LINE ITEM, BLESS YOU TO THE AFFORDABLE HOME DEVELOPMENT PROGRAM, LARGE TRACK DEVELOPMENT LINE ITEM AND 7,222 7 MILLION, EXCUSE ME, $7,222,385 FROM THE HOME BUYER CHOICE PROGRAM TO THE NEW HOME DEVELOPMENT SCATTERED LIGHTS, SCATTERED LOTS. UM, AND THEN IT ALSO, UH, SHOWS IN THE ITEM THAT WE PASS THAT WE'VE ALREADY AUTHORIZED THE ADDITIONAL MILLION, I BELIEVE THAT'S COMING UP. WE'RE GONNA AUTHORIZE THE ADDITIONAL MILLION FOR THEIR OPERATION, WHICH CONTINUES TO SHOW OUR COMMITMENT TO THAT PROGRAM AT THE SAME TIME MEETING OUR INVENTORY GOALS, RIGHT? THE DEPARTMENT IS PRESENTING A NEW AGREEMENT WITH THE COALITION FOR THE HOMELESS OF HOUSTON HARRIS COUNTY TO PROVIDE FUNDING UP TO AN ADDITIONAL $151,005 IN BOTH EMERGENCY SOLUTIONS, FUNDS AND HOUSING AND OPPORTUNITY WITH AIDS FUNDS FOR THE OPERATION AND MAINTENANCE OF A HOMELESS MANAGEMENT INFORMATION SYSTEM, COMMONLY REFERRED TO AS HMIS. THE HMIS SYSTEM ENABLES THE COMMUNITY TO TRACK HOUSEHOLDS RECEIVING ASSISTANCE THROUGH A VARIETY OF FUNDING STREAMS. THE SOFTWARE DESIGNED ENABLES THE HOMELESS SYSTEM TO RECORD AND STORE INDIVIDUAL CLIENT DATA, TYPES OF SERVICES UTILIZED OUTCOMES, REDUCE DUPLICATION AND PRODUCE REPORTS UTILIZED BY THE HOMELESS SYSTEM, AS WELL AS THE HOPPA PROGRAM AND OTHER FEDERAL PROGRAMMING. THE COALITION HAS RECEIVED FUNDING SINCE 2012. THIS AGREEMENT WILL PROVIDE FUNDING BEGINNING MAY 1ST, 2023 THROUGH APRIL 30TH, 2024. AND TODAY WE HAVE MARK SMITH, A DIRECTOR OF STRATEGIC PLANNING HERE IN ATTENDANCE. THANK YOU. I HAVE ONE REQUEST. THIS CORRECTION WILL NOT ADD FUNDING TO THE BUDGET, BUT RATHER ADD A LINE ITEM TO ALLOW THE AGENCY TO CHARGE FOR THE INDIRECT COST RATE. THE GOAL IS TO MOVE THE CURRENTLY ALLOCATED FUNDING FROM THE ADMINISTRATIVE PORTION OF THE PROJECT OVER TO THE NEWLY CREATED INDIRECT COST LINE ITEM. AND THAT CONCLUDES MY PRESENTATION. UH, THIS AMENDMENT WILL EXTEND THE DEADLINE TO THE ORIGINAL CONTRACT FOR COMPLETION OF THE REHAB OF THE FACILITY LOCATED AT 29 0 3 JENSEN IN DISTRICT B. UH, NO ADDITIONAL FUNDING IS BEING ADDED. NEXT SLIDE. THE ORIGINAL CONTRACT, WHICH WAS APPROVED IN JANUARY, 2022, AUTHORIZED APPROXIMATELY 6.2 MILLION IN E-S-G-C-V AS WELL AS INSURANCE PROCEEDS. UH, THE COALITION HAS REQUESTED AN EXTENSION UNTIL MARCH 31ST TO COMPLETE CONSTRUCTION AND PROJECT CLOSEOUT. NEXT SLIDE. UH, THIS PROJECT WILL ALLOW THE CITY AND THE COALITION TO PROVIDE ADEQUATE FACILITIES TO SERVE THE HOMELESS POPULATION WHO ARE SUSCEPTIBLE TO THE CORONAVIRUS. UH, THE NAVIGATION CENTER WILL CONTINUE TO MOVE THIS AT RISK POPULATION INTO SHELTER AND INTO PERMANENT HOUSING. AND LIKE MELODY MENTIONED, WE HAVE MARK SMITH HERE IN ATTENDANCE. UH, THE 1.196 ACRE SITE IS CURRENTLY UNDER CONSTRUCTION AND BEING DEVELOPED