I IMAGINE SHE'S STILL HERE, BUT WE'RE DOING IT IN CONJUNCTION WITH THEM. UM, AND A LOT OF FOLKS COME TO, I THINK ALL OF US PROBABLY, I KNOW I GET A LOT OF FOLKS COMING TO ME FROM ACROSS THE UNITED STATES ASKING, WHICH TOOL DO I USE? WHICH TOOL DO I USE? UM, AND I ALWAYS SAY ALL OF 'EM. HA. UH, BUT THE ANSWER TO THAT QUESTION REALLY IS ALL OF 'EM TO ME, BECAUSE ALL OF THESE TOOLS DO THE SAME THING DIFFERENTLY, RIGHT? THEY'RE ALL TAKING DATA ABOUT THE CONDITIONS OF COMMUNITIES, WHETHER THAT'S THEIR VULNERABILITY AS RELATED TO THEIR DEMOGRAPHICS, WHETHER THEY'RE COMMUNITIES OF COLOR OR LOW INCOME COMMUNITIES, INDIGENOUS COMMUNITIES, EMPLOYMENT RATES, EDUCATIONAL RATES, LANGUAGE RATES. UM, THEY'RE TAKING A LOT OF THAT SORT OF DATA. AND THEN THEY'RE TAKING OTHER DATA, WHETHER THAT'S ENVIRONMENTAL DATA, HOUSING DATA, TRANSPORTATION DATA, UH, ECONOMIC, UH, DEVELOPMENT DATA, JUST ALL DIFFERENT CLIMATE DATA, RIGHT? AND THEY'RE COMBINING THEM IN WAYS THAT ALLOW THE USER TO THEN HAVE BETTER INSIGHT INTO WHAT IS ACTUALLY HAPPENING ON THE GROUND IN THOSE COMMUNITIES. AND THAT IS SOMETHING THAT 10 YEARS AGO DIDN'T EXIST. LIKE I REMEMBER SITTING HERE WITH SOME FOLKS THAT I WOULD WORK WITH IN HOUSTON, AND WE USED TO WRITE GRANTS 12, 13, 14 YEARS AGO TO HIRE GRAD STUDENTS TO DO THE SORT OF RESEARCH THAT DR. BULLARD WAS TALKING ABOUT OVER LUNCH, RIGHT? LIKE SITTING DOWN WITH REAMS OF DATA AND COMPILING IT AND COMPUTING IT. THESE TOOLS DO THAT INSTANTANEOUSLY NOW. MM-HMM . AND SO USING ANY ONE OF THESE TOOLS WILL HELP YOU UNDERSTAND HOW TO USE ALL OF THEM. AND THEY'LL ALSO HELP YOU UNDERSTAND HOW THE TOOLS ARE DIFFERENT, RIGHT? ONE OF THE TOOLS THAT'S OUT THERE RIGHT NOW, UM, IS THE CLIMATE ECONOMIC JUSTICE SCREENING TOOL. IT WAS DEVELOPED BY THE WHITE HOUSE FOR JUSTICE 40. IT'S A LOT OF CRITICISMS. THEY'RE NOT GONNA GO INTO ALL THE THINGS AROUND, UH, THE, THE C JS TOOL. WE'RE NOT RESPONSIBLE FOR THE C JS TOOL AT EPA . HE KNOWS I'M SETTING MYSELF UP FOR DEFENSE THERE. , WE'RE NOT RESPONSIBLE FOR THE C JS TOOL. UM, BUT THE C JS TOOL TO ME IS DOING SOMETHING, IS DOING ONE THING. IT'S, IT'S PROVIDING AN ANSWER TO A POLICY QUESTION, RIGHT? IT'S, IT'S TELLING YOU FOR PURPOSES OF JUSTICE SORT, WHERE ARE THE DISADVANTAGED COMMUNITIES? THAT'S WHAT IT'S DOING. A LOT OF THE OTHER TOOLS, LIKE HHS HEALTH AND HUMAN SERVICES NOW HAS A TOOL OUT THERE WHERE THEY'RE ACTUALLY CREATING A CUMULATIVE SCORE, LOOKING AT DIFFERENT DEMOGRAPHIC INFORMATION AND HEALTH INFORMATION AND CLIMATE INFORMATION, AND ACTUALLY PULLING THAT ALL TOGETHER IN THEIR TOOL TO HELP GIVE YOU A, A SENSE OF HEALTH VULNERABILITY ACROSS THE UNITED STATES. EJ SCREEN, I LIKE TO THINK IS A REAL GOOD GATEWAY TOOL TO TRY TO