UM, WAITING FOR THIS SLIDE PRESENTATION TO COME UP. UM, WHILE WE'RE WAITING FOR THAT, I DO WANNA MAKE SURE TO GIVE ACKNOWLEDGEMENT AND KUDOS. UM, WHEN WE DO THESE GRANTS, IT IS A LOT OF EFFORT. WE, WE STAY READY SO WE DON'T HAVE TO GET READY. UM, AS YOU ALWAYS KNOW, IN PUBLIC WORKS, WE ALWAYS START WITH OUR FIRST SLIDE, UH, THAT TALKS ABOUT OUR PURPOSE. TOGETHER, WE CREATE A STRONG FOUNDATION FOR HOUSTON TO THRIVE. UH, AND WE HAVE OUR FIVE TO THRIVE VALUES OF RESPECT, OWNERSHIP, COMMUNICATION, INTEGRITY, AND TEAMWORK. AND, UH, THIS PRESENTATION IS DEFINITELY A, UH, EXEM EXEMPLIFICATION OF OUR TEAMWORK. UM, AS I MENTIONED, MANY OF THE DEPARTMENTS, UH, THAT ARE INVOLVED, UH, AS WE PULL TOGETHER THESE APPLICATIONS. WHAT WOULD BE ON THE NEXT SLIDE, UM, IT'S A LITTLE BIT MORE ABOUT THE GRANTS THEMSELVES. UM, SO AS A REMINDER, AND I KNOW THAT WE'VE SHARED THIS INFORMATION WITH YOU ALL BEFORE, UM, BUT IT'S ALWAYS GOOD TO JUST HAVE A REFRESHER, PARTICULARLY SINCE WE KNOW THAT THERE ARE, UH, NEW PEOPLE LISTENING INTO THIS PRESENTATION. UM, SO THERE'S TWO DIFFERENT TYPES OF GRANTS, UM, THROUGH THE BIPARTISAN INFRASTRUCTURE LAW, UM, THAT WAS PASSED. AND SO, ONE, IT'S FORMULA. AND SO THOSE ARE GENERALLY ALLOCATED TO THE STATE BASED ON WHATEVER THE FORMULA IS SET BY CONGRESS. SOMETIMES IT COULD BE POPULATION, IT COULD BE NUMBER OF ASSETS. UM, THEY REALLY SET WHAT THAT FORMULA IS GOING TO BE. UM, SO AS AN EXAMPLE, UM, THERE WAS EX, UH, ADDITIONAL BRIDGE MONEY, UH, THAT WAS MADE AVAILABLE. UM, BUT THAT WAS BY FORMULA, AND THAT WAS BY THE NUMBER OF BRIDGES THAT WERE ELIGIBLE UNDER THE FEDERAL PROGRAM. AND THEN THAT MONEY FLOWS THROUGH THE STATE. SO ALL OF THE FORMULA MONEY IS GONNA FLOW THROUGH THE STATE. UM, AND THEN IT GETS APP PORTION, UM, FROM THERE FOR EITHER THE STATE TO USE OR TO DISTRIBUTE TO THE METROPOLITAN PLANNING ORGANIZATIONS. AND SO, UH, AND AS YOU KNOW, UH, COUNCIL MEMBER, WE ARE VERY MUCH FIERCELY [00:10:01] IN THE CALL FOR PROJECTS. UM, BUT THAT IS THE MONEY THAT GOES TO THE HOUSTON GALVESTON AREA COUNCIL. WE HAVE A CALL FOR PROJECTS. IT'S VERY COMPETITIVE ACROSS THE REGION. AND AGAIN, THAT MONEY, IT COULD DEPEND ON POPULATION. UM, THERE'S SOME MONEY DETERMINED BY OUR AIR QUALITY. UM, AND SO IT ALL GETS APPORTIONED. AND FROM THERE, THE TRANSPORTATION POLICY COUNCIL MAKES DECISIONS ON HOW TO FUND PROJECTS USING THAT MONEY AVAILABLE. SECONDLY, WE HAVE THE DISCRETIONARY MONEY. THESE ARE EXTREMELY COMPETITIVE GRANTS. AND THE DECISION IS MADE BY THE US DEPARTMENT OF TRANSPORTATION. UH, AND WHEN I SAY EXTREMELY COMPETITIVE, THEY ARE EXTREMELY COMPETITIVE. UH, THERE HAVE BEEN TIMES WHEN HOUSTON MAY BE THE SOLE, UH, AWARDEE IN THE ENTIRE STATE OF TEXAS. UM, SO THEY ARE VERY HIGHLY COMPETITIVE. UM, AND SO WHAT WE TRY TO DO IS TO MAKE SURE THAT WE PUT FORTH A GOOD PROJECT. AND SO THERE MAY BE PROJECTS THAT ARE VERY IMPORTANT TO YOU. UM, BUT IF THEY DON'T COMPETE WELL AGAINST THE CRITERIA, UH, WE ARE NOT GOING TO SUBMIT THEM. 'CAUSE THIS IS HIGHLY COMPETITIVE. UM, THE OTHER IMPORTANT PART ABOUT THESE DISCRETIONARY PROJECTS IS HAVING CONGRESSIONAL SUPPORT. UM, THAT IS AN IMPORTANT PART OF THIS WHOLE PROCESS. WE PREPARE THE APPLICATION, WE SUBMIT THEM, BUT OUR, OUR MEMBERS OF CONGRESS THAT WE SEND TO DC ARE THE ONES WHO ADVOCATE ON OUR BEHALF FOR THESE PROJECTS. SO IT IS IMPORTANT TO MAKE SURE THAT WE HAVE THEIR SUPPORT, UM, AND THEIR PASSION, UH, AS THEY'RE IN DC UH, ADVOCATING ON OUR BEHALF FOR THESE PROJECTS. UM, AND THEN SOMETIMES IT DEPENDS ON THE PROJECT, BUT PARTICULARLY FOR CONSTRUCTION DOLLARS, WE SOMETIMES HAVE TO PREPARE A BENEFIT COST ANALYSIS. AND WHAT THE FEDERAL GOVERNMENT IS LOOKING FOR IS IF THEY ARE GOING TO SPEND THE MONEY, DO THE BENEFITS OF THIS PROJECT OUTWEIGH THE COST. UM, AND WHAT HAPPENS IS, SHOULD WE BE SUCCESSFUL, THOSE FUNDS DO FLOW TO THE APPLICANT. SO WE DON'T, IT DOESN'T FLOW THROUGH TXDOT, IT DOES FLOW US TO US, THE APPLICANT. HOWEVER, WE STILL HAVE TO WORK WITH TXDOT TO GET ENVIRONMENTAL CLEARANCE, UM, BECAUSE THEY DO HAVE, UH, AUTHORITY UNDER THE FEDERAL GOVERNMENT, UH, FOR