INTO AN 85 UNIT PODIUM STYLE SENIOR HOUSING DEVELOPMENT. UH, IT WILL BE MIXED INCOME HOUSING WITH 88% OF THE UNITS BEING MADE AVAILABLE TO RESIDENTS AT OR BELOW 60% AREA MEDIAN INCOME. THE PROPERTY WILL INCLUDE 36 1 BEDROOM UNITS AND 49 2 BEDROOM UNITS. UM, BUT, UH, SINCE WE'RE GONNA BE THE ONES BRINGING THIS TO CITY COUNCIL, AND WE WANTED TO BRING IT IN FRONT OF Y'ALL FOR HOUSING COMMITTEE TO, TO, SO THAT Y'ALL HAVE AN OPPORTUNITY TO, UH, HEAR ABOUT IT AND ASK ANY QUESTIONS THAT YOU MAY HAVE. WE ARE TRADITIONALLY UNDERFUNDED MM-HMM . UH, WE ALWAYS COULD USE MORE CAPACITY. IT'S TOUGH TO PUT A NUMBER ON IT, UH, BECAUSE A LOT OF OUR CAPACITY IS LIMITED JUST BY THE BA THE AMOUNT OF MONEY WE'VE RECEIVED FOR THAT WORK. UM, SO I HONESTLY COULDN'T, UH, TJ MAY HAVE SOME THOUGHTS ON THAT AS SHE'S LOOKED AT OUR BUDGETS AND IT'S A CONVERSATION WE'RE HAVING INTERNALLY ABOUT HOW WE HANDLE THAT AS PROGRAMS ARE STARTING TO WIND DOWN. BUT, UH, THERE THERE'S ALWAYS MORE DEMAND THAN THE AVAILABLE FUNDS. RIGHT. MUCH MORE, UH, RIGHT NOW. SO IT'S, IT'S KIND OF REALLY TOUGH, TOUGH TALK ABOUT YEAH. HUGE DEMAND. I, I WOULD BE INTERESTED WHENEVER THE TIME IS APPROPRIATE, AND I DON'T KNOW IF THAT'S BUDGET JUST TO, AND EVEN THOUGH WE KNOW YOU'RE NOT ON THE GENERAL FUND, UH, PRIMARILY, BUT JUST AS, UM, HOUSING BECOMES, UH, IS CENTERED TO A LOT OF THE WORK THE CITY IS DOING AND AND LEADING, I'LL BE INTERESTED TO KNOW IN TERMS OF HUMAN RESOURCES, HOW DIVISIONS NEED TO STAFF UP JUST AS WE CAN HAVE THAT LONG TERM LOOK. UM, AND I WILL TAKE DEREK'S LEAD OF, I READ THIS PART THAT SAYS THAT HCD RECOMMENDS COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZING THE SUBMISSION OF REQUIRED MATERIALS TO THE USES DEPARTMENT OF LABOR, WHICH INCLUDES ONE APPLICATION FOR COMMUNITY PROJECT FUNDING AND CONGRESSIONALLY DIRECTED SPENDING FOR UP TO 750,000 IN FEDERAL FUNDS TO BENEFIT RESIDENTS OF THE CITY OF HOUSTON. THE EXECUTION OF THE AGREEMENTS BETWEEN THE CITY OF HOUSTON AND DOL FOR THE CPF GRANTS BY THE MAYOR OR THE MAYOR'S DESIGNEE AND THE EXECUTION OF RELATED FORMS AND DOCUMENTS FOR THE ENTITLEMENT GRANTS [00:20:01] BY THE MAYOR, THE MAYOR'S DESIGNEE. UM, THESE FUNDS WILL BE USED IN ORDER TO SUPPORT OUR EMPOWERING SOLAR JOBS PROGRAM, WHICH IS A WORKFORCE DEVELOPMENT PROGRAM FOCUSED ON PREPARING AND ACCELERATING STEM CAREER OPPORTUNITIES FOR RESIDENTS WITHOUT COLLEGE DEGREES AND LIVING IN UNDER-RESOURCED AND UNDERSERVED NEIGHBORHOODS. THE PROGRAM WILL BUILD CAPACITY BY SUPPORTING LOCAL INDUSTRY TRAINING PROVIDERS, WHICH INCLUDE HOUSTON COMMUNITY COLLEGE AND LONE STAR COLLEGE TO CREATE AN EMPLOYMENT PIPELINE FOR PROGRAM GRADUATES. THE PROGRAM WILL PROVIDE EDUCATION CERTIFICATE COURSES FOR SOLAR INSTALLATION AND