SO WE GONNA GO ON AND GET STARTED. UH, AS YOU INDICATED, WE HAVE A, A LITTLE BIT OF A ROBUST, UH, AGENDA. WE WILL START WITH, UH, COMPLIANCE AND GRANT ADMINISTRATION. A PRESENTATION FROM KENISHA LONDON DEPUTY DIRECTOR. THE HOUSING DEPARTMENT RECOMMENDS CITY COUNCIL'S APPROVAL ON AN ORDER ON AN ORDINANCE AUTHORIZING AND APPROVING A FIRST AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK BLOCK GRANT DISASTER RECOVERY, HARVEY'S SUB-RECIPIENT AGREEMENT WITH THE TEXAS GENERAL LAND OFFICE. THE GLO PROPOSES TO AMEND THE SUB-RECIPIENT AGREEMENT WITH THE CITY FOR OUR HARVEY FUNDS IN THE FOLLOWING WAYS TO REVISE THE GRANT AWARD BY REDUCING FUNDING IN THE AMOUNT OF $30 MILLION TO A TOTAL AMOUNT, NOT TO EXCEED 664,157,000 OF $590. THEY WILL ALSO REVISE CONTRACTUAL LANGUAGE BENCHMARKS AND REALLOCATE PROGRAMMATIC FUNDING. ON THE NEXT SLIDE, YOU'LL SEE A BUDGET THAT WE PRESENTED TO HOUSING COMMITTEE BACK IN, UM, MARCH. AND THIS BUDGET SHOWS THE $30 MILLION BEING REMOVED FROM THE MULTIFAMILY PROGRAM. UM, DURING THAT SAME TIME, GLO UM, ASKS THE CITY, ARE THERE ANY OTHER READJUSTMENTS OR REALLOCATION THAT YOU WOULD LIKE TO MAKE TO THE OTHER REMAINING PROGRAM BUDGETS? UM, AND AS YOU CAN SEE, UH, WHERE THE, UH, REDUCTIONS OCCURRED AND ALSO THOSE PROGRAMS THAT WE ADDED FUNDING TO, UM, UH, SUCH AS SMALL RENTAL TO COVER, UM, POTENTIAL, UH, OVERAGES FOR THOSE PROJECTS. MEMBERS OF CONGRESS CAN REQUEST PROVISIONS DESIGNATING AN AMOUNT OF FUNDS FOR A PARTICULAR RECIPIENT, SUCH AS A LOCAL GOVERNMENT OR NONPROFIT ORGANIZATION FOR A SPECIFIC PROJECT. THESE PROVISIONS ARE CALLED CONGRESSIONALLY DIRECTED SPENDING IN THE US SENATE AND COMMUNITY PROJECT FUNDING IN THE HOUSE OF REPRESENTATIVES. FOR THE REMAINDER OF THE PRESENTATION, THESE AWARDS WILL BE REFERRED TO AS COMMUNITY PROJECT FUNDING FOR THE CITY. THE GOVERNMENT RELATIONS OFFICE COORDINATES THE COMMUNITY PROJECT FUNDING REQUEST PROCESS WHERE CITY DEPARTMENTS CAN SUBMIT A REQUEST THAT THEN MUST BE PAIRED WITH AND ACCEPTED BY A CONGRESS MEMBER WHO WILL SUBMIT THE REQUEST FOR CONSIDERATION WITHIN THE LEGISLATIVE PROCESS. ONCE APPROVED IN THE CONGRESSIONAL APPROPRIATIONS ACT, THE RECIPIENTS MUST DESIGN THEIR PROJECT TO ALIGN WITH THE DESCRIPTIONS APPROVED BY CONGRESS FOR THE USE OF THESE FUNDS. THE ITEMS BEING PRESENTED TODAY ARE ASSOCIATED WITH APPLYING FOR AND ACCEPTING COMMUNITY PROJECT FUNDING AWARDS IDENTIFIED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT THAT WAS SIGNED INTO LAW ON DECEMBER 29TH, 2022. THE AWARDS ARE ADMINISTERED THROUGH THE US DEPARTMENT OF LABOR AND THE US HOUSING AND URBAN DEVELOPMENT DEPARTMENT FOR ITEM THREE. A HCD IS RECOMMENDING COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZING THE SUBMISSION OF REQUIRED APPLICATION MATERIALS TO THE US DEPARTMENT OF LABOR FOR A $1 MILLION COMMUNITY PROJECT FUNDING AWARD, EXECUTION OF THE GRANT AGREEMENT BETWEEN THE CITY OF HOUSTON AND THE DEPARTMENT OF LABOR BY THE MAYOR OR THE MAYOR'S DESIGNEE AND EXECUTION OF GRANT RELATED FORMS AND DOCUMENTS BY THE MAYOR OR THE MAYOR'S DESIGNEE THROUGH A SOLICITATION PROCESS. WHAT'S, IN YOUR EXPERIENCE, WHAT'S THE TURNAROUND IN TERMS OF GETTING THE FEDERAL DOLLARS FOR, FROM A CONGRESSIONAL EARMARK? IT, IT, UNFORTUNATELY IT IS QUITE LENGTHY. UM, SOME HAVE BEEN AS