TODAY WE HAVE A VERY ROBUST AGENDA AND WE'LL HEAR SEVERAL PRESENTATIONS FROM OUR FINANCE DEPARTMENT WITH RECOMMENDATIONS FOR COUNCIL APPROVAL, APPROPRIATION, OFTS, AFFORDABLE HOUSING FUNDS.
WE'RE ALSO HERE FROM THE PUBLIC SERVICES DIVISION WITH ORDINANCE RECOMMENDATIONS FOR COUNCIL TO APPROVE TWO GRANT AWARDS AND AUTHORIZE VARIOUS LEVEL CONTRACT AGREEMENTS BETWEEN THE CITY AND VARIOUS ORGANIZATIONS.
WE'LL ALSO HEAR FROM OUR AFFORDABLE HOME DEVELOPMENT PROGRAM AND ORDINANCE RECOMMENDATION FOR COUNCIL APPROVAL OF TWO CONTRACTUAL AGREEMENTS BETWEEN THE CITY OF HOUSTON AND EXTERNAL ENTITIES.
LASTLY, WE WILL HEAR DIRECTOR COMMENTS.
WE DO HAVE TWO PUBLIC, FOUR PUBLIC SPEAKERS SIGNED UP TODAY, AND WE WILL HEAR THEM AT THE CONCLUSION OF THIS MEETING.
AT THIS TIME, I WOULD LIKE TO WELCOME OUR DEPUTY ASSISTANT DIRECTOR AND OUR DIRECTOR OF OUR DEPARTMENT, CFO TAMIKA JONES, TO PROVIDE PRESENTATIONS ON BOTH SINGLE FAMILY HOME REPAIR AND OUR HOMEOWNER'S ASSISTANCE PROGRAM.

COMMITTEE AND COUNCIL MEMBERS HOUSING AND COMMUNITY DEVELOPMENT IS REQUESTING COUNCIL APPROPRIATION OF $14,388,041 AND 69 CENTS OFTS AFFORDABLE HOUSING TO BE USED FOR SINGLE FAMILY AND DISASTER RECOVERY ACTIVITIES, AS WELL AS TO ADMINISTER THE CITY'S AFFORDABLE HOME ACTIVITIES.
THE ORDINANCE DOES APPROPRIATE FUNDS FOR ADMINISTRATIVE USE, UH, AND FOR THOSE DIRECT PROGRAM ACTIVITIES, SPECIFIC CONTRACTS WILL BE BROUGHT TO CITY COUNCIL FOR ALLOCATION IN ACCORDANCE WITH THE LOCAL PROCUREMENT RULES.
WE ARE REQUESTING THAT THE APPROPRIATION BE AS FOLLOWS.
$7 MILLION, UH, TO FUND DISASTER RECOVERY PROGRAM COSTS THAT HAVE BEEN DEEMED EITHER INELIGIBLE AND OR DISALLOWED AFFORDABLE HOUSING ADMINISTRATION, AND THEN FEDERAL AND STATE GRANT LEVERAGING, UM, WHICH IS THE ADMINISTRATIVE COST FOR ADMINISTERING OUR LOCAL STATE AND FEDERALLY FUNDED, UH, ACTIVITIES BY THE DEPARTMENT IN THE AMOUNT OF $5,223,662 AND 54 CENTS.
WE ARE ALSO ASKING FOR $500,000, UM, TO BE SET ASIDE FOR EFFORTS LEADING TO PERMANENT HOMES FOR OUR HOMELESS INDIVIDUALS AND FAMILIES.
AND THEN LAST $1,664,379 AND 15 CENTS TO BE USED FOR SINGLE FAMILY ACTIVITIES, UH, INCLUDED BUT NOT LIMITED TO HOME REPAIR, NEW CONSTRUCTION DOWN PAYMENT ASSISTANCE, AND THEN ACTIVITY DELIVERY COST.
THAT DOES CONCLUDE MY PRESENTATION FOR A TOTAL OUT APPROPRIATION OF $14,388,041 AND 69 CENTS.

I BELIEVE THERE'S ANOTHER ALLOCATION OF A DOWN PAYMENT ASSISTANCE, SO IT'LL BE GOOD SO WE CAN HAVE A CLEAR IDEA OF HOW MUCH WE'RE INVESTING IN HOME OWNERSHIP IN THE CITY FROM THAT PERSPECTIVE TO HAVE THAT BREAKDOWN.

