I'M RAMI ARAFAT WITH PARK HOUSTON, AND I'M HERE TO PRESENT THE FIVE YEAR AGREEMENT WITH METRO THAT PROVIDES CITY OF HOUSTON EMPLOYEES WITH TRANSIT OPPORTUNITIES PER AP THREE DASH SIX.
PER AP THREE DASH SIX, THE CITY PROVIDES EITHER A PARKING SPACE OR A TRANSIT PASS, AN EMPLOYEE WORKING IN A DOWNTOWN AREA.
THE PROGRAM WAS ESTABLISHED IN 1998, AND IN ADDITION TO RECEIVING TRANSIT OR VAN POOL BENEFITS, EMPLOYEES HAVE 12 FREE EMERGENCY TRANSPORTATION RIDES IF THEY NEED TO LEAVE THE WORKPLACE.
SUDDENLY, THE CITY WILL ALSO COVER THE COST OF PARKING FOR 12 DAYS PER YEAR FOR A TRANSIT RIDER WHO MAY NEED TO DRIVE INTO WORK.
METRO ALSO HAS A PROGRAM THAT PROVIDES FIVE FREE RIDES FOR EVERY 50 RIDES USED BY CITY EMPLOYEES.
EMPLOYEES CAN ALSO SIGN UP TO USE METRO LIFT FOR TRANSPORTATION TO THEIR WORK SITE.
EMPLOYEES OVER THE AGE OF 65 RECEIVE A 50% SENIOR DISCOUNT.
AS OF TODAY, WE HAVE ALMOST 950 EMPLOYEES RIDING METRO BUSES, AND THE AVERAGE COST PER EMPLOYEE PER MONTH IS $141.
THE AVERAGE COST FOR VANPOOL IS $152 PER MONTH PER EMPLOYEE.
THE PANDEMIC IMPACTED THE NUMBER OF RIDERS SIGNIFICANTLY, BUT WE ARE SEEING A DEFINITIVE UPWARD TREND IN RIDERSHIP VOLUME.
WE HAVE BEEN WORKING WITH METRO ON A EVENT POOL PILOT, AND WE HAVE 36 EMPLOYEES CURRENTLY ENROLLED IN THIS PROGRAM WITH HOPES TO INCREASE FUTURE PARTICIPATION.
WE CURRENTLY HAVE ABOUT 2000 EMPLOYEES CHOOSING THE PARKING PERMIT OPTION IN LIEU OF THE TRANSIT PASSES.
AS I MENTIONED EARLIER, WE SAW A SIGNIFICANT NUMBER OF TRANSIT RIDERS MOVE TO PARKING DURING THE PANDEMIC AND FY 22, WE PAID ABOUT $74 PER MONTH PER EMPLOYEE FOR PARKING.
OUR TRANSIT PROGRAM MEETS GOALS LAID OUT IN THE CITY'S CLIMATE ACTION PLAN TO REDUCE THE USE OF SINGLE OCCUPANCY VEHICLES.
BENEFITS OF TRANSIT INCLUDE A REDUCTION IN CO2 EMISSIONS, REDUCTION IN TRAFFIC CONGESTION, AND PERSONAL SAVINGS TO EMPLOYEES.
IN ADDITION TO WHAT YOU SEE ON THIS SLIDE, METRO PARK AND RIDES COLLECTIVELY TAKE MORE THAN 565,000 VEHICLE MILES OFF OF TRAVEL OFF HOUSTON ROADWAYS.
THIS RESULTS IN REDUCTION OF 266 TONS OF CO2 EMISSIONS DAILY, WHICH TRANSLATES TO 73,200 TONS ANNUALLY.
ADDITIONALLY, ONE SINGLE VAN POOL HAS THE POTENTIAL TO REDUCE 64.8 TONS OF CO2 ANNUALLY.
OUR MORE THAN 900 TRANSIT RIDERS MEAN THAT ANNUALLY WE CONTRIBUTE TO IMPROVING THE ENVIRONMENT BY REDUCING CO2 EMISSIONS BY OVER OVER 5 MILLION POUNDS.
TRANSIT RIDERS THEMSELVES BENEFIT TO REDUCED GAS USAGE AND LOWER MAINTENANCE AND WEAR AND TEAR COSTS TO THEIR