CAREER PREPARATION WRAPAROUND SERVICES. HDC IS RECOMMENDING THE CITY'S ALLOCATIONS OF THE CPF AWARD, UM, FOR THE FOLLOWING CATEGORIES, WHICH IS PROGRAM, PROGRAM, COST, AND ADMINISTRATION. THIS IS AN EXCITING ITEM, UM, THAT Y'ALL ARE PRESENTING AHEAD OF TIME. UH, BUT I MUST ASK THIS, YOU KNOW, OFTENTIMES WITH FEDERAL DOLLARS, THERE'S SUCH A DELAY IN GETTING IT TO THE STREETS. SO, UM, WHAT'S YOUR ANTICIPATION WORKING, UH, CLOSELY WITH THIS GRANT IN TERMS OF WHAT WE CAN EXPECT IN TERMS OF APPLICATION AND WHEN THE DOLLARS ACTUALLY GET TO THE CITY AND WHEN WE CAN ACTUALLY DEPLOY? UM, BECAUSE I KNOW SOME OF THE PROJECTS THE CITY HAS LED THAT COUNCIL HAS VOTED ON, AND I BELIEVE THE, THE SOLAR FARM AND SUNNYSIDE, THAT'S ONE OF THEM. THAT'S A PHENOMENAL ONE. YOU KNOW, I HAVE A JOB FAIR COUNCIL MEMBER JACKSON HAS JOB FAIRS, BUT TO MAKE SURE THAT THOSE THAT, UM, HAVE NOT CHOSEN, UM, A COLLEGE PATH, BUT THE CAREER READINESS PIECE WOULD LOVE TO GET THIS IN OUR COMMUNITY. SO WHAT'S BEEN YOUR EXPERIENCE OR WHAT CAN YOU TELL US ABOUT TIMELINE? SO THIS IS THE FIRST ROUND OF THE EARMARK FUNDS THAT, UM, CONGRESSMAN GREEN AS WELL AS CONGRESSWOMAN SHEILA JACKSON, LEE AND CONGRESSWOMAN, UM, GARCIA AND, UH, CONGRESSWOMAN FLETCHER HAVE ADVOCATED FOR US. SURE. AND SO THE DEPARTMENTS, UM, HAVE BEEN IN A HIATUS WITH THAT, BUT THEY ARE WORKING VERY DILIGENTLY AT THE FEDERAL LEVEL TO MOVE THE FUNDS OUT. WE HAVE NOT RECEIVED THEM FOR THE OTHER ONES THAT YOU, UH, WERE PREVIOUSLY APPROVED FOR HUD. BUT WE DO HAVE PROGRAM OFFICERS THAT HAVE BEEN, UM, VERY SINCERE IN WANTING TO MAKE SURE THAT THESE DOLLARS HIT THE STREETS AS SOON AS POSSIBLE. OUR CONGRESSIONAL LEADERS ARE ALSO ADVOCATING VERY STRONGLY THEY WANNA SEE THIS IN EFFECT, UM, AS QUICKLY AS POSSIBLE BECAUSE THE SECOND ROUND OF FUNDING WILL ALSO, UM, HAS BEEN APPROVED AND IS MOVING FORWARD AND THEY WOULD LIKE TO SEE IF THEY CAN GET TO A THIRD. UM, BUT WE DO KNOW THAT THIS CAN TAKE TIME. SO WE ARE WORKING WITH OUR PARTNERS AT HCC AND LONE STAR. THEY'RE ALREADY CAPITALIZED IN ORDER TO MOVE THE PROGRAMMING FORWARD AND GET STARTED AS SOON AS POSSIBLE AND WAIT FOR THESE FUNDS TO COME AS A REIMBURSEMENT. AND SO THE SECOND ROUND IS APPROVED? BUT WHAT HAPPENED THE FIRST COUPLE OF TIMES IS THAT WE LEARNED ABOUT, UH, THE NEED TO GET THIS DONE AS SOON AS APRIL HIT. SO IT WAS, UM, UM, ONE WEEK TO TWO WEEK, UH, TURNAROUND PROGRAM FROM TURNAROUND PROCESS FROM WHEN WE FIRST LEARNED THAT THE FUNDS WOULD GOING TO BE MADE AVAILABLE AND TO SUBMIT OUR INITIAL APPLICATIONS. WHAT YOU HAVE NOW IN FRONT OF YOU IS THE FORMAL APPLICATION. SO WHAT WE SUBMITTED THE FIRST GO ROUND IS, UM, A SYNOPSIS OF WHAT IT IS THAT WE PLAN TO DO AND A BREAKDOWN OF WHAT THE BUDGET COULD BE. AND