WE'LL PRESENT ON THE FOLLOWING PROGRAMS, PLANNING AND GRANT REPORTING, AFFORDABLE HOME DEVELOPMENT PROGRAM, LARGE TRACK PUBLIC SERVICES, RECOMMENDATIONS ON SUB AGREEMENTS BETWEEN VARIOUS NONPROFITS, OUR HOME OWNERS ASSISTANCE PROGRAM, AND WE'LL CLOSE WITH DIRECTORS COMMENTS DURING THE PRESENTATION.

UH, WE WILL GET STARTED WITH PLANNING AND GRANTS MANAGEMENT, UH, PRESENT, UH, PRESENTING.
THAT WILL BE DEPUTY DIRECTOR DEREK SELLERS.
SO FOR AGENDA ITEM TWO, UH, THE HOUSING COMMUNITY DEVELOPMENT DEPARTMENT IS RECOMMENDING CITY COUNCIL APPROVAL OF AN ORDINANCE RELATED TO THE SUBMISSION OF THE PROGRAM YEAR 2023, OR FY 24 ANNUAL ACTION PLAN TO THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
THE PLAN IS FOR A TOTAL OF $52,387,425 IN FEDERAL ENTITLEMENT FUNDS AND ESTIMATES $281,336 IN PROGRAM INCOME FROM OUR FOUR ENTITLEMENT GRANTS.
OUR FOUR ENTITLEMENT GRANTS CONSIST OF THE COMMUNITY DEVELOPMENT BLOCK GRANT, OR CDBG HOME INVESTMENT PARTNERSHIPS, GRANT OR HOME HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, HOPWA AND EMERGENCY SOLUTIONS GRANT, ESG.
WE USE THESE FORMULA GRANTS TO ADDRESS HOUSING ISSUES AND TO IMPROVE THE EQUALITY OF LIFE FOR HOUSTON RESIDENTS.
WITH CDBG, WE PROVIDE HOUSING, REHABILITATION, PUBLIC SERVICES, PUBLIC FACILITIES, AND ECONOMIC DEVELOPMENT.
WE ALSO PROVIDE AFFORDABLE HOUSING WITH OUR HOME GRANTS WITH HOPWA.
WE PROVIDE HOUSING ASSISTANCE AND SOCIAL SOCIAL SERVICES FOR PEOPLE WITH HIV AIDS AND THEIR FAMILIES.
WE ALSO PROVIDE SHELTER AND SUPPORTIVE SERVICES FOR PEOPLE EXPERIENCING HOMELESSNESS AND FOR PEOPLE AT RISK OF HOMELESSNESS WITH OUR ESG GRANTS.
SO, FOR CDBG, WE'LL BE RE WE WILL BE RECEIVING JUST UNDER 25 MILLION FOR HOME.
WE'LL BE RECEIVING JUST UNDER 12 MILLION FOR HOPWA.
THIS YEAR'S ALLOCATIONS ABOUT 13.3 MILLION.
AND FOR ESG, WE'LL BE RECEIVING JUST OVER 2.1 MILLION.
AND SO WE'LL TAKE THE NEXT FEW SLIDES AND GO THROUGH EACH OF THESE, UH, GRANTS.
AND THEY'RE, UH, ESTIMATED BUDGETS.
MR. SELLERS, CAN YOU, UM, STICK TO GO BACK TO, UM, PAGE SEVEN? SLIDE SEVEN? AND I JUST WANNA ASK THIS QUESTION FOR THE BENEFIT OF THE PUBLIC.
I KNOW WE TALK ABOUT IT INTERNALLY, AND WE SHOULD TALKED ABOUT THIS DURING MY BRIEF, BUT CAN YOU TALK ABOUT, UM, HOW Y'ALL GET TO THE, UM, 4.9 MILLION FOR, I'M SORRY, 2.7 MILLION FOR CODE ENFORCEMENT? YOU KNOW, WE TALK ABOUT THAT OFTENTIMES WITH QUALITY OF LIFE IN NEIGHBORHOODS AND DEPARTMENT OF NEIGHBORHOODS, AND THEN ALSO THE LEAD BASE PAINT.
IN THE PREVIOUS, UM, ALLOCATION, I BELIEVE WE HAD, YOU KNOW, DECREASED IT, AND I THINK THIS IS AN INCREASE FROM LAST YEAR.

