UM, LIKE TO WELCOME ALL COUNCIL MEMBERS AND STAFF IN ATTENDANCE AND NOTE THAT THIS MEETING IS BEING HELD IN HYBRID MODE DUE TO THE DISCONTINUATION OF THE TEXAS OPEN MEETINGS ACT.
THAT'S CHAPTER 5 51, THE PROVISIONS THAT ALLOWED PUBLIC MEETINGS TO BE HELD SOLELY AND VIRTUALLY DURING THE PANDEMIC.
UH, THE MEETING WILL BE OPEN TO THE PUBLIC AND AS CHAIR AND THE PRESIDING OFFICER OF THE COMMITTEE, I WILL BE HERE PHYSICALLY PRESENT IN THIS CHAMBER IN ACCORDANCE WITH THE PROVISIONS OF SECTION 5 51 0.1 27 OF THE TEXAS GOVERNMENT CODE APPLICABLE TO A GOVERNMENT BODY THAT'S, UH, OUR CITY AND COUNTY THAT EXTENDS INTO THREE OR MORE COUNTIES.

AND 26 AMENDMENTS.SO, WHILE MUCH OF THE CHANGES TO CHAPTER 16 AND 26 ARE UPDATES AND CLEANUP, THERE ARE KEY ITEMS THAT WE WANNA DISCUSS WITH YOU TODAY.
PRIMARILY, WE WANNA GIVE YOU AN UPDATE ON THE WORK WE HAVE DONE, UH, REGARDING LARGE VEHICLE PARKING.
WE ALSO WANNA GIVE YOU AN UPDATE IN RECOMMENDATIONS FOR THE PARKING METER PROGRAM.
AND MY COLLEAGUE FROM HOUSTON AIRPORT SYSTEM, WALT GRAY, WILL BE DISCUSSING VETERANS PARKING PRO PRIVILEGES FROM AN AIRPORT PERSPECTIVE.
SO, IN JULY OF 2022, WE PRESENTED LARGE VEHICLE PARKING REGULATIONS TO THE RNA COMMITTEE.
THE IMMEDIATE ACTION TAKEN, UH, INCLUDED WORKING WITH THE PRESIDING JUDGE OF MUNICIPAL COURTS TO ADJUST THE PARKING FINES FROM $60 TO $150 THIS PAST OCTOBER.
WE ALSO DID OUTREACH TO TRUCKING ASSOCIATIONS AND CREATED EDUCATIONAL MATERIALS TO INFORM LARGE VEHICLE OPERATORS OF PARKING REGULATIONS WITHIN THE CITY.
AND THEN WE ALSO HAVE BEEN, UH, TALKING WITH TDOT TO UNDERSTAND THE PROGRESS THAT THEY ARE MAKING REGARDING THEIR TRUCK PARKING GUIDANCE SYSTEM, WHICH IS GOING TO PROVIDE OFF STREET PARKING LOCATIONS FOR LARGE VEHICLES, BUT THAT'S PRIMARILY OUTSIDE THE URBAN CORE.
WE HAVE ALSO HAD, UM, CONVERSATIONS WITH TDOT ABOUT FREIGHT TRUCK MANAGEMENT WITHIN THE URBAN CORE, AND WE'LL CONTINUE TO WORK WITH THEM AS WELL AS THE PLANNING DEPARTMENT, AS THIS IS LIKE A REGIONWIDE COLLABORATION.
BUT WORKING WITH HPD, WE WANTED TO PRESENT TO YOU THE AMENDMENTS TO CHAPTER 26.
UH, THAT WOULD CLARIFY THE INTENT OF THE LARGE VEHICLE RESTRICTIONS.
UH, HPD HAD MADE SOME RECOMMENDATIONS LAST YEAR, UH, TO RNA.
SO, IN THE CURRENT ORDINANCE, ONLY COMMERCIAL VEHICLES WITH LOGOS ON THE FRONT DOORS CAN BE CONSIDERED COMMERCIAL PER RECOMMENDATION.
FROM HPD, WE'RE UPDATING THE DEFINITION TO ALLOW FOR THE LOGO OR SIGNAGE ON ANY PART OF THE VEHICLE.
NEXT, THE CURRENT ORDINANCE SPECIFIES A TWO HOUR TIME LIMIT ON THE STREET FOR, FOR TRAILERS ONLY.
