AUGUST 16TH, 2020 AT 10:00 AM I OFFICIALLY CALLED THE HOUSING AND COMMUNITY AFFAIRS COMMITTEE TO ORDER GOOD MORNING TO EVERYONE IN THE CHAMBERS, MY COUNCIL, COLLEAGUES, STAFF MEMBERS IN ATTENDANCE, AND THOSE IN CHAMBERS.

UH, THIS MEETING IS BEING HELD IN A HYBRID MODE DUE TO, DUE TO THE HEALTH AND SAFETY CONCERNS OF THE PUBLIC DURING COVID-19.

THIS MEETING IS OPEN TO THE PUBLIC, BUT RESTRICTIONS REGARDING MASK, ALLOWABLE ROOM CAPACITY AND SEATING ARRANGEMENTS MAY BE IN PLACE.

THEREFORE, AS THE PRESIDING OFFICER OF THE COMMITTEE I AM IN PRE, I AM PRESENT IN CHAMBERS IN ACCORDANCE WITH THE PROVISIONS OF SECTION 5 51 0.127 OF THE TEXAS GOVERNMENT CODE APPLICABLE TO A GOVERNMENTAL BODY THAT EXTENDS INTO THREE OR MORE COUNTIES.

ALL OTHER COMMITTEE MEMBERS HAVE THE OPTION TO PARTICIPATE IN PERSON OR VIRTUALLY VIA MICROSOFT TEAMS. TODAY, WE WILL HEAR A SERIES OF PRESENTATIONS FROM OUR HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT.

UM, THEY WILL PRESENT ON PLANNING AND GRANTS, PUBLIC SERVICES, AND OUR AFFORDABLE HOME DEVELOPMENT.

UM, AS A COURTESY, WE ARE GOING TO REORGANIZE THE AGENDA, UH, TO MAKE ACCOMMODATIONS FOR STAFF CURRENTLY CAUGHT IN TRAFFIC.

UH, AND SO WE'RE GONNA START WITH OUR PLANNING AND GRANTS REPORTING AND BUMP PUBLIC SERVICES UNTIL THE, UM, UNTIL THE BOTTOM OF THE AGENDA.

GOOD MORNING, DIRECTOR, GET YOUR, BUT GOOD MORNING.

UH, WE ARE HAPPY TO BE HERE ONCE AGAIN.

UH, IN ORDER TO GET STARTED, WE ARE GONNA START OFF WITH PLANNING AND GRANTS MANAGEMENT THIS MORNING.

DOING THE PRESENTATION FOR THAT IS MARY ITZ, DIVISION MANAGER.

GOOD MORNING FOR AGENDA ITEM TWO.

THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT RECOMMENDS THE APPROVAL OF AN ORDINANCE AUTHORIZING THE SUBMISSION OF THE ACTION PLAN FOR DISASTER RECOVERY 2021 WINTER STORM TO THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

HUD, THE CITY WILL RECEIVE $30,296,000 FOR LONG-TERM DISASTER RECOVERY ACTIVITIES TO ADDRESS THE IMPACTS FROM THE 2021 WINTER STORM AND IMPROVE RESILIENCE IN PREPARATION FOR FUTURE DISASTER EVENTS.

THERE ARE A NUMBER OF GRANT REQUIREMENTS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY FUNDS, ALSO KNOWN AS C-D-B-G-D-R, INCLUDING 70% OF ALL ACTIVITIES MUST PROVIDE BENEFIT FOR LOW AND MODERATE INCOME.

INDIVIDUALS ACTIVITIES MUST ADDRESS AN IMPACT FROM THE DISASTER, EITHER DIRECT OR INDIRECT.

HUD REFERS TO THIS REQUIREMENT AS TIEBACK WHERE ALL ACTIVITIES MUST TIE BACK TO THE IMPACTS FROM THE 2021 WINTER STORM.

THERE'S ONE EXCEPTION TO THIS REQUIREMENT, WHICH IS THE MITIGATION SET ASIDE ACTIVITIES THAT MUST ADDRESS A HAZARD DIFFERENT FROM PAST DISASTER RECOVERY GRANTS THAT WE'VE RECEIVED.

