THEY'LL PRESENT ON PUBLIC SERVICES, A SERIES OF RECOMMENDATIONS REGARDING ORDINANCES BETWEEN THE CITY OF HOUSTON, THE WOMEN'S HOME CATHOLIC CHARITIES, AND GOODWILL INDUSTRIES OF HOUSTON.

PRESENTED BY OUR DIRECTOR, KEITH BYNUM AND DEPUTY ASSISTANT DIRECTOR MELODY BARR.

WE'LL HEAR FROM PUBLIC FACILITIES A SERIES OF RECOMMENDATIONS REGARDING A COUPLE OF, OR ORDINANCE OF THE ALLIANCE AND THE WESLEY COMMUNITY CENTER.

AND A FIRST AMENDMENT TO THE LOAN AGREEMENT BE BETWEEN THE CITY AND EDISON ARTS FOUNDATION.

WE'LL HEAR FROM MULTIFAMILY.

A RECOMMENDATION REGARDING AN ORDINANCE AUTHORIZING A FORM AMENDMENT TEMPLATE FOR THE C-D-B-G-R-D-R 17 PROGRAM.

WE'LL ALSO HEAR FROM OUR SINGLE FAMILY DIVISION WITH A RECOMMENDATION REGARDING ORDINANCES BETWEEN THE CITY OF HOUSTON, THE HOUSTON AREA CDC, A CARING SAFE PLACE, AND AN ORDINANCE AUTHORIZING A FOURTH AMENDMENT TO THE HOME REPAIR PROGRAM, PRESENTED BY DIRECTOR AND DEPUTY ASSISTANT DIRECTOR CEDRIC SAIN.

AND LASTLY, WE WILL HEAR FROM COMMENTS FROM OUR DIRECTOR, KEITH BYNUM, DURING THE PRESENTATION, AS MENTIONED BEFORE.

UH, WE HAVE A, UH, UH, NOT AS ROBUST AGENDA AS WE NORMALLY HAVE, BUT WE'RE GONNA GO THROUGH IT, UH, AS QUICKLY AS WE POSSIBLY CAN.

WE WILL START WITH THREE ITEMS, UH, FALLING UNDER OUR PUBLIC SERVICES.

AND DURING THAT PRESENTATION, UH, DEPUTY ASSISTANT DIRECTOR, ME, MELANIE BAR WILL DO THAT PRESENTATION.

UM, WE'RE GONNA START WITH ITEM TWO A.

THE DEPARTMENT IS PRESENTING A FOURTH AND FINAL AMENDMENT TO THE AGREEMENT WITH THE WOMEN'S HOME, PROVIDING UP TO AN ADDITIONAL $125,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT OR CDBG FUNDS FOR THE OPERATION AND ADMINISTRATION.

A PROGRAM SERVING AN ADDITIONAL 100 INDIVIDUALS THAT'S 50 HOMELESS AND 50 LOW TO MODERATE INCOME WOMEN IN THE HOUSTON AREA.

PLEASE NOTE THAT THE COVER SHEET YOU WERE PROVIDED IS NOT THE MOST UP TO DATE.

HOWEVER, THE SLIDES DO REFLECT THOSE CHANGES.

THE PROGRAM SERVICES WILL ASSIST WOMEN PARTICIPANTS INCREASED ABILITY AND ACCESS RESOURCES NEEDED TO SUCCESSFULLY TRANSITION AWAY FROM HOMELESSNESS.

SERVICES INCLUDE CASE COUNSELING, CASE MANAGEMENT WITH WRAPAROUND SUPPORT SERVICES, SUCH AS TRANSPORTATION TO HEALTHCARE APPOINTMENTS, ACCESSING FOOD, HOUSING, STABILITY PLANS, AND CONNECTING WITH COMMUNITY RESOURCES.

THE WOMEN'S HOME HAS BEEN FUNDED WITH PUBLIC SERVICES DOLLARS SINCE 2016 AND HAS HAD VARIOUS AGREEMENTS WITH THE CITY SINCE 2000.