HPD RECOMMENDED THAT WE ADD LARGE VEHICLES TO THIS RESTRICTION.
UH, THERE ARE TIMES WHEN LARGE VEHICLES NEED MORE THAN TWO HOURS ON THE STREET, AND WE RECOGNIZE THAT.
SO WE'VE ALSO ADDED SOME DEFENSES FOR LARGE VEHICLE OPERATORS, AND THIS INCLUDES, UH, THEY MUST BE ACTIVELY LOADING AND UNLOADING.
IT COULD BE IN SERVICE AT A LOCATION, WHETHER IT'S A RESIDENT OR A BUSINESS.
IT COULD BE PARKED IN AN AREA AUTHORIZED BY THE CITY, OR IT COULD BE A SHORT TERM RENTAL USED FOR THE PURPOSES OF MOVING.
SO THEN IN SECTION 26 DASH NINE FIVE, COMMERCIAL VEHICLES ARE PROHIBITED FROM PARKING ON THE STREET FROM 2:00 AM TO 6:00 AM HPD RECOMMENDED THAT WE ADD LARGE VEHICLES, UM, TO THIS AS THEY WOULD FREQUENTLY RECEIVE COMPLAINTS OF LARGE VEHICLES, BUT SOME OF THE LARGE VEHICLES ARE UNMARKED AND THEY'RE UNABLE TO CITE IN THOSE SITUATIONS.
FINALLY, THE LAST, UH, UPDATE IS 26 DASH 96, WHICH PROHIBITS THE PARKING OF LARGE VEHICLES IN RESIDENTIAL DISTRICTS.
WE CLARIFIED ONE OF THE DEFENSES, UM, TO ENSURE THAT THE LANGUAGE REGARDING RENTALS WAS SPECIFICALLY FOR SHORT TERM RENTALS USED FOR MOVING OR RELOCATION.
SOME LARGE VEHICLES ARE LEASED, AND HPD RECOMMENDED THAT WE CLOSE THIS LOOPHOLE.
AND SO WE KIND OF MADE IT CLEAR THAT WE'RE TALKING ABOUT U-HAUL OR THOSE KINDS OF INSTANCES WHERE SOMEONE'S MOVING FROM ONE LOCATION TO ANOTHER.
SO THOSE VEHICLES CAN STAY ON THE STREET FOR MORE THAN, UH, IN A RESIDENTIAL DISTRICT WITHOUT LIMITATION, WITH THREE, UH, THREE DAYS LIMITS.
SO, NEXT WE WANNA TALK ABOUT CURBSIDE MANAGEMENT.
SPECIFICALLY THE WORK THAT WE HAVE DONE OVER THE PAST FEW MONTHS COMING OUT OF PANDEMIC METER REVENUES ARE EXCEEDING OUR 2019 NUMBERS.
WE'VE SEEN A SHIFT IN PARKING PATTERNS AS WELL, BOTH DURING OFFICE HOURS AND IN THE EVENINGS.
SO THE SHIFT IN EVENING PARKING IS IN LINE WITH A PATTERN THAT WE'RE SEEING AT MUNICIPALITIES ACROSS THE, THE ACROSS THE US PARKING OCCUPANCY AFTER 6:00 PM HAS PICKED UP DRAMATICALLY, PARTICULARLY ON WEEKENDS.
SO, AS YOU ALL KNOW, CURBSIDE PARKING IS THE MOST CONVENIENT PARKING, IT SHOULD BE USED BY BUSINESS PATRONS.
WHAT WE'RE SEEING RIGHT NOW AFTER 6:00 PM IS THAT THE PARKING, THE CURBSIDE PARKING IS BEING USED BY LONG-TERM PARKERS.
SO WHEN BUSINESS PATRONS, WHETHER YOU'RE GOING TO A THEATER OR TO A RESTAURANT, COME LOOKING FOR PARKING, YOU FIND STREETS FULL OF CARS.
BUT YOU'LL CIRCLE AROUND LOOKING FOR AVAILABLE PARKING.
