WE'LL GET STARTED WITH OUR PUBLIC SERVICE PRESENTATION. WE HAVE TWO ITEMS AND PRESENTING ON, UH, WE HAVE THREE ITEMS ON BEHALF OF, UH, OUR PUBLIC SERVICE AREA. MELANIE BARR, DEPUTY ASSISTANT DIRECTOR, WILL PRE DO THAT PRESENTATION. GOOD MORNING. GOOD MORNING. ITEM TWO A, THE DEPARTMENT IS PRESENTING A SUB-RECIPIENT AGREEMENT WITH THE COALITION FOR THE HOMELESS TO PROVIDE UP TO $4,415,582 IN COMMUNITY DEVELOPMENT BLOCK. GRANT CARES ACT FUNDING, COMMONLY REFERRED TO A-C-D-B-G-C-V FOR THE ADMINISTRATION OPERATION OF THE NAVIGATION CENTER. LOCATED AT 29 0 3 JENSEN DRIVE, HOUSTON, TEXAS 7 7 0 2 6. THE NAVIGATION CENTER WILL BE A CO-ED SECULAR LOW BARRIER AND AN A DA ACCESSIBLE FACILITY PROVIDING TEMPORARY SEMI-PRIVATE ACCOMMODATIONS FOR UP TO 100 INDIVIDUALS AT ANY GIVEN TIME WHO ARE ACTIVELY WORKING WITH CASE MANAGERS ON PLACEMENT AND HOUSING. THE NAVIGATION CENTER WILL PROVIDE BRIDGE BEDS FOR 350 PERSONS ANNUALLY TO STAY DURING THE HOUSING PROCESS. FOR REFERENCE, BRIDGING IS THE TIME FROM HOUSING ASSESSMENT TO PLACEMENT INTO PERMANENT HOUSING. ADDITIONAL SERVICES THAT WILL BE PROVIDED TO RESIDENTS OF THE NAVIGATION CENTER INCLUDE TRANSPORTATION TO AND FROM. THREE MEALS A DAY, ONE-ON-ONE INTENSIVE CASE MANAGEMENT, JOB TRAINING CLASSES, LAUNDRY, HEALTHCARE, AND MORE OPERATIONS WILL INCLUDE 24 7 SECURITY AND ONSITE PROFESSIONAL MANAGEMENT. POTENTIAL CLIENTS MUST BE REFERRED AND TRANSPORTED BY HOMELESS AGENCIES AND OR FIRST RESPONDERS. THE NAVIGATION CENTER WILL FEATURE A HEALTH CLINIC OPERATED BY HARRIS HEALTH AND TWO COMMUNITY CLASSROOMS, WHICH WILL SERVE THE GREATER COMMUNITY WITH PRIVATE ENTRANCE FOR THE PUBLIC. THIS AGREEMENT WILL BEGIN ON THE COUNTER SIGNATURE DATE AND RUN THROUGH JULY 31ST, 2023 WITH AN OPTION FOR RENEWAL. THIS COMES OUT TO APPROXIMATELY $12,600 PER PERSON, OR A LITTLE OVER $1,000 PER MONTH. THE COALITION HAS RECEIVED FUNDING FROM THE CITY SINCE 2012, WHICH INCLUDES A $3.5 MILLION OF THE ESG CV FUNDS FOR CONSTRUCTION OF THE NAVIGATION CENTER IN FEBRUARY OF 2022. TODAY WE HAVE MIKE NICHOLS, PRESIDENT AND CEO AND ROUSH, THE VICE PRESIDENT OF PROGRAM OPERATIONS. AND JESSICA HAM, THE VICE PRESIDENT OF STRATEGIC PLANNING AND PUBLIC AFFAIRS FROM THE COALITION FOR THE HOMELESS HERE IN THE AUDIENCE. SHOULD THERE BE ANY QUESTIONS? I HAD TWO PARTICULAR QUESTIONS, AND I'M SURE, UM, WHEN MR. EICHENBAUM COMES TO THE CHAMBERS, HE'LL PROBABLY BE ABLE TO ELABORATE ON THIS. SO THE FOUR, UH, THE $4 MILLION, UM, IS THAT FOR TWO YEARS? ITEM TWO B, THE DEPARTMENT'S PRESENTING A FIRST AMENDMENT TO THE SUB-RECIPIENT AGREEMENT WITH AIDS FOUNDATION HOUSTON TO PROVIDE UP TO AN ADDITIONAL $1,018,618 AND 55 CENTS. AN EMERGENCY SOLUTIONS GRANT CARES ACT FUNDING, ALSO REFERRED TO AS E-S-G-C-V, TO ADMINISTER AND OPERATE HOUSING AND SUPPORTIVE SERVICES TO A MINIMUM OF 30 AND DUPLICATED INDIVIDUALS EXPERIENCING HOMELESSNESS. THIS PROJECT WILL PROVIDE HOUSING THROUGH A SPONSORED LEASING PROGRAM. ESSENTIALLY, A FH WILL BE THE LEASEHOLDER OR THE SPONSOR, AND THEN IN TURN, LEASE DIRECTLY TO THE CLIENT PARTICIPANT. THIS PROJECT WILL OCCUR AT TWO LOCATIONS AND TARGET INDIVIDUALS CURRENTLY EXPERIENCING LITERAL HOMELESSNESS WHO WOULD NOT OTHERWISE BE ABLE TO ENTER INTO THEIR OWN LEASE AGREEMENT. THIS PROGRAM, IN ADDITION TO HOUSING, WILL PROVIDE WRAPAROUND SERVICES, INCLUDING CASE MANAGEMENT, MENTAL HEALTH ASSESSMENTS AND SUPPORT AND SUBSTANCE ABUSE COUNSELING. THE INITIAL AGREEMENT WAS NOT SELECTED THROUGH A [00:05:01] NOFA, BUT SELECTED BASED ON EXPERIENCE FOR THE SAME TYPE OF PROGRAMMING PARENT LEASING USING HOPWA FUNDS. THIS PAST SPRING, THERE WAS A TRI-PARTY REQUEST FOR EXPRESSION OF INTEREST OR AN REI CONDUCTED BY THE COALITION FOR THE HOMELESS HARRIS COUNTY AND THE CITY OF HOUSTON. THROUGH THAT PROCESS AIDS FOUNDATION, HOUSTON WAS SELECTED TO RECEIVE AN ADDITIONAL YEAR OF FUNDING TO CONTINUE THIS PROGRAM AS PART OF THE COMMUNITY-WIDE COVID HOUSING PROGRAM. PHASE TWO. THIS AGREEMENT WILL CONTINUE TO SERVE AS A PILOT AND RUN THROUGH AUGUST 31ST, 2023. THIS COMES OUT TO APPROXIMATELY 36,600 PER PERSON, OR $3,300 A MONTH, A FOUNDATION AIDS FOUNDATION. HOUSTON HAS BEGAN RECEIVING FUNDING THROUGH THE CITY OF HOUSTON SINCE 1994, AND TODAY WE HAVE CHARLESTON STOKER, DIRECTOR OF HOUSING FROM HAES FOUNDATION HOUSTON HERE IN THE AUDIENCE. THE DEPARTMENT IS PRESENTING A FIRST AMENDMENT TO THE SEPARATE RECIPIENT AGREEMENT WITH SPRING BRANCH COMMUNITY HEALTH CENTER TO PROVIDE UP TO AN ADDITIONAL $694,705 IN COMMUNITY DEVELOPMENT BLOCK. GRANT CARES ACT FUNDING C-D-B-G-C-V TO ADMINISTER AND OPERATE RAPID REHOUSING CASE MANAGEMENT SERVICES TO AN ADDITIONAL 150 HOUSEHOLDS EXPERIENCING HOMELESSNESS. THIS PROJECT PROVIDES A WRAPAROUND CASE MANAGEMENT SERVICES WHILE THE ACTUAL RENT SUBSIDY IS PAID BY A SEPARATE ENTITY. SIMILARLY TO THE PROJECT PREVIOUSLY PRESENTED, THE INITIAL AGREEMENT WAS NOT SELECTED THROUGH A NOFA, BUT SIMILARLY, BASED ON EXPERIENCE FOR THE SAME TYPE OF PROGRAMMING. THIS PAST SPRING, THERE WAS A TRI-PARTY REQUEST FOR EXPRESSION OF INTEREST, REI CONDUCTED BY AGAIN, THE COALITION HARRIS COUNTY AND CITY OF