THIS GRANT REQUIRES THE CITY TO SPEND A CERTAIN SET ASIDE AMOUNT PRESCRIBED BY HUD FOR MITIGATION ACTIVITIES.

THESE ARE DEFINED AS ACTIVITIES THAT INCREASE RESILIENCE TO DISASTERS BY DECREASING THE IMPACT OF FUTURE DISASTERS IN ORDER TO REDUCE OR ELIMINATE THE LONG-TERM RISK OF LOSS OF LIFE INJURY, DAMAGE TO AND LOSS OF PROPERTY AND SUFFERING AND HARDSHIP.

THERE'S A SIX YEAR EXPENDITURE TIMELINE FOR THESE FUNDS.

HERE'S AN OVERVIEW OF THE GRANT TIMELINE AT THE END OF MAY.

THE RULES FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY FUNDING WERE PUBLISHED IN THE FEDERAL REGISTER.

WE HAVE DEVELOPED A DRAFT ACTION PLAN, WHICH IS CURRENTLY POSTED FOR A 30 DAY COMMENT PERIOD.

AFTER THE COMMENT PERIOD, WE WILL INCORPORATE THE COMMENTS AND FINALIZE THE PLAN.

WE WILL ASK FOR CITY COUNCIL APPROVAL IN SEPTEMBER TO SUBMIT THE ACTION PLAN, AND WE WILL SUBMIT THE ACTION PLAN TO HUD BEFORE THE SEPTEMBER 28TH DEADLINE.

PLEASE NOTE THAT WE EXPECT TO RECEIVE THESE GRANT FUNDS IN EARLY 2023, UH, BUT THIS CAN CHANGE DUE TO HUD'S REVIEW PROCESS.

ONCE WE RECEIVE THE APPROVAL FROM HUD AND WE EXECUTE THE GRANT AGREEMENTS, WE WILL BEGIN THESE PROGRAMS IN PREPARATION OF THE DRAFT ACTION PLAN FOR DISASTER RECOVERY FROM THE 2021 WINTER STORM.

WE'VE COLLECTED INPUT FROM STAKEHOLDERS AND RESIDENTS THROUGH SEVERAL COMMUNITY ENGAGEMENTS.

WE'VE CONDUCTED INTERVIEWS WITH PARTNERS AND STAKEHOLDERS, AND WE ALSO HAVE TWO SURVEYS THAT ARE CURRENTLY OPEN.

ONE SURVEY IS FOR HDS AGENCY AND ADVOCATE PARTNERS, AND THE OTHER SURVEY IS FOR HOUSTON RESIDENTS.

WE HELD A PUBLIC, UH, HEARING ON AUGUST 9TH, WHICH IS AVAILABLE TO VIEW ON OUR WEBSITE.

WE ARE ALSO STILL WITHIN THE COMMENT PERIOD OF THE DRAFT ACTION PLAN THAT WILL END ON SEPTEMBER 4TH.

SO FAR, WE HAVE OVER 120 ORGANIZATIONS, UH, TAKE THE PARTNER SURVEY, AND OVER 1100 PEOPLE TAKE THE RESIDENT SURVEY.

FROM THIS ENGAGEMENT, WE HAVE HEARD THAT HOUSTONIANS STILL NEED ASSISTANCE WITH HOME REPAIR, ESPECIALLY FOR VULNERABLE RESIDENTS, AND RESIDENTS WANT IMPROVED INFRASTRUCTURE TO WITHSTAND FUTURE DISASTER EVENTS AND COMMUNITY FACILITIES THAT CAN SERVE AS RESOURCES FOR HOUSTONIANS IN FUTURE DISASTER EVENTS.

THE HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT PROPOSES TO ALLOCATE THIS C-D-B-G-D-R GRANT FOR SEVERAL ACTIVITIES, ABOUT 22.2 MILLION FOR THE REHABILITATION AND RECONSTRUCTION PATHWAY FOR THE HOME REPAIR PROGRAM, OVER 1.6 MILLION FOR THE REIMBURSEMENT PATHWAY IN THE HOME REPAIR PROGRAM.

