UH, HE'LL BE PROVIDING A REPORT ON BASICALLY THE PAST FOUR YEARS OF WHAT'S BEEN COMING BEFORE THIS COMMITTEE AND THE PROGRESS THAT'S BEEN MADE. UM, THE HOUSTON AREA WOMEN'S CENTER, UH, IS CALLING ON ALL ELECTED OFFICIALS RIGHT NOW TO SPEAK OUT AND SIGN THE PETITION. UM, THERE IS A CASE, US V RAHIMI, THAT'S GONNA BE GOING BEFORE THE SUPREME COURT. UH, IT WAS A DECISION THAT CAME THROUGH THE FIFTH CIRCUIT, UM, AND IT'S REALLY A PIVOTAL MOMENT IN THE MOVEMENT TO END DOMESTIC VIOLENCE, DOMESTIC ABUSE. UM, IN THE HOUSTON AREA, WOMEN'S CENTER IS TAKING A STAND. UH, RIGHT NOW, THE COURT, THE FIFTH CIRCUIT RULED, UM, THAT COURTS COULD NOT, UH, UNDER FEDERAL LAW, PROHIBIT THE POSSESSION OF FIREARMS BY DOMESTIC ABUSERS UNDER CERTAIN DOMESTIC VIOLENCE PROTECTIVE ORDERS. UH, THIS IS SOMETHING THAT HAS BEEN LONGSTANDING FEDERAL LAW. IT GIVES LAW ENFORCEMENT AND SURVIVORS A TOOL TO KEEP THEMSELVES, THEIR FAMILIES IN THE COMMUNITY SAFE IN A COURT OF LAW. UM, AND RIGHT NOW THAT IS BEING CHALLENGED. SO, UH, ON BEHALF OF THE HOUSTON AREA WOMEN'S CENTER, I WANTED TO SHARE THAT AND THAT THEY HAVE FILED AN AMICUS URGING THE SUPREME COURT TO KEEP PROTECTIVE STRATEGIES FOR SURVIVORS IN PLACE. AND THEY ARE USING THIS PETITION TO SHINE A LIGHT ON THE DECISION. SO WE APPRECIATE THEIR WORK THERE. AND THEN LASTLY, I DID WANNA, UM, PUBLICLY THANK MAYOR TURNER. UH, BASED ON THE LAST PRESENTATION WE HAD RELATED TO, UH, MY PROPOSAL FOR THE GUN VIOLENCE INJURY DATA, UM, PROGRAM AND DASHBOARD, WE HAVE ALLOCATED THE FUNDING TO THE HEALTH DEPARTMENT THAT IS MOVING FORWARD. IT IS GOING TO BE THE FIRST OF ITS KIND IN THE NATION, UM, TO GATHER THIS DATA SO THAT HEALTHCARE EXPERTS CAN, UH, CREATE HEALTH BASED INTERVENTIONS TO KEEP, UM, OUR COMMUNITIES, OUR CHILDREN, AND OUR FAMILIES SAFE. UM, THEY MEET THE, UH, AGE REQUIREMENT AND ALSO THE COLLEGE REQUIREMENT. UM, WE ARE COMPETING WITH ALL OF THE CITIES IN THE GREATER HOUSTON AREA. UM, AND IT IS SOME PRETTY STIFF COMPETITION, BUT WE'RE NOT GIVING UP. WE ARE ABLE TO HAVE A CONVERSATION OF WHAT YOU'RE GETTING WHEN YOU WORK FOR THE CITY OF HOUSTON. DID YOU HAVE A QUESTION? AND, UM, THOUSANDS OF CIVILIANS AND FIREFIGHTERS FROM ALL OVER THE WORLD AND THE REGION. NEXT SLIDE. AT THE ACADEMY WITH RECRUITS, WE HAVE TWO DIFFERENT TYPES OF CLASSES. WE HAVE A LONG TRACK AND A FAST TRACK. UH, AND DEPENDING ON WHAT THEIR CERTIFICATIONS