HOUSTON. THROUGH THAT PROCESS, SPRING BRANCH COMMUNITY HEALTH CENTER WAS SELECTED TO RECEIVE AN ADDITIONAL YEAR OF FUNDING TO CONTINUE THIS PROGRAM AS PART OF THE COMMUNITY-WIDE COVID HOUSING PROGRAM. PHASE TWO. THIS AGREEMENT WILL CONTINUE TO SERVE THROUGH SEPTEMBER 30TH, 2023. THAT COMES OUT TO APPROXIMATELY $4,600 PER PERSON, OR 386 PER MONTH FOR 12 MONTHS. SPRING BRANCH COMMUNITY HEALTH CENTER BEGAN RECEIVING FUNDS FROM THE CITY IN 2020 AND TODAY, AND I HOPE THEY'RE IN THE AUDIENCE, WE ARE TO HAVE MARLON UH, TRU, WHO IS THE CEO, MIKE SMITH, THE CHIEF OF PROGRAMS, AND JOE FUENTES, THE CHIEF TRANSFORMATION OFFICER FROM SPRING BRANCH HERE IN THE AUDIENCE. AND I DON'T KNOW IF YOU PLAN ON DOING THIS DURING YOUR DIRECTOR'S COMMENTS, BUT JUST SOME OF THE IMPACT, UM, THAT THEY'VE MADE WITH OUR, UH, DR 17 FUNDS, UM, UM, IF THEY WERE RECIPIENTS OF THOSE FUNDS IN THE, IN THE RECENT PAST. WELL, WE CAN DO THAT NOW. OKAY. SO GENERALLY SPEAKING, WHEN WE TALK ABOUT THE DR 17 PROGRAM, UM, THERE WAS SOME INFORMATION THAT WAS, UM, PROVIDED, I BELIEVE TO YOUR, UM, TO YOUR OFFICE. AND SO, UH, WE WERE RECENTLY TOLD THAT, UM, THE REST OF THE FUNDING AVAILABLE, WHICH IS $40 MILLION OF OUR $60 MILLION FROM DR 17 FUNDS WOULD, UM, WE WOULD NO LONGER HAVE ACCESS TO. AND SO WHEN WE, WHEN WE LOOK AT THAT, WE LOOK AT NOT JUST THE HOMELESS LESSNESS SYSTEM, BUT WE ALSO LOOK AT THE DOMESTIC VIOLENCE. THOSE ARE SURVIVORS OF DOMESTIC VIOLENCE. ONE THIRD OF THE INDIVIDUALS THAT WE SERVICE THROUGH DR 17 WERE SURVIVORS. UM, THE OTHER THIRD ESSENTIALLY WAS HOMELESSNESS. AND THEN THE OTHER THIRD IT TURNS OUT WAS THOSE INDIVIDUALS ACCESSING JOB TRAINING AND EDUCATION. THESE SERVICES ARE CRUCIAL. THEY, UM, THEY ARE NOT SEXY. THEY DO NOT, UM, PROVIDE A LOT OF MONEY TO DEVELOPERS. UM, IT IS HARD WORK. THERE IS EVERY DOCUMENT THAT WE RECEIVE, WE MUST, UH, LOOK AT FOR ANY TYPE OF INELIGIBILITY. AND I KNOW OVER THE PAST COUPLE YEARS, I'VE, I'VE TALKED TO MANY OF THE COUNCIL MEMBERS, LIKE, PLEASE COME TO OUR OFFICE. LET ME SHOW YOU WHAT THESE PACKAGES LOOK LIKE. UM, WE HAVE ANSWERED REPEATED QUESTIONS OVER AND OVER AGAIN. UM, BUT IT FEELS LIKE IT JUST, UM, IT'S NOT A, UH, IT'S NOT, IT'S NOT, IT'S NOT A FRIENDLY RELATIONSHIP. AND SO WHAT'S WHAT'S REALLY SAD ABOUT THE REMOVAL OF THAT FUNDS IS THAT THE PEOPLE WHO ARE MOST VULNERABLE, THOSE WHO MAY NOT BE HOMELESS, BUT POTENTIALLY WILL BE OR NEED TO, UM, BECOME MORE RESILIENT FOR THE NEXT STORM, ARE NOT GONNA HAVE ACCESS TO THOSE FUNDING, THOSE MONEY OPPORTUNITIES. THANK YOU FOR SHARING THAT. SO, AND, AND IN CONJUNCTION WITH THAT, WE ALSO ASKED, UH, FOR, UH, UH, AN ADDITIONAL [00:10:01] YEAR AND IN, UH, ASKING FOR THAT ADDITIONAL YEAR WAS BECAUSE IT DIDN'T MAKE SENSE TO DO ONE YEAR FUNDING FOR THESE AGENCIES. IT, IT TAKES THEM, IT'S A LOT OF EFFORT. IT'S A HEAVY LIFT, AND THE IMPACT IS MORE IMPACTFUL IF THEY HAVE A TWO YEAR COMMITMENT AS OPPOSED TO A ONE YEAR COMMITMENT. AND WHEN THE JLO REFUSED TO GIVE US THAT ONE YEAR, IT MADE IT, UH, UH, IT BECAME AN UNREALISTIC ASK FOR US TO TRY AND, AND THAT EFFORT TO TRY TO IMPLEMENT A PROGRAM FOR ONE YEAR. I MEAN, AND TO ADD ON TO THAT, WE, WE TALK ABOUT SPECIFICALLY A FH AND SPRING BRANCH PUBLIC SERVICE, UM, TYPE OF PROGRAMS. THEY ARE GOING TO HAVE TO HIRE MORE PEOPLE TO DO THESE PROGRAMS. AND SO WHEN WE ISSUE AN REI OR A NOFA, IT IS ALWAYS, ALMOST ALWAYS FOR ONE YEAR WITH A ONE YEAR RENEWAL AT THE DEPARTMENT'S REQUEST, BECAUSE IT TAKES APPROXIMATELY TWO TO THREE MONTHS TO HIRE UP AND HAVE YOUR STAFF IN PLACE. AND THEN YOU'RE GONNA OPERATE A FULL SCALE FOR THE FOLLOWING SIX, SEVEN MONTHS. AND IN THIS CASE, WHEN WE TALK ABOUT, AND THE REASON I SAY SIX OR SEVEN MONTHS IS IF WE'RE ENDING AT THE END OF 12 MONTHS, THEN THEY HAVE TO START DECREASING STAFF. THEY HAVE TO START CLO DOING CLOSEOUT, WHICH TAKES APPROXIMATELY THREE MONTHS. THESE NONPROFITS ARE ON A REIMBURSEMENT BASIS, WHICH MEANS THEY HAVE TO COME TO THE TABLE WITH ONE THIRD OF THE FUNDING THAT THEY REQUEST BECAUSE IT TAKES THAT MUCH TIME TO GET, MAKE SURE ALL DOCUMENTS ARE IN ORDER TO REIMBURSE THEM. UM, SO IT'S, IT'S, IT'S EXTREMELY DIFFICULT TO PUT NONPROFIT ENTITIES IN A POSITION THAT THEY'RE GONNA HAVE TO, UM, HIRE UP AND THEN LET GO. WHO'S GONNA WANT TO WORK FOR AN AGENCY THAT THEY ONLY KNOW ARE GONNA HAVE MAYBE SIX TO NINE MONTHS OF EMPLOYMENT. SO HERE'S A BIT OF GOOD NEWS WE RECEIVED YESTERDAY. WE GOT NOTICE ABOUT, UH, NEW FUNDING COMING IN, UH, FROM THE TREASURY. AND I'LL LET MELANIE EXPLAIN THAT FUNDING. SO WE, UH, WE REQUESTED A THIRD ALLOCATION OF THE EMERGENCY RENTAL ASSISTANCE PROGRAM, OR RENTAL EMERGENCY RENTAL ASSISTANCE FUNDING FROM THE US TREASURY. WE WERE, UM, ABOUT, UM, THREE O'CLOCK YESTERDAY AFTERNOON, WE RECEIVED NOTICE THAT WE WERE GOING TO RECEIVE, HOUSTON'S GONNA RECEIVE AN ADDITIONAL, I THINK IT'S 4.1 TO ONE $4.5 MILLION OF THAT ERA, WHICH WILL GO TO THOSE THAT ARE IN THE EVICTION PROCESS. UM, AND WE'VE ACTUALLY CHANGED THE PROGRAM, WHICH I BELIEVE KICKS OFF TODAY WHERE WE WILL BE ACCEPTING OBLIGATIONS WITH LOCKOUT NOTICES THAT ARE RIGHT BEFORE YOU GET TO THE EVICTION COURT. REALLY GOOD INFORMATION. THANKS FOR SHARING THAT. I THINK, UM, MY COLLEAGUES AND OTHER PARTNERS WILL BE EXCITED TO HEAR THAT. 