UH, THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS CITY COUNCIL'S APPROVAL OF AN ORDINANCE AUTHORIZING A SUBSTANTIAL AMENDMENT TO THE 2023 ANNUAL ACTION PLAN, CHANGING THE TARGET AREA FOR THE DEPARTMENT'S FUNDED CODE ENFORCEMENT ACTIVITIES.
UH, PLEASE NOTE THAT THERE'S NO ADDITIONAL FUNDING WILL BE PROVIDED IN ACCORDANCE WITH THE DEPARTMENT'S CITIZEN PARTICIPATION PLAN.
THE CITY IS REQUIRED TO AMEND COMPONENTS OF ITS CONSOLIDATED ANNUAL ACTION PLAN FOR A VARIETY OF REASONS, INCLUDING WHEN CHANGING THE PURPOSE, SCOPE, LOCATION, OR BENEFICIARIES OF AN ACTIVITY PREVIOUSLY DESCRIBED IN THE ANNUAL ACTION PLAN.
BELOW, YOU'LL LOOK AT THE FOLLOWING SUPER NEIGHBORHOODS THAT WILL BE REMOVED FROM TARGET AREAS THAT WE PREVIOUSLY FUNDED.

UH, ANNUALLY WE HAVE TO REVIEW, UH, CERTAIN, UH, DATA TO ENSURE, UH, COMPLIANCE WITH IDENTIFYING AREAS AS CODE ENFORCEMENT AREAS.
AND SOME OF THE THINGS THAT WE LOOK AT IS THE PERCENTAGE OF LOW MOD, UM, INDIVIDUALS OR HOUSEHOLDS IN THOSE AREAS.
WE LOOK AT THE MAKEUP OF LAND USE.
SO IS IT PRIMARILY RESIDENTIAL? WE LOOK AT THE NUMBER OF CITATIONS THAT ARE, UM, BEING WRITTEN, UM, IN THOSE AREAS.
THE CONCENTRATION OF, UH, DIFFERENT MULTIFAMILY AND SINGLE FAMILY PROJECTS, UH, UH, THAT THE DEPARTMENT IS FUNDING.
UH, AND SO, UH, ANNUALLY WE LOOK AT THOSE, UM, UH, CATEGORIES TO DETERMINE IF WHICH AREAS ARE STILL ALLOWED TO RECEIVE CDBG FUNDING FOR CODE ENFORCEMENT ACTIVITIES.
UM, DURING A RECENT ANALYSIS, UH, IT WAS DETERMINED THAT, UH, THESE EIGHT AREAS DID NOT, UH, MEET THRESHOLD.
AND SO THAT'S WHY THEY'RE BEING REMOVED FROM BEING FUNDED FROM.
CAN YOU PROVIDE, UM, A MORE DEFINITION AROUND WHAT THE THRESHOLD IS? SO WHEN YOU SAY THRESHOLD, WHEN Y'ALL ARE LOOKING AT ANALYSIS, THAT MEANS THAT MEANS WHAT? AND THEN THE SECOND PIECE TO THAT IS, SO IF YOU'RE REMOVING EIGHT FROM, ARE Y'ALL REPLACING OF THE NEIGHBORHOOD? YES.
AND, AND, AND SO THOSE THINGS THAT I MENTIONED AND, AND SO WE'RE LOOKING TO SEE ARE THEY PRIMARILY RESIDENTIAL? UH, WHAT IS THE PERCENTAGE OF LOW MOD? SO, ITEM THREE A, THE DEPARTMENT IS PRESENTING AN ORDINANCE AUTHORIZING A SUB-RECIPIENT AGREEMENT WITH AVENUE, WITH AVENUE COMMUNITY DEVELOPMENT CORPORATION, OR AVENUE CDC, TO PROVIDE UP TO $200,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO ADMINISTER AND OPERATE HOUSING, EDUCATION AND COUNSELING SERVICES TO A MINIMUM OF 475, LOW TO MODERATE INCOME HOUSEHOLDS.
FUNDING SUPPORT SERVICES, WHICH INCLUDE PRE-PURCHASE EDUCATION CLASSES, POST-PURCHASE, ONE-ON-ONE COUNSELING, SEMI-ANNUAL WORKSHOPS, AND FORECLOSURE INTERVENTION COUNSELING.
THIS PROGRAM WILL SERVE INDIVIDUALS LIVING AT OR BELOW 80% OF THE AREA, MEDIUM INCOME AND TARGET BLACK, INDIGENOUS AND PEOPLE OF COLOR, BIPOC AND SPANISH SPEAKING HOUSEHOLDS.
OUR DEPARTMENT CONDUCTED A NOTICE OF FUNDING AWARD FOR CDBG SERVICES IN DECEMBER OF 2022.
AVENUE CDC WAS ONE OF THE AGENCIES SELECTED.
THIS AGREEMENT TERM IS FROM OCTOBER 1ST, 2023 THROUGH SEPTEMBER 30TH, 2024.
AVENUE CDC HAS RECEIVED FUNDING FOR VARIOUS AGREEMENTS SINCE 2000 AND HAD NO FINDINGS IN THEIR LAST COMPLIANCE MONITORING REPORT.
UH, I'M NOT SURE IF SHE'S WALKED IN, BUT WE WERE SUPPOSED TO HAVE DIANA MARTINEZ, THE DIRECTOR OF HOME OWNERSHIP HERE WITH US TODAY.
ASSISTANT DIRECTOR TO THIS POINT.
UH, UM, OFTENTIMES QUESTIONS ARE RAISED OF HOW DO WE GET ACCESS TO THE INFORMATION ONCE PUBLIC SERVICES, YOU KNOW, BRINGS FORTH AN ORDINANCE AND WE DO BUSINESS WITH NONPROFITS, UM, BECAUSE THIS IS, UH, UH, A WONDERFUL, VERY NECESSARY PROGRAM.