ARE, THEY'LL BE CLASSIFIED INTO ONE OF THOSE TWO TYPES OF CLASSES. NEXT SLIDE. UH, THE LONG TRACKS. WE HAVE FOUR CLASSES PER YEAR, UH, STARTING IN APRIL, JUNE, AUGUST, SEPTEMBER, AROUND THERE. AND OCTOBER. UH, EACH CLASS IS EIGHT MONTHS LONG. UM, USUALLY THERE'S ABOUT 70 OR MORE CADETS PER CLASS. UH, THE CLASSES START WITH EMT SCHOOL AND THEN PROCEED INTO FIRE SCHOOL. NEXT SLIDE, PLEASE. UH, EMT SCHOOL IS APPROXIMATELY SIX TO SEVEN WEEKS OF INSTRUCTION. UH, NORMALLY OUTSIDE AT, UH, ANY COLLEGE, IT'S USUALLY ABOUT TWO SEMESTERS. AND WE KIND OF CRAM TWO SEMESTERS OF, OF INSTRUCTION INTO SIX OR SEVEN WEEKS. UH, AT THE ACADEMY, UM, AFTER THEIR SIX OR SEVEN WEEKS OF INSTRUCTION, THEY HAVE TWO WEEKS OF CLINICALS, AND THEN ABOUT A WEEK OF, UH, TESTING FOR THE NATIONAL REGISTRY AND EMT. AS FAR AS FIRE SCHOOL, ONCE THEY'VE COMPLETED AND ARE SUCCESSFUL WITH EMT, THEY MOVE ON TO FIRE SCHOOL. THE TEXAS COMMISSION ON FIRE PROTECTION REQUIRES, UH, 468 HOURS TO GET YOUR BASIC CERTIFICATION. AND, UH, THE HOUSTON FIRE DEPARTMENT ACADEMY IS APPROXIMATELY 650 HOURS. SO WE'RE WELL ABOVE WHAT'S REQUIRED BY THE STATE, AND WE ADD A LOT OF, A LOT OF EXTRA STUFF TO IT, TO THEIR TRAINING. NEXT SLIDE, PLEASE. AS YOU CAN SEE HERE, UM, OUR GRADUATION RATES, UH, AVERAGE AROUND 60%. UM, IN FY 22, WE DID REALLY GOOD WITH 87%. UH, I'VE SEEN, UH, SOME YEARS, UH, BEFORE I STARTED AT THE ACADEMY BEFORE COVID HIT, AND WE WERE RUNNING AROUND 80%. UH, RIGHT NOW THE AVERAGE IS ABOUT 60% GRADUATION RATE. UH, THIS FY 23 DOES NOT INCLUDE THE FAST TRACK CLASSES IN THERE. WE HAD, UH, 25 FAST TRACK MEMBERS, AND WE GRADUATED 23 OF 'EM. SO ABOUT 92%. NEXT SLIDE. ALRIGHT, SO LONG TRACK. OF COURSE. UH, THE SUCCESS IS FOR, UH, LONG TRACK, UH, EMT SCHOOL. IT'S, IT'S ONE OF THE HARDEST PARTS OF OUR ACADEMY. UH, IT'S VERY FAST PACED AND DIFFICULT, SO ONCE THEY CAN GET, THEY CAN GET THROUGH EMT SCHOOL, THEY, THEY SHOULD BE REALLY GOOD. UH, ONE OF THE THINGS THAT BECOMES DIFFICULT FOR A LOT OF THE CADETS IS WORK EXPERIENCE. IF, IF, UH, THESE CADETS HAVEN'T HAD ANY WORK EXPERIENCE IN, UH, A LABOR INTENSIVE JOB, UH, THIS IS VERY DIFFICULT FOR THEM. UM, PHYSICAL FITNESS, OF COURSE, COMES INTO PLAY. WE, WE NEED 'EM TO BE PHYSICALLY FIT. WE CAN WORK WITH A LOT OF 'EM, UH, AND GET 'EM WHERE WE NEED TO BE. BUT THEY HAVE TO BE AT A GOOD STARTING POINT ONCE WHEN, WHEN THEY GET TO THE