UH, MANY PRIVATE OPERATORS DON'T SEE THE OPPORTUNITY TO COMPETE WITH THE FREE ON STREETS, SO NOT ALL PARKING FACILITIES ARE AVAILABLE, AND THE FEW THAT ARE AVAILABLE ARE ABLE TO CHARGE RATES THAT SOME PEOPLE MAY NOT BE WILLING TO PAY.
SO THAT LEADS TO MORE CIRCLING, MORE CONGESTION.
AND IT ALSO PLANTS THE IDEA THAT THERE IS NOT ENOUGH PARKING.
SO PARKING IS MANAGED THROUGH SIMPLE SUPPLY AND DEMAND.
THIS IS, YOU KNOW, HOW WE HAVE ALWAYS MANAGED PARKING.
WHEN DEMAND IS HIGH, YOU HAVE TO PRICE IT ACCORDINGLY.
WHEN DEMAND IS LOW, YOU DO THE SAME.

DEMAND? YOU CONDUCT AN OCCUPANCY SURVEY.SO I'M GONNA TALK ABOUT THE SURVEY THAT WE'VE BEEN WORKING ON ON THE NEXT SLIDE, PLEASE.
SO, WE SURVEYED ABOUT 230 BLOCKS OVER 17 DAYS IN NOVEMBER AND DECEMBER OF 2022 AND SEVEN DAYS IN FEBRUARY AND MARCH OF 2023.
THESE ARE TYPICALLY OUR LOW VOLUME PARKING MONTHS.
SPRING THROUGH FALL ARE MORE ACTIVE, AND WE SEE THE PARKING IN MUCH HIGHER DEMAND, UH, FROM SPRING TO FALL.
SO WE WERE SERVING OUTSIDE OUR HIGH DEMAND MONTHS.
WE USED OUR VEHICLES THAT ARE OUTFITTED WITH LICENSE PLATE RECOGNITION CAMERAS.
UH, WE COUNTED VEHICLES, UH, PARKED AT THESE BLOCKS MULTIPLE TIMES OVER THE WEEKDAYS AND THE WEEKENDS.
AND ALL THE COUNTS WERE CONDUCTED FROM 6:00 PM TO MIDNIGHT.
SO EACH OF THESE 230 BLOCKS IS ASSIGNED A TOTAL CAPACITY BASED ON THE AVAILABLE NUMBER OF PARKING SPACES.
OCCUPANCY WAS MEASURED AGAINST THE TOTAL NUMBER OF VEHICLES PARKED AGAINST THE CAPACITY OF THE BLOCK TO DETERMINE THE AVERAGE OCCUPANCY.
WE THEN SEGMENTED AVERAGE OCCUPANCY.
SO LOW OCCUPANCY BLOCKS WERE THOSE BLOCKS WHERE LESS THAN 50% OF THE PARKING WAS OCCUPIED.
MEDIUM OCCUPANCY BLOCKS HAD 50 TO 79% OCCUPIED, UH, WHENEVER WE CAME BY.
AND THE PEAK BLOCKS, THE HIGH DEMAND BLOCKS WERE THOSE THAT DEMONSTRATED 80% OR HIGHER OCCUPANCY ON AVERAGE.
WE ALSO SEGMENTED OCCUPANCY TO WEEKDAYS AND WEEKENDS 'CAUSE THESE ARE TWO DIFFERENT PATTERNS.
NO DATA WAS COLLECTED ON SUNDAYS.
ON THE NEXT SLIDE, YOU'LL SEE THE MAPS, UM, WITH THE DATA THAT WE COLLECTED.
SO THIS MAP DEPICTS THE AVERAGE OCCUPANCY OVER THE 24 DAYS.
THAT WAS COLLECTED ONLY ON WEEKENDS FROM 6:00 PM TO MIDNIGHT.
THE RED LINES INDICATE PEAK PARKING DEMAND.
SO THAT IS THE, THE ZONES THAT EVERY TIME WE CAME ACROSS IT WAS AT LEAST 80% OR HIGHER.
UH, YELLOW IS MEDIUM OCCUPANCY, SO SEVEN 50 TO 79%, AND ALL THE GREEN LINES DEMONSTRATE LESS THAN 50% OCCUPANCY.
OVERALL, WHAT WE FOUND IS THAT OF THE 230 BLOCKS THAT WE SURVEYED, 19% WERE DEMONSTRATING PEAK OCCUPANCY.