ITEM THREE B, THE DEPARTMENT HAS PRESENTED AN ORDINANCE AUTHORIZING A SUB-RECIPIENT AGREEMENT WITH HEALTHCARE FOR THE HOMELESS HOUSTON TO PROVIDE UP TO $250,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO OPERATE A, THE PROJECT ACCESS HOMELESS TRANSPORTATION PROGRAM, SERVING A MINIMUM OF 3000 RIDERS WHO ARE EXPERIENCING HOMELESSNESS FUNDING SUPPORTS ACTIVITIES, WHICH INCLUDE ENROLLMENT AND ELIGIBILITY, ACCESS TO CARE, MEDICAID ENROLLMENT, NAVIGATION TO CASE MANAGEMENT AND OTHER COMMUNITY RESOURCES AND CLIENT NEEDS ASSESSMENTS FOR INDIVIDUALS IN PERMANENT SUPPORTIVE HOUSING.
AGAIN, OUR DEPARTMENT CONDUCTED A NOFA LAST DECEMBER.
HEALTHCARE THE HOMELESS WAS ONE OF THE SELECTED AGENCIES, AND THIS AGREEMENT TERM IS SEPTEMBER 1ST, 2023 THROUGH AUGUST 31ST, 2024.
HEALTHCARE FOR THE HOMELESS HAS RECEIVED FUNDING FROM VARIOUS AGREEMENTS SINCE 2003 AND HAD NO FINDINGS ON THEIR LAST COMPLIANCE MONITORING REPORT.
AND TODAY WE HAVE KATHERINE ROGERS, THE DEVELOPMENT ASSOCIATE DIRECTOR HERE WITH US IN THE AUDIENCE.
ITEM THREE C, THE DEPARTMENT'S PRESENTING AN ORDINANCE AUTHORIZING A FIRST AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH NORTHWEST ASSISTANCE MINISTRIES TO PROVIDE

THEY HAVE RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2020 FOR VARIOUS PROGRAMS AND HAD NO MONITORING FINDINGS, NO LESS ANNUAL COMPLIANCE REPORT.
TODAY WE HAVE ALISON BOOKER BROOKS, THE CHIEF PROGRAM OFFICER, AT LEAST I HOPE WE DO.

