THE DEPARTMENT IS PRESENTING A FOURTH AND FINAL AMENDMENT WITH THE VILLAGE LEARNING CENTER, INC.
FOR UP TO AN ADDITIONAL 200,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT OR CDBG FUNDS FOR A VOCATIONAL AND EDUCATIONAL, UH, PROGRAM SERVING A MINIMUM OF 125 SPECIAL NEEDS PARTICIPANTS.
THIS PROGRAM PROVIDES EDUCATION AND VOCATIONAL TRAINING TO INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.
THE PROGRAM OPERATES MONDAY THROUGH FRIDAY FROM 6:45 AM TO 5:30 PM THROUGHOUT THE YEAR.
THE PROGRAM PROVIDES SOCIAL AND LIFE SKILLS AND PROVIDES AN OPPORTUNITY FOR PARTICIPANTS TO CHOOSE A CAREER PATH OF THEIR CHOICE WHERE PARTICIPANTS MAY BROADEN THEIR SKILLSET IN VOLUNTEERING, COMMUNITY SERVICE AND EMPLOYMENT.
THE PROGRAM, UM, CONNECTS PARTICIPANTS WITH EMPLOYERS AND COMMUNITY PARTNERS IN THEIR COMMUNITY.
THIS AMENDMENT WILL PROVIDE FUNDING THROUGH JULY 31ST, 2024.
AS OF MAY, 2023, THE VILLAGE HAS EXCEEDED THEIR GOAL BY 18%, HAVING SERVED 147 PARTICIPANTS.
THE VILLAGE LEARNING CENTER HAS RECEIVED FUNDING FROM CITIES SINCE 20 20 12.
WE HAVE KRISTY CONRAD, EXECUTIVE DIRECTOR, JESSICA MORALES, DEVELOPMENT DIRECTOR, AND NICOLE WHITTEN, VOCATIONAL DIRECTOR HERE REPRESENTING THE VILLAGE LEARNING CENTER.

ITEM TWO B, THE DEPARTMENT IS PRESENTING A NEW AGREEMENT WITH HOUSTON COMMUNITY COLLEGE SYSTEM DISTRICT, COMMONLY KNOWN AS HCC FOR $376,706 IN DEPARTMENT OF LABOR COMMUNITY PROJECT FUNDING AND 82,500 IN AMERICAN RESCUE PLAN ACT FUNDS FOR A WORKFORCE DEVELOPMENT PROGRAM PROVIDING TRAINING IN ELECTRICAL TECHNICIAN OR SOLAR INSTALLER CERTIFICATE PROGRAMS, INSTRUCTIONAL SUPPLIES IN SUPPORTIVE CASE MANAGEMENT SERVICES TO 100 PARTICIPANTS.
THE EMPOWERING SOLAR JOBS PROGRAM IS AN EARMARKED PROJECT, ALSO KNOWN AS CONGRESSIONALLY DIRECTED SPENDING COORDINATED WITH THE MAYOR'S OFFICE OF COMPLETE COMMUNITIES.
HCC IS ONE OF THE DESIGNATED ORGANIZATIONS FOR THE PROJECT.
THE PROJECT FOCUSES ON PROVIDING OPPORTUNITIES, UH, FOR RESIDENTS WITHOUT COLLEGE DEGREES AND LIVING IN A COMPLETE COMMUNITY OR OTHER NEIGHBORHOODS IN NEED OF SKILLS TRAINING TO OBTAIN HIGHER WAGE JOBS.

AND THEN NOW THERE'LL BE JOB READY AND THEY CAN ACTUALLY GO GET, UM, HIGH SCHOOL HIGH WAGE JOBS.

SO FOR AGENDA ITEM THREE, THE HOUSE COMMUNITY DEVELOPMENT DEPARTMENTS RECOMMENDING CITY COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZING, AMENDED AND RESTATED LEASE AGREEMENT BETWEEN THE CITY AND A MG CITY VIEW APARTMENTS.
THIS NEW LEASE AGREEMENT REQUIRES NO ADDITIONAL FUNDING AND WILL ALLOW FOR THE CONTINUED MANAGEMENT OF THE BISCAY AT CITYVIEW APARTMENTS THROUGH MARCH 31ST, 2024.
WHILE WE RE RELOCATE THE REMAINING TENANTS THROUGH A PREVIOUS ORDINANCE, THE CITY ENTERED INTO A LEASE AGREEMENT WITH A MG CITYVIEW WITH A TERM OF NOVEMBER 17TH, 2021 THROUGH NOVEMBER 17TH, 2022.
SO, THE BISCAYNE AT CITYVIEW APARTMENTS ARE A PART OF THE CITY'S MULTIFAMILY BUYOUT PROGRAM THAT'S BEEN FUNDED WITH C-D-B-G-D-R 17 FUNDS.
WE'VE DEVELOPED A RELOCATION PLAN THAT ALLOWS FOR ELIGIBLE TENANTS TO BE RELOCATED TO A DIFFERENT APARTMENT COMPLEX WITHIN THREE MILES OF THE PROPERTY.
AND OUR STAFF ARE PROVIDING ADVISORY SERVICES TO TENANTS, INCLUDING COMPLETE PROPERTY LISTINGS SO THAT THEY CAN FIND A, UH, A SAFE, DECENT NEW UNIT.
ONCE ALL TENANTS ARE RELOCATED, THE COMPLEX WILL BE DEMOLISHED.
AND OUR DEPARTMENT HAS BEEN WORKING WITH THE PUBLIC WORKS DEPARTMENT TO ENSURE THE LAND IS CONVERTED TO GREEN SPACE AND DETENTION TO HELP MITIGATE AGAINST FUTURE FLOODING EVENTS.
THERE ARE PERMANENT DEED RESTRICTIONS THAT ARE PLACED ON THE PROPERTY TO ENSURE THAT HAPPENS.
PER THE FEDERAL REGULATIONS, NO NEW STRUCTURES CAN BE BUILT ON THE, WITH THE PROPERTY, EXCEPT FOR SOME EXCEPTIONS, SHOULD THE LAND BE USED FOR RECREATIONAL PURPOSES.
AND AS OF JUNE, 2020 THREE, A HUNDRED NINETY THREE OF THE UNITS ARE NOW VACANTS.
OUR STAFF ARE DILIGENTLY WORKING WITH A RESIDENTS OF 352 UNITS TO PROVIDE RELOCATION SERVICES AND HAVE THEM GET THEM MOVED OUT.