36% WERE DEMONSTRATING MEDIUM OCCUPANCY, AND WE HAD 35% REFLECTING LOW OCCUPANCY.
THIS MAP DEMONSTRATES THE AVERAGE OCCUPANCY OVER THE 24 DAYS.
THAT IS COLLECTED ONLY ON WEEKENDS, AGAIN, FROM 6:00 PM TO MIDNIGHT.
41% OF THE BLOCKS DEMONSTRATED PEAK OCCUPANCY AND 39% REFLECTED MEDIUM OCCUPANCY WITH 19% OF THE BLOCKS REFLECTING LOW OCCUPANCY.
WEEKENDS ARE CLEARLY PEAK PARKING DEMAND AFTER SIX, AND THE CURB DEMANDS MANAGEMENT.
WHEN YOU LOOK AT THE MEDIUM AND PEAK OCCUPANCY ZONES TOGETHER.
OF THE 230 ZONES WE SURVEYED, 80% OF THE ZONES WERE DEMANDING MANAGEMENT.
SO MOST OF THE METERS IN MIDTOWN ALREADY OPERATE UNTIL MIDNIGHT.
SO WE DID SURVEY IN MIDTOWN AND WE ALSO, UM, SURVEYED IN THE MUSEUM PARK.
SO IN MIDTOWN, WE FOUND THE, THE OCCUPANCY WAS VERY MUCH IN LINE WITH WHAT WE SEE HERE IN THE DOWNTOWN AND EAST DOWNTOWN AREA, WHERE YOU HAVE SOME ZONES THAT ARE PEAK, AND THEN YOU'VE GOT, YOU KNOW, YOUR OTHER MEDIUM AND LOW OCCUPANCY ZONES.
MUSEUM PARK WAS THE ONE THAT WAS A LITTLE DIFFERENT, WHERE IT DID NOT HAVE AS MUCH DEMAND, UM, EXCEPT FOR ON WEEKENDS.
THERE WERE A COUPLE OF ZONES THAT DID HAVE SOME DEMAND.
OVERALL, 32 BLOCKS THAT WE SURVEYED, UH, PRESENTED PEAK OCCUPANCY BOTH WEEKENDS AND WEEKNIGHTS.
SO, IN ADDITION TO COLLECTING AND SYNTHESIZING THE DATA, WE ALSO SURVEY THE TOP 10 MOST POPULATED CITIES AND OUR TEXAS NEIGHBORS.
SO WE HAD A TOTAL OF 15 CITIES IN OUR SURVEY.
ON THIS MAP, A GREEN PIN INDICATES THE METER INDICATES CITIES WHERE METERS OPERATE BEYOND OFFICE HOURS CITYWIDE.
THE END TIME VARIES FROM CITY TO CITY WITH THE EARLIEST BEING 8:00 PM UH, BUT THEN YOU HAVE A PLACE LIKE MIAMI WHERE THE CURB IS BUSY UP UNTIL 2:00 AM WHEN THE METERS TURN TURNOFF.
UH, NEARLY HALF OF THE CITIES THAT WE SURVEYED FELL INTO THIS CATEGORY.
SO THE SEVEN INCLUDE AUSTIN, BOSTON, CHICAGO, PHOENIX, LOS ANGELES, MIAMI, AND SAN FRANCISCO.
THE YELLOW PINS ARE THOSE CITIES WHERE THE METERS STOP OPERATING AT OFFICE HOURS CITYWIDE, AND THEY HAVE NO, UM, OUTSIDE MANAGEMENT OF THE METERS.
AND THOSE FOUR CITIES ARE SAN ANTONIO, FORT WORTH, SAN DIEGO, AND PHILADELPHIA.
FINALLY, THE THIRD CATEGORY IS THE BLUE PEN.

MAJORITY IN THESE CITIES, A MAJORITY OF THE METERS OPERATE CITYWIDE DURING OFFICE HOURS, BUT THERE ARE POCKETS WHERE THEY HAVE EXTENDED HOURS OUTSIDE OF THOSE.AND HOUSTON IS INCLUDED IN THIS BECAUSE WE HAVE AREAS LIKE WASHINGTON CORRIDOR, MIDTOWN RICE VILLAGE, AROUND RIVER OAKS DISTRICT, WHERE METERS DO OPERATE PAST 6:00 PM UH, BUT PRIMARILY OUR, OUR MAJORITY OF OUR METER PLANT TURNS OFF AT 6:00 PM SO THE, UH, FOUR CITIES IN THIS CRITERIA INCLUDE DALLAS, EL PASO, NEW YORK CITY, AND WASHINGTON DC.
