I WOULD LIKE TO WELCOME, UM, MY COUNCIL COLLEAGUES THAT ARE JOINING ME IN CHAMBERS AND ONLINE STAFF AND PRESENTERS IN ATTENDANCE.

THIS IS THE HOUSING AND COMMUNITY AFFAIRS COMMITTEE, WHICH IS BEING HELD IN A HYBRID MODE DUE TO, DUE TO THE HEALTH AND SAFETY OF THE PUBLIC DURING THE COVID-19 PANDEMIC.

THIS MEETING WILL BE OPEN TO THE PUBLIC, BUT RESTRICTION RESTRICTIONS REGARDING MASK, ALLOWABLE ROOM CAPACITY AND SEATING ARRANGEMENTS MAY BE IN PLACE.

THEREFORE, AS THE PRESIDING OFFICER OF THE COMMITTEE, I AM PHYSICALLY PRESENT IN THE CHAMBER IN ACCORDANCE WITH PROVISIONS OF SECTION 5 5 1 0.127 OF THE TEXAS GOVERNMENT CODE APPLICABLE TO A GOVERNMENTAL BODY THAT EXTENDS INTO THREE OR MORE COUNTIES.

TODAY WE'LL HEAR FROM A PRESENTATION FROM OUR HOUSING DEPARTMENT, AND THEY'LL PRESENT ON THE FOLLOWING AREAS, PUBLIC SERVICES, MULTI-FAMILY.

AND THEN IN CLOSING, WE'LL HAVE COMMENTS FROM OUR DIRECTOR REGARDING PUBLIC SERVICES.

WE'LL REVIEW A ORDINANCE RECOMMENDATION FOR APPROVAL REGARDING A THIRD CONTRACT AMENDMENT, UH, EXTENSION FOR THE APPROVAL OF HOT WOLF FUNDS FOR PERMANENT HOUSING AND SUPPORTIVE SERVICES WITH MULTI-FAMILY.

WE WILL REVIEW AN ORDINANCE RECOMMENDATION FOR THE APPROVAL OF FIVE COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY, 17 LOAN TRANSACTIONS FOR LAND ACQUISITION, NEW DEVELOPMENT COST, NEW SUPPORTIVE HOUSING, COMMUNITY FOR HOMELESS AND AFFORDABLE HOUSING FOR YOUNG ADULTS.

AND WE DO HAVE TWO PUBLIC SPEAKERS THAT ARE SCHEDULED.

UM, PAULETTE PRINCE, WHICH WILL BE VIRTUAL.

AND THEN DOUG SMITH, OUR FAVORITE DISTRICT F RESIDENT.

AT THIS TIME, I'D LIKE TO WELCOME OUR DEPUTY ASSISTANT DIRECTOR, MELODY BARR, FOR HER TO PROVIDE HER PRESENTATION.

UM, THIS IS FOR ITEM TWO A.

THE DEPARTMENT IS PRESENTING A THIRD AMENDMENT TO A CONTRACT WITH A CARING SAFE PLACE TO FINANCE THE OPERATION AND ADMINISTRATION FOR TWO COMMUNITY RESIDENTS.

SERVING PERSONS LIVING WITH HIV OR AIDS COMMUNITY RESIDENTS.

NUMBER ONE, WILL SERVE A MINIMUM OF 15 INDIVIDUALS TARGETING INDIVIDUALS WITH A HISTORY OF CHEMICAL AND OR ALCOHOL DEPENDENCY THROUGH PERMANENT SUPPORTIVE HOUSING UNITS.

COMMUNITY RESIDENCE NUMBER TWO WILL SERVE A MINIMUM OF 30 INDIVIDUALS WITH A HISTORY OF CHEMICAL AND OR ALCOHOL DEPENDENCY THROUGH TRANSITIONAL HOUSING UNITS.

SUPPORT SERVICES PROVIDED AT BOTH LOCATIONS INCLUDE, BUT ARE NOT LIMITED TO CASE MANAGEMENT, SUBSTANCE ABUSE AND MENTAL HEALTH COUNSELING, LIFE SKILLS TRAINING AND JOB SEARCH.

THIS FUNDING REQUEST IS FOR UP TO AN ADDITIONAL $948,938 IN HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, SIMPLY REFERRED TO AS HOPWA FUNDING, AND WILL PROVIDE FUNDING THROUGH MAY 31ST, 2023.

