ORDINANCE AMENDING CHAPTER 11 OF THE CODE OF ORDINANCES, HOUSTON, TEXAS, relating to burglar alarms, panic, holdup and similar alarm systems; containing findings and other provisions relating to the foregoing subject; providing for civil fees and penalties and criminal penalties; providing an effective date; providing for severability.
(Item 14) ORDINANCE authorizing and approving Loan Agreement between the City of Houston and CLOUDBREAK HOUSTON, LLC to provide $300,000.00 of Federal CDBG Funds to pay off certain existing senior debt in connection with the Renovation of a Multi-unit residential development known as Midtown Terrace to house qualifying U.S. Veterans; extending the time to complete the renovations. (Item 15) ORDINANCE approving and authorizing agreement between the City of Houston and MEMORIAL ASSISTANCE MINISTRIES, INC to provide a $150,000.00 grant of Federal Community Development Block Grant ("CDBG") Funds for costs to construct additional parking at a facility located at 1625 Blalock Road, Houston, Texas, which provides services to low-income persons.
ORDINANCE appropriating $4,800,064.00 out of Airport System Consolidated 2004 AMT Construction Fund and $84,001.00 out of Airports Improvement Fund; and approving and authorizing amendment No. 1 to contract for Professional Architectural/Engineering Services by and between the City of Houston and HELLMUTH, OBATA & KASSABAUM, L.P. for Construction Phase Services for the APM System Extension from Terminal B to Terminal A at George Bush Intercontinental Airport/Houston.
(Item 18) ORDINANCE appropriating $24,551,904.00 out of HAS Consolidated 2004 AMT Construction Fund and $397,832.00 out of Airports Improvement Fund; Project No. 536J; WBS A-000354-0003-4-01; and awarding construction contract for W. W. WEBBER, LLC for Automated People Mover Phase 3, Package 2 - APM Guideway at George Bush Intercontinental Airport/Houston. (Item 19) ORDINANCE deappropriating $683,837.00 from Contract No. 4600004519 which sum was appropriated under Ordinance 2004-0866, WBS A-000486-0001-3-03-01 from FAA Grant No. 3?48-0111-47-03; and appropriating $683,837.00 out of Airports Improvement Fund, WBS A?000486-0001-3-01-01 for Contract No. 4600004519 between the City of Houston and PARSONS WATER & INFRASTRUCTURE INC for Project 612, Security Program Consulting Services for the Houston Airport System. (Item 20) ORDINANCE approving and authorizing acceptance of an application and approval of the Intergovernmental Agreement between the City of Houston and the HOUSTON-GALVESTON AREA COUNCIL (HGAC) to fund the Solid Waste Implementation Program.
ORDINANCE amending Ordinance Number 2005-0950 to increase the maximum contract amount for contract between the City and SPAY NEUTER ASSISTANCE PROGRAM, INC (#C57212) for continuation of Spay/Neuter Program for low income neighborhoods.
(Item 24) ORDINANCE amending Ordinance No. 2008-118 relating to the City of Houston’s participation in the Texas Enterprise Zone Program pursuant to the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code, providing certain incentives, designating a liaison for communication with interested parties, and nominating DELOITTE LLP to the Office of the Governor Economic Development & Tourism through the Economic Development Bank as an enterprise project. (Item 25) ORDINANCE amending Ordinance No. 2005-0405 (passed by City Council on April 27, 2005) to increase the maximum contract amount and approving and authorizing first amendment to contract between the City of Houston and SAP PUBLIC SERVICES, INC for Software Licenses and Professional Services for the Enterprise Resource Planning System for the Information and Technology Department. (Item 28) ORDINANCE appropriating $3,000,000.00 out of General Improvements Consolidated Construction Fund; $3,000,000.00 out of Reimbursement of Equipment/Projects Fund and $712,000.00 out of Public Library Consolidated Construction Fund; awarding construction contract to PRIME CONTRACTORS, INC for African American Library at the Gregory School.
(Item 29) ORDINANCE awarding construction contract to AIA GENERAL CONTRACTORS, INC for Northwest Maintenance Facility Underground Storage Tank System Modification, setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines.