'CAUSE I KNOW MY OFFICE FOR ONE, WE CONSISTENTLY STILL INTERFACE WITH RESIDENTS THROUGHOUT THE CITY THAT ARE IN NEED OF RENTAL ASSISTANCE. SO, UM, THANK, WANNA THANK THE DEPARTMENT AND THE LEADERSHIP FOR REALLY LAYING THE GROUNDWORK FOR, YOU KNOW, AN AMAZING INFRASTRUCTURE IN ORDER TO GET THAT MONEY ON THE GROUND AND TO MAKE SURE THAT 74,000 HOUSEHOLDS WERE ABLE TO RETAIN DURING THE PANDEMIC. UM, THIS WILL BE THE SECOND OF THE TWO PROJECTS THAT, UM, UNDER THE LARGE DIVISION THAT WILL HELP THE MAYOR HIT HIS GOAL OF 3000 HOUSES BY 2023, PART OF THE TURNER HOUSING INITIATIVE. SO, UM, UM, ON, ON THE FIRST SLIDE, WE'RE LOOKING AT A PROJECT, UM, OF ABOUT $15.8 MILLION. WE PRESENTED THIS, UM, OPTION AGREEMENT TO YOU LAST YEAR. UM, THE NOFA COMPETITION. WE, UM, WE RELEASED, ADDED ADDITIONAL $4.2 MILLION THAT WILL BE USED BY THE DEVELOPER FOR EITHER INFRASTRUCTURE OR HOME CONSTRUCTION COSTS. NEXT SLIDE. UM, THE PROJECT, UM, WE'LL ASSIST HOME BUYERS THAT WERE IMPACTED ADVERSELY FROM HURRICANE HARVEY DIRECTLY OR INDIRECTLY, UM, AT A 80% A MI LEVEL OR BELOW. NEXT SLIDE. UM, THE DEVELOPER THAT SUBMITTED THE PROJECT, UM, PRESENTED A, UH, A PROJECT TO [00:15:01] BUILD 201 SINGLE FAMILY HOMES IN THE NEAR NORTH SIDE NEIGHBORHOOD. THAT'S ALSO A COMPLETE COMMUNITY WITHIN HOUSTON. WE WILL, UM, WITH THAT DEVELOPER, WITH OUR INVESTMENT, THE CITY'S INVESTMENT IN THE PROJECT OF, UM, $20 MILLION, WE'LL BE ABLE TO DISCOUNT THESE MARK MARKET RATE HOMES THAT WILL BE BUILT, UM, BY UP TO $135,000. AND THAT'S WHERE, WHERE WE'LL BE ABLE TO GET, UH, BUILD AFFORDABLE HOMES. AGAIN, THERE'LL BE MARKET RATE HOMES THAT WILL BE PRICED AT AFFORDABLE LEVEL. NEXT SLIDE. AND THAT'LL BE 103 HOMES. SO, UM, WHEN WE UNDERWENT THE NOVA COMPETITION, WE WERE VERY EXCITED TO HAVE AN AMAZING DEVELOPER THAT IS WELL KNOWN WITHIN THE HOUSTON COMMUNITY AS BUILDING, UM, LUXURY HOMES PRESENT A PROJECT FOR US TO REVIEW. SO WHEN WE LOOK AT THAT, THERE ARE SEVERAL APPROVALS THAT ALL START WITH THE GLO PRIOR TO US RECEIVING APPROVAL TO GET REIMBURSED THE FUNDS FIRST, THE GLO HAS TO APPROVE THE PROJECT AND ALSO APPROVE THE ELIGIBILITY OF THAT PROJECT. IF ALL ITEMS ARE CLEARED AND ELIGIBILITY APPROVAL [00:25:01] IS MAINTAINED OR OBTAINED, THEN THE CITY CAN SPEND THE FUNDS AND THEN SUBMIT FOR REIMBURSEMENT. SO IT IS VERY DIFFICULT TO MEET A REIMBURSEMENT BENCHMARK WHEN REIMBURSEMENT AND APPROVAL OF THAT REIMBURSEMENT IS AT THE END OF THE PROCESS. AND THE ONLY CONTROL THE CITY HAS IS REPLYING TO EVERY SINGLE REQUEST THE GLO MAKES. SO I JUST WANNA MAKE SURE THAT THAT IS CLEAR, UM, BECAUSE THE, THE CONTEXT OF THEIR BENCHMARKS LETTERS DID NOT MAKE THAT CLEAR. UM, I ALSO WANT TO MAKE IT KNOWN TO THE COMMITTEE THAT WHILE WE DID RECEIVE APPROVALS OF 200 AND OVER 276 MILLION, ALMOST 277 MILLION FOR SEVERAL OF OUR PROGRAMS, WE HAD SUBMITTED OVER 296 MILLION. AND THAT'S WHERE YOU SEE THE SUBMISSIONS. SO SUBMISSIONS INCLUDE ALL OF THE ITEMS THAT WE HAD SUBMITTED TO THE GLO THAT WE'RE WAITING FOR GLO APPROVAL. I ALSO WANNA MAKE NOTE, WHAT YOU DO NOT SEE HERE IS 37.4 MILLION IN REIMBURSEMENTS THAT WERE SUBMITTED ON OCTOBER 28TH, 2021, THAT THE GLO IS REFUSING TO ACKNOWLEDGE AND REFUSING TO REVIEW SIMPLY DUE TO AN INTERPRETATION OF SOME GUIDANCE THAT THEY GAVE US. THEY'RE REFUSING TO REVIEW THOSE, AND THOSE PRIMARILY RELATE TO SALARY AND PROJECT DELIVERY COST. AND SO THE NUMBERS YOU SEE HERE, THE 296 MILLION DO NOT INCLUDE 37.4 MILLION IN ELIGIBLE EXPENSES AT THE TIME THEY WERE INCURRED. THE GLO IS REFUSING TO REVIEW THOSE. AND SO I ALSO, YOU WILL SEE THE APPROVALS AND THEN THE AMOUNT REMAINING TO MEET THE BENCHMARKS. NEXT SLIDE, PLEASE. ALSO, I DO THINK IT'S VERY IMPORTANT TO, OOPS, GO BACK. THANK YOU. WE HAVE TALKED ABOUT THIS MONTHS FOR MONTHS WHERE THE GLO WAS WITHHOLDING ELIGIBILITY APPROVAL. WE WERE NOTIFIED THAT ONLY FIVE OF THE 12 PROJECTS SUBMITTED TO THE GLO WILL BE ALLOWED TO CONTINUE. THAT'S ABOUT 31 UNITS, AND OF THE REMAINING SEVEN THAT THE GLL WILL NOT CONTINUE TO MOVE FORWARD. THAT EQUATES TO JUST ABOUT 43 UNITS. IF I READ THE TEAM'S DATA CORRECTLY, UH, FIVE OF THEM HAD ALREADY RECEIVED APPROVAL TO UTILIZE GRANT FUNDS FROM THE GLL, BUT THAT LAST CRITICAL STEP IS ELIGIBILITY APPROVAL, AND THAT'S WHAT THE GLO AGAIN CONTINUED TO WITHHOLD. SO IF YOU LOOK AT THE IMPACT OF SOME OF THE PROGRAMS AND THESE NONPROFITS THAT WERE GOING TO BE DEVELOPERS FOR THE PROGRAM, SEVEN OF THE 12 WERE NOT ALLOWED TO BE MOVED FORWARD. AND WE WILL HAVE TO NEGOTIATE WITH THE GLO ON ALL OF THE COSTS THAT HAVE BEEN INCURRED TO DATE BY ALL THOSE NONPROFITS FOR THE PROJECTS THAT WILL NOT MOVE FORWARD. AND YOU CAN IMAGINE HOW IMPACTFUL THAT COST ALL THOSE PRE-DEVELOPMENT COSTS WOULD BE TO NONPROFITS. COUNCIL MEMBER PECK, THANK YOU CHAIR. AND THANK YOU FOR THE, UM, SUMMARY OF, OR THE UPDATE FOR THE, UM, PROJECTS THAT WERE SUBMITTED IN OCTOBER THAT THE GLO, UM, THAT YOU SAY THE GLO HAS NOT ACKNOWLEDGED. WOULD THAT HAVE HELPED US OR WOULD THAT HAVE MET ANY OF THOSE