SO I, I DON'T KNOW IF THEY ARE UNDER THE IMPRESSION THAT, UH, THE 14 MILLION IS RELATED TO THE CLTS BUDGET.
I, AND I WOULD HOPE THAT MAYBE SOMEBODY FROM THE HOUSING DEPARTMENT WOULD BE HERE FOR PUBLIC SESSION TODAY IN CASE PEOPLE FROM THE PUBLIC HAVE QUESTIONS SURE.

THERE IS ALSO A, A TURS BOND THAT WAS SOLD BY UPTOWN TURS FOR A HUNDRED MILLION DOLLARS.
THAT DOES, UM, HAVE AN APPROPRIATION FOR THE CLT THAT IS THE TURS BOND, WHICH IS SEPARATE FROM ANNUAL ALLOCATION, UH, BUT BECAUSE OF THE WORD TURS, PEOPLE WHO CAN OFTEN CONFUSE THEM.

AND I, AND I DO THINK THAT IT'S IMPORTANT THAT THE PUBLIC CAN MAKE THOSE DISTINCTIONS AND THAT WE CAN PROVIDE THEM WITH THAT INFORMATION WHEN THEY COME TO SPEAK.

'CAUSE A TOTAL OF 14,388,007 MILLION FUNDING FOR DISASTER, AND THEN THE 5 MILLION FOR ADMINISTRATIVE COSTS.
UH, AND THEN HERE HOMELESSNESS IS, IS, UH, 500,000 OUT OF THE 14 MILLION DEDICATED FOR PERMANENT HOMES FOR HOMELESS INDIVIDUALS.
SO CAN YOU ELABORATE WHAT 7 MILLION EXACTLY IS GONNA BE USED FOR IN THE 5 MILLION? WOULD YOU LIKE ME TO TAKE IT? SURE.
SO THE 7 MILLION, AS WE GO THROUGH OUR VARIOUS DISASTER PROGRAMS, WHETHER THAT IS DR 16 OR MORE RECENTLY, DR.
17, YOU'RE WELL AWARE OF ALL OF THE CONVERSATIONS AND DISCUSSIONS WITH THE GLO ON ELIGIBILITY OF COSTS AND COSTS THAT THEY ARE EITHER DISALLOWING OR REJECTING.
AND SO WHILE IT IS FUNDING FOR THOSE DISALLOWED AND OR INELIGIBLE ITEMS, IT'S REALLY GOING TO BE THOSE THAT RELATE TO SINGLE FAMILY AND SOME OF THE MULTIFAMILY ACTIVITIES RESULTING FROM THOSE ITEMS WHERE OUR DISASTER FUNDS EITHER CANNOT BE USED OR HAVE BEEN REJECTED TO BE USED.
SO COSTS THAT GEOLOG JUST ARE SAYING, WE'RE NOT GONNA PAY YOU BACK FOR, OR THAT WE'RE GOING TO DISALLOW FOR WHATEVER REASON THEY FIND TO DISALLOW THE COST.
WE HAVE TO BE ABLE TO FIND ANOTHER WAY TO COVER THOSE COSTS.
SO FOR EXAMPLE, FOR EXAMPLE, IN A PUBLIC SESSION, WE'VE HAD INDIVIDUALS THAT HAVE COME SAYING THAT THEIR HOMES WERE DAMAGED DURING HURRICANE HARVEY AND THEY STILL HAVEN'T GOTTEN ASSISTANCE.
AND THE MAYOR SAYS, WELL, IT'S BECAUSE OF GLO, DA DA DA.
SO THIS IS MONIES THAT COULD ASSIST THOSE INDIVIDUALS.
SO THERE ARE ALSO CASES WHERE, UM, GLO HAS DISALLOWED EITHER A PORTION OF IT, MAYBE CONSIDERED THE HOMEOWNER INELIGIBLE OR WHATEVER PORTION OF THEIR CONSTRUCTION INELIGIBLE, UH, WHETHER IT COULD BE ASBESTOS MITIGATION, UM, FLOOD INSURANCE FOR A MYRIAD OF REASONS.
ALL THOSE COSTS THAT WE, UH, HAVE EXPENDED TO MAKE SURE THAT THE HOMEOWNER IS BACK INTO A WELL HOME, A SAFE AND SANITARY HOME, THE COSTS ARE INELIGIBLE FOR THROUGH THE GLO.
AND SO WE HAVE TO BE ABLE TO FIND ANOTHER WAY TO FUND IT.
AND THEN ON THE ADMIN SIDE, UM, IF YOU, I'M NOT SURE IF YOU'RE WELL AWARE, BUT ON OUR GRANTS, WE RECEIVE VERY LITTLE PERCENTAGE TO BE ABLE TO COVER SOME OF THE ADMINISTRATIVE COSTS TO CONDUCT SOME OF THE PROGRAMS. SO FOR EXAMPLE, ON OUR HARVEY GRANT AND MOST

