WE'LL HEAR ON THE FOLLOWING, COMPLIANCE AND GRANT ADMINISTRATION REGARDING AN AUTHORIZATION OF THE USE OF C-D-B-G-D-R 16 FUNDS BETWEEN THE CITY AND THE GLO.

WE'LL HEAR FROM PUBLIC SERVICES, A SERIES OF RECOMMENDATIONS REGARDING AGREEMENTS BETWEEN THE CITY, HOUSTON HEALTH, HOUSTON, SSRO, HOUSING CORPORATION, ACCESS CARE OF COASTAL TEXAS AIDS FOUNDATION, HOUSTON, THE HARRIS CENTER FOR MENTAL HEALTH, AND IDD AND SEARCH HOMELESS SERVICES.

AND WE'LL ALSO HEAR FROM OUR SINGLE FAMILY DIVISION REGARDING AMENDMENTS TO THE NEW HOME DEVELOPMENT PROGRAM, HOME BUYER CHOICE PROGRAM OPERATIONS GRANT AGREEMENT BETWEEN THE CITY AND THE HOUSTON LAND BANK AND THE HOUSTON HOME BUYER ASSISTANCE PROGRAM GUIDELINES.

WE'LL HEAR FROM OUR PUBLIC FACILITIES DIVISION.

THE CITY OF HOUSTON'S HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS AN ORDINANCE AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF HOUSTON AND THE TEXAS GENERAL LAND OFFICE FOR COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY FUNDING FOR THE 2016 FLOODS.

THE GLO PROPOSES TO AMEND THE CONTRACT TO EXTEND THE AGREEMENT TERM FROM APRIL 30TH, 2023 TO APRIL 30TH, 2024.

ALSO TO REVISE AND REPLACE CERTAIN LANGUAGE TO CORRECT ADMINISTRATIVE ERRORS AND UPDATE REQUIRED LANGUAGE.

AND FINALLY, IT WILL REVISE THE REVISED FEDERAL ASSURANCES AND CERTIFICATIONS AND THE NON-EXCLUSIVE LIST OF APPLICABLE LAWS, RULES AND REGULATIONS TO ADD OR UPDATE THE REQUIRED LANGUAGE.

UM, ITEM THREE A, THE DEPARTMENT IS PRESENTING BEFORE COMMITTEE, A SUB-RECIPIENT AGREEMENT WITH HOUSTON HELP INCORPORATED TO PROVIDE UP TO $406,614 IN HOUSE, AN OPPORTUNITY FOR PERSONS WITH AIDS FUNDS COMMONLY

REFERRED TO AS HOPWA TO OPERATE A 50 UNIT PERMANENT HOUSING COMMUNITY RESIDENTS FOR VERY LOW INCOME HOUSEHOLDS AFFECTED BY HIV AIDS.

THIS COMMUNITY RESIDENCE OFFERS PERMANENT HOUSING WITH SUPPORTIVE SERVICES.

THE SUPPORTIVE SERVICES INCLUDE HOUSING, CASE MANAGEMENT, AFTERSCHOOL PROGRAMS, CHILDCARE REFERRALS, AND LIFE SKILLS TRAINING.

THIS COMMUNITY RESIDENCE CONSISTS OF A 52 BEDROOM UNITS, OR UP TO FOUR FAMILY MEMBERS MAY BE HOUSED.

HOUSTON HEALTH HAS RECEIVED HOPWA FUNDING FROM THE CITY SINCE 1998.

THE TERM OF THIS AGREEMENT IS ANTICIPATED TO RUN FROM APRIL 1ST, 2023 THROUGH MARCH 31ST, 2024.

THERE WERE NO FINDINGS OR CONCERNS IN THEIR 2022 MONITORING PERIOD.

AND TODAY WE HAVE BILL HALEY, EXECUTIVE DIRECTOR AND ORAIN PINSON CORPORATE FACILITIES DIRECTOR HERE WITH US IN THE AUDIENCE, YOU CAN WAVE YOUR HAND.