THERE WERE NO FINDINGS IN THE LAST COMPLIANCE MONITORING PERIOD.

THIS AMENDMENT WILL PROVIDE FUNDING THROUGH JULY 31ST, 2024.

AS OF MARCH, 2023, THIS PROGRAM HAS EXCEEDED THEIR GOAL BY 8% SERVING 217 HOMELESS INDIVIDUALS.

THEIR GOAL WAS 200.

UH, TODAY WE HAVE JULIE COMISKEY, CHIEF DEVELOPMENT OFFICER, AND BETHANY FIELDS, DIRECTOR OF GRANTS AND DATABASE MANAGEMENT HERE REPRESENTING THE WOMEN'S HOME.

ITEM TWO B, THE DEPARTMENT IS PRESENTING A FIRST AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH CATHOLIC CHARITIES OF THE ARCHDIOCESE OF GALVESTON HOUSTON, PROVIDING UP TO AN ADDITIONAL $25,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT ACT FUNDING, ALSO KNOWN AS C-D-B-G-C-V TO CONTINUE SERVICES RELATED TO THE HOUSTON HARRIS COUNTY EMERGENCY RENTAL ASSISTANCE PROGRAM.

FOR THOSE HOUSEHOLDS FACING EVICTION AFFECTED BY COVID-19, THE ADDITIONAL FUNDING IS TO SUPPORT TECHNOLOGY COSTS NEEDED TO IMPROVE THE REPORTING AND TRACKING SYSTEM.

FOR THE EMERGENCY RENTAL ASSISTANCE PROGRAM, THE TECHNOLOGY SYSTEM IS NEEDED TO PROVIDE THE REPORTING.

THE CITY OF HOUSTON SUBMITS TO THE UNITED STATES TREASURY PREVENTION OF DUPLICATION OF BENEFITS, AS WELL AS ASSISTING WITH THE APPLICATION VERIFICATION OF BOTH LANDLORDS AND TENANTS.

CATHOLIC CHARITIES HAS RECEIVED FUNDING THROUGH VARIOUS AGREEMENTS SINCE 2003.

THERE WERE NO FINDINGS IN THEIR LAST COMPLIANCE MONITORING PERIOD.

THIS AMENDMENT WILL EXTEND THE AGREEMENT THROUGH DECEMBER 31ST, 2023, AS OF MAY 15TH, 2023.

THIS PROGRAM HAS PLEDGED OR PROVIDED 77,257 HOUSEHOLDS WITH RENT ASSISTANCE, OF WHICH 39,639 HOUSEHOLDS WERE PROVIDED FUNDING BY THE CITY OF HOUSTON.

SUPPORTED WITH OVER $160 MILLION.

UH, I JUST WANTED TO MAKE SURE THAT WAS NOTED.

ITEM TWO C, THE DEPARTMENT'S PRESENTING AN ORDINANCE AUTHORIZING A SUB-RECIPIENT AGREEMENT WITH GOODWILL INDUSTRIES OF HOUSTON PROVIDING UP TO $200,000 IN HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS FUNDING, COMMONLY REFERRED TO AS HOPWA FOR THE ADMINISTRATION AND OPERATION OF A JOB SERVICES PROGRAM WITH SUPPORT SERVICES TO A MINIMUM OF 150, LOW TO MODERATE INCOME HOUSEHOLDS AFFECTED BY HIV OR AIDS.

THIS PROGRAM INCLUDES EMPLOYMENT AND DIGITAL SKILLS TRAINING, CAREER COACHING WITH MENTORSHIP AND TRANSPORTATION REFERRALS TO OTHER SERVICES SUCH AS CHILDCARE, HEALTH, EDUCATION, NUTRITION, LEGAL, AND HOUSING ARE PROVIDED ONCE IDENTIFIED DURING PROGRAM INTAKE AND NOTED IN EACH HOUSEHOLD'S CAREER PLAN.

A NOTICE OF FUNDING AWARD OR NOFA WAS CONDUCTED LAST SEPTEMBER AND GOODWILL INDUSTRIES WAS ONE OF THE AGENCIES SELECTED.