THE NATIONAL ENVIRONMENTAL POLICY ACT PROCESS. UM, SO WE DO STILL WORK WITH TECH OUT ON THAT. UM, BUT ALL OF THE FUNDING DECISIONS ARE MADE BY U-S-D-O-T, WHETHER THEY'RE SECRETARY OR THE INDIVIDUAL AGENCIES. UM, THERE ARE TIMES WHEN OTHER ENTITIES, UH, SO MANAGEMENT DISTRICT TOURS, UH, METRO, THE COUNTY, THEY ALL CAN SUBMIT PROJECTS. SOMETIMES THEY DO SUBMIT WITHIN THE CITY. UM, AND WE TRY TO DISCOURAGE PROJECTS. WE DON'T THINK THAT WILL BE SUCCESSFUL. UM, BUT, YOU KNOW, THEY, THEY CAN SUBMIT FROM PROJECTS. NEXT SLIDE. UM, I'M NOT GONNA GO INTO THIS IN DETAIL. I KNOW YOU ALL HAVE SEEN THIS, UM, BUT THIS IS THE DEDICATED STREET AND DRAINAGE REVOLVING FUND. UM, I KNOW THAT SOME OF YOU ARE VERY FAMILIAR WITH THE DIFFERENT POTS OF MONEY. I'M SHOWING THIS BECAUSE WE HAVE TO HAVE A LOCAL MATCH FOR THESE FEDERAL PROJECTS. AND THIS IS THE SAME BUCKET OF MONEY THAT EVERYTHING ELSE THAT WE DO. SO OUR OPERATIONS AND MAINTENANCE, OUR CAPITAL IMPROVEMENT PROGRAM, IT'S ALL THE SAME BUCKET OF MONEY. SO WHEN WE GO AFTER FEDERAL PROJECTS, WE HAVE TO HAVE A LOCAL MATCH. UM, SO IT IS GREAT TO HAVE, BUT JUST KNOW WE STILL HAVE TO COME UP WITH, AND IT'S TYPICALLY GOING TO BE AROUND, UH, 20%. UM, I, THE THING THAT I WANNA MAKE SURE IT'S VERY CLEAR, WE'RE PROBABLY GONNA SAY THIS THREE TIMES THROUGHOUT THE PRESENTATION. WHEN WE WIN THESE GRANTS, THE FED GOVERNMENT DOES NOT WRITE THE CITY OF HOUSTON A CHECK. SO WHEN WE WIN $37 MILLION, THEY DO NOT WRITE US A CHECK AND SEND IT AND IT SITS IN OUR COFFERS. THAT IS NOT HOW THIS WORKS. TYPICALLY, WHAT WILL HAPPEN IS WE HAVE TO WORK ON PORTIONS OF THE PROJECT AND PAY FOR IT UPFRONT. AND THEN AT SPECIFIC MILESTONES WE GET REIMBURSED FROM THE FEDERAL GOVERNMENT. SO I JUST WANNA MAKE IT CLEAR. WE DON'T GET A CHECK FROM THE FEDERAL GOVERNMENT UPFRONT. WE HAVE TO PUT THE MONEY UP, AND THEN WE GET REIMBURSED. AND AGAIN, JUST HAVING THIS ON THIS SLIDE TO ITERATE, THIS IS ALL COMING FROM THE SAME POCKET OF MONEY THAT WE DO ALL OF OUR OTHER PROJECTS. UM, THE OTHER PART TO EMPHASIZE IS THAT ONCE THE FEDERAL GOVERNMENT GIVES US A, GIVES US MONEY FOR A PROJECT, WE CANNOT MOVE THAT MONEY. UM, I KNOW THAT, UH, THERE HAVE BEEN SOME QUESTIONS, I BELIEVE FROM COUNCIL MEMBERS THAT IF WE GET THIS MONEY, CAN WE USE IT FOR OTHER THINGS? NO. WHEN WE GET MONEY FOR TELEPHONE ROAD, WE HAVE TO USE THAT MONEY FOR TELEPHONE ROAD. WE HAVE VERY SPECIFIC GRANT AGREEMENTS. AND CATHERINE WILL GO A LITTLE BIT, UM, MORE THROUGH THAT PROCESS. BUT THE GRANT AGREEMENTS WILL SPELL OUT THE SCOPE OF WORK AND ANY CHANGES TO THE SCOPE OF WORK. WE HAVE TO GO BACK TO THE FEDERAL GOVERNMENT, BUT WE CANNOT MOVE THAT MONEY FOR ANYTHING ELSE. UM, AND SO WHAT HAPPENS IS, IF WE ATTEMPT TO MOVE THAT MONEY OR WE ATTEMPT TO, UM, DO THINGS OUTSIDE OF THE SCOPE, UM, OR WE CANCEL THE PROJECT, THE FEDERAL GOVERNMENT CAN REQUEST THAT WE PAY BACK ANYTHING THAT THEY, THAT WE, THAT THEY'VE REIMBURSED US. SO I JUST WANNA MAKE SURE IT'S CLEAR THAT AS YOU ALL ARE VOTING ON THESE PROJECTS, UH, YOU'RE, YOU'RE ON THE GRANTS, YOU ARE VOTING ON OUR ABILITY, [00:15:01] SHOULD WE BE SUCCESSFUL TO SPEND LOCAL MONEY FOR THESE GRANTS. AND SO THAT IS OUR AUTHORITY. AND ONCE WE HAVE THAT AUTHORITY, UM, JUST KNOW THAT WE CANNOT STOP THE PROJECT WITHOUT HAVING TO PAY THE FEDERAL GOVERNMENT BACK FOR ANYTHING THAT WE'VE BEEN REIMBURSED. AND I'M GONNA MAKE THAT POINT AGAIN, SO WE'RE ALL CLEAR. UH, NEXT SLIDE. SO, I KNOW THAT THERE ARE QUESTIONS OF HOW DO WE MAKE OUR DECISIONS ON WHICH PROJECTS TO PUT FORTH. UM, SO ONE, WE'RE ALWAYS GONNA PRIORITIZE SAFETY. UH, THE PLANNING DEPARTMENT, UH, LED THE CHARGE ON THE VISION ZERO ACTION PLAN. AND SO SAFETY IS ALWAYS GOING TO BE NUMBER ONE FOR US. SO LOOKING AT OUR HIGH INJURY NETWORK WHERE PEOPLE ARE DYING OR BEING SERIOUSLY INJURED IS ALWAYS GONNA BE ONE OF OUR NUMBER ONE PRO UH, PRIORITIES. UH, EQUITY IS ALSO IMPORTANT, PARTICULARLY UNDER THE BIPARTISAN INFRASTRUCTURE LAW. A LOT OF THE GRANTS ARE SPECIFIC TO AREAS OF PERSISTENT POVERTY. UM, THAT IS WHAT THE FEDERAL GOVERNMENT IS LOOKING, UM, TO PRIORITIZE WITH