OUR FUNDS ARE A MATCHING GRANTS.
UH, THE HEALTH DEPARTMENT APPLIES DIRECTLY TO HUD FOR THOSE GRANTS.
UM, AS PART OF THOSE GRANTS, THEY HAVE TO HAVE A LOCAL MATCH.
UH, CDBG IS AN ELIGIBLE, UH, UH, FORM OF MATCH FOR THAT.
AND SO WE LOOK AT THE GRANT IN TOTAL.
MOST OF THOSE GRANTS ARE THREE YEARS.
UM, AND SO WE'RE ALLOCATING SOME OF OUR FUNDS THIS YEAR AS SHOWN IN OUR CDBG BUDGET FOR THAT MATCH.
OUR CODE ENFORCEMENT PIECE, WE HAVE, UH, IT'S BEEN KIND OF LEVEL

FUNDED OVER THE YEARS.I KNOW THEY HAVE STRUGGLED OVER THE LAST YEAR OR SO WITH HIRING INSPECTORS AND HAVE NOT UTILIZED ALL OF THEIR GRANTS.
WE STILL DO HAVE SOME, UH, OUTSTANDING FUNDS FROM, UH, PREVIOUS YEARS THAT COULD BE MADE AVAILABLE IF NEEDED.
UH, BUT THIS IS BASED ON THE NEEDS THAT, UH, WE'VE TALKED WITH THEM ABOUT AT THIS MOMENT.
SO, IN LOOKING AT OUR CDBG GRANT, SINCE WE HAVE THAT UP RIGHT NOW, UH, WE'RE ESTIMATED ABOUT 3.7 MILLION FOR OUR PUBLIC SERVICES.
WE ARE CAPPED BASED ON THE, UH, UH, CDBG REGULATIONS ON HOW MUCH MONEY WE CAN PUT INTO THAT.
IT'S A PERCENTAGE, $500,000 IN ESG MATCH, WHICH IS A REQUIREMENT OF THAT GRANT.
JUST OVER $5 MILLION FOR PUBLIC FACILITIES AND IMPROVEMENT, 5.3 MILLION FOR HOME REPAIR ACTIVITIES, ABOUT 2 MILLION FOR HOME OWNERSHIP ASSISTANCE.
THAT YOUR DOWN PAYMENT ASSISTANCE ACTIVITY, ABOUT 200 K FOR LEAD BASED PAINT, 500,000 FOR ECONOMIC DEVELOPMENT AT 2.7 MILLION FOR CODE ENFORCEMENT AND JUST UNDER 5 MILLION FOR PROGRAM AND ADMINISTRATION.
ON THE HOME BUDGET, WE'RE USING ABOUT 8.6 MILLION FOR MULTIFAMILY REHABILITATION AND DEVELOPMENT, 2.1 MILLION FOR SINGLE FAMILY HOUSING DEVELOPMENTS.
AND WE WORKED WITH, UH, COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS ON THAT, ON THOSE FUNDS.
AND THEN ABOUT 1.2 MILLION FOR PROGRAM ADMINISTRATION FOR HOPWA, ABOUT 1.7 MILLION FOR OPERATING COSTS, 2.27 MILLION FOR SUPPORTIVE SERVICES, ABOUT 5.1 MILLION FOR PROJECT OR TENANT-BASED RENTAL ASSISTANCE, JUST UNDER 3 MILLION FOR SHORT-TERM RENT, MORTGAGE AND UTIL SUBSIDIES.
AND 227,000 FOR RESOURCE IDENTIFICATION.
UH, 400,000 IS SET ASIDE FOR GRANTEE ADMINISTRATION.
THAT'S CAPPED BASED ON THE REGULATIONS.

UM, THE PROPOSED ESG BUDGET INCLUDES, HOLD ON ONE SECOND, MRS. WE HAVE A QUESTION FROM COUNCIL MEMBER KNOX'S OFFICE.
UM, BACK ON PAGE SEVEN, ECONOMIC DEVELOPMENT, 500,000.
CAN YOU EXPLAIN SOME OF THE PROGRAMS OR WHAT TYPE OF ECONOMIC DEVELOPMENT ARE WE TALKING ABOUT? WE'RE, RIGHT NOW, WE'RE ACTUALLY THINKING ABOUT AN ECONO, A NEW ECONOMIC DEVELOPMENT PROGRAM THAT MAY ROLL OUT LATER IN THE YEAR.