THE DEPARTMENT'S PRESENTING A, A SUB-RECIPIENT AGREEMENT WITH HOUSTON SRO HOUSING CORPORATION, PROVIDING UP TO $284,284 AND 27 CENTS IN HOPPO FUNDS TO FINANCE THE ADMINISTRATION OPERATION OF A 33 UNIT PERMANENT HOUSING FACILITY DEDICATED TO HOUSING, VERY LOW INCOME SINGLE ADULT LIVING WITH HIV OR AIDS HOUSTON, SRO.

ANTICIPATES SERVING A MINIMUM OF 33 CLIENTS ANNUALLY.

AND THE SUPPORT SERVICES OFFERED TO THOSE BEING SERVED AT HOUSTON SRO INCLUDE, BUT ARE NOT LIMITED TO HOUSING CASE MANAGEMENT, REFERRALS FOR SERVICES INCLUDING GENERAL HEALTH SERVICES, JOB TRAINING AND PLACEMENT, MENTAL HEALTH AND SUBSTANCE ABUSE COUNSELING.

THE TERM OF THIS AGREEMENT IS ANTICIPATED TO RUN APRIL 1ST, 2023 THROUGH MARCH 31ST, 2024.

AGAIN, THERE WERE NO FINDINGS OR CONCERNS DURING THEIR 2022 MONITORING PERIOD.

HOUSTON SRR HAS RECEIVED FUNDING THROUGH THE CITY FOR VARIOUS AGREEMENTS SINCE 1998.

THAT'S 25 YEARS.

AND AGAIN, BILL HALEY AND RM HENSON ARE HERE IN THE AUDIENCE FOR ANY QUESTIONS.

ITEM THREE C, THE DEPARTMENT IS PRESENTING A SUB-RECIPIENT AGREEMENT WITH ACCESS CARE OF COASTAL TEXAS INCORPORATED, ALSO KNOWN AS A CCT, TO PROVIDE UP TO $1,052,034 FOR FINANCING THE OPERATION AND ADMINISTRATION OF SERVICES TO A MINIMUM OF 175 LOW INCOME HOUSEHOLDS AFFECTED BY OR LIVING WITH HIV AND AIDS SERVICES.

PROVIDES ALSO INCLUDE TENANT BASED RENTAL ASSISTANCE TO 74 HOUSEHOLDS, SHORT TERM RENT, MORTGAGE UTILITY ASSISTANCE TO 80 HOUSEHOLDS, AND SUPPORTIVE SERVICES TO ALL 175 HOUSEHOLDS, WHICH INCLUDES PERMANENT HOUSING PLACEMENT, HOUSING CASE MANAGEMENT, NUTRITIONAL AND TRANSPORTATION SERVICES.

A CCT HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2006, AND THIS AGREEMENT IS ANTICIPATED TO RUN FROM MAY 1ST, 2023 THROUGH APRIL 30TH, 2024.

NO FINDINGS OR CONCERNS DURING THEIR 2022 MONITORING PERIOD.

AND IT SHOULD BE NOTED THAT THIS PROGRAM IS LOCATED IN GALVESTON, TEXAS.

THE CITY OF HOUSTON'S HOPWA PROGRAM ADMINISTER FUNDS TO A NINE COUNTY REGION, WHICH INCLUDES AUSTIN BRAZORIA CHAMBER, FORT BEND, GALVESTON, HARRIS, LIBERTY, MONTGOMERY, AND WALLER COUNTIES.

TODAY WE HAVE LESLIE SUMMER CHIEF EXECUTIVE DIRECTOR, AND STEVE STARKEY, THE CHIEF PROGRAM OFFICER HERE IN ATTENDANCE.

