WE'LL GET AN UPDATE ABOUT THAT, WHICH WILL BE FOLLOWED BY AN ITEM FROM THE H THE HITS, THE HOUSTON INFORMATION TECHNOLOGY SYSTEM DEPARTMENT ON CABLING INSTALLATIONS SERVICES.

UH, IT LIVES AT HOME, UH, IN THE PLANNING DEPARTMENT.
UM, AND WE'RE GOING TO GIVE YOU THE UPDATE.
WE'RE GOING TO START AS WE DO EVERY MORNING WHEN WE COME IN AND REMEMBER WHY WE'RE DOING THIS WORK.
UM, VISION ZERO IS ALL ABOUT, UH, SAFETY ON OUR STREETS.
NEXT FEW SLIDES ARE A REMEMBRANCE OF THE PEOPLE WHO DIED IN THE LEAD UP TO DEVELOPMENT OF THE PLAN.
THE HUNDREDS OF PEOPLE WHO DIED ON OUR ROADS, UM, AND SOPHIA AND MYSELF AND, AND ALL OF OUR DIVISION.
THE WORK WE DO IS TO SHORTEN THIS LIST IN THE FUTURE TO MAKE SURE EVERYBODY, UH, GETS HOME EVERY SINGLE NIGHT, UM, AND, AND THE MISSION CANNOT BE CLEARER THAT IT IS ABOUT LIFE.

IN 2019, MAYOR TURNER SIGNED HIS VISION ZERO EXECUTIVE ORDER.
UM, HE BROUGHT TOGETHER HEADS OF DEPARTMENTS, EXTERNAL PARTNERS, UM, EVERYBODY TOGETHER AND MADE IT VERY, VERY CLEAR IT WAS GOING TO BE A PRIORITY OF THIS ADMINISTRATION, UH, WITH A COMMITMENT TO END TRAFFIC DEATHS AND SERIOUS INJURIES ON HOUSTON STREETS BY 2030.
AND THIS IS NO SMALL FEAT AS THE SLIDES EARLIER INDICATED.
UH, THROUGHOUT THE COURSE OF THE NEXT YEAR, UH,