BENCHMARKS THAT WE WERE STILL UNDER ON? OR, OR THE ONES THAT WOULD'VE BEEN SATISFIED HAVE THAT BEEN SUBMITTED? VERY GOOD QUESTION. YES. UM, AND OUR ECONOMIC DEVELOPMENT PROGRAM, IT WAS ABOUT 360,000. SO THAT WOULD NOT HAVE MADE A SIGNIFICANT DENT IN THE OUTSTANDING BENCHMARK, BUT IT WAS A LOT OF STARTUP COSTS THAT WAS INCURRED TO GET THE PROGRAM STARTED, TO DEVELOP THE FORMS, TO DEVELOP THE PROCESS, THE GUIDELINES, ALL THOSE STARTUP COSTS THAT ARE NECESSARY AND ELIGIBLE AT THE TIME THEY'RE INCURRED. GLOS REFUSING TO, UM, REVIEW HOPE ON THE OTHER HAND, HAD WELL OVER $26 MILLION. AND IF YOU LOOK, HOPE WAS JUST OVER 25 MILLION AWAY FROM THEIR BENCHMARK. AND WHILE THE GLO DID TAKE THAT PROGRAM, THAT 26 MILLION WOULD'VE EXCEEDED WHAT THE BENCHMARK WOULD'VE BEEN. AND THEN LAST BUT NOT LEAST, IN OUR HOME BUYERS PROGRAM, AGAIN, A LOT OF STARTUP COSTS THAT WAS ABOUT 900,000 AWAY. UM, I'M SORRY, 900,000 IN COST, NOT REVIEWED, [00:30:01] BUT THEY WERE ABOUT $3.2 MILLION AWAY. BUT WE'VE SEEN SIGNIFICANT CHALLENGES IN THE MARK IN THE MARKET WITH INTEREST RATE INCREASES, INABILITY TO FIND QUALIFIED HOME BUYERS, EVERYTHING TO BE ABLE TO PROVIDE A $30,000 DOWN PAYMENT ASSISTANCE. SO THERE WERE SEVERAL OTHER CHALLENGES WHICH THE GLO DID ASK THE CITY TO PREPARE A MEMO EXPLAINING EACH OF THE CHALLENGES AND OBSTACLES BY PROGRAM, WHICH WE DID. AND THEY ASKED US TO SUBMIT THAT IN CONSIDERATION FOR ASSESSMENT TO MEET THE BENCHMARKS. OKAY. SO THAT MONEY WOULD'VE BASICALLY HELPED TO JUST SATISFY ONE, ONE OF THE BENCHMARKS. ONE CORRECT. AND CHAIR, CAN I ASK ONE MORE QUESTION AND THEN, UM, MOTION TO EXTEND SECOND. THANK YOU. BUT WHAT THE GLO IS GOING TO SAY IS, THAT'S AN INELIGIBLE COST. YOU DIDN'T RECEIVE APPROVAL PRIOR TO SPENDING THE FUNDS, THEREFORE WE WON'T REIMBURSE YOU. SO MULTIFAMILY RIGHT AWAY IS THE HUGE THAT COMES TO MIND. PUBLIC SERVICES, GLO WITHHELD CONTRACT AMENDMENTS, UH, MELODY TALKED ABOUT IT WITH JUST INCREASING THE BUDGETS FOR EACH OF THOSE AGENCIES AND REQUIRED UNNECESSARY UNREASONABLE DOCUMENTATION THAT HAS NEVER BEEN REQUESTED BEFORE. LET ME ADD, HAD NEVER BEEN REQUESTED BEFORE, JUST TO GET A CONTRACT AND A BUDGET INCREASE. AND SO WHEN YOU WITHHOLD AMENDING THE BUDGET TO INCREASE, THAT DOESN'T ALLOW SPENDING TO HAPPEN, WHICH ALSO DOESN'T ALLOW US TO SUBMIT FOR REIMBURSEMENTS FOR SPENDING THAT DID NOT OCCUR. SO IT'S A DOMINO EFFECT THAT, UM, IS NOT QUITE CLEAR IN ANY OF THE COMMUNICATIONS WE RECEIVED FROM THE GLO. DOES THAT ANSWER YOUR QUESTION? OKAY, THANKS. EVERYTHING ELSE WE'RE GONNA TAKE, AND WE'RE GONNA PUT INTO OUR SINGLE FAMILY HOME REPAIR PROGRAM THAT'S ECONOMIC DEVELOPMENT. YOU'RE TALKING $30,000 PER APPLICANT IN DOWN PAYMENT ASSISTANCE, WHICH WE KNOW AND HAD PUT IN A REQUEST TO INCREASE THAT AMOUNT TO $50,000. GLO JUST DISREGARDED THAT REQUEST AND SAID, YOU HAVEN'T SPENT THE MONEY, WE'RE GOING TO CALL IT BACK AND PUT IT INTO OUR SINGLE FAMILY HOME REPAIR PROGRAM. AND SO YOU CAN IMAGINE AND CALCULATE THE NUMBER OF HOMEOWNERS THAT ARE IMPACTED BY THAT $40 MILLION. THAT'S TWO THIRDS OF THE PUBLIC SERVICES BUDGET, TWO THIRDS OF IT BEING TAKEN BACK AWAY FROM THOSE INDIVIDUALS THAT NEED THOSE SERVICES. MELODY TALKED ABOUT EARLIER, A THIRD OF THAT WENT TO JOB TRAINING. A THIRD OF THAT WENT TO SURVIVORS OF, OF VIOLENCE, WHETHER DOMESTIC VIOLENCE OR NOT. AND THEN A THIRD OF THAT HOMELESSNESS. SO WHAT THEY'VE DONE IS BASICALLY SAID, THOSE ARE UNIMPORTANT SINGLE FAMILY HOME REPAIRS MORE IMPORTANT TO US, AND WE WILL GO AHEAD AND CLAW BACK THOSE FUNDS THERE. WE'D ACTUALLY MADE A REQUEST TO KEEP THOSE FUNDS AND PUT THEM AND CREATE MORE AFFORDABLE UNITS WITHIN OUR MULTIFAMILY PROGRAM. GLO SAID, NO, WE'RE GONNA TAKE THE MONEY AND WE'RE GONNA PUT IT INTO OUR SINGLE FAMILY HOME REPAIR PROGRAM. TWO THIRDS OF THE BUDGET. AND THEN I'VE TALKED ABOUT THE SMALL RENTAL PROGRAM AND THE IMPACT THERE. I MEAN, JUST THINK ABOUT THE PRE-DEVELOPMENT COST FOR NONPROFITS THAT HAVE INCURRED THESE COSTS, EXPECTING THESE PROJECTS TO MOVE FORWARD. WHEN WE HAD ALREADY RECEIVED ONE OF THE APPROVALS FROM THE GLO, WHICH WAS THE A UGF, JUST WAITING ON ELIGIBILITY APPROVAL. SO YOU CAN, YOU CAN SEE THE IMPACT BY PROGRAM THOSE THAT THEY HAVE ALLOWED US TO KEEP. THIS WAS BUYOUT. WELL, ALSO IN THE GO COMMUNICATION, THEY FAILED TO REALIZE THE SUCCESS THAT THE BUYOUT PROGRAM HAS HAD. AND SO YES, THE TRANSACTIONS AND THE ACQUISITION OF THOSE PROPERTIES HAVE CLOSED, BUT WE DIDN'T GET CREDIT FOR DOING A LOT OF THE WORK. RIGHT. WHAT COMES NEXT IS A LOT OF THE RELOCATION ASSISTANCE. AND THEN IF I COULD MENTION JUST ON THE SINGLE FAMILY DEVELOPMENT DIVISION MANAGER, OLIVIA BUSH WAS JUST HERE TALKING ABOUT THE SUCCESS OF THAT PROGRAM. SO WE STILL WENT AHEAD. UH, LESS THAN HALF OF THE CITIES AND JURISDICTIONS OUT THERE ACTUALLY DID COUNTS. WE FEEL IT'S A VERY IMPORTANT TO DO THIS. AND SO WE FINALLY HAVE DATA FROM THE 2022 COUNT THAT WAS DONE AT THE END OF THIS JANUARY. AND THIS ONE'S UNIQUE BECAUSE IN 2021, WE MODIFIED THE COUNT BECAUSE OF THE PANDEMIC. BUT 2022 WAS DONE THE SAME EXACT WAY THAT THE COUNTS HAD BEEN DONE ALL THE YEARS BEFORE. UM, SO