ALRIGHT, WE'RE GONNA READ THE BAC MISSION.
THE BAC MISSION IS TO ADVISE AND TO MAKE RECOMMENDATIONS TO THE COMMISSION AND THE DIRECTOR ON ISSUES RELATED TO BICYCLING IN THE CITY, INCLUDING BUT NOT LIMITED TO, AMENDMENTS TO THE BIKE PLAN, BICYCLE SAFETY AND EDUCATION IMPLEMENTATION OF THE BIKE PLAN, DEVELOPMENT OF STRATEGIES FOR FUNDING PROJECTS RELATED TO BICYCLING AND PROMOTING PUBLIC PARTICIPATION IN BICYCLING THE BAC VISION.
UH, BY 2027, THE CITY WILL BE A SAFER, MORE ACCESSIBLE, GOLD LEVEL BIKE FRIENDLY CITY.

SHE COMES TO US, UH, FROM THE DEVELOPMENT SERVICES PART OF PLANNING AND DEVELOPMENT, AND WE ARE VERY HAPPY TO HAVE HER, UH, SHE'LL BE OUR, UH, PLANNING MANAGER FOR POLICY.
UH, NUMBER TWO, WE ARE CURRENTLY STARTING OUR BICYCLE FRIENDLY COMMUNITIES APPLICATION.
UM, AS YOU ALL KNOW, WE CURRENTLY ARE, UH, CERTIFIED FOR BRONZE.
WE HAVE A GOAL IN FIVE YEARS FROM NOW TO, UH, ACHIEVE GOLD LEVEL STATUS.
SO IF KNOCK ON WOOD THINGS GO WELL, WE MAYBE COULD GET TO SILVER THIS TIME AROUND.
UM, IT IS A VERY HEAVY WORK EFFORT.
UM, IT IS NO SMALL FEAT, SO MYSELF AND THE ENTIRE TEAM, UH, PLUS, UH, TOM, THE CHAIR, UH, BY HOUSTON, JOE KARU, HAS BEEN TAPPED, UM, AND SEVERAL OTHER PEOPLE.
UH, WE HAVE ASKED FOR ASSISTANCE TO PUT THIS TOGETHER.
UM, AND WE'LL KEEP YOU UPDATED OVER THE NEXT MONTH.
IT'S DUE, I BELIEVE IT'S SEPTEMBER 27TH, SOMEWHERE AROUND THE, IN, IN THAT WEEK OF SEPTEMBER.
UH, NUMBER THREE, JUST A RELATED ITEM FOR THE, THE BAC.
UM, WE RELEASED THE CITY'S ANNUAL COMPLETE STREETS REPORT AND THE ANNUAL VISION ZERO REPORT IN THE LAST FEW WEEKS.
UH, WE CAN INCLUDE THOSE LINKS IN THE FOLLOW-UP NOTES TO THIS MEETING.
UM, GOOD DATA, GOOD STATUS REPORTS ON A LOT OF THINGS.
THE, UH, CRASH DATA WAS LOOKING BETTER, BUT LIKE THE NATION ITSELF, UH, WE INCREASED IN FATALITIES AND SERIOUS INJURIES THIS YEAR.
AND THAT IS WHY THE WORK WE DO, UH, BETWEEN THE BAC AND VISION ZERO AND A LOT OF THE PROGRAMS WE WORK ON ARE SO IMPORTANT.
ON A BIT OF BETTER NEWS, UH, WE ARE APPRECIATIVE OF TXDOT WHO DONATED TO THE CITY, UH, BICYCLE HELMETS FOR 200 CHILDREN, BICYCLE HELMETS FOR 200 ADULTS, AND 200 BIKE LIGHTS, UH, THAT WE'LL BE GIVING OUT AT VISION ZERO EVENTS.
AND WE APPRECIATE THAT PARTNERSHIP WITH TXDOT TO WORK ON THOSE EFFORTS.
AND THE LAST ITEM IS, UM, I'M GOING TO GIVE THE UPDATE ON THE MAINTENANCE, UH, EFFORT, WHICH IS LATER IN THE AGENDA, BUT I'LL GIVE IT NOW AT THE AGREEMENT OF THE CHAIR.
UM, AS I MENTIONED LAST MONTH, UH, LAST MEETING, UM, CITY COUNCIL APPROVED IN THIS YEAR'S BUDGET, A SUITE, UH, A SWEEPER THAT CAN BE USED TO SWEEP THE BIKE LANES, WHICH IS A VERY, VERY BIG STEP, WHICH CAME OUT OF THE BAC AND THE WORKING GROUP.
UM, AND YOUR VOICES WERE HEARD.
UM, AS YOU ALL KNOW, THERE ARE SOME SUPPLY CHAINS ISSUE, SUPPLY CHAIN ISSUES GOING AROUND.
UH, THE ORDER IS IN, IT IS, UH, BEING ADVANCED.
WE MAY NOT HAVE IT UNTIL THE END OF THE YEAR.
I'LL GIVE YOU UPDATES AS I LEARN FROM PROCUREMENT.
AND THEN WHEN IT SHOWS UP, WE ACTUALLY HAVE TO TEST RUN IT TO SEE HOW FAST IT GOES.
UM, AND BASED ON THAT, WE'LL BE ABLE TO DEVELOP AN OPERATING SCHEDULE FOR, UH, HOW, HOW AND WHERE IT'LL GET, YOU KNOW, THE DIFFERENT, UH, FACILITIES WILL BE SWEPT AND I'LL REPORT BACK.
AND MEMBERS OF HOUSTON PUBLIC WORKS, UH, WILL JOIN ME.
AND I REALLY WANT TO GIVE CREDIT TO HOUSTON PUBLIC WORKS FOR BEING GREAT PARTNERS FOR THE IMPLEMENTATION PIECE OF THE, OF THE PLANNING WE'VE BEEN DOING.