PERSONAL VEHICLES.EACH EMPLOYEE TAKING TRANSIT IS SAVING ABOUT $1,145 ANNUALLY IN FUEL COSTS.
THIS SLIDE DETAILS THE EXPENDITURES FOR THE METRO AGREEMENT.
SINCE 2018, WE HAVE ALSO PROVIDED A CHART THAT PROVIDES RIDERSHIP DATA FOR THE PERIOD STARTING IN 2019.
NATURALLY, WE SAW A SIGNIFICANT DROP IN RIDERSHIP DURING THE PANDEMIC, BUT IN FY 22, WE HAVE BEEN SEEING TRANSIT TRENDING UPWARDS.
ON AVERAGE, EXPENDITURES HAVE INCREASED 6% EVERY MONTH WITH RIDERSHIP FOR FY 22 PEAKING THIS PAST APRIL, BOARDINGS HAVE INCREASED 8% MONTH OVER MONTH THIS FISCAL YEAR.
IF WE CONTINUE TO SEE TO, TO INCREASE BOARDINGS AT A CONSERVATIVE 4% RATE, WE WILL BE BACK AT PRE PANDEMIC LEVELS BY THE END OF FY 23.
THE COST OF FUEL IS ALSO HAVING SOME IMPACT ON RIDERSHIP, AS WE HAVE SEEN STRONG GROWTH IN TRANSIT SINCE APRIL OF THIS YEAR.
IN CONCLUSION, THE FIVE-YEAR METRO AGREEMENT CALLS FOR NEARLY $5 MILLION IN FUNDING, BUT PLEASE BEAR IN MIND THAT THE CITY IS ONLY CHARGED WHEN AN EMPLOYEE TAKES TRANSIT OR PARTICIPATES IN VANPOOL.
WE ARE REQUESTING ENOUGH ALLOCATION TO TAKE US CLOSE TO PRE PANDEMIC LEVELS, BUT IF RIDERSHIP CEASES TO TREND UPWARDS, WE WILL NOT BE RESPONSIBLE FOR PAYING THE ENTIRE ALLOCATION, AND IT WILL BE RELEASED AT THE END OF THE CONTRACT TERM.
A RA RECOMMENDS THAT CITY COUNCIL APPROVES A FIVE YEAR AGREEMENT WITH METRO TRANSIT AUTHORITY WITH A 4.98 MILLION ALLOCATION.
WE ANTICIPATE THAT THE CONTRACT WILL BE COMING TO AGENDA SHORTLY.