COUNCIL MEMBER KUBOSH, IN REFERENCE TO THE, THE LEAD BASED PAINT, UH, WHERE ARE WE FINDING MOST OF THESE, UH, HOMES WITH LEAD BASED PAINT? WE CAN GET WITH THE HEALTH DEPARTMENT AND, AND LET YOU KNOW, WE DON'T, WE AREN'T THE LEAD ON THAT PROGRAM.
THEY HAVE THEIR OWN CONSTRUCTION CONTRACTORS, THEIR OWN PEOPLE THAT THEY WORK WITH THAT QUALIFY, BUT WE CAN GET WITH YOU AND, UH, PROVIDE THAT INFORMATION TO YOUR OFFICE.
I WOULD CERTAINLY LIKE TO KNOW, BECAUSE I, I KNOW YEARS AGO THAT A LOT OF IT WAS AROUND THE SHIP CHANNEL, UH, THE HOUSING AROUND THE SHIP CHANNEL.
AND WE'LL MAKE A NOTE TO MAKE SURE WE FOLLOW UP AND GET THAT INFORMATION.
SO, UH, 85,000 FOR A HOMELESS MANAGEMENT INFORMATION SYSTEM, WHICH IS ANOTHER REQUIREMENT OF THE GRANTS, ABOUT 1 MILLION FOR EMERGENCY SHELTER, 366,000 FOR HOMELESS PREVENTION, AND ABOUT 500,000 FOR RAPID REHOUSING.
UH, 160,000 FOR ADMINISTRATION.
SO OUR DRAFTS, UH, PROGRAM, YEAR 23 ANNUAL ACTION PLAN IS CURRENTLY OUT FOR PUBLIC COMMENTS, UH, THROUGH APRIL THE 13TH.

SO THE FIRST, UH, PROJECT THAT WE'RE PRESENTING WERE, WE AS HCD IS RECOMMENDING COUNCIL APPROVAL ON AN ORDINANCE AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF HOUSTON AND GULF GATE REDEVELOPMENT AUTHORITY, ORTS EIGHT, UH, APPROPRIATING A TOTAL OF $6 MILLION OF THE UPTOWN TUR SERIES 2021 AFFORDABLE HOUSING FUNDS FOR THE CONSTRUCTION OF A SANITARY SEWER TRUNK LINE ON THE MADDEN ON MADDEN ROAD BETWEEN MADDEN ROAD, MAGAW, AND MARTINDALE, AS KNOWN, ALSO KNOWN AS THE MADDEN LANE RECONSTRUCTION PROJECT.
UM, THIS IS ALSO, THIS IS IN DISTRICT D.
THIS PARTICULAR PROJECT WILL HELP, UM, UM, US YIELD OVER, UM, 20, UH, 1200 HOMES.
SO 12, ACTUALLY 1235 AFFORDABLE HOMES IN THAT NEIGHBORHOOD.
CONSTRUCTION WAS ACTUALLY, UM, COME TO A HALT BECAUSE OF THE, UM, NEED FOR SEWER, UH, THE SEWER LINE.

SO THEY'RE GET PROVIDING IS A TOTAL OF 302 HOMES FOR INVESTMENT OF $3.1 MILLION.

THAT INCLUDES PERMANENT HOUSING PLACEMENT.
THE ACRONYM THERE IS PHP FOR HOUSEHOLDS LIVING WITH OR AFFECTED BY HIV OR AIDS.
THIS AGREEMENT WILL SERVE A MINIMUM OF 150 HOPWA ELIGIBLE HOUSEHOLDS.
THIS PROJECT WILL PROVIDE HOUSING ASSISTANCE AND SUPPORT SERVICES TO LOW INCOME HOUSEHOLDS WHO ARE AT RISK OF BECOMING HOMELESSNESS THROUGH THE STRUM U PROGRAM FOR 85 HOUSEHOLDS.
THE TA PROGRAM OR TBRA FOR 45 HOUSEHOLDS, PHP 20 HOUSEHOLDS AND SUPPORT SERVICES THAT INCLUDE CASE MANAGEMENT LIFE SKILLS AND SUPPORT GROUPS TO ALL OF THE 150 HOUSEHOLDS.
THIS AGREEMENT WILL BE PROVIDE FUNDING STARTING JUNE 1ST, 2023, AND END MAY 31ST, 2024.
CATHOLIC CHARITIES HAS RECEIVED HOPWA FUNDING THROUGH THE CITY FOR VARIOUS CONTRACTS SINCE 2003, AND HAS NO FINDINGS ON THEIR LAST COMPLIANCE MONITORING PERIOD.
TODAY WE HAVE LAKEISHA EDWARDS, THE SENIOR DIRECTOR OF HOUSING AND ECONOMIC OPPORTUNITIES FOR CATHOLIC CHARITIES REPRESENTING THE ORGANIZATION.

