UH, THIS MORNING IS THE

[Transportation, Technology, and Infrastructure Committee on July 7, 2022.]

7TH OF JUNE, 2022.

IT IS 10:00 AM AND I'M CALLING THIS MEETING TO ORDER, UH, ON BEHALF OF THE CITY OF HOUSTON.

I'D LIKE TO WELCOME ALL COUNCIL MEMBERS AND STAFF IN ATTENDANCE AND NOTE THAT THE MEETING IS BEING HELD IN HYBRID MODE DUE TO THE DISCONTINUATION OF THE TEXAS OPEN MEETINGS ACT.

THAT'S CHAPTER 5 51, THE PROVISIONS THAT ALLOWED PUBLIC MEETINGS TO BE HELD SOLELY AND VIRTUALLY DURING THE PANDEMIC.

UH, THE MEETING WILL BE OPEN TO THE PUBLIC.

WE ARE IN CHAMBERS, AND AS CHAIR AND PRESIDING OFFICER OF THE COMMITTEE, I'M PHYSICALLY PRESENT IN THE CHAMBER AND IN ACCORDANCE WITH THE PROVISIONS OF SECTION 5 51 0.1 27 OF THE TEXAS GOVERNMENT CODE APPLICABLE TO A GOVERNMENTAL BODY THAT EXTENDS INTO THREE OR MORE COUNTIES.

ALL OTHER COMMITTEE MEMBERS HAVE THE OPTION TO PARTICIPATE IN PERSON OR VIRTUALLY VIA MICROSOFT TEAMS. WE HAVE HAD SIX MEMBERS OF THE PUBLIC WHO'VE SIGNED UP TO SPEAK TODAY.

THAT WILL BE AFTER THE PRESENTATIONS.

THE SPEAKERS ARE BOTH VIRTUAL AND IN PERSON HERE IN THE CHAMBER.

SO WE WILL, UH, MONITOR THAT AFTER THE PRESENTATIONS ARE DONE.

AND THE DEADLINE FOR SIGNING UP TO SPEAK WAS AT 5:00 PM YESTERDAY.

TODAY'S AGENDA TOPICS INCLUDE SCHOOL SPEED ZONES.

WE WILL BE HEARING FROM, UH, THE TRANSPORTATION AND DRAINAGE OPERATIONS GROUP OF THE HOUSTON PUBLIC WORKS DEPARTMENT, AND JANICE LAKEY IS THE COMMUNITY OUTREACH COORDINATOR.

SHE'S HERE TODAY TO PRESENT ON THAT TOPIC, SCHOOL SPEED ZONES.

AND NEXT WE'LL HEAR REGARDING NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM, UH, ALSO PRESENTED BY THE TRANSPORTATION AND DRAINAGE OPERATIONS GROUP WITHIN HOUSTON PUBLIC WORKS.

UH, TODAY'S PRESENTATION WILL BE GIVEN BY ASSISTANT DIRECTOR KANG QUINN.

AND WITH THAT, I'D LIKE TO REMIND COUNCIL MEMBERS TO REMAIN ON MUTE DURING THE MEETING AND HOLD THEIR QUESTIONS TO THE END OF EACH PRESENTATION.

AND NOTE THAT TO GET IN THE QUEUE, THEY SHOULD SEND A MESSAGE TO THE CHAT SAYING, REQUEST TO SPEAK, AND WE WILL BE MONITORING THAT AND EACH COUNCIL MEMBER WILL BE GIVEN THREE MINUTES, UH, FOR THEIR QUESTIONS WITH OUR PRESENTERS.

UM, ALL PUBLIC COMMENT WILL BE HELD OFF UNTIL THE TWO PRESENTATIONS ARE COMPLETED.

THIS HAS BEEN SHARED WITH THE PUBLIC SPEAKERS AND PUBLIC COMMENT WAS ORGANIZED IN THE ORDER THAT PUBLIC SPEAKERS REGISTERED COUNCIL MEMBERS WILL BE ALLOWED TO ANSWER QUESTIONS AFTER EACH PRESENTATION TO ADDRESS ANY ITEM IN REAL TIME.

AND WE MAY HAVE A FEW OF THE VIRTUAL PUBLIC SPEAKERS APPEAR ON VIDEO AT THEIR DISCRETION.

SO I THINK WITH THAT, WE HAVE YOUR MIC ON AND THE FLOOR IS YOURS.

GOOD MORNING, UH, CHAIR ROBINSON AND VICE CHAIR ALCORN, UH, MEMBERS OF THE TTI COMMITTEE, UM, MEMBERS THAT ARE LISTENING ON THE COUNCIL, UH, CITIZENS, BOTH HERE, UH, ON VIRTUAL, AND THEN THOSE THAT WILL LISTEN IN THE FUTURE.

UM, SO, UM, WE'RE REALLY EXCITED TODAY TO TALK ABOUT, UH, THE SCHOOL ZONE AND THE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM.

UM, I KNOW THAT, UH, THIS OFTEN COMES UP AT COUNCIL WITH PUBLIC COMMENTS.

UM, WE KNOW THAT WE RECEIVE YOUR EMAILS, UH, YOU KNOW, FROM CITIZENS.

UM, AND I JUST WANNA SAY THAT, YOU KNOW, UNDER THE, UH, DIRECTION OF DIRECTOR HADDOCK OF PUBLIC WORKS, UH, PUBLIC WORKS IS GOING THROUGH A TRANSFORMATION.

AND THAT'S WHY WE HAVE OUR PURPOSE, UH, TO GATHER.

WE CREATE A STRONG FOUNDATION FOR HOUSTON TO THRIVE.

AND WITH THAT, UH, TDO IS ALSO GOING THROUGH TRANSFORMATION SO THAT WE CAN ALIGN WITH VISION ZERO, WHICH WAS ADOPTED IN DECEMBER, 2020.