USE THAT IN A POSITIVE WAY. EJ SCREEN WAS ONE OF THE FIRST TOOLS OUT THERE. UH, IT WAS, IT WAS THE FIRST NATIONALLY CONSISTENT SCREENING TOOL OUT THERE. AND THAT WAS ONE OF THE REASONS IT WAS MADE BY EPA OVER A DECADE AGO, BECAUSE WE HAD ABOUT 20 DIFFERENT TOOLS ACROSS JUST EPA, LIKE INDIVIDUAL PROGRAMS, INDIVIDUAL REGIONS HAD COME UP WITH THEIR OWN WAY OF PULLING DIFFERENT SOURCES OF DATA AND COMBINING IT IN DIFFERENT WAYS. SO IF YOU WENT TO THE DENVER OFFICE, THEY'D GIVE YOU A DIFFERENT ANSWER FROM THE BOSTON OFFICE, AND THAT'S REALLY NOT GOOD FOR ANYBODY, RIGHT? SO WE WANTED A, UH, UH, A CONSISTENT PLATFORM TO DO THAT SORT OF ENVIRONMENTAL JUSTICE SCREENING. AND WE WANTED TO MAKE IT PUBLIC. AND IT WAS A FIGHT TO MAKE IT PUBLIC. IT WAS ONE OF THE FIRST THINGS I WAS ASSIGNED TO DO, OR I ACTUALLY CHOSE TO DO WHEN I JOINED EPA IN THE OBAMA ADMINISTRATION. IT WAS A FIGHT TO GET THAT TOOL PUBLIC, 'CAUSE IT WAS STILL SEEN AS DANGEROUS. THAT WAS, THAT WAS LESS THAN 10 YEARS AGO, RIGHT? THEY, THEY LOOKED AT EJS SCREEN AND THEY WERE LIKE, OOF, THAT'S GONNA UPSET SOME PEOPLE. THE MAP IS RED. WHAT IS INDUSTRY GONNA THINK? ARE THE STATES GONNA GET P****D OFF? AND SO WE FOUGHT REALLY HARD TO GET THAT TOOL OUT BECAUSE WE KNEW THAT THESE TOOLS WERE THE FUTURE. SO I INVITE FOLKS, UM, TO PLEASE LEARN HOW TO USE THESE TOOLS, LEARN HOW TO USE ALL OF THE TOOLS THAT ARE OUT THERE. AND ESPECIALLY WHEN YOU START GETTING TO THOSE LOCALLY, THOSE LOCALLY DERIVED TOOLS, YOU KNOW, TOOLS THAT ARE DEVELOPED BY A STATE, TOOLS THAT ARE DEVELOPED BY COMMUNITIES FOR THEIR COMMUNITIES, TOOLS THAT ARE DEVELOPED FOR A SPECIFIC LIKE CITY OR COUNTY AREA. BECAUSE ONCE YOU START GETTING INTO THESE TOOLS, YOU'LL REALIZE THAT WHEN YOU'RE OPERATING AT A NATIONAL SCALE, THERE'S REALLY NOT A LOT OF DATA IN THE UNITED STATES THAT'S REALLY CONSISTENT AND RELIABLE AT A NATIONAL SCALE AS COMPARED TO WHAT YOU HAVE LOCALLY. WHEN YOU LOOK AT A LOCAL PLACE, YOU HAVE SUCH RICH DATA, ESPECIALLY THAT COMMUNITY DERIVED DATA, THE STUFF THAT THE COMMUNITY IS TELLING YOU, THE GROUND TRUTH DATA THAT'S COMING DIRECTLY FROM THE COMMUNITY MEMBERS. SO JUST UNDERSTANDING THAT I THINK CAN REALLY HELP UNLOCK A LOT OF WHAT, UH, YOUR UNDERSTANDING OF THESE DIFFERENT TOOLS IS. [00:10:01] SO I'M GONNA TRY TO DO THIS PRETTY QUICKLY AND JUST GET TO THE ACTUAL TOOL. 