THEN WE FINALIZE THAT ONCE THE, UM, CONGRESS HAS REVIEWED ALL OF THOSE PROPOSALS, TAKEN THEM THROUGH COMMITTEE, AND THEN VOTED ON THEM THROUGH THE FLOOR AND APPROVED THEM. GOT IT. SO I DO WANNA CLARIFY SOME OF THE, UM, THE STATUS OF THOSE AS WE STOOD AROUND THAT TIME LAST YEAR. YOU CAN SEE WE HAD SEVERAL PROGRAMS, VERY SUCCESSFUL IN MEETING THEIR BENCHMARKS. ECONOMIC DEVELOPMENT FOR THE FIRST TIME SINCE THIS GRANT HAS BEGAN, UH, EXCEEDED THEIR BENCHMARK, WHICH IS A HUGE KUDOS TO THAT TEAM. UH, THEY WERE WORKING VERY HARD TO GET APPLICATIONS APPROVED, RESPONDING TO RFIS, MAKING SURE GLO HAD ALL OF THE INFORMATION THAT THEY NEEDED. AND SO AGAIN, THAT TEAM FOR THE FIRST TIME HAS EXCEEDED THEIR BENCHMARK. ALSO, OUR HOME BUYERS PROGRAM WAS SUCCESSFUL IN EXCEEDING ITS BENCHMARK, DECEMBER 31ST BENCHMARK, AS WELL AS PUBLIC SERVICES AND THEN OUR SINGLE FAMILY, NEW HOME DEVELOPMENT. AND, UM, SOME OF THE OTHER PROGRAMS I DO JUST WANT TO TOUCH ON A LITTLE BIT WHERE THEY WERE A LITTLE SHORT. OUR BUYOUT PROGRAM, UM, CAME IN JUST AT ABOUT 91% OF ITS BENCHMARK. HOWEVER, ALL OF THE LAND ACQUISITION COSTS HAVE ACTUALLY BEEN APPROVED BY THE GLO UNTIL NOW. WHAT WE'RE WORKING THROUGH IS THE RELOCATION ASSISTANCE PROVIDED TO ALL THOSE TENANTS. UH, WE ARE CONCLUDING WITH THE GLOS MONITORING REVIEW OF THE BUYOUT PROGRAM. UM, A LOT OF THE TRANSACTIONS ASSOCIATED WITH RELOCATION, THE GLO REQUESTED THAT WE HOLD OFF ON SUBMITTING REIMBURSEMENT REQUESTS FOR THAT RELOCATION ASSISTANCE WHILE THE MONITORING PROGRAM WAS BEING CONDUCTED. AND SO OUR INABILITY TO MEET THE BENCHMARK BY SUBMITTING REIMBURSEMENT REQUESTS FOR RELOCATION WOULD BE HINDERED BY US NOT BEING ABLE TO SUBMIT DUE TO THEIR MONITORING REVIEW. SO IF WE TAKE A LOOK AT IT, THAT ONE WAS A LITTLE SHORT. HOW LONG IS THEIR MONITORING REVIEW THAT, THAT PERIOD THEIR, UH, THEY WERE ON SITE. WHEN DID THEY, UH, BEGIN? SOMETIME IN DECEMBER, NOVEMBER. I WAS THINK IN NOVEMBER. AND THEN THEY, YEAH, BECAUSE IT WAS RIGHT BEFORE THANKSGIVING AND THEN RIGHT AFTER THANKSGIVING. CORRECT. WHEN THEY WERE ON SITE. SO WE ARE WRAPPING IT UP AND I BELIEVE REVIEWING A DRAFT REPORT, IF I REMEMBER CORRECTLY. CORRECT. OKAY. OKAY. UM, OUR HOPE PROGRAM, JUST TAKING A LOOK, HOPE HAS ALWAYS STRUGGLED JUST DUE TO THE NATURE OF THE ACTIVITY. UM, THAT'S NOT A SURPRISE TO US. MULTIFAMILY CAME IN AT ABOUT 73% OF ITS BENCHMARK, BUT AGAIN, THAT'S DUE TO THE SIX TO NINE MONTH DELAY THAT WE TALKED ABOUT ALL OF 2022. AND RELATED TO THE NON-LEASE OF NOFA THREE, UH, THE PLANNING WE'VE TALKED ABOUT ALSO PREVIOUSLY DUE TO THE CONTRACTS AND THE WAY THE PLANNING PROJECTS. SO THAT ONE WAS NOT SUCCESSFUL. AND THEN SMALL RENTAL LAST BUT NOT LEASE, SOME OF THOSE TRANSACTIONS ARE, UM, GOING TO BE