RECENTLY, UM, NASHVILLE HAS MADE THE MOVE TO OPERATE THEIR METERS 24 7, AND THE CITIES OF COLUMBUS AND MILWAUKEE HAVE RECENTLY EXPANDED THEIR HOURS OF OPERATION PAST, UM, OFFICE HOURS AS WELL.
SO, BASED ON THE SIGNIFICANT DATA COLLECTED AND THE NEED TO MANAGE THE CURB SPACE TO IMPROVE THE PARKING EXPERIENCE, WE ARE RECOMMENDING THAT THE CITY ORDINANCE BE AMENDED TO EXTEND METER HOURS OF OPERATION TO MIDNIGHT CITYWIDE.
WE RECOGNIZE THAT OFFICE HOUR PARKING NEEDS DIFFER FROM ENTERTAINMENT CENTER PARKING NEEDS.
SO AFTER 6:00 PM WE WILL NOT IMPOSE TIME LIMITS AT THE CURB.
WE ALSO RECOGNIZE THAT NOT ALL BLOCKS ARE PARKED AT PEAK OCCUPANCY.
AND OUR PROGRAM WILL TAKE THE UNDERUTILIZED BLOCKS INTO CONSIDERATION AND PRICE THOSE AT A FLAT OR ECONOMY RATE.

THE CURRENT BENEFIT UNDER CHAPTER 26 ALLOWS DISABLED VETERANS AND SPECIALTY PLATE HOLDERS TO PARK AT OUR AIRPORTS IN HOUSTON, FIRST GARAGES FOR AS LONG AS THEY WANT.
WHILE WE ENCOURAGE OUR VETERANS TO TAKE ADVANTAGE OF THIS BENEFIT, THE INCREASED USE OF THE VETERAN BENEFIT HAS HAD AND, AND THE TREMENDOUS GROWTH AT OUR AIRPORTS IS CREATING A CHALLENGE FOR OUR PARKING LOCATIONS.
APPLICABLE LICENSE PLATES FOR DISABLED VETERANS BENEFITS SINCE 2001, HAVE GROWN FROM FIVE TO OVER 80.
AND THIS YEAR, STATE LEGISLATURE SESSION IS PROPOSING ANOTHER 11 PLATES TO BE ADDED.
THE TRANSACTIONS HAVE GROWN FROM AROUND 10,000 A YEAR TO OVER 100,000.
WHILE THIS BENEFIT IS AVAILABLE TO ALL PARKING LOTS AND GARAGES AT OUR AIRPORTS, 98% OF ALL TRANSACTIONS OCCUR IN OUR PARKING

GARAGES, WHICH ARE OUR HIGHEST DEMAND FOR USE.THE AIRPORT HAS EXPERIENCED TREMENDOUS GROWTH, UH, WITH EMPLOYMENTS OVER THIS SAME PERIOD.
EMPLOYMENT GROWTH DRIVES DEMAND FOR PARKING BY OUR TRAVELING PUBLIC, AND EMPLOYEES ORIGINATING EMPLOYMENTS HAVE INCREASED 49% SINCE 2001 FROM 12 MILLION TO 17.7 MILLION.
PARKING AT THE AIRPORT IS FULL.
AND HOUSTON AIRPORT SYSTEM NEEDS THE TOOLS TO MANAGE THE HIGH DEMAND AND ALLEVIATE THIS CONDITION IN OUR TERMINAL AREA GARAGES FOR ALL CUSTOMERS.
THE TEXAS TRANSPORTATION CODE ALLOWS A GOVERNMENTAL UNIT THROUGH ORDINANCE OR ORDER TO APPLY A TIME LIMIT AND PAYMENTS OF A FEE IN A PARKING GARAGE OR LOT.
THE CITY IS CURRENTLY, UH, ENFORCING A TIME LIMIT MAXIMUM OF THREE HOURS FOR FREE PARKING ON THE, UH, ON STREET PARKING.