'CAUSE WE'VE BEEN TALKING ABOUT EJ ALL DAY. UH, AGAIN, WE'VE BEEN, WE'VE BEEN WORKING ON THIS, UH, EVER SINCE WE WENT TO THE KNEE JACK, OUR NATIONAL ENVIRONMENTAL JUSTICE ADVISORY COUNCIL, I THINK IT WAS IN 2009. AND THEY FINISHED THEIR REPORT IN 2010 TO HELP INFORM OUR DEVELOPMENT OF EJ SCREEN A LONG TIME AGO. SO, EJ SCREEN DOES SOMETHING PRETTY SIMPLE. IT TAKES TWO DIFFERENT UNIVERSES OF DATA AND CREATES A THIRD NEW UNIVERSE OF DATA. IT TAKES A LOT OF DEMOGRAPHIC INFORMATION. IT TAKES, UH, COMMUNITIES OF COLOR, IT TAKES LOW INCOME COMMUNITIES, INDIGENOUS COMMUNITIES. IT LOOKS AT OTHER THINGS LIKE LANGUAGE ACQUISITION, LIKE EDUCATIONAL ATTAINMENT. IT, IT, WE HAVE RECENTLY INTRODUCED THINGS LIKE LIFE EXPECTANCY, EMPLOYMENT RATES. IT TAKES ALL THAT DEMOGRAPHIC INFORMATION BECAUSE THAT'S ONE HALF OF THE EJ EQUATION, RIGHT? IT IT, IT'S LOOKING AT THE VULNERABILITY OF COMMUNITIES. SO WE USE THAT DEMOGRAPHIC INFORMATION TO TRY TO SHOW, WELL, WHAT IS THE POTENTIAL VULNERABILITY OF THAT COMMUNITY? THAT'S ONE UNIVERSE OF DATA. THE OTHER UNIVERSE OF DATA IS ENVIRONMENTAL DATA, RIGHT? SO WE LOOK AT EVERY ENVIRONMENTAL DATA SET WE CAN THAT OPERATES AT A NATIONAL SCALE TO BE ABLE TO SHOW WHAT IS POTENTIALLY HAPPENING ON THE GROUND IN ENVIRONMENTAL TERMS. AND ONE OF THE REAL LIMITATIONS OF EJ SCREEN IS ONE OF ITS STRENGTHS. WE OPERATE AT THE BLOCK GROUP LEVEL. WE OPERATE AT THE FINEST SPATIAL RESOLUTION THAT WE CAN, THAT THE DATA WILL LET US OPERATE AT. 'CAUSE EJ HAPPENS LOCALLY, RIGHT? SO WE PUSH THE DATA TO GET AS LOCAL AS WE CAN DOWN TO THAT BLOCK GROUP LEVEL. AND I'LL TALK ABOUT THAT IN A MINUTE TOO. BUT THEN THE NEW THING THAT EJ SCREEN DOES IS IT ACTUALLY COMBINES THE ENVIRONMENTAL DATA WITH THE DEMOGRAPHIC DATA TO GIVE YOU EJ DATA. 'CAUSE THOSE ARE THE TWO HALVES, RIGHT? LOOKING AT THE VULNERABILITY AS RELATED BY THE DEMOGRAPHIC DATA AND THE BURDEN AS REPRESENTED BY THE ENVIRONMENTAL DATA AND PUTTING THOSE, THE TWO THINGS TOGETHER IS ENVIRONMENTAL JUSTICE. IT'S VULNERABILITY AND BURDEN OF COMMUNITIES COMBINED COMPOUNDING WITH ONE ANOTHER AT THE COMMUNITY LEVEL. THAT'S WHAT EJ SCREEN IS SHOWING YOU ARE THE COMBINATION OF THOSE TWO THINGS. UM, I'M NOT GONNA GO OVER THAT. WHO CARES? UM, WE ACTUALLY NOW HAVE, AND I DIDN'T GET TO UPDATE THIS RIGHT BEFORE THIS. WE ACTUALLY HAVE, I, NO, WE HAVE 12 EJ INDEXES NOW. UM, SO WE HAVE A LOT OF THINGS ON THERE AS REGARDS TO AIR QUALITY ISSUES. WE HAVE THINGS ABOUT LIKE LEAD PAINT, UM, UH, HOW CLOSE COMMUNITIES ARE TO SUPERFUND SITES OR RISK MANAGEMENT PLAN FACILITIES. THOSE ARE FACILITIES THAT HAVE TO FILE A RISK MANAGEMENT PLAN WITH THE FEDERAL GOVERNMENT BECAUSE THEY USE PRODUCE STORE HAZARDOUS MATERIALS THAT IF RELEASED INTO THE ENVIRONMENT WOULD HURT OR KILL PEOPLE IN THE LOCAL POPULATION. UM, THINGS LIKE WASTEWATER DISCHARGE, UNDERGROUND STORAGE TANK. THERE ARE 12 OF THESE BECAUSE THERE ARE ONLY 12 DATA SETS THAT ARE NATIONALLY CONSISTENT THAT OPERATE AT THIS FINE SPATIAL RESOLUTION. YOU'LL NOTICE WE DON'T HAVE, UH, AN INDEX ON HERE THAT DEALS WITH DRINKING WATER BECAUSE THE UNITED