UM, DAVID'S REPORT RAISES A LOT OF, UH, HOPE, UH, IN ME AND I HOPE WHEN THE REST OF THE COMMITTEE 'CAUSE UH, THERE'S SOME REALLY EXCITING STUFF GOING ON.
AND IT'S NOT ONLY, YOU KNOW, THE ADDITIONAL MILES OF BIKE LANE THAT WE'RE GETTING, YOU KNOW, LAID DOWN, BUT MAINTAINING THOSE BIKE LANES IS HUGE.
I, I MEAN, I, I'VE SAID THIS BEFORE, BUT THE, THE FIRST BAC ME MEETING THAT I ATTENDED BEFORE I WAS ON THE BACI RAISED THE ISSUE OF THE
AND THAT WAS WHEN WE HAD A LOT LESS PROTECTED BIKE LANES THAT MAKE IT VERY DIFFICULT, UH, TO KEEP CLEAN.
SO IT'S, IT'S INCREDIBLY ENCOURAGING.
I THINK ALL OF US ON THE BAC AND ALL OF THE PEOPLE IN THE COMMUNITY THAT VOICED THE, THEIR SUPPORT FOR THE CITY, UH, TO PURCHASE AND

TO BUDGET FOR, UH, KEEPING THOSE LANES CLEAN.UH, WE, WE CAN ALL TAKE PRIDE IN THAT.
AND, AND A LOT OF COMFORT ALSO THAT THE MAYOR AND THE COUNCIL HAVE CON CONTINUED TO SHOW THEIR SUPPORT AND COMMITMENT FOR THE BIKE BIKE PLAN AND FOR BUILDING AND MAINTAINING BIKEWAYS.
UM, AS DAVID MENTIONED, THE, UH, THE, UH, BICYCLE FRIENDLY, UH, COMMUNITIES, APPLICATION'S A BIG DEAL.
I DIDN'T REALIZE IT WAS 83 PAGES UNTIL I SAW THE LINK FOR IT.
UH, I SHARE DAVID'S HOPE THAT WE WILL ATTAIN SILVER STATUS.
THERE'S JUST NOT ONLY SO MUCH THAT WE'VE DONE OVER THE PAST FEW YEARS, WHEN WAS THE LAST ONE? 2019? UH, WHAT ARE WE NOW? I THINK IT WAS 28, MAYBE BEEN 18.
UM, BUT, YOU KNOW, SO WE'VE COME SO FAR JUST IN THAT SHORT, WELL NOW FOUR YEARS.
UH, AND WE'VE GOT SO MUCH PLANNED, YOU KNOW, WE'RE MAKING SUCH PROGRESS.
I WOULD HOPE THAT THE LEAGUE WOULD RECOGNIZE NOT ONLY WHAT WE'VE DONE, BUT WHERE WE'RE HEADING.
UM, SO WE'RE REALLY LOOKING FORWARD TO HELPING OUT WITH THAT AND, AND SEEING, YOU KNOW, WHAT THE RESULTS ARE OF IT.