4.1 MILLION FOR NEIGHBORHOOD FACILITIES RESILIENCE PROGRAM, ABOUT 550,000 FOR RENTER HOUSING COUNSELING, 200,000 FOR PLANNING ACTIVITIES, AND 1.5 MILLION FOR ADMINISTRATION COSTS.

AND AGAIN, THE TOTAL BUDGET FOR THIS C-D-B-G-D-R GRANT IS $30,296,000.

HOME REPAIR WAS FOUND TO BE ONE OF THE MAIN NEEDS IN THE ACTION PLAN NEEDS ASSESSMENT, AND IT WAS ALSO A FUNDING PRIOR PRIORITY FROM PUBLIC ENGAGEMENT.

STAKEHOLDERS SAID THAT MANY RESIDENTS LIVE IN HOMES WITH DAMAGES FROM THE WINTER STORM, AS WELL AS HAD DEFERRED MAINTENANCE THAT CAN PUT THEM AT RISK IN FUTURE DISASTERS.

THE WINTER STORM HOME REPAIR PROGRAM WILL HELP IMPROVE HOMES FOR LOW AND MODERATE INCOME RESIDENTS IN HOUSTON, WHICH WILL GIVE RESIDENTS A SAFER PLACE TO STAY IN FUTURE DISASTERS.

THROUGH THIS PROGRAM, HCD WILL ASSIST HOMEOWNERS BY MANAGING AND COMPLETING CONSTRUCTION PROCESS FOR REHABILITATION AND RECONSTRUCTION OF DAMAGED HOMES.

THIS PROGRAM WILL HAVE A REIMBURSEMENT PATHWAY ALSO, WHICH WILL ASSIST HOMEOWNERS, UH, WHO COMPLETED PARTIAL OR FULL REPAIRS ON THEIR HOMES.

HCD WILL ADMINISTER PUBLIC SERVICES BY AWARDING GRANTS TO NONPROFIT ORGANIZATIONS TO PROVIDE HOUSING COUNSELING FOR RENTERS.

THESE SERVICES WILL SUPPORT RENTERS TO BECOME MORE RESILIENT IN FUTURE DISASTERS, WHETHER THEY BE NATURAL ECONOMIC OR PERSONAL SERVICES MAY INCLUDE BUT AREN'T LIMITED TO HOUSING, COUNSELING, TENANT LANDLORD COUNSELING, FAIR HOUSING COUNSELING, FINANCIAL LITERACY, APPLYING FOR PUBLIC AND PRIVATE RESOURCES AND INTERIM ASSISTANCE, WHICH MAY INCLUDE PAYMENT OF A RENTER'S INSURANCE PREMIUMS FOR A SHORT PERIOD OF TIME.

THE NEIGHBORHOOD FACILITIES RESILIENCE PROGRAM WILL FUND IMPROVEMENTS TO NEIGHBORHOOD FACILITIES OWNED BY A GOVERNMENT AGENCY OR A NONPROFIT ORGANIZATION TO WITHSTAND POWER DISRUPTIONS IN FUTURE DISASTER EVENTS.

BUILDING IMPROVEMENTS MAY INCLUDE BUT AREN'T LIMITED TO ADDING POWER GENERATION AND OR POWER POWER STORAGE ENHANCEMENTS.

THESE FACILITIES ARE INTENDED TO SERVE THE COMMUNITY BEFORE, DURING, AND AFTER DISASTER IN CAPACITY, SUCH AS SERVING AS A WARMING CENTER AND A DISTRIBUTION POINT AFTER DISASTER.

TO PROVIDE CRITICAL RESOURCES, SERVICES, AND INFORMATION THAT COMMUNITY NEEDS, THE DRAFT ACTION PLAN COMMENT PERIOD WILL EXTEND UNTIL SEPTEMBER 4TH, 2022.