SO ONCE THE COMPLETION OF THE BUYOUT THAT TRANSACTION'S DONE, WHAT'S

ITEM FOUR A-H-C-D-D RECOMMENDS COUNCIL APPROVAL FOR AN ORDINANCE AUTHORIZED AND A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HOUSTON AND THE HEART OF HOUSTON, CDC TO PROVIDE $3.1 MILLION IN HOME INVESTMENT PARTNERSHIP, UH, PROGRAM FUNDS UNDER THE CHOTO PROGRAM TOWARD DESIGNING CONSTRUCTION, UH, FOR CO FOR CONSTRUCTION COSTS OF AFFORDABLE SINGLE FAMILY HOMES ON SCATTERED SITE LOTS AND A THIRD WARD AND, UH, SOUTH UNION COMMUNITIES.
UM, IN CHAMBERS TODAY WE HAVE THE CEO.
UM, I WANNA PROVIDE A LITTLE BACKGROUND INFORMATION ON THIS PROJECT.
UM, AS MENTIONED, WE'RE LOOKING TO APPROPRIATE HUD HOME INVESTMENT PARTNERSHIP FUNDS UNDER THE CHOTO PROGRAM FOR NONPROFITS.
THIS DEVELOPMENT WILL COMPRISE OF 11 THREE BEDROOM, TWO BATH BATHROOM ENERGY STAR HOMES RANGING IN SIZE FROM 1400 SQUARE FEET TO 1800 SQUARE FEET.
THE LOTS PROVIDED FOR THIS PROGRAM ARE BEING PROVIDED BY MIDTOWN REDEVELOPMENT AUTHORITY AND FUNDING IS PROVIDED THROUGH AMGE AND CONSTRUCTION WITH MAYBERRY HOMES AS THE BUILDER.
ALSO, I WOULD LIKE TO SAY THAT WELLS FARGO IS PROVIDING ADDITIONAL FUNDING FOR THE CHODO PROGRAM FOR RESILIENCE COMPONENTS SUCH AS GENERATORS IMPACT WINDOWS AND HIGHER R RATED INSTALLATION.
FOR THESE PROJECTS, ALL HOMES WILL BE SOLD TO LMI BUYERS WITH A SALES PRICE NOT TO EXCEED $250,000 WITH AN AFFORDABLE AFFORDABILITY PERIOD ARRANGING APPROXIMATELY FIVE TO 15 YEARS, THESE 11 HOMES WILL BRING THE CHOTO PROGRAM TO 33 HOMES FROM THE INITIAL 18 HOMES ORIGINALLY SLATED AND PROVIDING A MUCH NEEDED AFFORDABLE HOUSING.
UM, UNDER THE MAYOR'S HOUSING INITIATIVE.
ITEM ITEM FOUR B, UM, A TD RECOMMENDS COUNCIL APPROVAL FOR AN ORDINANCE NUMBER 2018 DASH 56 AS AMENDED TO DE APPROPRIATE 4.3 MILLION, $4,344,137 AND 34 CENTS OUT OF THE ORIGINAL SIX AND A HALF MILLION DOLLARS IN TOURS, AFFORDABLE HOMES FUNDS UNDER THE NEW HOME DEVELOPMENT PROGRAM AND BACK TO THE SINGLE FAMILY ACTIVITIES, UM, TO INCLUDE BUT NOT LIMITED TO HOME REPAIR, NEW HOME CONSTRUCTION, DOWN PAYMENT ASSISTANCE AND ACTIVITY DELIVERY COSTS.
ONE OF THE THINGS I WANNA POINT OUT FOR THIS, THIS DE APPROPRIATION IS 3 MILLION, $3 MILLION WILL GO TO THE HOME REPAIR PROGRAM, UM, WHICH IS THE SINGLE FAMILY HOME OWNERSHIP PROGRAMS. AND 1 MILLION, UH, APPROXIMATELY $1 MILLION WILL BE ALLOCATED FOR OPERATIONAL SUPPORT FOR THE HOUSTON LAND BANK.
THESE APPROPRIATIONS WILL BE BROUGHT BACK TO AT A LATER DATE, UH, FOR THOSE AGREEMENTS.

AND SO ALL OF THE INDIVIDUAL PROPERTIES HAVE BEEN ACQUIRED, THE ACQUISITION HAS BEEN COMPLETE.
WHAT YOU SEE REMAINING IS GOING TO BE THE RELOCATION EXPENSE FOR EACH OF THE TENANTS THAT REMAINED ON THE PROPERTY.
SO THIS IS WHERE THE NUANCES COME IN AND THE UNIFORM