AND JUST BEING ABLE TO DO, THAT'S A BIG DEAL.
'CAUSE IT'S, THERE'S BEEN DETOURS ALONG THE WAY FOR A PROJECT BRA, UH, DURING THAT PERIOD.
SO THIS, I, I DON'T KNOW IF IT'S OFFICIALLY COMPLETED, BUT IT'S, IT'S CER IT'S CERTAINLY GETTING CLOSE.

SO DOWNTOWN DISTRICT OWNS, UH, SOME OF THEIR OWN SWEEPERS, AND THEY HAVE, YOU KNOW, IT IS THEIR SWEEPERS.

UM, I WAS, HOWEVER, A LITTLE TAKEN ABACK TO SEE THAT ONE OF THE MAIN ELEMENTS OF IT, WHICH IS THE, UH, DEDICATED, UH, BICYCLE LANES ON MANDEL STREET BETWEEN RICHMOND AND, UH, WESTHEIMER, UM, AS I SEE THEM IN THE PLANS, UH, DOES NOT HAVE ANY PHYSICAL PROTECTION.
SO THEY ARE UN UNPROTECTED, UH, BIKE LANES.
AND I, IF THE AIM IS TO HAVE MANDEL A PROPER BICYCLE TRANSPORTATION ROUTE, WHICH I, WHICH I HOPE, UH, IT, IT IS, UM, THAT IS DEFINITELY NOT, NOT THE WAY TO GO.
THE, THE MAIN, UH, UH, SAFETY ISSUE ON MANDEL IS SPEEDING AS IT IS ON MANY OTHER, UM, STREETS LIKE, UH, OF, OF ITS KINDS.
UM, THERE REASON, RESULT OF FAMILIAR, THE STREET IS TOO WIDE, IT'S STRAIGHT LINE.

SO THESE INTERACTIONS LEAVE ME BOTH FRUSTRATED AND AFRAID TO DO MY DAILY COMMUTE BETWEEN RICE AND MONTROSE.
AND, UH, MOREOVER, FIVE YEARS AGO, UH, SADLY, A WOMAN WAS KILLED ON MANDEL STREET FROM A CAR COLLIDING WITH HER, UM, IN 2017.
AND I THINK THAT IF WE HAVE THESE PROTECTED BIKE LANES, THAT WILL INCREASE THE SAFETY FOR EVERYONE OUTSIDE OF CARS, BOTH BECAUSE CYCLISTS IN THE PROTECTED LANES, OF COURSE, WILL HAVE A PHYSICAL BARRIER.
BUT MOREOVER, FOR PEOPLE WALKING, UM, THE INCREASED TRAFFIC FOR, OR THE INCREASED CYCLISTS NOT ACTUAL TRAFFIC, THE INCREASED CYCLISTS WILL HAVE PEOPLE, UM, IN CARS, MORE AWARE OF PEOPLE OUTSIDE OF CARS MAKING IT A SAFER REGION FOR BOTH WALKERS AND CYCLISTS.

UM, AS YOU ALL KNOW, UH, THE, THE CIP INCLUDES FUNDS FOR BIKEWAY CONSTRUCTION.
UH, FOR THE LAST FEW YEARS IT'S BEEN $1.1 MILLION A YEAR IN CAPITAL CONSTRUCTION DOLLARS.
UM, AND WE, UH, WITH YOUR HELP DEVELOP THE BIKEWAYS PRIORITIZATION EXERCISE THAT SAID THOSE DOLLARS SHOULD BE PRIORITIZED FOR THESE FACILITIES.