THEIR GRANTS. AND SO WE HAVE TO LOOK AT THAT. AND THERE IS A MAP THAT IS PREPARED BY U-S-D-O-T. IT IS NOT OUR MAP, IT IS THE US DOT'S MAP THAT WE HAVE TO LOOK AT WHEN WE'RE LOOKING AT AREAS OF PERSISTENT POVERTY AND OBVIOUSLY RESILIENCE. AS YOU ALL WELL KNOW, OUR TRANSPORTATION, UH, SYSTEM IS ALSO PART OF OUR DRAINAGE SYSTEM. SO WE'RE ALWAYS THINKING ABOUT RESILIENCE. UM, NUMBER TWO, THE PROJECTS MUST BE COMPETITIVE AND ALIGN WITH THE MERIT CRITERIA AND BE REGIONALLY SIGNIFICANT. SO FOR ALL OF THESE GRANT APPLICATIONS, AND I BELIEVE, UM, UH, GOVERNMENT RELATIONS SENDS YOU THE LIST, THERE IS VERY SPECIFIC CRITERIA. UM, IT OUTLINES THE POINTS THAT EACH PROJECT CAN RECEIVE BASED ON HOW YOU MEET THE CRITERIA. SO THAT IS CRITERIA THAT WE CANNOT CHANGE. AND IF WE FEEL LIKE A PROJECT IS NOT GOING TO MATCH IT WELL FOR THE CRITERIA, UH, WE ARE NOT GOING TO SUBMIT. WE LOOK AT OUR ABILITY TO FUND THE LOCAL MATCH. UH, AGAIN, YOU KNOW, WE ARE THINKING OF, UH, WE'RE ALWAYS THINKING ABOUT OUR CIP AND ALL OF THE PROJECTS THAT WE HAVE WITHIN THE CIP. AND SO IF WE OVERCOMMIT FOR THESE FEDERAL PROJECTS WHERE WE HAVE TO MEET THESE DEADLINES, THAT MEANS SOME OF OUR OTHER PROJECTS IN THE CIP MAY GET DELAYED. AND SO WE'RE ALWAYS THINKING ABOUT OUR ABILITY TO FUND THE LOCAL MATCH. UM, THE PROJECTS HAVE TO HAVE AT LEAST SOME ANALYSIS, UM, IN UNDERTAKING COMMUNITY ENGAGEMENT. THEN I WANNA BE CLEAR. SO THERE'S TWO DIFFERENT TYPES. THERE'S THE PLANNING GRANTS, WHICH ALLOW FOR A LITTLE BIT MORE OF A, WE HAVE A GENERAL IDEA THAT WE WANNA LOOK AT THIS CORRIDOR, BUT WHEN IT COMES TO CONSTRUCTION, WE HAVE TO KNOW WHAT THE PROJECT IS. WE HAVE TO KNOW WHAT THE SCOPE IS BECAUSE THEY'RE EXPECTING US TO GET A SHOVEL IN THE GROUND. WE CAN'T BE LOOSEY GOOSEY AT THAT POINT. UM, AND SO WE HAVE TO MAKE SURE THAT THERE IS SOME LEVEL OF ANALYSIS, SOME LEVEL OF SCOPE, THAT WE KNOW WHAT WE ARE GOING TO BUILD. UM, THE PROJECTS MUST REFLECT THE CITY'S PRIORITIES AND GEOGRAPHIC EQUITY. ALMOST ALL OF OUR PROJECTS ARE EITHER IN OR NEAR A COMPLETE COMMUNITY. I KNOW THAT THAT HAS BEEN A PRIORITY OF THAT ADMINISTRATION. AND OFTENTIMES THOSE COMMUNITIES ALSO OVERLAP WITH THE AREAS OF PERSISTENT POVERTY. SO WE'RE MEETING, UM, THAT MILESTONE OF THE BIO BIDEN ADMINISTRATION. AND THEN LASTLY, WE HAVE TO ASSESS OUR INTERNAL CAPACITY TO DELIVER. AS I MENTIONED, UM, IT TAKES A LOT OF EFFORT TO PUT THESE APPLICATIONS TOGETHER. THESE ARE THE SAME PEOPLE THAT ARE LOOKING AT YOUR SAFETY PROJECTS, YOUR SCHOOL ZONES, YOUR VISION ZERO PROJECTS. THIS IS THE SAME STAFF THAT IS DOING THIS IN ADDITION TO THEIR OTHER WORK. WE DO HAVE, UM, CONSULTANT SUPPORT, UM, AS WE PREPARE THESE, BUT IT STILL TAKES A LOT OF STAFF TIME TO PUT THESE, UH, THESE, UH, GRANTS TOGETHER. AND MOVING FORWARD, WE WILL BE BRINGING FORWARD TO COUNCIL, UM, TO, UM, PROFESSIONAL SERVICES, UH, FOR ADDITIONAL CONTRACT SUPPORT TO HELP US WITH PREPARING THESE GRANT APPLICATIONS. NEXT SLIDE. I'M GOING TO SPEAK MORE ABOUT, UH, FROM THE HIGH LEVEL OUR DECISION MAKING AROUND, UH, THE VARIOUS GRANT OPPORTUNITIES AND, UH, JUST BRINGING IT BACK TO A HOLISTIC, UM, REVIEW. NEXT SLIDE. SO, JUST BRIEFLY, UM, WANTED TO TALK ABOUT OUR GUIDING DOCUMENTS THAT INFORM OUR DECISION MAKING. UH, STARTING WITH THE RESILIENT HOUSTON PLAN, CLIMATE ACTION PLAN, VISION ZERO PLANS, THESE ARE ALL, UM, PLANS THAT WE SEEK OUT INFORMATION TO HELP INFORM WHAT WE INCLUDE IN OUR GRANT APPLICATIONS. NEXT SLIDE. SO IN 2022, THE CITY APPLIED FOR FIVE IIJ GRANTS, AND WERE AWARDED FOUR OUT OF THE FIVE, A RETURN ON INVESTMENT FOR ABOUT EIGHT $80 MILLION FOR THE CITY. THIS MAP [00:20:01] ILLUSTRATES THAT WE LOOKED AT A FEW FACTORS THAT VERONICA JUST MENTIONED, SUCH AS GEOGRAPHIC EQUITY. WE MAKE SURE THAT WE REVIEW PROJECTS IN EACH COUNCIL DISTRICT AND ASSESS THEIR PROJECT READINESS AND CHARACTERISTICS THAT BEST ALIGN WITH FEDERAL MERIT CRITERIA. ADDITIONALLY, WE PEC WE ARE ESPECIALLY COGNIZANT OF IDENTIFYING PROJECTS ADJACENT TO OR WITHIN COMPLETE COMMUNITIES, JUST AS VERONICA HAD MENTIONED. SO TO BRIEFLY RECAP, OUR RAISE GRANT FOR TELEPHONE