STAFF AND THESE DIFFERENT COMMITTEES GOT TOGETHER, DID VERY DEEP ANALYSIS ON ALL THE CRASHES THAT HAPPEN ON OUR CITY STREETS.FOR THE FIVE YEARS BEFORE THAT, UH, THE ANALYSIS HELPED TO REVEAL WHAT WE CALL OUR HIGH INJURY NETWORK.
THAT IS THAT 60% OF THOSE CRASHES THAT RESULTED IN DEATH AND SERIOUS INJURY HAPPENED ON ONLY 6% OF CITY STREETS.
UH, IT IS, UH, ON THE MAP THAT YOU'RE SEEING THOSE PURPLE LINES, AND THEY REALLY INDICATE TO US WHERE WE NEED TO FIX FIRST.
IT IS A VERY DATED DRIVEN APPROACH.
OVERLAID ON THIS MAP ARE THE MAYOR'S COMPLETE COMMUNITIES, WHICH SERVE ALSO AS SOCIALLY VULNERABLE COMMUNITIES AS A PROXY.
SO WE KNOW WHERE NOT JUST THE SAFETY, BUT THE EQUITY ISSUES, UH, WE CAN HELP TO OVERCOME TOGETHER AS PART OF A, A COMPOSITE PROGRAM.
UH, THE VISION ZERO PROGRAM REALLY LAUNCHED IN THE MIDDLE OF THE COVID PANDEMIC.
SO WHILE IN GENERAL, WE DO LOTS OF OUTREACH IN A LOT OF DIFFERENT WAYS, IT WAS A LITTLE BIT DIFFERENT TO DEVELOP THIS PLAN.
UH, SO WE STARTED WITH A LOT OF VIRTUAL OPTIONS, INCLUDING A MAP THAT ANYBODY ONLINE COULD DROP A PIN, UH, AND PROVIDE INFORMATION ABOUT WHAT THEY DO AT THESE LOCATIONS, HOW THEY GET AROUND, BUT ALSO WHAT THEIR CONCERNS WERE.
AND WITH OVER 1300 MAP PINS ALL ACROSS THE CITY, UM, THE TRENDS WERE VERY CONSISTENT.
UH, ISSUES ABOUT SPEEDING, ABOUT NO SIDEWALK OR PLACE TO CROSS, AND VISIBILITY ISSUES, WHETHER YOU'RE WALKING OR BIKING OR DRIVING.
THE ENGAGEMENT ALSO, UH, TOOK A LITTLE BIT OF A, A DIFFERENT APPROACH WHERE WE HELD, UH, MANY DIFFERENT WAYS, UH, ON VIDEOS AND ONLINE.
WE HELD MULTIPLE OPEN HOUSES WHERE STAFF STAYED ON FOR FOUR HOURS AT A TIME SO THAT PEOPLE COULD JOIN US AT WHATEVER TIME OF DAY WORKED FOR THEM.
WE HAD SCHEDULED MEETINGS AND DIFFERENT SPEAKERS.
WE WENT OUT AND TOOK VIDEOS OF PEOPLE.
UM, AND ONE OF THE THINGS WE ALSO, UH, UH, UH, SET UP OPEN HOUSES OUTSIDE AT TRANSIT CENTERS, SO THAT AS PEOPLE WERE TRANSFERRING BETWEEN TWO BUSES OR A BUS AND TRAIN, WE COULD GET 'EM FOR JUST EVEN A MINUTE.
ASK THEM A FEW QUESTIONS, GIVE THEM SOME INFORMATION, THEY COULD GO BACK ONLINE AND FINISH A SURVEY FOR US.
SO THAT LED TO THE END OF 2020 AND THE RELEASE OF THE HOUSTON VISION ZERO ACTION PLAN.
THE ACTION PLAN, UH, INCLUDES ALL THAT ANALYSIS, RECOGNIZES ALL THE INPUT, UH, FROM ALL THE PEOPLE, AS WELL AS IDENTIFYING THE 50 ACTIONS THAT THE CITY WOULD TAKE TO PUT US ON THE PATH TO ELIMINATE THOSE FATALITIES AND SERIOUS INJURIES BY 2030.
UM, OF THOSE 50 ACTIONS, 13, WERE DESIGNATED AS PRIORITY ACTIONS.
THESE ARE THE ONES THAT IF WE DON'T DO THESE, THE REST KIND OF HAVE LESS, UH, EFFECTIVENESS.
THESE INCLUDE BOTH HOW WE SPEAK ABOUT THE WORK WE DO, CALLING THINGS CRASHES INSTEAD OF ACCIDENTS, IS JUST ONE EXAMPLE OF IT.
UM, DESIGNING OUR STREETS WITH SAFETY IN MIND AND COMMITTING TO DOING A CERTAIN AMOUNT OF PROGRAMMING, UH, REDESIGNING CERTAIN NUMBER OF LOCATIONS, BUILDING SIDEWALKS, BIKEWAYS, AS WELL AS, UH, INCORPORATING ALL OF THIS INTO OUR, UH, LOOK FOR RESOURCES, FUNDS, AND STAFF TIME AS WE MOVE FORWARD.
I WOULD LOVE TO SAY THAT THE SECOND THE PLAN WAS RELEASED, EVERYTHING GOT FIXED.
BUT I, I CAN'T HONESTLY TELL YOU THAT 2021 WAS NOT A BETTER YEAR BECAUSE WE WERE IN THE WORK OF MAKING THINGS BETTER.
UM, IN 2021, WE HAD A HIGH OF OVER 300 FATALITIES ON OUR ROADS AND OVER 1600 SERIOUS INJURIES.
SO AS CONTEXT, THAT'S ALMOST A DEATH A DAY, AND ALMOST FIVE SERIOUS INJURIES EVERY SINGLE DAY.
A THIRD OF THOSE WERE PEDESTRIAN FATALITIES, AND OUR MINORITY COMMUNITIES WERE REPRESENTED IN THESE NUMBERS MUCH HIGHER THAN THEIR NUMBERS INDICATE.
A THIRD OF TRAFFIC DEATHS WERE, UH, BLACK PEOPLE, AND OVER 40% WERE HISPANIC.
UM, BUT WHEN WE LOOK AT THE FACTORS, THEY WERE EXACTLY WHAT PEOPLE HAD TOLD US ON THAT MAP.
UNSAFE SPEEDS, UNSAFE DRIVING, IMPAIRED DRIVING, AND ISSUES WITH OUR SIGNALS AND SIGNS.
SO WE KNOW WHAT IT IS WE NEED TO FIX, AND WE ARE ON THAT PATH TODAY.
THANKS, PLEASE, AT THE RELEASE OF THE PLAN, UH, WE GATHERED, UM, THE PEOPLE WHO ARE RESPONSIBLE IN THE PLAN TO DO ALL THIS HARD WORK.
IT IS MANY, MANY DEPARTMENTS THROUGHOUT THE CITY, AND I WANNA GIVE A SPECIAL SHOUT OUT, ESPECIALLY, UH, TO HOUSTON PUBLIC WORKS AND THE MAYOR'S OFFICE FOR PEOPLE WITH DISABILITIES FOR MAKING A, A REAL DEDICATED COMMITMENT, UH, POLICE AND FIRE AND HEALTH, LEGAL AND HUMAN RESOURCES, UM, AND MAYOR'S OFFICE OF COMMUNICATIONS.
EVERYBODY HAS A PIECE, AND IT GOES OUTSIDE OF US AS WELL.
METRO HARRIS COUNTY, THE HOUSTON GALVESTON AREA COUNCIL, WHICH THE CHAIR HERE IS THE CHAIR OF THE TRANSPORTATION POLICY COUNCIL, UM, TDOT, EVEN THE FEDERAL HIGHWAY ADMINISTRATION.
AND WE DID ONE THING DIFFERENTLY.

