UM, SO WHEN YOU THINK OF FRAN RICHMOND JEANETTA, UH, THE REMNANTS OF THAT AREA STILL EXIST.
UH, THERE WERE FIVE AREAS THAT WERE SETTLED.
UH, CARVER CREST REMAINS TODAY, UM, NEARLY 120 WOOD FRAMED HOMES, UM, UH, THROUGH MUCH OF THE SUCCESS OF THE WORK OF THE PLANNING COMMISSION WITH CONSERVATION DISTRICTS, UM, AND THE MAYOR'S ADMINISTRATION.

AND THERE WAS AN ITEM THAT WAS SUBMITTED TO PLANNING COMMISSION, WHICH REALLY PROMPTED MY INTEREST IN SHARING WITH Y'ALL.
NOT THAT I HAD AN A PARTICULAR INTEREST IN THE ITEM, BUT JUST THE LARGER CONVERSATION.
UM, THERE ARE RESIDENTIAL LOTS THAT ARE OPERA.
UM, COMMERCIAL BUSINESSES ARE OPERATING ON THESE RESIDENTIAL LOTS.
AND NOW THAT I MENTIONED DURING COUNCIL, UM, DURING POP-OFF, THIS DIRECTLY IMPACTS HOUSING INVENTORY QUALITY OF LIFE BECAUSE OF THE WORK THAT WE'RE DOING IN THE CANCER CLUSTER.
OTHER NEIGHBORHOODS ARE SENSITIVE TO THE ENVIRONMENT THAT THEY LIVE AROUND.
UM, FROM A CONSTITUENT SERVICES PERSPECTIVE, WE ARE INUNDATED, UM, WITH CONFLICTS OF DEEDS AND ALL OF THAT.
UM, SO SOMEWHERE ALONG THE LINE, THIS COMMUNITY WAS LET DOWN, UM, WHERE PROPERTIES WERE NOT REP PLATTED,

SO WHY DOES HOUSTON NEED ACHAR RAIL PLAN? SO FIRSTLY, I WOULD LIKE TO POINT OUT THAT THE CITYWIDE CHART RAIL PLAN IS AN ACTION ITEM OF OUR VISION ZERO SAFETY PLAN, UH, TO ELIMINATE FATALITIES AND SERIOUS INJURIES ON OUR ROADWAYS.
UM, SO FROM TIME TO TIME, WE HAVE HEARD, UH, LOTS OF CONCERNS FROM, UH, THE RESIDENTS REGARDING HOW AL TRUCK TRAFFIC IN THEIR NEIGHBORHOODS, UH, CREATES, UH, TRAFFIC SAFETY HAZARDS, UM, ROADWAY DAMAGE, NOISE, AND POOR QUALITY, UH, UH, POOR AIR QUALITY IN MANY OF OUR NEIGHBORHOODS.
UH, AS THE FREIGHT MOVEMENTS IN THE CITY AND THE REGION HAS CONTINUED TO GROW, THE THROUGH CHARGE TRAFFIC HAS BECOME PREVAILING ISSUES IN MANY OF OUR NEIGHBORHOODS, ESPECIALLY THOSE CLOSE TO THE PORT AND THE MAJOR INDUSTRIAL AREAS.
UM, THE, EVEN THE HOUSTON GALVESTON AREA COUNCIL, UH, ESTIMATES THAT THE FREE TONNAGE IN HOUSTON METROPOLITAN AREA WILL GROW BY 60% BETWEEN 2015 AND 2040, DRIVEN BY THE POPULATION GROWTH, ECONOMIC DEVELOPMENT, ET CETERA.
IN THIS BACKGROUND, A CITYWIDE CHART ROUTE PLAN IS IMPORTANT FOR US TO PROACTIVELY MANAGE THE FREE MOVEMENT THROUGHOUT THE CITY.
IT WILL NOT ONLY ADJUST FREE MOVEMENT ON CITY OF HOUSTON ROADWAYS BY DESIGNATING CERTAIN ROADWAYS AS CHART ROUTES, BUT ALSO HELP INCREASE SAFETY FOR PEOPLE WALKING, BIKING, AND DRIVING IN HOUSTON.
IMPROVE THE QUALITY OF LIFE BY REDUCING NOISE AND AIR QUALITY IMPACTS, UM, TO THE RESIDENTIAL NEIGHBORHOODS, AND ALSO MINIMIZE ROADWAY MAINTENANCE COSTS FOR THE ROADWAYS NOT DESIGNED FOR CHILD ROUTES.
SO THE OVERALL, UH, CITYWIDE CHARTER PLAN PLANNING PROCESS IS COMPOSED OF THREE PHASES.
PHASE ONE IS TO DEVELOP A CITYWIDE CHARTER PLAN, FOCUSING ON DESIGNATING CORRIDORS TO GUIDE TRUST GOING THROUGH THE CITY.
THIS PHASE FOCUS ON GUIDING THROUGH CHART TRAFFIC INSTEAD OF THE LOCAL DELIVERY WE SEE LIKE FROM AMAZON, FEDEX, ET CETERA.
AND PHASE TWO IS TO IMPLEMENT THE CHART, ROUTE PLAN ESTABLISHED BY PHASE ONE.
AND PHASE THREE WILL BE, UM, ADJUSTING THE LOCAL CHART DELIVERY.
SO WE ARE CURRENTLY IN PHASE ONE.
WE KICK OFF THE PROJECT IN JANUARY OF THIS YEAR.
WE START WITH REVIEWING BEST PRACTICE FROM OTHER US CITIES AND REGIONS.
THEN WE ANALYZE LOCAL CONDITIONS IN HOUSTON AND INITIATE A SERIES OF PUBLIC ENGAGEMENT ACTIVITIES TO GET BETTER UNDERSTANDING, UH, ABOUT OUR FREE MOVEMENT CHALLENGE.
SINCE THE BEGINNING OF THIS SUMMER, WE HAVE STARTED TO DEVELOP THE RECOMMENDATIONS.
MEANWHILE, WE ARE IN THE PROCESS OF ESTABLISHING AN ORDINANCE TO AUTHORIZE THE PLANNING DEPARTMENT TO CREATE A CITYWIDE TRIAL PLAN AND HAVE THE CITY COUNCIL ADOPT THE ORDINANCE IN NOVEMBER IN EARLY