HERE ARE THE RESULTS. UM, IT REALLY SHOWS US, UM, THAT BETWEEN 2020 AND 2022 DURING THE PANDEMIC, WE HAD NEARLY A 20% DECREASE IN HOMELESSNESS. AND IF YOU LOOK AT THE ORANGE, THAT IS OUR REDUCTION IN SHELTERED POPULATION. AND OF COURSE, WE WERE GONNA EXPERIENCE A REDUC REDUCTION IN OUR SHELTER POPULATION BECAUSE SHELTERS [00:50:01] HAD TO INSTITUTE SOCIAL DISTANCING. SO CAPACITIES WERE CUT, UH, AND THERE WAS A DECREASE. BUT WHEN WE SEE A DECREASE IN OUR SHELTER, WE EXPECT TO THEN SEE AN INCREASE IN OUR UNSHELTERED POPULATION, OUR STREET POPULATION. IF THEY DON'T HAVE THE SHELTER BEDS, THEN THEY'RE ON THE STREETS. NOT ONLY DID WE NOT SEE AN INCREASE IN OUR UNSHELTERED OR STREET POPULATION, WE ACTUALLY SAW A DECREASE TOO CLOSE TO AROUND A 10%, UH, REDUCTION IN OUR STREET COUNT, WHICH IS GREAT. OTHER CITIES HAD REDUCTIONS IN THEIR, UH, SHELTERED POPULATIONS, BUT VERY FEW SAW REDUCTIONS LIKE HOUSTON DID, UH, IN THEIR STREET COUNTS. ONE THING TO NOTICE ON HERE IS THAT WE HAD A HUGE REDUCTION FROM WHEN WE STARTED THIS, UH, TO 2017. AND THEN WE HAD OUR FIRST UPTICK. IF YOU LOOK AT THAT BIG BLUE LINE, AND THAT WAS BECAUSE OF HURRICANE HARVEY, AND WE HAD NOT BEEN ABLE TO GET TO PRE HARVEY LEVELS UNTIL NOW. UM, AND SO THAT'S ANOTHER GREAT STORY. AND THAT WAS ALL DONE BECAUSE OF OUR COVID HOMELESS HOUSING PROGRAM. HERE'S SOME MORE, BREAKING OUT SOME, UH, MORE DATA. UH, SINCE 2011, WE'VE HAD A 64% DECREASE, UH, IN, UH, HOMELESSNESS. UH, TALKED ABOUT THAT NEARLY 20% REDUCTION DURING THE PANDEMIC. NEARLY A 10% REDUCTION IN OUR STREET COUNT. UM, YOU CAN SEE OF, OF OUR POPULATION IN 2002, UH, THE VAST MAJORITY, NOT THE VAST, THE MAJORITY OF OUR INDIVIDUALS EXPERIENCING HOMELESSNESS ARE STILL SHELTERED. WE HAVE MORE PEOPLE SHELTERED THAN WE HAVE ON OUR STREETS. UM, AND YOU CAN SEE THAT, I MEAN, THIS IS A NO-BRAINER HERE. 95% OF OUR UNSHELTERED POPULATION IS IN HARRIS COUNTY. UH, OUR REGION INCLUDES MONTGOMERY AND FORT BEND COUNTY, BUT THE MOST OF IT'S IN HARRIS COUNTY. AND IF WE WERE TO DO AN EVEN DEEPER DIVE, THE VAST MAJORITIES WITHIN INSIDE THE CITY LIMITS. SO WHEN WE BREAK OUT OUR POPULATION BY AGE DISTRIBUTION, AND I BRING THIS TO YOU 'CAUSE THIS IS VERY IMPORTANT BECAUSE LOTS OF PROJECTS WILL COME TO YOU SERVING INDIVIDUALS EXPERIENCING HOMELESSNESS, BUT DIFFERENT AGE GROUPS. AND THIS IS REALLY HELPFUL TO SEE WHERE WE NEED TO BE CONCENTRATING OUR EFFORTS AND RESOURCES. SO OUT OF OUR TOTAL POPULATION, THOSE UNDER 18 IS 5%. OKAY? WOW. UNDER 18. BUT WHEN YOU LOOK AT IT, THERE WAS ONLY ONE UNDER 18 ON THE STREETS. DOESN'T EVEN SHOW UP HERE. JUST ONE PERSON UNACCOMPANIED YOUTH UNDER 18, THAT THE VAST MAJORITY OF ALL, THAT 5% IS ACTUALLY SHELTERED AND THEY'RE ALL SHELTERED WITH THEIR FAMILY UNITS. OKAY? SO THE NEXT THING IS, IS WE LOOK AT WHAT'S CALLED YOUNG ADULTS. THAT'S 18 TO 24. UM, AND I'M SORRY, UH, THAT'S THIS BLUE. IT SHOULD BE YELLOW RIGHT HERE. UH, BUT THAT MAKES UP 11% OF OUR POPULATION. YOU CAN SEE ONLY TWO. IT MAKES UP ONLY 2% OF OUR STREET POPULATION. THAT'S IT. THE REST OF IT ARE IN OUR SHELTERED POPULATION. OKAY? SO WHO IS ON THE STREETS? WHO ARE ALL THESE PEOPLE? THEY ARE ALL OVER 24, AND THE VAST MAJORITY OF 'EM ARE SINGLE INDIVIDUALS. AND WHEN YOU LOOK AT OUR TOTAL POPULATION, AROUND 15%, JUST A LITTLE BIT MORE IS ACTUALLY UNDER 24. AND MOST OF THEM ARE SHELTERED. UM, SO, UM, OF THOSE COUNTED 20% WERE EXPERIENCING CHRONIC HOMELESSNESS. ONCE AGAIN, THAT MEANS THEY WERE ON THE STREETS FOR A LONG PERIOD OF TIME AND THEY HAVE A DISABILITY. THOSE ARE YOUR MOST, UH, THOSE ARE YOUR TYPICALLY YOUR NON ABLE BODIED INDIVIDUALS. THOSE ARE YOUR HIGH COST UTILIZERS OR YOUR FREQUENT FLYERS. 10% WERE VETERANS. WE LOVE SEEING THAT. UH, WE HAD BROUGHT DOWN, UH, THE VETERAN, UH, POPULATION TO SOME OF THE LOWEST NUMBERS WE'VE EVER SEEN, AND 15% OF THEM WERE DOMESTIC VIOLENCE VICTIMS. THE BIG THING I WANT YOU TO LOOK AT, 'CAUSE HOUSTON IS ON THE FRONT LINES OF THIS BECAUSE OF HURRICANES IN THE PAST, IS THAT NEARLY 30% OF OUR UNSHELTERED POPULATION IS HOMELESS BECAUSE OF THE PANDEMIC OR NATURAL DISASTERS. SO 30% OF THE FOLKS ON THE STREETS ARE HOMELESS BECAUSE OF CRISES. NOW, ABOUT HALF OF THOSE FOLKS WERE HOMELESS BECAUSE OF NATURAL DISASTERS, AND HALF OF THOSE FOLKS WERE HOMELESS BECAUSE OF, UH, BECAUSE OF THE PANDEMIC. WHEN WE LOOK AT THOSE THAT WERE HOMELESS BECAUSE OF NATURAL DISASTERS, THE VAST MAJORITY OF 'EM, 90% STILL BECAUSE OF HURRICANE HARVEY. SO WHAT'S WHAT'S IMPORTANT ABOUT THIS IS IN 2018, 19% OF OUR UNSHELTERED POPULATION WERE HOMELESS BECAUSE OF HARVEY 2021, STILL 17, 20, 22, STILL 13%. THIS IS FOUR YEARS AFTER THE STORM, AND WE STILL HAVE 13%. FOLKS ON OUR STREETS ARE HOMELESS BECAUSE OF THE, UH, CRISIS, BECAUSE OF THE STORM. SO WHAT WE'VE LEARNED FROM THIS IS THAT THE CRISIS, THE IMPACT OF A CRISIS DOESN'T JUST HAPPEN RIGHT AFTER THE CRISIS. AND THERE'S RESIDUAL IMPACT THAT [00:55:01] GOES ON YEARS WELL AFTER THAT CRISIS. BECAUSE WHAT HAPPENS IS, IS THAT PERSON MIGHT HAVE RAN THROUGH THEIR SAVINGS TO STAY AFLOAT RIGHT AFTER THE CRISIS. SO WHEN THAT MEDICAL EMERGENCY OR BROKEN CAR OR FAMILY