UH, TODAY WE ARE VERY PLEASED TO SHARE OUR FIRST FEDERAL UPDATE WEBSITE REPORT PRODUCED BY MY TEAM, THE FEDERAL UPDATE DETAILS, FEDERAL ADVOCACY EFFORTS DURING THE BIDEN ADMINISTRATION WITH THE CATEGORIES OF FEDERAL ACTION, INCLUDING ARPA FUNDING, THE BIPARTISAN INFRASTRUCTURE LAW, CONGRESSIONAL EARMARKS, AND ADVOCACY.
NOW, FIRST, I WANNA FOCUS ON THE ROLE THAT THE GOVERNMENT RELATIONS TEAM PLAYS REGARDING OUR AMERICAN RESCUE PLAN ACT AND HOW DEPUTY DIRECTOR ATEZ IS CENTRAL TO THAT EFFORT.
THE AMERICAN RESCUE PLAN ACT, OR ARPA, IS A $1.9 TRILLION MEASURE DESIGNED TO ADDRESS THE CONTINUED IMPACT OF COVID-19 ON THE ECONOMY, PUBLIC HEALTH, STATE, AND LOCAL GOVERNMENTS, INDIVIDUALS, AND BUSINESSES.
NOW, THE GR TEAM IS THE CITY OF HOUSTON'S LEAD ON ARPA DOLLARS, INCLUDING COORDINATION, COMPLIANCE, AND COMMUNICATION, WORKING WITH LEGAL AND FINANCE ON AN ONGOING BASIS.
THE GR TEAM DEVELOPS AND PUBLISHES QUARTERLY REPORTS FOR THE TREASURY DEPARTMENT'S COMPLIANCE.
IN FACT, THE NEXT ARPA REPORT WILL BE PUBLISHED AT THE END OF JANUARY, 2024.
SO, WITH THAT IN MIND, LET ME TURN IT OVER TO DESMOND TO TALK HOUSTON SPECIFICS.
THE CITY OF HOUSTON RECEIVED A TOTAL OF $607 MILLION IN STATE AND LOCAL FISCAL RELIEF FUNDS ACROSS TWO YEARS.
IN AUGUST OF 2021, THE CITY OF HOUSTON PUBLISHED ITS FIRST AMERICAN RESCUE PLAN ACT RECOVERY REPORT DETAILING HOW THE CITY PLAN TO ALLOCATE RESOURCES IN RESPONSE TO THE PANDEMIC.
THE PROGRAMS LISTED IN THIS REPORT SHOW CONTINUED EFFORTS TO ADDRESS HESTON'S CONCERNS WITH THESE ARPA RESOURCES.
THE VAST MAJORITY OF OUR STATE AND LOCAL FISCAL RELIEF FUND DOLLARS HAVE BEEN INVESTED IN MAINTAINING OUR CITY SERVICES THROUGH REVENUE REPLACEMENT.
THERE HAS ALSO BEEN A TARGETED EFFORT TO FUND TWO INITIATIVES THAT HAVE IMPROVED THE LIVES OF HOUSTONIANS PUBLIC SAFETY AND A CLEAN ENVIRONMENT.
BOTH ONE SAFE HOUSTON AND ONE CLEAN HOUSTON INITIATIVES WERE FUNDED, AT LEAST IN PART WITH ARPA DOLLARS, MEANING THE GR TEAM HAS BEEN WORKING CLOSELY WITH HPD AND SOLID WASTE TO ENSURE THE SUCCESS OF THESE INITIATIVES.