SO 31 OUT OF THE 50 WERE BEGUN IN 2021.
UH, WITH OUR PARTNERS AT PUBLIC WORKS, WE BUILT ALMOST 30 MILES OF SIDEWALK, OVER 800 NEW CURB RAMPS, OVER 40 MILES OF BIKEWAYS, AND SEVEN SPECIFIC CIP PROJECTS FOCUSED ON SAFETY.
AND THEN AT THE END OF 2021, WE WERE VERY FORTUNATE THAT SOPHIA FONT, OUR VISION, CO VISION ZERO COORDINATOR, JOINED US.

SO, I'M HERE TODAY TO TALK ABOUT THE EFFORT THAT WE ARE LEADING THIS YEAR IN 2022, ALONG THE 13 PRIORITIES ACTION PLUS NEW START 2022.
COMMUNICATION IS THE KEY FOR EDUCATE OUR COMMUNITY RELATED TO VION ZERO.
SO, ONE OF THE, UH, UH, EFFORT THAT WE LEAD THIS YEAR IS RELATED TO IMPAIRED DRIVERS CAMPAIGN AS, UH, MR. FIELD MENTIONED IT BEFORE.
28% OF THE CRASHES ARE RELATED TO, UH, IMPAIRED DRIVERS AND ALL THE AGENCIES AND ORGANIZATION THAT YOU CAN SEE IN YOUR SCREEN.
UH, METRO, UH, HPD AND AA AND THE OTHERS.
ONE, UH, THEY ARE THE LEADERS HOSTING A IMPAIRED DRIVERS CAMPAIGN ACROSS THE CITY.
BUT THE, THE VISION OF VISION ZERO IS HOW WE CAN GATHER ALL THIS INFORMATION AND STRATEGIZE THE WAY THAT WE ARE DELIVERING THE MISSIONS THROUGH OUR COMMUNITY, AND HOW WE CAN EMPOWER THEM AND AVOID MORE CRASHES RELATED TO IMPAIRED DRIVERS IN OUR CITY.
AND THIS SLIDE, UH, ANOTHER, UH, EDUCATIONAL COMPONENT IN PART OF OUR ACTION PLAN IS RELATED TO BRING RESOURCES FOR KIDS FROM KINDERGARTEN TO 12TH GRADE.
AND THIS ONE, COLORING AND ACTIVITY BOOK IS ONE OF THE RESOURCES THAT WE CREATED FOR, UH, HOUSTONIAN.
UH, WE ARE VERY PROUD TO ANNOUNCE THAT THIS COLORING BOOK IS, UH, THE ONLY CITY ACROSS THE NATION.
WE CAN SAY WE ARE HONOR OF OUR OWN COLORING BOOK.
THIS IS A PERFECT WAY TO EDUCATE OUR KIDS IN REGARD OF TRAFFIC SAFETY.
WE ARE, UH, INCORPORATING DIFFERENT MESSAGE TO EDUCATE OUR KIDS IN REGARD OF VISION ZERO, BUT ALSO ABOUT DISTRACTED DRIVERS, BICYCLE SAFETY, UM, UM, BUS SAFETY, AND, UM, ALSO, UM, TRAFFIC SCIENCE.
AND, AND ALSO WE DECIDE TO INCORPORATE AN VOCABULARY WITH THE DIFFERENT LANGUAGE THAT IS REPRESENTING THE DIVERSITY IN OUR CITY, UH, IS WE HAVE THE VOCABULARY IN, IN ENGLISH, IN SPANISH, IN VIETNAMESE, IN ARABIC, AND ALSO IN MANDARIN TO REPRESENT THE DIVERSITY AND THE MINORITIES IN OUR CITY.
UH, THE OTHER, UH, EFFORT THAT WE ARE LEADING THIS 2022 IS RELATED TO FATALITIES REVIEW BOARD.