UM, ITEM FOUR B, THE DEPARTMENT IS PRESENTED AN ORDINANCE AUTHORIZING A SUB-RECIPIENT AGREEMENT WITH THE WOMEN'S HOME, PROVIDING UP TO $307,776 AND HOPWA FUNDS FOR THE OPERATION AND ADMINISTRATION OF A SUPPORTIVE SERVICES PROGRAM SERVING A MINIMUM OF 50 HOUSEHOLD, I'M SORRY, A 50 HOPWA ELIGIBLE HOUSEHOLD.
SO THIS IS JUST SUPPORT SERVICES, NOT THE HOUSING COMPONENT.
THIS PROGRAM ASSIST PARTICIPANTS IN ACCESSING RESOURCES TO IMPROVE HOUSING STABILITY AND OVERALL HEALTH SERVICES INCLUDE HOUSING CASE MANAGEMENT, SUBSTANCE USE, TREATMENT, LONG-TERM RECOVERY, SUPPORTS, MENTAL HEALTH COUNSELING, BASIC NEEDS ASSISTANCE, AND ADULT EDUCATION.
THE WOMEN'S HOME HAS BEEN FUNDED WITH PUBLIC SERVICES DOLLARS SINCE 2016, AND VARIOUS OTHER CITY CONTRACTS SINCE 2020.
THIS IS THEIR FIRST HOPWA AGREEMENT.
THIS AGREEMENT WILL PROVIDE FUNDING STARTING JUNE 1ST, 2023 THROUGH MAY 31ST, 2024.
AND WE HAVE BETHANY FIELDS, DIRECTOR OF GRANTS MANAGEMENT AND DATABASE MANAGEMENT, AND KAITLYN BUNSEN DEVELOPMENT COORDINATOR HERE REPRESENTING THE WOMEN'S HOME.
UM, ITEM, UM, FORESEE THE DEPARTMENT IS PRESENTING A THIRD AMENDMENT WITH HOUSTON HOUSING AUTHORITY TO PROVIDE A SIX MONTH EXTENSION TO THEIR CURRENT AGREEMENT AND AN ADDITIONAL $239,214 AND 36 CENTS.
WE DO GET ALL THE PENNIES AND EMERGENCY SOLUTIONS GRANT FUNDS FOR THE CONTINUED OPERATION OF THE RAPID REHOUSING FINANCIAL ASSISTANCE PROGRAM.
CURRENTLY, THIS PROGRAM IS SLATED TO SERVE 1100 HOUSEHOLDS FACING HOMELESSNESS DUE TO THE IMPACTS OF COVID-19.
AS OF FEBRUARY, 2023, THIS PROGRAM HAS SERVED 938 HOUSEHOLDS.
THE ESG FUNDS WILL PROVIDE DIRECT RENTAL AND UTILITY ASSISTANCE DEPENDING ON SPECIFIC HOUSING NEEDS.
ENTRY INTO THIS PROGRAM IS THROUGH OUR WAY HOME COORDINATED ACCESS SYSTEM.
THIS AMENDMENT WILL ALLOW FOR THE TIME LIMITED ESG FUNDS TO BE SPENT PRIOR TO THE MAY 31ST, 2023 FUND, EXPIRATION DEADLINE, AND ALLOW OTHER FUNDING CURRENTLY WITHIN THE AGREEMENT TO FUND THROUGH MARCH 31ST, 2024.
CURRENTLY, THE HOUSTON HOUSING AUTHORITY HAS SERVED 85% OF THEIR GOAL AND NO FINDINGS DURING THEIR LAST ANNUAL COMPLIANCE AND MONITORING PERIOD.
TODAY WE HAVE CARRIE CRAFT DIRECTOR OF THE HOUSING CHOICE VOUCHER PROGRAM INITIATIVE REPRESENTING THE HOUSING AUTHORITY.

UM, WE WILL GET TO THAT NUMBER PROBABLY BY THE END OF SUMMER, BUT THE, BUT THE RENTS, WHEN YOU TALK ABOUT RAPID REHOUSING, IT'S TYPICALLY FOR 12 MONTHS OF SUBSIDY.
AND SO AS CLIENTS ROLL ON, CLIENTS WILL ROLL OFF AND, AND IT'S JUST A CONTINUED PROGRAM.
SO, WE'LL, I MEAN, I KNOW LIKE WITH OUR FIRST, I DON'T HAVE THE NUMBERS FOR THIS CURRENT, UM, YEAR, BECAUSE THIS IS ONLY A SUBSET OF THE PROGRAM.
BUT IN 20, UM, 20 IN SEPTEMBER OF 2020 THROUGH 2021, OUR GOAL WAS TO HOUSE 5,000 HOUSEHOLDS.
UH, WE SERVED NEARLY 10,000 HOUSEHOLDS IN THAT YEAR.
AND THAT'S A DIFFERENT, THOSE ARE, THOSE ARE DIFFERENT STREAMS. THAT'S, THAT'S RAPID HOUSING.
THAT'S PSH, WHICH IS ALSO PART OF THIS PERMANENT SUPPORTIVE HOUSING AS WELL AS DIVERSION.
WE CAN GET YOU, UH, SOME ADDITIONAL NUMBERS.