IN ADDITION TO THE FEDERAL REPORT WEBSITE PORTION THAT OFFERS AN EXECUTIVE SUMMARY AND PROJECT INVENTORY, THE GR TEAM HAS ALSO DEVELOPED A STANDALONE ARPA WEBPAGE.
ANOTHER ARPA FUNDED PROGRAM LISTED ON THE WEBSITE INCLUDES EMERGENCY RENTAL ASSISTANCE PROGRAM DESIGNED TO ASSIST FAMILIES WITH RENT PAYMENTS TO KEEP THEM IN THEIR HOMES.
THE JOINT HOUSTON HARRIS COUNTY PROGRAM WAS CALLED ONE OF THE NATION'S STRONGEST LOCAL ERAP PROGRAMS BY DE DEPUTY TREASURY SECRETARY WALLY I DMO.
THIS PROGRAM WAS HOUSTON AND HARRIS COUNTY'S PORTION OF THE $21.5 BILLION IN FEDERAL FUNDING SEPARATE FROM THE SLRF FUNDS.
CONGRESS PASSED OUR BIPARTISAN INFRASTRUCTURE LAW, ALSO KNOWN AS THE INFRASTRUCTURE INVESTMENT AND JOBS ACT, UH, OR THE I-I-J-A-A $1.2 TRILLION INVESTMENT IN THE NATION'S INFRASTRUCTURE AND COMPETITIVENESS.
THE IIJA FUNDS A NUMBER OF PROGRAMS THAT ARE STATE GRANTS OR FORMULA FUNDED, BUT THE GR TEAM HERE IS FOCUSED ON EFFORTS AND OUR ASSOCIATED ADVOCACY WITH THE COMPETITIVE GRANTS.
THE GR TEAM WORKS CLOSELY WITH HOUSTON PUBLIC WORKS AND OUR PLANNING DEPARTMENT LITERALLY DOING MEETINGS ON A BI-WEEKLY BASIS TO ADVOCATE FOR THESE COMPETITIVE GRANTS.
THE SUCCESS OF THOSE EFFORTS ARE LISTED ON OUR FEDERAL UPDATE AND INCLUDE THE $21 MILLION RAISE GRANT FOR TELEPHONE ROAD, THE $29 MILLION SAFE STREETS FOR ALL GRANT FOR BISSONNET, THE 500,000 RECONNECTING COMMUNITIES PLANNING GRANT FOR GULFTON, THE 21 MILLION NO LOW EMISSIONS PROGRAM FOR 20 ELECTRIC BUSES FOR METRO.
AND THEN FINALLY, THE $37 MILLION RAILROAD CROSSING ELIMINATION GRANT FOR NAVIGATION AND COMMERCE STREETS.
NOW, THE FEDERAL UPDATE ALSO INCLUDES THE CONTEXT OF THESE COMPETITIVE GRANT AWARDS BY LISTING THE OTHER MAJOR AWARDS THAT TEXAS CITY'S RECEIVED IN THE CATEGORIES, FOR EXAMPLE, THE RAILROAD CROSSING ELIMINATION GRANT HOUSTON RECEIVED FAR AND AWAY THE BIGGEST GRANT IN THE STATE OF TEXAS.