UM, AND SO WITH THAT, UH, THE GROUP THAT KANG WHEN, UH, LEADS USED TO BE CALLED TRAFFIC MANAGEMENT, UH, BRANCH, UM, AND THAT IS VERY SQUISHY.

IT'S VERY, IT DOESN'T REFLECT, UM, THE VISION THAT WE HAVE FOR OURSELVES.

AND SO WE HAVE RENAMED THAT BRANCH MULTIMODAL SAFETY AND DESIGN, UH, TO REFLECT, UH, THE VISION THAT WE HAVE TO REFLECT VISION ZERO TO REFLECT THE FACT THAT WE ARE MOVING FORWARD.

AND IN THAT GROUP, WE'VE ALSO CREATED A DESIGN STUDIO SO THAT WE CAN THINK ABOUT THE AESTHETICS OF WHAT WE DO.

UM, AND JUST THINKING ALSO AGAIN ABOUT THE IMPLEMENTATION OF VISION ZERO AND THINKING DIFFERENTLY ABOUT HOW WE DO THINGS,

UM, TRYING TO DO THINGS A LITTLE BIT FASTER, UM, YOU KNOW, A LOT OF THINGS, IT TAKES A LOT TO CONSTRUCT TO DO DESIGN AND CONSTRUCTION.

UM, AND SO, UM, IF YOU GO TO THE INTERSECTION OF FULTON EQUIPMENT, THAT'S AN EXAMPLE OF A VERY LOW COST QUICK DESIGN, UM, TO MAKE IT SAFER FOR PEOPLE TO GET ACROSS THE STREET, UM, THAT WE DID WITH OUR IN-HOUSE CREWS, UM, THAT WE PAINTED, UM, AS WELL TO CREATE SOME ART AESTHETIC.

AND SO THAT IS, THAT WAS LED BY KANG'S TEAM.

UM, AND THAT'S JUST A REFLECTION OF WHAT WE ARE TRYING TO DO AS WE WAIT FOR SOME OF THE BIGGER PROJECTS TO HAPPEN.

UM, IN ADDITION WITH THAT, WE HAVE SOME OTHER ALIGNMENTS, UH, WHERE WE'VE MOVED, UH, THE MOBILITY PERMITTING TEAM OUT OF TRANSPORTATION AND DRAINAGE OPERATIONS, AND IT'S MOVING TO THE PERMITTING CENTER.

AND SO WHAT THAT IS DOING IS FREEING UP SOME FULL-TIME EQUIVALENTS FOR KANG'S TEAM SO THAT WE CAN HIRE MORE ENGINEERS, MORE PLANNERS, UM, THAT UNDERSTAND THE VISION THAT WE HAVE, SO THAT WE CAN, UH, MOVE A LITTLE BIT QUICKER, UM, AND HAVE, UM, BETTER DESIGNS, UH, BETTER WAYS TO ADDRESS SAFETY.

UH, 'CAUSE RIGHT NOW, THIS TEAM IS STRETCHED VERY THIN.

UM, I'M SURE YOU'VE SEEN, UH, MISS JANICE LAKEY, UH, SUPPORTING ME DURING THE RAIL CONVERSATION.

UH, SO SHE HAS RAIL IN SCHOOL ZONES, AND THAT IS A LOT, JUST EVEN GIVEN THE SHEER NUMBER OF SCHOOLS THAT WE SUPPORT HERE IN HOUSTON.

UM, ALSO TOO, EVERY TIME WE PUT SOMETHING IN THE PUBLIC RIGHT OF WAY, IT NEEDS TO BE MAINTAINED.

UM, AND SO, YOU KNOW, I KNOW THAT, UH, QUESTIONS HAVE COME UP REGARDING SCHOOL ZONE BEACONS.

UM, BUT WE PUT A SCHOOL ZONE BEACON IN THE RIGHT OF WAY.

THAT MEANS WE HAVE TO HAVE, UH, SIGNAL PEOPLE TO BE ABLE TO GO OUT TO MAINTAIN THEM.

THEY DO GET HIT, UM, AND WE HAVE TO GET THEM BACK UP AND OPERABLE.

UH, THINGS LIKE SPEED HUMPS, UH, AGAIN, THAT IS SOMETHING THAT WHEN WE PUT IT IN THE RIGHT OF WAY, WE HAVE TO MAINTAIN IT.

AND RIGHT NOW, OUR CREWS ARE VERY MUCH FOCUSED ON THE MAYOR STREET REHAB INITIATIVE.

AND SO WHEN WE HAVE TO PULL TO MAINTAIN IT JUST, IT, IT PULLS RESOURCES.

UM, BUT MOVING FORWARD, I WILL SAY, I WANNA REST ASSURED TO EVERYONE.

UH, WE DO HAVE A VISION MOVING FORWARD.

UH, OUR TEAM IS CURRENTLY UPDATING CHAPTER 15 OF THE INFRASTRUCTURE DESIGN MANUAL, AND THAT IS TRAFFIC SIGNAL AND DESIGN REQUIREMENTS, UH, TO REFLECT OUR NEW, UH, ENLIGHTENED THINKING.

WE ARE ALSO UPDATING CHAPTER 17, WHICH IS BICYCLE TRANSIT PEDESTRIAN DESIGN REQUIREMENTS.

UM, AND SO I SAY ALL OF THIS TO SAY THAT, UM, AS WE, THESE ARE JUST TWO SPECIFIC PROGRAMS, WE'RE REALLY WORKING TO CODIFY, UM, OUR VISION SO THAT EVEN AS OTHERS COME FORWARD WITH DIFFERENT DESIGNS, YOU KNOW, WE HAVE A LOT OF PEOPLE WORKING IN THE, THE PUBLIC RIGHT OF WAY, UM, THAT IT, THAT, THAT IS CODIFIED AND IT REFLECTS WHAT WE ARE TRYING TO MOVE TOWARDS.

AND SO TODAY WE'RE GONNA BE TALKING ABOUT, UM, THE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM.