ACADEMY. UH, AND MOST IMPORTANTLY, I THINK IS THE, UH, APTITUDE FOR SERVICE. IF SOMEBODY'S GONNA COME TO THE FIRE DEPARTMENT, UH, AND THE ACADEMY, AND THEY'RE NOT REALLY WANTING TO HELP SERVE THE PEOPLE THAT'S NOT IN THEIR FORTE, SO TO SPEAK, THEN, UH, THEN THEY'RE NOT GONNA DO WELL. UM, YEAH. LET'S MOVE TO NEXT SLIDE. THERE WE GO. NOW WE GOT FAST TRACKS, WHICH ARE DESIGNED FOR, UH, RECRUITS THAT ARE CERTIFIED IN, IN FIREFIGHTING AND EMT OR PARAMEDIC. UH, THEY'RE APPROXIMATELY THREE MONTHS LONG AND USUALLY ANYWHERE BETWEEN 20 AND 40 MEMBERS PER CLASS. NEXT SLIDE, PLEASE. UH, THE SUCCESS FACTORS FOR FAST TRACK, PHYSICAL FITNESS, EVEN, EVEN MORE, BECAUSE THESE, UH, CERTIFIED MEMBERS, EVEN THOUGH THE CLASS IS SHORTER, THEY STILL HAVE TO MEET THE SAME PHYSICAL PERFORMANCE STANDARDS AS A LONG TRACK. SO THEY HAVE LESS TIME TO MEET THOSE STANDARDS. UM, BUT EVEN WITHIN, WE, WE STILL DO PRETTY WELL. UM, A LOT OF THESE CERTIFIED FIREFIGHTERS AND EMTS THAT WE GET, UH, DON'T HAVE ANY WORK EXPERIENCE IN ANY FIRE DEPARTMENT. SO THE, THE, IT'S A CHALLENGE. SOMETIMES THEY MAY HAVE GOTTEN THEIR CERTIFICATION ONLINE, UH, OR THROUGH A COLLEGE THAT, THAT JUST BARELY PUT 'EM THROUGH WHATEVER THEY NEEDED TO LEARN. UH, SO IT'S A CHALLENGE FOR US TO GET 'EM UP TO DATE AND WHAT THE HOUSTON FIRE DEPARTMENT REQUIRES. BUT EVEN THEN, OUR SUCCESS RATES WITH FAST TRACK MEMBERS ARE, UH, SOMETIMES A HUNDRED PERCENT ON OUR CLASSES. NEXT SLIDE, PLEASE. UM, SO THE PROBLEMS WE'RE HAVING, UH, NOT ENOUGH [00:15:01] APPLICANTS. SO WITH LESS APPLICANTS OUT THERE, THERE'S LESS CERTIFIED MEMBERS. UH, AND IT'S VERY DIFFICULT FOR US TO HOLD A CERTIFIED CLASS WITH 10 OR LESS, UH, MEMBERS IN IT. IT, IT REQUIRES A LOT OF MANPOWER. SO, UM, AND WE HAVEN'T HAD A LOT OF FAST TRACKS LATELY. UH, LIKE I SAID BEFORE, WE HAD 25 FOR, UH, FY 23. UH, BUT WITH RECRUITMENT EFFORTS AND THE INCENTIVES THAT WE'RE GETTING, WE'RE HOPING TO, TO SEE MUCH HIGHER NUMBERS. UH, NEXT SLIDE, PLEASE. UH, SO, UH, OUR TRAINING ISSUES, UM, LESS APPLICANTS, LESS OR SMALLER CLASSES. UH, THE LONG TRACKS ARE APPROXIMATELY 40 TO 60 MEMBERS IN THERE, AND WE'RE GRADUATING 30 TO 40 OF THOSE. UM, AGAIN, WITH THE WORK EXPERIENCE WHEN THEY'RE COMING TO US, MANY OF 'EM ARE JUST TRYING THE FIRE DEPARTMENT OUT, LOOKING FOR SOMETHING THAT MAY INTEREST THEM. AND WHEN THEY GET THERE WITHIN A COUPLE OF WEEKS, THEY'LL FIGURE OUT