UM, THIS AMENDMENT IS TO UPDATE AND CAPTURE THE ENTIRE PROMISSORY NOTE FOR EACH HOMEOWNER TO INCLUDE TENANT RENTAL, UH, TENANT RELOCATION, CHANGE ORDERS, AND ADDITIONAL COSTS ASSOCIATED WITH REHAB OR RECONSTRUCTION OF THAT PROPERTY.
THE MODIFICATION OF THE 20 YEAR LIEN PERIOD WILL GO TO UNSECURED THREE YEAR COMPLIANCE PERIOD TO COINCIDE WITH THE GLOS PROGRAM.
ALSO, THE FIVE YEAR AND THE 10 YEAR COMPLIANCE PERIOD WILL GO TO A THREE YEAR UNSECURED COMPLIANCE PERIOD.
THESE CHANGES WILL ALSO BE RETROACTIVE, UH, FOR EACH OF THE PARTICIPANTS IN THE HOPE PROGRAM.
AND THIS WILL ALSO HELP WITH, UH, WITH THE CUTTING OF THE FUND FROM THE GLO.

THE CURRENT INTEREST RATES ON MORTGAGES ARE, ARE 6.6%, UH, AS COMPARED TO WHEN WE FIRST STARTED THIS PROGRAM, WHEN THEY WERE, UH, 3.4%.
SO, UH, INTEREST RATES ARE, ARE SOMEWHAT STAGGERING AND DOES SLOW DOWN THE PROCESS.
SO THE DEVELOPERS AND BUILDERS WHO ALSO HAVE TO BORROW MONEY AND ARE PAYING FOR GOODS AND SERVICES AND HIGHER, UH, LABOR COSTS, ALL OF THAT IMPACTS THE COST OF HOUSING.
SO WE ARE DOING EVERYTHING THAT WE CAN.

UH, BUT THEN THE GLO TOOK OVER THOSE HOMES AND, UH, WE WERE TOLD AT THAT TIME THE GLO WOULD PUT THE NUMBER OF BEDROOMS ACCORDING TO THOSE HOUSEHOLD CLASSIFICATIONS.
WHAT WE HAD COMMITTED TO AS A CITY IS PROVIDING THE CITY, UH, PROVIDING THOSE APPLICANTS THE THIRD BEDROOM AND SECOND BATHROOM, WHICH IS WHAT THEY HAD HAD BEFORE.
SO WHAT WE DID WAS HONOR THAT COMMITMENT WITH THE $1.5 MILLION CONTRACT WITH THE GLO TO BUILD THAT THIRD BEDROOM FOR THOSE 54 APPLICANTS.
UH, WE WERE NOTIFIED EARLIER THIS YEAR THAT THE GLO HAD COMPLETED THOSE 54 APPLICANTS AND DID NOT FULLY UTILIZE THE FUNDS.
AND THEN ABOUT A WEEK OR SO AGO, WE DID RECEIVE A CHECK FROM GLO IN THE AMOUNT OF $437,000 THAT THEY, THEY'RE RETURNING UNUSED FOR, UM, SOME OF THOSE APPLICANTS.
SO WE DID WANNA PROVIDE YOU WITH THAT UPDATE.

AND SO THE INTENT IS IF WE REACH A FINAL RESOLUTION, GLO WILL NOT REIMBURSE US FOR THOSE COSTS.
WE ARE EXPLORING UTILIZING SOME OF OUR TURS ANNUAL ALLOCATION TO COVER THOSE EXPENSES.
SO WITH THAT BEING SAID, ALSO IN THAT NOTIFICATION, I WANTED TO MAKE YOU AWARE OF WHERE WE STOOD WITH OUR BENCHMARKS.

HUD GAVE GLOA TWO YEAR EXTENSION.
ONE WAS AUTOMATICALLY GRANTED FROM HUD AND THEN GLO APPLIED AND RECEIVED APPROVAL FOR THAT SECOND YEAR EXTENSION.
UM, DUE TO THE EFFECTS OF COVID, WE ASKED GLO AND HAD REQUESTED SEVERAL TIMES FOR AT LEAST A ONE YEAR EXTENSION.
WE WERE IMPACTED BY COVID THE SAME WAY THE GLO WAS IMPACTED BY COVID.
BUT WE WERE STEADILY DENIED THAT EXTENSION UNTIL