2024, WE WILL APPLY THE PROPOSED CHART, ROUTE PLAN, UH, CHART, ROUTE DESIGNATION APPROACH IN SET GAS PILOT AREA SET GAS IS ONE OF THE NEIGHBORHOOD WHICH HAS EXPERIENCED SERIOUS, UH, CUT THROUGH CHARGE TRAFFIC.AND WE WANT TO TEST THE APPROACH IN THAT AREA BEFORE WE FINALIZE OUR RECOMMENDATION.
UH, HOPEFULLY, UH, WE COULD SEND THE CITYWIDE TRAVEL PLAN TO THE CITY COUNCIL FOR ADOPTION IN SUMMER 2024.
SO THERE ARE MANY TYPES OF TRUCKS ON OUR ROADWAYS.
THE TABLE ON THE SCREEN SHOWS DIFFERENT, UH, FHWA VEHICLE CLASSIFICATION BASED ON THE RESEARCH AND COORDINATION, UH, WITH OTHER CITY DEPARTMENTS.
THE PROPOSED CITYWIDE CHART ROUTE PLAN WILL ONLY IMPACT, UH, TRUST ARE MORE THAN 26,000 POUNDS AND UNDER CLASS SIX AND MORE AND ABOVE.
SO NOT EVERY TRUST WE ARE TALKING ABOUT, UH, WILL IMPACTED BY THE CHARTER PLAN ONLY CERTAIN TYPE.
SO HOW TO EFFECTIVELY MANAGE, UH, FREE MOVEMENT IS A COMMON CHALLENGE IN MANY US CITIES.
UM, SO WE HAVE REVIEWED PLANS FROM 13 OTHER CITIES AND REGIONS IN THE NATION AND HAVE LEARNED A LOT FROM THEM.
UH, WE HAVE THE, UM, BEST PRACTICE, UH, REPORT UPLOADED ON OUR PROJECT WEBSITE, AND I WILL TALK ABOUT THE PROJECT WEB WEBSITES SHORTLY.
AND THEN, UH, AFTER THE PEER CT BEST PRACTICE, WE START TO, UH, DO THE CONDUCT A LOCAL CONDITION ANALYSIS.
UM, SO WE CONDUCTED FIRSTLY CRASH ANALYSIS AND FIND THAT THERE ARE, THERE WERE ALMOST 4,800 TRUCK RELATED CRASH ALONG NON INTERSTATE ROADWAYS IN HOUSTON BETWEEN 2018 AND 2022.
THE MAP ON THE SCREEN USED DIFFERENT COLORS TO IDENTIFY ROADWAY WASTES WITH CHALK RELATED, UH, CRASH ROADWAYS IN GREEN ARE THE ONES WITH AT LEAST ONE CHALK RELATED CRASH AS THE COLOR CHANGED TO YELLOW, ORANGE, AND RED, THE NUMBERS OF CHALK RELATED CRASH INCREASE, AS YOU CAN SEE FROM THE MAP, WE HAVE CHALK RELATED CRASH ALL OVER THE CITY.
SOME INTERCESSIONS ARE CHALK RELATED CRASH HOT SPOTS LIKE THE ONES ON THE MAP, LIKE IN YELLOW, IN RED, ET CETERA.
AFTER THE UH, CRASH ANALYSIS, WE ALSO ANALYZE THE LOCATION OF THE MAJOR INDUSTRIAL AREAS AND THE MAJOR FREIGHT CLUSTERS AS WELL AS THE TRUCK VOLUME ON OUR ROADWAYS ON THIS MAP.
THE PURPLE POLYGONS ARE INDUSTRIAL LAND USE.
THE GREEN POLYGONS ARE MAJOR FREE CLUSTERS.
AND THE GREEN, UH, THE RED POLYGON IS A MAJOR PORT TERMINAL.
THE DIFFERENT COLOR CODES OF THE ROADWAY ILLUSTRATE CORRESPONDING CHALK VOLUMES.
WE CONSIDER CONNECTIVITY TO THIS EXISTING FREE CLUSTERS IN THE CITY AND REGION IN THE PROCESS OF THE CHARA DESIGNATION.
SO BASED ON THE UH, ANALYSIS, THE BEST PRACTICE ANALYSIS AND THE LOCAL CONDITION ANALYSIS, WE ARE CONDUCTING A SERIES OF PUBLIC ENGAGEMENT ACTIVITIES.
WE, UH, HELD TWO MEETINGS WITH OTHER CITY DEPARTMENTS, INCLUDING HOUSTON PUBLIC WORKS, HOUSTON POLICE DEPARTMENT, UH, THE AIRPORT SYSTEM, PARK, HOUSTON, THE FLEA, UH, SYSTEM, UH, THE, UM, FIRE DEPARTMENT, ET CETERA.
WE GOT LOTS OF, UH, GOOD FEEDBACK FROM THEM.
WE ALSO HELD TWO MEETINGS WITH THE OUTSIDE AGENCIES, LIKE, UM, TECHSTAR, THE DIFFERENT GROUPS OF TECHSTAR, INCLUDING THE PLANNING DEPARTMENT IN HOUSTON DISTRICT.
UH, THEY HAVE A PROJECT GROUP WORKING ON THE SOUTHEAST, UH, TRUCK PARKING MANAGEMENT PLAN.
WE ALSO, UH, COORDINATE WITH PORT OF HOUSTON, UH, HOUSTON, JEFFERSON AREA COUNCIL, HARRIS COUNTY, ET CETERA.
UM, THEN WE HAVE THREE PUBLIC MEETINGS IN THREE, UH, DIFFERENT NEIGHBORHOODS, UH, WHICH HAVE EXPERIENCED, UH, AL TRUCK FREE CHALLENGE IN THE PAST YEARS.
UH, WE ALSO CONDUCT, UH, FOUR SIDE VISITS, SIDE TOOLS IN THOSE NEIGHBORHOODS, UH, WORK THROUGH THE NEIGHBORHOODS WITH THEIR REPRESENTATIVE TO KNOW MORE ABOUT THEIR CHALLENGE.
AND, UH, WE HAVE TWO MEETINGS WITH THE, UH, THE INDUSTRY.
ONE IS WITH THE TEXAS TRUCKING ASSOCIATION AND ONE WITH THE HOUSTON MOVERS ASSOCIATION.
THEN ON OUR PROJECT WEBSITE, WE HAVE A HOSPITAL IDENTIFICATION MAP.