STATES DOES NOT HAVE A NATIONALLY AND CONSISTENT DRINKING WATER DATA SET. IT DOESN'T EXIST. WE DON'T KNOW THE DATA'S OUT THERE, BUT IT'S NOT NATIONALLY CONSISTENT. WE DON'T ACTUALLY HAVE A COMPUTER AT EPA THAT PULLS ALL THAT INFORMATION TOGETHER AND ALLOWS US TO SEE ACROSS THE UNITED STATES WHO IN WHICH WATER SERVICE AREAS IS DRINKING WATER THAT DOES OR DOES NOT COMPLY WITH THE SAFE DRINKING WATER ACT. WE DON'T HAVE ANYTHING ON HERE ABOUT, UH, AGRICULTURAL USES LIKE PESTICIDES, FERTILIZERS. WE DON'T HAVE A NATIONALLY CONSISTENT DATA SET FOR THAT IN THE UNITED STATES. SO WE DON'T HAVE THAT ENVIRONMENT, THAT INFORMATION ON HERE. WE ALSO ARE USING A LOT OF PROXIES LIKE THAT LEAD PAINT INDICATOR. WE DON'T KNOW WHICH HOUSES IN THE UNITED STATES HAVE LEAD PAINT. AND THEN WE ALSO NEED TO KNOW WHAT THE VULNERABILITY OF THE COMMUNITY IS SO THAT WE CAN PRIORITIZE DIGGING THE LINES OUT OF THE COMMUNITIES THAT ARE MOST VULNERABLE TO IT. RIGHT? SO THAT'S, THAT'S, THAT'S WHERE WE GET INTO USING THINGS LIKE, WELL, WHERE ARE THE COMMUNITIES OF COLOR? WHERE ARE THE COMMUNITIES THAT ARE MOST EXPOSED TO MANY DIFFERENT THINGS SO THAT WE CAN REMEDIATE THESE LEAD SERVICE LINES FROM THEM? UM, THE ISSUE THOUGH, OF THE DRINKING WATER, WHAT WE'RE ACTUALLY DOING RIGHT NOW, AND IT'S AN EFFORT BETWEEN OUR ECONOMICS OFFICE AT EPA, OUR ENVIRONMENTAL ECONOMICS OFFICE, OUR ENFORCEMENT OFFICE, AND THE WATER OFFICE IS THEY'RE ACTUALLY GOING TO EVERY, UH, PUBLIC DRINKING WATER UTILITY WEBSITE IN THE UNITED STATES. AND THEY'RE SCRAPING THE DATA OFF OF THEIR SITES AND BUILDING OUR, OR KIND OF HACKING OUR OWN NATIONAL DATA SET. BECAUSE IT WOULD TAKE A RULE, IT WOULD TAKE A PRETTY, PRETTY, UH, MUSCLY RULE TO GET EVERY STATE AND EVERY UTILITY IN EVERY STATE TO HAVE THE DATA IN A CONSISTENT FORMAT AND TO REPORT THAT DATA IN A REGULAR WAY TO THEIR STATES. AND THEN THE STATES TO REPORT IT TO US. AND NOT EVERYBODY WANTS TO DO THAT, UH, WHICH IS WEIRD, BUT THEY DON'T. AND I THINK WE ALL KNOW WHY. UM, SO WE'RE KIND OF HACKING OUR WAY AROUND THAT RIGHT NOW. AND, AND MY HOPE IS THAT AS WE HACK OUR WAY AROUND THAT, ONCE WE ACTUALLY GET THAT DATA SET, LIKE I'M A, I'M A BIG BELIEVER IN THE POWER OF DATA. AND IF YOU CAN MAKE DATA TRANSPARENT AND MAKE IT, AND PRESENTED IT IN A WAY THAT'S USEFUL FOR US, REGULAR HUMAN BEINGS TO UNDERSTAND WHAT THE HELL IT MEANS, IT FORCES PEOPLE TO REACT TO IT. SO I'M HOPEFUL THAT THIS HACKING OUR WAY THROUGH IT WILL LEAD US TO A PLACE WHERE WE ACTUALLY HAVE A MORE REGULAR, CONSISTENT WAY OF GETTING THAT DATA ACROSS THE UNITED STATES. ONE MORE, ONE MORE QUESTION. UM, I'M WONDERING HOW ARE YOU DEALING WITH DATA, RIGHT? I'LL, IF, IF, IF I COULD TO NAVIGATE, I'D SHOW YOU. WE'RE