SO I'VE SAID THAT ENOUGH, UH, TO THE POINT THAT NOW THEY HAVE OPENED AN OFFICE IN HOUSTON.
SO NOW OUR LIVES HAVE JUST GOTTEN WORSE.
SO THEY'RE NOT GOING TO BE, UH, THEY'RE GONNA BE MORE CRITICAL BECAUSE THEY'RE GONNA HAVE BOOTS ON THE GROUND.
THEY CAN, THEY CAN DO WHATEVER THEY WANT TO DO WHENEVER THEY WANT TO DO IT.
BUT I HAVE TO REMIND THEM THAT WE ARE AN ENTITLEMENT CITY.
UH, THAT MEANS WE HAVE OTHER PROGRAMS THAT, UH, THAT WE HAVE TO IMPLEMENT ON BEHALF OF HUD.
WE HAVE OTHER PROGRAMS THAT WE HAVE TO, UH, ADMINISTER ON BEHALF OF THE CITY.
WE DO NOT WORK FOR THE GLO, BUT THEY MONOPOLIZE ALL OF OUR TIME IN DOING EVERY LITTLE BIT OF WORK THAT THEY CAN DO TO DRIVE US ABSOLUTELY INSANE.
SO, UH, I SAY ALL OF THAT WITH ALL GREAT KINDNESS AND TO THE JAILER AND COMING FROM COMPLIANCE.
I, I DO UNDERSTAND, AND HERE'S WHY HUD HAS NOT GOTTEN IN INVOLVED.
HUD SAYS THAT'S THEIR PROGRAM.
YOU HAVE TO FOLLOW THEIR GUIDELINES.

AND, AND I ASKED YOU THAT AND, AND YOU TOLD, UH, IS THERE ANY WAY TO FIND OUT HOW MANY OF THESE HOUSING PROJECTS I'M TALKING ABOUT MULTIPLE, MULTIPLE HOUSING PROJECTS ARE, ARE NOW OFF OF THE TAX ROLLS AND, AND, UH, THAT HAVE BEEN BUILT HERE IN, IN HOUSTON AREA IN HOUSTON? SURE.
UH, TYPICALLY THOSE TAX CREDIT PROGRAMS ARE, ARE THE PROGRAMS THAT ARE DESIGNED TO PUT AFFORDABLE HOUSING DOWN IN MULTIFAMILY, PUT AFFORDABLE HOUSING, UH, IN VARIOUS COMMUNITIES THROUGHOUT THE STATE IN THAT, UH, EFFORT.
THEY DO TAKE, THEY ARE TAKEN OFF THE TAX ROLLS.
SOME OF MY CHALLENGES THAT I'VE HAD WHEN DISCUSSING THIS IS WHEN YOU TAKE 'EM OFF THE TAX ROLLS, UH, HOW ARE THE, UH, INFRASTRUCTURE SERVICES SUPPORTED? AND WHEN I, WHAT I CALL INFRASTRUCTURE SERVICES, POLICE, FIRE, EMS, UH, IN SOME, SOME CASES MAY BE TRASH, WHICH IS ALL PROGRAMS THAT THE CITY HAS TO PROVIDE.
BUT IF YOU'RE TAKING THE TAX, UH, UH, DOLLAR AWAY FROM THE CITY, THEN HOW DO, HOW, HOW IS THE CITY PAYING FOR THAT? YOU ALSO TAKE SCHOOL, SCHOOL TAXES, RIGHT? AND, AND THEY'RE TAKING SCHOOLS, SCHOOLS AS WELL.
BUT WE DON'T CONTROL THAT PIECE.
I'M MORE CONCERNED ABOUT THE PIECE THAT WE DO GET TO CONTROL.
AND IT IS A, IT IS A REAL STRUGGLE BECAUSE WE DON'T HEAR FROM ANYBODY OF A GOOD ALTERNATIVE IN WHICH THEY WILL, UH, COME WITH A BETTER ALTERNATIVE.
UH, INSTEAD OF TAKING THE FULL VALUE OF THAT PROPERTY OFF THE TAX ROLLS, UH, IT IS A CHALLENGE.
UH, RIGHT NOW, I, I BELIEVE WE HAVE SOME 77 PROPERTIES IN THE STATE, IN THE, IN THE CITY THAT HAVE BEEN REMOVED FROM THE TAX ROLLS COMPLETELY.
AND THAT'S MULTIFAMILY PROPERTIES.
UM, BUT IF I CAN, UM, JUST CALL YOUR ATTENTION TO WHAT, WHAT MONTH IS THIS? THIS IS MARCH.
THIS MARCH FEB FEBRUARY'S HOUSING COMMITTEE WHERE THE HOUSING AUTHORITY CAME BEFORE CHAMBERS.
AND THEY TALKED ABOUT, UM, IN 19, THE, THE STATE STATUE IN 1999 THAT ALLOWS FOR THE PUBLIC FACILITY CORPORATION.
SO THERE IS VARIOUS TOOLS, BUT I ALSO THINK THAT WE SHOULD BE FAIR IN CRITICIZING ALL ENTITIES THAT ROLL OFF THE TAX.
SO WHEN THE PORT OF HOUSTON COMES BEFORE AND THEY PASS ITEMS THAT REMOVE, UM, PROPERTY OFF THE TAX ROLLS, I THINK WE SHOULD BE RAISING THE SAME QUESTION BECAUSE IT ALSO IMPACTS OUR SCHOOL AND OUR FLOOD DISTRICT.
SO I THINK WE NEED TO BE MINDFUL OF THAT AND KEEP THAT ON OUR RADAR.
UM, BUT BACK TO THE DISTRICT, THAT FAVORITE RESIDENT, DOUG SMITH, THE MAN OF THE HOUR LIFE WOULDN'T BE COMPLETE WITHOUT YOU, MY FRIEND.
INTERESTING CONVERSATION BECAUSE THAT'S EXACTLY WHAT I'M HERE TO TALK ABOUT TODAY.
RIGHT BEFORE YOU APPROVE ITEM FOUR C ON TODAY'S AGENDA, THE $239,000 TO THE HOUSING AUTHORITY, I THINK THE CITY SHOULD DO A COMPLETE EXAMINATION OF THE RELATIONSHIP BETWEEN THE CITY AND THE AUTHORITY.
ROUGHLY A MONTH AGO, UH, THE MAYOR SAID HE WANTED TO PAUSE ALL PRIVATE FACILITY CORPORATION DEALS BECAUSE HE DIDN'T THINK THEY WERE GOOD DEALS.
TWO WEEKS LATER, THE HOUSING AUTHORITY HAD ITS MONTHLY MEETING AND BASICALLY SLAPPED THE MAYOR IN THE FACE.
THERE WERE 17 PFC DEALS ON THE AGENDA, AND I WENT TO THE MEETING AND SHARED THE MAYOR'S COMMENTS.
BUT AS USUAL, WHEN ANYBODY ATTENDS THESE MEETINGS, I WAS COMPLETELY IGNORED.
NOT ONLY WAS I IGNORED, BUT A COUNCIL MEMBER CHIEF OF STAFF