EMERGENCY OR JOB, YOU KNOW, HAP JOB ISSUE THAT HAPPENS THREE YEARS DOWN THE ROAD, THEY HAVE, THEY HAVE NOTHING ELSE TO TAP INTO BECAUSE THEY'VE ALREADY USED IT ALL UP BECAUSE OF THAT, BECAUSE OF THAT STORM. SO THIS IS REALLY IMPORTANT FOR PANDEMIC PLANNING BECAUSE WE KNOW WE, WE JUST CAN'T WIPE OUR HANDS CLEAN. WE'RE GONNA BE SEEING THE IMPACTS, ESPECIALLY ON, ON, YOU KNOW, THOSE LIVING IN POVERTY AND THOSE FACING HOUSING INSTABILITY FOR YEARS TO COME. UM, SO, UM, AND HERE'S SOME NUMBERS ON DOMESTIC VIOLENCE, UH, COURTESY OF THE COALITION. UM, AND YOU'LL SEE HERE THE UNSHELTERED NUMBERS HAVE FALLEN SUBSTANTIALLY. AND OVERALL NUMBERS OF STILL A MAJOR, MAJOR ISSUE AND STILL RESOURCES ARE NEEDED. BUT WE'VE COME A LONG WAY FROM WHERE WE WERE BACK IN 2011 THROUGH 2014. UM, OVERALL SINCE 2011, YOU HERE'S THESE, UH, DECREASES ALREADY TALKED ABOUT THE 64% ON OVERALL HOMELESSNESS, BIG REDUCTIONS IN CHRONIC HOMELESSNESS, FAMILY HOMELESSNESS, AND VETERAN HOMELESSNESS. WE CURRENTLY HAVE AROUND 8,500 INDIVIDUALS CURRENTLY HOUSED THROUGH OUR COLLABORATIVE EFFORTS. SINCE, UH, MAYOR TURNER'S, UH, ADMINISTRATION BEGAN, YOU CAN STILL SEE SUBSTANTIAL REDUCTIONS. EVERYBODY, A LOT OF TIMES PEOPLE THINK, OH, THIS IS JUST THE ADMINISTRATION BEFORE. NOW. ADMINISTRATION BEFORE DID AMAZING WORK. IT HELPED JUMPSTART EVERYTHING. THE SYSTEM WAS DOING AMAZING WORK. KEEPING IT GOING CAN SOMETIMES BE THE HARD PART. AND WE'VE NOT ONLY SEEN IT, UH, THE SUCCESS KEEPING GOING. WE'VE SEEN IT, YOU KNOW, THE CITY DOUBLE DOWN ON ITS SUPPORT, UH, TO MAKE SURE. UH, I WILL SAY THAT THIS IS KIND OF LIKE LOSING WEIGHT. AND WHEN YOU START DIETING THOSE FIRST POUNDS, THOSE ARE EASY. BUT ONCE YOU LOSE THAT WEIGHT, THEN THOSE NEXT POUNDS TO LOSE GET REALLY DIFFICULT, MORE CHALLENGING. SAME THING HERE. SO WE'VE HAD A HUGE REDUCTION, 64%, BUT FOR US TO REDUCE IT EVEN MORE, IT TAKES MORE RESOURCES, MORE DEDICATION, AND MORE TIME. IT'S MORE DIFFICULT THAN WHEN IT WAS WITH THE LOW HANGING FRUIT WHEN WE WERE JUST STARTING. SO THE REASON FOR ALL OF THIS WAS, IS, WAS AND IS BECAUSE OF THE COMMUNITY COVID HOMELESS HOUSING PROGRAM. THAT IS A MOUTHFUL. WE LOVE OUR ACRONYMS IN GOVERNMENT, UH, AFFECTIONATELY KNOWN AS THE CHIP PROGRAM. REMEMBER, IT WAS NOT LOOKING GOOD. WE, WE KNEW WE NEEDED TO HOUSE PEOPLE. WE KNEW WE NEEDED TO GET PEOPLE OUT OF OUR SHELTERS AND OFF OUR STREETS. WE DIDN'T HAVE ANY MONEY TO DO SO. AND THEN THE PANDEMIC DOLLARS CAME FROM THE FEDERAL GOVERNMENT. UH, A LOT OF DOLLARS CAME FROM, UH, THROUGH OUR OWN, UH, CR CRF DOLLARS AND ARPA DOLLARS. WE'VE HAD A, A GREAT AMOUNT OF RESOURCES INVESTED THROUGH OUR HOUSING DEPARTMENT. UH, AS A REMINDER, WE STARTED OFF WITH A TWO YEAR GOAL TO HOUSE 5,000 INDIVIDUALS. WE'RE WELL OVER 8,000 IN THE FIRST 18 MONTHS. WE THEN, UH, DOUBLED DOWN AND INSTEAD A, UM, A PHASE TWO OF A HUNDRED MILLION, WHICH WAS ANNOUNCED IN JANUARY BETWEEN THE CITY AND THE COUNTY AND THE STATE, BRINGING IT TO $165 MILLION. UM, ONCE AGAIN, THIS IS PRIMARILY ALL FEDERAL FUNDS PAYING FOR THIS, UH, JOINTS UM, PROGRAM BETWEEN THE CITY AND THE COUNTY. IT'S REALLY USING HOUSING AS OUR INFECTIOUS DISEASE CONTROL RESPONSE. UM, SO OVERALL, HERE'S OUR NUMBERS. WE ARE NOW AT OVER 9,700 INDIVIDUALS HOUSED BY JUNE. SO THIS IS HUGE. THAT RED LINE IS WHERE WE WOULD BE WITHOUT THESE DOLLARS, AND WITHOUT THIS PROGRAM, IT WOULD NOT. SO YOU TAKE THAT DELTA THAT'S THERE AND YOU PUT ALL THOSE PEOPLE ON THE STREETS BECAUSE THERE IS NO SHELTER, UH, THAT'S NOT A GOOD PICTURE. SO, UH, WE'VE BEEN REALLY, REALLY, REALLY FORTUNATE AND IT'S BEEN THE AMAZING WORK OF OVER THE A HUNDRED PARTNERS PART OF THE WAY HOME. SO, AS A QUICK REMINDER, THIS PROGRAM HAS THREE COMPONENTS. PERMANENT SUPPORTIVE HOUSING, LONG-TERM HOUSING, A HIGHER LEVEL SUPPORT SERVICES FOR YOUR CHRONICALLY HOMELESS, YOUR MOST VULNERABLE INDIVIDUALS. RAPID REHOUSING GETS UP TO A YEAR. FOLKS HAVE BEEN LOOKING AT CHAIN TWO YEARS FOR CERTAIN FOLKS, BUT NOT EVERYBODY JUST GETS HOUSING. IT REALLY GETS TAILORED TO THIS PERSON'S SPECIFIC NEEDS. RAPID REHOUSING IS SHORT TERM ASSISTANCE. BECAUSE ONCE AGAIN, WHEN YOU LOOK AT, UH, RELATIONSHIP OF THE MAKEUP OF OUR HOMELESS POPULATION TO OUR CITY POPULATION, YOU CAN SEE THAT INDIVIDUALS OF COLOR, UH, UH, THAT IT'S, IT'S NOT EQUITABLE BECAUSE INDIVIDUALS OF COLOR MAKE UP THE VAST MAJORITY OF THE INDIVIDUALS WHO ARE HOMELESS. UH, AND SO, UH, WHILE OUR HOMELESS SYSTEM RESPONSE SYSTEM DID NOT CREATE THIS INEQUITY, IT IS OUR DUTY TO RESPOND TO IT. AND YOU CAN SEE THAT THE COVID HOMELESS HOUSING PROGRAM IS RESPONDING TO IT AND IS SIGNIFICANTLY SERVING INDIVIDUALS, UH, OF COLOR, UH, TO TRY THEIR RIGHT. UH, THE SHIP, UH, PHASE TWO THAT I BRIEFLY WALKED OVER, THIS IS, UH, THIS IS UNIQUE. A HUNDRED MILLION DOLLARS. THESE ARE FEDERAL FUNDS THAT HAVE TO BE USED IN THE NEXT THREE YEARS. THE CLOCK IS TICKING. WE ALSO GET A 1000 EMERGENCY HOUSING VOUCHERS AND MAKE IT EVEN MORE. [01:05:01] ONCE AGAIN, THE CLOCK IS TICKING. SO THIS IS A REALLY UNIQUE OPPORTUNITY FOR US TO KEEP THAT ENGINE TANK FULL, BUT WE HAVE TO USE THESE DOLLARS VERY QUICKLY. ALL OF THIS IS ALLOWING