ITEM 3D, THE DEPARTMENT IS PRESENTING A SUB-RECIPIENT AGREEMENT WITH AIDS FOUNDATION HOUSTON FOR FINANCING THE OPERATIONS AND ADMINISTRATION OF THREE SEPARATE MULTI-UNIT RESIDENTIAL FACILITIES, SERVING A MINIMUM OF 136 HOUSEHOLDS IN ADDITION TO TENANT-BASED RENTAL ASSISTANCE PROGRAM TO 60 HOUSEHOLDS, SHORT-TERM RENT, MORTGAGE AND UTILITY ASSISTANCE TO 100 HOUSEHOLDS, AND SUPPORTIVE SERVICES TO ALL 356 HOUSEHOLDS, WHICH INCLUDE 60 HOUSEHOLDS OF PERMANENT HOUSING, PLACEMENT FUNDING, HOUSING CASE MANAGEMENT, NUTRITIONAL AND TRANSPORTATION SERVICES, ALL SERVING LOW INCOME HOUSEHOLDS LIVING WITH OR AFFECTED BY HIV OR AIDS AIDS FOUNDATION.

HOUSTON HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 1994.

THIS FUNDING REQUEST IS IN THE AMOUNT OF $3,614,761 AND 72 CENTS UTILIZING THE HOPA FUNDING.

THE TERM OF THIS AGREEMENT IS ANTICIPATED TO RUN FROM APRIL 1ST, 2023 THROUGH MARCH 31ST, 2024.

NO FINDINGS OR CONCERNS DURING THEIR 2022 MONITORING PERIOD.

AND TODAY WE HAVE MARCUS BEIS, CHIEF PROGRAM OFFICER HERE IN ATTENDANCE.

ITEM THREE E THE DEPARTMENT IS PRESENTING A SUB-RECIPIENT AGREEMENT WITH THE HARRIS CENTER FOR MENTAL HEALTH AND IDD, COMMONLY REFERRED TO AS THE HARRIS CENTER, PROVIDING UP TO $2,199,970 AND 86 CENTS.

AND COMMUNITY DEVELOPMENT BLOCK GRANT CARES ACT FUNDING.

YOU WILL SEE THIS NOTED AS C-D-B-G-C-V FUNDING WILL HELP PREVENT AND RESPOND TO THE IMPACTS OF COVID-19.

THIS FINANCING WILL SUPPORT THE ADMINISTRATION

AND OPERATION OF A BEHAVIORAL RESPONSE TEAM, WHERE IT WILL SERVE A MINIMUM OF 400 INDIVIDUALS RECEIVING SERVICES THROUGH THE WAY HOME PROGRAM.

SPECIFICALLY, THIS PROGRAM IS DESIGNED TO ACCESS, OR I'M SORRY, TO ASSESS EACH CLIENT FOR THEIR SPECIFIC NEEDS.

THE HARRISON WILL PROVIDE CLINICAL SUPPORT, SUBSTANCE USE, SUPPORT, AND CASE MANAGEMENT SERVICES.

THE ULTIMATE GOAL OF THIS PROGRAM IS TO HAVE THE WRAPAROUND SERVICES AROUND THOSE THAT ARE HOUSED AND TO HELP ENSURE THEY MAINTAIN HOUSING LONG TERM.

IN 2022, THERE WAS A TRI-PARTY REQUEST FOR EXPRESSION OF INTEREST CONDUCTED BY THE COALITION FOR THE HOMELESS HARRIS COUNTY AND CITY OF HOUSTON.

THROUGH THIS PROCESS, THE HARRIS CENTER WAS SELECTED TO RECEIVE FUNDING AS PART OF THE COMMUNITY-WIDE COVID HOUSING PROGRAM.

PHASE TWO.

THIS IS THE FIRST TIME THAT THE HARRIS CENTER HAS RECEIVED FUNDING FROM PUBLIC SERVICES.

THE TERM OF THIS AGREEMENT IS ANTICIPATED TO RUN APRIL 1ST, 2023 THROUGH AUGUST 31ST, 2024.

THAT'S A 17 MONTH PERIOD.

AND THAT ALIGNS WITH OUR, OUR PHASE TWO, UM, UM, PROGRAM TIMELINE TODAY WE HAVE AMBER HASSINGER, PROGRAM DIRECTOR AND PRISCILLA RAMIREZ BUDGET ANALYST HERE IN ATTENDANCE.

AND OUR LAST ITEM IS ITEM THREE F.