WAS THERE AND HAD A QUESTION, AND EVERYBODY AROUND THE TABLE LOOKED AT HIM WITH A DUMB LOOK AND SAID NOTHING.I WALKED OUTTA THE MEETING EARLY BECAUSE IT WAS APPARENT TO ME THAT THE ENTIRE PUBLIC COMMENT PORTION WAS A SHAM IN MY ESTIMATION.
THE 17 PRIVATE FACILITY CORPORATION DEALS THAT WENT ON THE AGENDA, THAT TIME CAUSED ROUGHLY $600 MILLION TO BE REMOVED FROM TAXABLE VALUE FOR THE CITY.
UNLIKE OTHER HHA DEALS, THESE 17 WERE NOT EVEN COMPLETE.
THEY WERE ALL LISTED AS YET TO BE LOCATED.
I THINK YOU SHOULD ASK THE CITY ATTORNEY TO LOOK AT THE STATE LAW AUTHORIZING THESE PFCS TO SEE IF UN-BUILT STRUCTURES CAN BE GRANTED THIS EXEMPTION.
IN ANY CASE, OVER THE LIFE OF THE PFC PROGRAM, I WOULD ESTIMATE THE CITY HAS LOST IN EXCESS OF $2 BILLION IN TAXABLE VALUE.
AND ANOTHER BIG PROBLEM I WAS, UH, AWARE WITH THE PROGRAM IS THAT THERE'S NO OVERSIGHT.
AND NO ONE IS ASSURED THAT 10% OF THE UNITS ARE RESERVED FOR MODERATE OR LOW INCOME PEOPLE.
THE CITY IS ALWAYS CRYING POOR WHEN IT COMES TO HAVING TO FUND PARTICULAR PROGRAMS LIKE SOLID WASTE.
IF THE PFC PROGRAM NEVER EXISTED, THE OVER $2 BILLION IN TAXABLE PROPERTY EVERY YEAR FOR THE LIFE OF THE PROJECTS, YOUR TIME HAS EXPIRED.
UM, SO I'M GONNA GIVE YOU SOME OF MY TIME AND THEN I'M GONNA FOLLOW, I'M ALMOST DONE.
I'M GONNA GIVE YOU SOME UHHUH.
LET ME SAY, IF THE PST PROGRAM NEVER, UH, EXISTED, THEN OVER $2 BILLION IN TAXABLE PROPERTY EVERY YEAR FOR THE LIFE OF THE PROJECT WOULD NOT HAVE BEEN REMOVED FROM THE TAX RULES.
AND IT WOULD GO A LONG WAYS TO HELPING CITIES ADDRESS, UH, THE ADDRESS THE CITY'S REVENUE PROGRAM.
THE MAYOR SHOULD FOLLOW THROUGH WITH HIS DESIRE TO PAUSE THIS PROGRAM, AND HE SHOULD DEMAND AN INDEPENDENT AUDIT TO CONFIRM THAT ALL RECIPIENTS ARE COMPLYING WITH THE RENTAL INCOME REQUIREMENTS.
IF YOU DO GRANT THE FUNDS REQUESTED TODAY, YOU SHOULD CONDITION THAT GRANT WITH A REQUIREMENT THAT, THAT THEY DO AN AUDIT, UH, HAVE A CPA AUDIT TO COMPLY WITH THE INCOME REQUIREMENTS.
UM, AND I IN, IN NO WAY SPEAK ON BEHALF OF, OF THE ADMINISTRATION.
UM, BUT I KNOW MAYOR TURNER AND I HAD A, A, A DIRECT CONVERSATION ABOUT, UM, PFCS DURING BREAK WEEK, UM, TO THIS PARTICULAR ITEM.
AND THEN SOME OF THE RECOMMENDATIONS THAT, UM, HIM AND HIS TEAM HAS OFFERED TO THEM.