CHAPTER 26 OF THE CITY CODE DOES NOT AUTHORIZE A TIME LIMIT FOR GARAGES AND LOTS.
CURRENTLY, A VEHICLE DISPLAYING THE PROPER LICENSE PLATE IS ENTITLED TO FREE UNLIMITED PARKING AT OUR AIRPORT PARKING LOCATIONS OR HOUSTON FIRST GARAGES LEAVING A GAP BETWEEN THE TEXAS TRANSPORTATION CODE THAT ALLOWS FOR TIME LIMITS AND PAYMENT OF A FEE AND THE CITY CODE OF ORDINANCES IN CHAPTER 26.
HOUSTON AIRPORTS IS RECOMMENDING WE LIMIT THE FREE STAY IN GARAGES TO FIVE DAYS ON THE SIXTH DAY CHARGES WOULD BE APPLIED FOR ALL, UH, UH, AS LONG AS THE VETERAN IS IN THE GARAGE.
THE APPLIED GARAGE TIME LIMIT WILL MOVE VETERANS THAT NEED TO PARK LONGER THAN OUR LONG, LONGER TO OUR LONG-TERM PARKING LOTS, WHICH MEET THE AMERICAN DISABILITIES ACT, WHERE, WHERE THEY WILL HAVE UP TO 60 DAYS.
WE ARE NOT TAKING AWAY THE PRIVILEGE.
WE ARE ASKING FOR THE TOOLS TO BETTER MANAGE DEMAND FOR OUR GARAGES, ALLOWING US TO SERVE ALL CUSTOMERS MORE EFFECTIVELY WHILE HAVING MINIMAL IMPACT ON VETERANS.
THIS RECOMMENDATION WAS VETTED WITH THE MAYOR'S OFFICE DIRECTOR OF VETERANS AND MILITARY AFFAIRS, ROBERT DEMBO III.
HE BELIEVES THIS RECOMMENDATION IS FAIR AND SAID HE WOULD SUPPORT THIS UPDATE TO CHAPTER 26.
WE SURVEYED OTHER TEXAS AIRPORTS AND ALL HAVE SET LIMITS ON THE NUMBER OF DAYS OF FREE PARKING.
DFW HAS A 90 DAY LIMIT THAT WORKS FOR THEIR OCCUPANCY.
SAN ANTONIO LIMITS TO 30 DAYS BECAUSE IT WORKS FOR THEIR OCCUPANCY.
AUSTIN AIRPORT INSTITUTED OUR RECOMMENDED CHANGE SEVEN YEARS AGO BECAUSE OF THE GARAGE OCCUPANCY CONSTRAINTS.
FOR THE SAME REASON HOUSTON AIRPORTS IS MAKING THIS RECOMMENDATION, OUR GARAGES HAVE THE HIGHEST DEMAND, THEY'RE FULL, AND WE HAVE A NEED TO MANAGE THIS DEMAND WITH THE TOOLS BEING REQUESTED.
THIS CHART DETAILS THE VETERANS PARKING VALIDATIONS AT HOUSTON AIRPORT SYSTEM.
IN FISCAL YEAR 22, 90 8% OF ALL TRANSACTIONS OCCURRED IN THE TERMINAL GARAGES.
WHILE PARKING IN THE LONG-TERM, LOTS IS AVAILABLE, ONLY 15% OF TRANSACTIONS ARE LONGER THAN THE FIVE DAY LIMIT IN OUR GARAGES.
THIS SHOWS THERE'S A MINIMAL IMPACT TO THE VETERAN'S PRIVILEGE FOR 85% OF THE BENEFICIARIES.
THIS SLIDE CONTAINS THE, THE RECOMMENDED LANGUAGE.
IT INCLUDES LIMITS TO ALL OWNED GARAGE, ALL CITY OWNED GARAGES, INCLUDING THE CITY FACILITIES OPERATED BY HOUSTON FIRST.

THE PURPOSE OF THE SOFTWARE IS TO STREAMLINE THE CITIZEN SERVICES, INCLUDING THE UTILITY CUSTOMER SERVICE FOR WATER BILLING, VARIOUS, VARIOUS LICENSES, PERMITS, AND INSPECTION.
AND WE ARE REQUESTING TO EXTEND THE CONTRACT FOR ADDITIONAL LICENSE ACQUISITION.