AND ONE OF THE THINGS I DO WANNA MAKE SURE IT IS CLEAR, UM, A LOT OF WHAT WE HEAR WITH THE NEIGHBORHOODS IS THEY'LL SAY PEOPLE ARE SPEEDING.

UM, BUT ACTUALLY OUR DEFAULT SPEED LIMIT WITHIN THE STATE OF TEXAS IS 30 MILES PER HOUR.

AND SO PEOPLE ARE DRIVING 30 MILES PER HOUR IN A NEIGHBORHOOD ROAD, BUT THAT FEELS TOO FAST BECAUSE IT IS TOO FAST FOR A NEIGHBORHOOD ROAD.

UM, SO WE HAVE SUBMITTED, UH, WE'RE WORKING WITH THE GOVERNMENT RELATIONS TEAM, BILL KELLY'S TEAM, UM, AS THIS NEW LEGISLATURE COMES UP TO PUT ANOTHER EFFORT FORWARD TO LOWER THE DEFAULT SPEED LIMIT IN, IN THE STATE OF TEXAS TO 25 MILES PER HOUR.

AND THAT WOULD ADDRESS A LOT OF THESE NEIGHBORHOOD STREETS TO GET THE SPEED LIMIT DOWN TO 25 MILES PER HOUR.

UM, AND SO WE DO CALL ON, UH, THE CITIZENS THAT ARE HERE THAT ARE LISTENING TO ASSIST US IN THAT EFFORT, IN REACHING OUT TO THEIR, UH, STATE REPRESENTATIVE AND STATE SENATORS TO HELP US, UH, PUSH FORWARD A LOWER DEFAULT SPEED LIMIT.

UM, AND SO THAT IS JUST WHAT I DO WANNA SAY.

UM, BUT WE ARE LOOKING, ONCE WE GET THROUGH THESE, UH, UM, INFRASTRUCTURE DESIGN MANUAL UPDATES, UH, RIGHT NOW WE'RE JUST VETTING IT INTERNALLY WITH THE CITY, WORKING WITH OUR PARTNERS IN THE PLANNING DEPARTMENT.

UM, WE ARE GONNA GO BACK AND LOOK AT THIS NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM SO THAT WE CAN DELIVER SOMETHING MORE THAT HAS, YOU KNOW, DEVOLVED INTO SPEED HUMPS.

UM, I KNOW THAT WE HAVE MEMBERS OF OUR TEAM HERE, AND HISTORICALLY WE HAD MORE TOOLS IN THE TOOLBOX.

AND SO WE DO WANT TO, UM, PUT THOSE BACK IN, IN A WAY THAT ARE, UH, FASTER FOR US TO REACT, UM, AND LOWER COST TO MAINTAIN.

AND SO WITH THAT, UM, IT'S AN HONOR TO INTRODUCE JANICE, TO TALK ABOUT THE SCHOOL ZONES AND WHAT WE ARE DOING THERE, UM, AROUND THOSE.

AGAIN, OUR PURPOSE, HOUSTON PUBLIC WORKS.

OUR PURPOSE IS TOGETHER WE CREATE A STRONG FOUNDATION FOR HOUSTON TO THRIVE.

WE HAVE FIVE TO THRIVE VALUES, WHICH ARE INTEGRITY, TEAMWORK, OWNERSHIP, COMMUNICATION, AND RESPECT.

SCHOOL SPEED ZONES.

AN OVERVIEW OF OUR SCHOOL SPEED ZONES.

WE HAVE APPROXIMATELY 562 SCHOOLS, WHICH ARE COMPRISED OF 12 SCHOOL DISTRICTS AND APPROXIMATELY 165 PRIVATE SCHOOLS.

THESE SCHOOLS ARE, THERE ARE 1700 SCHOOL ZONES THAT WE HAVE IN THE CITY OF HOUSTON.

IN THOSE 1700 SCHOOL ZONES, WE HAVE 7,000 SCHOOL SPEED LIMIT SIGNS, AND THE SIGNS ARE APPROXIMATELY $500 PER SIGN.

THAT'S INCLUDING LABOR SIGNAGE IN THE, WE ALSO HAVE 1400 FLASHING SCHOOL BEACONS IN THESE 12 SCHOOL DISTRICTS AND 165 SCHOOLS, WHICH THE FLASHING BEACONS, THE COST IS APPROXIMATELY $10,000 PER SIGN.

THE ROADWAY SPEED LIMIT IS REDUCED TO 20 MILES PER HOUR.

DURING A SCHOOL ZONE TIME, WE, OUR SCHOOL ZONE TIMES CONSIST OF, UH, AN HOUR IN THE MORNING AND 45 IN THE, IN THE EVENING.

WE START A SCHOOL ZONE 45 MINUTES BEFORE SCHOOL COMMENCE, AND WE CONTINUE IT UNTIL 15 MINUTES AFTER.

AND IN THE EVENING, WE START THE SCHOOL ZONE 15 MINUTES BEFORE SCHOOL ZONE STARTS, AND THE ZONE GOES UNTIL 30 MINUTES.

AFTER SCHOOL ZONES ARE UPDATED EVERY 12 TO 18 MONTHS AND MUST BE APPROVED BY CITY OF COUNCIL.

THEY ARE ENFORCEABLE BY, UM, HPV SCHOOL, DISTRICT POLICE, AND OTHER IN LAW ENFORCEMENTS SCHOOL ZONE COMPONENTS.

A SCHOOL ZONE IS MADE OF, OF 20 MILE AN HOUR.

SCHOOL SPEED LIMIT SIGNS, OR THERE ARE 20 MILE

AN HOUR FLASHING BEACONS.

FLASHING BEACONS ARE INSTALLED ON THOROUGH FARES, COLLECTORS AND STREETS THAT HAVE MORE THAN 5,000 VEHICLES PER DAY.

BEACONS ARE PROGRAMMED AND MONITORED AND UPDATED REMOTELY.

THEY ARE SOLAR SMART BEACONS.

