UH, THIS WOULD TRANSFER $202,834 AND 73 CENTS FROM MULTIPLE ACTIVITIES TO THE SHORT TERM RENT, MORTGAGE, AND UTILITIES ACTIVITY.

IN ACCORDANCE WITH HUD'S CITIZEN PARTICIPATION PLAN REGULATIONS, THE CITY IS REQUIRED TO AMEND COMPONENTS OF ITS CONSOLIDATED PLAN AND ACTUAL AND ACTION PLAN, UM, FOR A VARIETY OF REASONS, INCLUDING WHEN A RELOCATION OF FUNDS INCREASES OR DECREASES THE BUDGET OF AN ACTIVITY BY MORE THAN 25%, OR WHEN AN ACTIVITY IS ADDED OR DELETED TO THE PLANS.

ON MARCH 27TH, 2020, THE CARES ACT WAS AUTHORIZED A SPECIAL ALLOCATION OF C-D-B-G-C-V, HOPWA, CV E-S-G-C-V, TO STATES AND LOCAL JURISDICTIONS TO PREVENT, PREPARE FOR, AND RESPOND TO THE CORONAVIRUS.

THE FORMAT AND INFORMATION PRESENTED IN THE AMENDED 2019 ANNUAL ACTION PLAN ARE BASED ON FEDERAL GUIDANCE AND REQUIREMENTS.

THE DIVERSION PROGRAM IS A SHORT TERM INTERVENTION, TYPICALLY NO MORE THAN THREE MONTHS OF SERVICES DETERMINED ON A CASE BY CASE BASIS, WHICH IS SOLELY BASED ON THE NEEDS OF THE CLIENT.

THE GOAL OF DIVERSION IS TO HELP THE PERSON OR HOUSEHOLD FIND SAFE ALTERNATIVE HOUSING IMMEDIATELY, RATHER THAN ENTERING SHELTER OR EXPERIENCING UNSHELTERED HOMELESSNESS.

THIS IS WESLEY COMMUNITY CENTER'S FIRST AGREEMENT WITH OUR PUBLIC SERVICES, UM, PROGRAM.

AVERAGE COST OF THIS PROGRAM IS $3,410 PER PERSON, OR $284 AND 17 CENTS PER MONTH PER PERSON.

WHAT YOU CAN SEE HERE ARE THE BENCHMARKS BY PROGRAM, THE PERCENTAGE MET FOR EACH PROGRAM, ALONG WITH THE NUMBER OF DRIVE REQUESTS THAT HAVE BEEN APPROVED COMPARED WITH THE NUMBER OF DRIVE REQUESTS THAT HAVE BEEN SUBMITTED.

IF YOU REMEMBER IN LAST MONTH'S MEETING, I THINK IT WAS COUNCIL MEMBER ROBINSON WANTED TO SEE, UH, THE NUMBERS OF WHAT WE HAD SUBMITTED VERSUS WHAT HAD BEEN APPROVED BY THE GLO.

AND I DO WANNA MAKE NOTE, UM, OVER THE LAST COUPLE MONTHS, OUR FINANCE TEAM HAS HELD OFF ON SUBMISSIONS.

WHAT WE WERE DOING IS TRYING TO DO A LOT OF CLEANUP RECONCILIATION JUST TO MAKE SURE THAT WHEN WE RESUMED, WHICH WE HAVE RESUMED EARLIER THIS WEEK, UH, WHEN WE RESUMED SUBMITTING DRAW REQUESTS, THAT WE WOULD BE DOING SO WITH A CLEAN SLATE.

AND THAT WOULD ALLOW US TO REDUCE SOME OF THE CLOSEOUT ACTIVITIES THAT SOME OF THESE PROGRAMS ARE GOING TO BE MOVING INTO CLOSEOUT.

SO WE, WE STARTED, TOOK SOME TIME TO DO SOME CLEANUP, UH, AND SOME PRE-CLOSE OUT WORK.