UH, THE HOUSING AUTHORITIES SHOULD BE SCHEDULED TO COME BACK TO COMMITTEE, UM, TO CREATE A, UM, SIMILAR TO WHAT WE SEE AT COUNCIL IN TERMS OF 9% DEALS.
WHEN YOU LOOK AT 9% DEALS, YOU SEE ALL OF THE A MI, THE, THE NUMBER OF UNITS, ALL OF THAT PRIOR TO.
UM, SO I KNOW THAT THERE'S BEEN SOME CONVERSATIONAL ON THAT AND THE MAYOR STILL COMMITTED TO THAT.
THE DEALS THAT YOU'RE SPEAKING OF OR DEALS THAT WERE ALREADY IN THE PROCESS OF CLOSING, UM, PRIOR TO.
SO, UM, UH, MOVING FORWARD, UM, I DO BELIEVE THERE'S STILL A HALT AND A PAUSE ON THAT UNTIL, UH, MAYOR TURNER, UM, AND HIS TEAM IMPLEMENTS, UM, THAT PLAN AND THAT RELATIONSHIP, AND WE SHOULD SEE SOMETHING, UM, VERY SOON REGARDING THAT.
BUT HE'S STILL COMMITTED TO THAT.
I DON'T THINK THERE'S A SLAP IN THE FACE.
I DO THINK THERE'S SOME, UH, NUANCE AROUND THAT.
I THINK A SEPARATE OF THAT THERE, UH, THERE IS A CONVERSATION THAT WE MUST HAVE AND I THINK THAT NEEDS TO TAKE PLACE AT THE STATE LEVEL, UM, UM, REGARDING THAT STATUTE.
SO WHEN YOU USE THE PFC TOOL, IT ALLOWS FOR ONE, YOU CAN DO AN ACQUISITION OR YOU CAN DO A NEW CONSTRUCTION DEAL.
SO SOME OF THE DEALS THAT YOU'RE PROBABLY REFERRING TO ARE NEW CONSTRUCTION DEALS THAT ARE YET TO BE ESTABLISHED.
THERE ARE OTHER DEALS THAT YOU, MULTI-FAMILY PROJECTS THAT ACQUIRE AND THEY'RE OFF THE TAX ROLL.
AND ONE OF THE REQUESTS IN THE AGREEMENTS WITH THE HOUSING AUTHORITY IS THAT THE COUNCIL MEMBER, UM, AND I DO BELIEVE EVEN THE COUNTY COMMISSIONER WILL RECEIVE A NOTIFICATION SIMILAR TO WHAT WE DO WITH 9% DEALS.
SO MOVING FORWARD, THAT COMMUNICATION WILL BE ONGOING.
THE HOUSING AUTHORITY ALSO SHOULD BE, I THINK THEY'RE 85% IN TERMS OF, UM, THEY HAVE A PORTAL WHERE YOU CAN SEE ALL OF THE PFCS AND THE COMPLIANCE.
AND THAT SHOULD BE READY TO GO WHERE YOU CAN LOOK AT THE, UH, THE EXISTING PROPERTIES, THE NEW CONSTRUCTION PROPERTIES, AND IDENTIFY THE A MI AVAILABILITY UNITS.
BECAUSE PART OF THE ISSUE IS WHEN WE LOOK AT THE 28,000 PERSON WAIT LIST FOR HOUSING AS A COUNCIL MEMBER, I CAN'T DIRECT THEM ANYWHERE.
'CAUSE I DON'T KNOW WHAT EXISTS.
YOU CAN'T EVEN OFFER THEM, SAY, OH, WELL WE, OKAY, WE HAVE A PFC AND THEY'RE SERVING THIS A MI GO HERE.