THEY ARE, WE ARE ABLE TO, IN, UH, PROGRAM EARLY RELEASE DAYS, SPECIAL EVENTS, HOLIDAYS, AND OTHER EXCEPTIONS ARE PROGRAMMED.

ADDITION TO THE FLASHING BEACONS AND THE 20 MILE AN HOUR SPEED LIMIT.

SIGNS WE DO, WE INSTALL SCHOOL CROSSING SIGNS AND CROSSWALK MARKINGS.

CROSSWALK MARKINGS ARE CONTINENTAL CROSSWALK MARKINGS.

THEY'RE INSTALLED AT AT NONS SIGNALIZED INTERSECTIONS.

AND IF AN INTERSECTION HAS, UM, A, A SIGNAL, WE INSTALL STANDARD CROSSWALK MARKINGS.

THERE ARE OTHER TYPES OF SIGNS WE INSTALL FOR SCHOOL ZONES TO, TO HELP WITH THE SAFETY, AND THOSE TYPES OF SIGNS ARE TYPICALLY ARE CUSTOMIZED TO THE SCHOOL'S NEEDS.

I AM TOLD THAT THE, UM, THE HTV FEED, THE LIVE FEED AND WEBCAST IS EXPERIENCING SOME TECHNICAL DIFFICULTIES.

THE SCHOOL MUST EITHER BE A ELEMENTARY, A MIDDLE SCHOOL, OR A JUNIOR HIGH SCHOOL.

THE STREETS MUST BE BORDER, THE SCHOOL OR A DESIGNATED CROSSING FOR THE SCHOOL.

AND A HOUSTON PUBLIC WORK STAFF MEMBER WILL GO OUT, DO A FIELD INVESTIGATION AND DETERMINE THE APPROPRIATE COMPONENTS THAT NEED TO BE INSTALLED FOR THE SCHOOL ZONE.

IF A SCHOOL ZONE IS WARRANTED, ALL INSTALLATION MUST COMPLY WITH THE TEXAS MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES LETTER KNOWN AS THE T-M-U-T-C-D.

FLASHING BEACONS VERSUS STATIC SIGNS.

FLASHING BEACONS ARE INSTALLED ON THOROUGHFARES THOROUGHFARES.

THEY CARRY A HIGHER SPEED LIMIT AND THEY ARE WIDER ROADWAYS.

THE REACTION TIME FOR A DRIVER IS LONGER ON A THOROUGHFARE, AND THE SIGNS ON THE STORE FARE THOROUGHFARE NEEDS ENHANCED VISIBILITY.

MINOR STREETS, THEY'RE LOW, THEY HAVE LOWER SPEED LIMITS.

THE TRAFFIC VOLUME IS LOWER PRIMARILY DURING THE SCHOOL'S INTAKE AND DISMISSAL TIME.

THE TRAFFIC ON THE ROADWAY IS THE SCHOOL TRAFFIC.

HOWEVER, IF STANDARD TREATMENTS AND OTHER SPEED REDUCTIONS DEVICES ARE NOT EFFECTIVE, WE CAN LOOK INTO, UM, INSTALLATION OF BEACONS ON A ROADWAY, BUT THAT'S AFTER AN INVESTIGATION DETERMINED THAT ALL OTHER MEANS HAVE NOT BEEN SUFFICIENT.

THIS IS AN EXAMPLE OF A SCHOOL, UM, PINE SHADOWS ELEMENTARY.

THEY, IT SHARES THE ZONE CURRENTLY WITH SPRINGWOODS MIDDLE SCHOOL, NEW ORLEANS ROADWAY.

THIS IS A PROPOSED, UM, INSTALLATION.

CURRENTLY THIS ROADWAY HAS A SCHOOL ZONE, BUT THIS ROADWAY IS UNDER THE JURISDICTION OF HARRIS COUNTY.

SO THE CITY IS RECOMMENDING, UH, THAT THE COUNTY INSTALL SOME ADDITIONAL SIGNAGE ON NEW ORLEANS ROADWAY.

IF THE TRAFFIC CURRENTLY IS NOT COMPLYING WITH THE REDUCED SPEED LIMIT, WE CAN INSTALL ADDITIONAL SIGNS.

UM, THE, THE TOP SIGNS SHOWING ON HAMMERLY ROADWAY, THAT'S AN EXAMPLE OF HOW OF A, IT'S A THOROUGHFARE AND THE CROSSING ON THOROUGHFARES, THERE ARE FEWER CROSSINGS AND THE ZONES ON THOROUGHFARES PROTECT THE STUDENT'S CROSSING.

SO NOT AS MANY SIGNS OR A, A LENGTH OF A ZONE WOULD BE NEEDED ON A THOROUGHFARE.

IT WOULD BE CALLED, IT WOULD BE INSTALLED TO PROTECT THE CROSSING.

JUST NOTE ON NUANCE ROADWAY, WE'RE SHOWING A LOT OF SIGNS THAT COULD BE INSTALLED.

WE CAN INSTALL SIGNS AT ALL INTERSECTING ROADWAYS, BUT WE DO INSTALL THEM WHERE STUDENTS ARE EITHER

CAN A SCHOOL ZONE CONCERN ONLY BE REPORTED BY THE SCHOOL'S PRINCIPAL? ANYONE CAN REPORT A SCHOOL ZONE CONCERN.

HOUSTON PUBLIC WORK TEAM WILL INVESTIGATE THE LOCATION AND CONTACT A SCHOOL'S PRINCIPAL FOR COLLABORATION AS NEEDED.

REQUESTS SUBMITTED DURING NON-SCHOOL ON SESSIONS ARE PLACED IN PENDING UNTIL SCHOOL RESUMES.

SO IF WE RECEIVE A REQUEST DURING THE SUMMERTIME OR THE WINTER BREAK OR THE SPRING BREAK, THEN WE PUT THOSE IN PENDING TO INVESTIGATE IT SO WE CAN OBSERVE THE ACTUAL ACTIVITY THAT'S HAPPENING.