WHETHER THEY WANT TO BE THERE OR NOT. UH, SO WE, WE DO HAVE A LOT OF PEOPLE LEAVING RIGHT AT RIGHT AT THE BEGINNING. AND, UH, PHYSICAL FITNESS, OF COURSE, UH, THAT, THAT TENDS TO BE A BIG ONE. UH, WE JUST, JUST THROW NUMBERS AT YOU GUYS. UH, OR A LITTLE STORY. WE JUST HAD TWO RESIGN TODAY, BUT NOT FOR PHYSICAL FITNESS BECAUSE OF CLAUSTROPHOBIA. UH, MANY OF, MANY OF OUR, UH, RECRUITS WILL FIND OUT. THEY MAY NOT HAVE KNOWN THAT THEY WERE CLAUSTROPHOBIC BEFORE THEY GOT TO THE FIRE DEPARTMENT, BUT THEY'RE SURE GONNA FIND OUT WHEN THEY GET THERE. SO, UM, AND WE HAD TO RESIGN TODAY. NEXT SLIDE, PLEASE. UH, ONLY THOSE RECRUITS WHO MAINTAIN THE HIGH STANDARDS THAT WE HAVE AT HFD, UH, WITH THE DESIRE TO SERVE THE CITIZENS ARE GONNA MAKE IT THROUGH. UM, WE, WE, WE CANNOT AFFORD TO, NOR WILL WE LOWER THE PERFORMANCE STANDARDS THAT ARE REQUIRED. IT WOULD BE EASY TO JUST LET IT SLIDE, BUT, UM, UH, THAT THESE PEOPLE'S LIVES DEPEND ON IT. AND THE CITY OF HOUSTON, UH, IT'S COME TO EXPECT EXCELLENCE FROM THE HOUSTON FIRE DEPARTMENT. AND WE'RE, WE'RE GONNA GIVE 'EM THAT NEXT SLIDE, PLEASE. SO, OUR RECRUITMENT EFFORTS, UH, HAVE, UH, LED TO AN INCREASED NUMBER OF CANDIDATES FROM, AT LEAST WITHIN THE PAST YEAR. UH, WE WANNA TRY AND TARGET CERTIFIED FIREFIGHTERS. WE HAVE A HIGH SUCCESS RATE WITH THOSE. SO IF WE CAN TARGET THESE CERTIFIED FIREFIGHTERS AND GET 'EM TO JOIN OUR RANKS, I THINK WE CAN HAVE A LOT OF SUCCESS. UH, AND WE'VE IMPLEMENTED, UH, A DIFFERENT WAY OF WORKING WITH A COMPANY TO DESIGN A PHYSICAL FITNESS ROUTINE FOR, UH, RECRUITS WHO THINKING ABOUT JOINING THE FIRE DEPARTMENT, BUT MAY NOT BE THERE. UH, WE CAN GET 'EM ON THIS PROGRAM AND IT'LL HELP THEM BE MORE SUCCESSFUL WHEN THEY DO GET INTO THE ACADEMY. AND, UH, THAT'S, THAT'S ALL I GOT. DOES ANYBODY HAVE ANY QUESTIONS? THEY WERE ROLLED OUT PRIMARILY TO OUR TRAFFIC ENFORCEMENT UNITS BECAUSE THEY'RE OUT ON THE FREEWAYS ROLLING AROUND. THEY NEEDED THAT TO DOCUMENT THOSE STOPS, DOCUMENT THOSE INTERACTIONS. 'CAUSE THEY WERE DOING A LOT OF ONE-ON-ONE INTERACTION WITH CITIZENS ON THE SIDE OF THE ROAD AND THINGS OF THAT NATURE. AND THEN THE REMAINDER BEYOND OUR TRAFFIC ENFORCEMENT UNITS WERE DISTRIBUTED AMONGST PATROL DIVISIONS. SO THAT WAS OUR INITIAL PURCHASE. 