AND SO OUR STAFF IS PREPARED, UM, PREPARING RIGHT NOW WITH GUIDELINES AND, AND RIGHT WHEN THE FUNDS COME OUT, WE ANTICIPATE THAT WE CAN START PROGRAM.

SO Y'ALL ARE IN THE PROCESS OF KIND OF PUTTING THOSE TIMELINES TOGETHER FOR AN EXPECTATION OF GETTING THAT OUT.

SO, SO, SO CHERRY, IF I, IF I MAY PLEASE ADD, ADD TO THAT, UH, IT IS $30 MILLION.

THIS WAS $30 MILLION THAT WAS REALLY UNEXPECTED, RIGHT? WE DID NOT EXPECT TO RECEIVE THIS FUNDING.

SO THE, THE STORM HAPPENED IN FEBRUARY OF 21.

WE'VE ALREADY PASSED THAT, UH, UH, MORE THAN A YEAR NOW.

AND THEN BY THE TIME THE FUNDS COME, IT WILL BE THE SECOND YEAR.

UH, WHAT WE HAVE MET WITH, UH, SPD AND HAVE TRIED TO PUT SOME STEPS INTO PLACE BECAUSE IF WE HAVE TO DO PROCUREMENT RIGHT NOW, PROCUREMENT IS TAKING, UH, CAN TAKE UP TO NINE MONTHS AND COULD POSSIBLY GO TO A YEAR.

SO IF WE'RE, UH, GOING TO START THE PROCESS, UH, IN PROCUREMENT AS QUICKLY AS WE CAN SO WE CAN GET A JUMP, SO WHEN THE FUNDS DO ARRIVE, THAT STEP WILL BE, UH, AHEAD OF US.

BECAUSE IF WE WAIT UNTIL THE FUNDS, WHICH TYPICALLY WE HAVE TO HAVE THE DOLLARS IN HAND TO DO PROCUREMENT, THAT WOULD MEAN WE WOULDN'T BE ABLE TO SPEND MONIES UNTIL 24, WHICH WOULD BE A RIDICULOUS AMOUNT OF TIME THAT WOULD HAVE PA GONE BY BEFORE WE WOULD BE ABLE TO SERVE INDIVIDUALS WHO WERE IMPACTED BY THIS, BY THIS FREEZE.

SO WE'RE, UH, I'VE INSTRUCTED THE TEAM TO LOOK AT PROGRAMMING THAT WILL GET THIS MONEY SPENT A WHOLE LOT QUICKER, AND I DO NOT WANT IT, AND I DO NOT ANTICIPATE US BEING SIX YEARS TRYING TO SPEND $30 MILLION.

WE NEED TO GET THIS MONEY OUT TO THE INDIVIDUALS WHO WERE IMPACTED BECAUSE THE LONGER THEY'RE, THE LONGER IT TAKES TO GET THEM, UH, UH, GET FUNDING TO THEM FOR THEM TO BE SERVED, THE DAMAGE JUST MULTIPLIES.

SO WHAT WE WANT TO DO IS GET IT DONE AS QUICKLY AS POSSIBLE, BUT WE ANTICIPATE BEING ABLE TO MOVE THIS PROGRAM A LOT QUICKER THAN SIX YEARS.

AND I APPRECIATE THAT, AND I THINK THAT'S REALLY IMPORTANT THAT, UH, THE GENERAL PUBLIC KNOWS THAT THIS IS PRIORITY TO GET THIS TO THE STREET AND Y'ALL ARE MOVING AS QUICKLY AS POSSIBLE.

AND THEN IF I CAN JUST ENCOURAGE MY COLLEAGUES AND THE STAFF THAT'S IN ATTENDANCE, UM, THE SURVEY, UM, PERIOD THAT CLOSES ON THE FOURTH, LET'S GET THAT OUT TO PEOPLE.

THE DEPARTMENT IS PRESENTING AN AGREEMENT WITH SALVATION ARMY, PROVIDING UP TO $1,193,500 IN COMMUNITY DEVELOPMENT BLOCK.

GRANT CARES ACT COMMONLY REFERRED TO AS CDBG CV FUNDS TO PROVIDE DIVERSION SERVICES TO A MINIMUM OF 350 HOUSEHOLDS.