THE DEPARTMENT IS PRESENTING BEFORE COMMITTEE, A FOURTH AND FINAL AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH SEARCH HOMELESS SERVICES TO EXTEND THE TIME OF, TO EXTEND THE TIME OF PERFORMANCE TO DECEMBER 31ST, 2023, AND PROVIDE UP TO AN ADDITIONAL $1,020,000 FOR THE ADMINISTRATION AND OPERATION OF THE MOBILE OUTREACH TEAM.

THE WELCOME CENTER AND HOUSING CASE MANAGEMENT SERVICES FOR UP TO A MINIMUM OF 600 HOMELESS INDIVIDUALS AND FAMILIES.

THE FUNDING FOR THIS PROJECT CONSISTS OF THREE FUNDING STREAMS, 660,000 OF CDBG FUNDS, 260,000 OF HOMELESS HOUSING SERVICES PROGRAM FUNDS, AND 100,000 OF TS FUNDING.

I DO WANNA CALL IT AN ERROR ON THE COVER SHEET YOU RECEIVED TODAY.

IT INDICATES THAT THE TS FUNDING WILL BE USED FOR ALL OF THE ADMINISTRATION COSTS.

IN REALITY, THE THREE FUNDING STREAMS ARE BRAIDED THROUGHOUT BOTH PROGRAM AND ADMINISTRATION SERVICES.

FOR THE MOBILE OUTREACH PROGRAM INCLUDE THE OUTREACH TEAM, THE OUTREACH TEAM, TRAVELING THROUGH HOUSTON, PROVIDING INTERACTIONS WITH THOSE ON THE STREET AND OTHER PLACES, NOT MEANT FOR HUMAN HABITATION BY ASSISTING THEM IN PROVIDING INTERVENTIONS, ASSESSMENTS, AND REFERRAL AND REFERRALS TO HOUSING SERVICES.

THE WELCOME CENTER IS ESSENTIALLY A DAY SHELTER THAT ENGAGES CLIENTS TO SERVE AS AN ENTRY POINT ON FRONT DOOR FOR THE CONTINUUM OF SERVICES THAT FACILITATES MOVEMENT TOWARDS STABILIZED EMPLOYMENT, HOUSING, AND SELF-SUFFICIENCY.

AND THE HOUSING CASE MANAGEMENT PROGRAM IS SPECIFICALLY FOR INDIVIDUALS AND FAMILIES THAT WERE FORMALLY HOMELESS WITH DISABLING CONDITIONS.

THE PROGRAM PROVIDES SUPPORT FOR INDIVIDUALS PLACED IN HOUSING TO CONTINUE THEIR STABILITY AND ONGOING WORK TO REBUILD THEIR LIVES.

TODAY WE HAVE, UH, I'M SORRY, SEARCH HAS RECEIVED FUNDING THROUGH THE CITY SINCE 2000.

THEY HAVE NOT RECEIVED ANY MONITORING FINDINGS IN THEIR, IN THEIR LAST MONITORING REVIEW.

AND WE HAVE ALEXIS LOVING THE CHIEF EXECUTIVE OFFICER WITH SEARCH HERE IN THE AUDIENCE.

AND THAT CONCLUDES MY PRESENTATION.

I'M ALWAYS, UM, INTERESTED IN PUBLIC SERVICES AND THE IMPACT AND THE REACH, AND I'M ALWAYS CURIOUS WHEN THESE ITEMS COME BEFORE US AND THEY SAY ALL DISTRICTS, UM, I, I, I WOULD LIKE TO KNOW, ESPECIALLY WHEN I LOOK AT SEARCH AND WHILE OUR HOMELESS EFFORTS ARE ROBUST AND WE'RE DOING EVERYTHING THAT WE CAN CAN, AND WE'RE LEADING IN THE CITY TO MAKE SURE THAT A FEW THINGS.

ONE, HOW DO WE HAVE ACCESS TO THIS TO MAKE SURE THAT THIS GETS OUT IN VARIOUS DISTRICTS AND COMMUNITIES? I WANT TO, UH, BE CLEAR ABOUT THAT.

'CAUSE IT'S ALWAYS A CHALLENGE ON THE WEST SIDE TO HAVE THESE TYPES OF RESOURCES.

THAT'S ONE.