ROAD AT $20 MILLION WAS MOSTLY ABOUT SAFETY INTERSECTION RECONSTRUCTION AND CONNECTIONS TO BRAISE BAYOU. OUR SECOND ATTEMPT WAS FOR A BRIDGE INVESTMENT PROGRAM, UH, PLAN, UH, CONSTRUCTION GRANT. HOWEVER, THAT ONE WAS NOT SUCCESSFUL, UM, BECAUSE UNFORTUNATELY IT WAS SUBMITTED FOR A PLANNING GRANT, BUT IT SHOULD HAVE BEEN SUBMITTED FOR A CONSTRUCTION GRANT. IT WAS WELL BEYOND THE SCOPE OF, UH, THAT PARTICULAR GRANT OPPORTUNITY. OUR THIRD ATTEMPT WAS, UH, FOR START SAFE STREETS FOR ALL, UH, THE BISSONET CORRIDOR SAFE STREETS PROJECT, WHICH WON AN ESTIMATED $29 MILLION, WHICH IS THE FOURTH LARGEST AWARD IN THE UNITED STATES. UM, THE FOURTH WAS RECONNECTING COMMUNITIES GRANT FOR A STUDY CALLED GULFTON AND BEYOND. UM, IT HELPS, UH, RECONNECT THIS TRANSIT DEPENDENT COMMUNITY OF GULFTON ACROSS I 69 TO NEARBY, UH, HILLCROFT TRANSIT CENTER WISDOM HIGH SCHOOL IN THE MAHATMA GANDHI DISTRICT. FINALLY, OUR RAILROAD CROSSING ELIMINATION GRANT OF ALMOST 37 MILLION WAS A RESOUNDING SUCCESS FOR THE WEST BELL PHASE ONE PROJECT. IT HELPS CONSTRUCT UNDERPASSES AT COMMERCE NAVIGATION IN NEW YORK AND IS ALSO AN OPPORTUNITY FOR US TO CREATE A 9,000 FOOT SEAL CORRIDOR AND QUIET ZONE, UH, BETWEEN REYS AND LELAND. NEXT SLIDE. FOR THIS YEAR'S, UH, PURSUITS, UH, WE ARE, UM, LOOKING AT THE IJS RECONNECTING COMMUNITIES PROGRAM, PLUS THE INFLATION REDUCTION ACTS NEIGHBORHOOD ACCESS AND EQUITY PROGRAM. UH, COMBINED, IT'S CALLED THE RECONNECTING NEIGHBORHOODS AND COMMUNITIES PROGRAM, RCN. THE PROGRAM PROVIDES 3.2 BILLION NATIONWIDE DOUBLING FUNDS FROM LAST YEAR'S RECONNECTING COMMUNITIES, PROGRAMS, AND PRIORITIZES JUSTICE 40, UH, COMMUNITIES OR AREAS OF ACUTE DISADVANTAGE. THE FUNDS ARE AIMED AT IMPROVING ACCESS, FOSTERING EQUITABLE DEVELOPMENT AND RESTORATION, AND RECONNECTS COMMUNITIES BY REMOVING, RETROFITTING OR MITIGATING HIGHWAYS OR OTHER TRANSPORTATION FACILITIES THAT CREATE BARRIERS TO COMMUNITY CONNECTIVITY. NEXT SLIDE. UNDER THE R-C-N-N-A-E PROGRAM, WE PROPOSE TWO CAPITAL CONSTRUCTION GRANTS. THE FIRST IS IMPLEMENTING THE RESILIENT SIDEWALKS PLAN. ON JUNE 1ST, MY COLLEAGUE DONALD BOKU PRESENTED THIS PLAN TO THE TTI COMMITTEE. SO THIS EFFORT IS TO FUND THE IMPLEMENTATION OF THIS PLAN WE'RE SEEKING TO REPAIR, REHABILITATE, AND RECONSTRUCT SIDEWALKS IN BOTH GULFTON AND CASHMERE GARDENS. THIS WOULD ALLOW SAFE ACCESS TO SCHOOLS, PARKS, AND NEARBY TRAILS, AS WELL AS ENABLE ACCESS TO METRO TRANSIT STOPS. WE ALSO AIM TO ADDRESS FLOODING AND EXCESSIVE HEAT IN BOTH COMMUNITIES BY ADDING GREEN STORMWATER INFRASTRUCTURE, SUCH AS ADDITIONAL TREE CANOPIES, STORM WATER, SEWER LINES, TREE TRENCHES, AND BIOSWALES TO HOLD WATER. NEXT SLIDE. THE SECOND PROPOSAL ARE PROJECTS TO CONSTRUCT A SERIES OF PEDESTRIAN BRIDGES, BRIDGE CAP PARKS, AND SIGNATURE BRIDGES AS PART OF THE NORTH HOUSTON HIGHWAY IMPROVEMENT PROJECT. IN ALIGNMENT WITH A VOLUNTARY RESOLUTION AGREEMENT EXECUTED BY TXDOT AND THE FHWA SINCE BUILDING BRIDGES IS TDOT'S FORTE, THIS GRANT WILL ALLOW THEM TO DO JUST THAT IN A MANNER THAT ACCOMMODATES PEOPLE. AS THE NAMESAKE OF THIS GRANT IS RECONNECT RECONNECTING COMMUNITIES. THESE STRUCTURES CONNECT AREAS OF DISADVANTAGE TO ECONOMIC OPPORTUNITY AND WILL REQUIRE CLOSE COMMUNITY ENGAGEMENT. NEXT SLIDE. THE THIRD PROPOSAL IS A PLANNING GRANT. WE'RE SUGGESTING TO BE LED BY TDOT TO FUND THE DESIGN OF AN ELEVATED GRADE SEPARATED INTERSECTION AT GRIGGS LONG MACA NEAR SIXTH AND SOUTH, AND SH 35. DUE TO THE PROJECT'S BENEFITS IN THE AREAS OF SAFETY, CONGESTION REDUCTION, CONNECTIVITY, AND ALIGNMENT WITH NATIONAL OBJECTIVES TO IMPROVE LIVABILITY IN HISTORICALLY UNDERSERVED COMMUNITIES. THIS PROJECT MAKES IT AN EXCELLENT CANDIDATE FOR DISCRETIONARY FUNDING. NEXT SLIDE. HERE IS ANOTHER SCHEMATIC OF THE PROPOSED CONCEPT. THE GLM INTERSECTION HAS BEEN IDENTIFIED [00:25:01] AS RA'S TOP 15 MOST DANGEROUS CROSSINGS DUE TO HIGH CRASH INCIDENTS WITH PLANNING FUNDS, TDOT WOULD BE ABLE TO FINANCE ACTIVITIES FOR A DETAILED DESIGN OF THE INTERSECTION RECONSTRUCTION IN A MANNER THAT BENEFITS THE SURROUNDING COMMUNITY AND REDUCES NEGATIVE IMPACTS TO THE