IF A SCHOOL ZONE IS WARRANTED, A WORK ORDER WILL BE SUBMITTED TO INSTALL THE ZONE.

OUR SIGN SHOP INSTALL THE SCHOOL ZONE SIGNAGE WITHIN 14 DAYS UPON RECEIPT OF A WORK ORDER EXCEPT FOR FLASHING BEACONS.

FLASHING BEACONS MAY TAKE TWO TO THREE MONTHS, SOMETIMES LONGER FOR INSTALLATION.

SOMETIMES IT'S DUE TO EQUIPMENT FAILURE, SOMETIMES IT'S DUE TO MATERIAL SHORTAGE AND OTHER REASONS WHERE, UM, IT TAKES LONGER FOR A FLASHING BEACON TO BE INSTALLED.

THEY ALSO HAVE TO CALL FOR A, A DIG ORDER TO KNOW WHAT'S UNDERGROUND.

UM, THIS NOTE, THE SCHOOL ZONES ARE INSTALLED FOR STU, STUDENT CROSSING ACTIVITIES.

INSTALLATION OF REDUCED SPEED ZONE IS NOT WARRANTED IF THERE ARE NO STUDENTS OR POTENTIAL OF STUDENTS CROSSING THE ROADWAY.

AND LOOKING AT THE MAP, THAT'S SO MANY SIGNS ON THAT ROAD.

AND I THINK THE REASON WHY CONSTITUENTS REQUESTED THE FLASHING SCHOOL BEACONS SPECIFICALLY ON NUANCE IS BECAUSE THERE'S TWO SCHOOLS ON ENDS.

THERE'S THE ELEMENTARY SCHOOL AND THE MIDDLE SCHOOL.

SO THE SCHOOL ZONE TIMES ARE DIFFERENT.

PEOPLE GET CONFUSED OF EXACTLY WHEN, YOU KNOW, THEY'RE IN THE SCHOOL ZONE AND WHEN THEY'RE NOT.

UM, AND THERE'S ALSO HOMES, THERE'S AN APARTMENT COMPLEX, UM, JUST AROUND THE CORNER ON WOODY IS ANOTHER APARTMENT COMPLEX.

SO THERE'S JUST A LOT GOING ON ON THAT STREET.

UM, AND I THINK THAT LOOKING AT THE TRAFFIC, IF THERE'S A WAY TO, TO LOOK AT THAT TO SEE IF MAYBE THERE'S A THRESHOLD WHERE IT MIGHT NOT BE A MAJOR THOROUGHFARE, BUT THERE'S OTHER WAYS THAT WE COULD INSTALL THOSE FLASHING SCHOOL BEACONS.

UM, THE, UM, SPEED CUSHIONS WERE INSTALLED, UM, JUST LAST WEEK OR THE WEEK BEFORE ON NEW END.

SO THAT SHOULD HOPEFULLY HELP, UM, A LITTLE BIT.

UH, THE SPEED CONTROL, UH, TRACK DEALS MAINLY WITH THE SPEED CUSHIONS, UH, AND THE VOLUME CONTROL INCLUDE THE SPEED CUSHIONS AND ALL THE OTHER TRAFFIC COMMON DEVICES.

UM, THE VOLUME CONTROL IS A MUCH LENGTHIER PROCESS.

IT REQUIRES BY ORDINANCE, UH, TO, UH, FOR US TO HOLD AT LEAST THREE PUBLIC MEETINGS.

UH, WE GO THROUGH, UM, BEFORE AND AFTER TRAFFIC STUDY, DO THE, IN THE TRIAL INSTALLATION OF TRAFFIC, COMMON DEVICES, UH, PRESENT ALL THE INFORMATION, UM, TO THE PUBLIC FOR INPUT.

UH, WE ALSO NEED TO OBTAIN INTERNAL APPROVALS FROM VARIOUS DEPARTMENTS WITHIN THE CITY, INCLUDING PLANNING AND, UH, DEVELOPMENT DEPARTMENT, UH, FIRE DEPARTMENT, HU UH, SALT WASTE, AND, UH, UH, HOUSTON POLICE DEPARTMENT.

UH, THE PROCESS USUALLY, USUALLY TAKE TWO, TWO PLUS YEARS.

UH, THE SPEED CONTROL DRAFT IS MUCH SHORTER.

IT'S PROBABLY TAKE ABOUT FOUR PLUS MONTHS TO GO THROUGH.

UH, ONCE THE PROCESS, THE REVIEW IS COMPLETED, WE ASSIGN A PROJECT NAME AND NUMBER, AND THEN THE PROJECT IS BASED ON A WAITING LIST UNTIL FUNDING BECOMES AVAILABLE.

UM, ONCE FUNDING BECOMES AVAILABLE, UH, WE GO THROUGH THE NEXT STEP, WHICH IS THE PLANNING PHASE OR THE PROJECT DEVELOPMENT PHASE WHERE WE DEVELOP A CONCEPT PLAN.

UM, WE PRESENT THEM TO INTERNAL DEPARTMENT FOR CUSHION, MAINLY THE, THE FIRE DEPARTMENT FOR REVIEW AND APPROVAL.

UH, WE DO THE PUBLIC OUTREACH EFFORTS TO GATHER COMMENTS, UH, AND THEN WHEN WE ADDRESS ON THE COMMENTS, UM, PUBLIC WORK WOULD APPROVE, UM, THE, THE PLAN FOR INSTALLATION.

AND THEN FINALLY, UH, WE'LL SUBMIT THEM FORMALLY TO COUNCIL FOR APPROVAL.

AND WE USUALLY DO THAT PROBABLY ONCE A TWICE A YEAR.

AND WE COMBINE ON THE PROJECTS AND WE PRESENT 'EM ALL TO COUNCIL, UM, AT ONCE OR TWICE A YEAR.

WE DON'T GO UP INDIVIDUAL PROJECT.

IT USUALLY TAKE ABOUT THREE OR FOUR WEEKS.