AS OF FEBRUARY, 2022, THE PROGRAM HAS EXPENDED 79% OF THEIR FUNDING AND REACH 75% OF THEIR SERVICE GOAL.

TODAY WE HAVE STANLEY FIELDS, FOUNDER AND EXECUTIVE DIRECTOR HERE IN THE AUDIENCE.

ITEM TWO B, THE DEPARTMENT IS PRESENTING A THIRD AMENDMENT WITH GOODWILL INDUSTRIES OF HOUSTON, PROVIDING UP TO AN ADDITIONAL $175,000 IN HOPWA FUNDS FOR THE OPERATION OF A JOB SERVICES PROGRAM WITH SUPPORTIVE SERVICES TO A MINIMUM OF 125.

LOW TO MODERATE INCOME HOUSEHOLDS AFFECTED BY HIV AND OR AIDS.

THIS PROGRAM INCLUDES, BUT IS NOT LIMITED TO CASE MANAGEMENT, LIFE SKILLS, TRAINING, JOB SEARCH, AND REFERRAL SERVICES.

THESE REFERRAL SERVICES INCLUDE CHILDCARE, HEALTHCARE, EDUCATION, MEALS, AND LEGAL SERVICES.

THIS AMENDMENT WILL PROVIDE FUNDING THROUGH JUNE 30TH, 2023 AS THE FEBRUARY, 2022.

THE PROGRAM HAS EXTENDED 67% OF THEIR FUNDING AND HAS REACHED 67% OF THEIR SOBER SCHOOL ONLINE.

WE SHOULD HAVE ANDREA THOMAS AND CHRISTINA PETRO, UM, MEMBERS OF GOODWILL INDUSTRIES.

ITEMS TWO C.

THE DEPARTMENT IS PRESENTING A THIRD AMENDMENT TO THE CONTRACT WITH THE WOMEN'S HOME, PROVIDING UP TO AN ADDITIONAL $924,744 AND 71 CENTS.

AND CDBG COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE OPERATION AND ADMINISTRATION OF PROGRAMS SERVING

APPROXIMATELY 475 HOMELESS WOMEN IN THE HOUSTON AREA.

THIS PROGRAM SERVICES WILL ASSIST WOMEN PARTICIPANTS INCREASED STABILITY AND ACCESS RESOURCES NEEDED TO SUCCESSFULLY EXIT HOMELESSNESS SERVICES.

INCLUDE COUNSELING CASE MANAGEMENT WITH WRAPAROUND SERVICES SUCH AS TRANSPORTATION TO HEALTHCARE APPOINTMENTS, ACCESSING FOOD, HOUSING STABILITY PLANS, AND CONNECTING WITH COMMUNITY RESOURCES.

THIS AMENDMENT WILL PROVIDE FUNDING THROUGH MAY 31ST, 2023.

AS OF FEBRUARY, 2022, THE PROGRAM EXPENDED 72% OF THEIR FUNDING AND REACHED 78% OF THEIR SERVICE GOAL.

AND THEN ITEM 2D, THE PROGRAM IS PRESENTING A THIRD AMENDMENT WITH A CONTRACT FOR THE VILLAGE LEARNING CENTER FOR UP TO AN ADDITIONAL $200,000 IN COMMUNITY DEVELOPMENT BLOCK.

GRANT FUNDS HER VOCATIONAL EDUCATIONAL PROGRAM SERVING A MINIMUM OF 125 SPECIAL NEED PARTICIPANTS AND EXTEND THE CONTRACT TERM THROUGH JULY 31ST, 2023.

THIS PROGRAM PROVIDES EDUCATION AND TRAINING TO INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.

THE PROGRAM, UM, PROVIDES SERVICES MONDAY THROUGH FRIDAY THROUGHOUT THE YEAR, A VARIETY OF SERVICES ARE OFFERED FOR PARTICIPANTS WISHING TO BROADEN THEIR SKILLSET AND VOLUNTEERING COMMUNITY SERVICE, AND IN CASE IN SOME CASES, EMPLOYMENT IN THEIR COMMUNITY.

AS OF FEBRUARY, 2022, THE PROGRAM HAS EXPENDED NEARLY 76% OF THEIR FUNDING AND EXCEEDED THEIR GOAL BY 15%, SERVING 144 OF THE 125 THAT HAD PLANNED FOR.