SO WE, THAT THAT SUBMISSION NUMBER WILL GO UP NEXT MONTH.

UM, IF YOU REMEMBER, WE HAD NOT YET HEARD OR RECEIVED A, A FINAL AMOUNT ON THE AMOUNT OF ADMIN DOLLARS THAT WOULD BE REDUCED.

WE DID RECEIVE A WORD FROM GLO, THEY WOULD NOT BE REDUCING OUR ADMIN DOLLARS.

SO THE, THE BUDGET OF 15 MILLION WOULD REMAIN.

SO IF YOU WOULD BE SO KIND AS TO JUST ADD ORIGINAL BUDGET OF $15 MILLION GLO PROPOSED BUDGET OF $15 MILLION.

AND WHAT THAT WILL DO IS THAT WILL TAKE THE TOTAL BUDGET FROM 6 79 1 57 TO 694,000,157 $590.

AND SO AS IT STANDS TODAY, THE GLO HAS GIVEN US NOTICE THAT THEY WILL BE REDUCING OUR DR 17 GRANT BY JUST UNDER 141 MILLION, WHICH THEY HAVE ALSO STATED THAT THEY WOULD BE USING THOSE FUNDS TO PUT INTO THEIR, UH, HOMEOWNER MANAGED, UM, PROGRAM, HOMEOWNER ASSISTANCE PROGRAM.

AND SO WITH THAT, NOW THAT WE HAVE THE FINAL AMOUNT AND WE KNOW, UM, WE HAVE MORE INFORMATION REGARDING OUR ADMINISTRATION, OUR FUNDS, WHEN WE GO BACK TO SLIDE 44 AND WE LOOK AT HOW WE'RE TRACKING WITH OUR BENCHMARK WITHOUT AN EXTENSION AND WITH THE UP CLEAN SLATE WITH OUR SUBMITTED DOLLARS, WHAT WE KNOW IS TO PRE-APPROVED.

FOR ME JUST LOOKING AT THIS, WE ARE TRACKING AT 60%, 40%, 50%, 90%, IS IT THE DEPARTMENT'S PERSPECTIVE THAT WE'LL BE ABLE TO MEET OUR BENCHMARKS BY THE EXPIRATION DATE OF THE FUNDS, BY THE EXPIRATION DATE OF THE FUNDS.

MM-HMM .

UM, WILL BE DEPENDING ON PROJECT, THE ACTUAL PROJECTS AND THE PROGRESS OF THOSE PROJECTS, WILL WE MEET OUR, OUR DECEMBER 31ST BENCHMARK? CHANCES ARE WE WILL NOT.

UM, AND THAT IS A RESULT OF A NUMBER OF THINGS, A NUMBER OF INCIDENTS THAT WE'VE TOLD YOU ABOUT OVER THE LAST SEVERAL MONTHS WITH THE GLO DELAYING APPROVAL FOR SIX TO NINE MONTHS ON OUR MULTI-FAMILY PROJECTS.

UM, ON OUR SMALL RENTAL PROJECTS.

JUST IF YOU LOOK AT EVEN OUR PUBLIC SERVICES, THEIR BUDGET WAS ORIGINALLY 60 MILLION.

GLO IS TAKING BACK 40 MILLION OF THAT.

AND SO TAKING AWAY A PERCENTAGE WISE, WHILE THEY MAY MEET THE BENCHMARK, WE HAVEN'T RECEIVED WHAT THOSE REVISED NUMBERS ARE.

AND SO FROM THE GLOS PERSPECTIVE, WE ARE COMMITTED TO A TOTAL BENCHMARK OF 498 MILLION.

WE HAVE NOT BEEN GIVEN REVISED BENCHMARKS YET.

AND SO I DO WANT TO CAUTION THE COMMITTEE BECAUSE THE COMMENTARY WILL BE THAT THE CITY STILL CONTINUES TO NOT MEET ITS BENCHMARKS DESPITE THE REDUCTION IN FUNDING.