THE DIVERSION PROGRAM IS A SHORT TERM INTERVENTION.

TYPICALLY NO MORE THAN THREE MONTHS OF SERVICES DETERMINED ON A CASE BY CASE BASIS BASED ON THE NEEDS OF A CLIENT.

THE GOAL OF DIVERSION IS TO HELP THE PERSON

OR HOUSEHOLD FIND SAFE ALTERNATIVE HOUSING IMMEDIATELY RATHER THAN ENTERING SHELTER OR EXPERIENCING UNSHELTERED HOMELESSNESS.

LAST PROGRAM YEAR THROUGH JUNE OF 2022, SALVATION ARMY SERVED 518 CLIENTS WITH DIVERSION SERVICES, MEETING THEIR PERFORMANCE GOALS AND UNDERSPENDING THEIR BUDGET.

THE UNSPENT FUNDS WILL BE REALLOCATED TO OTHER PROJECTS SERVING THE COMMUNITY COVID HOUSING PROGRAM, COMMONLY REFERRED TO AS CHIP WITHIN HOUSTON.

THE AVERAGE COST OF THIS PROGRAM IS $3,410 PER PERSON.

SALVATION ARMY HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2012.

THIS PAST SPRING, THERE WAS A TRI-PARTY REQUEST FOR EXPRESSION OF INTEREST CONDUCTED BY THE COALITION FOR THE HOMELESS HARRIS COUNTY AND THE CITY OF HOUSTON.

THROUGH THAT PROCESS, SALVATION ARMY WAS SELECTED TO RECEIVE FUNDING TO CONTINUE THIS PROGRAM AS PART OF THE COVID, THE COMMUNITY COVID HOUSING PROGRAM.

PHASE TWO, TODAY WE HAVE ROBERT STUTZ, CHIEF OPERATING OFFICER, KEN KINS, DIRECTOR OF SALVATION ARMY NAVIGATION SERVICES, AND WESLEY MARTIN, THE BUSINESS MANAGER HERE IN THE AUDIENCE, SHOULD THERE BE ANY QUESTIONS? ALL RIGHT.

ITEM THREE B, THE DEPARTMENT IS PRESENTING A FIRST AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH CATHOLIC CHARITIES OF THE ARCHDIOCESE OF GALVESTON HOUSTON.

THIS AMENDMENT IS AN ADMINISTRATIVE MATTER.

THERE IS NO CHANGE IN SCOPE NOR A CHANGE IN BUDGET.

THIS ACTION WILL EXTEND AN INTERNAL EXPENDITURE DEADLINE WITHIN THE AGREEMENT.

WHEN THIS AGREEMENT WAS INITIALLY SIGNED, THERE WAS A DEADLINE IMPOSED ON THE CITY OF HOUSTON BY THE HOUSING AND URBAN DEVELOPMENT OR HUD TO SPEND THE EMERGENCY SOLUTIONS GRANT CARE ACT FUNDING BY SEPTEMBER OF 2022.

AS A RESULT, THE CITY IMPOSED A TIGHTER DEADLINE ON ALL OUR SUB-RECIPIENTS CATHOLIC CHARITIES BEING WON.

SINCE THEN, HUD HAS EXTENDED THAT DEADLINE TO SEPTEMBER OF 2023.

THIS AMENDMENT WILL ALLOW CATHOLIC CHARITIES TO CONTINUE SPENDING FUNDS THROUGH THE END OF THEIR AGREEMENT, WHICH ENDS IN SEPTEMBER, SEPTEMBER 30TH, 2022.

UH, THE DEPARTMENT IS PRESENTING A SECOND AMENDMENT WITH THE COALITION FOR THE HOMELESS OF HOUSTON HARRIS COUNTY TO PROVIDE AN ADDITIONAL $1,262,299 IN CDBG CV FUNDING FOR EXPANDED HOMELESS OUTREACH ACTIVITIES.

