AS THE DIRECTOR JUST REFERENCED, PRIOR TO ARVA RETIRING, I BELIEVE OUR SERVICE LEVELS WERE CONSISTENT AND DEFERRALS DUE TO LEGAL REVIEW WERE RARE.
IT PAINS US THAT WE HAVE NOT BEEN ABLE TO PROVIDE THAT SAME LEVEL OF SERVICE AND THE SPEED THAT WE NORMALLY HAD.
OF COURSE, WITH HER RETIREMENT, COUPLED WITH THE DEPARTMENT BEING SHORT STAFFED, IT'S BEEN DIFFICULT FOR US TO ACHIEVE OUR GOAL OF CONTINUING THAT SAME LEVEL OF SERVICE.
WE HAVE DONE TAKEN MEASURES TO TRY AND ACHIEVE THOSE LEVELS, INCLUDING RETAINING OUTSIDE COUNSEL.
AS YOU PROBABLY HAVE EXPERIENCED, THAT HASN'T BEEN AN EASY PATH FOR US EITHER.
MOST REGRETTABLY, FOR THE APPLICANTS WE HAVE BEEN AND WILL CONTINUE TO WORK THROUGH GROWING PANELS WITH OUTSIDE COUNSEL, FROM COMMUNICATION TO FILE TRACKING, TO ENSURING TIMELY RESPONSES AND SUFFICIENT STAFFING.
BUT WE ACKNOWLEDGE THAT DESPITE THOSE PROCESS IMPROVEMENTS, THERE ARE STILL SOME AREAS THAT ARE CONTRIBUTING TO DELAYS THAT ARE TRICKLING DOWN AND RESULTING IN THE DEFERRALS THAT YOU ALL ARE SEEING.
WE ARE STILL WORKING TO IMPROVE OUR PROCESSES.
AS RECENTLY AS THIS WEEK, WE HAVE CONFERRED WITH OUTSIDE COUNSEL.
AGAIN, THEY HAVE ASSURED US THEY WILL EXPEDITE MATTERS GOING FORWARD.
WE'VE ALSO ASKED THEM TO ASSIGN ADDITIONAL RESOURCES TO THE LEGAL REVIEW TO ASSIST US IN MOVING THESE ITEMS QUICKLY.
WE HAVE BEEN FOR MONTHS, DILIGENTLY TRYING TO REPLACE MS. HOWARD.
WE ARE HOPEFUL THAT WE HAVE A CANDIDATE AND THAT WE'LL BE ABLE TO ONBOARD SOMEONE IN NEAR FUTURE, BUT I DO RECOGNIZE THAT THIS ISN'T ENOUGH, AND WE ARE GONNA CONTINUE TO WORK TO EXPEDITIOUSLY IDENTIFY SOLUTIONS SO WE CAN RESUME THAT LEVEL OF SERVICE.
I'LL BE CANDID WITH YOU ALL ON SAYING, I WISH I COULD SAY THAT THE SOLUTIONS WE'VE IMPLEMENTED THE DATE AND THE ONES THAT WE'RE CON CONTINUING TO IMPLEMENT WILL RESOLVE THOSE DELAYS OVERNIGHT, BUT UNFORTUNATELY IT WON'T.

THE GOAL OF LIVABLE PLACES IS TO PROVIDE, TO PAVE THE WAY FOR MORE CONNECTED, RESILIENT, AND LIVABLE NEIGHBORHOODS FOR ALL.
HOUSTONIANS ACTION COMMITTEE IS FOCUSING ON UPDATING DEVELOPMENT RULES THAT ENCOURAGE HOUSING VARIETY AND AFFORDABILITY.

UM, WITH THIS WORK, WHAT WE HAVE DONE IS DISCUSSED RESIDENTIAL BUFFERING STANDARDS FROM GARAGES AND SCREENING FROM GARAGES AND ALSO THE, UH, LANDSCAPE BUFFER DISTANCE FROM HIGH-RISE STRUCTURES.

UM, THERE WAS OBVIOUSLY WATER BUILDUP, BUT IT FLOWED.
WE NOW HAVE A HUGE WATER PROBLEM CURRENTLY AT, UH, MY ADDRESS OF THE CORNER OF, UH, FLOWERDALE AND WOODVINE THAT WAS CREATED BY THE CITY.
UM, THAT DUG A DITCH THAT WAS TOO DEEP.
AND NOW WE HAVE STANDING WATER FOR THREE FEET, THREE FEET OF STANDING WATER.

UM, AND I'M CONCERNED ABOUT THE, THE REMOVAL OF THE DOZENS OF MATURE TREES, SOME AS WHICH ARE AS 120 FEET TALL.
SECONDLY, UH, THE TRAFFIC CONCERN.
WE'VE ALREADY GOT A PROBLEM, ESPECIALLY ON GARBAGE DAYS.
UH, YOU KNOW, YOU CAN IMAGINE THE STREET WITH GARBAGE AND RECYCLING BINS, PEDESTRIANS, NO SIDEWALKS.
SO IT ALMOST TURNS INTO ONE LANE STREET EVERY FRIDAY.
AND IF YOU CAN EVEN GET THE RECYCLING PICKED UP ON FRIDAY, SO IT USUALLY COMES SATURDAY.
SO THAT'S TWO DAYS WHERE WE'VE GOT BINS IN THE ROAD, UM, THAT IT EFFECTIVELY MAKES IT A ONE WAY STREET WHERE YOU HAVE TO MANEUVER AROUND CARS AND GARBAGE CANS AND PEDESTRIANS.
UH, THIS WOULD BE BETTER IF THERE WERE SIDEWALKS.
THERE'S NOT SIDEWALKS, UM, CONCERNED ABOUT THE SIX VISITOR SPOTS.
'CAUSE ALL THAT TRAFFIC, THE VISITORS ARE GONNA PARK ON JAN DRIVE.
THIRDLY, THE DENSITY OF THE PROPOSED DEVELOPMENT IS LARGELY INCONSISTENT WITH THE EXISTING LOT SIZES ALONG THE STREET, WHICH WOULD LEAD TO A SIGNIFICANT NEGATIVE IMPACT ON THE EXISTING HOME VALUES FOR OTHERS IN THIS AREA.
UH, DUE TO THE PROPOSED MUCH LOWER AVERAGE LOT SIZE AS LOW AS 1,627 SQUARE FEET ACCORDING TO DRAWING AND MUCH SMALLER HOMES, LONGTIME RESIDENTS WILL SEE THEIR HOME VALUES DECREASE DRAMATICALLY.
UH, I THINK THERE'S SOME COMPROMISES.
ONE WOULD BE DECREASE THE NUMBER OF LOTS IN THE, IN THE PROPOSED REPL, EVEN IF IT DOES MEET CHAPTER 42 EXPECTATIONS.
IN MY PROFESSIONAL OPINION, MINIMUM LOT SIZE SHOULD BE AROUND 5,000 SQUARE FEET OR HIGHER.
UM, IT'LL IMPROVE WATER RUNOFF CHARACTERISTICS IN THE NEIGHBORHOOD, WILL REDUCE THE NUMBER OF MATURE TREES THAT NEED TO BE DESTROYED.
MAINTAIN NEIGHBORHOOD DENSITY CHARACTERISTICS AND IT'LL HELP THE LIMITED PARKING.