WE HAVE CHRISTIE CONRAD, CHIEF FINANCIAL OFFICER REPRESENTING THE VILLAGE LEARNING CENTER ON THE VIRTUAL PLATFORM.

THAT CONCLUDES MY PRESENTATION.

THEIR GOAL WAS 45 CLIENTS.

UM, AS OF THE END OF FEBRUARY, THEY SERVED 34 CLIENTS FOR GOODWILL INDUSTRIES.

THEY, UM, SO THEIR SERVICE GOAL, LET ME MAKE SURE I HAVE THIS CORRECT.

SO, SO THEIR SERVICE GOAL IS A LITTLE BIT DIFFERENT.

UM, THEY ORIGINALLY HAD PLANNED TO SERVE 250 PEOPLE TO ASSESS THEM FOR THE PROGRAM.

THEY, THEY ASSESSED 512.

THEY ENROLLED IN THE ACTUAL TRAINING PROGRAM.

THEIR GOAL WAS 125, OF WHICH THEY ONLY ENROLLED 61 OVER THE LAST YEAR.

AND THAT'S DUE TO COVID.

THEY WERE ABLE, THEIR GOAL WAS TO PLACE 25 INDIVIDUALS IN PERMANENT EMPLOYMENT.

THEY PLACED 23 FOR THE WOMEN'S HOME.

THEIR GOAL, UH, WAS TO SERVE 250 INDIVIDUALS UNDER THE PROGRAM.

THEY SERVED 194, UM, 133 OF THOSE CLIENTS WERE TO RECEIVE TRANSPORTATION SERVICES.

65 DID.

AGAIN, THIS IS, UH, RELATED TO COVI ISSUES OF THE CLIENTS RECEIVING CASE MANAGEMENT.

IT WAS A GOAL OF TWO 50 AND 194.

RECEIVED THAT CASE MANAGEMENT SERVICES AND FOR THE VILLAGE LEARNING CENTER, UH, LET'S SEE, SECOND AMENDMENT.

THE, THEIR GOAL WAS 125 CLIENTS, AND THEY SERVED 144.

UM, HOUSTON AREA, URBAN LEAD, WE DEAL WITH, UM, HOUSTON ALCOHOL COUNCIL, UH, CAREER AND RECOVERY, SOME OF THE LOCAL HOSPITALS, 12 OAKS HOSPITAL.

UM, SO WE'VE BEEN IN THE COMMUNITY RIGHT AT 22 YEARS, AND A LOT OF OUR REFERRALS EVEN COME OUT OUTSIDE OF OTHER, UH, COUNTIES AND OTHER, OTHER STATES AS WELL.

AND WHAT PERCENTAGE, I MEAN, YOU PROBABLY, WHAT PERCENTAGE OF THE CLIENTS THAT YOU REPRESENT COME FROM THE DISTRICT ARE, YOU KNOW, UM, I WOULD SAY ABOUT 45 TO 60%.

UH, ALL FOUR OF THESE HAVE BEEN PREVIOUSLY PRESENTED TO THIS COMMITTEE.

HOWEVER, WE WANTED TO BRING THESE UP AS REFRESHERS AND REPRESENT THEM FOR YOU ALL DUE TO, UM, THE TIMING, OBVIOUSLY, THAT IT'S BEEN FROM THE TIME IT ORIGINALLY CAME TO COMMITTEE AND ALSO DUE TO INCREASES IN BUDGET.

UM, AND, AND GRANT AMOUNT OR LOAN AMOUNT, UH, FOR THESE, UH, PROGRAM HAS SEEN INCREASES FOR SEVERAL REASONS.

UH, HARD COSTS HAVE INCREASED 17.5% FROM 2020 TO 2021.

UH, 2021 COSTS, UH, ARE ESTIMATED TO BE 23% HIGHER THAN PRE PANDEMIC COSTS, WHICH HAS ALL CONTRIBUTED TO THE NEED FOR ADDITIONAL FUNDING ON SOME OF THESE TRANSACTIONS.

UH, SOFT COST LINE ITEMS SUCH AS INSURANCE PREMIUMS HAVE ALSO INCREASED, UM, WITH NATURAL DISASTERS BEING A KEY DRIVER THERE.