THIS IS PART OF OUR SAFETY, SAFETY APPROACH, AND THAT IS A VERY IMPORTANT PIECE FOR US BECAUSE ALL THIS AGENCY HERE IN COLLABORATION WITH A HOUSTON POLICE DEPARTMENT, HOUSTON PUBLIC WORKS PEOPLE, UH, THE MAYOR'S OFFICE WITH PEOPLE WITH DISABILITY IN METRO HEALTH DEPARTMENT AND FIRE DEPARTMENT, WE ARE GATHERING TOGETHER TO ANALYZE THE LOCATION OF THE FATAL CRASHES, UH, WERE OCCURRING HERE IN, IN THE CITY.
THE IDEA WITH THIS, UH, BOARD IS TO, UM, IS NOT ONLY ANALYZE, IT'S TO BRING, COME UP WITH IDEAS, HOW WE CAN IMPROVE THE SAFETY IN OUR STREET TO AVOID MORE FATALITIES IN OUR CITY.
IT'S A VERY, UM, IT'S A VERY CHALLENGE, UH, BOARD, BUT WE ARE HAPPY TO LEAD THIS EFFORT, THIS 22 2 NEXT SLIDE.
SO, AS WE MENTIONED IT BEFORE, UM, 2022 IS IN A COMMUNICATION YEAR FOR VISION ZERO, AND WE ARE VERY PROUD TO SAY WE ARE PARTICIPATING IN MORE THAN 10 COMMUNITY EVENTS, AND WE WERE ABLE TO ENGAGE MORE THAN 1000 PEOPLE DURING THIS YEAR.
UH, WE, UH, START THIS STRATEGY TO BE PART OF THE MAJORS OFFICE SPECIAL EVENT, SOME OF THEM TO BE ABLE TO ENGAGE MORE PEOPLE, MORE IAN, AND SPREAD OUT THE WORLD ABOUT VISION ZERO AND THE EFFORT THAT THE CITY OF HOUSTON IS LEADING TO END THE FATALITIES AND SERIAL SENIORS IN OUR CITY.
BUT AT THE SAME TIME, WE ARE PARTICIPATING WITH, UH, DOING PRESENTATION AS WE ARE DOING TODAY ABOUT TALKING ABOUT WHAT IS VISION ZERO, WHAT IT MEANS, VISION ZERO FOR HOUSTON, AND THE OLDER PROJECTS THAT WE ARE, UH, LEADING IN OUR CITY.
AND OF COURSE, WE ARE SUPPORTING OUR PARTNERS PARTICIPATING IN DIFFERENT, UH, COMMUNITY EVENTS TO PROVIDING,

UH, WE JUST SUBMITTED, UM, A SAFE STREETS FOR ALL, EXCUSE ME, GRANT APPLICATION FOR $29 MILLION FOR BISSONNET, UH, BETWEEN SOUTH DAIRY ASHFORD AND HILLCROFT.
UH, WE ARE RIGHT NOW DRAFTING TWO ADDITIONAL, UH, GRANT APPLICATIONS, ONE FOR RECONNECTING COMMUNITIES, UH, EXTENDING THE HILLCROFT AVENUE PROJECT, AS WELL AS THE RAILROAD CROSSING ELIMINATION, UH, IN THE EAST SIDE OF TOWN, AS WELL AS WE HAD PREVIOUSLY SUBMITTED A BRIDGE, UH, INVESTMENT PROGRAM FOR WAB BRIDGE AND THE AREAS AROUND IT, UH, FOR $1.6 MILLION.
AND ALL OF THIS IS BECAUSE THE PLANNING WORK HAS BEEN DONE TO TEE US UP TO BE READY WHEN THESE RESOURCE BE RESOURCES BECOME AVAILABLE.
SO WE, WE REQUEST EVERYBODY, KEEP YOUR FINGERS CROSSED.
UH, THESE FUNDS AND RESOURCES WILL HELP THE CITY ACHIEVE, UH, THE GOAL OF ZERO FATALITIES AND SERIOUS INJURIES BY 2030.

I THINK THE ONE ON BISSONNET AT HILLCROFT WAS ONE OF THOSE, I THINK, IF I REMEMBER CORRECTLY.
