIXED USE BUILDING.

SO BUSINESSES CAN ALSO BENEFIT FROM THE CLT MODEL BECAUSE YOU NEED TO HAVE TRUE COMMUNITY DEVELOPMENT IS NOT JUST ABOUT HOUSING.

SO HOW DO WE MAKE SURE THAT WE HAVE BUSINESSES IN NEIGHBORHOODS AS WELL AS DEVELOPMENT HAPPENS? WHAT HAPPENS TO THE MOM AND POP SHOP WHEN THE STARBUCKS COMES IN? SO WHEN YOU LOOK AT HURRICANE HARVEY OR ANY DISASTER THAT COMES, THEN IT IMPACTS NOT ONLY GENERATIONAL WEALTH, BUT COMMUNITY WEALTH.

AND THEN THE CITY'S UNABLE TO COME IN BECAUSE YOU HAVE MULTIPLE HEIRS.

UM, AND THEN YOU TALK ABOUT, UM, NEIGHBORHOOD PROTECTIONS, WHICH LEADS TO BLIGHT AND OTHER THINGS WE DEAL WITH ON A MICRO LEVEL AT COUNCIL.

AND THE MODEL THAT WE HAVE IN HOUSTON, OUR CHAIRPERSON HAS, UM, DONE AN EXCEPTIONAL JOB ON HER COMMITTEE OF SHARING THE WORK THAT WE DO, UM, AT FORUMS. UH, AND PEOPLE ALL OVER WANT TO KNOW, THEY CLAMOR TO FIND OUT HOW IN THE WORLD ARE Y'ALL DOING THAT.

AND A LOT OF TIMES WHEN YOU ARE FAMILIAR WITH THE WORK THAT WE'RE DOING, UH, PEOPLE DON'T APPRECIATE THE WORK THAT YOU'RE DOING BECAUSE THAT'S, THAT'S WHAT WE DO IN HOUSTON.

IT WAS VERY HARD TO FIND A HOUSE THAT A YOUNG PERSON WHO HAS A, A DECENT JOB MAKING A, A DECENT LIVING CAN ACTUALLY AFFORD TO LIVE IN AS OPPOSED TO GOING OUT AND PAYING $2,800 IN RENT EVERY MONTH.

AND I DON'T KNOW WHAT THE HOUSING DEPARTMENT HAS DONE REGARDING A COMMUNITY MEETING, UH, CONTACTING ALL OF THE PEOPLE THAT LIVED THERE BEFORE SAYING WE'RE GONNA HAVE A COMMUNITY MEETING.

UH, WE'RE ABOUT TO COMPLETE CONSTRUCTION OF THIS PROJECT AND GET INFORMATION CLARIFIED REGARDING THAT.

I THINK IT'D BE REALLY IMPORTANT.

UH, SO IF THAT COULD BE CONSIDERED, I'D APPRECIATE IT.

UH, THEN LAST MONTH WHEN I LOOKED AT, AT KEITH'S PRESENTATION ABOUT THE VARIOUS PROJECTS THAT WERE UNDER, UH, CONSTRUCTION, UH, IT SEEMED LIKE THEY WERE VERY EXPENSIVE FOR THE NUMBER OF UNITS THAT WERE BEING CONSTRUCTED.

AND I DID SOME WORK ON THAT.

UH, AND ROUGHLY WE'RE LOOKING AT AROUND $300,000 PER RENTAL UNIT.

AND, UH, THE MAYOR HAD, UH, A GOAL TO GET 3000 SINGLE FAMILY HOMES.

MY QUESTION IS, AND AND LOOKING AT WHAT THE HOUSTON LAND TRUST JUST PRESENTED, UH, A LOT OF SINGLE FAMILY HOMES COULD BE PURCHASED FOR $300,000.

AND I THINK WE HAVE TO LOOK AT THAT GOING FORWARD, UH, TO SEE IF MAYBE MORE OF THE MONEY CAN GO TOWARD THAT VERSUS APARTMENT.

UH, BECAUSE OBVIOUSLY PRIDE OF OWNERSHIP, UH, IS A LOT GREATER IN YOUR OWN HOME.

SO THAT'S SOMETHING I THINK WE SHOULD LOOK AT.

UH, I HOPE TIFFANY, THAT YOU'RE GONNA STAY IN THIS POSITION NEXT YEAR BECAUSE AS MARTHA SAID, UH, YOU'VE DONE A FANTASTIC JOB.