AND THEN THE SECOND, UM, THING, PARTICULARLY AROUND HAWA, I, YOU KNOW, THERE WAS A TIME, THERE PROBABLY IS A TIME THAT PEOPLE THINK THAT THOSE LIVING WITH HIV AND AIDS, IT'S LONG GONE.

RIGHT? WE'VE, WE'VE MOVED PAST THAT AND THE IMPACT IS TREMENDOUS HERE.

UM, FOR THESE ITEMS, AND MAYBE YOU CAN ANSWER THIS ON BEHALF OF THE AGENCIES, ARE THESE NEW CLIENTS THAT THEY'RE ONBOARDING OR CURRENT CLIENTS ALREADY THAT THEY HAVE BEEN IN RELATIONSHIP WITH THE AGENCY? IT'S BOTH.

FOR HOPWA SPECIFICALLY IT'S BOTH.

SO, UM, ESPECIALLY FOR YOUR TENANT-BASED RENTAL ASSISTANCE, THE BEST WAY I CAN PARALLEL IT IS, IS VERY SIMILAR TO A HOUSING CHOICE VOUCHER.

SURE.

AS LONG AS THE CLIENT IS ELIGIBLE AND UNDER HOPWA, THE ELIGIBILITY FOR TBRA IN THE CITY OF HOUSTON IS UNDER 50% AREA MEDIUM INCOME, AND YOU MUST HAVE A POSITIVE DIAGNOSIS.

UM, SO AS LONG AS YOU FALL

WITHIN THAT, THAT REACH, THEN YOU'RE ELIGIBLE FOR THAT PROGRAM.

FOR ONGOING SERVICES, IT'S PERMANENT HOUSING.

UM, TYPICALLY WE HAVE ANYWHERE FROM 10 TO 15 INDIVIDUALS ON THE TBRA THAT, UM, THAT TURN OVER.

SO IT IS A VERY, UM, HARD PROGRAM TO GET INTO.

UM, AND, AND, AND MOST PEOPLE DON'T LEAVE THAT PROGRAM, BUT IT IS TARGETED FOR THOSE INDIVIDUALS THAT PROBABLY CANNOT GET EMPLOYMENT, CANNOT INCREASE INCOME ON THEIR OWN.

SO HOMES THAT ARE ELEVATED IN THE PROGRAM, WE'LL ALL HAVE PLYWOOD FLOORS INSTEAD OF OSB, UM, AS WELL AS THE ROOF, WHICH CAN ALSO SPEAK TO SOME OF THE DELAY.

HCD IS RECOMMENDING AN ORDINANCE AUTHORIZING A SECOND AMENDMENT TO THE CONSTRUCTION CONTRIBUTION AGREEMENT BETWEEN THE CITY AND THE COALITION.

UH, THIS AMENDMENT WILL INCREASE PROJECT FUNDING IN THE AMOUNT OF $820,000.

AND THIS IS A RESULT OF UNFORESEEN CONSTRUCTION COSTS AND INCREASES THAT OCCURRED, UH, FROM THE BEGINNING OF THE, OF THE PROJECT.

THE FIRST AMENDMENT TO THIS WAS ACTUALLY APPROVED BY COUNCIL IN JANUARY, WHICH EXTENDED THE PERFORMANCE TIME TO ALLOW FOR THE COMPLETION OF WORK.

UH, AND JUST TO GIVE YOU ALL A BREAKDOWN OF, OF THE FUNDING THERE, WE ARE ADDING APPROXIMATELY 670,000 IN E-S-G-C-V AND 150,000 IN TURS DOLLARS, UH, TO, TO COMPLETE THAT FUNDING AMOUNT.

UM, AND SO WITHOUT AN EXTENSION OF THE DEADLINE, UM, AND PENDING THE APPROVALS THAT ARE ALREADY IN QUEUE, WE, IT LOOKS LIKE WE WILL MEET THOSE GOALS.

AND, AND, AND, AND THEN IN CONTEXT, CAN YOU, UM, COLOR IN THE LINES AROUND SMALL RENTAL, WHICH IS 3%? UM, AND, AND TO GIVE MORE CONTEXT AROUND THAT AND THEN THE 62 WITH MULTIFAMILY.