THE FIRST BEING LED LIGHTING RETROFITS AND SENSOR UPGRADES AT CITY HALL, CITY HALL ANNEX, AND THE HOUSTON PERMITTING CENTER.
WE'VE ALSO IDENTIFIED THE HVAC COMMISSIONING AT CITY HALL, CITY HALL ANNEX, AND THE HOUSTON PERMITTING CENTER.
WE'VE ALSO IDENTIFIED PHOTOVOLTAIC SYSTEM RESTORATION AT CITY HALL ANNEX AND THE HOUSTON PERMITTING CENTER, OTHERWISE KNOWN AS SOLAR PANELS.
AND WE'VE ALSO, UM, IDENTIFIED ITT DATA CONTROL ROOM OPTIMIZATION AT THE BOB LANIER, UM, PUBLIC WORKS BUILDING.
AND WHAT IS OUR CURRENT STATUS? SO, SO FAR WE HAVE EXECUTED A LOAN AGREEMENT WITH THE STATE, WHICH WAS APPROVED IN MARCH.
TEXAS A AND M ENGINEERING EXPERIMENT STATION OR TEASE WILL COMMENCE WORK VERY SOON AND WITH A SCHEDULED COMPLETION DATE OF MARCH, 2023, THE LOAN WILL BE REPAID THROUGH ENERGY SAVINGS THAT RESULT FROM THE ENERGY EFFICIENCY UPGRADES.
AND THE LOANS PROJECTED PAYBACK PERIOD IS 8.7 YEARS.
ALL RIGHT, SO THE GENERAL SERVICES DEPARTMENT AND THE FCA, UH, HAVE ASSESSED ABOUT 311 BUILDINGS, UH, WHICH IS APPROXIMATELY 6.3 MILLION GROSS SQUARE FEET.
UH, GSD MAINTAINS MORE BUILDINGS THAN THAT.
UH, WE'RE CURRENTLY IN UNDER RENOVATIONS WITH SOME OF THOSE FACILITIES, MAJOR RENOVATIONS.
SO THE FCAS ON THOSE BUILDINGS WILL BE COMPLETED, UH, AFTER THE RENOVATIONS, SO THE DATA WILL BE ACCURATE.
UM, THOSE FACILITIES COVER A LARGE GEOGRAPHICAL AREA, AS YOU CAN SEE ON THE SLIDE TO THE RIGHT UNDER THE FACILITY CONDITION ASSESSMENT.
ALL THE MAJOR BUILDING SYSTEMS HAVE BEEN ASSESSED ARCHITECTURAL MECHANICAL, ELECTRICAL SITE COMPONENTS.
ALONG WITH THE, UH, FCA, WE ASSET TAGGED APPROXIMATELY 7,000 UNIQUE BARCODES TO HELP TIE THE FCA ITEMS TO MAJOR EQUIPMENT IN OUR FACILITIES, AND THEN PRIORITIZING AND CATEGORIZING REQUIREMENTS.

THE PRIMARY DEPARTMENTS USING THIS HUE PERMITS IS HPW AND RELATED DEPARTMENTS.
THE APPROPRIATIONS AMOUNT THAT WE'RE REQUESTING IS APPROXIMATELY $10 MILLION AND $6,320.

ILMS FACILITATES PERMITT APPLICATION INTAKE, APPLICATION PROCESSING, PERMIT ISSUANCE, LICENSING, INSPECTIONS, COMPLIANCE AND ENFORCEMENT.
THIS APPLICATION IS ANTIQUATED AND WILL BE REPLACED WITH A NEW COMMERCIAL OFF THE SHELF CONFIGURABLE APPLICATION.
THE RESULT WILL BE AUTOMATION AND PROCESS AND PROCESS STANDARDIZATION THROUGH A SINGLE SCALABLE APPLICATION DEVELOPED USING THE INFOR OR IPS PLATFORM.

