HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS COUNCIL APPROVAL OF AN ORDINANCE AUTHORIZING $4,180,400 IN COMMUNITY DEVELOPMENT BLOCK GRANT DOLLARS TO FUND MASTER CONTRACT AGREEMENTS UNDER THE HOME REPAIR PROGRAM.
FUNDING UNDER THE MASTER CONTRACT AGREEMENTS WILL BE EXTENDED THROUGH A TRI-PARTY AGREEMENT BETWEEN THE CITY, THE HOMEOWNER, AND THE CONTRACTOR FOR EACH REHABILITATION AND RECONSTRUCTION PROJECT, NOT TO EXCEED THE ALLOCATED FUNDING.
SOME NOTABLE THINGS, UM, THAT I WANNA POINT OUT.
UH, THE CITY WILL ALSO BE INCREASING THE LENGTH OF TIME OF THE AGREEMENTS, UM, UH, AND CORRECTING THE NAME OF REBUILD TOGETHER HOUSTON.
AND WOULD YOU, JUST FOR THE PURPOSE OF THE PUBLIC INFORMATION, CAN YOU SHARE THE, UM, THE INITIAL LENGTH OF TIME TO THE CHANGE AND WHAT THE TIME IS NOW ON THE CONTRACT? CORRECT.
SO THE ORIGINAL CONTRACT WAS SIGNED IN, UH, JANUARY, UH, 24TH, 2018, UNDER ORDINANCE NUMBER 2018 DASH 56.
AND WE WERE EXTENDING IT, UH, FOR A PERIOD OF, UH, 24 MONTHS.
UH, SOME NOTABLE KEY POINTS FOR THE HOME REPAIR PROGRAM, UM, SINCE 2018, THERE'S BEEN 256 HOMES REHABILITATED OR RECONSTRUCTED, AND THERE ARE NINE HOMES CURRENTLY UNDER CONSTRUCTION WITH A ROBUST PIPELINE OF 177 HOMES.
THAT CONCLUDES MY PRESENTATION.

SO NOW THAT WE'LL HAVE, HOPEFULLY ONCE THIS GETS TO COUNCIL AND IF THERE'S APPROVAL FOR THIS, UH, ARE WE EXPECTING SIX MONTHS, UH, IN TERMS OF THE PROJECT BEING COMPLETED FOR THE HOMES OR FOUR MONTHS OR A YEAR? SO IN A LOT OF CASES WHAT HAPPENS IS, UH, BECAUSE OF DEFERRED MAINTENANCE, A LOT OF THESE HOMES GO INTO A RECONSTRUCTION ONCE IT EXCEEDS, UH, THE CAP FOR REHABILITATION.
AND WHAT IS THAT CAP? UH, $80,000.

THESE REVISION, THESE REVISIONS DO NOT REQUIRE AN INCREASE OR DECREASE IN FUNDING OR REALLOCATION OF ANY FUNDS.

SO, IN FACT, THE DESIGN WHILE ORIGINALLY DESIGNED AS AFFORDABLE, IN MY MIND, I WOULD LIKE TO MAINTAIN THAT THAT SAME DESIGN PREES ESCALATION SHOULD STILL BE AFFORDABLE.
IT IS THE COST OF THE HOUSING NOT THE WAY THE PROJECT WAS DESIGNED, UH, THAT IS IN FACT, UH, ESCALATED IN PRICE.

UM, THOSE FUNDS CAME OUT TO $279,337 AND 30 CENTS.
WE ARE NOW PLACING ALL THAT MONEY, OR WE'RE WISHING TO PLACE ALL THAT MONEY, UM, INTO A FOURTH AMENDMENT FOR BRENTWOOD.
THIS MONEY WILL EXPIRE AT THE END OF MAY, AND WE, UM, HAVE DONE SOME FORECASTING WITH THEM.
THEY'LL BE ABLE TO SERVE 109 INDIVIDUALS WITH THIS MONEY.

AND AS YOU CAN SEE, THE PERCENTAGE OF THE BENCHMARK MET ALONG WITH, UM, THE AMOUNT APPROVED AND THEN SUBMITTED.WE DID RECEIVE NOTIFICATION FROM THE GLO THAT, UM, DUE TO OUR, THE BUDGET REDUCTIONS FOR EACH OF THE PROGRAMS, THE PERCENTAGES OF THE BENCHMARKS WOULD NOT CHANGE.
HOWEVER, WHEN YOU COMPUTE A PERCENTAGE OF A SMALLER NUMBER THAN THE ACTUAL DOLLAR AMOUNT OF THE BENCHMARK TO MEET, THEN THEREBY REDUCES.
AND SO WHAT I WANTED TO DO WAS PROVIDE THE COMMITTEE, UM, ALMOST A BRIDGE OF WHAT FROM LAST MONTH'S MEETING TO WHERE WE'RE GOING TO BE REPORTING AND WHY THE NUMBERS WILL BE DIFFERENT.
SO IF WE FLIP TO THE NEXT SLIDE, PLEASE, YOU CAN SEE THAT WITH THE BUDGET REDUCTIONS OF THE $141 MILLION, UM, KEEPING THE PERCENTAGES OF THE BENCHMARKS THE SAME, THIS TAKES OUR TOTAL BENCHMARK ACROSS ALL PROGRAMS DOWN TO 416 MILLION FROM 498 MILLION.
SO COMPUTING EACH OF THE BENCHMARKS, AND YOU CAN SEE I DID INCLUDE REISE THERE, THAT WE'VE NOW HAD SEVERAL BECAUSE OF THE SIGNIFICANT BUDGET REDUCTIONS IN SEVERAL PROGRAMS. UH, AND THE AMOUNT OF APPROVALS OF REQUESTS.
SEVERAL PROGRAMS NOW HAVE ALREADY MET THOSE BENCHMARKS GOING INTO, UM, DECEMBER.
AND SO THOSE PROGRAMS ARE, THE HOME BUYER ASSISTANCE PROGRAM HAS MET ITS BENCHMARK ALONG WITH THE PUBLIC SERVICES PROGRAM.
AND THEN YOU CAN SEE OUR BUYOUT PROGRAM DID NOT CHANGE, THAT PROGRAM DIDN'T HAVE ANY IMPACT TO ITS BUDGET.
AND THEN I WILL LET YOU GIVE YOU SOME TIME TO READ SOME OF THE OTHER, OTHER PERCENTAGES.
AND, AND SO THIS IS PAGE 27 FOR THOSE THAT HAVE A HARD COPY.

AND THEN ONCE THAT'S DONE, THE DEVELOPMENTS ARE, UH, UH, DEMOED AND THEN THAT TURNS INTO GREEN SPACE.
AND WE WORK WITH PUBLIC WORKS TO USE THAT AS FLOOD MITIGATION.