ENVIRONMENT. NEXT SLIDE. FOR THIS YEAR'S BRIDGE INVESTMENT PROGRAM, WE PROPOSE A BRIDGE RESILIENCE STUDY IN DISTRICT G TO CONDUCT PLANNING EFFORTS TO RAISE SEVERAL BRIDGES WITHIN OUR SYSTEM THAT ARE STRUCTURALLY DEFICIENT AND IN AREAS OF HIGH FLOOD RISK. BRIDGES THAT WOULD BE EXCELLENT CANDIDATES INCLUDE THE DAIRY ASHFORD BRIDGE, FOR EXAMPLE, THAT WAS INUNDATED FOR TWO WEEKS AFTER HURRICANE HARVEY. AS WE REMEMBER THE CATASTROPHIC EVENTS FROM SIX YEARS AGO, A SUCCESSFUL AWARD FOR THIS PLANNING STUDY WOULD BE A RELIEF TO MANY PEOPLE WHO LIVE NEARBY AND DRIVE ON THESE STRUCTURES DAILY. NEXT SLIDE. FINALLY, I'D LIKE TO NOTE THAT WE ALSO STAND IN SUPPORT OF OUR PARTNERS WHO SEEK FEDERAL FUNDS THROUGHOUT THE REGION AND HAVE SUBMITTED LETTERS OF SUPPORT FOR THESE PURSUITS AS DEMONSTRATION OF OUR COMMITMENT TO REGIONAL RESILIENCE. THIS YEAR, WE'VE SUPPORTED THE INTERNATIONAL MANAGEMENT DISTRICT AND GREATER NORTH SIDE MANAGEMENT DISTRICT ON THEIR SAFE STREETS FOR ALL GRANT APPLICATIONS, AS WELL AS HARRIS COUNTY'S PROTECT DISCRETIONARY GRANT APPLICATION FOR TWO STUDIES THAT ADDRESS FLOOD MITIGATION AND NATURAL HAZARD EVACUATION. NEXT SLIDE. ADMINISTERING FEDERAL GRANTS IS LENGTHY AND RESOURCE INTENSIVE, AS VERONICA MENTIONED. FOR THAT REASON, WE'RE STRATEGIC ABOUT WHICH PROJECTS WE CHOOSE FOR A FEDERAL DISCRETIONARY GRANT. THE ADMINISTRATION AND COMPLIANCE ASPECT OF THESE GRANTS IS A CONSIDERATION WHEN CHOOSING TO FILE A FEDERAL GRANT. SO ONCE AN AWARD OCCURS, IT'S TYPICAL TO DRAFT AND FINALIZE THE GRANT AGREEMENT IN ABOUT SIX TO 12 MONTHS TO PROCURE SERVICES, BEGIN ENGINEERING. AND FORMAL PUBLIC ENGAGEMENT REQUIRED BY THE NATIONAL ENVIRONMENTAL PROTECTION AGENCY ACT OR NEPA REQUIRES ADDITIONAL TIME PRIOR TO FUND'S OBLIGATION. LIKE VERONICA MENTIONED, WE HAVE TO SPEND MONEY FIRST ON WORK TASKS, THEN BILL THE FEDERAL GOVERNMENT FOR REIMBURSEMENT IF AWARDED MONEY CAN ONLY BE USED FOR PROJECTS THAT HAVE BEEN SUBMITTED AND MUST BE COMPLIANT WITH TWO C FFR 200, THE CODE OF FEDERAL ORDINANCES. GREAT, THANK YOU CATHERINE. AND SO, JUST TO EMPHASIZE WHILE WE ARE ON THIS SLIDE, UM, THE FEDERAL PROCUREMENT PROCESS IS DIFFERENT THAN OUR LOCAL PROCESS. UM, SO EVEN AS WE HAVE, UM, PROJECTS THAT ARE CERTIFIED THROUGH OBO, UM, FOR OUR MINORITY BUSINESS ENTERPRISE, OUR WOMEN BUSINESS ENTERPRISE, WHEN IT COMES TO THE FEDERAL GOVERNMENT, THEY ONLY RECOMMEND REC RECOGNIZE THE DISADVANTAGED BUSINESS ENTERPRISE. UM, THAT'S USUALLY THROUGH THE STATE AND OBO CAN ADMINISTER THAT CERTIFICATION. UM, SO IT IS A DIFFERENT PROCESS. UM, AS WE GO THROUGH FEDERAL PROCUREMENT, I KNOW THAT WE'VE GOTTEN QUESTIONS ABOUT, WELL, WHY DON'T WE GO FOR THIS GRANT AND THIS GRANT? UM, THIS IS WHY WE TRY TO STICK TO THE BIGGER GRANTS WHEN WE GO AFTER FEDERAL MONEY. UM, 'CAUSE IT IS A LOT OF WORK. AND THE SMALLER THE GRANT, YOU ARE DOING A LOT OF WORK FOR A LITTLE MONEY. UM, BECAUSE WE DO HAVE TO HAVE ENVIRONMENTAL CLEARANCE, UM, EVEN IF IT IS A SMALL PROJECT, AND IT MIGHT BE A CATEGOR, WHAT'S CALLED A CATEGOR EXCLUSION, BUT WE STILL HAVE TO GO THROUGH THAT ENTIRE PROCESS. SO IT IS VERY INTENSIVE WHEN WE GO AFTER THESE FEDERAL GOVERNMENT PROJECTS. UM, AND THEN AS MENTIONED, WE HAVE TO SPEND MONEY TO GET MONEY BACK AND WE CANNOT MOVE THE MONEY. SO, UM, IN HERE, AS YOU SEE UNDER THE GRANT AGREEMENT, UM, SO THAT WILL SPELL OUT SPECIFICALLY WHAT WE AGREE TO DO ON THIS PROJECT AND HOW WE WILL SPEND THE MONEY. AND EVERY TIME WE CHANGE THAT, WE HAVE TO GO BACK TO THE FEDERAL AGENCY, UM, TO GET THEM TO APPROVE ANY CHANGES. AND THAT IS A LONG ARDUOUS PROCESS. SO WE TRY TO STICK TO THE SCRIPT AS MUCH AS WE CAN WHEN IT COMES TO THESE GRANT AGREEMENTS. AND SO THAT IS OUR PRESENTATION AND LET US KNOW IF YOU HAVE ANY QUESTIONS. THANK YOU VERY MUCH, MS. UM, OKAY, SO GOING BACK TO THE CRITERIA FOR THESE PROJECTS, UM, AND YOU EXPLAINED IT, I GET THE CRITERIA, BUT MY CONCERN IS, AND YOU KIND OF TOUCHED UPON THIS, THAT THE SAME THING WILL HAPPEN, LIKE WHAT HAPPENED AFTER HURRICANE HARVEY WHERE WE HAD TO USE ALL THE REBUILD DOLLARS FOR HARVEY PROJECTS AND WE HAD TO PUSH EVERYTHING