DISASTER GRANTS, WE CAN RECEIVE UP TO 5% OF THE TOTAL GRANT ALLOTMENT FOR ADMINISTRATIVE COSTS.HOWEVER, WITH OUR HARVEY GRANT, WE ARE ONLY RECEIVING 1.8% OF THE GRANT AMOUNT TO COVER OUR ADMINISTRATIVE COSTS.
AND SO WHAT WE HAVE DONE IS SUPPLEMENTED, UM, IN THE PAST YEAR, SUPPLEMENTED USING TURS FUNDS TO BE ABLE TO COME TO COVER SOME OF THE ADMINISTRATIVE COSTS THAT WE'RE NOT ABLE TO SEEK REIMBURSEMENT FOR THROUGH OUR GRANTS.
AND WE HAVE ONE OTHER, UM, BEFORE I MOVE TO VICE MAYOR PRO TIM, AND JUST TO COLOR IN THE LINES, WHEN WE DID THE SECOND AGREEMENT WITH GLO, THEY CUT OUR ADMINISTRATIVE 50%.
SO WHAT WE HAD ADMINISTRATIVE BUDGET LINE TO PERFORM A LOT OF THESE ACTIVITIES, THEY CUT THAT IN HALF.
IN ADDITION TO THE FACT THAT THEY'RE CUTTING, IT'S WE'RE ONLY ONE POINT.
ORIGINALLY OUR BUDGET, UM, BY 30 MILLION, THE FIRST, THE REVISED GO AGREEMENT FOR ADMIN ADMIN COSTS, UH, WE WERE ELIGIBLE FOR UP TO 31.2, I BELIEVE.
UM, 31 POINT SOMETHING, I BELIEVE 31.2.
AND THEN WHEN WE RECEIVED THE REVISED AGREEMENT IN JUNE OF LAST YEAR, IT WAS SLASHED TO 15 MILLION.
AND SO THAT AFFECTED HOW WE DO BUSINESS INTERNALLY.
HOW WE DO BUSINESS WITH OTHER CITY DEPARTMENTS.
I MEAN, WE HAVE, WE HAVE VARIOUS LETTERS OF AGREEMENT, EVEN WITH CENTRAL FINANCE IN THE CONTROLLER'S OFFICE, TO BE ABLE TO HELP FUND SOME POSITIONS THAT WE KNOW BECAUSE OF THE INCREASED VOLUME OF ACTIVITY AND ASSISTANCE WE'RE PROVIDING, THAT WE CAN NO LONGER FUND BECAUSE THE BUDGET WAS SLASHED OVER 50%.
AND SO WE HAVE TO BE ABLE TO FIND A WAY TO RECOVER THOSE COSTS BECAUSE THOSE ACTIVITIES STILL HAVE TO GET DONE.
WE STILL HAVE TO PROCESS THE CHECKS.
WE STILL HAVE TO GET THOSE, YOU KNOW, HOMEOWNERS TO BE ASSISTED AND WE HAVE TO FIND A WAY TO COVER THOSE COSTS.
VICE MAYOR PRO TEM, MY LAST COMMENT IS, UH, IN THAT $7 MILLION, DOES THAT INCLUDE THE OPPORTUNITY TO MAKE HOMEOWNERS WHOLE THAT HAVE STARTED OUT WITH A FOUR BEDROOM HOME THAT WAS, UM, FLOODED AND NOW THE GLO IS ONLY REBUILDING THEM A TWO BEDROOM HOME? ARE WE ABLE TO USE THIS POT OF MONEY TO MAKE HOMEOWNERS WHOLE? YES, MA'AM.
SO NOW WE'RE GONNA MOVE INTO OUR PRESENTATION ON OUR PUBLIC SERVICES.
WE HAVE NINE ITEMS WE'RE GONNA PRESENT TODAY AND BRINGING UP DEPUTY ASSISTANT DIRECTOR MELANIE BARR.
SO I WILL, UM, TRY TO GO THROUGH THIS QUICKLY AND ANSWER ANY QUESTIONS YOU MAY HAVE.