THIS AGREEMENT WILL PROVIDE FUNDING FROM JULY 1ST, 2023 THROUGH JUNE 30TH, 2024.

GOODWILL HAS RECEIVED HA FUNDING THROUGH THE CITY SINCE 2009 AND HAS NO FINDINGS ON THEIR LAST COMPLIANCE REPORT.

TODAY WE HAVE TANYA MAHI, DIRECTOR OF WORKFORCE DEVELOPMENT AND LISA CARPENTER, ACCOUNTING MANAGER HERE REPRESENTING GOODWILL INDUSTRIES.

MY QUESTION IS, WHAT TYPES OF JOBS ARE WE TRYING TO TARGET FOR THESE INDIVIDUALS? ARE THESE GONNA BE LOW INCOME, $15 AN HOUR, OR UP TYPES OF JOBS? WELL, WE HAVE THE EXPERTS HERE WHO ARE RUNNING THIS PROGRAM, SO I'D LIKE TO INVITE THEM UP TO TALK ABOUT THEIR PROGRAM.

OUR FIRST GOAL IS TO ASSESS THE INDIVIDUAL AND PROVIDE THEM WITH CAREER PATHWAY TRAINING THAT WILL GET THEM INTO A PATHWAY THAT WILL BE ABLE, SO THAT THEY CAN GO INTO A LIVING WAGE JOB.

OUR GOAL IS NOT TO DO, UM, IS TO PROVIDE THAT START, BUT NOT TO FINISH THERE, BUT TO CONTINUE TO GROW THEM INTO THE CAREER THAT WILL BE SUSTAINING FOR THEM AND THEIR FAMILIES.

UH, SO THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT IS RECOMMENDING APPROVAL OF AN ORDINANCE AUTHORIZING A LOAN AGREEMENT BETWEEN THE CITY AND THE ALLIANCE FOR 1.5 MILLION IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS.

THIS WILL BE USED FOR THE RENOVATION OF THE ALLIANCE WORKFORCE TRAINING CENTER.

THE FACILITY WILL BE LOCATED IN DISTRICT J AT 64 20 HILLCROFT IN THE GULFTON COMPLETE COMMUNITY.

NEXT SLIDE.

RENOVATIONS WILL UPGRADE CLASSROOMS, ELEVATORS, HVAC SYSTEM, AND PARKING FOR THE FACILITY.

THESE RENOVATIONS WILL ENHANCE THEIR WORKFORCE TRAINING PROGRAMS, WHICH WILL SERVE LOW TO MODERATE INCOME CLIENTS.

IT'LL ALLOW THEM TO INCREASE THE AMOUNT OF CLIENTS THAT THEY'RE ABLE TO SERVE ON AN ANNUAL BASIS, UH, BY RIGHT UNDER A THOUSAND CLIENTS PER YEAR.

NEXT SLIDE PROGRAMS WILL INCLUDE, UH, CDL, COMMERCIAL DRIVER'S, LICENSE COURSES, DRIVER'S EDUCATION, ADULT LITERACY, DIGITAL LITERACY, ENTREPRENEURSHIP, CHILDCARE, UH, CERTIFIED NURSING AID EKG AND PHLEBOTOMY TECH, HVAC, AND A BASIC ELECTRONIC HELPER PROGRAM.

THE ALLIANCE SERVES LMI POPULATIONS, WHICH INCLUDE REFUGEES AND IMMIGRANTS.

THE TOTAL PROJECT BUDGET IS APPROXIMATELY $7 MILLION OF WHICH 1.5 MILLION IS BEING PROVIDED, UH, IN CONGRESSIONAL EARMARKS THROUGH THE COMMUNITY PROJECT FUNDS, UH, AS WELL AS BRIDGE FINANCING.

AND IN ATTENDANCE TODAY WE HAVE, UH, DANIEL STOKER, PRESIDENT AND CEO DAVID T, UH, THE COO AS WELL AS SHEILA TURNER, WHO IS A, UH, CONSULTANT FOR THE ALLIANCE.