THESE OUTREACH ACTIVITIES ARE PART OF A LARGE SCALE RESPONSE TO CONNECTING HOMELESS INDIVIDUALS TO DIFFERENT HOUSING OPTIONS.

WITH THE ULTIMATE GOAL OF PERMANENT HOUSING.

WHILE ADDRESSING THE URGENCY OF THE COVID-19 CRISIS AND THE IMMINENT THREAT TO THE PUBLIC HEALTH AND SAFETY OF UNSHELTERED HOMELESS POPULATION, THE COALITION WILL PROVIDE TARGETED OUTREACH SERVICES TO RECRUIT 600 NEW HOUSING UNITS, RETAIN 700 EXISTING HOUSING UNITS, AND ONBOARD 100 NEW LANDLORDS AND PROPERTY OWNERS.

AS THERE IS AN INCREASING SHORTAGE OF AFFORDABLE RENTAL UNITS, THIS EXPANDED OUTREACH ACTIVITY IS NECESSARY TO CONTINUE HOUSING INDIVIDUALS AND FAMILIES THROUGH THE CHIP PHASE TWO PROGRAM.

THE EXPANDED OUTREACH WILL FOCUS ON BUILDING AND MAINTAINING POSITIVE RELATIONSHIPS WITH AREA PROPERTY OWNERS ON BEHALF OF TENANTS AND THE SYSTEM TO ENSURE THAT THERE IS AN ADEQUATE NUMBER OF UNITS AVAILABLE FOR HOUSEHOLDS PLACED IN PERMANENT HOUSING AS PART OF THE CHIP PHASE TWO APPROACH.

AS OF JUNE 20, AS OF JUNE, 2022, THE COALITION EXTENDED 71% OF THE ESG FUNDS AND NEARLY 30% OF THE CDBG CV FUNDS FOR THEIR CURRENT OUTREACH SERVICES, INCLUDING SERVICES RELATED TO TE TO THE DECOMMISSION EINA STREET ENCAMPMENTS.

THE COALITION HAS PROVIDED 1,616 HOUSING ASSESSMENTS AND PROVIDED OUTREACH SER SERVICES TO 770 INDIVIDUALS EXCEEDING THEIR PERFORMANCE GOALS.

THERE ARE NO FINDINGS, BUT TWO CONCERNS WERE NOTED IN THE LAST MONITORING REVIEW.

AND I WOULD JUST LIKE TO TAKE A MINUTE TO EXPLAIN THAT ONE OF THOSE CONCERNS WAS SLOW SPENDING.

WE ASKED THE COALITION TO DIVERT ALL SPENDING TO C TO ESG FUNDING BECAUSE WE HAD A TIGHT DEADLINE ON THAT.

AND THERE WAS A LOWER NUMBER OF ASSESSMENTS COMPLETED AT THE TIME OF MONITORING, WHICH HAS BEEN, UM, YOU CAN SEE, UM, HAS BEEN CORRECTED.

BOTH ITEMS, UM, WERE CORRECTED.

THE COALITION HAS RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2012, AND TODAY WE HAVE MIKE NICHOLS, PRESIDENT AND

CEO HERE IN THE AUDIENCE.

ITEM 3D THE DEPARTMENT IS PRESENTING A SUB-RECIPIENT AGREEMENT WITH SEARCH HOMELESS SERVICES TO PROVIDE UP TO $886,223 IN CDBG CV FUNDS TO SERVE A MINIMUM OF 150 HOUSEHOLDS IMPACTED BY COVID-19 WITH RAPID REHOUSING CASE MANAGEMENT AND NAVIGATION SERVICES.

RAPID REHOUSING IS A PROGRAM THAT PROVIDES SHORT-TERM RENTAL ASSISTANCE AND SERVICES.

THE GOALS ARE TO HELP PEOPLE OBTAIN HOUSING QUICKLY, INCREASE SELF-SUFFICIENCY AND STAY HOUSED.

IT IS OFFERED WITHOUT PRECONDITIONS, SUCH AS EMPLOYMENT OR INCOME, ABSENCE OF CRIMINAL RECORD, OR SOBRIETY.