UM, I WILL NOTE THAT, YOU KNOW, A LOT OF THESE DEVELOPERS, UH, WHEN THEY DO COME AND IDENTIFY ADDITIONAL GAPS, UM, YOU KNOW, THEY, THEY WORK ON VALUE ENGINEERING, UM, DIVER DIFFERING DEVELOPER COSTS, UH, AND INCREASING LOAN SIZE TO COVER A PORTION OF THESE, UH, INCREASES.

SO IT'S NOT ALL, YOU KNOW, THE CITY COVERING THE COST OF THE GAP.

AND, UH, I'LL GO AHEAD AND JUMP IN THEN TO OUR FIRST ITEM.

ITEM THREE, A LOCKWOOD SOUTH HCD RECOMMENDS APPROVAL OF AN ORDINANCE AUTHORIZING A LOAN AGREEMENT BETWEEN THE CITY AND THE BUFFALO BAYOU PARTNERSHIP FOR 9,950,000 IN C-D-B-G-D-R 17 FUNDS FOR THE ACQUISITION AND DEVELOPMENT OF LOCKWOOD SOUTH.

AFFORDABLE HOUSING DEVELOPMENT LOCATED SOUTH OF BUFFALO BAYOU RENAN STREET IN DISTRICT H.

THE PROPOSED DEVELOPMENT IS 80 UNITS, UH, CONSISTING OF ONE, TWO, AND THREE BEDROOMS, UH, AND WILL BE RESTRICTED TO HOUSEHOLDS FROM 30 TO 80% A MI.

UH, THIS IS THE FIRST PHASE OF AN 18 ACRE MASTERPLAN COMMUNITY.

THE LOAN AFF AFFORDABILITY PERIOD WILL BE 40 YEARS COMMENCING AT CONSTRUCTION COMPLETION.

NEXT SLIDE, THE DEVELOPER WILL, THE DEVELOPMENT WILL BE A FOUR STORY PODIUM CONSTRUCTION ON A 3.2 ACRE MASTER PLANNED MIXED INCOME SITE IN THE GULF INCOMPLETE COMMUNITY WITH ONE, TWO, AND THREE BEDROOM UNITS AVAILABLE TO HOUSEHOLDS BETWEEN 30 AND 80% A MI.

THE DEVELOPMENT WILL ALSO CONSIST OF APPROXIMATELY 7,000 SQUARE FEET OF RETAIL SPACE.

THE LAST INFORMATION I'VE RECEIVED, OF THOSE 10, ONLY ONE HAS CLOSED THEIR COMMITMENT.

UM, LAST YEAR'S, UH, TAX CREDIT, QAP HAD CERTAIN LIMITATIONS OF HOW MANY CREDITS YOU CAN GET.

UM, AND AS, UM, UH, MS. MARTINEZ STATED EARLIER, THE AMOUNT OF HARD CAUSE THE INCREASE IN HARD CAUSE OVER THE LAST TWO YEARS HAVE BEEN, UH, TRENDING EXTREMELY HIGH.

SO MUCH SO THAT MANY OF THE TRANSACTIONS FROM THE 2021 ROUND ARE NOT ABLE TO CLOSE INTO THEIR FINANCING RIGHT NOW.

SO THE HOUSING DEPARTMENT HAS BEEN IN DISCUSSIONS WITH THESE DEVELOPERS AND WE'RE, AND WE'RE WORKING ON PROPOSALS TO TRY TO PROVIDE SOME ASSISTANCE TO THEM.

HOPEFULLY BY NEXT HOUSING COMMITTEE WE'LL BE, I, WE HOPE TO A PREP, UH, PRESENTATION ON SOME FUNDING THAT WE'LL BE ABLE TO ALLOCATE, UM, AND, AND RELEASE OUT THERE TO HELP NOT ONLY THESE DEVELOP DEVELOPMENTS AND OTHERS THROUGHOUT THE CITY THAT ARE STRUGGLING RIGHT NOW.

BUT OF THOSE 10 ALLOCATIONS FROM LAST YEAR, I'M AWARE OF ONLY ONE THAT IS CLOSED.

BUT YES, THERE'S, THERE'S SEVERAL THINGS THAT HAVE BEEN HAPPENING WITHIN THIS MARKET THAT HAS LED TO THE, YOU KNOW, UH, LARGE

ONE IS AVAILABILITY AND SUPPLY OF MATERIALS.

RIGHT NOW THERE'S JUST NOT ENOUGH TO GO AROUND.