OUT UNTIL WE GOT REIMBURSED. SO WHAT ARE WE DOING TO MAKE SURE THAT THAT DOESN'T HAPPEN? AND ARE THESE PROJECTS ALREADY IN THE CIP THAT WE'RE JUST, JUST BASICALLY SHIFTING MONEY AROUND, UM, IN ORDER TO ACCOMPLISH THAT? SO IT'S A MIXTURE. UM, AS AN EXAMPLE, WEST BELT HAS BEEN IN OUR CIP FOR A WHILE AND WE HAD A FUNDING GAP. UM, SO WE HAVE, I THINK IT'S, UH, 70 MILLION OR SO THAT'S IN THE CIP 'CAUSE WE DO HAVE 61 MILLION FROM FEDERAL HIGHWAY ADMINISTRATION. UM, [00:30:01] SO THE ADDITIONAL 37 MILLION ACTUALLY CLOSES THE FUNDING GAP THAT WE HAD. SO THAT'S A PROJECT THAT'S BEEN DEFERRED 'CAUSE WE JUST DIDN'T HAVE THE FULL FUNDING. SO IN SOME CASES WE ARE FUNDING PROJECTS THAT HAVE A GAP IN THE CIP. UM, FOR OTHERS THEY WILL BE INTRODUCED. SO TELEPHONE ROAD IS IN THE CIP, BUT WE'RE ABLE TO EXPAND THE SCOPE, UM, BECAUSE WE HAVE ADDITIONAL FEDERAL MONEY. UM, AND THERE ARE SOME THAT ARE NEW. BISSONNET WILL BE A NEW PROJECT ADDED TO THE CIP AND THAT'S WHERE WE BALANCE THINGS. AND THAT'S WHERE I KNOW WHEN PEOPLE ARE ASKING US, ARE WE SUBMITTING FOR THIS GRANT? ARE WE SUBMITTING FOR THIS GRANT? WE ARE MONITORING THAT VERY CLOSELY BECAUSE WE DON'T WANT TO STOP PROJECTS. WE DON'T HAVE TO DEFER PROJECTS BECAUSE NOW WE HAVE TO MEET THE OBLIGATIONS OF THE GRANT. UM, AND THAT'S WHY WE MAY SKIP A YEAR OF SUBMITTING. UM, BUT A LOT OF THESE PROJECTS ARE GONNA BE IN MORE OF THE OUTER YEARS OF OUR EXISTING CIP. UM, THEY'RE VERY LONG, I'M GONNA SAY LONG WINDOWS, BUT THEY ARE PRETTY LONG WINDOWS, UM, TO GET TO CONSTRUCTION. OKAY. SO YOU AT THIS TIME, YOU DON'T ANTICIPATE US HAVING TO DEFER LIKE THE WHOLE CIP TO NO. ACCOMMODATE THESE PROJECTS. OKAY. CORRECT. AND, AND THAT'S AGAIN, THAT'S WHY WE ARE MONITOR, WE MONITOR DAVID WARDLOW IS DOING THE HEROES WORK OF MONITORING ALL OF THAT. GREAT. UM, AND THEN, UM, AS FAR AS FUTURE PROJECTS ARE CONCERNED, UM, WHAT DO WE ANTICIPATE AS FAR AS OTHER DOLLARS THAT MIGHT BECOME AVAILABLE LATER ON? UM, IT, IT'S HARD TO SAY RIGHT NOW, UM, BECAUSE WE JUST HAVE THE PROGRAMS, UM, THAT HAVE BEEN INTRODUCED. UH, WE HOPE THAT CONGRESS WILL CONTINUE TO FUND THESE PROJECTS. UM, I KNOW THAT THERE IS A CONVERSATION STARTING NOW AROUND THE NEXT TRANSPORTATION FUND. UM, SO WE'RE JUST KIND OF IN A WAITING PERIOD. WE KNOW WHAT WE HAVE IN FRONT OF US, AND SO WE'RE ATTEMPTING TO UNSHAPED SOME OF THOSE DOLLARS. AND ACROSS THE CITY, WE HAVE MORE THAN 2,500 NETWORK DEVICES THAT ARE SUPPORTED TO PROVIDE THE NETWORK INFRASTRUCTURE CAPABILITY AS NEEDED FOR THE CITY. AS I MENTIONED, WE ARE EVALUATING THOSE SECTION WITHIN THE VISION SERIAL HOUSTON HIGH INJURY NETWORK. THE MAP REPRESENT 6% OF HOUSTON STREET, WHICH ACCOUNT OF 60% OF TRAFFIC, DEATH, AND SERIOUS INJURIES. THE, THE GRAPH HERE, UH, SHOWN IN CLUSTER HAS BEEN TAKEN FROM THE DATA OF JANUARY TO JUNE, 2023. THE BLUE ICON REPRESENT 681 SERIOUS INJURY, AND THE YELLOW ICON REPRESENTS 121 DEATH INVOLVING PEDESTRIANS, MOTORCYCLE, BICYCLE, AND MOTOR. UM, THE STATISTICS SHOW THAT THE HIGHEST RATES ARE HAPPENING IN CITY STREETS AND COMPARED TO STATE HIGHWAYS, COUNTY ROADS TOWA TO TOLLWAY AND INTERSTATE. SO WHEN WE ARE LOOKING AT EVALUATING CHANGES INTO THE SPEED ORDINANCE, THIS IS ONE OF THE MAJOR FACTORS, UH, THAT, THAT WE LOOK AT IS SAFETY. NEXT SLIDE. THE EVALUATION CRITERIA. AS WE ARE PROMOTING WALKABLE AREAS, INSTALLING WIDER AND NICER SIDEWALKS, CONNECTING BIKE LANES, AND MAKING ACCESS TO TRAILS, PARKS, AND MAKE IT MORE COMFORTABLE, WE CONSIDER THOSE IMPORTANT FACTOR WHEN CONDUCTING A SPEED EVALUATION, AND THAT'S WHERE WE ARE EXPECTING TO ADOPT IN THIS NEW METHODOLOGY. WE ARE CONDUCTING STUDIES TO CHANGE THE SPEED LIMIT THAT WE'RE, WE'RE ONLY ACCOUNTING IN OUR PREVIOUS CRITERIA. WE'RE LOOKING AT CRASH DATA, VOLUME AND SPEED. BUT NOW IN WHEN WE EVALUATE, UH, THE SEGMENT, WE'RE NOT JUST ONLY LOOK AT THOSE THREE ITEMS, WE'RE ALL ALSO ADDING THE ROADWAY CONTEXT. WHAT IS IN BETWEEN THAT, THAT SEGMENT STUDY, IF THE SEGMENT HAS MEDIANS, BIKE LANES, SIDEWALKS, PARK, SCHOOL ZONE, TRAILS, TRANSIT CONNECTION ON STREET PARKING. AND NOW I WOULD LIKE TO PRESENT A COUPLE