UH, ONCE WE GET APPROVAL FROM FIRE DEPARTMENT, UH, WE SEND OUT A PUBLIC NOTICE.

AND, UH, WE USUALLY ALLOW A MINIMUM OF, UM, OF TWO WEEKS FOR COMMENTS.

UM, CONSIDERING THE, THE PRINTING TIME, THE MAIL NOW, WE USUALLY ALLOW FOUR OR FIVE WEEKS, UH, FOR THE PUBLIC TO RETURN, UH, COMMENTS.

ONCE WE, WE COMPILE ALL THE COMMENTS, UH, WE PREPARE THE COMMON MAPS TO SEE WHERE THE COMMENTS ARE, LOOK AT ALL COMMENTS, SEE IF THERE'S ANY ADJUSTMENTS TO THE, UH, THE CONCEPT PLAN THAT, THAT NEED TO, UH, TO BE DONE, UH, AND THEN GET IT APPROVAL FOR INSTALLATION.

AND THEN DEPENDING ON THE, THE BACKLOG OF THE, UH, PROJECT IN THE, UH, IN THE CONSTRUCTION CONSTRUCTION LIST PROBABLY TAKES SOMEWHERE BETWEEN MAYBE, UH, ONE TO TWO, THREE MONTHS, UH, TO GET THE CONSTRUCTION COMPLETED.

UH, AND THEN WE'LL, WE'LL CLOSE THAT PROJECT.

AND THEN JUST WAIT FOR, UM, UH, UM, FOR A GOOD TIME WHEN WE CAN SUBMIT EVERYTHING TO THE COUNCIL FOR THE FORMAL APPROVAL.

UH, ALL THIS PROJECT, UM, USUALLY WE WORK WITH THE RESPECTIVE, UH, COUNCIL MEMBERS, GET THEIR, THEIR BUY-IN APPROVAL FIRST BEFORE WE GO TO INSTALLATION.

UH, ONCE THE FUNDING IS, UH, AVAILABLE, THEN WE CONDUCT A FIRST PUBLIC MEETING WHERE WE WALK THROUGH THE PROCESS, UH, OF THE PROGRAM, UM, SO THAT ALL THE RESIDENT AWARE OF ALL THE, THE, THE NECESSARY FACES, UM, AND GATHER THE, THE TRAFFIC ISSUE, TRAFFIC CONCERN THAT THE RESIDENT HAVE.

AND THEN, UH, WE ALSO ESTABLISHED THE NEIGHBORHOOD TRAFFIC COMMITTEE TO WORK WITH US, UM, ON THIS, UH, PROJECT.

UH, SO ONCE WE HAVE ON THE COMMON THE TRAFFIC COMMITTEE ESTABLISH, WE WORK WITH 'EM TO DEVELOP, UM, UM, A PLAN, THE CONCEPT PLAN, WE COLLECT THE TRAFFIC COUNTS, UH, TO SEE WHERE THE ISSUES ARE, UH, TRY TO CONFIRM THE ISSUE THAT, UM, THE RESIDENT, UH, BRING UP AND THEN WORK WITH THE COMMITTEE TO DEVELOP A CONCEPT PLAN.

UH, ONCE WE HAVE THE CONCEPT PLAN AND THE TRAFFIC DATA OF, FOR THE BEFORE, UH, INSTALLATION, WE GO BACK FOR THE SECOND PUBLIC, UH, MEETING TO PRESENT THE CONCEPT PLAN TO ALL THE RESIDENT AND GATHER THEIR INPUT TO MAKE SURE THAT THE PLAN COVERS ON THE ISSUE THAT THEY BROUGHT UP AT THE FIRST PUBLIC MEETING.

UM, SO ONCE WE HAVE THE PUBLIC SUPPORT ON, ON THE CONCEPT PLAN, THEN WE MOVE ON TO THE INSTALLATION.

THIS A TRIAL INSTALLATION.

UM, UH, WE INSTALL THESE TEMPORARY DEVICES OUT THERE TO MIMIC THE TRAFFIC CONTROL DEVICES, TRAFFIC CALMING DEVICES.

AND THEN, UH, WE WAIT, UH, THE ORDINANCE REQUIRES TO WAIT AT LEAST WELL, UM, 120 DAYS TO COME BACK.

AND THEY DO, AFTER TRAFFIC STUDIES, WE COLLECT TRAFFIC COUNTS, AGAIN, TRAFFIC SPEED TO SEE HOW DID, UM, THESE DEVICES WORK.

UM, DO THEY, ARE THEY EFFECTIVE? DO THEY WORK AS INTENDED? AND THEN WE HOLD ON, UH, THE TOP OF MEETING TO PRESENT THE DATA TO THE NEIGHBORHOOD, UM, AND ALSO GATHER THE INPUT, MAKE SURE THAT THE DEVICES WORK AT INTENDED, IF ANY UNINTENDED CONSEQUENCES FROM TRAFFIC SHIFT.

UH, WE GATHER THE COMMENTS, WE ADJUST THE, THE PLAN AS NEEDED.

UH, EVERYTHING GOES WELL.

THEN, UM, WE, UM, WE CLOSE OUT THE PROJECT, PRESENT THE COUNCIL, UH, FOR FORMAL APPROVAL.

BASICALLY THEY, AS FOR SPEED HUMP, THAT STRETCHES ACROSS THE ROAD FROM ONE EDGE OF, OF THE ROAD TO THE OTHER SIDE.

UM, WE, UM, DID THIS A WHILE BACK.

UM, FIRE DEPARTMENT HAS SOME CONCERN WITH THEM BECAUSE THEY HAVE TO SLOW DOWN, UH, WHEN THEY GO OVER THE SPEED HUMPS.

AND, UH, THEN WE STARTED TO, UH, TRY THE SPEED CUSHION.

WE STARTED OUT WITH THE RUBBER SPEED CUSHIONS, THE CUSHIONS.