BUT AGAIN, WHEN YOU PUT PROGRAMMATIC SPENDING ON HOLD AND WHEN YOU WITHHOLD APPROVAL, THAT DOESN'T ALLOW US TO SPEND THE MONEY.

AND IF WE CAN'T SPEND THE MONEY, THEN WE CANNOT REQUEST REIMBURSEMENT OF THE FUNDS.

CORRECT.

AND REMEMBER, OUR BENCHMARKS ARE BASED ON REIMBURSEMENT OF THE FUNDS.

CORRECT.

SO IF YOU'RE WITHHOLDING APPROVAL, WE WILL NOT BE ABLE TO MEET THE BENCHMARKS.

UH, VICE MAYOR PRO TEM, MY QUESTION IS, DOES THE CITY OF HOUSTON HOUSING, ANYONE IN THE CITY OF HOUSTON HOUSING DEPARTMENT HAVE ANY INPUT OR ACCESS TO, UH, THE GLOS HOMEOWNER ASSISTANCE PROGRAM? IS THERE ANY COMMUNICATION? AND THE PROBLEM THAT I'M HAVING IS SOME OF THE GLO HOMES THAT ARE BEING BUILT IN OUR COMMUNITIES ARE NOT, UM, MEETING THE DE RESTRICTION REQUIREMENTS.

UM, WE'VE HAD SOME CONVERSATIONS WITH LEGAL, AND LEGAL HAS, UM, SAID THAT OUR, OUR DE RESTRICTIONS NEEDED TO BE UPDATED.

UM, WE'VE TALKED TO SOME OTHER ATTORNEYS THAT HAVE SAID, YOU KNOW, EVEN THOUGH THE DE RESTRICTIONS MAY NOT BE SO SPECIFIC, IF ALL OF THE OTHER HOMES ARE ON SLABS, THEN WHY BUILD A HOME ON A PIER AND BEAM GLO? UM, SO WE ARE TRYING TO GET IN CONTACT WITH SOMEBODY IN THE GLO HOME OWNERSHIP PROGRAM THAT CAN ANSWER THOSE QUESTIONS AND STOP PUTTING THOSE LITTLE BITTY HOUSES, TWO BEDROOM, ONE BATH HOMES IN COMMUNITIES THAT HAVE THREE BEDROOMS, TWO BATH.

I'VE HAD RESIDENTS CALLING SAYING I HAD A FOUR BEDROOM HOME AND THE GLO IS WANTING TO BAIL ME A TWO BEDROOM, ONE BATH HOME ON STILTS.

YEP.

WE RECOGNIZE THAT.

UM, AND WHAT I WOULD ASK YOU AND YOUR OFFICE IS DIRECT THE QUESTIONS TO THE TOP, AND THAT IS GOING TO BE MARK HAVENS AS WELL AS HEATHER LA THOSE ARE THE INDIVIDUALS THAT WE WORK WITH.

THOSE ARE SOME OF THE SAME CONCERNS AND CALLS THAT WE GET EVERY DAY.

AND IT WAS OUR FEAR THAT WHEN THE GLO RUNS THE PROGRAM FOR THE CITY OF HOUSTON, THEY'RE GOING TO GIVE THE RESIDENTS WHAT THEY'RE GOING TO GIVE THE RESIDENTS AND THE RESIDENTS DON'T HAVE A SAY.

AND IF YOU REMEMBER, WE STARTED INVESTING LOCAL FUNDS TO BE ABLE TO MAKE HOMEOWNERS

AND SO WHEREAS THE GUIDELINES MAY STATE BECAUSE OF THE NUMBER OF PEOPLE IN YOUR HOME, YOU MAY ONLY GET AND QUALIFY FOR A TWO BEDROOM, ONE BATH.

WE TOOK LOCAL FUNDS AND SAID, WE DON'T BELIEVE THAT'S RIGHT.