OF SEGMENTS THAT WE HAVE BEEN STUDYING ON PROPOSING TO ADAPTING THIS NEW CRITERIA. NEXT SLIDE. ONE OF THIS SEGMENT IS HEIGHTS BOULEVARD FROM I 10 TO EAST 20TH STREET. THIS SEGMENT HAS A ROAD, UH, ROADWAY CONTEXT OF A POSTED SPEED OF 35 MILES AN HOUR. THERE ARE TWO SCHOOL ZONES WITH 20 MILES AN HOUR. THERE ARE PARKS IN, THERE'S HIGH LEVEL OF PEDESTRIAN ACTIVITIES AND BIKE LANE. UH, THE BIKE LANE, IT'S NOT A HIGH COMFORT, [01:10:01] IT'S, IT'S UNPROTECTED. THEY ARE BETWEEN ONE OR TWO LANES AROUND THE SEGMENT ON EACH OF THE APPROACHES. AND THE, THE MEDIAN IS REALLY WIDE. THERE IS PARKS AND A JOGGING TRAIL THERE ALLOWS A LOT OF PEDESTRIAN ACTIVITY THROUGHOUT THE DAY. NEXT SLIDE. NOW, THERE HAVE BEEN RECENT IMPROVEMENT FOR PEDESTRIAN SAFETY, INSTALLING A PROTECTED BUFFER FOR THE EXISTING BACK LANE THAT SEPARATES VEHICULAR TRAFFIC FROM BICYCLES DEDICATING ON STREET PARKING AND PROVIDING ONE LANE OF VEHICULAR TRAFFIC ON EACH APPROACH. WE ALSO HAVE CONDUCTED A SPEED STUDY THAT SHOWS THAT THE DRIVERS ARE TRAVELING BETWEEN 30 TO 35 MILES AN HOUR. SO WE CONSIDER THAT THIS SEGMENT INCLUDES ALL THE NEW COMPONENTS WITHIN OUR NEW CRITERIA TO CONSIDER THE SPEED REDUCTION FROM 35 MILES AN HOUR TO 30 MILES AN HOUR. AND NEXT SLIDE IN THE SECOND, UH, SEGMENT THAT WE HAVE BEEN STUDYING, IT'S, UH, IT'S ON SHEPHERD DRIVE FROM I 10 TO 16 LOOP. THIS SEGMENT IS CURRENTLY UNDER CONSTRUCTION AND IS PART OF THE VISION ZERO FOR ROADWAY IMPROVEMENT. I THINK IT'S ONE OF THE, UH, PROJECTS THAT MS. DAVID MENTIONED EARLIER. THE CURRENT CONDITION OF THE SEGMENT HAS A POSTER SPEED OF 35 MILES AN HOUR, HAVE NARROW SIDEWALK OR NO SIDEWALKS. UH, THERE'S NO PRESENCE OF BIKE BIKE LANES, AND IT'S A TRANSIT ROUTE. THE THIS PRO, THIS SEGMENT IS CURRENTLY, UH, IT'S UNDER CONSTRUCTION AND BELOW IT SHOW WHAT, HOW THIS PROJECT IS GOING TO BE COMPLETED. IT'S GOING TO HAVE FROM, IT'S GOING FROM FOUR LANES OF VEHICULAR TRAFFIC TO REDUCED TO THREE LANES. IT IS GOING TO HAVE WIDER SIDEWALKS BETWEEN SIX FEET TO NINE FEET ON BOTH SIDES. THEY'RE GOING TO HAVE A BUFFER AND A HIGH COMFORT BIKE LANE THAT WILL BE PRO, IT'LL BE PROTECTED WITH CONCRETE. UH, NEXT SLIDE. THIS SEGMENT IS DASH, UH, IN THE, IN THE RED DASH WHERE LOCATION, WHERE THIS NEW, UH, CONSTRUCTION IS HAPPENING. THIS PROTECTED HIGH CONFER BIKE LANE WILL BE CONNECTING TO SEVERAL OTHER, UM, BIKE UH, FACILITIES. UH, THEY ARE SHOWING IN THIS HOUSTON BIKE PLAN. THE COLOR LINES ARE THE EXISTING BIKE FACILITIES. UH, OUR METERS ARE PAY BY PLATE. SO WHEN YOU ENTER YOUR PLATE IN OUR LICENSE PLATE, RECOGNITION VEHICLES CAN IDENTIFY IF A VEHICLE HAS PAID TO PARK OR NOT. WE ALSO HAVE THE PARK HOUSTON APP AND O OTHER DIGITAL PAYMENT METHODS, WHICH FEED INTO THE SMARTING PLATFORM ALONG WITH OUR METER, UH, DATA OR PAYMENT TRANSACTION FROM THE METERS. AND YOU CAN TAKE THAT PAYMENT TRANSACTION HISTORY, APPLY AN ALGORITHM THAT WOULD, THAT WOULD GIVE YOU KIND OF AVAILABILITY, NOT PARTICULAR TO EACH SPACE, BUT AT LEAST ON A BLOCK BY BLOCK BASIS. IT CAN TELL YOU, LOOK AT THREE O'CLOCK, UM, AT THIS TIME IN THIS AREA, YOU KNOW, IT, IT MIGHT LOOK RED ON A MAP VERSUS LOOKING YELLOW BECAUSE IT'S HARDER TO GET PARKING THERE BASED ON TRANSACTION HISTORY. UH, WE ALSO HAVE VIRTUAL PERMITS WHERE WE USE A VEHICLE LICENSE PLATE TO, UH, IDENTIFY WHETHER A VEHICLE HAS THE CREDENTIALS TO PARK IN A PERMITTED ZONE. NEXT SLIDE PLEASE. SO IF YOU DOWNLOAD THE CONNECT SMART APP, THIS TRIP PLANNING APP WILL PROVIDE YOU OR SHOW YOU PARKING AVAILABILITY, UM, IN THESE VARIOUS CITY FACILITIES. WHEN YOU TRY TO MAP OUT, UM, YOUR ROUTE, IT ALSO GIVES YOU OTHER TRIP PLANNING OPTIONS B CYCLE, IT'S INTEGRATED WITH METRO AND WHATNOT. SO THE ORIGINAL SMARTING CONTRACT WAS APPROVED BY CITY COUNCIL IN APRIL, 2022 FOR A FIVE YEAR, UM, ALLOCATION OF 1.37 MILLION. UM, TODAY, LIKE I SAID, WE HAVE A MAPPING FUNCTIONALITY THAT WE'VE BEEN TESTING FOR THE PAST YEAR SINCE WE WENT INTO AGREEMENT WITH S SMARTING, AND WE WANT TO ADD [01:30:01] THAT TO THE CONTRACT SO THAT WE CAN MAKE THIS AVAILABLE TO THE PUBLIC NOW. SO NEXT SLIDE PLEASE. SO THE PLATFORM HAS