ABSOLUTELY.

SO IF YOU REMEMBER, WE'VE HAD SEVERAL CONVERSATIONS AND PROBABLY NEWS ARTICLES AND STORIES AROUND, UM, OUR PROJECTS BOTH FOR MULTIFAMILY AND SMALL RENTAL BEING DELAYED SIX TO NINE MONTHS, THOUGH THAT DELAY IN APPROVAL DID IMPACT PREVIOUS QUARTERS BENCHMARK OR PREVIOUS SEMI-ANNUAL BENCHMARKS AND CONTINUES TO IMPACT OUR BENCHMARKS GOING FORWARD.

SO A YEAR AGO, IF NOT SIX MONTHS AGO, IF WE DIDN'T MEET THE BENCHMARK BY CONSTANTLY INCREASING THAT AMOUNT, WE'RE GONNA CONTINUE TO NOT MEET THE BENCHMARK BECAUSE OF THE DELAYS WITH OUR MULTIFAMILY AND SMALL RENTAL PROGRAM.

UM, AS YOU CAN SEE, SMALL RENTAL IS JUST STARTING TO CLOSE SOME OF THEIR TRANSACTIONS.

SO THE TRANSACTIONS HAVE TO CLOSE IN ORDER FOR US TO SPEND THE MONEY AND THEN REQUEST REIMBURSEMENT.

AND SO THAT PROGRAM HAS BEEN VERY SLOW TO GET STARTED AGAIN, COMPOUNDED BY DELAYS WITH THE GLO IN TERMS OF PROJECT APPROVALS AND BE ABLE TO FINALIZE THOSE PROJECTS AND CLOSE SAME FOR MULTIFAMILY.

AND THEN ON THE PLANNING, WE DON'T REALLY TALK ABOUT THIS ONE MUCH, BUT BECAUSE OF THE NATURE OF THE PLANNING CONTRACTS AND HOW WE HAVE TO SUBMIT THOSE DRAWS TO THE GLO FOR REIMBURSEMENT, WE INCUR LOTS OF EXPENSES.

ONCE THE CITY INCURS THE EXPENSE, THEN WE CAN START SUBMITTING.

WE CAN GO THROUGH THE PROCESS AND SUBMIT ALL OF THE DRAWS AND REQUIRE PAPERWORK THAT CAN COME WITH.

AND, UM, A GOOD ESTIMATE IS PROBABLY 90 TO 120 DAY DELAY JUST IN TERMS OF BEING ABLE TO GO BACK AND FORTH.

MOTION TO EXTEND SECOND, ALL IN FAVOR PASSES? YES, NO POLLUTION, JUST TO BE ABLE TO GO BACK AND FORTH TO GET THE DRAW APPROVED.

HOW WE ARE UNPRODUCTIVE, WE'RE NOT MAKING PROGRESS WHEN WE WE'RE DELAYED.

SIX, OUR BENCHMARKS ARE IN SIX MONTH INCREMENTS.

SO IF WE DIDN'T MEET IT THE FIRST SIX MONTHS, AND THEN YOU ADDED 25% ON TOP OF IT AND YOU DELAYED US SIX TO NINE MONTHS, CHANCES ARE IT'S GONNA BE A STRETCH TO BE ABLE TO MEET IT IN THE NEXT SIX MONTHS AND EVERY SIX MONTHS THEREAFTER.

IF YOU TAKE A LOOK AT JUST WHAT'S RIGHT, HUD GRANTED GLOA TWO YEAR EXTENSION DUE TO THE IMPACTS OF COVID AND MOVING TO A COMPLETE REMOTE WORKFORCE, THE CITY WAS NOT EXEMPT FROM COVID.

COVID IMPACTED US.

WE HAD TO MOVE TO A REMOTE WORKFORCE AND TRYING TO TOUCH APPLICANTS, FINE APPLICANTS GET SIGNATURES, ALL OF THAT.

WE REQUESTED A ONE YEAR EXTENSION.

GLO SAID NO WHEN HUD GAVE THEM TWO.