MADE IT VERY CLEAR BASED ON THE PRIORITIES OF EQUITY, DEMAND, CONNECTIVITY AND SAFETY ABOUT WHERE WE SHOULD BE GOING NEXT.UM, WE THOUGHT THAT WAS A VERY, VERY GOOD STEP.
IT HELPED EVERYBODY THROUGH, UH, THE BAC AS WELL AS THE WIDER CITY UNDERSTAND WHY CERTAIN PROJECTS ARE PICKED OVER OTHERS.
WHERE EVERY BIKE PROJECT IN THE BIKE PLAN FALLS IN THE QUEUE.
IT'S NOT JUST, THESE ARE THE NEXT FEW, BUT WE HAVE THE ENTIRE THING PRIORITIZED AND WE'LL UPDATE THAT EVERY COUPLE OF YEARS AS NEW PROJECTS COME ONLINE.
UM, WHAT WE HAVE FOUND AFTER KIND OF ROAD TESTING THIS A LITTLE BIT IS THAT THERE ARE, UH, REGULARLY KINDA SMALL DOLLAR ITEMS THAT WE FEEL WOULD BE GOOD INVESTMENTS.
UM, BUT WE HAVE NO FINANCIAL, UH, ACCOUNTING TO ACCOMMODATE IT.
'CAUSE WE'VE SAID ALL OF THAT MONEY GOES TO THE BIGGER TICKET PRIORITY ITEMS. SO THE PROPO, UM, THE CHAIR HAD ASKED US TO GO AND DEVELOP, YOU KNOW, SEE WHAT OTHER CITIES DO AND DEVELOP A PROPOSAL.
WE CAME BACK TO THE INFRASTRUCTURE COMMITTEE AND WITH A PROPOSAL THAT 10% OF EVERY YEAR'S, UH, BIKEWAY FUNDS BE HELD SEPARATE FROM THOSE PRIORITY PROJECTS.
THOSE FUNDS COULD BE USED FOR SPOT SAFETY IMPROVEMENTS FOR LOW COST IMPROVEMENTS THAT WOULD BRING UP A FACILITY FROM, UH, LOW COMFORT TO HIGH COMFORT.
UM, AND THAT THEY WOULD NOT NECESSARILY BE THAT TOP PRIORITY LIST FROM THE IZATION EXERCISE.
UM, THEY COULD ALSO BE USED AS A SMALL DOLLAR MATCH IF THERE ARE OTHER PARTNERS WHO ARE WILLING TO PUT IN A LOT MORE.
AND THIS COULD BE WHAT GOT US OVER THE THRESHOLD TO GET A PROJECT DONE.
UM, SO THE, WE PRESENTED THIS TO THE INFRASTRUCTURE COMMITTEE.
THERE WERE VERY FEW QUESTIONS.
I THINK WE HEARD, UH, ONE SPECIFIC, UH, COMMENT OF SUPPORT AND THEN JUST GENERAL BODY LANGUAGE OF SUPPORT BEYOND THAT.

IS THAT HOW YOU ENVISION THIS? YES, THAT'S HOW WE ENVISION IT.
ALTHOUGH I CAN'T COMMENT ON THE BUDGET OF THOSE SPECIFIC PROJECTS THAT THIS DOLLAR AMOUNT WOULD BE ENOUGH BASED ON WHAT OTHER PARTNERS WOULD PUT IN.
BUT IT IS THAT CONCEPT OF THERE ARE OTHERS WORKING ON OUR BIKE NETWORK AND THEY NEED TO SEE THE CITY IS GOING TO CONTRIBUTE AS WELL.
AND IF WE CAN MAKE THESE DOLLARS WORK, THIS WOULD BE IT.