A ROBUST, UH, ONLINE MAPPING FUNCTION THAT IS MOBILE FRIENDLY. THE PLATFORM IS ALREADY COLLECTING OUR METER TRANSACTION HISTORY. IT IS ALREADY COLLECTING OUR PAYMENT DATA HISTORY FROM ANY APPS. THE MAP ALSO WILL ALLOW US TO PROVIDE THIS PARKING AVAILABILITY INFORMATION TO THE GENERAL PUBLIC. IT COULD BE MANAGEMENT DISTRICTS THAT HAVE METERS LOCATED THERE. UM, SO THE PARKING AVAILABILITY INFORMATION, LIKE I DISCUSSED EARLIER, IS BASED ON PAYMENT TRANSACTION HISTORY. SO IF THERE ARE NO PAYMENTS, THERE IS NO AVAILABILITY INFORMATION. SO IT'S ONLY DURING, UH, METER TRANSACTIONS. SO SECONDLY, WE'VE BEEN MAPPING, WE'VE BEEN TESTING THE MAPPING SOLUTION FOR OUR INTERNAL OPERATIONS AS WELL. SO, AS I MENTIONED EARLIER, WE DO HAVE LICENSE PLATE RECOGNITION SYSTEMS, UH, WHICH, YOU KNOW, DRIVE DOWN THE STREETS, UH, CHECKING CARS FOR, UH, PARKING REGULATIONS. UH, THE SYSTEM IS COLLECTING A LOT OF DATA. AND WHILE WE CAN EXTRACT THAT DATA AND MANUALLY MANIPULATE IT, THAT IS REALLY TIME CONSUMING AND IT'S NOT HIGHLY EFFICIENT. SO THE SMARTING PLATFORM ALLOWS US TO INTEGRATE THAT LICENSE PLATE RECOGNITION DATA INTO THE ACTUAL PLATFORM. SO WHAT THIS DOES, IT, IT ALLOWS US TO LOOK AT PARKING AVAILABILITY FOR NON-PAID PARKING SPACES SO WE CAN REVIEW AND MONITOR LOCATIONS, UH, BASED ON SENDING AN LPR DOWN THE STREET VERSUS HAVING SOMEONE GO OUT THERE AND COUNT CARS. AND THIS IS WHAT TRADITIONALLY PARKING ORGANIZATIONS WILL DO, IS THEY RELY ON CONSULTANTS WHO SEND FOLKS OUT THERE. THEY MANUALLY COUNT THE CARS. AND THESE STUDIES ARE SOMETIMES DONE, YOU KNOW, FOR HUNDREDS OF THOUSANDS OF DOLLARS. BY INTEGRATING OUR LICENSE PLATE RECOGNITION SYSTEM, WE BRING THE SURVEYING, UH, FUNCTIONALITY IN-HOUSE, THE LICENSE PLATE RECOGNITION SYSTEM DATA GOES INTO S SMARTING. S SMARTING WILL MAP THAT OCCUPANCY DATA SO THAT WE CAN SEE INTERNALLY. AND THIS ALLOWS US TO LOOK AT NON METERED LOCATIONS WHERE WE DON'T HAVE, UM, KIND OF ANY PARKING HISTORY. AND WE CAN DETERMINE DO WE NEED TO IMPROVE MANAGEMENT OF THAT LOCATION? DO WE NEED TO CONSIDER TIME LIMITS? DO WE NEED TO CONSIDER PAYMENTS? IS THERE SOME OTHER ALTERNATIVE METHOD OF MANAGEMENT THAT WE NEED TO CONSIDER? AND IT ALLOWS US TO BE JUST MORE EFFICIENT IN THAT UP. UM, 'CAUSE IF YOU REALLY DON'T KNOW WHAT'S GOING ON AT THE CURB, IT'S REALLY HARD TO MAKE THOSE DECISIONS. THIS ALLOWS YOU TO MAKE DECISIONS A LITTLE BIT MORE EFFECTIVELY. THE INTERNAL LPR MAP IS AT A COST OF ABOUT $19,000 A YEAR. SO THE TOTAL COSTS OVER THE FOUR, ALMOST FOUR YEARS OF THE AGREEMENT THAT ARE LEFT A LITTLE OVER FOUR YEARS ACTUALLY WOULD BE $219,450. THE COMPANY PROVIDES NOT ONLY AIR RADAR AS WELL AS MARITIME AND LA LAND RADAR SERVICES. THIS RFP IS ONLY FOR AIR SURVEILLANCE, AIR RADAR SERVICES. SO WE WANT TO CALL, UH, AN COUNCIL ACTION TO IMPROVE THIS CONTRACT. UH, IT'S A SINGLE AWARD BASED ON A FIVE YEAR CONTRACT AND THREE OPTION YEARS. EITHER WE HAVE OUR OWN OR WE USE CO-LOCATION DATA CENTERS WHERE WE RENT SERVICES, WE HAVE TO MANAGE THE DATA CENTERS, WE HAVE TO PREPARE WHAT WE'RE GONNA BUY. WE HAVE TO DESIGN THE SYSTEMS, WE HAVE TO ARCHITECT THEM, WE HAVE TO PROCURE THEM, AND WE HAVE TO RECEIVE THEM, SET 'EM UP, CONFIGURE THEM, WHICH CAN BE COSTLY. WE HAVE TO PAY UP FRONT FOR THE WHOLE EQUIPMENT. WE HAVE TO MAINTAIN THE EQUIPMENT, WE HAVE TO SUPPORT IT. AND THAT CAN TAKE ANYWHERE FROM MONTHS TO MORE THAN A YEAR, DEPENDING ON ANY, ANY, ANY INDUSTRY VENDOR SUPPLY CHAIN CHALLENGES. SO COMPLEX, COSTLY, SLOW TO MARKET IN THE TRADITIONAL INFRASTRUCTURE SENSE. NOW, CLOUD BRINGS US MUCH MORE OPPORTUNITIES TO BE ROBUST, TO BE FLEXIBLE AND AGILE FOR VERY QUICKLY ABLE TO SCALE UP INFRASTRUCTURE. SO WHAT USED TO TAKE IN THE TRADITIONAL INFRASTRUCTURE SENSE MONTHS, IF NOT MORE THAN A YEAR, CAN BE DONE IN MINUTES, HOURS AND DAYS TO GIVE THE ABILITY TO FLEXIBLY TO SCALE UP AS NEEDED VERY QUICKLY AND SCALE DOWN AS NEEDED TO QUICKLY PROVIDE THE CAPABILITY FOR THE CITY TO MOVE FORWARD WITH TECHNOLOGY AS FAST AS POSSIBLE. THE FULL YEAR WE'RE ANTICIPATING 6.145 MILLION THE FULL YEAR OF FY 26, ANTICIPATING 5.155 MILLION.