AS YOU COULD SEE, UH, THE RESIDENTS, THEY HAVE BASICALLY, UM, MODERATELY CONCERN FOR, UH, THE CLASS SIX, UH, TRUCKS AND ABOVE.
AND AS THE CLASSIFICATION GET GOES UP, THE CONCERNS ARE, UM, GETTING, UH, HEAVIER.
SO THIS GRAPHIC SHOWS THE, UM, THE CHILD RELATED CONCERNS FROM BOTH THE RESIDENTS AND THE INDUSTRY.
THE ORANGE BAR ARE THE RESPONSE FROM THE INDUSTRY AND THE, UM, BLUE BAR FROM THE COMMUNITY.

UM, AND, BUT, UH, AS YOU CAN SEE ON THE CHART, THE EQUITY, THE LAST ONE, UH, THERE'S ONLY THE BLUE UH, BAR, NO ORANGE BAR BECAUSE WHEN WE CONDUCT THE INDUSTRY SURVEY, WE DO NOT HAVE THE EQUITY QUESTION FOR THE INDUSTRY.
BUT THE TOP THREE CONCERNS FOR BOTH INDUSTRY AND THE COMMUNITY ARE ROADWAY CONDITIONS, SAFETY CONCERNS, AND TRAFFIC CONGESTION.
AND THEN THE, UH, THE CHART RELATED CONCERNS ARE TOP CONCERNS FROM THE INDUSTRY WE COULD SEE ON THIS GRAPH ARE THE ROADWAY DESIGN, ROUTE CONNECTIVITY, AND ENFORCEMENT ACTIVITIES.
AND THEN WHEN WE ASK ABOUT THE FUNDING PRIORITIES, BOTH THE, UM, COMMUNITY AND THE INDUSTRY IDENTIFY LIKE THE GPS UH, NAVIGATION PLATFORM IS A TOP PRIORITY BECAUSE LOTS OF TIME BASED ON WHAT WE HEARD IS, UH, THE TRUCK DRIVERS, THEY CUT THROUGH A NEIGHBORHOOD.

SO BASED ON WHAT WE HAVE FOUND AND START FROM THIS SUMMER, WE START TO WORK ON LIKE THE METHODOLOGY, HOW TO CREATE A TRIAL PLAN.
UH, WE ARE STILL IN THE PROCESS OF DEVELOPING THE APPROACH, BUT THIS WE WOULD JUST LIKE TO SHARE WITH YOU LIKE SOME BASIC CONCEPT AND WELCOME YOUR FEEDBACK.