AND THE RESOURCES AND SERVICES PROVIDED ARE TYPICALLY TAILORED TO THE NEEDS OF THE PERSON.

NAVIGATION SERVICES IS A PROCESS BY WHICH HOMELESS INDIVIDUALS ENTER THE SYSTEM AND IS PROVIDED ONGOING ENGAGEMENT DOCUMENT COLLECTION AND DELIVERS A SOFT HANDS OFF TO THE LONG-TERM CASE MANAGER.

THE AVERAGE COST OF THIS PROGRAM IS $5,908 AND 15 CENTS PER PERSON, OR APPROXIMATELY $492 PER MONTH PER PERSON UNDER THE PHASE ONE CHIP PROGRAM SEARCH, UM, HOUSED, UH, OR MET THEIR HOUSEHOLD GOAL OF 150 AND THERE WERE NO FINDINGS IN THEIR RECENT MONITORING REPORT THIS PAST SPRING.

THEY, THEY WERE PART OF THE TRI-PARTY REQUEST FOR EXPRESSION OF INTEREST AND SEARCH WAS SELECTED AS ONE OF THE AGENCIES TO RECEIVE FUNDING TO CONTINUE THIS PROGRAM AS PART OF THE CHIP.

PHASE TWO TODAY WE HAVE TAU COSTAS, THE CHIEF EXECUTIVE OFFICER HERE IN THE AUDIENCE.

AND THE LAST ITEM IS ITEM THREE E.

THE DEPARTMENT IS PRESENTING A SECOND AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH AVENUE 360 HEALTH AND WELLNESS, OR COMMONLY JUST REFERRED TO AS AVENUE 360.

THIS AMENDMENT IS AN ADMINISTRATIVE MATTER.

THERE IS NO CHANGE IN SCOPE.

HOWEVER, THERE IS A DECREASE IN BUDGET.

THIS ACTION WILL REDUCE THE HOPWA CV ADMINISTRATIVE BUDGET CATEGORY BY $7,255 AND 89 CENTS.

THE REDUCTION IS THE AMOUNT THAT AVENUE 360 IS UNABLE TO USE AS ALL PROGRAM FUNDS HAVE BEEN EXHAUSTED.

SO TYPICALLY WHEN AN AGREEMENT EXPIRES, THE REMAINING FUNDS THAT ARE LEFT ON THAT AGREEMENT ARE THEN DELI OBLIGATED FOR FUTURE PROJECTS.

THE REMOVAL OF THIS FUNDING IS NECESSARY AT THIS TIME AS HOPWA CV HAS AN EXPIRATION DATE OF MAY OF 2023.

THE MOVE IS NECESSARY SO THAT OUR DEPARTMENT MAY REISSUE THESE FUNDS IN A TIMELY MANNER TO A DIFFERENT PROGRAM.

THIS AGREEMENT EXPIRES ON DECEMBER 31ST, 2022.

AS OF THIS PAST JUNE AVENUE 360 ACHIEVED 100% OF THEIR CLIENT GOALS, SERVING 145 CLIENTS EXPENDING 63% OF THE PROVIDED FUNDING.

THERE WERE NO FINDINGS DURING THEIR ANNUAL COMPLIANCE MONITORING, AND THEY HAVE RECEIVED FUNDING FROM THE CITY OF HOUSTON SINCE 2000.

SINCE WE LAST MET, WE HAVE RECEIVED NOTIFICATION THAT THE GLO DOES INTEND TO TAKE BACK 49.1 MILLION OR APPROXIMATELY 49.1, ALMOST 49.2 MILLION OUT OF OUR MULTIFAMILY PROGRAM TO PUT THAT INTO THEIR SINGLE FAMILY HOME REPAIR PROGRAM.

THAT IS A SUBSTANTIAL DECREASE, UH, FROM THE $450 MILLION BUDGET THAT WE ORIGINALLY HAD WHEN WE SIGNED THE 21 CONTRACT.