THE GR TEAM IS DIRECTLY INVOLVED IN WORKING WITH THE CITY DEPARTMENTS TO IDENTIFY EARMARK PROJECTS THAT ARE ELIGIBLE UNDER FEDERAL PROGRAM GUIDELINES AND WILL APPEAL TO SPECIFIC MEMBERS OF THE DELEGATION.
THE GR TEAM THEN COORDINATES THE SUBMITTALS AND TRACKS THE EARMARK THROUGH THE APPROPRIATION PROCESS.
SOME HIGHLIGHTS INCLUDE $7.5 MILLION FOR THE LAKE HOUSTON DAM SPILLWAY IMPROVEMENT PROJECT BY CONGRESSMAN DAN CRENSHAW.
$2 MILLION FOR THE HOUSTON PUBLIC LIBRARY DIGITAL LITERACY PROGRAM BY CONGRESSWOMAN LIZZIE FLETCHER.
$1 MILLION FOR THE HOUSTON HEALTH DEPARTMENT VISION HEALTH PROGRAM.

AT THE EXECUTIVE LEVEL, THE GR TEAM WORKS WITH THE WHITE HOUSE TO CHAMPION FEDERAL POLICIES, FUNDING, AND PROGRAMS ON BEHALF OF THE CITY OF HOUSTON.
WHETHER IT IS AT THE, WHETHER IT IS THE PRESIDENT OR MEMBERS OF THE CABINET, THE GR TEAM TAKES THE LEAD IN WORKING WITH EXECUTIVE BRANCH TESTIMONY AND PROGRAMMING WITH THE WHITE HOUSE INTERGOVERNMENTAL AFFAIRS OFFICE.
LEGISLATIVELY, THE MAYOR HAS WORKED WITH MEMBERS ON BOTH SIDES OF THE AISLE TO HELP AT ALL LEVELS OF GOVERNMENT BE MORE RESPONSIVE TO COMMUNITY NEEDS.

UH, AND I WOULD NOTE THAT HER CO-SPONSOR FOR THAT MEASURE WAS MARK MEADOWS.
SO VERY MUCH A BIPARTISAN, UH, TEAM FOR THAT.

THE GR TEAM HELPS TO DEVELOP AND SUBMIT HOW FEDERAL POLICIES ARE BEST IMPLEMENTED FOR THE CITY OF HOUSTON.
NOW LASTLY, MAYOR TURNER'S LEADERSHIP IN VARIOUS NATIONAL ORGANIZATIONS HAS HELPED AMPLIFY THE CITY OF HOUSTON'S AGENDA AS A LEADER IN VARIOUS NATIONAL ORGANIZATIONS.
MAYOR TURNER HAS HELPED LEAD CONVERSATIONS ON ECONOMIC DEVELOPMENT, EQUITY, CLIMATE CHANGE, MITIGATION, RESILIENCY, VOTING RIGHTS, AND HOMELESSNESS POLICIES.
THE MAYOR CAN POINT TO HOUSTON PROGRAMS AS EXAMPLES OF BEST PRACTICES FROM HOUSTON'S CLIMATE ACTION PLAN IN THE ENERGY CAPITAL OF THE WORLD AIMED AT REDUCING ADMISSIONS TO THE COMPREHENSIVE RESPONSE TO HARDENED CITY INFRASTRUCTURE IN RESILIENT HOUSTON.
AN EXAMPLE OF THE ORGANIZATIONAL ADVOCACY PROGRAMS RUN BY THE GR TEAM WAS A NATIONAL NONPARTISAN CONVERSATION ON VOTING RIGHTS.
IN 2021, A CONVENING WAS HELD IN DENVER, WHERE LOCAL ELECTED OFFICIALS, BUSINESS LEADERS, AND COMMUNITY ACTIVISTS ASSEMBLED TO DISCUSS STRATEGIES TO PROTECT DEFENDANT AND PROMOTE VOTER RIGHTS AND ACCESS, WHICH WERE BEING ATTACKED ACROSS THE NATION.
FAST FORWARD TO SEPTEMBER, 2022, MAYOR SYLVESTER TURNER WORKED WITH SIX MAYORS, MAKING UP THREE REPUBLICANS AND THREE DEMOCRATS TO HOST A CONFERENCE FOCUSED ON STRENGTHENING MUNICIPALITIES WITH TOOLS AND POWER ENGAGE IN INFORMED VOTER ACCESS.
IN ADDITION TO HIS THREE PLENARY SESSIONS, THERE WERE SEVERAL BREAKOUT SESSIONS AIMED AT ADDRESSING DISPARITIES AND SUPPRESSION AMONG YOUNG AND YOUTH ADULTS, L-G-B-T-Q AND THE DISABILITY COMMUNITIES PARTICIPANTS INCLUDED FORMER US SECRETARY OF EDUCATION, DR.

HYDROLOGY IS THE AMOUNT OF RAIN THAT IS FALLING ON THE SURFACE.
AND WE WANT TO KNOW HOW MUCH IS GOING, HOW MUCH IS GOING WHAT.
SO THAT IS CALLED A HYDROLOGY AND THAT IS A CRITICAL PART OF CREATING THE MAP.