CLOSING HERE IN THE NEAR FUTURE. SO ONCE THE TRANSACTIONS CLOSE, WE CAN SPEND THE MONEY AND THEN BE ABLE TO SUBMIT FOR REIMBURSEMENT. SO THE PROGRAMS THAT WERE NOT SUCCESSFUL, [00:30:01] THOSE ARE THE REASONS WHY. SO THE GLO WROTE BACK, UM, I MADE THE DETERMINATION THAT IT'S NOT CONTRIBUTING BASED OFF OF ALTERATIONS THAT NEGATIVELY IMPACTED ITS HISTORIC CHARACTER AND, AND, AND SUCH. SO THEN I PULLED OUT THE, THIS IS WHERE THE, THEY'RE NOT COMING. ALRIGHT, WELL LET ME JUST TALK TO YOU GUYS. AND SO I TOLD THEM, UH, THANK YOU FOR YOUR UPDATE AND I DON'T WANNA MAKE YOUR PLATE HEAVIER, BUT LET ME REVIEW THE STATE AND FEDERAL LAWS. SO IT'S HARDER TO ADOPT A HISTORIC DISTRICT. UM, AND ALSO THE, UH, REQUIRED, UH, BUY-IN IS 67% IN, IN HOUSTON. AND, AND SO WE'RE GONNA PROPOSE A 51% BUY-IN FOR CONSERVATION DISTRICTS. SO WE, WE HAVE THAT SORT OF, THE LAW, THE NEPA'S REALLY CLEAR. IF YOU'RE NOT ASKING AT THE LOCAL LEVEL OF THE OFFICE OF PRESERVATION ABOUT THE IMPACT, THEN YOU'RE NOT MEETING, YOU'RE, YOU'RE NOT EVEN MEETING THE LOWEST THRESHOLD. BUT IF THERE ISN'T THAT, IT'S HARDER. AND ANOTHER THING THAT HAPPENED IN PLEASANTVILLE IS THERE WERE DEED RESTRICTIONS AS WELL. MM-HMM . THAT HELP, BUT I DON'T THINK YOU NEED THEM. UM, I ALSO WANTED TO PUT ON YOUR RADAR, UM, IN THE PAST WE HAVE SPOKEN ABOUT A DESIGN ORDINANCE AND I ALSO WANTED TO KNOW WHERE THINGS STOOD WITH THAT DESIGN ORDINANCE THAT ALSO PROTECT THE NATURE OF SOME OF OUR HISTORIC NEIGHBORHOODS, UM, FROM NOT NECESSARILY HOME CONSTRUCTION, BUT OTHER IMPEDIMENTS THAT CAN TAKE AWAY FROM THE NATURE OF THAT HISTORIC AREA. AND THERE WE WERE ABLE, BECAUSE WE HAVE A LOCALLY DESIGNATED DISTRICT TO HAVE AN IMPACT ON HOW THE CELL TOWER AND EQUIPMENT LOOKED LIKE, YOU KNOW, THE BIG, THE 5G BOXES THAT ARE GOING AROUND THAT WE SEE EVERYWHERE. AND, UM, AND THAT, AND THEN THERE WAS A STATE LAW THAT SAID IF A CITY HAS DESIGNED DISTRICTS, THEN THEY CAN REGULATE THE CELL TOWERS. AND THIS TIES BACK TO ABOUT 2016 OR 2018 WHEN THE STATE PASSED A LAW THAT SAID IF THE UNI, THAT MUNICIPALITIES MAY NOT REGULATE CELLULAR TOWERS UNLESS THEY HAVE THAT. OKAY. SO ANYHOW, THAT'S, THAT'S THAT TOPIC. AND COUNCIL MEMBER, I'M NOT FAMILIAR WITH WHO'S, IF, IF THAT WORK IS MOVING FORWARD. SO, UM, I'VE HEARD A COUPLE OF REQUESTS, UM, HOLD ON ONE SECOND. BUT SEEING TODAY'S REPORT THAT THERE'S $150,000 OF TURS MONEY GOING TO, UH, RECONFIGURE CUBICLES AT 2100 TRAVIS, UH, CITIZENS, I DON'T THINK FEEL LIKE UHT MONEY OR CITIZENS FEEL LIKE TURS MONEY SHOULD BE USED FOR AFFORDABLE HOUSING. AND I DO UNDERSTAND THAT THERE ARE ADMINISTRATIVE COSTS THAT THE DEPARTMENT IS ENTITLED TO USE, BUT I STILL WOULD LIKE TO, IT WOULD BE VERY HELPFUL TO SEE HOW THOSE TOURS MONIES ARE BROKEN DOWN.