SO ITEM THREE A, THE DEPARTMENT IS PRESENTING A NEW AGREEMENT WITH A COALITION FOR THE HOMELESS OF HOUSTON HARRIS COUNTY TO PROVIDE UP TO $130,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT, CDBG FUNDS FOR STRATEGIC HOMELESS PLANNING ACTIVITIES.
THE AGREEMENT PROVIDES FUNDING TO FINANCE THE ADMINISTRATION AND OPERATION OF THE COALITION FOR THE HOMELESS AS THE LEAD AGENCY ON BEHALF OF THE CITY AND COUNTY TO PERFORM MANDATED ACTIVITIES.
AS PART OF THE CONTINUUM OF CARE PROGRAMS, ACTIVITIES MUST BE PERFORMED TO ENABLE LOCAL SERVICE PROVIDERS TO RECEIVE APPROXIMATELY $42 MILLION IN FEDERAL COC FUNDS TO COMBAT HOMELESSNESS.
THE MAIN ACTIVITY INCLUDES THE POINT IN TIME OR ENUMERATION, WHICH OCCURS EVERY JANUARY.
MANY OF YOU ARE FAMILIAR, AS MANY OF YOU HAVE, UM, VOLUNTEERED FOR THAT PARTICULAR COUNT, THIS ANNUAL COUNT, UM, OF HOMELESS INDIVIDUALS, UH, WHICH IS FACILITATED BY THE COALITION AND WHICH IS REQUIRED OF ALL COMMUNITIES RECEIVING FUNDING FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
THE COUNT IS REPORTED TO HUD, AND THIS IS ONE OF THE FACTORS IN DETERMINING THE AMOUNT OF FUNDING THAT OUR COMMUNITY RECEIVES AND SUPPORTIVE HOUSING PROGRAM GRANTS.
THE COALITION FOR THE HOMELESS HAS RECEIVED FUNDING THROUGH THE CITY FOR VARIOUS CONTRACTS SINCE AT LEAST 1997.
THERE ARE NO FINDINGS IN THE MOST RECENT ANNUAL COMPLIANCE MONITORING REPORT.
AND TODAY WE HAVE MIKE NICHOLS, PRESIDENT AND CEO, ALONG WITH MARK SMITH, DIRECTOR OF STRATEGIC PLANNING IN THE AUDIENCE.
AND IF I CAN JUST ADD, I KNOW THERE ARE, UM, COUNCIL MEMBER PECK, AND LET ME, UM, ACKNOWLEDGE COUNCIL MEMBER PECK, HER STAFF'S NOT HERE.
UM, BUT IF YOU CAN JUST SEE BY THE, UM, THE AMOUNT OF ACTIVITY THAT THIS 130,000 IS SUPPOSED TO PROVIDE, IT'S ACTUALLY REALLY MEANINGFUL FOR A VERY SMALL AMOUNT OF MONEY.
UM, AND AS YOU CAN RECALL, THE COALITION IS A PARTNER WITH US, WITH OUR NAVIGATION CENTER AND OTHER EFFORTS THAT WE'RE DOING TO ERADICATE HOMELESSNESS IN THE CITY.
AS WE'RE GETTING MORE, UM, INDIVIDUALS INTO THE NAVIGATION CENTER AND TO OTHER SUPPORTIVE HOUSING, UM, PLACES, ARE WE ANTICIPATING HOW THAT MIGHT AFFECT FUNDING THAT WE'RE RECEIVING FROM LIKE THE FEDERAL GOVERNMENT OR THE STATE FOR, UM, PROVIDING THOSE TYPES OF SERVICES? LIKE, ARE WE EXPECTING THAT NUMBER TO GO DOWN AND WE MIGHT HAVE TO SUPPLEMENT SOMEWHERE ELSE? I MEAN, OBVIOUSLY THAT'S A GOOD PROBLEM TO HAVE, BUT ARE