WE ARE GOING TO, AS A CITY, INVEST FUNDS AND MAKE YOU WHOLE AND GIVE YOU WHAT YOU HAD.

AGAIN, UNFORTUNATELY, WHEN THE C WHEN THE STATE TAKES OVER THE PROGRAM, WE NO LONGER HAVE THAT LUXURY TO SAY, WE'RE GONNA MAKE YOU WHOLE AGAIN.

BECAUSE THE CITY, I MEAN THE STATE IS RUNNING THE PROGRAM AND THEY'RE RUNNING THE PROGRAM HOW THEY FEEL IT SHOULD BE RUN.

NOW DEREK HAS, HE RUNS THE, THE HOMEOWNER ASSISTANCE PROGRAM.

SO HE MAY BE ABLE TO SHED MORE LIGHT, BUT YOU ARE ABSOLUTELY RIGHT.

RIGHT.

UM, IF THE GL O'S GONNA DO THE BARE MINIMUM TO MEET THE HUD REQUIREMENTS, AND THAT'S WHAT YOU'RE GONNA GET FROM THOSE HOMES ARE THE BARE MINIMUM.

AND IT, AS TJ RIGHTFULLY POINTED OUT, THAT WAS OUR CONCERN.

WE ACTUALLY DID GIVE THEM A MILLION DOLLARS TO ASSIST ALMOST 2 MILLION, ALMOST TWO, YEAH.

ALMOST 2 MILLION TO ASSIST THEM TO ADD THAT EXTRA BEDROOM FOR HOMES THAT WERE ALREADY APPROVED THROUGH THE, THROUGH THE PROCESS.

WHO'S CHECKING TO SEE IF THEY'RE ADDING THOSE EXTRA BEDROOMS? UH, BECAUSE WE'VE GOT HOUSES THAT THEY DON'T WANNA PUT THE BRICK ON AND THEY'RE PUTTING ON STILTS AND JUST NOT WITH THE SAME CHARACTER OF THE NEIGHBORHOODS.

RIGHT.

BUT REMEMBER, SO HOW DO WE DETERMINE THAT THOSE APPLICATIONS, MAJORITY OF THOSE SINGLE FAMILY HOMES THAT THEY'RE TAKING CREDIT FOR, WERE ALREADY INITIATED, PERMITTED, AND FUNDED.

THOSE TURS DOLLARS WERE ALREADY ATTACHED TO GIVE THEM THOSE THREE, THAT THIRD BEDROOM, THEY'VE ASSUMED THE CITY'S WORK.

AND THEN, SO I THINK THEY'VE ONLY DONE MAYBE A COUPLE 120 30 HOMES.

SO YOU MIGHT BE SEEING THE NEW HOMES YEAH.

THAT WERE NOT PERMIT, THAT WERE NOT THE CITY INITIATED HOMES 'CAUSE WE ADDED THE THIRD BEDROOM.

YEAH.

I FEEL LIKE THERE NEEDS TO BE A LAWSUIT SOMEWHERE.

AND I MEAN, IT, IT, IT HAS BECOME RIDICULOUS AT THIS POINT, UM, FOR PEOPLE WITH A FOUR BEDROOM HOUSE TO GET A TWO BEDROOM HOUSE AND THEY'RE TAKING 140 MILLION MORE AWAY FROM US SO THEY CAN CONTINUE THAT TYPE OF ACTIVITY.

YES, YES.

ALL OF THE DOLLARS, ALL OF THE DOLLARS THAT ARE BEING TAKEN FROM US, UH, WHETHER IT IS IN OUR ECONOMIC DEVELOPMENT PROGRAM OR EVEN PUBLIC SERVICES PROGRAMS, ARE NOW BEING TAKEN AWAY FROM THOSE PROGRAMS, THOSE ELIGIBLE BUSINESSES, THOSE UM, CITIZENS THAT NEED ASSISTANCE AND BEING PUT IN THOSE ACTIVITIES FOR THEIR HOMEOWNER AND MANAGED PROGRAM.