WE SAID, JUST GIVE US ONE TO BE ABLE TO DEAL WITH THOSE IMPACTS.

AND SO WHAT WE ARE ASKING, AND I'LL LET KEITH PUT HIS SPIN ON IT AND, AND ANSWER YOU POLITICALLY CORRECT, WE'RE ASKING TO DO THE RIGHT THING, JUST DO THE RIGHT THING.

WE ARE ALL WORKING HARD.

HU GAVE THEM TWO YEARS AN AUTOMATIC ONE YEAR EXTENSION, AND THEN THEY APPLIED FOR ANOTHER EXTENSION AND WE WERE TOLD NO.

AND I THINK I'M COUNTING ON MY FINGERS, WE WERE PROBABLY TOLD NO AT LEAST FIVE TIMES.

SO YOU WON'T GET THAT ANSWER UNTIL APRIL OF 2024, RIGHT? EXACTLY.

MAYBE I'M NOT SURE.

I'M NOT SURE I'M THE RIGHT PERSON TO DO A POLITICALLY CORRECT RESPONSE, UH, TO THE GLO.

BUT IF WE GO BACK TO THE BEGINNING, I THINK THE MAJOR PROBLEM BETWEEN THE DIFFERENCE IS WE CREATED PROGRAMS THAT WE FELT WERE IMPORTANT OF HOW AND WHAT WE WANTED TO IMPLEMENT IN THIS CITY BECAUSE WE KNEW OUR CONSTITUENTS AND WHAT WE WANTED TO DO.

THE GLO DECIDED THAT THEY HAD A BETTER PLAN FOR OUR PROGRAMS THAN WE DID.

SO IT'S, IT'S, I UNDERSTAND THAT THIS IS YOUR PROGRAM, BUT IF I WAS DOING IT, YOU NEED TO RUN IT THIS WAY.

AND THAT'S WHAT WE GET FROM THE GLO WELL, THAT IT'S NOT YOUR PROGRAM.

YOU DON'T EVEN LIVE HERE.

SO YOU DON'T UNDERSTAND THE COMPLEXITIES OF, OF OUR COMMUNITY.

FIRST, I'LL START WITH THE MTW PROGRAM, WHICH IS CALLED MOVE THE WORK.

IT'S A SPECIAL DESIGNATION PROVIDED BY THE DEPARTMENT OF HOUSING URBAN DEVELOPMENT, SO WE CAN CREATE LOCAL PROGRAMS TO CREATE LOCAL SOLUTIONS FOR THE ISSUES THAT WE HAVE HERE IN HOUSTON.

WE ARE ONE OF 139 AGENCIES THAT WAS DESIGNATED OUT OF THE 4,000 PLUS AGENCIES THROUGHOUT THE NATION.

ALSO, WE HAVE FAMILY SELF-SUFFICIENCY PROGRAM.

AND THAT PROGRAM HELPED INDIVIDUALS IN OUR PROGRAM MOVE ALONG A SPECTRUM OF SELF-SUFFICIENCY.

A LOT OF THOSE INDIVIDUALS END UP PURCHASING HOMES.

AND HOW THAT PROGRAM WORKS IS THAT AS AN INDIVIDUAL INCREASES THEIR INCOME.

WE PUT THE INCOME ASIDE FOR ESCROW.

ONCE THEY COMPLETE ALL THEIR GOALS, THEY RECEIVE THAT ESCROW FUNDING.

AND THAT ESCROW FUNDING AT TIMES GO TOWARD PURCHASING A HOME, PAYING FOR EDUCATION, OR CLEARING UP THEIR CREDIT HOME OWNERSHIP PROGRAM, WHICH I MENTIONED A LITTLE BIT ABOUT DURING FAMILY SELF-SUFFICIENCY.

THAT PROGRAM ALLOWS INDIVIDUALS TO PURCHASE HOMES, AND WE CAN UTILIZE YOUR VOUCHER, YOUR HOUSE AND CHOICE VOUCHER AS PART OF YOUR MORTGAGE PAYMENT FOR 15 YEARS FOR INDIVIDUALS THAT'S NON-DISABLED AND NON ELDERLY.