US TO DO OUR ENCAMPMENT DECOMMISSIONING THROUGH HOUSING PROGRAM. WE HAD ALWAYS BEEN TALKED ABOUT BEFORE. WE KNOW THERE'S ENCAMPMENTS THERE. WE DON'T BELIEVE ENCAMPMENTS ARE GOOD. UH, WE DON'T WANT TO ACCEPT ENCAMPMENTS. WE JUST DIDN'T HAVE THE MONEY TO DO ANYTHING. NOW WE DO. UH, AND IT'S BEEN VERY SUCCESSFUL THUS FAR. UM, AND, UM, HERE RIGHT NOW IS THE LIST. SO, UH, THUS FAR THERE'S BEEN 57 ENCAMPMENTS THAT HAVE BEEN DECOMMISSIONED ALL ACROSS THE CITY. UH, AND THESE ENCAMPMENTS HAD OVER 343 INDIVIDUALS IN THEM, WITH OVER 307 INDIVIDUALS HOUSED OF THAT 267 WERE HOUSED THROUGH THE HOMELESS SYSTEM. SO THIS IS HUGE. NOW, WHY IS IT SO IMPORTANT? NOW, I'M TALKING ABOUT HOUSING PEOPLE OUT IN ENCAMPMENTS, BECAUSE WHEN YOU DON'T HOUSE SOMEBODY OUT IN ENCAMPMENT, THEY JUST GO ONTO THE NEXT BLOCK, OR THEY GO AND HIDE UNTIL FOLKS LEAVE AND THEY COME RIGHT BACK. OR WE JUST PUSH 'EM FURTHER INTO NEIGHBORHOODS. SO IT DOESN'T SOLVE THE ISSUE. WE'RE STILL RUNNING AROUND LIKE A CHICKEN WITH THEIR HEAD CUT OFF CLEANING UP. IT'S A CYCLE. THE POLICE ARE STILL RESPONDING EVERY OTHER WEEK. IT'S A CYCLE WITH NO END IN SIGHT. WHEN WE CAN TAKE FOLKS OFF THE STREETS TO WHERE WE'RE NOT HAVING TO JUST, YOU KNOW, RUN AROUND AND PLAY A GAME OF CAT AND MOUSE, UH, THEN, UH, IT'S NOT ONLY BEST FOR THEM, IT'S BEST FOR OUR CITY. IT'S BEST FOR OUR COMMUNITIES, AND IT'S FISCALLY RESPONSIBLE. UM, SO AT THE END OF THE DAY, WE'RE ALWAYS LOOKING AT, UM, WE CAN CLOSE ENCAMPMENTS ALL WE WANT, BUT THAT, BUT THEY'LL JUST COME RIGHT BACK IF THE PERSON'S STILL ON THE STREETS. UM, AND SO WE WANNA GET PEOPLE OFF THE STREETS. THAT'S WHY WE'RE DOING IT. IT JUST SO HAPPENS THE MOST COMPASSIONATE RESPONSE, ACTUALLY IN THIS CASE, IS THE MOST EFFECTIVE RESPONSE. AND THAT'S WHY WE'RE WHY WE'RE DOING IT. UM, THERE'S OTHER CITIES. ALL THE TIME THOUGH, I WILL HEAR POLICE SAY, WELL, WE CLOSED DOWN THIS ENCAMPMENT, AND GEEZ, ANOTHER ONE JUST POPPED UP DOWN THE STREET. IT'S THE SAME ENCAMPMENT, IT'S THE SAME PEOPLE. OR, YOU KNOW, BIG CITIES ON THE EAST COAST CLOSE AN ENCAMPMENT. AND THEY SAY, OH, OUT OF 500 PEOPLE, WE GOT FOUR TO BE WILLING TO GO TO A SHELTER. WELL, WHERE ARE THE REST? THEY'RE STILL ON THE STREETS. BUT WHEN WE OFFER HOUSING, WE GET 90% OF THE FOLKS SAYING YES TO IT, AND WE CAN GET THEM IMMEDIATELY OFF THE STREETS. THERE'S AMAZING WORK THAT'S BEING DONE. UH, ONCE AGAIN, FUNDED BY OUR HOUSING COMMUNITY DEVELOPMENT DEPARTMENT, UH, FUNDED WITH THE COUNTY, BEING COORDINATED BY OUR COALITION FOR THE HOMELESS, AND ALSO WITH AMAZING WORK FROM SEARCH HOMELESS SERVICES AND IN A ARRAY OF OTHER ORGANIZATIONS. SO HERE WE ARE. HERE'S THE DECOMMISSIONING. THROUGH THE YEARS, YOU CAN SEE HUGE INCREASES. WHY? BECAUSE THE MONEY IS THERE. THAT'S THE GAME CHANGER. THAT'S THE GAME. AND WE WANNA KEEP THESE NUMBERS UP. NOW, I WILL SAY THIS, GOING BACK TO THIS, WE HAVE NOT DONE ANY ENCAMPMENTS FOR THE PAST TWO MONTHS. AND THE REASON IS, IS BECAUSE THE NAVIGATION CENTER IS A HUGE PIECE OF THIS. OUR CURRENT TEMPORARY NAVIGATION CENTER IS GOING TO BE CLOSING AT THE END OF NEXT MONTH. AND SO WE'RE NOT PUTTING NEW, NEW PEOPLE IN THERE BECAUSE WE WANNA HOUSE EVERYBODY OUT OF IT. SO WHAT'S REALLY IMPORTANT IS THAT JENSEN HOUSING NAVIGATION CENTER TODAY, THE OPERATIONS WAS DISCUSSED. HAVING THAT ONLINE IS GONNA BE HUGE BECAUSE THAT WILL BE ABLE TO, WE'LL BE ABLE TO START DECOMMISSIONING ENCAMPMENTS AGAIN. SO, UH, HERE'S SOME RECENT PHOTOS. THESE ARE THE MOST TWO RECENT ONES. WE GOT IT. THIS IS A BIG ISSUE. WE GOTTA TAKE IT DOWN TO DIGESTIBLE PIECES WHEN WE GET OUR HANDS AROUND THIS FULLY. THEN WE'LL GO INTO THE BAYOU. WE'LL GO INTO ALL THE SMALL STREETS AND ALL THESE AREAS. OUR GOAL HERE IS TO MAKE THIS MAP COMPLETELY GREEN FOR THE REGION. AND WE SHARE THIS WITH THE COUNTY. SO IT'S A GIVE AND TAKE. SOMETIMES WE'RE DOING UNINCORPORATED. SOMETIMES WE'LL BE ABLE TO DO THE CITY, BUT BOTH ARE FUNDING IT. UM, AND HERE'S THE, THIS IS WHERE THE NAVIGATION CENTER COMES IN. SO HERE'S YOUR ENCAMPMENT ON DAY ONE. AND THEN ALL THOSE INDIVIDUALS GET MOVED TO A HOUSING NAVIGATION CENTER. THE ENCAMPMENT CAN IS EMPTY AND CAN BE ENCLOSED USING THREE TO FIVE DAYS. AND THEN WE HOUSE ALL THOSE PEOPLE, PLACE THOSE PEOPLE AT THE HOUSING NAVIGATION. WE THEN PLACE THEM AND HOUSE THEM ONE BY ONE INTO PERMANENT HOUSING AS IT BECOMES AVAILABLE. THAT'S WHAT'S SO IMPORTANT ABOUT THE HOUSING NAVIGATION CENTER, IS WHILE THOSE PEOPLE ARE THERE, THEY'RE WORKING WITH THEIR CASE MANAGERS ON THEIR HOUSING. IT'S A CONSISTENT LOCATION IN A STABLE AND SAFE ENVIRONMENT. AND IT REALLY HELPS, UH, IMPROVE THE EFFORTS TO BE ABLE TO QUICKLY HOUSE THEM. UM, [01:10:01] TO JUST LET YOU KNOW, THROUGH AMAZING WORK OF RAY AND HIS TEAM AS WELL AS THE COALITION, UH, AND THE GENERAL CONTRACTORS. UM, CONSTRUCTION IS RELATIVELY STILL ON PACE AND ON SCHEDULE FOR THE NAVIGATION CENTER. AND IT'S OUR HOPE THAT IT WILL, AND IT'S OUR EXPECTATION THAT IT WILL TENTATIVELY OPEN, UH, IN SEPTEMBER. UH, COMMUNITY ENGAGEMENT WILL OCCUR BEFOREHAND AND WHILE ONGOING FOR, YOU KNOW, UH, BECAUSE, UH, THIS IS, UH, WE WANT THIS TO BE, UH, A