UM, THIS IS A TRI-PARTY AGREEMENT BETWEEN THE COUNTY AND HOUSTON AND THE COALITION.
AND WE WORK, UM, COLLABORATIVELY TOGETHER.
SO WE, OUR WORKING DOCUMENTS, WE HAVE A VERY, A SHARED BUDGET TO KIND OF SEE WHERE DO WE MOVE, WHAT'S THE BEST IMPACT OF THE FUNDING, AND WE ARE CONSISTENTLY MONITORING OUR AGENCIES.
SO IF THEY'RE NOT SPENDING, OR IF THE COSTS ACTUALLY ARE CHEAPER THAN WE ANTICIPATED, WE'RE ABLE TO MOVE THAT MONEY AROUND.

THIS PROGRAM WILL BENEFIT A MINIMUM OF 100 HOUSEHOLDS EXPERIENCING OR AT RISK OF EXPERIENCING HOMELESSNESS DUE TO IMPACTS OF COVID-19 AND MAY BE SURVIVORS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, OR HUMAN TRAFFICKING.
THIS PROGRAM IS PART OF THE COMMUNITY COVID HOUSING PROGRAM, COMMONLY REFERRED TO AS CHIP PHASE TWO, AND WILL PROVIDE MOBILE AND HOME-BASED SUPPORT SERVICES TO HOUSEHOLDS REFERRED BY HOMELESS PROVIDERS.
ADDITIONALLY, SOME OF THE PERMANENT SUPPORTIVE HOUSING SITES WILL BE IDENTIFIED FOR INTERVENTIONS SUCH AS GROUP WORK, EDUCATION, AWARENESS ACTIVITIES, INDIVIDUAL ADVOCACY AND SERVICES.
THE MOBILE TRAUMA SUPPORT TEAM WILL WORK WITH ENCAMPMENTS, THE NAVIGATION CENTER, AND OUTREACH TEAMS WHEN NEEDS ARE IDENTIFIED.
THIS IS THE FIRST AGREEMENT WITH THE COORDINATING COUNCIL.
THIS AGENCY WAS SELECTED FOR FUNDING THROUGH A JOINT REQUEST FOR EXPRESSION OF INTEREST RELEASED IN MARCH OF 2022.
DETERMINE THIS AGREEMENT WILL BE FROM COUNTER SIGNATURE DATE UPON THE PASSAGE OF CITY COUNCIL AND RUN THROUGH DECEMBER 31ST, 2023 WITH THE ONE YEAR OPTIONAL EXTENSION.

ITEM THREE C, THE DEPARTMENT'S PRESENTING A FOURTH AMENDMENT TO THE SUB RECIPIENT AGREEMENT WITH HEALTHCARE FOR THE HOMELESS HOUSTON TO EXTEND THE TERM AND PROVIDE UP TO AN ADDITIONAL $150,000 IN CDBG FUNDING FOR THE OPERATIONS OF PROJECT ACCESS HOMELESS TRANSPORTATION PROGRAM BENEFITING 1800 HOMELESS RIDERS.
THOSE SERVICES INCLUDE THE OPERATION OF 40 PASSENGER A DA ACCESSIBLE BUS, MONDAY THROUGH FRIDAY FROM 7:00 AM TO 5:00 PM 52 WEEKS A YEAR, WHICH STOPS TO APPROXIMATELY 23 SERVICE PROVIDERS.
THIS PROGRAM WILL PROVIDE TRANSPORTATION TO A MINIMUM OF 1800 HOMELESS PERSONS.
TOTAL MORE THAN 24,000 TRIPS ANNUALLY, AVERAGING 120 RIDES DAILY.
THERE IS A COMMUNITY HEALTH WORKER TO RIDE ON THE BUS TO SERVE AS A RESOURCE FOR RIDERS, IMPROVE OUTREACH, SERVE AS A LIAISON, AND COORDINATE WITH OTHER HOMELESS PROVIDERS.
HEALTHCARE FOR THE HOMELESS HAS RECEIVED FUNDING THROUGH THE CITY FOR VARIOUS CONTRACTS SINCE 2003.
THERE WERE NO FINDINGS IN THEIR ANNUAL COMPLIANCE REPORT.
AND TODAY WE HAVE ANGELICA ZIMMERMAN, CHIEF DEVELOPMENT OFFICER, AND KENNETH FAULK, UH, DEVELOPMENT ASSOCIATE HERE IN THE AUDIENCE.