PRETTY PROUD OF OUR, WE, WE SPENT THE LAST THREE YEARS ACTUALLY LOOKING AT EVERY GEOGRAPHIC DATA SET OR, UM, GEOGRAPHY THAT WE COULD TO GET, UH, INDIGENOUS AREAS. SO WE ACTUALLY HAVE A WHOLE MENU OF INDIGENOUS AREAS THAT INCLUDES THE FAIRLY RECOGNIZED TRIBES, WHICH IS PRETTY OBVIOUS. BUT EVEN THOSE LANDS GET PRETTY WILD, ESPECIALLY WHEN YOU GET INTO THESE AREAS CALLED THE CHECKERBOARD, WHERE LIKE EVERY SQUARE MILE CHANGES, YOU KNOW, WHO OWNS IT OR WHO'S RESPONSIBLE FOR WHAT, LIKE THAT PART OF THE WORLD, IT CAN JUST BE PRETTY, UM, PRETTY TOUGH TO GRAPPLE WITH. UM, BUT WE HAVE A WHOLE SET OF, UM, OF LAYERS THAT ALLOWS YOU TO LOOK AT FEDERALLY RECOGNIZED TRIBES, STATE RECOGNIZED TRIBES, OTHER INDIGENOUS ORGANIZATIONS, THEIR LANDS. LIKE WE'VE REALLY TRIED TO LOOK UNDER EVERY ROCK AND CORNER, UM, TO FIND AS MUCH AS WE COULD TO REALLY TRULY REPRESENT INDIGENOUS SPACES IN THE TOOL. ONE OF THE TOOL'S BIGGEST WEAKNESSES, AND ONE OF THE BIGGEST WEAKNESSES OF EVERY TOOL, ESPECIALLY IF THEY'RE WORKING AT THE STATE OR NATIONAL LEVEL, IS JUST DATA IN RURAL AMERICA. AND THAT'S GONNA CUT AGAINST A LOT OF INDIGENOUS ISSUES AS WELL. OUR DATA JUST DOES NOT PENETRATE AND IS NOT AS RICH IN RURAL PARTS OF THE UNITED STATES, AND ESPECIALLY OUTSIDE OF THE NON-CONTIGUOUS 48, AS IN THE MORE HEAVILY POPULATED AREAS. AND THERE'S SOME ISSUES OF THAT, OF JUST BEING, WELL, THERE'S MORE PEOPLE, THERE'S MORE THINGS. BUT THERE'S ALSO, I, THERE'S ALSO SOME REAL INHERENT BIAS IN OUR SCIENCE, IN OUR RESEARCH, UM, INSTITUTIONS AND FUNDING ACROSS THE UNITED STATES THAT HAS PREFERENCE, UM, HAVING REALLY RICH DATA FOR THE PLACES WHERE MORE PEOPLE LIVE AND GIVING SHORT SHRIFT TO PARTS OF THE UNITED STATES WHERE FEWER PEOPLE LIVE, BUT THOSE PEOPLE ARE STILL IN THE UNITED STATES. THEY STILL DESERVE THE SAME TREATMENT AND COVERAGE AS EVERYONE ELSE. SO THAT'S ONE OF THE THINGS TOO THAT WE TRY TO EMPHASIZE IN EJ SCREEN. LIKE THINGS ARE MISSING. THE EJ, THE J PROGRAM AT EPA CAN'T GO OUT AND GET ALL OF THE DATA. AND EVERY DAY IN THE MEDIA, WE'RE SEEING, YOU KNOW, NOT JUST HERE IN HOUSTON WHERE WE ARE PRONE TO FLOODING AND HURRICANES, BUT WE'RE SEEING MORE AND MORE DROUGHTS, WINTER STORMS, UM, WILDFIRES AND OTHER CLIMATE RELATED DISASTERS. AND WE SEE THAT TIME AND AGAIN, THEY'RE OFTEN HITTING THE SAME COMMUNITIES, UM, OF COLOR AND LOW WEALTH. THE WORST, AND THIS IS NOT BY CHANCE, I THINK WE ALL HAVE COME TO RECOGNIZE THAT THESE PERSISTENT INEQUALITIES IN ENVIRONMENT, IN HEALTH, AND NOW IN CLIMATE HAVE BEEN HERE AND ARE THE RESULT OF POLICIES IN THE PAST LIKE REDLINING, UM, AND OTHER, UM, RACIAL DISCRIMINATION AND SEGREGATION THAT HAVE LED TO THE SIGHTING OF INDUSTRIAL FACILITIES AND, UM, THE CLUSTERING