HAS THERE BEEN A CONVERSATION WHERE THE CITY CAN STILL PUT THAT MONEY IN TO MAKE THE PEOPLE HOLD EVEN THOUGH THEY CONTROL THE PROGRAM? THE, TO MY KNOWLEDGE, THEY HAVE NOT REQUESTED ADDITIONAL FUNDING FROM US IN ORDER TO CONTINUE THAT ACTIVITY.

SO WHEN THEY DID TAKE OVER THE FUNDS, UM, AS CHAIR THOMAS MENTIONED, THERE WERE A NUMBER OF HOMES AND APPLICANTS WHERE WE HAD ALREADY DONE ALL OF THE PRE-WORK AND SAID, WE WILL BUILD YOU THESE HOMES.

WE WILL, WE WILL MAKE YOU WHOLE.

THE GLO SAID, WE'RE TERMINATING YOUR PROGRAM, EVERYONE AT THIS STAGE.

AND, UM, AFTER YOU CAN GO AHEAD AND KEEP EVERYONE ELSE, WE ARE GOING TO TAKE.

AND WE SAID, WELL, WE HAD ALREADY COMMITTED TO MAKING THESE FAMILIES WHOLE.

THEY SAID, OKAY, WELL YOU CAN GIVE US THOSE FUNDS AND WE WILL MAKE THOSE APPLICANTS.

I FEEL LIKE THE NUMBER IS ABOUT 54 APPLICANTS, UM, THAT THEY SAID, HEY, YOU HAVE ALREADY DONE ALL OF THE PRE-WORK AND SO WE'LL TAKE YOUR MONEY TO MAKE THOSE APPLICANTS WHOLE, EVERYBODY ELSE IS GONNA GET WHAT THEY GET, WHICH IS THE BARE MINIMUM.

AND SO WHAT YOU MAY BE SEEING IS EVERYONE OUTSIDE OF THAT POPULATION THAT WE HAD SET ASIDE FUNDS AND ACTUALLY FRONTED THE MONEY TO THE GLO FOR THOSE HOMEOWNERS TO BE MADE WHOLE.

FOR EXAMPLE, TO VICE MAYOR, PRO TEMS POINT, UM, WE'RE FIVE YEARS OUT AND PEOPLE STILL DON'T HAVE HOMES AND THEY'RE NOW HAVING TO GO THROUGH ALL OF THIS ALL OVER AGAIN BECAUSE THE HOMES AREN'T BEING, UM, BUILT TO WHAT THEIR NEEDS ARE TO MAKE THEM WHOLE AGAIN.

SO MY QUESTION IS, DO WE HAVE ANY ACCESS TO INFORMATION TO TRACK WHERE THE GLO IS IN TERMS OF MOVING FORWARD ON THESE HOMES? SO AT THE TIME THAT THEY TOOK OVER OUR PROGRAM, WE TRANSFERRED OVER ALL OF THE INFORMATION WE HAD ON EVERY APPLICANT IN OUR SYSTEM.

THEY WERE AT DIFFERENT STAGES OF THE, OF THE PROCESS.

WE TRANSFERRED ALL THAT INFORMATION OVER TO THEM.

WE ASSISTED IN ENSURING WE DIVERTED HOMEOWNERS THAT MADE PHONE CALLS THAT WERE CURIOUS ABOUT THEIR STATUS, ABOUT GOING OVER TO THE GLO AND WHAT THAT MEANT AND THE CONTACT INFORMATION AROUND THAT AS WELL.

AS FAR AS WHO THEY'VE SPECIFICALLY ASSISTED, WE DON'T HAVE ACCESS TO THAT INFORMATION NOW.