AND IF WE LOOK AT THE OUTCOME AROUND 30%, RAINFALL HAS INCREASED.
SO, AS I SAID, HYDROLOGY IS A VERY IMPORTANT COMPONENT IN PRODUCING MAP.
SO THE EXISTING MAP THAT WE HAVE IS NOT ANYMORE CORRECT BECAUSE WE HAVE MORE RAINFALL THAT IS FALLING FROM THE SKY.
SO BECAUSE OF THIS, WE DECIDED THAT THIS IS A CRITICAL STEP TO HAVE A NEW MAP FOR THE WHOLE AREA.
'CAUSE WE DON'T WANT, FOR ANY REASON, WE DON'T WANT TO START A MAPPING PROCESS BECAUSE IT AFFECTS EVERYONE.
IF THERE IS A VALID REASON, ONLY THEN WE GO WITH THIS EFFORT.
'CAUSE IT'S, IT'S A BIG EFFORT.

SO THE EFFORT THAT MAP NEXT, UH, WE STARTED IN AFTER 2018, BUT WE HAVE BEEN WORKING TO ADDRESS ALL THE GAPS FOR MANY YEARS.
SO WE ALL KNOW WE HAD TROPICAL STORM ELLISON IN 2001 AND I WAS INVOLVED IN THIS PROJECT, UH, TROPICAL STORM ELLISON.
AND WE ALSO CORRECTED THE RAINFALL, UH, A LITTLE BIT, UM, AT THAT TIME.
SO IN 2001 WE ADJUSTED RAINFALL, BUT NOW THE RAINFALL ADJUSTMENT IS BIG.
SO SOME OF THE EFFORTS THAT YOU ARE SEEING LISTED WAS NECESSARY TO CONVINCE FEMA BECAUSE WE ARE THE ONLY ONE IN THE NATION THAT IS GOING THROUGH THAT MAP NEXT EFFORT.
AND YOU'LL SEE THE BENEFIT, UH, BECAUSE THIS EFFORT WILL MAKE OUR COMMUNICATION GOOD WITH THE CITIZENS SO THAT THEY CAN UNDERSTAND THE RISK, NOT ONLY US AS AN AGENCY, CITY OF HOUSTON AND OTHERS TO TAKE NECESSARY STEPS TO REDUCE FLOODING, BUT ALSO PERSONAL BASE.

THE 9.2 UPGRADE IS IN PRODUCTION RIGHT NOW, BUT AS WE'RE GOING THROUGH, WE'RE CONSTANTLY FINDING BUGS THAT WE'RE TESTING, WE'RE TWEAKING, WE'RE CLEARING UP THOSE THINGS, BUT IT IS IN PRODUCTION AND WE ARE MOVING FORWARD WITH IT.
UH, BUT HOPEFULLY ALL OF THE TESTING, ALL OF THE BUGS WILL BE WEEDED OUT AND WE WON'T HAVE ANY OTHER ISSUES APPARENTLY, WHAT THE, THE PROVIDER IS TELLING US BY JANUARY OF 2024.
SOME OF THE CHALLENGES WE'VE HAD WITH THIS, UH, AND COUNCIL MEMBER, YOU'RE AWARE OF THIS, UH, WE HAVE AN OLDER, OUTDATED SYSTEM, WHICH IS CALLED ILMS. IT'S THE INTEGRATED LAND MANAGEMENT SYSTEM.

SO EVERY TIME WE UPGRADE ONE THING, THE OTHER SYSTEM HAS TO TAKE A LITTLE TIME TO GET UP TO SPEED.
SO WITH OUR NEW DATABASE THAT HOPEFULLY WILL UNVEIL IN 2026, WE WON'T HAVE THIS CONVERSION ISSUES.
ALRIGHT, SO LOOKING AHEAD FOR 2024, SOME OF THE THINGS THAT ARE ON OUR IMPACT REPORT THAT IS POSTED ONLINE, WE WANNA MOVE TOWARDS OUR APPROVED INTO MOONSHOT.