OF FACILITIES IN BLACK AND BROWN NEIGHBORHOODS OF LOW WEALTH. AND THAT HAS IN TURN RESULTED IN HEALTH DISPARITIES, LOWER LIFE EXPECTANCIES, HIGHER RATES OF CHRONIC DISEASE, UM, MATERNAL AND CHILD HEALTH, POOR MATERNAL AND CHILD, CHILD HEALTH OUTCOMES. UM, JUST A BEVY OF, UM, INDICATORS WHERE WE SEE LOWER LIFE EXPECTANCY OF UP TO 20 AND 30 YEARS IN A CITY LIKE HOUSTON, UM, IN COMPARISON FOR, UM, A BLACK AND BROWN COMMUNITY ON THE EAST SIDE IN COMPARISON TO A MORE AFFLUENT COMMUNITY HERE IN OUR CITY. AND THAT IS JUST NOT RIGHT. AND I THINK COVID REALLY MAGNIFIED AND EXEMPLIFIED THAT FOR US BECAUSE, YOU KNOW, THOSE SAME INDUSTRIAL SOURCES THAT ARE PRODUCING, UM, DISPARITIES IN HEALTH OUTCOMES WERE THE SAME OUTCOMES THAT ALSO, UM, RESULTED IN A HIGHER RISK OF DEVELOPING SEVERE COV AND MORTALITY IN, UM, THESE VULNERABLE COMMUNITIES IN OUR CITY AND ACROSS THE UNITED STATES. SO THE QUESTION IS, IS CLIMATE OUR NEXT, UM, INJUSTICE THAT WE'RE REALLY EXPERIENCING AND SEEING? AND I THINK THE ANSWER TO THAT IS QUITE OBVIOUS BECAUSE AS DR. BULLARD HAD MENTIONED IN HIS, UM, KEYNOTE SPEAK THIS AFTERNOON, WE ARE SEEING THAT THERE IS A LACK OF GREEN INFRASTRUCTURE THAT IS CAUSING HIGHER TEMPERATURES. WE'RE SEEING URBAN HEAT ISLANDS IN, IN COMMUNITIES OF COLOR AND LOW WEALTH BECAUSE OF THAT DISINVESTMENT, THE LACK OF INVESTMENT, I SHOULD SAY, IN INFRASTRUCTURE. AND THE NEED FOR US TO REALLY, UM, DIG INTO THE FACT THAT THESE DISPARITIES, THE FLOODING, THE HEAT, ALL OF THESE ARE IMPACTING AND OVERBURDENING EXISTING COMMUNITIES THAT ARE ALREADY, UM, OVERBURDENED BY ENVIRONMENTAL JUSTICE. AND SO I THINK WE HAVE TO RECOGNIZE, AS WE SAID FROM THE VERY BEGINNING, THAT CLIMATE ENVIRONMENT AND HEALTH ARE INEXTRICABLY LINKED. AND IF WE WANT TO MAKE SOME REAL PROGRESS ON THIS, WE HAVE TO MAKE [00:40:01] THAT EXPLICIT RECOGNITION AND TRY TO TACKLE THESE PROBLEMS TOGETHER. AND SO WE, UM, WANT TO UNDERSTAND THIS AND WE DEVELOP AS PART OF, UM, THIS IS A 2.0 VERSION OF WHAT WE HAVE BEGUN YEARS AGO ON OUR DATA TO ACTION PROJECT, UM, IN PARTNERSHIP WITH EJ COMMUNITIES AND WITH THE BULLARD CENTER, UM, TO TRY TO MAKE DATA ACTIONABLE. AND SO WE WANT TO TAKE A HOLISTIC APPROACH TO UNDERSTANDING, UM, WHAT ARE THOSE FACTORS THAT LEAD TO VULNERABILITY, CUMULATIVE VULNERABILITY, AND WHERE ARE THOSE COMMUNITIES AND THAT ARE BEING IMPACTED MOST, THE MOST DISADVANTAGED? AND SO THIS EFFORT OF THE CLIMATE VULNERABILITY INDEX IS TO PUT ALL OF THAT TOGETHER. UM, WE ARE ABLE TO, UM, PUT TOGETHER OVER 184 INDICATORS THAT IS THE MOST INDICATORS OF ANY TOOL THAT IS AVAILABLE ON A NATIONAL SCALE IN THE US. AND SO I THINK THAT'S A HUGE ACCOMPLISHMENT. UM, AND WE, UM, FOCUSED ON ANNUAL DATA PRIMARILY FROM 