UH, THE DIFFERENCE BETWEEN THE HUM AND THE CUSHION IS THE CUSHION HAVE BEEN GAPS IN BETWEEN THE, SO THAT THE, UH, FIRE DEPARTMENT CAN STRADDLE THIS ONE, HOPEFULLY MINIMIZE THE IMPACT.

SO THE FIRE, UH, THE FIRE DEPARTMENT APPROVED THIS RUBBER SPEED CUSHION, AND WE START USING THEM PROBABLY MAYBE 15 OR 18 YEARS AGO.

UM, AND THEY WORKED FAIRLY WELL.

IF, UM, WE INSTALL 'EM ON A BRAND NEW CONCRETE STREET ON THE ASPHALT STREET, UM, THEY LESS, UM, UH, THEY TEND TO RATTLE UP AND, AND, AND COME OFF.

UM, AND THEY MAY NOT LAST IT LONG.

AND ON STREET WITH, UH, HIGH VOLUME OF TRUCKS, THEY ALSO KNOCK THESE OUT PRETTY QUICKLY.

SO ON AVERAGE, THESE RUBBER SPEED CUSHIONS, UH, MAYBE LAST, UH, UH, THREE, FIVE YEARS, AND IF THERE'S A HEAVY, UM, DROP, UH, STREET, THEY MAY LAST, UM, ONE, TWO YEARS.

THAT WAS JUST A NEIGHBORHOOD TRAFFIC PROGRAM.

THAT'S BEFORE WE HAD THE SPEED HUNT PROGRAM.

AND IT WAS SIMILAR TO WHAT WE HAVE NOW.

UM, BUT A LOT OF TIMES IT WAS KIND OF KNOWN AS A STREET CLOSURE PROGRAM.

A LOT OF THE PROGRAM, THE PROJECTS CAME THROUGH, THEY WANTED TO CLOSE THE STREET OFF.

THAT PROGRAM EXPERIENCED A LOT OF COURT BATTLES, BASICALLY BECAUSE NEIGHBORHOODS WERE SAYING, YOU'RE DISCRIMINATING AGAINST US, YOU'RE CLOSING OFF BUSINESSES OR SEGREGATING NEIGHBORHOODS.

THAT PROGRAM WAS PLACED ON HOLD WHILE THE LEGAL DEPARTMENT REVISED THE ORDINANCE, AND THAT'S WHEN THE SPEED HUNT PROGRAM WAS THEN CREATED.

MOST OF OUR PROJECTS WENT AWAY BECAUSE THE SPEED HUNT PROGRAM, UH, ADDRESSED THE ISSUES, BUT A LOT OF THE GATES WERE INSTALLED UNDER THE OLD NEIGHBORHOOD TRAFFIC PROGRAM, BUT WE HAD TO COME UP WITH CENSUS INFORMATION AND ALL THAT.

I WOULD SAY THE MAJORITY OF THOSE GATES WERE, WERE CLOSED, ESPECIALLY WHEN THERE WERE INTERIOR OF A NEIGHBORHOOD OR SEGREGATED ONE SECTION OF A NEIGHBORHOOD OR APARTMENT COMPLEX OR, UM, A BUSINESS FROM THE REST OF THE NEIGHBORHOOD.

SO THAT'S WHEN THEY REVISED IT AND SAID, WE HAVE TO USE THE LEAST RESTRICTED DEVICE.

AND THE NEW ORDINANCE COMES UP WITH THE PERCENTAGE OF CUT THROUGH THAT, UH, TRIP GENERATIONS WITHIN THE NEIGHBORHOOD TO DO THAT.

A LOT OF PEOPLE STILL COME TO US AND SAY, WE WANT TO CLOSE OFF THE STREET.

AND THAT'S LIKE KING HAD SAID, THE ORDINANCE SAYS YOU HAVE TO USE THE LEAST RESTRICTED DEVICE IF THEY WANT TO.

A LOT OF TIMES IF THEY WANT TO TOTALLY CLOSE OFF THE STREET AND MAKE IT A GATED COMMUNITY, THEY NEED TO GO TO JOINT REFERRAL WHERE THEY DO THE ABANDONMENT AND PURCHASE.

REGARDING SCHOOL ZONES, THREE BULLET POINTS.

THE FIRST IS, WHAT ARE OUR GOALS AND METRICS FOR OUR SAFE ROUTE TO SCHOOLS? THE SRTS PROGRAM, SECOND BULLET IS OUR PROGRAM AT THE CITY LIMITED TO REACTING TO SCHOOL ZONE REQUESTS.

HOUSTON SCHOOLS NEED A PROACTIVE ITALICS APPROACH TO IDENTIFYING UNSAFE AREAS AROUND SCHOOLS AND IMPLEMENTING IMPROVEMENTS.

THERE SHOULD ALSO BE AN EDUCATIONAL ENCOURAGEMENT AND EVALUATION COMPONENT WITHIN THE PROGRAM.

THIRD BULLET.

WHY DO WE NOT HAVE SCHOOL ZONES AND SAFE CRAW CROSSINGS AROUND HIGH SCHOOLS? I UNDERSTAND PREVIOUS SAFETY DASH LU, THAT'S S-A-F-E-A DASH LU FUNDING DEFINED SAFE ROUTE TO SCHOOLS AS K THROUGH EIGHT ONLY.

BUT THE BIPARTISAN INFRASTRUCTURE LAW HAS NOW EXPANDED THE DEFINITION TO K THROUGH 12 SCHOOL ZONES AND SAFE CR CROSSINGS IMMEDIATELY AROUND SCHOOLS ARE THE BARE MINIMUM WE SHOULD BE DOING TO ENSURE STUDENTS' SAFETY.

HER SECOND CATEGORY REGARDING THE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM.

FIRST BULLET, WHAT IS STAFF'S

VISION FOR HOW THIS PROGRAM CAN ADDRESS THE MASSIVE BACKLOG OF REQUESTS AND ENSURE THIS PROGRAM IS ALIGNED WITH THE VISION ZERO ACTION PLAN? SOME IDEA TO START THE CONVERSATION SHE OFFERS.