UH, NEXT ITEM UP IS THE WESLEY COMMUNITY CENTER.

UH, SO WE ARE RECOMMENDING APPROVAL OF AN ORDINANCE AUTHORIZING A LOAN AGREEMENT BETWEEN THE CITY AND WESLEY COMMUNITY CENTER FOR A $1.25 MILLION, UH, GRANT IN CDBG FUNDS FOR THE CONSTRUCTION OF A NEW WORKFORCE TRAINING FACILITY.

I SHOULD NOTE, YOU, YOU HEARD WORKFORCE TRAINING ON BOTH OF THESE, UH, BOTH OF THESE ITEMS. FIRST TWO ITEMS CAME THROUGH A WORKFORCE TRAINING NOFA THAT THE PUBLIC FACILITIES, UH, TEAM PUT OUT, UH, IN LATE 2022.

UH, SO THIS WILL BE 1.25 MILLION IN CDBG FUNDS FOR THE CONSTRUCTION OF THAT FACILITY, WHICH IS GONNA BE LOCATED IN DISTRICT H IN THE NEAR NORTHSIDE COMPLETE COMMUNITY.

NEXT SLIDE.

UH, THE NEW FACILITY WILL CONSIST OF CLASSROOM AND OFFICE SPACE, WHICH WILL ALLOW WESLEY TO INCREASE THE NUMBER OF CLIENTS SERVED BY PROVIDING VOCATIONAL HEALTHCARE TRAINING, INCLUDING CNA TO LVN LEVEL NURSING PROGRAMS, MEDICAL ASSISTANT PROGRAMS, STERILE, UH, PROCESSING TECHNICIAN AND PHARMACY TECHNICIAN CERTIFICATIONS.

UH, THEY ANTICIPATE BEING ABLE TO SERVE APPROXIMATELY 1200 CLIENTS ANNUALLY IN THIS FACILITY.

THIS FACILITY IS GONNA DOUBLE THE CLASSROOM SPACE AT THE CURRENT WESLEY FACILITY.

IT'S GONNA BE RIGHT DOWN THE STREET.

UH, THE PROJECT BUDGET IS 4.2 MILLION, WHICH INCLUDES 2.9 MILLION IN CAPITAL CAMPAIGN FUNDING.

HCD IS RECOMMENDING APPROVAL OF AN ORDINANCE AUTHORIZING

A FIRST AMENDMENT TO THE LOAN AGREEMENT BETWEEN THE CITY AND THE EDISON ARTS FOUNDATION.

THIS IS FOR THE DEVELOPMENT OF THE EDISON PERFORMING PERFORMING ARTS CENTER, WHICH WILL BE LOCATED AT 7,100 WEST FUQUA, UH, IN THE FORT BEND COMPLETE COMMUNITY.

UH, THE AMENDMENT WILL EXTEND THE COMPLETION DATE TO MAY OF 2025 AND AMEND THE SCOPE OF WORK TO REFLECT CHANGES IN THE PHASING OF THIS PROJECT.

THIS WILL ALLOW THE EDISON ARTS FOUNDATION TO BE ABLE TO PROCEED WITH, UH, PARTS OF THIS THAT THEY'VE ALREADY FUNDRAISED FOR, WHICH WOULD BE DEMOLITION SITE WORK, AND THE BUILD OUT AT THE AFTER SCHOOL SPACE, AND WILL ALLOW ADDITIONAL TIME FOR EDISON ARTS TO COMPLETE FUNDRAISING FOR THE FINAL PHASE, WHICH WILL INCLUDE THE PERFORMING ARTS SPACE.

UH, THIS IS JUST A FURTHER BREAKOUT OF THOSE, THOSE PHASES THAT WE ANTICIPATE.

SO THE PROJECT WILL BE DONE IN THREE PHASES.

DOES THIS AMOUNT HELP THEM WITH FOUNDATION REPAIRS AND ROOF REPAIRS? THAT'S WHAT, AS OUR OFFICE RECEIVED MOST OF OUR CALLS FOR SUPPORT.