GREAT PROJECT THAT GIVES BACK TO THE COMMUNITY, UH, NOT ONLY THAT'S SERVING, UH, BUT THAT IT'S LOCATED WITHIN AS WELL. UM, ONCE A REFERRAL HAPPENS, THEN THEY ALL GET MOVED UTILIZING OUTREACH VEHICLES OR EVEN METRO HELPS OUT ASSIST PROVIDING, UH, TRANSPORTATION. AND THEN THOSE INDIVIDUALS GET ALL TRANSPORTED AS A COMMUNITY TO EITHER DIRECTLY INTO THE HOUSING OR TO A NAVIGATION CENTER. UM, AND THEN BY THE DATE AND TIME THAT THE NOTICES HAD FOR THE ACTUAL DECOMMISSIONING ENCLOSURE, THEN CLEANUP CREWS COME IN THERE, THEREAFTERWARDS CLEAN AND SANITIZE THE AREA AND SECURE THE AREA. IN SOME CASES, FENCING MIGHT BE UTILIZED BY TXDOT, BUT MOST CASES FENCING IS NOT AN OPTION. OUR GOAL HERE IS NOT TO GET FOLKS ARRESTED. WE HAVE DIVERSION FACILITIES WE USE, UH, ONE IS OUR HOMELESS WELLNESS AND HOUSING CENTER OPERATED, UH, BY HARRIS HEALTH, UH, EXCUSE ME, THE HARRIS CENTER. AND WHEN WE HAVE THE SOBERING CENTER, AS WELL AS OUR TWO DIVERSION FACILITIES AT THOSE FACILITIES, PEOPLE ARE GETTING ASSESSED FOR HOUSING. SO EVEN IF SOMEBODY SAYS, NO, I DON'T WANT IT INTERESTED, AND THEN, AND THEN ALL THIS WORK HAPPENS, AND THEY'RE STILL NOT LISTENING, AND THEN THE ONLY OTHER TOOL TO USE IS ENFORCEMENT, WE CAN STILL DIVERT THEM AWAY FROM GETTING A CRIMINAL RECORD, WHICH ONLY MAKES IT HARDER FOR US TO HOUSE THEM. AUSTIN PUTS IN 60 MILLION OF THEIR GENERAL FUND MONEY INTO HOMELESSNESS, UH, AND A HUNDRED MILLION DOLLARS OF ARPA. AND TRAVIS COUNTY'S PUTTING IN A HUNDRED MILLION. UH, WELL THAT'S WITH ARPA, 60 MILLION EVERY YEAR OF GENERAL FUND. DALLAS IS PUTTING IN OVER A HUNDRED MILLION RIGHT NOW. SO I, WE'RE HAPPY TO HAVE ANY FUNDING WE WANT. WE CAN GET, AND I KNOW THE MAYOR WOULD LOVE TO DO, PUT MORE FUNDING IF WE HAD IT, BUT WE DON'T. BUT THE LITTLE MONEY THAT WE'RE COUGHING UP IS VERY, VERY VITAL. UH, IT CAN SEEM LIKE A LOT JUST BECAUSE IT'S COMING IN, IN A MULTIPLE, UH, SMALLER CONTRACTS. UM, SO HOUSING UNITS TO HOUSE SOMEBODY, IT TAKES THREE THINGS. SO RENTAL ASSISTANCE, SUPPORTIVE SERVICES AND HOUSING UNITS. YOU GOTTA PAY THE RENT, YOU GOTTA PAY THE SERVICES, AND THEN YOU HAVE TO HAVE THE PHYSICAL UNIT TO PUT THE PERSON IN. OKAY? THESE THREE THINGS, THAT'S THE MAGIC IS LITERALLY A GAME OF WHACK-A-MOLE. FOUR YEARS AGO, I WAS TALKING HERE AND I SAID, LOOK, WE HAVE UNITS AND WE HAVE WAYS TO PAY THE, UH, SERVICES, BUT WE HAVE NO, WE HAVE NO WAY TO PAY RENTAL ASSISTANCE. AND I'M NOT ONE TO NEEDLESSLY, I'M NOT A BOY THAT CRIES WOLF. I AM NOT NEEDLESSLY WAVING A RED FLAG. THIS IS REAL. WE'VE SEEN THIS PERCOLATING FOR THE PAST YEAR, AND NOW IT'S COME TO ROOST. UH, SO THIS IS A UNIQUE SITUATION HERE. WE HAVE A HUNDRED MILLION DOLLARS TO HOUSE 7,000 NEW CLIENTS, AND WE GOTTA DO IT IN THE NEXT THREE YEARS. AND AT THE SAME TIME, WE HAVE 400 CURRENTLY HOUSED CLIENTS WHO ARE AT RISK OF LOSING THEIR UNITS. THAT IS THE PERFECT STORM WE'RE IN RIGHT NOW. AND SO HERE'S THAT DECREASE I WAS TALKING ABOUT. THE COALITION FUNDED THROUGH THE CITY, AND THE COUNTY HAS A LANDLORD ENGAGEMENT TEAM. THAT TEAM IS KNOCKING ON DOORS. IT'S COLD CALLING PLACES. IT'S FINDING RELATIONSHIPS TO TRY TO FIND NEW APARTMENT OWNERS, NEW MANAGEMENT COMPANIES, NEW LANDLORDS TO PROVIDE UNITS. HOW DO WE DEAL WITH LANDLORDS WHO ARE ABOUT TO, TO BASICALLY KICK OUT FORMALLY HOMELESS INDIVIDUALS BACK ON THE STREETS? HOW DO WE GET THEM NOT TO DO THAT? HERE? WE'RE TRYING EVERYTHING. UH, WE'RE THROWING WET SPAGHETTI AGAINST THE WALL AND SEEING WHAT STICKS. WHERE WE'RE AT RIGHT NOW IS WHAT WE CALL RAPID DEVELOPMENT SUPPORTIVE HOUSING. OKAY? HERE'S THE ISSUE. EVEN IF THE HOUSING DEPARTMENT SAYS X, WE'RE GONNA FUND YOU AN X NUMBER OF UNITS OF YOUR AFFORDABLE UNITS NEEDS TO BE FOR FOLKS OUT OF OUR HOUSING, OUT OF OUR HOMELESS SYSTEM, THAT LANDLORD STILL HAS THE ABILITY TO DECIDE WHO THEY ACCEPT AND WHO THEY DON'T WANNA ACCEPT. AND SO THE REALITY IS, ALL THOSE FOLKS ON THE STREETS, THEY GOT CHALLENGING BACKGROUNDS, DENY, DENY, DENY. AND NOW WE'RE STILL THERE. OKAY? WE CAN'T HOUSE ANYBODY. SO WE NEED TO CONTROL OUR OWN UNITS, UNITS THAT ARE LOW BARRIER THAT WE CAN GET PEOPLE HOUSED IN. SO HOW DO WE DO THAT? WELL, TRADITIONALLY, ONE WAY OF DOING IT, WHICH OUR HOUSING DEPARTMENT DOES SO WELL, IS CAPITAL DEVELOPMENT, FUN FROM THE GROUND UP. ALL THOSE PICTURES THAT DIRECTOR BYNUM SHOWED. BUT THE REALITY IS, IS WE DON'T HAVE ENOUGH MONEY NOR TIME TO DO THIS. WE DON'T WANNA WAIT THREE YEARS. ANOTHER WAY TO DO IT IS GO TO THE OPEN MARKET. OKAY, LET'S, LET'S GO. BUT ONCE AGAIN, THE OPEN MARKET, THE MULTIFAMILY APARTMENT IS ON FIRE RIGHT NOW. NOBODY WANTS TO RENT, YOU KNOW, BEFORE THEY WERE HAPPY TO TAKE OUR VOUCHERS TO PAY FOR RENT. NOW THEY DON'T WANT IT. THEY DON'T NEED IT. THEY DON'T HAVE TO. AND SO TYPICALLY, THIS IS WHAT WE DID. THIS IS OUR BREAD AND BUTTER. AND SO THEY ALREADY HAVE KITCHENETTES AND ALL THE ROOMS, UM, THEY'RE, WE'RE DOING, UM, WE'VE SEEN THAT WHEN WE DO IT ON A SMALL SCOPE, UH, WE CAN REDUCE THE ISSUES, MAKE IT EVEN A BETTER PLACE TO LIVE. IT'S ALSO HUGE. SO THIS IS ONE THING THAT WE'RE EXPLORING RIGHT NOW WITH THE ADMINISTRATION AND WITH THE HOUSING DEPARTMENT.