THE PARTICIPANTS ARE, AS THEY'RE COMMONLY REFERRED TO AS TRAINEES, RECEIVE CUSTOMIZED TRAINING CURRICULUM CONSISTING OF LIFE SKILLS, JOB READINESS, HANDS-ON TRAINING, COMMUNITY-BASED VOCATIONAL INSTRUCTION, AND MORE IN A SAFE, SUPPORTIVE LEARNING ENVIRONMENT.

AND THE THIRD BEING, AND THE THIRD BEING SCALE, WHICH IS SO IMPORTANT 'CAUSE THERE'S SO MANY GREAT ORGANIZATIONS THAT HELP 20, 30, 50, 60 PEOPLE.
THERE'S A VERY IMPORTANT, BUT WHAT HAS HAPPENED IN

AND THEY JUST NEED MORE PEOPLE TO SPEED THAT UP.
UH, THE SECOND IS PROBABLY, UH, WE'RE DOING A PILOT PROGRAM ON FUNDING TO GET FOLKS INTO THOSE HOUSING IN THE, IN, IN THE EARLY DAYS.
BUT WITH THE FUNDING WE HAVE IN VOUCHERS, WE HAVE TO WAIT TILL THAT'S ALL DONE BEFORE WE CAN GET FOLKS INTO HOUSING.

BUT DOES THE CITY INCENT, UM, LANDLORDS ANY PARTICULAR WAY TO PARTICIPATE? THERE ARE PROGRAMS WITHIN THE COVID HOUSING PROGRAM THAT HAS LANDLORD INCENTIVE FEES THAT THE CITY HAS.
I BELIEVE IT'S A CITY THAT HAS HELPED FUND, UH, THROUGH THAT PROGRAM.
AND THOSE INCENTIVE FEES ARE ONE THING THAT HELPS GET LANDLORDS INVOLVED.
BUT AGAIN, THE DIFFICULTIES WE NEED TO SPEED UP THE PROCESS TO MOVE PEOPLE IN.
AND JUST TO CLARIFY YOU ON THE INCENTIVE FEES.
THEY ARE, UH, THEY'RE LIMITED TO TWO MONTHS WORTH OF THE SECURITY DEPOSIT.

THIS ORDINANCE IS REQUIRED TO MAKE THE AMENDMENT TO THE CONTRACT.

THE YOUTH SET ASIDE FUNDING MUST BE USED ON ACTIVITIES ELIMINATING, PREVENTING HOMELESSNESS IN YOUTH HEADED HOUSEHOLDS.

UH, REHABS, UH, FACILITIES FOR ELDERLY OR SUPPORTIVE HOUSING DEVELOPMENTS WILL BE EXEMPT FROM THAT REQUIREMENT.
UH, DEVELOPMENTS UNDER REHAB ARE EXEMPT FROM POVERTY AND CRIME RATE, NEIGHBORHOOD RISK, UH, MITIGATION.
AND THEN ALSO THEY'VE ELIMINATED THE, UM, NEIGHBORHOOD RISK FACTOR FOR BLIGHT.
CLARIFY THAT DEFINITION OF WHAT THEY'RE DEFINING AS RISK FACTOR FOR BLIGHT.