2017 TO 2019, BUT WE DO HAVE DATA THAT SPANS INTO THE 2020S. UM, AND THAT IS FOR ALL 50 STATES AND THE DISTRICT OF COLUMBIA AT THE CENSUS TRACK LEVEL. AND SO DR. DHARA TOLD YOU A LOT OF, UM, CONSIDERATIONS OF THE DIFFICULTIES OF PUTTING DATA TOGETHER, UM, ON A NATIONAL LEVEL, UM, AT A GEOGRAPHIC RESOLUTION THAT IS MEANINGFUL BECAUSE EJ AND CLIMATE JUSTICE AND HEALTH DISPARITIES ARE NOT HAPPENING ON A BROADER, UM, SCALE. THEY ARE HAPPENING ON A LOCAL SCALE. AND SO WE NEED TO REALLY THINK ABOUT THAT . AND SO OUR TOOL, OBVIOUSLY, AS I MENTIONED, USES, UM, INTEGRATION OF ALL OF THESE DATA AND WE'RE ABLE TO CREATE A UNITLESS INDEX SCORE. UM, AND THAT IS, UM, THEN VISUALIZED, UM, WE'RE ABLE TO MAP THAT AND WE'RE ABLE TO ALSO CREATE DATA VISUALIZATIONS TO UNDERSTAND WHAT ARE THE DRIVERS OF VULNERABILITY FOR COMMUNITY SO THAT THEY CAN THEN DIG IN AND UNDERSTAND WHAT IS THE INTERSECTION, WHAT IS CAUSING YOUR COMMUNITY TO BE VI UH, VULNERABLE, HOW CAN YOU BEGIN TO TACKLE THE ISSUES AND MAKE CHANGE IN YOUR, IN THE COMMUNITIES THAT ARE MOST VULNERABLE? UM, AND TO EMPOWER THE COMMUNITY MEMBERS, UM, RESIDENTS, ADVOCATES TO THEN TAKE THIS DATA AND MAKE IT ACTIONABLE. UM, TRY TO FIND FUNDING TO ADDRESS THOSE DISPARITIES. UH, TRY TO HAVE ACTION AND WORK WITH PLANNERS AND DECISION MAKERS TO, TO USE THIS DATA TO MAKE IT, UM, TO MAKE MORE RESILIENT COMMUNITIES. AND SO WE HAVE TAKEN, THIS IS JUST A PIVOTING NOW TO TALK ABOUT THE TOOL AND THE DATA ITSELF. WE'VE TAKEN THESE 184 INDICATORS AND WE'VE PUT THEM INTO TWO BIG BUCKETS, BASELINE VULNERABILITIES, WHICH YOU SEE HERE ON THE LEFT, AND CLIMATE CHANGE IMPACTS, UM, ON THE RIGHT. AND SO THE MAJORITY OF THESE ARE LOOKING AT, UH, FOR THE BASELINE VULNERABILITIES, EXISTING DATA, WHEREAS IN THE CLIMATE CHANGE RISKS AND IN, UH, EXTREME EVENTS, SOCIOECONOMIC AND HEALTH, THE MAJORITY OF THOSE ARE PREDICTIONS, EVEN THOUGH THE, UM, EXTREME WEATHER EVENTS ALSO INCLUDES HISTORICAL DATA. AND SO I WILL JUST GIVE YOU A VERY QUICK RUN THROUGH, UH, BECAUSE I KNOW YOU CAN'T READ 184 INDICATORS, , , UM, OF WHAT'S INCLUDED HERE. AND YOU CAN SEE ON THE TOP THE RATIONALE. AND SO WE HAVE THINGS LIKE TRYING TO UNDERSTAND, YOU KNOW, NOT ONLY THE PREVALENCE OF CHRONIC DISEASES, BUT WHAT ARE THE IMPACTS OF MATERNAL AND CHILD HEALTH, UM, CHRONIC DISEASE PREVENTION, INFECTIOUS DISEASES. AND SO COMMUNITY MEMBERS ARE, WERE INTERESTED IN LOOKING AT COVID VACCINATIONS, ACCESS TO CARE. UM, THEY WERE ALSO INTERESTED IN LOOKING AT, UM, OVERDOSE AND, UM, MENTAL HEALTH ISSUES AND THE LIKE. AND SO WE MADE SURE TO TRY TO INCORPORATE THOSE FACTORS. 