THE ORIGINAL AMOUNT OF THE CONTRACT IS 14, A LITTLE OVER 14 MILLION, ADDING AN ADDITIONAL 9.5 MILLION FOR A TOTAL OF 24 MILLION, A LITTLE OVER 24 MILLION.
THE TERM OF OUR CONTRACT, THE ORIGINAL TERM WAS FROM MAY, 2017 THROUGH MAY OF 2024.
AND THE NEW TERM WOULD GO FROM MAY OF 2024 THROUGH MAY OF 2029.
THE MWB GOAL IS 24% IN THE PRIMARY DEPARTMENT THAT ARE USING THE SOFTWARE IS A RA DEPARTMENT OF NEIGHBORHOOD, HFD AND HOUSTON PUBLIC WORKS.
SO, THE PUBLIC SECTOR SERVICES MANAGEMENT SYSTEM, UH, A LITTLE BIT OF AN OVERVIEW ON THE VENDOR SOFTWARE.
THE SOFTWARE IS USED BY A VARIETY OF INDUSTRIES AS WELL AS THE FEDERAL, STATE, AND LOCAL GOVERNMENT TO STREAMLINE THE BUSINESS AND CITIZEN SERVICES.
THE COMMUNITY DEVELOPMENT AND REGULATION SOFTWARE, ALSO KNOWN AS CDR, IS INCLUDING THE FOLLOWING MODULES.
THE THE LICENSING MODULE FOR ISSUING, RENEWING AND COLLECTING FEES.
THE PERMITTING MODULE FOR APPLICATIONS, REVIEWS, HEARINGS, INSPECTION AND FEES.
THE BILLING MODULE WITH INVOICES, NOTICES, PAYMENT FEES AND DELINQUENT.
IT ALSO INCLUDES A PUBLIC PORTAL FOR APPLICATION SUBMITTAL, ANY FEE COLLECTION AND STATUS VISIBILITY, AS WELL AS THE MOBILE INSPECTION WITH MOBILE FIELD INSPECTOR APP TO PROCESS INSPECTIONS AND CITATIONS.
SO THE CITY HOUSTON HAVE A FEW USAGE

OVERVIEW.THE DEPARTMENT OF NEIGHBORHOOD HAS, UM, CA THE CASE MANAGEMENT USAGE.
THEY'RE ALSO USING IT FOR MOBILE NEIGHBORHOOD INSPECTION.
THEY ARE USING IT FOR TRACKING OF COMMERCIAL DANGEROUS BUILDING HEARINGS.
IN THE CURRENT FISCAL 23, UM, 2023 YEAR, THERE HAS BEEN OVER 20, 32,000 CASES CREATED AND OVER 3000 INSPECTIONS COMPLETED.
THE HOUSTON DE PUBLIC WORKS DEPARTMENT USES THE PUBLIC SECTOR SERVICES SOFTWARE FOR UTILITY BILLING SERVICES FOR CUSTOMER ACCOUNT SERVICES, ALSO KNOWN AS CAS, AS WELL AS THEIR HOUSTON WATER ASSET TRACKING.
OUR A RA DEPARTMENT USES THE SOFTWARE FOR COMMERCIAL PERMITS, FOR BUSINESS LICENSES, FOR VEHICLE FOR HIGHER PERMITS.
AND IN THE CURRENT FISCAL YEAR, THEY HAVE ISSUED OVER 11,000 PERMITS AS WELL AS OVER 8,000 INSPECTIONS.
THE HOUSTON FIRE DEPARTMENT USES THE SOFTWARE FOR FIRE PROTECTION AND FIRE ALARM PERMITS, THEIR CODE ENFORCEMENT AND RECURRING INSPECTIONS, AS WELL AS FALSE FIRE ALARM INSPECTION PROCESSING.
AND IN THE CURRENT FISCAL YEAR, THEY HAVE ISSUE OVER 8,000 PERMITS AND OVER 2020 1000 INSPECTIONS.
AND ALSO IN PROGRESS IS THE WORKING TO REPLACE THE CURRENT PERMITTING SYSTEM, ALSO KNOWN AS I-L-M-M-S IN ORDER TO PROVIDE A SINGLE SCALABLE AND AUTOMATED PLATFORM TO STREAMLINE THE PERMITTING AND INSPECTION PROCESS.