YES, IT DOES.

SO THERE'S AN ASSESSMENT THAT'S DONE ON EACH HOME, AND IT WILL DETERMINE IF IT'S, UM, A SUBSTANTIAL REHAB OR IF THERE, IF IT'S A RECONSTRUCTION THAT'S REQUIRED.

GENERALLY, WHEN YOU HAVE SEVERAL SYSTEMS IN A HOME WHERE A FOUNDATION, ELECTRICAL OR PLUMBING THAT IS DAMAGED, THOSE HOMES GENERALLY TURN INTO A RECONSTRUCTION PROJECT.

SO LIKE, WHAT ARE THE TRENDS THAT Y'ALL ARE SEEING? IS IT JUST ABOUT THE ELEVATION OR IS IT ABOUT THE, THE DESIGN, ONCE YOU COMPLETE THE PROJECT, IT'S ABOUT THE DESIGN.

SO, AS YOU GUYS HAVE SEEN IN THE DISASTER RECOVERY PROGRAM, UH, SOME OF THE REQUIREMENTS THAT WERE PUT IN FROM THE STATE DID NOT ALLOW FOR GARAGES AND DID NOT, UH, ALLOW FOR NEIGHBORHOOD HARMONY.

SO NOW YOU HAVE AN IDENTIFICATION OF EVERY HOME THAT HAS PARTICIPATED IN DISASTER RECOVERY PROGRAM.

AS YOU RIDE DOWN EVERY SINGLE STREET, YOU KNOW THAT THAT IS A LOW TO MODERATE INCOME FAMILY.

THAT WAS ASSISTED.

THIS PROGRAM, THE WAY WE HAVE REVAMPED IT IS THAT IT'S GONNA GO TO THE NEIGHBORHOOD CHARACTER.

WE DO EXPECT MORE DRAWS WILL GO IN PRIOR TO JUNE 30TH.

UM, SO HOPEFULLY THAT ONE WILL BE EXCEEDED.

UM, OUR PLANNING IS, UM, ALSO JUST OVER A MILLION DOLLARS AWAY FROM THEIR BENCHMARK.

HOWEVER, DUE TO THE STRUCTURE OF THE PLANNING AREA, WE SUBMITTED A NUMBER OF $0 DRAWS THAT ARE PROVABLE THAT ONCE THE PROJECTS HAVE BEEN COMPLETED, WE CAN GO AHEAD AND SUBMIT THOSE.

SO WE, THOSE WE RECEIVE NOTIFICATION THE PROJECT HAS BEEN COMPLETED.

SO WE FULLY EXPECT THAT, UH, PLANNING WILL BE A LOT CLOSER IF NOT EXCEEDING ITS BENCHMARK.

AND THEN THE LAST PROGRAM IS SMALL RENTALS.

SOME OF THOSE DEALS HAVE BEGUN CLOSING, SO WE ARE SUBMITTING THOSE DRAWS AS WELL.

UM, THERE IS A CAVEAT IN OUR CONTRACT OR A CLAUSE THAT SAYS, UM, IF WE ARE WITHIN A MILLION DOLLARS OF THE STATED BENCHMARK, THEN THE GLO WILL NOT TERMINATE THAT PROGRAM.

SO WE'RE TALKING ABOUT INCOMES AT 30 TO 50% OF, OF VERY IMMEDIATE INCOME FOR THOSE.

UM, WE ALSO, IN ADDITION TO BUILDING THE PROPERTIES, WE THINK IS VERY IMPORTANT TO ALSO HAVE RESIDENT SERVICES.

UH, MOST OF OUR RESIDENTS LIVE IN THESE PROPERTIES FOR MANY YEARS.

IN FACT, THEY LIVE THERE AND THEIR FAMILIES LIVE THERE AS WELL.

SO IT'S REALLY IMPORTANT FOR US TO MAKE SURE WE CREATE A PLACE.