THREE, THE FIRST PRIORITIZE REQUESTS MADE ON THE HIGH INJURY NETWORK IN THE VISION ZERO ACTION PLAN, ESPECIALLY IN LOWER INCOME AREAS, AND BEGIN PROACTIVELY PRIORITIZING PROJECTS ON THE HIGH INJURY NETWORK.

LIMITED FUNDING SHOULD BE PRIORITIZED BASED ON NEED, NOT ON THE ABILITY OF SOMEONE TO REQUEST IT.

SECOND POINT, REVISE THE ARDUOUS VOLUME CONTROL PROCESS.

WE HAVE IMPLEMENTED BIKE WAVE PROJECTS WITH VOLUME CONTROL FOR VEHICLES AT A MUCH QUICKER SPEED THAN TWO PLUS YEARS AGO.

UH, LEARN FROM PROJECTS WE HAVE DONE AND REDUCE OR ELIMINATE THE PILOT PROJECT REQUIREMENT.

HER THIRD POINT, WHAT IS WORKING WITHIN THE NTMP ORDINANCE? IS IT EVEN NECESSARY? RESTRUCTURE EXISTING FUNDING AND RESOURCES AROUND PROGRAMS THAT ACHIEVE VISION ZERO GOALS AND STRATEGY.

THIS PROGRAM HAS NEEDED SIGNIFICANT OVERHAUL FOR MANY YEARS, BUT IT REQUIRED NEW LEADERSHIP TO BE ABLE TO DO IT.

WEST GROVE COURT IS A VERY SMALL HOUSTON NEIGHBORHOOD OF 35 LOTS.

IT WAS PLANTED IN 1949 WITH SINGLE STORY HOMES ON A SINGLE U-SHAPED STREET, WHICH IS ONLY 20 FEET WIDE OFF OF WESTHEIMER, WHICH IS NOW MAJOR CARTER AND IS, UH, BETWEEN WEST RIGHT NEAR THE INTERSECTION OF A WEST TIMER AND WESTLAND BETWEEN BASICALLY RIVER OAKS AND HIGHLAND VILLAGE.

UH, MANY OF THE HOMES, ORIGINAL HOMES ONLY HAD SINGLE CAR GARAGES AT THAT TIME, AND WEST TIMER WAS A TWO-LANE ROAD WITH OPEN DITCHES AT THE TIME THAT THIS NEIGHBORHOOD WAS PUT IN.

TODAY, MOST OF THE ORIGINAL HOMES HAVE BEEN REPLACED WITH TWO STORY HOMES, AND MOST OF RESIDENTS HAVE AT LEAST TWO CARS.

YOU'RE FAMILIAR WITH WHAT'S GOING ON AT, AT THAT PART OF, OF WEST TIMER? UH, OUR STREET IS A U-SHAPED STREET THAT DOES NOT GO ANYWHERE.

IT GOES OFF OF WESTHEIMER AND COMES BACK TO WESTHEIMER.

THERE IS NO REASON FOR ANYONE TO COME DOWN OUR STREET THAT DOES NOT HAVE ANY, EXCEPT, UNLESS THEY'RE GOING TO ONE OF OUR HOMES TODAY.

THERE ARE STREET SIGNS ON WESTHEIMER INDICATING NO THROUGH TRAFFIC, NO LARGE TRUCKS, AS WELL AS SIGNS FOR ONE STREET PARKING ON OUR STREET.

THESE SIGNS ARE RARELY OBSERVED.

THEY'VE NOT BEEN ENFORCED BY THE CITY.

SEVERAL YEARS AGO, THE CITY, WHEN THE CITY WAS PAVED, ROAD HUMPS, WHICH HAD BEEN INSTALLED EARLIER, WERE REMOVED.

AND ALTHOUGH THE SIGNS ARE STILL THERE INDICATING THAT WE HAVE ROAD HUMPS, WE DO NOT HAVE THE, THE ROAD HUMPS ON OUR STREET.

WE HAVE NEVER REQUESTED THE, IF YOU COULD COMPLETE YOUR STATEMENT, EXCUSE ME, IF YOU COULD CONTINUE, BUT LOOK TO WRAP UP YOUR STATEMENT.

I CAN'T TELL IF A TRAFFIC STUDY IN MY AREA WOULD HAVE KNOWLEDGE OF OR ADDRESS ANY OF THESE EXAMPLES, BUT I KNOW THE PRESENCE OF A SPEED DETERRENT, UH, VIA SPEED CUSHION WOULD BE PREVENTATIVE TO ANY FURTHER NUISANCE DAMAGES AND LESSEN THE RISK OF FUTURE LAWS.

AND JUST TO REMIND THOSE WHO HAVEN'T BEEN THERE AT THE END OF OUR STREET, WEST GROVE, REMEMBER THIS IS A HORSESHOE SHAPED STREET.

NOVELL.

RIVER OAKS HAS, IS OPENING 14,000 SQUARE FEET OF RETAIL AND RESTAURANT SPACE, WHICH IS ACROSS THE STREET FROM US.

THAT, AND THEN, UM, IN ADDITION, THERE IS A SEVEN STORY OUTPATIENT PLASTIC SURGERY CLINIC.

AND JUST DOWN THE STREET, ALEX RIVER OAKS IS OPENING 10,001 SQUARE FEET, UH, WITH, AND BOTH OF THESE HAVE ABOUT 400 APARTMENTS.

UM, THE TYPE OF CONGESTION IS, UH, WHAT WE REFER TO AS LOOKY-LOO.

I DON'T KNOW WHETHER THEY'RE LOOKING AT THE NEIGHBORHOOD LOOKING FOR A PARKING PLACE, JUST LOOKING AT US.

AND WE FEEL LIKE THAT A GATE WOULD THIS A REALLY GOOD SOLUTION FOR THIS PARTICULAR PROBLEM.