AND FOR 30 YEARS FOR THE INDIVIDUAL.

THAT'S ELDERLY JOBS PLUS THAT'S A PROGRAM A COUPLE OF OUR, UM, SITES HAVE.

AND THAT PROGRAMS ALLOW US TO TRAIN INDIVIDUALS IN ORDER TO MOVE ALONG THAT SPECTRUM OF SELF-SUFFICIENT ALSO.

AND SO THAT PROGRAM NOT ONLY ALLOWS US TO TRAIN INDIVIDUALS TO WORK THROUGHOUT OUR COMMUNITY, BUT ALLOWS US TO TRAIN INDIVIDUALS TO WORK FOR THE HOUSING AUTHORITY.

THE YOUTHBUILD PROGRAM IS ONE WE JUST RECENTLY APPLIED FOR, AND WE'RE WAITING APPROVAL FROM THE DEPARTMENT OF LABOR.

THAT PROGRAM'S ALLOWED US TO WORK WITH TROUBLED YOUTH FROM 16 TO 24 TO CREATE CHANGE WITHIN THEIR LIFE TO GET 'EM IF THEY DON'T ALREADY HAVE IT, A HIGH SCHOOL DIPLOMA.

BUT AS WE TALKED ABOUT EARLIER, THE NUMBER OF CONSTRUCTION AND DEVELOPMENT PROJECTS THAT NOT JUST THE HOUSING AUTHORITY HAVE, BUT THE CITY, THIS PROGRAM IS BASED ON A PROGRAM THAT PROVIDES A, UM, APPRENTICESHIP PROGRAM, A PRE-APPRENTICESHIP PROGRAM BY THE, FROM THE DEPARTMENT OF LABOR.

SO THOSE INDIVIDUALS WILL BE ALREADY QUALIFIED FOR SOME OF THE JOBS THAT WE'RE BRINGING HERE TO THE CITY OF HOUSTON, OUR ELDERLY CLIENTS.

WE WORK VERY HARD WITH OUR PARTNERS THROUGHOUT THE COMMUNITY TO ENSURE OUR ELDERLY CLIENTS HAVE THE BEST SERVICES NECESSARY TO BE SUCCESSFUL IN LIFE.

AND THEN LASTLY, OUR RESIDENT COUNCILS.

EACH SITE HAS A RESIDENT COUNCIL.

IT'S NOT OUR JOB TO GO TO A SITE AND TELL OUR CLIENTS WHAT WE NEED.

WE ALLOW THEM TO TAKE THE LEAD ON THAT, AND WE ASSIST THEM BY PROVIDING THE RESOURCES NECESSARY TO MAKE THAT HAPPEN.

AND SO WE'RE EXCITED TO HAVE A STRONG RESIDENT COUNCIL AND A STRONG RESIDENT COUNCIL BOARD OF LEADERS THROUGHOUT OUR CITY.

IF YOU TAKE A LOOK, UH, I GUESS NORTHWEST OF HERE, UH, YOU'LL SEE THE DEVELOPMENT TAKE SOME OPPORTUNITIES.

I THINK IT'S IN, UH, UH, COUNCIL MEMBERS CISNEROS DISTRICT, AND WE HAVE WORKED WITH HER OFFICE IN INITIAL POINTS, MAKING SURE THAT THE COMMUNITY WAS INVOLVED WITH IT AS WELL.

BUT WHAT WE ARE DOING WITH OUR, UH, DEVELOPMENTS, UH, AT THE HOUSTON HOUSING AUTHORITY, I THINK, OF MAKING SURE THAT THE DEVELOPMENT PARTNERS, THAT WE ARE GOING ABOVE AND BEYOND AS TO WHAT'S REQUIRED.

AND SO WITH OUR 60% A MI, UH, UNITS, UH, WE'RE ON AVERAGE ACROSS THE BOARD OF THE DEVELOPMENTS WE HAVE, WE'RE AVERAGING AT ABOUT 39% OF THOSE STUDENTS.

AND I THINK THE MODEL THAT WE'RE PUTTING IN PLACE REALLY DOES THAT.