WE'RE NOT JUST BUILDING BUILDINGS, BUT IT'S IMPORTANT TO US WHAT HAPPENS AFTER THE BUILDINGS ARE BUILT.

AND SO WE PUT A LOT OF EFFORT, AND WE HAVE, RIGHT NOW, OUT OF OUR 54 PROPERTIES, WE PROVIDE RESIDENT SERVICES AT ABOUT 30 OF THOSE.

AND THEN THERE ARE OTHER PROPERTIES WHERE WE HAVE OTHER, UH, UM, OTHER GROUPS WHO PROVIDE THOSE SERVICES FOR THOSE PARTICULAR PROPERTIES.

ONE OF THE OTHER THINGS THAT I JUST WANTED TO POINT OUT BEFORE I GET TO AN UPDATE ON THE PROJECTS IS WE'RE VERY BIG AND, AND REALLY PUT A LOT OF EFFORT TOWARDS PARTNERSHIPS.

UM, OVER THE LAST EIGHT YEARS, WE'VE HAD ABOUT 23 PARTNERSHIPS.

THOSE PARTNERSHIPS ARE WITH TENANT ORGANIZATIONS.

WE'VE HAD EIGHT PARTNERSHIPS DIRECTLY WITH TENANTS.

UM, WE'VE HAD EIGHT, ANOTHER EIGHT THAT HAVE BEEN WITH, UM, MINORITY OWNED DEVELOPERS, SMALL DEVELOPERS.

AND THEN WE HAVE ABOUT SIX THAT HAVE BEEN WITH VARIOUS HOUSING AUTHORITIES ACROSS THE, THE COUNTRY.

AND I JUST WANNA RAISE THAT BECAUSE, UM, TO US THAT IS THE WAY TO CREATE EQUITY FOR PEOPLE TO, THEY'RE, THEY'RE BOTH PARTNERS WITH US TECHNICALLY, IN TERMS OF ALL THE INFORMATION AND WORKING ON THE DEALS WITH US.

BUT THEY ALSO SHARE IN THE DEVELOPER FEE WITH US.

THEY ALSO SHARE IN CASH FLOW.

UM, AND OUR GOAL THERE REALLY IS TO SET THEM UP FOR SUCCESS AFTER THE PARTNERSHIP.

SURE.

AND CAN YOU, UM, BUMP UP THE MWB THAT NUMBER THAT YOU MENTIONED IN TERMS OF YOUR, UM, MINORITY DEVELOPERS? WE HAVE, WE HAVE EIGHT DIFFERENT ONES THAT WE WORKED WITH OVER THAT PERIOD OF TIME.

UM, SO IN THE CITY, UH, OF, OF HOUSTON RIGHT NOW WE HAVE FIVE AFFORDABLE PROPERTIES THERE, TOTALING 850 UNITS.

AND I, THOSE ARE DIVIDED BETWEEN PRESERVATION PROPERTIES AS WELL AS NEW CONSTRUCTION.

UM, I WANNA START OFF REALLY WITH CLEM MANOR.

UM, MANY OF YOU KNOW THAT WE HAVE, UH, 284 UNITS IN THAT PROPERTY.

IT'S A HUNDRED PERCENT AFFORDABLE.

IT'S A SECTION EIGHT PROJECT.

THIS WAS A 9% LITECH DEAL THAT WAS APPROVED, UM, BY THE COUNCIL.

UM, WHEN WE CAME HERE LAST YEAR, CLEM MANOR HAD BEEN GOING THROUGH A NUMBER OF ISSUES THAT WERE REALLY RELATED TO THE PROPERTY MANAGEMENT COMPANY AND FOLLOW UP WITH THE RESIDENTS.

THERE HAD BEEN SEWAGE ISSUES OVER THAT PERIOD OF TIME.

THERE HAVE BEEN ISSUES REGARDING PEST CONTROL AND REALLY ISSUES, I THINK REGARDING JUST THE COMMUNICATION WITH THE RESIDENTS AND FOLLOW UP WITH THE RESIDENTS.