'CAUSE WE RECOGNIZE THAT THESE ARE NOT ONLY BARRIERS TO THEIR RESILIENCE, UM, BUT THEY ARE, WILL PLAY A GREAT ROLE IN THE COMMUNITY'S ABILITY TO BE SUSTAINABLE AS WELL, AND TO HAVE THE ECONOMIC, UM, WHEREWITHAL TO BE ABLE TO ADDRESS CLIMATE CHANGE. AND SO HERE THE SOCIAL AND ECONOMIC IMPACTS, AND HERE WE INCLUDE A LOT OF FACTORS. UM, AGAIN, UM, THINGS THAT ARE NOT TRADITIONALLY INCLUDED IN, UM, OTHER TOOLS LIKE HOMELESS POPULATION. WE'VE GOT A LAYER HERE FOR REDLINING, UM, HATE CRIMES, UH, UNDOCUMENTED POPULATION. SO I THINK THERE'S A WHOLE WEALTH OF INFORMATION IN THIS, WHICH IS SPEAKING TO VULNERABLE COMMUNITIES AND VULNERABLE SUB SENSITIVE POPULATIONS WITHIN THE COMMUNITY TO TRY TO GET AT THAT AS WELL AS LOOKING AT HOUSING. UM, AND, UM, DISABILITY AND LEVELS OF, WE HAD INCLUDE GUN VIOLENCE AS WELL AS THINGS THAT [00:45:01] FORTIFY A COMMUNITY, LIKE THE PRESENCE OF COMMUNITY-BASED ORGANIZATIONS AND RELIGIOUS ORGANIZATIONS, BECAUSE I THINK THAT IS A CRITICAL AND IMPORTANT THING TO KNOW WHO CAN, HOW MUCH OF THAT IN HAS, UM, HOW DOES THAT CENSUS TRACKER THAT NEIGHBORHOOD HAVE THE CAPACITY, UM, TO BE ABLE TO RESPOND TO THOSE ISSUES. INFRASTRUCTURE. THIS IS ANOTHER, UH, DOMAIN OR CATEGORY THAT'S INCLUDED IN OUR TOOL, WHICH IS VERY UNIQUE. AND MOST OTHER TOOLS AVAILABLE PUBLICLY AVAILABLE DO NOT INCLUDE THIS PARTICULAR SET OF INFRASTRUCTURE. AND A LOT OF THIS WAS WE JACK RECOMMENDATIONS, UM, WE WENT THROUGH AND MADE SURE TO TRY TO, UH, GET AS MANY OF THOSE AS WE COULD. UM, BUT RECOGNIZING THAT A LOT OF TIMES THE DATA IS NOT AVAILABLE ON A NATIONAL LEVEL, BUT INFRASTRUCTURE IN PARTICULAR IS SOMEWHERE WHERE WE RECOGNIZE THAT THOSE, IT'S A PART OF SOCIAL DETERMINANTS OF HEALTH. IT'S A PART OF, OF EQUITY AND JUSTICE FOR COMMUNITIES. AND, AND I THINK LIKE NOT HAVING INTERNET TO BE ABLE TO MAKE A DOCTOR'S APPOINTMENT OR HAVE THE TRANSPORTATION TO GET PUBLIC TRANSPORTATION, UM, OR ACTIVE TRANSPORTATION, UH, REALLY LIMITS, UM, A COMMUNITY'S RESILIENCE. WE HAVE THINGS LIKE VOTER TURNOUT, UM, UNBANKED HOUSEHOLDS, AS WELL AS INFORMATION ON FOOD DESERTS BECAUSE EVERY SINGLE ONE OF OUR COMMUNITIES THAT WE WORK WITH ARE FOOD, UH, INSECURE IN FOOD DESERTS AND BASELINE ENVIRONMENT. UM, YOU OF COURSE WE HAVE POLLUTION SOURCES, TRANSPORTATION SOURCES, AND THE CRITERIA POLLUTANTS HERE. UM, AND THIS IS INTERESTING BECAUSE WE'VE WORKED WITH THE NASA HAY CAST, THE, UM, HATE, UH, WHICH IS A GROUP OF, UH, SCIENTISTS THAT USES SATELLITE DATA FOR ENVIRONMENTAL JUSTICE. AND SO WE'VE USED THAT BECAUSE MOST PLACES IN THE UNITED STATES DON'T HAVE, UM, SUFFICIENT, UH, AIR MONITORING. AND SO YOU CAN THEN USE SATELLITE DATA, OR SATELLITE DATA, I SHOULD SAY, IS BEING USED IN A NOVEL WAY TO HAVE A MEASUREMENT OF, UM, AIR QUALITY ACROSS THE UNITED STATES THAT HASN'T BEEN AVAILABLE BEFORE AS WELL AS LAND USE.