225 CAMERAS, UH, IN A DEPARTMENT OF OUR SIZE. FAST FORWARD TO DECEMBER OF 21 WHEN WE EXECUTED OUR BODY-WORN CAMERA, UH, CONTRACT AND WENT AHEAD AND, AND ROLLED OUT BODY-WORN CAMERAS TO ALL OF OUR PERSONNEL, UH, WHICH WE'RE NOW EVEN ROLLING OUT SECOND GENERATION ON THAT, THAT SYSTEM HAS BEEN VERY BENEFICIAL BOTH TO THE PUBLIC AND TO OUR OFFICERS, BOTH IN THE PROSECUTION. AGAIN, ACCOUNTABILITY, TRANSPARENCY. UH, YOU SEE OUR, UH, CRITICAL INCIDENT VIDEOS THAT WE RELEASED TO THE PUBLIC AFTER OFFICER INVOLVED SHOOTINGS AND THINGS OF THAT NATURE. ALL THAT COMES FROM THAT PROGRAM. WE ADDED AN ADDITIONAL 29 INCAR CAMERA SYSTEMS AT THAT POINT. AND THAT WAS AT THE END OF 2021. FAST FORWARD AGAIN TO APRIL OF 22. THIS WAS OUR MOST RECENT PURCHASE. I WAS ACTUALLY OVER THE FLEET UNIT WHEN THIS WAS HAPPENING. WE PURCHASED AN ADDITIONAL 325 IN-CAR SYSTEMS IN 22 AND HAD THEM INSTALLED. UH, THESE SYSTEMS WERE DISTRIBUTED AMONGST OUR PATROL DIVISIONS. OUR TRAFFIC ENFORCEMENT UNITS ALREADY HAD CAMERAS. AND SO WE REPLACED A FEW OF THOSE THAT NEEDED REPLACING. BUT THESE, THE LION'S SHARE OF THESE CAMERAS WENT DIRECTLY INTO PATROL UNITS OUT IN THE FIELD, IN THE DISTRICTS THROUGHOUT THE CITY. THIS WAS THE FIRST MAJOR DISTRIBUTION FOR US INTO THOSE AREAS. UH, BEFORE, OBVIOUSLY WE'VE BEEN VERY LIMITED WITH ONLY THE 225 THAT WE INITIALLY HAD. SO THIS PURCHASE ACTUALLY BROUGHT US TO A TOTAL NUMBER OF IN-CAR CAMERA SYSTEMS OF 579 AT THAT POINT. THAT ACTUALLY REPRESENTED 157% INCREASE IN THE TOTAL NUMBER OF INSTALLED IN-CAMERA SYSTEMS THAT WE HAD VERSUS THAT FIRST PURCHASE IN 2017. UH, SO THAT WAS A STEP IN THE RIGHT DIRECTION, BUT WE'RE STILL NOT EXACTLY WHERE WE WOULD LIKE TO BE WITH THESE SYSTEMS. SO, FAST FORWARD AGAIN TO WHERE WE ARE NOW. THE ASKS THAT WE HAVE NOW FOR THE FUTURE STATE OF OUR, UH, IN-CAR CAMERA SYSTEM, UH, HPD HAS BEEN ALLOCATED $2.4 MILLION TO PURCHASE AN ADDITIONAL 1.8 186 IN-CAR VIDEO SYSTEMS THAT'S COMING TO COUNCIL FOR Y'ALL'S APPROVAL. I KNOW THE, THE MAYOR HA HAS TALKED ABOUT THIS, AND WE HAVE SOME OF IT IS GRANT FUNDED. IT'S A, IT'S 2.1 MILLION ALLOCATED BY THE MAYOR FOR 160 UNITS AND 343, ALMOST 330, 340 4,000 FROM A GRANT THROUGH OUR GANG DIVISION FOR AN ADDITIONAL 26, UH, IN-CAR CAMERA SYSTEMS. THIS PURCHASE WHEN COMPLETED, WILL BRING THE TOTAL NUMBER OF IN-CAR CAMERA SYSTEMS TO 765. ONCE THESE ARE ALL INSTALLED, IT WILL MEAN THAT WE'VE SEEN A 240% INCREASE IN THE NUMBER OF IN-CAR CAMERA SYSTEMS SINCE 2021 IN THE DEPARTMENT. NOW THAT BEING SAID, WE'RE STILL