UM, SINCE THAT PERIOD OF TIME, WE HAVE, UM, WE REMOVED THE PROPERTY MANAGEMENT COMPANY, BROUGHT IN A NEW COMPANY, UM, AND REALLY WANTED TO THOROUGHLY GO THROUGH REALLY ESTABLISHING, REESTABLISHING THAT RELATIONSHIP WITH THE RESIDENTS AND MAKING SURE THAT WE WERE BEING, UM, UH, RESPONSIVE.

UM, SO WE'VE IMPROVED THAT COMMUNICATION.

WE'VE HELD A NUMBER OF TOWN HALL MEETINGS WITH THEM.

UH, WE'VE CREATED WAYS IN WHICH THEY CAN REPORT ISSUES TO US QUICKER, UM, SO THAT WE CAN RESPOND, UM, IN A MUCH MORE EFFICIENT MANNER.

WE'VE ALSO DONE SOME THINGS THAT PREVIOUSLY, UM, SOME OF THE REPAIRS AND THINGS THAT NEEDED TO BE DONE WAS WHEN WE GOT A CALL OR WHEN WE FOUND OUT ABOUT IT, WE DECIDED WE NEEDED TO BE MUCH MORE PROACTIVE ABOUT THINGS.

SO, FOR EXAMPLE, WE HAD HAD SOME SEWAGE BACKUP PROBLEMS OUT THERE.

WE, UM, DID SOME MAJOR REPAIRS, UM, FOLLOWING DURING THAT PERIOD OF TIME LAST YEAR.

UM, AND WE ALSO JETTED ALL THE LINES.

WE PUT CAMERAS IN IT, AND INSTEAD OF WAITING FOR A PROBLEM TO ARISE ON A QUARTERLY BASIS, NOW WE GO AHEAD AND WE JET, UM, ALL THE SEWER LINES, UM, REGARDLESS OF WHETHER OR NOT WE THINK THERE COULD BE A PROBLEM AT, AT THE SITE.

UM, WE ALSO, IN TERMS OF PEST CONTROL, GENERALLY A TENANT, A RESIDENT AT ANY TIME CAN, CAN MAKE US AWARE, BUT SOMETIMES THAT DOESN'T HAPPEN.

SO NOW WE ARE JUST ON A QUARTERLY BASIS, WE'RE GONNA GO AHEAD AND DO A FULL TREATMENT OF THE PROPERTY, UM, AS WELL.

UM, WE'VE ALSO TALKED A LOT WITH THE RESIDENTS AND WITH HPD ABOUT SECURITY, AND SO WE CONTINUE TO MAKE THAT AN ISSUE AT, AT THE PROPERTY.

BUT I WOULD JUST SAY THAT I, I THINK, UM, AND THEN FINALLY I WOULD JUST, THE LAST POINT I'LL MAKE ABOUT CLEM IS THE COUNCIL ACTUALLY PASSED LEGISLATION.

AND PART OF THAT LEGISLATION WAS THAT WE HAVE AN INSPECTION DONE, AN INDEPENDENT INSPECTION, WE WOULD PAY FOR IT, BUT IT WOULD BE THE CITY'S INSPECTION.

UM, THERE WERE VERY MINOR THINGS FOUND IN THE NEAR TERM.

SO, UM, AND, AND THE LAST NOTE ON THAT, I WOULD JUST SAY THAT THERE'S BEEN A BIG PUSH.

WE ALWAYS HAD A BIG PUSH ON RESIDENT SERVICES.

SO WE'RE DOING A LOT OF THINGS.

WE HAVE AF AFTER SCHOOL PROGRAMS. WE HAVE OUT AT, AT CLEM MANOR RIGHT NOW.

WE HAVE A SENIORS MONTH AT CLEM.

UM, WE ALSO HAVE, UH, A CVS MOBILE THAT COMES EVERY SIX TO EIGHT WEEKS THAT DOES A HEALTH ASSESSMENT FOR THE RESIDENTS.