SO WE SENT THE SUBCOMMITTEE MEMBERS A SURVEY TO HELP UNDERSTAND WHAT SUCCESS LOOKED LIKE, UM, WHAT WERE GOALS THAT WERE REALLY INTERESTING TO PEOPLE, UM, AND THEN HOW WE, HOW WE MIGHT MOVE FORWARD WITH THOSE AND TO KIND OF MAKE EVERYONE'S LIFE A LITTLE EASIER.
TO SUMMARIZE, UM, BASICALLY WHAT WE ENVISIONED AS SUCCESS WAS SOME REALLY CLEAR MESSAGING, UM, THAT WE COULD GET OUT TO THE COMMUNITY AT LARGE TO SUPPORT A CHANGING LANDSCAPE, WHICH WE ALL KNOW WE HAVE LOTS AND LOTS OF NEW BIKE LANES COMING ONLINE.
WE WANNA BE ABLE TO ADEQUATELY, UM, EQUIP THE PUBLIC TO, UM, INTERACT WITH THEM.
UM, SOME OF THE GOALS, UH, A COUPLE OF THEM, YOU KNOW, ONE WAS TO, UM, IT WAS REALLY KIND OF FOCUSED ON A CAMPAIGN FOR DRIVERS, UM, THAT WAS REALLY FOCUSED, UM, AND BUILDS OFF OF THE, UM, BICYCLE FRIENDLY DRIVER, UM, EDUCATION PROGRAM THAT I THINK HPD HAS KIND OF ADOPTED AND RUN WITH.
AND THAT'S BEEN REALLY WONDERFUL.
UM, I THINK THERE'S SOME INTEREST IN EXPANDING THAT PROGRAM IN TRAINING FOR HOUSTON PUBLIC WORKS.
I'LL SAY THAT HOUSTON PUBLIC WORKS VOLUNTEERED THAT IDEA.
UM, SO THAT WE'RE KIND OF NOT ONLY USING THAT CURRICULUM FOR, UH, PEOPLE WHO MAY BE PARKING IN BIKE LANES, BUT ALSO FOR, UH, PEOPLE WHO DRIVE CITY VEHICLES.
UM, SO THAT WAS SOMETHING THAT WE THOUGHT WAS REALLY IMPORTANT.
UM, AND THEN A PART OF THAT WAS REALLY FOLLOWING UP WITH YOU COMMANDER AND SEEING KIND OF WHAT THE STATUS OF THE BICYCLE FRIENDLY DRIVER PROGRAM IS AND YOU KNOW, HOW YOU'RE CURRENTLY, UM, EMPLOYING IT AND, AND HOW WE CAN MAYBE SCALE THAT UP A LITTLE BIT.
THE, UM, IT WAS AN HOUR VIDEO.
UM, I MEAN THAT, UH, AND IT ACTUALLY, UM, IT OBVIOUSLY, UH, WAS STARTED BY BY HOUSTON AND SO I HAVE TO GIVE THE, UH, THE CREDIT.
UM, IT WAS A MANDATORY, UH, IN SERVICE FOR ALL OFFICERS A COUPLE OF YEARS AGO.
IT IS ON THE TALENT MANAGEMENT SYSTEM, THE CITY OF HOUSTON, UH, AS AN ELECTIVE COURSE.
I MEAN, IT'S LOADED THERE SO ANY CITY EMPLOYEE, UM, CAN, CAN WATCH IT.
SO I WOULD CERTAINLY ENCOURAGE ANY CITY, UM, DEPARTMENT PARTICULARLY, UM, THOSE DRIVING A CITY VEHICLE.
IT WOULD BE GREAT WHETHER PART OF NEW PER PERSONALLY, I THINK YOU COULD DO NEW EMPLOYEE ORIENTATION OR IF THERE'S A REQUIRE TO IN, IN-SERVICE CLASSES, UH, FOR THOSE.
UM, MAYBE IF SOMEONE IS ALSO, LIKE IF WE, WE ALSO DO, UH, DEFENSIVE DRIVING CLASSES FOR THOSE OFFICERS THAT ARE INVOLVED IN AT FAULT ACCIDENTS.
UM, NOW OF COURSE IT WOULDN'T HAVE TO INVOLVE A BICYCLE, BUT YOU COULD ALWAYS JUST, UM, HAVE THAT MAYBE AS PART OF THE, UM, THE DISCIPLINARY OR THE CONSEQUENTIAL PROCESSES.
SO IS THERE ANY, BECAUSE WHEN WE WERE DEVELOPING THAT PROGRAM, I MEAN, IT WASN'T A VIDEO, IT WAS A PERSON AND WE ALSO HAD, UM, SOMEONE KIND OF GIVING A, I BE, I'M NOT SURE IF WE DID A BEFORE AND AFTER TEST OR JUST AN AFTER TEST.
UM, BUT I'M WONDERING HOW CAN WE KIND OF, AND IT'S REALLY COOL THAT IT'S ALREADY IN THE SYSTEM FOR THE CITY, UH, TO UTILIZE NOW, BUT HOW CAN WE MAKE SURE THAT WE'RE, YOU KNOW, COLLECTING DATA ON OUR PEOPLE LEARNING ANYTHING FROM THIS, YOU KNOW, I CAN WATCH AN HOUR OF JUST ABOUT ANYTHING.

UM, AND THEN THE 200 NORTH CAESAR CHAVEZ BOULEVARD, THOSE ARE HOMES THAT OBVIOUSLY HAD THEIR STREET PARKING TAKEN ON BOTH SIDES, UM, BY THE BIKE LANE AND PROBABLY NOT HAPPY ABOUT THAT.
AND THERE'S ALSO A BUSINESS AND GOOGLE EVEN SHOWS THERE'S A CAR PARKED IN THE BIKE LANE.
UM, BUT YOU KNOW, THAT'S ALWAYS, WE CALL THAT EVIDENCE