HISTORICALLY, THEIR GOAL IS TO GET A NEW OPERATING SYSTEM OUT AND DEPLOY IT ACROSS THE WORLD AS FAST AS POSSIBLE.
WITH WINDOWS 11, THEY'RE NOT DOING THAT.
SO, WHICH MEANS IN THE RECENT YEARS, SOME OF THE PC MANUFACTURERS HAVE COME OUT WITH NEW PCS, WITH TECHNOLOGY THAT'S FOCUSED ON SECURITY.
MICROSOFT'S IS TAKING WINDOWS 11 AND BOLTING ONTO THAT TO HELP FURTHER STRENGTHEN THE DEVICE WITH THE OPERATING SYSTEM TO PROTECT FROM, FROM, FROM AND FROM MINIMIZING THE VULNERABILITY OF ATTACKS.
SO SOME POSITIVE SECURITY FEATURES THERE AS WELL.
SO NOW THAT I'VE COVERED THE COLLABORATIVE, COLLABORATIVE AND IMPROVEMENTS, PRODUCTIVITY ENHANCEMENTS, THE SECURITY ENHANCEMENTS, I WANT TO PIVOT TO SIMPLICITY AND EASE OF DEPLOYMENT IN A LARGE ENTERPRISE.
ACCORDING TO MICROSOFT, 99% OF THEIR APPLICATIONS THAT TODAY RUN ON WINDOWS 10 WILL RUN ON WINDOWS 11.
AND FOR THE SMALL SUBSET THAT DON'T, THEY HAVE AN APP APPLICATION COMPATIBILITY TEAM THAT WILL WORK WITH EACH CUSTOMER TO REMEDIATE THAT ISSUE.
SO THE APPS WILL RUN AT NO ADDITIONAL COST TO THE CUSTOMER.
SO NOW THAT I'VE COVERED THOSE THREE MAIN AREAS, I WANNA SHARE OUR PLAN.
SO HITZ HAS A PLAN TO ROLL OUT WINDOWS 11 AND RETIRE WINDOWS 10.
MICROSOFT HAS ANNOUNCED IN OCTOBER OF 2025 THAT WINDOWS 10 WILL GO END OF LIFE.
WHAT DOES THAT MEAN? THAT MEANS AFTER THAT DATE, ANY PC STILL RUNNING WINDOWS 10 IS A SECURITY RISK.
IT'S A VULNERABILITY 'CAUSE IT CAN'T BE PATCHED FOR ANY ADDITIONAL VULNERABILITIES THAT ARE FOUND 'CAUSE MICROSOFT WILL STOP PATCHING IT.
SO OUR PLAN IS TO ROLL OUT WINDOWS 11 AND MID AND REMOVE WINDOWS 10 FROM OUR ENVIRONMENT ENTIRELY WELL IN ADVANCE THAT RETIREMENT DATE.
AND I BELIEVE THAT CONCLUDES OUR PRESENTATION.

SO WE WANT TO INCREASE VIDEO SURVEILLANCE COVERAGE.
WE WANNA HAVE SURVEILLANCE, ALERTING AND QUEUING AND IMPROVE REAL TIME COVERAGE.
SO, THE PROJECT DELIVERABLES, THIS IS WE WANT TO, UH, INTEGRATE, CONFIGURE AND COMMISSION, UH, ABOUT 170 CAMERAS PLUS SOME SPARE ONES.
OUR GROUND SURVEILLANCE RADAR SYSTEM.
THIS INCLUDES CONDUIT AND CABLING INSTALLATION, AS WELL AS SOME NETWORK SWITCHES.
WE'LL ALSO BE PROCURING SOME SOFTWARE LICENSES FOR OUR RECORDING THAT IS MANDATED BY THE TSA FOR OUR VIDEO, UH, RECORDING.
OUR PROCUREMENT APPROACH IS, IT WAS THROUGH THE TEXAS DEPARTMENT OF INFORMATION RESOURCES, DIR, WHICH IS A CO-OP WITH THE TEXAS DEPARTMENT OF INFORMATION.
OUR PRIME CONTRACTOR SELECTED FOR THIS PROCUREMENT IS AN MBE PARTICIPANT.
PER THE REQUEST OF GOAL PROCESS, UH, IT WAS DETERMINED THAT ABOUT 20% OF THIS PROJECT IS ELECTRICAL CONTRACTOR, ANOTHER WARRANT INSTALLATION.
AND APPROXIMATELY 80% IS COMMUNICATION EQUIPMENT.
THE GOAL PROVIDED FOR THIS PROJECT IS 8% MBE, AND 3% WBE FOR A TOTAL OF 11%.
UH, THE PURPOSE IS TO PROVIDE, UH, UH, AN APPROVAL FOR THE INSTALLATION OF THE CCTV CAMERAS AT JAVI AIRPORT.

IT IS A SINGLE ORDER FOR THE AMOUNT OF 2,466,000.