SO, YOU KNOW, SUPPLY AND DEMAND, UM, THE MORE, UH, DEMAND THAT'S OUT THERE AND LESS SUPPLY PRICES GO UP.

AND THAT HAS BEEN THE SAME FOR BOTH MATERIALS.

LUMBER HAS BEEN, YOU KNOW, UH, A REPORTED INCREASE AND THEN THEY LEVELED OFF AND NOW IT'S INCREASED AGAIN, LABOR AS WELL.

UM, RIGHT NOW THERE'S A, YOU KNOW, A VAST SHORTAGE OF THE LABOR SUPPLY IN THIS MARKET.

SUBCONTRACTORS ARE, UH, CHARGING A PREMIUM FOR THE MOST PART, NOT BECAUSE THEY'RE, YOU KNOW, ANGRY OR GREEDY, BUT BECAUSE THEY ALSO HAVE HAD, UM, INCREASES WITHIN, AGAIN, THEIR OWN LIABILITY.

GAS PRICES HAVE ALSO TIES STRAIGHT INTO THIS AS WELL.

'CAUSE GAS PRICES TIE STRAIGHT INTO THINGS LIKE CONCRETE AND STONE AND EVERYTHING ELSE THAT, YOU KNOW, WITH DELIVERY AND, AND PRODUCT.

AND SO, LEMME ALSO LET ME ADD THAT, UM, TO YOUR POINT ABOUT THE AVAILABILITY OF MATERIALS, THAT THEN OF COURSE SLOWS DOWN THE CONSTRUCTION PROCESS, WHICH ADDS TO MOBILITY COSTS, UM, RETAINING PERSONNEL, KEEPING THE SITE ACTIVE, JUST ACTUALLY WAITING AND THE COST OF DOING BUSINESS IS ESCALATED.

WE'VE SEEN THAT ALL ACROSS THE INDUSTRY SO THAT, YOU KNOW, THAT CHARACTERIZATION AND NOW IMPACTING OUR DEVELOPERS IS A REALLY IMPORTANT FACTOR FOR US.

AND I'M NOT ESPECIALLY SURPRISED TO HEAR THE ONE OF 10.

UM, I'M CURIOUS TO KNOW HOW WE'RE GOING, YOU KNOW, WHEN YOU SAY ASSISTANCE, YOU KNOW, WHAT DOES THAT MEAN? WE, BECAUSE WE OBVIOUSLY HAVE LIMITED CAPITAL OPPORTUNITIES TO SAVE MONEY.

UM, ARE THERE OTHER, YOU KNOW, 'CAUSE WE STILL HAVE TO MAKE, MAKE CERTAIN RATIOS OF, UM, UNITS AND, AND, UH, THE OVERALL PROJECTS.

AND DIRECTOR, IF YOU HAVE ANYTHING YOU'D LIKE TO NARRATE ABOUT THIS CREATIVE THINKING FOR THE DELIVERY SIDE OF, UM, KEEPING OUR, OUR PRODUCTION UP.

SO WE'RE LOOKING AT OTHER, OUR, OUR OTHER SOURCES OF FUNDING AT THIS POINT IN TIME.

UH, PRIMARILY THIS IS SOME, UH, DISASTER RECOVERY DOLLARS.

AND THOSE, AND AS YOU KNOW, WE ARE STILL, UM, GOING BACK AND FORTH WITH THE GLO UNTIL WE CAN GET TO THE POINT WHERE WE CAN, UH, MOVE ALL OUR PROJECTS FORWARD.

BUT UNTIL THEN, WE'RE GONNA SEE IF WE CAN'T PIVOT AND USE OTHER DOLLARS AND FLIP THOSE, FLIP THOSE UH, DOLLARS WHEN, UH, THE GLO FINALLY DOES GIVE US APPROVAL.

I THINK WE'RE GETTING VERY CLOSE ON THOSE DISCUSSIONS WHERE WE'RE GOING TO BE ABLE TO GET THINGS MOVING AGAIN.

UH, RAY HAS DONE AN ADMIRABLE JOB IN PROVIDING THEM WITH AN, UH, A TREMENDOUS AMOUNT OF INFORMATION, UH, BASED ON WHAT THEY HAVE REQUESTED.

WE HAVE PROVIDED THEM, UH, JUST ABOUT EVERYTHING YOU CAN IMAGINE, UH, TO HELP THEM MAKE THEIR DECISIONS.