WHAT WE HAVE NOT YET RECEIVED OTHERWISE, UM, IS JUST THAT I DID MAKE A NOTE THAT WE HAVE NOT YET BEEN INFORMED OF ANY PROPOSED BUDGET REDUCTIONS TO OUR ADMINISTRATIVE LINE ITEM.

OTHERWISE, WE HAVE RECEIVED BUDGET REDUCTIONS FOR EVERY OTHER AREA, UM, WHERE THE BUDGETS WILL BE REDUCED FOR A TOTAL SO FAR OF $140,930,253 IS WHAT THE GLO DOESN'T TEND TO TAKE BACK.

THERE HAS BEEN SOME ONGOING DIALOGUE.

WE HAVE NOT GOTTEN ANY POSITIVE, UH, FEEDBACK FROM WHAT HUD WILL INTENDS TO DO.

UH, IF YOU RECALL, SEVERAL, UH, MONTHS AGO, HUD, HUD HAD IDENTIFIED THE GLO AS HAVE, UH, DOING SOME DISCRIMINATORY PRACTICES WITHIN THE CITY OF HOUSTON.

AND THAT WAS TIED TO THE MITIGATION PIECE.

UH, THE, FROM WHAT I'VE SEEN, THE GLO DISPUTED THAT AND SAID, WELL, IF YOU DON'T LIKE IT, SUE US.

UH, BASICALLY SINCE THAT POINT, WE HAVE NOT HEARD ANY RESPONSE BACK FROM HUD TO MAKE A DETERMINATION WHAT THEY INTEND TO DO IN, IN REGARDS TO THAT.

UH, WE HAD, WE REACHED OUT AND HAD A TRI-PARTY CONVERSATION WITH HUD, THE GLO AND US IN REGARDS TO OUR SITUATION.

UH, AND WE WERE TOLD BY HUD THAT THEY DID NOT WANT TO DISCUSS THE BACK AND FORTH AND THE RELATIONSHIP BETWEEN US AND THE JLO.

THEY ONLY WANTED TO DISCUSS PRODUCTION.

SO WE HAVE NOT GOTTEN A, UH, WE HAVE NOT HAD A GOOD FEELING, UH, THAT HUD WILL DO ANYTHING TO STEP IN AND DO ANYTHING TO PULL OR, UH, UH, TO ADJUST THE THINKING AND THE, AND THE, UH, WAY THE GLO HAS OPERATED OVER THE LAST SEVERAL MONTHS.

UH, I THINK IT'S, UH, AND IT'S MY OWN PERSONAL CONTEXT, I GUESS I DON'T, I CAN DO WHAT I WANT TO DO.

UM, THEY HAVE NOT HAD ANY SERIOUS LEADERSHIP AT THE GLO FOR QUITE SOME TIME.

AND SINCE THAT LEADERSHIP DID NOT WIN ANY, THE, THE ELECTION, AND WE'RE WAITING FOR THE, UH, ELECTION IN NOVEMBER TO DECIDE WHO THE NEW LEADERSHIP WILL BE, I THINK A LOT OF THE DECISIONS THAT ARE BEING MADE HAS NOT BEEN, IS, IS NOT BEING MADE WITH A LOT OF THOUGHT FROM UPPER MANAGEMENT OR SENIOR MANAGEMENT WITHIN THE GLO.

SO IT HAS BEEN QUITE DISAPPOINTING THAT THEY HAVE TAKEN THIS APPROACH.

THE ONLY GOOD THING ABOUT THEM PULLING THE 1 41, UH, IS THAT THOSE DOLLARS HAVE TO BE SPENT IN HOUSTON.

THAT, THAT'S THE ONLY GOOD PART ABOUT IT.

UH, THE NEGATIVE PART ABOUT IT IS WE DON'T HAVE ANY INPUT ON WHERE THEY SPEND THE MONEY OR HOW THEY SPEND THE MONEY.

UH, WE JUST HOPE THAT THEY WILL BE RESPECTFUL OF THE RESIDENTS THAT THEY'RE TRYING TO SERVE AND LET THOSE RESIDENTS, UH, HAVE A VOICE IN THE PRODUCT THAT THEY'RE PUTTING ON THE GROUND.