THE PROGRAM WILL CONTINUE TO PROVIDE PERMANENT SUPPORTIVE HOUSING THROUGH THE SPONSOR LEASING OR PARENT LEASING PROGRAM, SERVING A MINIMUM OF 30 LOW INCOME HOUSEHOLDS EXPERIENCING HOMELESSNESS.
THIS AMENDMENT WILL EXTEND THE TERM OF THE AGREEMENT THROUGH AUGUST 31ST, 2024.
SUPPORT SERVICES INCLUDE, BUT ARE NOT LIMITED TO HOUSING CASE MANAGEMENT, MENTAL HEALTH ASSESSMENT AND SUPPORT, AND SUBSTANCE ABUSE COUNSELING.
AS OF JULY 1ST, ALLS IN HOPE REACH 100% OF THEIR CURRENT GOAL AND HAS EXPENDED 91% OF THEIR CURRENT FUNDING.
THEY HAVE RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 1994 FOR VARIOUS PROGRAMS AND HAS NO MONITORING FINDINGS IN THEIR LAST ANNUAL COMPLIANCE MONITORING REPORT.

FIRST I WANNA PROVIDE A LITTLE BACKGROUND INFORMATION.
UH, THE HOME BUYER ASSISTANCE PROGRAM WAS DESIGNED TO ASSIST LOW AND MODERATE INCOME HOUSEHOLDS INTO NEW HOMES AFTER THEIR HOMES WERE DAMAGED BY HURRICANE HARVEY.
THIS PROGRAM HAS HIGHLY BEEN SUCCESSFUL UNDER THE LEADERSHIP OF YVONNE SMITH, WITH OVER 486 HOUSEHOLDS, UH, CREATED OR NEW HOME OWNERSHIP OPPORTUNITIES.
OF THAT 486 BREAKDOWN, THERE IS 274 LMI, UH, APPLICANTS.
THERE'S 212 URGENT NEED, WHICH GOES UP TO 120%.
THE TOTAL DOLLARS TODAY THAT HAS BEEN SPENT IS $14,580,000.
THERE ARE SIX APPLICANTS REMAINING IN THIS PROGRAM AS IT WINDS DOWN SIX.
THE FOLLOWING CHANGES TO THE GUIDELINES OR A HIGH, HIGH LEVEL OVERVIEW OF THE UPDATES.
THESE CHANGES WERE MADE TO PROVIDE CLARITY TO THE GLO AND BUYERS IN THE PROGRAM.
UH, SOME OF THOSE CHANGES THAT WE WERE, UH, CHANGE IS DEFINING THE DEFINITIONS, DEFINING PROPERTY TYPE AS ONE, UH, SINGLE FAMILY UNIT, REMOVING LANGUAGE AROUND TENANT OCCUPIED, CHANGING THE DEBT INCOME RATIOS, UH, OR UPDATING THOSE.
ALSO ALLOWING, UH, 6% OF THE FUNDS TO BE UTILIZED FOR INTEREST RATE BUYDOWN.
UM, THE DEBT REQUIREMENTS, UH, THAT NEEDED TO BE PAID, UM, BELOW 45% OF THE DTI BEFORE CLOSING, UH, THE ASSET LIMITS AMOUNTS WERE ALSO IMPLEMENTED AND ALLOWED, UH, APPLICANTS AFTER AN EFFECTIVE DATE FOR NEWLY APPROVED, UH, GUIDELINES AND RECERTIFICATION OF THOSE APPLICANTS.
UM, AND CREATING A DEFINITION FOR FIRST TIME HOME BUYERS IN THAT.
AND THIS CONCLUDES MY PRESENTATION.