WE, WE PROVIDED ALL THE INFORMATION TO DATE, UH, BUT SUBJECT TO THE CLOSE OF THAT AUDIT AND, UM, SOME CONCESSIONS THAT GLO WILL HAVE TO MAKE ON THEIR SIDE REGARDING OUR CONTRACT, WHICH AGAIN, WE'RE, WE'VE, WE'VE EXPRESSED OUR, OUR WANTS AND NEEDS AT THIS POINT.

UM, AND WITH THEIR ACCEPTANCE OF THOSE, WE'LL BE ABLE TO PUSH FORWARD TO REALLOCATE THE REMAINING SOURCE OF THE FUNDING AND TO HELP TRANSACTIONS AND GET TO THE, THE AFFORDABLE HOUSING WE SO DESPERATELY NEED WITHIN THE CITY.

BACK IN NOVEMBER I REPRESENTED TO THE CITY COUNCIL THAT, UM, OR THIS COMMITTEE THAT A PORTION OF THE 2022 CREDITS WERE GONNA BE ALLOCATED TO OLD DEALS.

THOSE SPECIFICALLY WERE ONLY AVAILABLE FOR 2019 AND 2020 TRANSACTIONS.

I AM NOT AWARE THEY'RE ALSO AVAILABLE FOR 2021.

THAT'S KIND OF WHY THESE NINE TRANSACTIONS ARE KIND OF STUCK RIGHT NOW, I BELIEVE.

YEAH, THEY WERE ONLY AVAILABLE FOR 19 AND 2020, NOT 21.

AND SO, AND THEN IN, IN 2022, THE RESOLUTIONS OF SUPPORT YOU JUST PASSED IN FEBRUARY, THE STATE AGENCY ACTUALLY INCREASED THE AMOUNT OF CREDITS THAT THEY'RE AVAILABLE SO THAT, TO HELP THEM WITH THESE ADDITIONAL COSTS.

SOME OF THEM HAVE NOT MOVED SIGNIFICANTLY AND THEN OTHERS HAVE JUST BASED ON SOME OF THE CONTRACT AMENDMENTS THAT HAVE BEEN APPROVED BY THE GLO.

SO AS WE LOOK AT OUR ECONOMIC DEVELOPMENT PROGRAM, THAT ONE, UM, THAT BENCHMARK IS UP 17% FROM 16% JUST A COUPLE OF WEEKS AGO AT OUR LAST HOUSING AND COMMUNITY AFFAIRS MEETING.

UH, AS WELL AS HOPE IS UP A PERCENT AS WELL AS HOME BUYERS AND MULTIFAMILY.

AND THE MORE SIGNIFICANT ITEM I DID WANNA MENTION IS PUBLIC SERVICES.

AS YOU, UM, RECALL, WE DID HAVE AN ISSUE WITH THE GLO, UH, WHERE CONTRACT AMENDMENTS HAD NOT BEEN APPROVED.

THOSE CONTRACT AMENDMENTS HAVE BEEN APPROVED BY THE GLO AND SUBSEQUENTLY WE'VE BEEN ABLE TO SUBMIT REIMBURSEMENTS, UH, AND HAVE HAD A JOB FROM 54% ABOUT TWO AND A HALF WEEKS AGO TO NOW 63% OF THEIR BENCHMARK.

SOME OF THE PROGRAMS ARE ACTIVELY WORKING, UM, TO GET THE SPENDING DONE NEEDED TO SUBMIT THE REIMBURSEMENTS.

AND THEN A SMALL, UM, JUST CORRECTIVE ACTION PLAN UPDATE AS THE DIRECTOR MENTIONED COMING INTO OFFICE PERMANENTLY.

A LOT OF THE ITEMS THAT WE'RE IN PROCESS ARE HOPED TO BE FINALIZED SOON ONCE HE IS, UM, FINISHED REVIEWING OUR ORGANIZATIONAL CHART AS WELL AS LOOKING AT OUR FISCAL YEAR BUDGET FOR NEXT YEAR AS WE PREPARE WITH THE CITY'S BUDGET CYCLE.

AND THEN I DO WANNA PROVIDE JUST A HIGH LEVEL OF THE ACTIVITY SINCE LAST MONTH.