UM, REALLY FOCUS ON, YOU KNOW, THE HEALTH OF THE HEALTH OF OUR RESIDENTS, AS WELL AS FOCUS ON THE, THE YOUTH AND WHAT KIND OF PROGRAMS WE CAN PROVIDE TO HELP THEM, ASSIST THEM GOING FORWARD.

UM, MOVING ON TO OTHER PROJECTS, UH, PEPPER TREE MANNER BEFORE YOU, BEFORE YOU GO, WE DO HAVE A T UM, A QUESTION IN THE QUEUE.

AND I JUST WANT TO ADD, YOU KNOW, AS CHAIR OF THE, UH, COMMITTEE, I, IT'S, UH, RARE THAT I, UM, T TAKE A POSITION AGAINST A HOUSING ITEM.

VERY RARE, BECAUSE I BELIEVE DEEPLY IN THE STAFF AND THE WORK THAT THEY DO IN THE CITY.

YEAH.

UM, BUT I, BUT YOU KNOW, THIS WORK IS DIFFICULT AND WE HAVE TO BE DELIBERATE.

AND I THINK OFTENTIMES, YOU KNOW, THE TENSION THAT COMES FROM SOME AGENDA ITEMS FORCES US TO FORESEE.

SO THIS IS REALLY REFRESHING TO, TO HEAR, UM, OF THE LONG-TERM COMMITMENT.

AND THEN IT WASN'T JUST FOR GETTING THE ITEM PASSED.

UM, I APPRECIATE THE INSPECTION AND I KNOW OUR VICE MAYOR, UM, UM, UM, AUTHORED SOME, SOME RECOMMENDATIONS WHERE THAT WERE ADOPTED IN, IN THAT ORDINANCE.

UM, BUT I, YOU'VE, YOU'VE PRETTY MUCH ADDRESSED SOME OF THE, THE QUESTIONS I'VE HAD IN TERMS OF THE SHORT TERM AND THE LONG TERM GOALS.

I KNOW AT THE TIME THERE WAS A DRAINAGE ISSUE.

BUT THAT'S NOT SOMETHING THAT HAPPENS OVERNIGHT.

SO FROM, UM, SOME OF THE INSPECTION REPAIRS, IN TERMS OF HABITABILITY, HAVE THOSE NUMBERS DECREASED OR WHAT HAVE YOU SEEN IN TERMS OF 3 1 1 REPORTS ON THE PROPERTY? THE ONLY, THE ONLY, UM, ON THE SHORT TERM, AS I TOLD YOU, WAS WE WERE TALKING ABOUT THE SEWAGE REPAIRS.

THE, THE LINES OUTSIDE IT ACTUALLY BUCKLED AND THEY BUCKLED BASICALLY BECAUSE THEY WERE GETTING STOPPED UP BECAUSE OF A LOT OF STUFF THAT WAS PUT SORT OF IN THE SYSTEM.

SURE.

SO WE'VE ACTUALLY HAD A, A GREAT COMMUNICATION WITH THE RESIDENTS ABOUT THAT.

AND WE WENT AND WE ACTUALLY TOOK PICTURES OF IT SO WE COULD SHOW PEOPLE WHAT, WHAT IT WAS THAT WAS CAUSING THESE KINDS OF BACKUPS.

SO THAT'S BEEN COMPLETELY REPLACED.

SO THAT WAS THE, THE BIGGEST ONE.

YEAH.

THE PEST CONTROL TREATMENT WAS ALSO A VERY BIG ONE.

YEP.

NOT JUST TO DO IT FOR X NUMBER OF UNITS, BUT ACTUALLY GO INTO EVERY SINGLE UNIT AND DO THAT.

SO WE'VE DONE THAT ON THE LONG TERM.

UM, WE HAD SOME REPAIRS TO THE SOFFIT AND FASCIA OF THE BUILDINGS, AND WE'VE ALREADY STARTED ON THE, I THINK WE'VE COMPLETED THE SOFFIT AND THE FASCIAS AS WELL.

SO THOSE, THOSE WERE MORE, THAT WAS SORT OF THE LONG TERM THINGS.