MUCH AS A YEAR FROM THE POINT OF APPROVAL TO ACTUALLY EXECUTION. BUT THIS ONE I PROBABLY, IT WOULD PROBABLY LESS THAN SIX MONTHS OKAY. BETWEEN THE APPROVAL PROCESS ENTERING INTO AGREEMENTS WITH THE AGENCIES AND SO FORTH. SURE. AND THE SAME QUESTION FOR THREE B. UH, I'LL, UH, SAME, UH, THE THREE B IS A LITTLE BIT LONGER. I THINK THE DEPARTMENT OF LABOR HAS BEEN A LITTLE SWIFTER AND MOVING THROUGH THE PROCESS AS COMPARED TO HUD. SURE. I MEAN, I NOTE IT SAYS, UM, MUST BE SPENT BY AUGUST 31ST, 2031, UM, FOR THREE B. BUT IN TERMS OF RECEIVING THE DOLLARS, YOU EXPECT SOMETHING SIMILAR IN TERMS OF TIMELINE? YEAH, WE'RE STILL, YES, WE'RE STILL WORKING THROUGH THAT. THEY'VE JUST UNFORTUNATELY TAKEN A LITTLE BIT LONGER. THIS IS A NEW PROCESS FOR BOTH HUD AND THE DOL SINCE THE, UM, COMMUNITY PROJECT FUNDING KIND OF CAME BACK FORWARD IN THIS NEW ITERATION. AND I THINK WITH 2022 THEY WERE REALLY WORKING OUT THE KINKS AND THEY'VE MADE SOME MODIFICATIONS TO THEIR PROCESSES THAT I HOPE WILL RESULT IN A MORE SWIFT, UM, IMPLEMENTATION OF THEIR PIECES THAT ALLOW US TO MOVE FORWARD WITH THE FUNDING. THE FIRST COMMUNITY PROJECT FUNDING AWARD IS FOR $1,550,000 DESIGNATED FOR SUNNYSIDE PARK CAPITAL IMPROVEMENTS FOR THIS PROJECT, HCD WILL PARTNER WITH THE CITY'S PARKS AND RECREATION AND GENERAL SERVICES DEPARTMENTS. THE PROPOSED BUDGET INCLUDES $1,379,500 TO MAKE IMPROVEMENTS TO THE SUNNYSIDE PARK COMMUNITY CENTER BUILDING, INCLUDING, BUT NOT LIMITED TO ROOF REPAIRS OR REPLACEMENT ENHANCEMENTS TO THE GYMNASIUM OR OTHER UPGRADES. AND 110,000 TOWARD HCD COSTS ASSOCIATED WITH ADMINISTERING THIS COMMUNITY PROJECT FUNDING AWARD. THE SECOND COMMUNITY PROJECT FUNDING AWARD IS FOR $750,000 DESIGNATED FOR MAGNOLIA PARK MANCHESTER SERVICES HUB. THE ENGAGEMENT CENTER, WHICH SERVES AS AN ENTRY POINT OR FRONT DOOR FOR CLIENTS, ENGAGING IN A CONTINUUM OF SERVICES THAT FACILITATE MOVEMENT TOWARDS STABILIZED EMPLOYMENT, HOUSING, AND SELF-SUFFICIENCY. THE HOUSING CASE MANAGEMENT PROGRAM IS SPECIFICALLY FOR INDIVIDUALS AND FAMILIES THAT WERE FORMALLY HOMELESS WITH THE DISABLING CONDITION, PROVIDING SUPPORT FOR INDIVIDUALS PLACED IN HOUSING TO CONTINUE THEIR STABILITY AND ONGOING WORK TO REBUILD THEIR LIVES AND PROVIDE SERVICES FOR AFTER AN INDIVIDUAL HAS BEEN HOUSED, IS ESSENTIAL TO HELPING PEOPLE OBTAIN AND MAINTAIN LONG-TERM STABILITY AND AFFORDABLE HOUSING. 265 PERSONS WILL BE SERVED WITH CONTINUED WRAPAROUND ONSITE SUPPORTIVE SERVICES CONSISTING OF INTENSIVE CASE MANAGEMENT, TRANSPORTATION ASSISTANCE, LIFE SKILLS, EDUCATION, [00:15:01] SUBSTANCE ABUSE SERVICES, AND ASSISTANCE WITH DISABILITY APPLICATIONS AND LINKAGE TO OTHER COMMUNITY RESOURCES TO ONCE SO THAT ONCE HOMELESS PERSONS WHO ARE NOW PERMANENTLY HOUSED ARE, OR IN RAPIDLY HOUSING, THIS AGREEMENT TERM WILL RUN FROM JANUARY 1ST, 2024 THROUGH DECEMBER 31ST, 2024. THERE WERE NO FINDINGS OR CONCERNS IN THEIR MOST RECENT MONITORING AND COMPLIANCE. AND THEN UNDER THE CDBG ENTITLEMENT GRANT, WE PROBABLY HAVE AROUND MAYBE $500,000, UH, MAYBE LESS THAN THAT, THAT GOES TOWARDS, UM, UH, HOMELESS SERVICES. AND THIS $200,000 SPECIFICALLY IS USED TO LEVERAGE THOSE DOLLARS. SO ITEMS THAT ARE NOT COVERED UNDER THE FEDERAL RULES, SUCH AS FOOD OR CLOTHING, THAT'S WHERE YOU SEE THET MONEY COME IN. THANK YOU.