NOT WHERE WE NEED TO BE. OUR LONG-TERM GOAL IS A HUNDRED PERCENT OF OUR MARK UNITS THAT ARE ASSIGNED TO FIELD OPERATIONS. NOT COUNTING THE [01:15:01] ONES USED IN TRAINING AT THE ACADEMY OR, YOU KNOW, SHOW CAR FOR RECRUITING OR SOMETHING LIKE THAT. BUT A HUNDRED PERCENT OF OUR FIELD OPERATIONS UNITS NEED THESE CAMERA SYSTEMS. OBVIOUSLY, WE'RE NOT THERE YET. SO IN ADDITION TO THIS PURCHASE IN THE FUTURE, IT IS THE HOUSTON POLICE DEPARTMENT'S INTENTION THAT EVERY NEW UNIT PLACED IN SERVICE IN FIELD OPERATIONS GOING FORWARD WHEN IT IS INITIALLY PURCHASED AND PUT ONLINE, WILL BE OUTFITTED WITH AN IN-CAR SYSTEM AS PART OF THE COST OF THAT VEHICLE. ABOUT A YEAR AGO, SOMETHING HAPPENED THAT WAS UPSETTING TO ME. THERE WAS A STREET TAKEOVER GOING ON IN THE NORTHWEST MALL PARKING LOT AND ONE OF THE DRIVERS TOOK OFF UP STEAD HIGHWAY AND WAS PURSUED BY AN OFFICER. THE CHASE ENDED UP WITH THE FUGITIVE T BONNING, A CAR KILLING A PERSON AND PROBABLY MAIMING THE PASSENGER FOR THE REST OF THEIR LIVES. AND THE SAD THING WAS, I THINK THE KILLER WALKED AWAY TO BE ARRESTED. WHAT BOTHERED ME ABOUT THIS WAS THE POLICE OFFICER KNEW THERE WAS A STREET TAKEOVER GOING ON. WHY DIDN'T THEY CALL FOR SUPPORT AND BLOCK OFF THE EXITS SO THEY COULD ARREST EVERYONE ON THE SPOT RATHER THAN INITIATING A CHASE THAT ENDED IN THE DEATH OF AN INNOCENT CITIZEN. IN A TELEVISION INTERVIEW, I SAW THE CHIEF AND HE TALKED ABOUT OFFICERS RUNNING RED LIGHTS WITH THEIR LIGHTS AND SIRENS GOING. THE POLICY IS FOR THEM TO SLOW DOWN IN A SITUATION LIKE THAT. BUT THE CHIEF SAID SOMETIMES ADRENALINE GETS THE BETTER OF THEM. THE UNION PROBABLY WILL HATE ME, BUT I THINK IF SOMETHING LIKE THIS HAPPENS WITH PROOF, EITHER THROUGH DASH CAM OR BODY CAM VIEWS, OR IN THE WORST CASE ANOTHER WRECK KILLING AN INNOCENT CITIZEN, THAT OFFICER SHOULD IMMEDIATELY BE DISMISSED. THAT SHOULD HELP PUT A STOP TO FUTURE INCIDENTS LIKE THIS. FINALLY, IN TALKING ABOUT THE ADRENALINE, YOU SEE CHASES ON THE TV ON THE FREEWAYS WITH MAYBE EIGHT POLICE CARS FOLLOWING THE FUGITIVE IN PURSUIT. EVENTUALLY THE FUGITIVE IS CAUGHT AND YET ALL EIGHT POLICE CARS SEEM TO STAY WHEN THEY COULD HAVE RETURNED TO THE, TO THE PATROL ACTIVITIES. IS THAT ALSO A FUNCTION? POSSIBLY HAVE INCREASED ADRENALINE CAUSED BY THE CHASE? THESE ARE MY OBSERVATIONS AS A CITIZEN [01:25:01] WITH NOT COMPLETE KNOWLEDGE OF WHAT'S GOING ON HERE.
