OF BUSINESS IS ROMAN ONE, WHICH IS PRESENTATION OF PUBLIC COMMENTS AND CONSIDERATION OF THE PROPOSED RESIDENTIAL BUFFERING ORDINANCE AMENDMENTS.MS. VANDY THEN SHOW PROPOSE RESIDENTIAL BUFFERING AMENDMENTS FOR YOUR CONSIDERATION.
UM, STAFF WORKED ON THESE AMENDMENTS WITH LIVABLE PLACES ACTION COMMITTEE AND INPUT FROM THE COMMUNITY.
JUST TO MAKE SURE EVERYONE IS AWARE, LIVABLE PLACES ACTION COMMITTEE IS A COMMITTEE OF THE HOUSTON PLANNING COMMISSION TO CREATE OPPORTUNITIES WITHIN OUR DEVELOPMENT STANDARDS THAT ENCOURAGE HOUSING VARIETY AND AFFORDABILITY.
THIS EFFORT IS THE IMPLEMENTATION OF COMMUNITIES PREFERENCES IDENTIFIED THROUGH ACTION STEPS IN SEVERAL PREVIOUS PLANNING EFFORTS SUCH AS PLAN HOUSTON, RESILIENT HOUSTON, AND OTHERS.
THE PROPOSED ORDINANCE AMENDMENTS ARE ONE OF THE FIRST THINGS THIS COMMITTEE WORKED ON AFTER HEARING COMMUNITY CONCERNS DURING THE WALKABLE PLACES PROJECT.
THESE AMENDMENTS INCLUDE CHANGES NOT ONLY TO CHAPTER 42, BUT ALSO TO CONSTRUCTION CODE, ELECTRIC CODE, AND CHAPTER 39, WHICH IS SOLID WASTE ORDINANCE AS A PACKAGE.
THE TOPICS INCLUDED IN THESE AMENDMENTS ARE RESIDENTIAL BUFFERING STANDARDS, GARAGE SCREENING STANDARDS, LIGHTING FIXTURE STANDARDS, AND DUMPSTER SCREENING STANDARDS.
A QUICK RECAP ON THEM BEFORE WE GET TO THE PUBLIC COMMENTS.
IN THE CHANGES TO THE RESIDENTIAL BUFFERING STANDARDS, HIGH RISE STRUCTURES THAT ARE TALLER THAN 75 FEET TO THE HIGHEST HABITABLE FLOOR MUST PROVIDE A BUFFER OF 30 OR 40 FEET FROM SINGLE FAMILY, RESIDENTIAL, OR MULTI-UNIT RESIDENTIAL DEVELOPMENTS WHEN THEY'RE ALONG A LOCAL STREET OR COLLECTOR STREETS THAT IS NOT WITHIN THE, UM, MAC AREA.
WE ALSO INTRODUCED, UH, AN ADDITIONAL CATEGORY OF MID-RISE STRUCTURES TALLER THAN 65 FEET.
THAT MUST PROVIDE BUFFER OF 15 FEET FROM SINGLE FAMILY, RESIDENTIAL, AND MULTI-UNIT RESIDENTIAL DEVELOPMENTS WHEN ALONG A LOCAL STREET.
IN THIS SLIDE, YOU CAN SEE, UM, THE STANDARDS, THE CURRENT EXISTING STANDARDS, AND THERE IS ONLY ONE BUFFER STANDARD OF FOR THE HIGH RISE STRUCTURES.
HERE IS AN ILLUSTRATION IDENTIFYING THE TWO CATEGORIES, HIGH RISE AND MID-RISE, IDENTIFYING THE BUFFERING DISTANCES AND THE CHANGES PROPOSED POST IN THE NEXT SLIDE, GARAGE SCREENING STANDARDS.

THESE AMENDMENTS, WHAT WE ARE PROPOSING IS, UM, ALL PARKING GARAGE FACES THAT ABERT OR ACROSS THE STREET FROM RESIDENTIAL DEVELOPMENT MUST PROVIDE EXTERIOR COVER OF 15 INCHES FOR ALL TIER, THE PARKING GARAGE STRUCTURES WHEN THEY'RE ABORTING A PUBLIC STREET OR RESIDENTIAL DEVELOPMENT.UM, TO NOT CREATE LIGHT TRESPASS, THE INTERNAL GARAGE FIXTURES MUST HAVE THE LIGHTS FOCUSED APPROPRIATELY AND PROVIDE A PHOTOMETRIC PLAN OR MUST PROVIDE FULL SCREENING.
IN THIS NEXT SLIDE, YOU CAN, UM, SEE HOW THE CAR HEADLIGHTS CAN BE ADDRESSED.
AS YOU CAN SEE IN THE PROPOSED STANDARDS, EACH FLOOR OF THE GARAGE STRUCTURE AING A RESIDENTIAL PROPERTY OR PUBLIC STREET MUST PROVIDE 50 INCHES OF EXTERIOR COVER, WHICH USED TO BE 42 INCHES.
THIS DOES NOT HAVE TO BE A MASONRY WALL.
IT CAN BE ANY OPAQUE MATERIAL OR SCREEN MESH MATERIAL THAT CAN BLOCK HEADLIGHTS FROM SHINING ONTO THE EING PROPERTIES, UM, UH, AT THE PROPERTY WHEN LOOKED AT FROM THE PROPERTY LINE.
IN THIS, UM, SORRY, YOU CAN KEEP THIS SLIDE.

AND THEY'RE RECOMMENDED TO USE FULL CUTOFF FIXTURES, THEY MUST HAVE A MAXIMUM CORRELATED COLOR TEMPERATURE OF 3,500 KELVINS AND MINIMUM COLOR RENDERING INDEX OF 70.
IN THIS IMAGE, UH, IN THIS ILLUSTRATION, YOU CAN SEE, UM, THAT THE PROPOSED STANDARDS PREVENT LIGHT RES TO PREVENT LIGHT TRESPASS.

SIX WERE NEUTRAL AND SIX WERE UNRELATED TO THE TOPIC THAT WE ARE DISCUSSING.
WE EVALUATED ALL OF THE COMMENTS OR SUGGESTIONS RECEIVED AND PREPARED A MATRIX TO SHOW WHAT ACTION WAS TAKEN, WHICH IS MADE PART OF THE AGENDA.
ALSO, PART OF THE AGENDA IS AN ORDINANCE AMENDMENT SIDE BY SIDE DOCUMENT TO SHOW THE CURRENT

50 INCHES EXTERIOR COVER FOR GARAGES MAY CREATE ISSUES WITH OPENNESS, IS ONE OF THE CONCERNS.
EXTERIOR COVER FOR THE GARAGES CANNOT FULLY BLOCK LIGHT IF IT IS A METAL, UM, SCREEN MATERIAL IS ANOTHER CONCERN.
3,500 KELVIN'S CORRELATED COLOR TEMPERATURE IS NOT ADEQUATE FOR SECURITY PURPOSES OR SURVEILLANCE VIDEO CLARITY.
SO THESE ARE SOME OF THE CONCERNS THAT ARE STILL BEING WORKED OUT.
ALL THESE CONCERNS ARE GIVEN A THOROUGH LOOK AND WE ARE WORKING OUT SOME DETAILS STILL AS THESE ARE NOT PART OF CHAPTER 42.