THEY HAVE TO DO A, A QUARTERLY PERFORMANCE REPORT THAT'S POSTED ON THEIR WEBSITE THAT TALKS ABOUT WHAT THEY'RE DOING IN THAT ACTIVITY AND GIVES YOU SOME HIGH LEVEL NUMBERS AROUND SPENDING THE NUMBER OF APPLICANTS SERVED AND SUCH LIKE THAT.

THEY ALSO DO THAT KIND OF WORK AGAINST US AND HARRIS COUNTY AND ALL OF THEIR OTHER SUB-RECIPIENTS THAT THEY MAY HAVE, BUT IT DOESN'T GET DOWN TO THE ADDRESS LEVEL OR THE HOMEOWNER NAME, UH, THAT THEY'VE ASSISTED.

SO WE DON'T HAVE A WAY OF KNOWING IF THEY SAY WE'VE SERVED, I DON'T KNOW, SAY A THOUSAND DIFFERENT FAMILIES, WE DON'T KNOW WHO THOSE THOUSAND FAMILIES ARE, MUCH LESS TO BE ABLE TO COMPARE IT AGAINST HOW THEY WERE POTENTIALLY IN OUR PIPELINE PRIOR TO US TRANSFERRING IT OVER AND AND CHAIR.

THAT'S A CONCERN OF MINE THAT WE DON'T EVEN KNOW HOW MANY, YOU KNOW, DISTRICT RESIDENTS, FOR EXAMPLE, IN MY DISTRICT THAT HAVE HAD REPETITIVE FLOODING, UM, ARE STILL IN THE PROCESS AND I HAVE NO WAY TO, YOU KNOW, FIND OUT ABOUT THAT.

MY OTHER QUESTION WAS WHETHER OR NOT THE, UM, DID WE TRANSFER OVER ALL OF THE HOMEOWNER REIMBURSEMENTS THAT LAST SEGMENT OF RESIDENTS THAT AREN'T GOING THROUGH A REBUILD, BUT JUST REBER REIMBURSEMENT? DID GLO GET THOSE? SO WE, WE DID A TWO STEP, UH, PROCESS.

SO BASED ON THAT IDEOLOGY, IS THE DEPARTMENT CONFIDENT WE WILL BE ABLE TO MEET THE TIMELINE OF FUNDING FOR MOST OF OUR PROGRAMS? YES.

NUMBER ONE, WE HAVE TO SPEND THE FUNDS FIRST.

AND SO IN THE CASES FOR MOST OF OUR, OUR PROGRAMS, THE FUNDS AND THE AMOUNT OF FUNDS THAT WE'RE ABLE TO SPEND MAY BE THERE.

WE ARE NOW COMING BACK FROM A SIX TO NINE MONTH TO DELAY WHERE WE COULDN'T SPEND THE FUNDS.

AND SO WHEN YOU CANNOT SPEND THE FUNDS, BECAUSE THE APPROVAL, WHICH IS OUR WORK GUARANTEED TO GET REIMBURSED, WAS WITHHELD FOR SIX TO NINE MONTHS, THEN WE COULDN'T SPEND THE FUNDS TO THEREBY GET REIMBURSED.

SO WHEN YOU HAVE THE SAME GROUP OF PEOPLE WORKING TO SUBMIT APPLICATIONS FOR APPROVAL AND TO GIVE FINANCE THE NEEDED DOCUMENTATION TO SUBMIT FOR REIMBURSEMENT, YOU HAVE, YOU HAVE PEOPLE THAT ARE JUST STRETCHED THIN.

SO WHEN WE SAY WE'RE GONNA CUT IT OFF SO THAT WE CAN GET OUR HOUSE CLEAN HERE, THAT ALLOW THEM TO FOCUS ON GETTING A HIGHER NUMBER OF APPLICATIONS APPROVED, WHICH ULTIMATELY HELPS MAKE SURE THAT WE CAN MAXIMIZE THE DOLLARS THAT ARE SPENT, UM, BEFORE THE CLAWBACK.