AND THE IMPACT OF FAMILIES THAT WE WILL NO LONGER BE ABLE TO SUPPORT.
SO IF WE TAKE A LOOK JUST AT OUR HOME BUYERS' ASSISTANCE WHERE WE WERE PROVIDING $30,000 OF DOWN PAYMENT ASSISTANCE, THE REDUCTION OF OVER $15.3 MILLION IS GOING TO TAKE THAT $30,000 ASSISTANCE DIRECTLY OUT OF THE HANDS OF FIRST TIME HOME BUYERS OR THOSE LOW INCOME HOME BUYERS THAT NEED ASSISTANCE TO BE ABLE TO AFFORD.
UM, ONE OF OUR, ONE OF OUR PROPERTIES, IF YOU TAKE A LOOK AT OUR HOME BUYER, OUR HOMEOWNER ASSISTANCE PROGRAM, THE HOPE PROGRAM THAT'S JUST OVER $13 MILLION THAT WILL BE TAKEN OUT OF WHETHER IT'S HOMES THAT HAVE BEEN DAMAGED AND HARVEY THAT EITHER NEED REHABILITATION OR RECONSTRUCTION.
UM, THE GLO IS GOING TO TAKE THIS $141 MILLION AND PUT IT INTO THEIR HOMEOWNER ASSISTANCE PROGRAM WHERE THEY ARE GOING TO DECIDE WHICH HOMEOWNERS ARE GOING TO RECEIVE THE ASSISTANCE VERSUS WHAT, UH, WHERE WE WOULD HAVE THE LUXURY OF DOING THAT HERE IN THE CITY.
ECONOMIC DEVELOPMENT, IF WE JUMP BACK UP 11.3 MILLION, THIS IS $11.3 MILLION THAT'S TAKEN AWAY FROM BUSINESSES THAT WERE IMPACTED BY HARVEY.
UM, AGAIN, DETRIMENTAL THERE TO THOSE BUSINESSES RECEIVING UP TO $150,000 OF ASSISTANCE EACH, UM, MULTI-FAMILY, THE LARGEST IMPACT WITH JUST UNDER $50 MILLION, UM, GOING TAKEN, BEING TAKEN AWAY OUT OF OUR MULTI-FAMILY PROGRAM TO BE PUT TOWARDS THE G LO'S HOMEOWNER ASSISTANCE PROGRAM.
UH, PUBLIC SERVICES HAD THEIR BUDGET SLASHED BY TWO THIRDS.
UM, THEY WERE ABLE TO KEEP JUST 20 MILLION OF THE ORIGINAL $60 MILLION.
AND YOU MELODY, UM, ALWAYS HER STORIES AND THE AGENCIES THAT WE SERVE WITH THOSE DOLLARS, YOU CAN IMAGINE THE IMPACT TO OUR LOCAL RESIDENTS.
AND THEN LAST BUT NOT LEAST, OUR SMALL RENTAL PROPERTY, UM, AND SMALL RENTAL PROGRAM SIGNIFICANTLY REDUCING.
WHICH RAISES A A REALLY GOOD POINT, YOU KNOW, IN THE PAST, THE LAST FEW CYCLES FOR OUR 9% TAX CREDITS, WE SUPPLEMENTED PROJECTS WITH DR 17 MULTI-FAMILY.
SO WHAT DO WE ANTICIPATE MOVING FORWARD WITH THE 2023 CYCLE IN TERMS OF FINANCIAL SUPPORT TO THESE PROJECTS? WOULD YOU LIKE TO ANSWER THAT? WELL, AND WE'RE, WE'RE STILL, BESIDES A LOT LESS
UH, I JUST WANTED TO PUT A LITTLE POINT ON THAT.
'CAUSE I THINK, YOU KNOW, THE SIGNIFICANT REDUCTION AT $30,000, OVER 15 MILLION, YOU KNOW, BY MY MATH, THAT'S REDUCING IT BY 510 HOMES.
UH, SO, YOU KNOW, LET THAT SINK IN A LITTLE BIT HERE AS WE BUILD BACK.
THAT'S, UH, THAT IS A TOUGH PILL TO SWALLOW.
AND THIS, AND THIS IS A COMMENT, UH, OUT OF FRUSTRATION BECAUSE OF THE, THE CHALLENGES AS A CITY THAT WE FACE WITH THE ONGOING RELATIONSHIP WITH THE GENERAL LAND OFFICE.
HOW, HOW CAN WE AS A CITY WITH, YOU KNOW, WE JUST HAD ELECTIONS, WE'VE GOT SOME, SOME DIFFERENT THINGS HAPPENING AT THE GENERAL LAND OFFICE.
HOW CAN WE VISIT WITH THE GENERAL LAND OFFICE? AND I KNOW Y'ALL ARE PROBABLY HAVING MULTIPLE CONVERSATIONS WITH THEM.
WE REALLY NEED A STRATEGY TO CHANGE THE TRAJECTORY OF WHAT'S HAPPENING BETWEEN THE GENERAL LAND OFFICE AND THE CITY OF HOUSTON.
UM, BECAUSE IT IS IMPOSSIBLE FOR US TO DO THE WORK THAT WE HAVE SET AS OUR GOALS TO ASSIST OUR HOUSTONIANS WITH AFFORDABLE HOUSING AND CONSTANTLY BE DEALING WITH THE, THE TAKEAWAY OF THIS AMOUNT OF DOLLARS.
I MEAN, WHEN YOU THINK ABOUT $140 MILLION