YOU CAN SEE OUR HOME BUYER ASSISTANCE PROGRAM AND THE APPLICANT SERVED FOR BOTH FISCAL YEAR 21 AND THEN 22, I BELIEVE WE DISCUSSED THE DECREASE IN NUMBER OF HOMEOWNERS ASSISTED LAST MONTH, SINGLE FAMILY HOME REPAIR, NEXT SLIDE, AND THEN OUR NEW HOME DEVELOPMENT PROGRAM AS WELL.

NEXT SLIDE JUST GIVES YOU A HIGHLIGHT OF PROJECTS THAT ARE BOTH UNDER CONSTRUCTION AND COMPLETED HERE WITHIN OUR FISCAL YEAR.

UM, IT'S JUST A LITTLE BIT MORE THE RE THE RESIDENTS AND COMMUNITIES MUST DEAL WITH INCREASED CRIME, DRUG DEALING, PING STOLEN GOODS, AND TO ADD HOMELESS MEMBERS OF OUR SOCIETY, OR FINDING VACANT LOTS IN THE AREA THAT ARE WOODED WITH HIGH GRASS AND ABANDONED VEHICLES, SETTING A REFUGE THERE BEGGING FOR FOOD AND MONEY JUST TO SUSTAIN LIFE.

MOST RESIDENTS, PARTICULARLY OLDER, ARE AFRAID WHEN HOMELESS PEOPLE COME AROUND.

THE MOST SIGNIFICANT, UH, RESIDENTS ARE THE MOST REASON, THE MOST SIGNIFICANT REASON THE RESIDENTS REACT AS THEY DO IS BECAUSE THEY DO NOT KNOW HOW TO HELP THE HOMELESS IN MOST NEIGHBORHOODS.

THERE ARE NO SHELTERS AND VERY FEW FOOD PANTRIES.

AND I HATE TO SEE CHILDREN IN THAT NUMBER ON THE STREET CORNERS, ALONG WITH, UH, THE OLDER ADULTS SEEKING, UH, REFUGE AND FOOD.

I SURE THAT ADDITIONAL FUNDING FROM THE GOVERNMENT WILL CERTAINLY HELP.

AND I BE, AS YOU CONSIDER THAT THE HOMELESS MEN, WOMEN AND CHILDREN HAVE RIGHTS AS EVERY OTHER PERSON.

ALL PEOPLE IN OUR SOCIETY SHOULD HAVE ACCESS TO FUNDAMENTAL HUMAN RIGHTS.

AND THE HOMELESS SHOULD BE TREATED AS EQUAL TO THE PEOPLE THAT CAN AFFORD TO LIVE, HAVE FOOD TO EAT IN AFFORDABLE HEALTHCARE.

AND SECONDLY, AT THE BOTTOM OF THE FINANCIALS ON PAGE 32, IT SAYS THAT YOU REPORT ANNUALLY TO THE CITY OF HOUSTON CONTROLLER AS PART OF THE CITY BUDGET PROCESS.

AND YOU ALSO REPORT TO, UH, THE, TO HUD REGARDING THE CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT.

ARE THOSE REPORTS AVAILABLE ONLINE? AND THEN, IN REGARDS TO THE INFORMATION THAT IS IN THE REPORT, UH, SUMMARIZED INFORMATION HERE, UM, YOU LOOKING AT DR TWO, WHICH WAS IKE FUNDS, UH, AT THE END OF 2020, YOU STILL HAD 29% OF YOUR BEGINNING BALANCE, UM, UH, AVAILABLE.

AND THAT'S 20 YEARS AGO.

SO I, I BELIEVE WHAT YOU, YOU, YOU, AS YOU STATED, THAT IS A REPORT THAT WAS FROM 2020.

UH, SO WE DO NEED TO TALK ABOUT THE FACT THAT WE HAVE NOT DONE A, A NEW REPORT AND SOME OF THE NUMBERS YOU'RE LOOKING AT ARE JUST STALE NUMBERS AND THEY HAVE THEN YOU NEED TO, UH, GET THEM UPDATED AND SOME OF THOSE UPDATED NUMBERS ARE PROVIDED IN THE REPORTS THAT WE DO HERE EVERY MONTH.

SO IF YOU WOULD GIMME A CALL, WE CAN DISCUSS THOSE ISSUES, UH, UH, AND POINT OUT EACH ONE OF THOSE DEFICIENCIES THAT YOU HAVE.