HERE WE HAVE A FEW USAGE HIGHLIGHTS, UH, FROM THE DEPARTMENT OF NEIGHBORHOOD.
THIS IS THE MOBILE INSPECTION TABLET.
WE ALSO HAVE AN EXAMPLE OF THE HFD FIELD INSPECTION ON THE SCREEN.
UM, ON THE LOWER LEFT IS THE A RA PERMIT APPLICATION, AND ON THE LOWER RIGHT IS THE PORTAL FOR THE HPW WATER BILLING.
HERE WE HAVE THE, THE FINANCIAL FORECAST BROKEN DOWN BY THE MAINTENANCE AND SUBSCRIPTION FOR THE HITS DEPARTMENT, THE MAINTENANCE AND SUBSCRIPTION FOR THE PUBLIC WORKS, AS WELL AS PLAN GROWTH FOR THE FIVE YEARS.
THE TOTAL ASK IS OH $9,596,000 FOR THE FIVE YEARS TOTAL.

ALSO MOVING FORWARD, WE, THIS WOULD HELP US TO PURCHASE THE, UH, HOUSTON CHRONICLE AS THEY ARE PRINTED ALL THE WAY THROUGH 2027.
UH, HOUSTON POST DIGITAL ARCHIVES FROM 1881 WHEN IT FIRST STARTED UP THROUGH 1995, THE LAST YEAR WAS PUBLISHED.
UH, WE DON'T HAVE ACCESS TO THOSE DIGITAL ARCHIVES AT ALL AT THE MOMENT.
SAN ANTONIO EXPRESS NEWS FROM 1867 TO 1990 FORT WORTH, STAR TELEGRAM, UH, DIGITAL ARCHIVES AND ALSO WITH THIS PURCHASE WOULD COME 10 YEARS OF ONLINE HOSTING THAT'S INCLUDED FOR ALL OF THESE ARCHIVES.
UM, JUST FOR A LITTLE BIT OF CONTEXT, WE DID PREVIOUSLY PURCHASED A LARGE PORTION OF DALLAS MORNING NEWS, AND WE ALSO HAVE ACCESS TO THE AUSTIN AMERICAN STATESMEN UP THROUGH 1980.

THOSE, UH, MOST LIBRARY VENDORS REALLY NO LONGER WORK WITH THE MICROFILM FORMAT, JUST LIKE EVERYTHING ELSE.

UH, THE MICROFILM ACCESSIBILITY ISSUES THAT WE SEE IS SINCE THE, SINCE THEY ARE LOCATED HERE AT CENTRAL LIBRARY, CUSTOMERS CURRENTLY HAVE TO COME DOWN TO THE CENTRAL LIBRARY TO TO SEE ANY, ANY OF THIS HOUSTON CHRONICLE AND HOUSTON POST ARCHIVES.

MAYBE THEY CAN, MAYBE THAT DISTRICT, THE SPECIAL DISTRICTS ON THAT GROUP CAN MAYBE ASK METRO TO ADD MORE SERVICE AND PAY FOR IT OR, UH, AN OUTSIDE CONTRACTOR, UH, TO GET TRAFFIC OR, I MEAN, I'VE BEEN ON THE 85 ON A SATURDAY NIGHT AND THAT CORRIDOR IS JAMMED.

UM, I BELIEVE MS. FUNG MENTIONED THE HOUSTON PUBLIC WORKS TRANSITION FROM THE LEGACY ILMS PROJECT OVER TO, UM, INFOR FOR LICENSING AND PERMITTING.
THAT'S A MULTI-YEAR PROJECT, AND WE NEEDED THE SPENDING AUTHORITY AND THE TIME EXTENSION FOR ALL OF THE APPLICATIONS THAT ARE, UM, USED BY THOSE MULTIPLE DEPARTMENTS.
SO IT DIDN'T MAKE SENSE TO COME FOR A SHORT PERIOD OF TIME FOR SPENDING AUTHORITY WHEN IT'S A MAJOR STRATEGIC PLATFORM FOR THE CITY.
AND I BELIEVE WITH THAT, WE HAVE REALLY COME TO THE END OF OUR PROGRAM TODAY.