AWAY FROM THE PROGRAMS THAT WE HAVE IN PLACE, THAT PEOPLE DON'T UNDERSTAND, THAT, THEY DON'T UNDERSTAND THAT YOU CAN APPLY THROUGH THE CITY OF HOUSTON HOUSING PROGRAM OR YOU CAN GO THROUGH THE GLO HOUSING PROGRAM.THE PEOPLE THAT GO THROUGH THE GLO HOUSING PROGRAM THAT RUN INTO PROBLEMS, THEY COME TO PUBLIC SESSION AND THEY SAY, YOU DID THIS, YOU DID THIS.
WE, WE HAVE TO DO A BETTER JOB AS A CITY, IN MY OPINION, OF GETTING THIS MESSAGE OUT TO PEOPLE SO THEY KNOW THIS IS NOT THE CITY OF HOUSTON THAT IS CAUSING THIS PROBLEM FOR HOUSTONIANS, UM, EVERY DAY AS THEY ARE TRYING TO AFFORD HOUSES IN OUR CITY.
IT'S FUNNY THAT YOU SHOULD BRING THIS SUBJECT UP.
WE JUST HAD A A A TEAM DISCUSSION ABOUT THIS YESTERDAY, AND WE HAVE A STRATEGY THAT WE ARE GOING TO APPROACH AND DISCUSS WITH THE MAYOR ON TOMORROW.

UH, SO IT IS A PROBLEM, AND THERE WAS MORE NEED IN THIS CITY THAN THERE WERE DOLLARS EVEN IF NOTHING HAD GONE, GONE AWRY BETWEEN US AND THE GENERAL LAND OFFICE.
SO, UH, WE ARE LOOKING AT AN, AT A DIFFERENT STRATEGY, AND WE WILL BE BRINGING THAT TO THE MAYOR TOMORROW.

AND I'M JUST HERE TODAY JUST TO SHARE THE, THE HUGE IMPACT THAT THE LAND TRUST HAS TO IMPROVE THE AFFORDABILITY FOR ALL OF ALL NEW HOME CONSTRUCTION THROUGHOUT THE CITY, PARTICULARLY TO OUR PROJECT.
IT HELPS NEIGHBORS AT THE VERY LOWEST A MI LEVELS ACHIEVE HOME OWNERSHIP.
AND SO IT'S SUCH A POWERFUL TOOL.
UM, JUST SOME NUMBERS, UH, WITH OUR SMALLEST THREE BEDROOM HOME, UH, WITH THE LAND TRUST FAMILIES MAKING AS LITTLE AS $30,000 CAN AFFORD TO BUY A HOME.
AND WITHOUT THAT, WE CAN STILL REACH $65,000, WHICH IS ONE OF THE MOST AFFORDABLE NEW HOME CONSTRUCTIONS IN THE CITY.
BUT THAT WHOLE GROUP OF RESIDENTS MAKING BETWEEN 30 AND $65,000 WITHOUT THE LAND TRUST, UH, CANNOT AFFORD HOME OWNERSHIP.
AND SO I KNOW JUST IN TODAY'S MEETING HOW THE DOLLARS ARE SO PRECIOUS, AND IT'S JUST MY PLEA THAT WE CAN FIND SOME WAY TO HAVE FUNDING FOR THE LAND TRUST.
AND SO I THANK YOU FOR EVERYBODY'S, UH, COMMITMENT TO AFFORDABLE HOUSING AND ALL THE VARIOUS NEEDS.
IT JUST MAKES THAT TOOL, IT'S SO POWERFUL FOR NOW, BUT ALSO IN PERPETUITY BECAUSE OF THE TOOLS OF TAX ABATEMENT AND BECAUSE OF THE CONDITIONS OF RESALE, IT PRESERVES AFFORDABLE HOUSING.
